Anticipate opening this section of Great Oaks to traffic the end of next week, pending weather and striping. The Contractor also<br />

in late <strong>October</strong> in order to clear by the end of 20<strong>12</strong>. AT&T has a mandatory shutdown period between <strong>12</strong>/17/<strong>12</strong> - 1/4/13 where they<br />

cannot cut around any fiber. The final driveway permit for the joint driveway at Sta 363+95 was submitted to TxDOT on 7/2/<strong>12</strong>. A<br />

Participation Agreement for mitigation through the RHCP was approved on 5/8/<strong>12</strong> with a mitigation fee of $550,897. All ROW<br />

parcels are closed or have PUAs.<br />

An ILA with the City of Round Rock is being developed. The City is managing the planning effort for this<br />

project, and has received TxDOT comments on the schematic. FHWA has concurred with the level of<br />

environmental documentation (Categorical Exclusion), and Halff is proceeding with environmental field<br />

investigations. A public meeting is being scheduled for later this year.<br />

TxDOT concurred with the proposed intersection improvements on 4/23/<strong>12</strong>. Brown and Gay submitted a<br />

work authorization PS&E preparation, and HNTB submitted a work authorization for environmental<br />

documentation, both are being held pending execution of the Pearson Ranch Road ILA.<br />

The Work Authorization for Cunningham Allen for PS&E has been executed. Final negotiations are<br />

underway for the interlocal agreement. A kickoff meeting for PS&E will be scheduled once the interlocal<br />

agreement has been executed.<br />

Final Completion was issued with an effective date of 3/14/<strong>12</strong>. The final balancing Change Order has been executed and close-out<br />

documentation has been requested from Ranger.<br />

PROGRESS - ACTION ITEMS - REMARKS<br />

DNT is completed the fine grading on topsoil and prepared for seeding at the east end along CR 269, which Subcontractor Matoka<br />

performed on Tuesday and Wednesday along CR 269. DNT is grading subgrade at the west end of Hero Way and hauling off<br />

excess materials and stockpiles. Subcontractor Progress Rail's subcontractor Spec will resume work when the remaining railroad<br />

signal materials are delivered. Subcontractor M&M installed the underdrain pipes at the railroad crossing. Subcontractor ATS bored<br />

and installed conduit to tie the intersection signals into the railroad crossing gates. A meeting with AT&T was held two weeks ago to<br />

discuss required adjustments necessary for the height of the overhead lines on the east side of the railroad tracks (do not currently<br />

meeting minimum required clearances) - no resolution from AT&T yet.<br />

Subcontractor Ramming paved everything at the west end at the tie-into CR 279 except the new portion of CR 279. Cash is<br />

rebuilding and processing subgrade for the right turn lane off of CR 279 onto San Gabriel West. Traffic continues to be detoured<br />

down Halsey and down San Gabriel West through the project to get back onto CR 279 during this phase of construction. Cash also<br />

installed the box culverts along the west side of CR 279. Subcontractor ATS is trenching and installing conduit across CR 279 at the<br />

intersection with San Gabriel West.<br />

Joe Bland is pouring concrete riprap adjacent to the westbound lanes between Sta 351+00 and 318+75 and between Driveways 14<br />

and 15. The Contractor is fine grading the ditches near Driveway 23 and Deep Lake Drive, working back to the west. Joe Bland<br />

continues to place topsoil along the westbound lanes and installed additional culvert pipes for the new driveways added on the last<br />

CO.<br />

Capital Excavation continues to excavate to subgrade for the southbound lanes of Cottonwood Creek Trail and eastbound lanes of<br />

New Hope and hauling the excess material offsite. The Contractor completed excavating, setting, and backfilling the double barrel<br />

10’x 6’ concrete box culverts at Cottonwood Creek. Subcontractor G Carter poured the last signal foundation at the New Hope and<br />

Cottonwood Creek Trail intersection and began installing conduit.<br />

A meeting with the City of Leander and the Gilpens was held on 10/3/<strong>12</strong>. A meeting with KB Home and<br />

their engineer was held on 9/20/<strong>12</strong>. A developer agreement with KB Home is being drafted. Comments<br />

were returned on Draft Karst Report, Draft Hazardous Materials Report, and Draft Threatened/Endangered<br />

