Welcome...<br />
For this issue’s welcome address, Wanstead<br />
resident Paul Kaufman – recently appointed as the<br />
Mayor of Redbridge’s first non-religious ‘chaplain’<br />
– offers a Humanist reflection on the power<br />
of community.<br />
I am honoured to write this month’s opening reflection in my<br />
new capacity as Humanist ‘chaplain’ for Redbridge.<br />
The adage ‘there is more that unites us than divides us’ is oft<br />
repeated. You may be forgiven for dismissing it as a lazy cliché<br />
given the amount of vitriol on social media etc, but it does speak<br />
to universal truths about our common humanity.<br />
Take the principle we should treat each other as we would wish<br />
to be treated. It is at the heart of the Christian gospel. It is also<br />
found in just about every faith and culture around the globe. A<br />
great example from the Yoruba people in western Africa goes:<br />
‘One taking a pointed stick to pinch a baby bird should first try it<br />
on himself to feel how it hurts.’<br />
Humanists, who have no religious belief, say it is just a sensible<br />
precept. Humans are social animals who tend to live in large<br />
groups. The rule has evolved along with our empathy and power<br />
to reason. It helps us, at our best, to rub along together and<br />
thrive, whatever our religion or belief. While we may fall short in<br />
practice, it is an ideal to which most of us aspire.<br />
Wanstead is, on the whole, a fantastic, kind and thoughtful<br />
community where we do all rub along and thrive.<br />
The last year has been tough for many,<br />
and it is a joy to see life gradually return<br />
to some sort of normality. I remind<br />
myself every day just how lucky I<br />
am to live here.<br />

Wanstead Parish Resilient Heritage Project:<br />
Securing the Future for<br />
St Mary’s & Christ Church<br />
In early 2020, Wanstead Parish secured a<br />
heritage grant from the National Lottery<br />
Heritage Fund to help us become more<br />
resilient and adaptable. A group of parish<br />
and community members representing both<br />
churches have been working for 9 months to<br />
develop a brief.<br />
Our ambition is to serve our<br />
communities better, make both<br />
buildings and their green spaces<br />
more accessible, reduce our carbon<br />
footprint, and become more resilient<br />
to future changes. We have worked with Alix Slater Consultancy and Dow Jones<br />
Architects who have developed number of options for us. Our criteria have been:<br />
• Heritage: removing the buildings from the Buildings at Risk Register.<br />
• Environmental: maximising environmental benefits and impacts.<br />
• Inclusion: ensuring the parish serves our communities.<br />
• Finance: the option to be affordable and sustainable.<br />

Wanstead Park group to consider<br />
better protection for the bluebells<br />

The Wanstead Park Liaison Group is to discuss<br />
the latest bluebell season and consider<br />
whether anything can be done differently in<br />
the future to better protect the flowers from<br />
being trampled. “Wren Group volunteers work<br />
hard to clear undergrowth, so the bluebells<br />
are visible, and lay paths to deter people<br />
from walking on them. It’s not surprising<br />
that people become annoyed when they<br />
see visitors behaving inconsiderately. That<br />
said, the informal barriers have been largely<br />
successful,” said a spokesperson.<br />
Mobility hub to be installed on<br />
Wanstead High Street this summer<br />
The hub will replace four parking<br />
bays on the High Street. Residents<br />
gave their backing to the scheme<br />
in a consultation earlier this year<br />
A mobility hub designed to encourage<br />
sustainable travel will be installed on<br />
Wanstead High Street this summer. The hub –<br />
a small-scale transport interconnection – will<br />
include an electric car club bay and an electric<br />
vehicle charging bay, as well as an outdoor<br />
seating area, cycle parking and plants. “We’re<br />
keen to promote active travel in Redbridge, as<br />
well as supporting the transition from diesel<br />
and petrol to electric vehicles, and providing<br />
more street space for residents and local<br />
businesses,” said Councillor Jo Blackman.<br />
Plans are being made for the return of the<br />
Wanstead Festival on 12 September, subject<br />
to government guidelines at the time. “We’re<br />
looking forward to this year’s festival and<br />
accompanying events, including the Wanstead<br />
Fringe. It will be great for the community to<br />
come together after all the challenges of the<br />
pandemic,” said Councillor Jo Blackman. The<br />
annual community event has been running<br />
since 2003 and attracts thousands of residents<br />
and visitors to Christchurch Green for a day of<br />
music and activities.<br />

café kiosk on Christchurch Green<br />

behind the toilet block along Woodbine<br />
Place’s boundary with Christchurch Green<br />
Vision RCL has updated its plans for a new café<br />
on Christchurch Green. “Following feedback<br />
from the Licensing Committee, it was<br />
encouraged that we submit a full planning<br />
application. This advice has been followed and<br />
an application is to be submitted shortly,” said<br />
a spokesperson. It follows a delay in a previous<br />
application earlier this year. Councillor Jo<br />
Blackman added: “We are pleased Vision has<br />
listened to concerns raised by ward councillors<br />
and residents and will be proceeding with<br />

