Welcome... 

For this issue’s welcome address, Wanstead 

resident Paul Kaufman – recently appointed as the 

Mayor of Redbridge’s first non-religious ‘chaplain’ 

– offers a Humanist reflection on the power 

of community. 

I am honoured to write this month’s opening reflection in my 

new capacity as Humanist ‘chaplain’ for Redbridge. 

The adage ‘there is more that unites us than divides us’ is oft 

repeated. You may be forgiven for dismissing it as a lazy cliché 

given the amount of vitriol on social media etc, but it does speak 

to universal truths about our common humanity. 

Take the principle we should treat each other as we would wish 

to be treated. It is at the heart of the Christian gospel. It is also 

found in just about every faith and culture around the globe. A 

great example from the Yoruba people in western Africa goes: 

‘One taking a pointed stick to pinch a baby bird should first try it 

on himself to feel how it hurts.’ 

Humanists, who have no religious belief, say it is just a sensible 

precept. Humans are social animals who tend to live in large 

groups. The rule has evolved along with our empathy and power 

to reason. It helps us, at our best, to rub along together and 

thrive, whatever our religion or belief. While we may fall short in 

practice, it is an ideal to which most of us aspire. 

Wanstead is, on the whole, a fantastic, kind and thoughtful 

community where we do all rub along and thrive. 

The last year has been tough for many, 

and it is a joy to see life gradually return 

to some sort of normality. I remind 

myself every day just how lucky I 

am to live here.

Wanstead Parish Resilient Heritage Project: 

Securing the Future for 

St Mary’s & Christ Church 

In early 2020, Wanstead Parish secured a 

heritage grant from the National Lottery 

Heritage Fund to help us become more 

resilient and adaptable. A group of parish 

and community members representing both 

churches have been working for 9 months to 

develop a brief. 

Our ambition is to serve our 

communities better, make both 

buildings and their green spaces 

more accessible, reduce our carbon 

footprint, and become more resilient 

to future changes. We have worked with Alix Slater Consultancy and Dow Jones 

Architects who have developed number of options for us. Our criteria have been: 

• Heritage: removing the buildings from the Buildings at Risk Register. 

• Environmental: maximising environmental benefits and impacts. 

• Inclusion: ensuring the parish serves our communities. 

• Finance: the option to be affordable and sustainable.

Community-wide consultation on 

the future of St Mary’s and Christ Church

St Mary’s Church 

has launched a 

consultation about 

plans for the future 

of St Mary’s and 

Christ Church. “The 

Parish is in the final 

phase of a year-long 

project, supported by 

the National Lottery 

Heritage Fund. The 

aims of the project are: 

to better understand 

what urgent repairs we 

need to make over the next five years to our 

two churches, to improve access, to see how 

we could make the most difference to our 

communities, to increase our capacity to do 

more, and to reduce our carbon footprint…

Wanstead Park group to consider 

better protection for the bluebells

The Wanstead Park Liaison Group is to discuss 

the latest bluebell season and consider 

whether anything can be done differently in 

the future to better protect the flowers from 

being trampled. “Wren Group volunteers work 

hard to clear undergrowth, so the bluebells 

are visible, and lay paths to deter people 

from walking on them. It’s not surprising 

that people become annoyed when they 

see visitors behaving inconsiderately. That 

said, the informal barriers have been largely 

successful,” said a spokesperson. 

Mobility hub to be installed on 

Wanstead High Street this summer 

The hub will replace four parking 

bays on the High Street. Residents 

gave their backing to the scheme 

in a consultation earlier this year 

A mobility hub designed to encourage 

sustainable travel will be installed on 

Wanstead High Street this summer. The hub – 

a small-scale transport interconnection – will 

include an electric car club bay and an electric 

vehicle charging bay, as well as an outdoor 

seating area, cycle parking and plants. “We’re 

keen to promote active travel in Redbridge, as 

well as supporting the transition from diesel 

and petrol to electric vehicles, and providing 

more street space for residents and local 

businesses,” said Councillor Jo Blackman. 

Plans are being made for the return of the 

Wanstead Festival on 12 September, subject 

to government guidelines at the time. “We’re 

looking forward to this year’s festival and 

accompanying events, including the Wanstead 

Fringe. It will be great for the community to 

come together after all the challenges of the 

pandemic,” said Councillor Jo Blackman. The 

annual community event has been running 

since 2003 and attracts thousands of residents 

and visitors to Christchurch Green for a day of 

music and activities.

Application process continues for new 

café kiosk on Christchurch Green

The plans would see a new café located 

behind the toilet block along Woodbine 

Place’s boundary with Christchurch Green 

Vision RCL has updated its plans for a new café 

on Christchurch Green. “Following feedback 

from the Licensing Committee, it was 

encouraged that we submit a full planning 

application. This advice has been followed and 

an application is to be submitted shortly,” said 

a spokesperson. It follows a delay in a previous 

application earlier this year. Councillor Jo 

Blackman added: “We are pleased Vision has 

listened to concerns raised by ward councillors 

and residents and will be proceeding with 

plans for a kiosk without an alcohol licence.”