Species Report on 9/4/<strong>12</strong>. SWCA submitted the Cultural Resources Report to THC on 8/23/<strong>12</strong>. Baker-<br />

Aicklen submitted field notes and sketches for proposed easements on 8/23/<strong>12</strong>, and redesign to remove<br />

retaining walls will begin once the easements have been acquired from the Gilpens. One ROW parcel<br />

(Spring/Summer tract) remains to be closed.<br />

An Open House was held on 10/11/<strong>12</strong>. Loomis submitted draft exhibits for review on 10/5/<strong>12</strong>. A project<br />

update meeting was held 7/19/<strong>12</strong>. Loomis and 3 Point Partners completed meetings with stakeholders in<br />

advance of the Open House to get public input on the alternatives. Loomis has developed and evaluated<br />

alternative alignments based on technical constraints and public input, and has determined a<br />

recommended alignment.<br />

An informal meeting with TxDOT to discuss design criteria was held on 7/27/<strong>12</strong>. Final comments on the<br />

revised schematic and preliminary PS&E were sent on 8/30/<strong>12</strong>. The preliminary schematic and traffic<br />

warrant study were received on <strong>12</strong>/30/11.<br />

Kimley-Horn submitted 60% plans on 10/3/<strong>12</strong>, and they are currently under review. A meeting with TxDOT<br />

to discuss future plans for US 183 was held on 8/10/<strong>12</strong>, and a weaving analysis was submitted on 9/4/<strong>12</strong>.<br />

The Court tabled a request to authorize advertisement for construction bids, pending discussions on<br />

funding. Verizon and PEC relocations are complete. ROW and temporary construction easement<br />

acquisition is complete.<br />

The City of Georgetown has HDR under contract to begin the planning process. An ILA between the City<br />

and County was approved by Georgetown's City Council on 1/25/11, and by the Court on 2/15/11.<br />

A project update meeting was held on 10/4/<strong>12</strong>. Two open houses for CR 110 are tentatively planned for<br />

the week of 11/<strong>12</strong>/<strong>12</strong>. Coordination meetings with elected officials and stakeholders are underway. A<br />

coordination meeting with staff from the Cities of Georgetown, Round Rock, and Hutto was held on 8/2/<strong>12</strong>.<br />

Constraints maps have been completed and preliminary alignments are being finalized. A stakeholder<br />

meeting with Southwestern University was held on 6/19/<strong>12</strong>. A follow-up coordination meeting with all three<br />

cities was held on 4/11/<strong>12</strong>, and all three cities concurred on the typical section and study area. A public<br />

meeting is tentatively planned for Fall 20<strong>12</strong>. Initial coordination meetings were held with the City of<br />

Georgetown on 3/22/<strong>12</strong>, the City of Round Rock on 3/23/<strong>12</strong>, and the City of Hutto on 4/3/<strong>12</strong>.<br />

A project update meeting was held on 10/4/<strong>12</strong>. Coordination meetings with major landowners are<br />

underway. Coordination meetings with the City of Georgetown were held on 8/17/<strong>12</strong> and 8/28/<strong>12</strong>. Steger<br />

Bizzell submitted a constraints and preliminary alignments exhibit on 7/5/<strong>12</strong>, in preparation for a public<br />

meeting in Fall 20<strong>12</strong>. A coordination meeting was held with the City of Georgetown and TxDOT on<br />

4/27/<strong>12</strong>, to discuss the study area and typical section.<br />

FHWA determined on <strong>12</strong>/13/11 that the previous FONSI is still valid, and entire project is now clear for<br />

ROW acquisition & utility relocation. A ROW update meeting was held on 9/6/<strong>12</strong>. Offers are underway for<br />

Project 2, and 17 of 27 parcels have been acquired or have PUA. Utility Agreement forms and plans were<br />

distributed to CenturyLink (formerly Embarq), Oncor Electric, PEC, CTSUD, LCRA, and SBA. CTSUD ILA<br />

has been executed. An amendment to the ILA was approved by the Court on 5/17/11. CTSUD plans are<br />

complete, and agreement has been executed. PEC submitted revised plans, and they are currently under<br />

review. Oncor submitted an updated Utility Agreement on 6/25/<strong>12</strong> and it was sent to TxDOT for review.<br />