Once again, regular and casual<br />
visitors to Wanstead Park have<br />
been marvelling at the compelling<br />
display of bluebells this spring, and<br />
during last summer, a similar level of<br />
widespread entrancement was induced by<br />
the magical arrival of long-horned cattle in<br />
the park.<br />
Many people using the park give little or no<br />
thought to the machinations underpinning<br />
the staging of these activities, which<br />
fundamentally rely on City of London<br />
management (through Epping Forest) and<br />
the stakeholder groups which interact<br />
with them.<br />
Both the Friends of Wanstead Parklands<br />
and the Wren Group make significant<br />
volunteer contributions – for example,<br />
the Friends through supervision of cattle<br />
grazing and monthly litter picks, and the<br />
Wrens through seasonal briar clearance from<br />
the bluebell wood and other vegetation<br />
removal.<br />
An equally important role of the Friends is<br />
our ongoing collaboration with the City of<br />
London concerning the management of<br />
the park. For over 10 years, the Friends of<br />
Wanstead Parklands has been urging the<br />
City to invest in Wanstead Park to remove it<br />
from the Heritage at Risk register and provide<br />
it with a sustainable future. A consistent<br />
perceived barrier has been the plethora of City<br />
committees through which park improvement<br />
proposals have to travel to reach approval.<br />
In September 2020, the City of London<br />
was presented with a highly critical “warts<br />
and all” report by Lord Lisvane, criticising<br />
its model of governance, and specifically,<br />
the number of committees. This report is<br />
ostensibly already having an impact on how<br />
the City, through Epping Forest, interacts with<br />
the Friends. Three nominal City of London<br />
committees dealing with Wanstead Park have<br />
now been condensed into one, with options<br />
for ad hoc strategic meetings as and when<br />
necessary. This may turn out to be a positive<br />
development, which provides the opportunity<br />
for Wanstead Park business to be streamlined<br />
and associated actions speeded up.<br />
Immediate indicators are good. The single<br />
stakeholder meeting for Wanstead Park is now<br />
headed up by a Park Verderer, and for the first<br />
time, this liaison group has been presented<br />
with a Wanstead Park Action Plan, scheduling<br />
what will be done and when for the period<br />
<strong>2021</strong> and 2022. This includes operational and<br />
capital works covering water management,<br />
entrances and paths, and major and minor<br />
projects, including renovation of the Grotto.<br />
A real statement of accountability.<br />
So far so good… The potential reality, though,<br />
is that this will not be an easy transition for<br />
the City, as engrained cultures and working<br />
practices are difficult to change with any<br />
degree of speed.<br />
Some staging points targeted on the action<br />
plan are already looking stretched. Initial work<br />
to the Grotto landing stage supported by the<br />
Heritage of London Trust is delayed, as is the<br />
replacement of park signage. The progression<br />
of both these projects and the works<br />
identified in the action plan will be a genuine<br />
test as to whether the City can become a more<br />
fluid and responsive organisation, which will<br />
enable them to meet their own objectives and<br />
get things done.<br />
The other main challenge continues to be<br />
access to City funding. The risk to future<br />
park funding has now been exacerbated by<br />
the uncertainties arising from the impact of<br />
COVID-19 on City of London income, which<br />
has caused a brake to be applied to all but<br />
the most essential capital expenditure. This<br />
has been equally frustrating for both the<br />
Friends and Epping Forest management<br />
who – in addition – have had to manage the<br />
environmentally damaging consequences of<br />
an estimated 350% increase in Wanstead Park<br />
and Epping Forest users over the last year.<br />
In the present environment, it is possible<br />
future projects will have to consider<br />
alternative mixes of private and public<br />
funding, with additional working party<br />
support from volunteer groups very much<br />
part of the package.<br />
On behalf of Wanstead Park users, the Friends<br />
will be closely monitoring developments.<br />

A HUMANIST CHAP<br />
The appointment of Redbridge Council’s first Humanist ‘chaplain’ marks<br />
an important milestone, says Wanstead resident Paul Kaufman, who was<br />
invited to take up the role by the newly elected Mayor of Redbridge<br />
The new Mayor of Redbridge,<br />
Councillor Roy Emmett, is an example<br />
of the important selfless contribution<br />
which many non-religious people make to<br />
public life. Roy is a member of East London<br />
Humanists, a partner group of Humanists<br />
UK. He announced my appointment as his<br />
chaplain at his inauguration at the end of<br />
April. I start my official duties in <strong>June</strong>.<br />
The chaplain’s role includes speaking at the<br />
beginning of each full council meeting and<br />
attending civic events, such as Remembrance<br />
Day. The role, which is voluntary and unpaid,<br />
is rooted in tradition. ‘Chaplain’ originally<br />
described a Christian clergyman attached to a<br />
private household. It has long been accepted<br />
in Redbridge that the role should reflect the<br />
diversity of the borough. For example, in 2012,<br />
the then new mayor appointed five chaplains<br />
representing respectively the Christian, Sikh,<br />
Jewish, Hindu and Islamic faiths.<br />
These appointments were hailed at the time<br />
as mirroring the inclusivity and diversity that<br />
captured the Olympics, held in London that<br />
year. Our group, the East London Humanists,<br />
was also founded in 2012. Aims included<br />
bringing the non-religious together locally<br />
and ensuring we are fairly represented in<br />
civic life. A large proportion of the borough<br />
is non-religious. It is therefore overdue that<br />
Humanists are involved in such civic occasions.<br />
It is only with Humanist involvement that they<br />
can be said to be truly inclusive.<br />
Of course, as a Humanist, I will open meetings<br />
with reflections rather than prayers. These<br />
will respect the diverse beliefs in the<br />
borough. They will promote community and<br />
thoughtfulness. While freedom of religion and<br />
belief is a cornerstone of Humanism, so too<br />
is the right to freedom from religion. Sitting<br />