A memorial bench in honour of Jill Stock – 

who died in a road traffic collision in 2019 

– has been placed on Wanstead High Street 

outside the Co-op. “Mum was visiting family in 

Somerset when tragedy struck. The impact of 

her death extended far beyond her immediate 

family and friends – it was also a huge loss 

for many people in Wanstead… Mum loved 

Wanstead – she said it was “a very special 

community” – and she put her heart and soul 

into it ever since moving here in 1975,” said Jill’s 

daughter Kate Gloudemans. 

Redbridge Lane West allotment 

threat: council and Cadent meeting 

Redbridge Council officers met with Cadent 

last month to discuss the proposed works 

to the gas company’s Redbridge Lane West 

site and possible impact on the adjacent 

allotments. At the time of writing, a schedule 

of the work and the areas affected were not 

available. “Both the council and Cadent have 

agreed to joint communications as this project 

develops in accordance with feedback from 

the community,” said a council spokesperson.

The Corner House Project becomes 

a registered charity

The Corner House Project – a Wanstead-based 

initiative that supports the homeless in east 

London – has become a registered UK charity. 

“The Corner House Project was started in 2019 

by a small team in Wanstead and has gone 

from strength to strength. We now have a 

huge team of volunteers who have worked 

hard throughout the pandemic to help the 

vulnerable. We are now branching out into 

other fundraising areas, with a huge summer 

event planned for 4 July at Eton Manor RFC,”

Women and girls invited to share 

views on making Redbridge safer 

Forest walk ‘on the edge’: 

the changing face of Snaresbrook 

Mysterious boundary markers in the 

forest will be discussed on the walk 

Women and girls in Redbridge are invited to 

attend a virtual ‘listening event’ to share their 

thoughts on what they want and need to 

feel safe. “The aim is to provide local women 

and girls with a comfortable space to share 

their experiences and their views on how our 

borough can be made safer, for example by 

identifying areas that need to be better lit or 

pathways that feel unsafe to walk along,” said a 

spokesperson for Redbridge Council, which is 

hosting the sessions on 2 June at 7.30pm and

The Epping Forest Heritage Trust will host 

a free guided walk around Snaresbrook on 

27 June. “Snaresbrook has always been ‘on the 

edge’: of the forest, of Wanstead, and even 

now, on the boundary of Waltham Forest and 

Redbridge… This walk has two themes: water 

and transport, both important in explaining 

why people moved to Snaresbrook in the 18th 

century,” said historian Lynn Haseldine-Jones, 

who will lead the two-hour tour, departing 

from Snaresbrook Road car park at 10.30am

Once again, regular and casual 

visitors to Wanstead Park have 

been marvelling at the compelling 

display of bluebells this spring, and 

during last summer, a similar level of 

widespread entrancement was induced by 

the magical arrival of long-horned cattle in 

the park. 

Many people using the park give little or no 

thought to the machinations underpinning 

the staging of these activities, which 

fundamentally rely on City of London 

management (through Epping Forest) and 

the stakeholder groups which interact 

with them. 

Both the Friends of Wanstead Parklands 

and the Wren Group make significant 

volunteer contributions – for example, 

the Friends through supervision of cattle 

grazing and monthly litter picks, and the 

Wrens through seasonal briar clearance from 

the bluebell wood and other vegetation 

removal. 

An equally important role of the Friends is 

our ongoing collaboration with the City of 

London concerning the management of 

the park. For over 10 years, the Friends of 

Wanstead Parklands has been urging the 

City to invest in Wanstead Park to remove it 

from the Heritage at Risk register and provide 

it with a sustainable future. A consistent 

perceived barrier has been the plethora of City 

committees through which park improvement 

proposals have to travel to reach approval. 

In September 2020, the City of London 

was presented with a highly critical “warts 

and all” report by Lord Lisvane, criticising 

its model of governance, and specifically, 

the number of committees. This report is 

ostensibly already having an impact on how 

the City, through Epping Forest, interacts with 

the Friends. Three nominal City of London 

committees dealing with Wanstead Park have 

now been condensed into one, with options 

for ad hoc strategic meetings as and when 

necessary. This may turn out to be a positive 

development, which provides the opportunity 

for Wanstead Park business to be streamlined 

and associated actions speeded up. 

Immediate indicators are good. The single 

stakeholder meeting for Wanstead Park is now 

headed up by a Park Verderer, and for the first 

time, this liaison group has been presented 

with a Wanstead Park Action Plan, scheduling 

what will be done and when for the period 

2021 and 2022. This includes operational and 

capital works covering water management, 

entrances and paths, and major and minor 

projects, including renovation of the Grotto. 