An Interlocal Agreement was approved on 10/9/<strong>12</strong> with the City of Georgetown for the development and<br />

construction of FM1460 from University Blvd to Quail Valley Dr. The County will provide $4.5M within 60<br />

days of execution of the revised funding agreement between TxDOT and the City and will provide notice to<br />

CAMPO & TxDOT that the 2014 CAMPO STP-MM allocation for CSJ 2211-02-026 in the amount of<br />

$3,367,580 with a non-Federal share provided by TxDOT of $841,895 to the FM 1460 project will be<br />

administered by the City. The City of Georgetown agreed to amend the current AFAs to complete the FM<br />

1460 improvements described above with the City completing PS&E by December 31, 2014 and TxDOT<br />

bidding, constructing & inspecting the project. The City will provide all right-of-way & easements,<br />

environmental mitigation, and utility conflict resolution for the FM 1460 project to enable a 2015 bidding<br />

schedule. The City will provide all construction funding not secured by agreement from other sources for<br />

the FM 1460 project to enable a 2015 bidding schedule, and will work with the City of Round Rock and<br />

other parties for additional funding through interlocal agreements, developer participation, and other<br />

financing methods.<br />

FTWoods continues to form and pour inlet tops, brick paver footings, curb and gutter and driveways and sidewalk, and install brick<br />

pavers between Fowzer Street and Main Street. The Contractor excavated out the old eastbound lanes to Debus Street, blue topped<br />

subgrade to Victoria Street, placed first course flex base from Fowzer Street to Howard Street, and began placing second course flex<br />

base from Main Street to Davis Street. The Contractor is completed installing curb inlets and laterals on the project and began<br />

raking rocks and spreading topsoil throughout the north side of the roadway.<br />

Chasco completed placing third course flex base on the project and has begun blue topping and finishing flex base between the<br />

Atmos gas crossing and the east end. Topsoil placement has begun between Sta 110+00 and 170+00 on the future lanes and<br />

between Sta 177+00 and 203000 along the eastbound front slope. Chasco formed and poured the SETs for Driveways K and O, and<br />

the upstream headwall & wingwall for Culvert D.<br />

Chasco continues forming sidewalk, traffic rail and handrail on the Brushy Creek Bridge and completed placing railing on the UPRR<br />

Bridge. Subcontractor Trac Works completed placing railroad ballast and setting rail and ties on the UPRR Bridge. Subcontractor<br />

ATS completed installing junction boxes on the Brushy Creek Bridge for illumination poles. Chasco is placing flex base for various<br />

driveways along both sides of the proposed roadway.<br />

James Construction continues to form and pour rip rap around the bridge abutments. The Contractor completed roadway excavation<br />

on both sides of the proposed bridge. Subcontractor Rice Environmental continued rock gabion basket installation downstream of<br />

the bridge.<br />

Atmos relocations are complete. A ROW update meeting was held on 9/6/<strong>12</strong>. ROW acquisition is<br />

underway and fifteen parcels have been acquired. Manville and Suddenlink's utility agreements were<br />

approved by the Court on 7/17/<strong>12</strong>. Baker-Aicklen submitted 100% PS&E on 5/15/<strong>12</strong>. A project update<br />

meeting with Round Rock was held on 2/29/<strong>12</strong>. Round Rock will not be taking over maintenance of the<br />

section of roadway not within their City Limits. Cultural resources clearance received from the THC on<br />

5/24/11.<br />

A 60% comment resolution meeting was held on 9/27/<strong>12</strong>. Comments on 60% PS&E were returned on<br />

9/14/<strong>12</strong>. A project update meeting was held on 9/13/<strong>12</strong>. A re-kickoff meeting was held on 5/1/<strong>12</strong>, and a<br />

meeting with the developer for Cottonwood Creek Section 3 was held on 5/10/<strong>12</strong>. 30% PS&E comments<br />

were returned on 6/25/<strong>12</strong>.<br />

Submittal of 100% PS&E is anticipated on 10/26/<strong>12</strong>. ROW acquisition is complete with all 5 parcels<br />

donated by the adjacent property owners. Comments on the 90% PS&E were returned on 6/28/<strong>12</strong>.<br />