through prayer sessions can be discomfiting<br />
and divisive if you don’t believe in them. We<br />
can talk about shared universal values, such<br />
as kindness, without bringing religion into it.<br />
One value, which should be front and centre<br />
to all our thinking, not least in the council, is<br />
the importance of acting on threats to our<br />
precious environment.<br />
Are moments of reflection at the beginning of<br />
meetings out of place in the modern world?<br />
Arguably, all workplaces and institutions<br />
would benefit from setting aside time to think<br />
about what’s important in life. Like it or not,<br />
the practice where councils are concerned<br />
is now enshrined in an Act passed in 2015<br />
following a legal challenge. This legitimises<br />
council provision for events “connected with a<br />
religious or philosophical belief.”<br />
I hope my year will demonstrate the<br />
important contribution Humanists can make<br />
to community cohesion and to making the<br />
borough a better place.<br />

A LOT TO LOSE<br />
In the first of a series of articles by plot holders at Redbridge Lane West<br />
allotments in Wanstead, Ged Heeney reflects on the site’s long history<br />
and emphasises how devastating it would be to lose it<br />
I<br />
was recently sent an old map of<br />
Wanstead as a gift from my sister. It was<br />
an Ordnance Survey map, compiled in<br />
1915 during the First World War. Wanstead<br />
was still in Essex, and much of the land to<br />
the east was rural. I found it fascinating to<br />
see so much that I recognised from having<br />
lived in Wanstead for the past 25 years, but<br />
also to see how much has changed.<br />

The Hainault branch of the Central Line had<br />
not yet been built, so there was no Wanstead<br />
Station. The A406 and the A12 did not exist.<br />
Instead, the road leading east from The<br />
George pub was known as George Lane and<br />
went as far as what is now the footbridge over<br />
the A12, before turning left into what later<br />
became Nutter Lane.<br />
The site which is now Wanstead High School<br />
was occupied by the rectory of St Mary the<br />
Virgin, Overton Drive, and the land opposite<br />
was ‘glebe’, used to support the parish priest.<br />
This use is reflected in the roads in that area,<br />
which were named after former rectors.<br />
Wigram and Drummond Roads were the only<br />
ones in 1915, but would later be joined by<br />
Corbett Road and Rectory Crescent.<br />
There was no leisure centre either, and<br />
Redbridge Lane curved through the fields<br />
to the Red Bridge, which crossed the River<br />
Roding, and eventually gave its name to the<br />
local borough.<br />
One thing that has not changed in over a<br />
hundred years, however, is the use of the land<br />
at the bottom of Redbridge Lane West, next<br />
to what is now River Close. The map shows<br />
this area as allotments. However, this could<br />
all change. The gas company, Cadent, which<br />
has a site adjoining the allotments, have<br />
said they wish to take over the allotments to<br />
use as a base for upgrade work. This would<br />
involve paving over the site for turning HGVs<br />
or for employee parking. This would be a<br />
devastating blow to us plot holders who have<br />
spent years nurturing the land.<br />
Cadent met with the tenants to present their<br />
plans and listen to suggestions. I fear that if<br />
the planned developments take place, the<br />
land may never be returned to its original use.<br />

The month of <strong>June</strong> is, of course, when<br />
Father’s Day falls, and brings back<br />
memories of having my three babies.<br />
I had my first baby in Wanstead Hospital,<br />
and it was not a happy experience.<br />
Hospitals at that time were very strictly<br />
run, ruled with a rod of iron by a stern<br />
matron, and it was rather intimidating.<br />
Fathers were not allowed to be present at the<br />
birth in those days. Babies were kept in the<br />
‘nursery’, separate from their mothers, and<br />
we were not allowed to go in there. We were<br />
not allowed to bathe our babies or change<br />
their nappies. There was a strict regime: we<br />
mothers were only permitted to see our<br />
babies at four-hourly intervals when it was<br />
feeding time. They were fed and taken away<br />
again. If the babies were hungry between<br />
these times, they were left to cry. We all knew<br />
the cry of our own baby, and it felt very sad<br />
not to be allowed to go and comfort them.<br />
What made the hospital birth so awful for<br />
me was the fact that, having given birth, my<br />
baby was taken away to be cleaned up and<br />
weighed. The nurse then returned alone,<br />
so I timidly asked: “Can I see my baby?” She<br />
snapped: “I haven’t time to play bloody silly<br />
games. My shift’s finished and I’m going<br />
home!” I didn’t hold my baby until<br />
hours later for the appointed<br />
9am feeding time.<br />