A real statement of accountability. 

So far so good… The potential reality, though, 

is that this will not be an easy transition for 

the City, as engrained cultures and working 

practices are difficult to change with any 

degree of speed. 

Some staging points targeted on the action 

plan are already looking stretched. Initial work 

to the Grotto landing stage supported by the 

Heritage of London Trust is delayed, as is the 

replacement of park signage. The progression 

of both these projects and the works 

identified in the action plan will be a genuine 

test as to whether the City can become a more 

fluid and responsive organisation, which will 

enable them to meet their own objectives and 

get things done. 

The other main challenge continues to be 

access to City funding. The risk to future 

park funding has now been exacerbated by 

the uncertainties arising from the impact of 

COVID-19 on City of London income, which 

has caused a brake to be applied to all but 

the most essential capital expenditure. This 

has been equally frustrating for both the 

Friends and Epping Forest management 

who – in addition – have had to manage the 

environmentally damaging consequences of 

an estimated 350% increase in Wanstead Park 

and Epping Forest users over the last year. 

In the present environment, it is possible 

future projects will have to consider 

alternative mixes of private and public 

funding, with additional working party 

support from volunteer groups very much 

part of the package. 

On behalf of Wanstead Park users, the Friends 

will be closely monitoring developments.

A HUMANIST CHAP 

The appointment of Redbridge Council’s first Humanist ‘chaplain’ marks 

an important milestone, says Wanstead resident Paul Kaufman, who was 

invited to take up the role by the newly elected Mayor of Redbridge 

The new Mayor of Redbridge, 

Councillor Roy Emmett, is an example 

of the important selfless contribution 

which many non-religious people make to 

public life. Roy is a member of East London 

Humanists, a partner group of Humanists 

UK. He announced my appointment as his 

chaplain at his inauguration at the end of 

April. I start my official duties in June. 

The chaplain’s role includes speaking at the 

beginning of each full council meeting and 

attending civic events, such as Remembrance 

Day. The role, which is voluntary and unpaid, 

is rooted in tradition. ‘Chaplain’ originally 

described a Christian clergyman attached to a 

private household. It has long been accepted 

in Redbridge that the role should reflect the 

diversity of the borough. For example, in 2012, 

the then new mayor appointed five chaplains 

representing respectively the Christian, Sikh, 

Jewish, Hindu and Islamic faiths. 

These appointments were hailed at the time 

as mirroring the inclusivity and diversity that 

captured the Olympics, held in London that 

year. Our group, the East London Humanists, 

was also founded in 2012. Aims included 

bringing the non-religious together locally 

and ensuring we are fairly represented in 

civic life. A large proportion of the borough 

is non-religious. It is therefore overdue that 

Humanists are involved in such civic occasions. 

It is only with Humanist involvement that they 

can be said to be truly inclusive. 

Of course, as a Humanist, I will open meetings 

with reflections rather than prayers. These 

will respect the diverse beliefs in the 

borough. They will promote community and 

thoughtfulness. While freedom of religion and 

belief is a cornerstone of Humanism, so too 

is the right to freedom from religion. Sitting

through prayer sessions can be discomfiting 

and divisive if you don’t believe in them. We 

can talk about shared universal values, such 

as kindness, without bringing religion into it. 

One value, which should be front and centre 

to all our thinking, not least in the council, is 

the importance of acting on threats to our 

precious environment. 

Are moments of reflection at the beginning of 

meetings out of place in the modern world? 

Arguably, all workplaces and institutions 

would benefit from setting aside time to think 

about what’s important in life. Like it or not, 

the practice where councils are concerned 

is now enshrined in an Act passed in 2015 

following a legal challenge. This legitimises 

council provision for events “connected with a 

religious or philosophical belief.” 

I hope my year will demonstrate the 

important contribution Humanists can make 

to community cohesion and to making the 

borough a better place.

A LOT TO LOSE 

In the first of a series of articles by plot holders at Redbridge Lane West 

allotments in Wanstead, Ged Heeney reflects on the site’s long history 

and emphasises how devastating it would be to lose it 

I 

was recently sent an old map of 

Wanstead as a gift from my sister. It was 

an Ordnance Survey map, compiled in 

1915 during the First World War. Wanstead 

was still in Essex, and much of the land to 

the east was rural. I found it fascinating to 

see so much that I recognised from having 

lived in Wanstead for the past 25 years, but 

also to see how much has changed.

The Hainault branch of the Central Line had 

not yet been built, so there was no Wanstead 

Station. The A406 and the A12 did not exist. 

Instead, the road leading east from The 

George pub was known as George Lane and 

went as far as what is now the footbridge over 

the A12, before turning left into what later 

became Nutter Lane. 

The site which is now Wanstead High School 

was occupied by the rectory of St Mary the 

Virgin, Overton Drive, and the land opposite 

was ‘glebe’, used to support the parish priest. 