I had a large heavy pram; in those days, it was<br />
considered safe to leave a baby in a pram<br />
outside a shop, and it was thought to be<br />

After my time in Wanstead Hospital, I vowed<br />
my future babies would be born at home. We<br />
had the community midwife, Nurse Turner,<br />
who will be remembered by many, as she<br />
attended all the local births from the 1940s<br />
onwards, even during air raids. She was a little,<br />
round, grey-haired Welsh lady, who arrived on<br />
her bicycle with a basket in all weathers.<br />
Giving birth in my own home was<br />
completely different, with kind Nurse<br />
Turner to look after me, my husband<br />
there and no need for pain relief,<br />
except a couple of aspirin and some<br />
gas and air. My child was born late<br />
one night in the bedroom of the<br />
house where I still live, which was<br />
warm and cosy with a glowing<br />
coal fire, and put straight into<br />
the arms of her father, to be<br />
welcomed into the world.<br />

aldersbrook gardens<br />
Four gardens on the Aldersbrook Estate will be open to the public on<br />
4 July as part of the National Garden Scheme. Ruth Martin, Chair of the<br />
Aldersbrook Horticultural Society, takes a look at each<br />
My own garden at 4 Empress Avenue<br />
is divided into two sections by<br />
a laurel hedge. The bottom part<br />
of the garden, which was previously a<br />
vegetable patch, is being rewilded with<br />
a bramble area, log piles and wild flower<br />
patches. It also has a pond, fruit trees and<br />
bushes, and a cutting garden. The borders<br />
in the top section are designed on the<br />
basis of colour, with a hot border of reds,<br />
oranges and purples. Opposite, there is a<br />
blue and yellow bed, and beside each of<br />
the coloured beds is a white bed, which do<br />
well as these areas are more shady.<br />
The garden at 1 Clavering Road is an endof-terrace<br />
garden that benefits from having<br />
a sunny aspect for the majority of the day.<br />
Additional space to the side has allowed<br />
the opportunity to create a kitchen garden<br />
using reclaimed wood for raised beds. A<br />
redundant children’s play area has provided<br />
ample space for a chicken coop, and several<br />
surrounding mature trees give plenty of shade<br />
and protection for the hens in all weather<br />
conditions. Excess produce from the kitchen<br />
garden and fruit trees is much appreciated by<br />
the hens, who reciprocate by laying eggs daily<br />
and producing manure for the compost bin,<br />
which is recycled back into the garden.<br />
The 80-foot garden at 21 Park Road comprises<br />
three ‘rooms’. The first, nearest the house,<br />
has a tear-shaped lawn surrounded by beds<br />
containing evergreen shrubs for structure and<br />
perennials in mainly blues, mauves and<br />
purples. The fences are covered with climbers<br />
including white roses, jasmine and clematis.<br />
A curving brick path then leads you through<br />
a long pergola covered with more roses,<br />
clematis and vines beside a magnolia tree,<br />
which provides shade for pulmonaria, white<br />
foxgloves and other shade-loving plants.<br />

A gravel seating area surrounded by pots<br />
contains colourful bedding plants and a<br />
decorative log pile. The final ‘room’ has three<br />
wigwams of sweet peas, varied tomato plants<br />
and plentiful raspberries, leaving some room<br />
for more shrubs, flowers and climbers. A<br />
hotbin, erected this year to provide speedy<br />
composting, lives in the corner.<br />
The final garden at 47 St Margaret’s Road is a<br />
typical north-facing suburban garden, full of<br />
colour all the year round, with a design based<br />
on curves. The garden demonstrates how a<br />
scruffy family garden can evolve, for example<br />
where the trampoline was is now a patio. The<br />
beds are tightly planted with an eclectic mix<br />
of semi- and shade- loving plants. The small,<br />
south-facing front garden demonstrates how<br />
off-street parking can be shared with sunloving<br />
shrubs, perennials and edible produce,<br />
including a prolific olive tree.<br />

Councillor Daniel Morgan-Thomas (Wanstead Village, Labour) explains why<br />
legal obstacles forced him to vote in favour of the recent application to<br />
demolish a local Victorian house, despite his better instincts<br />
Despite nearly three years on the<br />
council, joining the Planning<br />
Committee in <strong>2021</strong> was a daunting<br />
prospect. This meant consulting the<br />
local, regional and national policy<br />
documents that frame planning decisions<br />
for Redbridge and having a refresher on<br />
material planning applications. These are<br />
a narrow set of criteria on which planning<br />
decisions are made, defined by law.<br />
At the core of the planning system, there is<br />
now a presumption in favour of sustainable<br />
development, and the council has additional<br />
limitations, imposed by the government<br />
in response to Redbridge’s failure to meet<br />
Housing Delivery Test targets. All this means<br />
applications for housing have a tilted balance<br />
in their favour when decided by either officers<br />
or committee; members must demonstrate<br />
adverse impacts which significantly outweigh<br />
the benefits of a housing development before<br />
considering to refuse such applications.<br />
Nevertheless, sitting on the Planning<br />
Committee remains a quasi-judicial role and it<br />
is essential to approach applications with an<br />
open and enquiring mind. An overwhelming<br />
majority are decided by officers (following<br />
changes in national planning guidance)<br />
so those that come to the committee are<br />
of strategic importance or particularly<br />
controversial. Committee members must<br />
familiarise themselves with detailed reports<br />
from officers so we can make decisions<br />
based on material considerations defined by<br />
law in a transparent way. This is especially<br />
important as any suggestion of bias or<br />
political interference – voting on party lines is<br />
forbidden – can be grounds for an applicant<br />
to appeal to the Planning Inspectorate; if<br />
found at appeal to have refused permission<br />
unlawfully, councils (so taxpayers) must<br />

meet the developers’ costs, which can run to<br />
hundreds of thousands of pounds.<br />
All this is very different from my usual role as a<br />
ward councillor, which involves championing<br />
residents’ views. Some applications generate<br />
relatively little opposition, but the recent case<br />
on Sylvan Road caused a lot of upset. As I said<br />
at the committee meeting, the concerns were<br />
justified: the proposal meant the destruction<br />
of a Victorian house for the building of flats,<br />
which in much of Wanstead Village would<br />
be far harder to receive approval for because<br />
of Conservation Areas. Unfortunately, the<br />
presumption in favour loomed over the<br />
committee: while residents spoke eloquently<br />
against the development, it seemed very<br />
likely that had it been refused, then it would<br />
have been allowed at appeal for failing to take<br />
sufficient consideration of the tilted balance. It<br />
goes against the grain to approve something<br />
that residents have protested, but joining the<br />
committee has shown me just how tightly<br />
national government has restricted planning<br />
powers in local government. Unfortunately,<br />
residents will continue to be short-changed<br />
by a planning system that places ever more<br />
power in the hands of developers.<br />

Colin Spence runs dog training classes in Snaresbrook and has been<br />
working with man’s best friend for over 20 years. Here, he explains the<br />
importance of training puppies bought during the pandemic<br />
COVID-19 has had an awful impact<br />
on us all since March 2020, and we<br />
are still feeling the after-effects<br />
moving forward. Many dogs have also felt<br />
the effects of COVID, including puppies<br />
that were bought during the pandemic<br />
and were not able to have the right<br />
socialisation and habituation period that<br />
they so need.<br />
Many dogs are continuing to feel the stresses<br />
and are now experiencing anxiety-related<br />
behaviours. Some carers may have noticed<br />
these behaviours, but many others may have<br />
not yet realised their puppy is showing signs<br />
of early anxiety.<br />
My fellow trainers and I have been helping<br />
dog owners address this by showing them<br />
how to help their puppies gain confidence<br />
and start to learn how to exist and learn<br />
around other animals and humans in a safe<br />
environment. Experienced trainers will have<br />
a good understating of all puppy-related<br />
behaviours, and how best to deal with them<br />
humanely by using science-based, positive<br />
reinforcement methods.<br />
Whether it’s a training need or a behavioural<br />
need, a good trainer is equipped to deal with<br />
and support you through the process. If the<br />
dog’s anxiety is so severe that classroom<br />
training is not a viable option, the process can<br />
be completed in your home setting, where the<br />
puppy is more likely to have good associations<br />
with their familiar surroundings and is more<br />
likely to succeed.<br />
Dog training classes should be filled with fun<br />
and, of course, lots of learning, not only for<br />
your puppy, but for you too. The owner needs<br />
to learn how to work as a team to fill their<br />
puppy with much-needed confidence.<br />
The lessons learnt will be invaluable as these<br />
new skills can set your puppy up for the rest<br />
of their life. You need to be committed to<br />
learning and committed to being consistent.<br />
Equally important is for puppy and owner<br />
to both have fun together, as without fun,<br />
puppies can become very bored. Fun helps<br />
them learn and keeps them focused.<br />
Trainers will teach you how to make a<br />
connection and to get your puppy to look to<br />
you for guidance.<br />
Teaching recall is, in my opinion, the most<br />
important thing. A good and reliable recall<br />
could save your dog’s life by preventing<br />
them from running into a difficult situation.<br />
You’ll also need to learn how to relax your dog<br />
by teaching them to rest on their settle mat.<br />
Classes are an invaluable place to start<br />
learning the basics of puppy training and<br />
using positive reinforcement to get good,<br />
solid training results. But that’s not to say<br />
older dogs can’t take part as well.<br />