This use is reflected in the roads in that area, 

which were named after former rectors. 

Wigram and Drummond Roads were the only 

ones in 1915, but would later be joined by 

Corbett Road and Rectory Crescent. 

There was no leisure centre either, and 

Redbridge Lane curved through the fields 

to the Red Bridge, which crossed the River 

Roding, and eventually gave its name to the 

local borough. 

One thing that has not changed in over a 

hundred years, however, is the use of the land 

at the bottom of Redbridge Lane West, next 

to what is now River Close. The map shows 

this area as allotments. However, this could 

all change. The gas company, Cadent, which 

has a site adjoining the allotments, have 

said they wish to take over the allotments to 

use as a base for upgrade work. This would 

involve paving over the site for turning HGVs 

or for employee parking. This would be a 

devastating blow to us plot holders who have 

spent years nurturing the land. 

Cadent met with the tenants to present their 

plans and listen to suggestions. I fear that if 

the planned developments take place, the 

land may never be returned to its original use.

toads and newts can live undisturbed, where 

people with learning disabilities are provided 

the chance to grow their own produce by 

local charity Sprout There!, and where the 

best fruit and vegetables in Wanstead can

deep roots 

The month of June is, of course, when 

Father’s Day falls, and brings back 

memories of having my three babies. 

I had my first baby in Wanstead Hospital, 

and it was not a happy experience. 

Hospitals at that time were very strictly 

run, ruled with a rod of iron by a stern 

matron, and it was rather intimidating. 

Fathers were not allowed to be present at the 

birth in those days. Babies were kept in the 

‘nursery’, separate from their mothers, and 

we were not allowed to go in there. We were 

not allowed to bathe our babies or change 

their nappies. There was a strict regime: we 

mothers were only permitted to see our 

babies at four-hourly intervals when it was 

feeding time. They were fed and taken away 

again. If the babies were hungry between 

these times, they were left to cry. We all knew 

the cry of our own baby, and it felt very sad 

not to be allowed to go and comfort them. 

What made the hospital birth so awful for 

me was the fact that, having given birth, my 

baby was taken away to be cleaned up and 

weighed. The nurse then returned alone, 

so I timidly asked: “Can I see my baby?” She 

snapped: “I haven’t time to play bloody silly 

games. My shift’s finished and I’m going 

home!” I didn’t hold my baby until 

hours later for the appointed 

9am feeding time.

I had a large heavy pram; in those days, it was 

considered safe to leave a baby in a pram 

outside a shop, and it was thought to be 

healthy to leave a baby outside to get fresh air 

in all weathers, even when it was snowing! 

After my time in Wanstead Hospital, I vowed 

my future babies would be born at home. We 

had the community midwife, Nurse Turner, 

who will be remembered by many, as she 

attended all the local births from the 1940s 

onwards, even during air raids. She was a little, 

round, grey-haired Welsh lady, who arrived on 

her bicycle with a basket in all weathers. 

Giving birth in my own home was 

completely different, with kind Nurse 

Turner to look after me, my husband 

there and no need for pain relief, 

except a couple of aspirin and some 

gas and air. My child was born late 

one night in the bedroom of the 

house where I still live, which was 

warm and cosy with a glowing 

coal fire, and put straight into 

the arms of her father, to be 

welcomed into the world. 

We expectant mothers 

attended the antenatal 

clinic, which was in a 

large house on the 

corner of Hermon Hill 

and Eagle Lane. After 

our babies were born, 

we went to the baby 

clinic in Cromwell 

Hall at Wanstead 

Congregational Church.

Four gardens on the Aldersbrook Estate will be open to the public on 

4 July as part of the National Garden Scheme. Ruth Martin, Chair of the 

Aldersbrook Horticultural Society, takes a look at each 

My own garden at 4 Empress Avenue 

is divided into two sections by 

a laurel hedge. The bottom part 

of the garden, which was previously a 

vegetable patch, is being rewilded with 

a bramble area, log piles and wild flower 

patches. It also has a pond, fruit trees and 

bushes, and a cutting garden. The borders 

in the top section are designed on the 

basis of colour, with a hot border of reds, 

oranges and purples. Opposite, there is a 

blue and yellow bed, and beside each of 

the coloured beds is a white bed, which do 

well as these areas are more shady. 

The garden at 1 Clavering Road is an endof-terrace 

garden that benefits from having 

a sunny aspect for the majority of the day. 

Additional space to the side has allowed 

the opportunity to create a kitchen garden 

using reclaimed wood for raised beds. A 

redundant children’s play area has provided 

ample space for a chicken coop, and several 

surrounding mature trees give plenty of shade 

and protection for the hens in all weather 

conditions. Excess produce from the kitchen 

garden and fruit trees is much appreciated by 

the hens, who reciprocate by laying eggs daily 

and producing manure for the compost bin, 

which is recycled back into the garden. 