Local artist David Kavanagh introduces his latest<br />
work and urges others with a creative streak<br />
to take part in Art Group Wanstead’s naturethemed<br />
challenge this summer, by displaying<br />
their own art in front windows and gardens<br />
I<br />
am a local artist who has lived in<br />
Wanstead for the past 11 years, but<br />
originally come from the West Midlands.<br />
Drawing and painting have been passions<br />
of mine since an early age, having studied<br />
A Level art, then moving on to do a<br />
foundation art and design course, followed<br />
by a degree in interior architecture.<br />
Unfortunately, in more recent times, I<br />
neglected my creative side a little, but like<br />

take a local walk almost every day, and often<br />
go out with my sketchbook in hand.<br />
I was recently commissioned by City Place<br />
Coffee (the new café on Clock House Parade)<br />
to produce a series of artworks depicting local<br />
landmarks. It was a real pleasure to produce<br />
these, and great to have the opportunity to<br />
work with an independent local business.<br />
My favourite medium is acrylic on canvas, but<br />
I also love producing ink drawings (as you will<br />
see if you take a look inside City Place Coffee).<br />
Over the last six months, I have also produced<br />
a number of paintings of local landmarks, such<br />
as Snaresbrook Crown Court (featuring Bruce<br />
the black swan) and Christ Church, which you<br />
may have seen on local social media.<br />
I have joined Art Group Wanstead and my<br />
most recent artwork is shown here, an<br />
acrylic on canvas painting entitled Epping<br />
Forest House. The subject of this painting is<br />
a dilapidated house on the edge of Epping<br />
Forest, which has been abandoned and<br />
is in the process of being ‘taken over’ by<br />
nature. I really enjoy the idea that man-made<br />
structures can be very quickly reclaimed by<br />
nature in the absence of human intervention.<br />
I think this creates a very interesting visual<br />
juxtaposition.<br />
This painting was inspired by the title of Art<br />
Group Wanstead’s nature-themed challenge<br />
for local residents, which is ‘The Year Nature<br />
Took Centre Stage’. This project urges residents<br />
to use their creativity and show their own<br />
works of art in front windows and gardens this<br />
summer, and will become a ‘trail’ if enough<br />
people take part.<br />

have worked in architecture and design for a<br />
number of years, and continue to do so, which<br />

Future for Whipps<br />
In the eighth of a series of articles looking at the redevelopment of<br />
Whipps Cross Hospital, Charlotte Monro encourages residents to view and<br />
comment on the planning application, which has now been submitted<br />

new Whipps is desperately needed,<br />
but the proposals as they stand<br />
cannot meet the needs of our<br />
population. This is the conviction of a<br />
growing body of MPs, councillors, clinicians<br />
and the communities the hospital serves.<br />
More space needs to be reserved on the<br />
Whipps Cross site for healthcare, for<br />
present and future needs.<br />

The plans show a residential tower block next<br />
to the hospital on land which earlier plans<br />
had reserved for the hospital itself. More beds<br />
are needed – not 51 fewer – and all the valued<br />
services we currently have should be retained<br />
and developed.<br />
At least 10 north-east London MPs have<br />
expressed concerns. Redbridge Council’s own<br />
Health Scrutiny Committee has formally raised<br />
the bed reduction issue with Barts Health<br />
Trust, along with concerns over the loss of the<br />
Margaret Centre (a specialist palliative care<br />
unit) and inadequate public transport links<br />
and public consultation. “We are seriously<br />
concerned that forecasts make unsustainable<br />
assumptions about the developments in<br />
primary care, community healthcare, and<br />
social care… the assumption that integrated<br />
care systems will reduce [hospital] demand is<br />
not evidenced,” said Neil Zammett, chair of the<br />
committee.<br />
John Cryer MP has spoken in Parliament:<br />
“[Hospital] rebuilds are welcome… but<br />
there are also concerns that a number of the<br />
projects imply reductions in bed numbers.<br />
Particularly after the pandemic, that seems to<br />
me… very misguided. Indeed, people were<br />
saying that even before the pandemic.”<br />
Regarding The Margaret Centre, Iain Duncan<br />
Smith MP – along with other MPs and Neil<br />
Zammett – has made clear the outstanding<br />
care the unit provides. Subsuming it into<br />
general end-of-life care is not a viable option.<br />
A group of us – including local people who<br />
have experienced the care the Margaret<br />
Centre provided for their loved ones – have<br />
met with senior nurses, clinical leads and<br />
Whipps redevelopment directors, who are<br />
reviewing the new palliative and end-of-life<br />
care plans. We explained why a specialist unit<br />
like the Margaret Centre must be provided<br />
in the new hospital, and why disbursing this<br />
care to side rooms on general wards will be<br />
an unacceptable loss of quality and access.<br />
We found empathy and appreciation of the<br />
value of the model of care from the clinicians,<br />
but also had the impression of pressure<br />
from government level against providing a<br />
specialist unit. We received no commitment it<br />
will be provided. We have to ensure it is, and<br />
call on your support. We agreed to meet again.<br />
Whipps is our hospital. We cannot allow this<br />
once-in-a-generations opportunity to fall so<br />
short and leave our hospital care under the<br />
same pressures as today.<br />

New beginnings for<br />

highly skilled leader. Catherine Redfern will<br />
be taking up the post of Headteacher from<br />
September <strong>2021</strong>. Catherine brings with her<br />
a wealth of experience and a passion for<br />
education and comes from a very similar allthrough<br />
school to Park.<br />