The 80-foot garden at 21 Park Road comprises 

three ‘rooms’. The first, nearest the house, 

has a tear-shaped lawn surrounded by beds 

containing evergreen shrubs for structure and 

perennials in mainly blues, mauves and

of semi- and shade- loving plants. The small,

shrubs, perennials and edible produce, 

including a prolific olive tree.

Councillor Daniel Morgan-Thomas (Wanstead Village, Labour) explains why 

legal obstacles forced him to vote in favour of the recent application to 

demolish a local Victorian house, despite his better instincts 

Despite nearly three years on the 

council, joining the Planning 

Committee in 2021 was a daunting 

prospect. This meant consulting the 

local, regional and national policy 

documents that frame planning decisions 

for Redbridge and having a refresher on 

material planning applications. These are 

a narrow set of criteria on which planning 

decisions are made, defined by law. 

At the core of the planning system, there is 

now a presumption in favour of sustainable 

development, and the council has additional 

limitations, imposed by the government 

in response to Redbridge’s failure to meet 

Housing Delivery Test targets. All this means 

applications for housing have a tilted balance 

in their favour when decided by either officers 

or committee; members must demonstrate 

adverse impacts which significantly outweigh 

the benefits of a housing development before 

considering to refuse such applications. 

Nevertheless, sitting on the Planning 

Committee remains a quasi-judicial role and it 

is essential to approach applications with an 

open and enquiring mind. An overwhelming 

majority are decided by officers (following 

changes in national planning guidance) 

so those that come to the committee are 

of strategic importance or particularly 

controversial. Committee members must 

familiarise themselves with detailed reports 

from officers so we can make decisions 

based on material considerations defined by 

law in a transparent way. This is especially 

important as any suggestion of bias or 

political interference – voting on party lines is 

forbidden – can be grounds for an applicant 

to appeal to the Planning Inspectorate; if 

found at appeal to have refused permission 

unlawfully, councils (so taxpayers) must

meet the developers’ costs, which can run to 

hundreds of thousands of pounds. 

All this is very different from my usual role as a 

ward councillor, which involves championing 

residents’ views. Some applications generate 

relatively little opposition, but the recent case 

on Sylvan Road caused a lot of upset. As I said 

at the committee meeting, the concerns were 

justified: the proposal meant the destruction 

of a Victorian house for the building of flats, 

which in much of Wanstead Village would 

be far harder to receive approval for because 

of Conservation Areas. Unfortunately, the 

presumption in favour loomed over the 

committee: while residents spoke eloquently 

against the development, it seemed very 

likely that had it been refused, then it would 

have been allowed at appeal for failing to take 

sufficient consideration of the tilted balance. It 

goes against the grain to approve something 

that residents have protested, but joining the 

committee has shown me just how tightly 

national government has restricted planning 

powers in local government. Unfortunately, 

residents will continue to be short-changed 

by a planning system that places ever more 

power in the hands of developers.

K9s after COVID 

Colin Spence runs dog training classes in Snaresbrook and has been 

working with man’s best friend for over 20 years. Here, he explains the 

importance of training puppies bought during the pandemic 

COVID-19 has had an awful impact 

on us all since March 2020, and we 

are still feeling the after-effects 

moving forward. Many dogs have also felt 

the effects of COVID, including puppies 

that were bought during the pandemic 

and were not able to have the right 

socialisation and habituation period that 

they so need. 

Many dogs are continuing to feel the stresses 

and are now experiencing anxiety-related 

behaviours. Some carers may have noticed 

these behaviours, but many others may have 

not yet realised their puppy is showing signs 

of early anxiety. 

My fellow trainers and I have been helping 

dog owners address this by showing them 

how to help their puppies gain confidence 

and start to learn how to exist and learn 

around other animals and humans in a safe 

environment. Experienced trainers will have 

a good understating of all puppy-related 

behaviours, and how best to deal with them 

humanely by using science-based, positive 

reinforcement methods. 

Whether it’s a training need or a behavioural 

need, a good trainer is equipped to deal with 

and support you through the process. If the 

dog’s anxiety is so severe that classroom 

training is not a viable option, the process can 

be completed in your home setting, where the 

puppy is more likely to have good associations 

with their familiar surroundings and is more 

likely to succeed. 

Dog training classes should be filled with fun 

and, of course, lots of learning, not only for 

your puppy, but for you too. The owner needs 

to learn how to work as a team to fill their 

puppy with much-needed confidence. 

The lessons learnt will be invaluable as these 

new skills can set your puppy up for the rest 

of their life. You need to be committed to 

learning and committed to being consistent. 

Equally important is for puppy and owner 

to both have fun together, as without fun, 

puppies can become very bored. Fun helps 

them learn and keeps them focused. 

Trainers will teach you how to make a 

connection and to get your puppy to look to 

you for guidance. 

Teaching recall is, in my opinion, the most 

important thing. A good and reliable recall 

could save your dog’s life by preventing 

them from running into a difficult situation. 

You’ll also need to learn how to relax your dog 

by teaching them to rest on their settle mat. 

Classes are an invaluable place to start 

learning the basics of puppy training and 

using positive reinforcement to get good, 

solid training results. But that’s not to say 

older dogs can’t take part as well.

Local artist David Kavanagh introduces his latest 

work and urges others with a creative streak 

to take part in Art Group Wanstead’s naturethemed 

challenge this summer, by displaying 

their own art in front windows and gardens 

I 

am a local artist who has lived in 

Wanstead for the past 11 years, but 

originally come from the West Midlands. 

Drawing and painting have been passions 

of mine since an early age, having studied 

A Level art, then moving on to do a 

foundation art and design course, followed 

by a degree in interior architecture. 

Unfortunately, in more recent times, I 

neglected my creative side a little, but like

take a local walk almost every day, and often 

go out with my sketchbook in hand. 

I was recently commissioned by City Place 

Coffee (the new café on Clock House Parade) 

to produce a series of artworks depicting local 

landmarks. It was a real pleasure to produce 

these, and great to have the opportunity to 

work with an independent local business. 

My favourite medium is acrylic on canvas, but 

I also love producing ink drawings (as you will 

see if you take a look inside City Place Coffee). 

Over the last six months, I have also produced 

a number of paintings of local landmarks, such 

as Snaresbrook Crown Court (featuring Bruce 

the black swan) and Christ Church, which you 

may have seen on local social media. 

I have joined Art Group Wanstead and my 

most recent artwork is shown here, an 

acrylic on canvas painting entitled Epping 

Forest House. The subject of this painting is 

a dilapidated house on the edge of Epping 

Forest, which has been abandoned and 

is in the process of being ‘taken over’ by 

nature. I really enjoy the idea that man-made 

structures can be very quickly reclaimed by 

nature in the absence of human intervention. 

I think this creates a very interesting visual 

juxtaposition. 

This painting was inspired by the title of Art 

Group Wanstead’s nature-themed challenge 

for local residents, which is ‘The Year Nature 

Took Centre Stage’. This project urges residents 

to use their creativity and show their own 

works of art in front windows and gardens this 

summer, and will become a ‘trail’ if enough 

people take part.

in me rediscovering my passion for art. I 

have worked in architecture and design for a 

number of years, and continue to do so, which 

is reflected in my art; my favourite subject is 

the built environment.

Future for Whipps 

In the eighth of a series of articles looking at the redevelopment of 

Whipps Cross Hospital, Charlotte Monro encourages residents to view and 

comment on the planning application, which has now been submitted

new Whipps is desperately needed, 

but the proposals as they stand 

cannot meet the needs of our 

population. This is the conviction of a 

growing body of MPs, councillors, clinicians 

and the communities the hospital serves. 

More space needs to be reserved on the 

Whipps Cross site for healthcare, for 

present and future needs.

The plans show a residential tower block next 

to the hospital on land which earlier plans 

had reserved for the hospital itself. More beds 

are needed – not 51 fewer – and all the valued 

services we currently have should be retained 

and developed. 

At least 10 north-east London MPs have 

expressed concerns. Redbridge Council’s own 

Health Scrutiny Committee has formally raised 

the bed reduction issue with Barts Health 

Trust, along with concerns over the loss of the 

Margaret Centre (a specialist palliative care 

unit) and inadequate public transport links 

and public consultation. “We are seriously 

concerned that forecasts make unsustainable 

assumptions about the developments in 

primary care, community healthcare, and 

social care… the assumption that integrated 

care systems will reduce [hospital] demand is 

not evidenced,” said Neil Zammett, chair of the 

committee. 

John Cryer MP has spoken in Parliament: 

“[Hospital] rebuilds are welcome… but 

there are also concerns that a number of the 

projects imply reductions in bed numbers. 

Particularly after the pandemic, that seems to 

me… very misguided. Indeed, people were 

saying that even before the pandemic.” 

Regarding The Margaret Centre, Iain Duncan 

Smith MP – along with other MPs and Neil 

Zammett – has made clear the outstanding 

care the unit provides. Subsuming it into 

general end-of-life care is not a viable option. 

A group of us – including local people who 

have experienced the care the Margaret 

Centre provided for their loved ones – have 

met with senior nurses, clinical leads and 

Whipps redevelopment directors, who are 

reviewing the new palliative and end-of-life 

care plans. We explained why a specialist unit 

like the Margaret Centre must be provided 

in the new hospital, and why disbursing this 

care to side rooms on general wards will be 

an unacceptable loss of quality and access. 