High School – are progressing nicely.<br />
Construction is due to begin this summer,<br />
with anticipated completion in late 2022.<br />
There had been some initial setbacks with<br />
the project, including around providing<br />
temporary classrooms for the school ahead<br />
of the demolition of old school buildings.<br />
The procurement and appointment of the<br />
main contractor and, clearly, the impact of<br />
the pandemic, have also presented us with<br />
challenges. But with the contract awarded and<br />
the school now occupying new temporary<br />
classrooms, it’s all systems go with the<br />
building works so as to open the pool toward<br />
the end of next year.<br />
The major improvements to Wanstead<br />
High School will include a new three-storey<br />
teaching block. This will provide up-to-date<br />
school accommodation, and this investment<br />
will go a long way to ensure Redbridge can<br />
continue to deliver first-class education to our<br />
young people.<br />
Adjoining the new teaching block will be the<br />
new 25m swimming pool, changing facilities,<br />
dance studio and an impressive new entrance<br />
on Redbridge Lane West.<br />
The pool will be operated by the council’s<br />
leisure provider, Vision. It will be open to the<br />
public every day and will offer a variety of<br />
activities, including aqua aerobics, swimming<br />
lessons and open swimming; in other words,<br />
something for all ages to enjoy. Even the<br />
changing room facilities will be state of the<br />
art, with different size cubicles, larger family<br />

and group changing areas, easy stairs into the<br />
pool and a ‘pool pod’ accessible lift, as used in<br />
the London Paralympics, ensuring everyone is<br />
able to use the new pool.<br />
The scheme has been designed to ensure<br />
the highest levels of sustainability and green<br />
credentials. It will meet a BREEAM (Building<br />
Research Establishment Environmental<br />
Assessment Method) rating of ‘excellent’,<br />
putting it in the top 10 of new, UK nondomestic<br />
buildings, as well as meeting best<br />
practice standards within the UK.<br />
This will be the third pool to be provided in<br />
Redbridge since 2014, when we had been<br />
left with just one public swimming pool,<br />
demonstrating this council’s commitment to<br />
invest for our residents across the borough,<br />
while we tackle the continued impact of<br />
government austerity. Our leisure facilities<br />
provide all age groups with access to exercise<br />
opportunities and bring communities<br />
together. The new pool will give more people<br />
an opportunity to learn and use this important<br />
life skill and will be a brilliant new addition to<br />
the leisure facilities in Wanstead.<br />

In the first of a series of articles about reducing waste, Joanne Smallman<br />
from Redbridge Council’s Neighbourhood Team explains what is being<br />
done in the borough to tackle the issue and how we can all play a part<br />
Redbridge Council collects the fifthhighest<br />
amount of rubbish in England;<br />
22 million sacks of household waste<br />
a year at last count. It’s a statistic we’re<br />
determined to change, and can change, but<br />
we can only do it by working together.<br />
By taking simple steps to reduce, reuse and<br />
recycle, every resident can play their part in<br />
helping lower the amount of waste being<br />
produced, and Redbridge Council is here to<br />
support you every step of the way.<br />
One of the reasons Redbridge collects more<br />
waste than other boroughs is because, until<br />
recently, residents have been able to leave<br />
out unlimited rubbish sacks for collection<br />
each week. This provided little incentive<br />
for households to reduce, reuse or recycle.<br />
Many items which could have gone into the<br />
recycling box ended up in household waste<br />
instead, resulting in more rubbish and more<br />
rubbish sacks on collection day.<br />
The borough-wide move to wheelie bins was a<br />
big leap forward towards reducing household<br />
waste and improving recycling rates. Only<br />
waste contained inside the bin will be taken<br />
away, so no side waste by the bin, please!<br />
This encourages residents to put more items<br />
in their recycling boxes and explore waste<br />
reduction ideas to ensure there is enough<br />
space inside the wheelie bin for the average<br />
household waste that can’t be recycled.<br />
A staggering 50% of waste collected in<br />
Redbridge is food waste, but there are lots<br />
of ways we can all cut back on it. By making<br />
small changes to the way we buy and use food<br />
in the borough, we can change the amount<br />
of waste, which will also have a big impact on<br />
the environment and save you money! Each<br />
small act can add up to make a big difference.<br />
For example, fridge optimisation: did you<br />
know your fridge should be below 5°C? In fact,<br />
the average UK fridge temperature is set at a<br />
way too hot 7°C. This is terrible news for milk<br />
and other food items kept in the fridge, which<br />
can perish quickly when not stored at the<br />
right temperature.<br />
And do you know the difference between<br />
food date labels? Best-before dates refer to<br />
quality: after this date, it might not be at its<br />
best, but it will still be safe to eat. Use your<br />
senses to make a judgement. Use-by dates<br />
refer to safety: you must not eat food past<br />
this date, even if it looks and smells OK. You<br />
can freeze food right up to and including the<br />
use-by date.<br />
Each year, UK households throw away<br />
4.5 million tonnes of food that could be eaten,<br />
with some of the most common products<br />
being milk, bread, potatoes, tomatoes,<br />
bananas and poultry. If every person stopped<br />
throwing away food for just one day in the UK,<br />
it would do the same for climate change as<br />
taking 14,000 cars off the road for a whole year.<br />

common blue butterfly<br />
It’s depressing when a<br />
butterfly that used<br />
to be so abundant<br />
it has the word<br />
‘common’ in its<br />
name now needs<br />
our help to<br />
survive and<br />
thrive. But<br />
that’s the<br />
situation in<br />
Wanstead for<br />
the common<br />
blue butterfly<br />
(Polyommatus<br />
icarus).<br />
The common blue<br />
takes its name from<br />
the male of the species,<br />
which is bright and easy to<br />
spot with vivid violet-blue upper<br />
wings with a grey-beige underside. Their<br />
wingspan is about 3.5cm. The females are less<br />
obvious, and in southern England, their upper<br />
wings are often almost completely brown.<br />
Although the common blue butterfly is<br />
widespread and its conservation priority is<br />
classed as low, in places around the UK there<br />
are local declines in its range – and Wanstead<br />
is an example of that.<br />

Now is a good time to see common blues.<br />
There are two broods of butterflies each<br />
year (or even three if it’s warm) flying in May<br />
or <strong>June</strong> and again in August or September.<br />
Before emerging, the butterflies spend around<br />
two weeks in their chrysalis, which is olivegreen<br />
or brown in colour and is formed on,<br />
or very close to, the ground by a food plant.<br />
The adults may live for around three weeks<br />
and females lay eggs that hatch after a week<br />
or two. The caterpillars are short, green and<br />
furry and may pupate either in late summer or<br />
not until the following spring – so are around<br />
for much of the year. Like many other species,<br />
common blue caterpillars secrete substances<br />
containing a nutrient that attracts ants. In<br />
return, the ants help protect the caterpillar<br />
from predators.<br />
How to help:<br />
• Plant bird’s-foot-trefoil and white clover in<br />
your garden for the caterpillars – they’re<br />
pretty wild flowers that will tumble out<br />
of pots or can help spread over paving to<br />
green it up.<br />
• Let an area of your lawn grow long and<br />
naturalise with wild flowers.<br />
• Create a beautiful ‘butterfly border’<br />
packed with flowers loved by the<br />
adult insects. Find out how to do it at<br />

blue butterflies drink nectar from flatheaded<br />
flowers, white and red clovers,<br />
knapweeds, ragworts and thistles.<br />
Locally, the best places to see it are areas of<br />
unmown grassland in Wanstead Park and on<br />
Wanstead Flats, but numbers in both locations<br />
have declined. Common blues need plenty of<br />
long grass where the wild flowers on which<br />
both the caterpillars and adults rely for food<br />
can thrive. They can live on road verges,<br />
meadowland, woodland clearings and in<br />
gardens and cemeteries.<br />
In places like Wanstead – where residential<br />
gardens are one of the main habitats for local<br />
wildlife – common blues are up against it as<br />
more and more land is developed and lawns<br />
are swapped for paving and artificial grass.<br />
• Use the edges of your garden to create a<br />
habitat where the caterpillars can shelter<br />
during winter. Grow ivy over fences –<br />
it’s a wonderful plant for wildlife – or<br />
add a row of native shrubs along your<br />
boundaries.<br />
• Never use pesticides and lobby the council<br />
to stop using them.<br />

NO LET-UP IN THE LAW<br />
If you plan to let your house or flat out as a holiday home, there’s much<br />
more to get right than just a good Airbnb listing, says Derek Inkpin from<br />
local solicitors Wiseman Lee<br />
Much as we may not want it to, the<br />
law follows us in life wherever we<br />
go. You can ignore it or be ignorant<br />
of it, but eventually, it will creep up on<br />
you and remind you there are rights and<br />
obligations which, if not followed, will<br />
result in something adverse happening<br />
to you.<br />
Take holiday lets, for example. Full of rules<br />
and regulations if you intend to let your<br />
house or flat. Firstly, there’s the obligation<br />
to obtain your mortgage lender’s consent.<br />
Lender’s rules often prevent short-term letting<br />
arrangements with holidaymakers or Airbnb<br />
occupiers, and failure to inform your lender<br />
may result in action against you. And if you<br />
have a leasehold flat, check the lease because<br />
you may be prevented from sub-letting<br />
except to a family – a letting to individuals<br />
at worse may be the subject of an injunction<br />
application to prevent such use. A neighbour<br />
could easily report you to prevent access to a<br />
building where your flat is or to its facilities.<br />
Short-term lets may also breach planning<br />
permission rules, resulting in an Enforcement<br />
Notice by the council to prevent such use.<br />
One recent case was successfully pursued<br />
because of the unsociable noisy activities of<br />
the occupants. If you ignore an Enforcement<br />
Notice, then you will commit a criminal<br />
offence, leading to a substantial fine.<br />
Letting as a business could turn your Council<br />