We found empathy and appreciation of the 

value of the model of care from the clinicians,

Going swimmingly 

After some initial setbacks, Redbridge Council’s expansion and 

improvement plans for Wanstead Leisure Centre are now progressing 

nicely, says Councillor Sheila Bain (Wanstead Park, Labour) 

Redbridge Council’s exciting and 

ambitious expansion plans for 

Wanstead Leisure Centre – which 

include providing a new swimming pool 

and major improvements to Wanstead 

High School – are progressing nicely. 

Construction is due to begin this summer, 

with anticipated completion in late 2022. 

There had been some initial setbacks with 

the project, including around providing 

temporary classrooms for the school ahead 

of the demolition of old school buildings. 

The procurement and appointment of the 

main contractor and, clearly, the impact of 

the pandemic, have also presented us with 

challenges. But with the contract awarded and 

the school now occupying new temporary 

classrooms, it’s all systems go with the 

building works so as to open the pool toward 

the end of next year. 

The major improvements to Wanstead 

High School will include a new three-storey 

teaching block. This will provide up-to-date 

school accommodation, and this investment 

will go a long way to ensure Redbridge can 

continue to deliver first-class education to our 

young people. 

Adjoining the new teaching block will be the 

new 25m swimming pool, changing facilities, 

dance studio and an impressive new entrance 

on Redbridge Lane West. 

The pool will be operated by the council’s 

leisure provider, Vision. It will be open to the 

public every day and will offer a variety of 

activities, including aqua aerobics, swimming 

lessons and open swimming; in other words, 

something for all ages to enjoy. Even the 

changing room facilities will be state of the 

art, with different size cubicles, larger family

and group changing areas, easy stairs into the 

pool and a ‘pool pod’ accessible lift, as used in 

the London Paralympics, ensuring everyone is 

able to use the new pool. 

The scheme has been designed to ensure 

the highest levels of sustainability and green 

credentials. It will meet a BREEAM (Building 

Research Establishment Environmental 

Assessment Method) rating of ‘excellent’, 

putting it in the top 10 of new, UK nondomestic 

buildings, as well as meeting best 

practice standards within the UK. 

This will be the third pool to be provided in 

Redbridge since 2014, when we had been 

left with just one public swimming pool, 

demonstrating this council’s commitment to 

invest for our residents across the borough, 

while we tackle the continued impact of 

government austerity. Our leisure facilities 

provide all age groups with access to exercise 

opportunities and bring communities 

together. The new pool will give more people 

an opportunity to learn and use this important 

life skill and will be a brilliant new addition to 

the leisure facilities in Wanstead.

WASTE NOT 

In the first of a series of articles about reducing waste, Joanne Smallman 

from Redbridge Council’s Neighbourhood Team explains what is being 

done in the borough to tackle the issue and how we can all play a part 

Redbridge Council collects the fifthhighest 

amount of rubbish in England; 

22 million sacks of household waste 

a year at last count. It’s a statistic we’re 

determined to change, and can change, but 

we can only do it by working together. 

By taking simple steps to reduce, reuse and 

recycle, every resident can play their part in 

helping lower the amount of waste being 

produced, and Redbridge Council is here to 

support you every step of the way. 

One of the reasons Redbridge collects more 

waste than other boroughs is because, until 

recently, residents have been able to leave 

out unlimited rubbish sacks for collection 

each week. This provided little incentive 

for households to reduce, reuse or recycle. 

Many items which could have gone into the 

recycling box ended up in household waste 

instead, resulting in more rubbish and more 

rubbish sacks on collection day. 

The borough-wide move to wheelie bins was a 

big leap forward towards reducing household 

waste and improving recycling rates. Only 

waste contained inside the bin will be taken 

away, so no side waste by the bin, please! 

This encourages residents to put more items 

in their recycling boxes and explore waste 

reduction ideas to ensure there is enough 

space inside the wheelie bin for the average 

household waste that can’t be recycled. 

A staggering 50% of waste collected in 

Redbridge is food waste, but there are lots 

of ways we can all cut back on it. By making 

small changes to the way we buy and use food 

in the borough, we can change the amount 

of waste, which will also have a big impact on 

the environment and save you money! Each 

small act can add up to make a big difference. 

For example, fridge optimisation: did you 

know your fridge should be below 5°C? In fact, 

the average UK fridge temperature is set at a 

way too hot 7°C. This is terrible news for milk 

and other food items kept in the fridge, which 

can perish quickly when not stored at the 

right temperature. 

And do you know the difference between 

food date labels? Best-before dates refer to 

quality: after this date, it might not be at its 

best, but it will still be safe to eat. Use your 

senses to make a judgement. Use-by dates 

refer to safety: you must not eat food past 

this date, even if it looks and smells OK. You 

can freeze food right up to and including the 

use-by date. 

Each year, UK households throw away 

4.5 million tonnes of food that could be eaten, 

with some of the most common products 

being milk, bread, potatoes, tomatoes, 

bananas and poultry. If every person stopped 

throwing away food for just one day in the UK, 

it would do the same for climate change as 

taking 14,000 cars off the road for a whole year.

how to help the beautiful 

common blue butterfly 

It’s depressing when a 

butterfly that used 

to be so abundant 

it has the word 

‘common’ in its 

name now needs 

our help to 

survive and 

thrive. But 

that’s the 

situation in 

Wanstead for 

the common 

blue butterfly 

(Polyommatus 

icarus). 

The common blue 

takes its name from 

the male of the species, 

which is bright and easy to 

spot with vivid violet-blue upper 

wings with a grey-beige underside. Their 

wingspan is about 3.5cm. The females are less 

obvious, and in southern England, their upper 

wings are often almost completely brown. 

Although the common blue butterfly is 

widespread and its conservation priority is 

classed as low, in places around the UK there 

are local declines in its range – and Wanstead 

is an example of that.

Now is a good time to see common blues. 

There are two broods of butterflies each 

year (or even three if it’s warm) flying in May 

or June and again in August or September. 

Before emerging, the butterflies spend around 

two weeks in their chrysalis, which is olivegreen 

or brown in colour and is formed on, 

or very close to, the ground by a food plant. 

The adults may live for around three weeks 

and females lay eggs that hatch after a week 

or two. The caterpillars are short, green and 

furry and may pupate either in late summer or 

not until the following spring – so are around 

for much of the year. Like many other species, 

common blue caterpillars secrete substances 

containing a nutrient that attracts ants. In 

return, the ants help protect the caterpillar 

from predators. 

How to help: 

• Plant bird’s-foot-trefoil and white clover in 

your garden for the caterpillars – they’re 

pretty wild flowers that will tumble out 

of pots or can help spread over paving to 

green it up. 

• Let an area of your lawn grow long and 

naturalise with wild flowers. 

• Create a beautiful ‘butterfly border’ 

packed with flowers loved by the 

adult insects. Find out how to do it at

blue butterflies drink nectar from flatheaded 

flowers, white and red clovers, 

knapweeds, ragworts and thistles. 

Locally, the best places to see it are areas of 

unmown grassland in Wanstead Park and on 

Wanstead Flats, but numbers in both locations 

have declined. Common blues need plenty of 

long grass where the wild flowers on which 

both the caterpillars and adults rely for food 

can thrive. They can live on road verges, 

meadowland, woodland clearings and in 

gardens and cemeteries. 

In places like Wanstead – where residential 

gardens are one of the main habitats for local 

wildlife – common blues are up against it as 

more and more land is developed and lawns 

are swapped for paving and artificial grass. 

• Use the edges of your garden to create a 

habitat where the caterpillars can shelter 

during winter. Grow ivy over fences – 

it’s a wonderful plant for wildlife – or 

add a row of native shrubs along your 

boundaries. 

• Never use pesticides and lobby the council 

to stop using them.

NO LET-UP IN THE LAW 

If you plan to let your house or flat out as a holiday home, there’s much 

more to get right than just a good Airbnb listing, says Derek Inkpin from 

local solicitors Wiseman Lee 

Much as we may not want it to, the 

law follows us in life wherever we 

go. You can ignore it or be ignorant 

of it, but eventually, it will creep up on 

you and remind you there are rights and 

obligations which, if not followed, will 

result in something adverse happening 

to you. 

Take holiday lets, for example. Full of rules 

and regulations if you intend to let your 

house or flat. Firstly, there’s the obligation 

to obtain your mortgage lender’s consent. 

Lender’s rules often prevent short-term letting 

arrangements with holidaymakers or Airbnb 

occupiers, and failure to inform your lender 

may result in action against you. And if you 

have a leasehold flat, check the lease because 

you may be prevented from sub-letting 

except to a family – a letting to individuals 

at worse may be the subject of an injunction 

application to prevent such use. A neighbour 

could easily report you to prevent access to a 

building where your flat is or to its facilities. 

Short-term lets may also breach planning 

permission rules, resulting in an Enforcement 

Notice by the council to prevent such use. 

One recent case was successfully pursued 

because of the unsociable noisy activities of 

the occupants. If you ignore an Enforcement 

Notice, then you will commit a criminal 

offence, leading to a substantial fine. 

Letting as a business could turn your Council 

Tax liability into Business Rates and your 

letting income will be subject to tax. More 

than £1,000 per year income from your second 

home and £7,500 income from your principal 

home will result in a tax bill. Airbnb has agreed 

to share data with HMRC, so non-declaration 

of rental income could result in an HMRC 

investigation or something worse. 

Your property insurers must also be informed 

and, of course, you will need public liability 

insurance against accidents to the occupants 

through trip hazards, lack of handrails or any 

other accidents which could result in a claim 

against the owner. 

Then there are fire and gas safety regulations, 

which require you to periodically check all 

appliances and provide smoke detectors.