Blanton has completed due diligence investigations. Seminole relocations are complete. Oncor<br />

relocations are complete. TWC and CenturyLink's relocations are anticipated to begin 10/22/<strong>12</strong>. Jonah<br />

WSC has completed their relocation design and has the utility agreement for execution. Atmos is<br />

designing new facilities to be installed on CR 108 and is coordinating their design approval with Cobb<br />

Fendley to avoid conflicts with the proposed project improvements.<br />

The 30% PS&E Submittal was received on 9/18/<strong>12</strong> and is currently under review. Comments were<br />

returned on the median cut locations exhibit and Design Summary Form on 7/5/<strong>12</strong>. A meeting is being<br />

scheduled with Avery to finalize / approve the location of the two median cuts specified in the original ROW<br />

acquisition contract.<br />

The sealed Materials Certification has been sent in order to obtain TxDOT Final Completion. Preparing final documentation for<br />

submittal to TxDOT.<br />

The Engineer has submitted a design revision for approval to address recent rain events at TxDOT's direction and the GEC is<br />

finalizing the design of one additional driveway that was added during construction. The GEC will submit the Engineer's design and<br />

the additional driveway under a single driveway permit to TxDOT next week. The sealed Materials Certification has been sent in<br />

order to obtain TxDOT Final Completion. Preparing final documentation for submittal to TxDOT.<br />

The Ribbon Cutting Ceremony was held on 2/8/20<strong>12</strong>. The CEI is negotiating the final change orders and closing out the project files.<br />

The sign change order was approved by Commissioners Court on 9/25/<strong>12</strong> and the Contractor has ordered the additional signs for<br />

the project.<br />

A Ribbon Cutting Ceremony was held on 11/18/11. The Ride Quality and final HMAC production & placement Change Order is being<br />

processed. The CEI is finalizing all the project records for submission and close out.<br />

Ramming is nearing completion of punchlist items. A Ribbon Cutting Ceremony was held on 6/14/<strong>12</strong>. The CEI is turning over all<br />

project records and the GEC is working to close out the project.<br />

The revised document was submitted TxDOT on 9/7/<strong>12</strong>, for submittal to FHWA in response to additional<br />

TxDOT ENV comments received on 8/1/<strong>12</strong> from a new reviewer. The revised EA was resubmitted TxDOT<br />

on 6/5/<strong>12</strong> with approval from SHPO and THC clearance and is under review by TxDOT ENV. The EA has<br />

been approved by SHPO and on 5/16/<strong>12</strong> written notification was received of THC clearance of the<br />

archeology. Tribal clearance was received on 2/9/<strong>12</strong>. Received TxDOT Division approval of the<br />

schematic for further processing on <strong>12</strong>/15/10.<br />

The three final sets of plans & manuals were submitted for the TxDOT Division, District and Area Offices in<br />

anticipation of receiving LOA by Friday, 10/<strong>12</strong>/<strong>12</strong>. Anticipate a request to authorize advertisement for<br />

construction bid on the 10/23/<strong>12</strong> Court agenda for approval pending receipt of LOA. On 10/4/<strong>12</strong>,<br />

responses and revisions were submitted to address the Division Design comments received on 9/26/<strong>12</strong>.<br />

On 9/25/<strong>12</strong>, responses and revisions were submitted to address the Traffic comments received on 9/13/<strong>12</strong><br />

and Bridge comments received on 9/17/<strong>12</strong>. Illumination comments were received on 9/10/<strong>12</strong> and<br />

responses & revisions were returned to TxDOT on 9/13/<strong>12</strong>. Final plans were submitted for division review<br />

on 8/31/<strong>12</strong> to address TxDOT District comments. Approval of the environmental document was received<br />

from FHWA on 8/2/<strong>12</strong>. TxDOT District comments on the plans were received 8/2/<strong>12</strong>. A meeting with<br />

Georgetown Railroad was held 8/1/<strong>12</strong>, a meeting with St David's Hospital was held 8/3/<strong>12</strong>, and a meeting<br />

with Longhorn Junction was held on 8/21/<strong>12</strong>; all to discuss Control of Access release and driveway<br />

location requests. Approval of the schematic and IAJR was received from FHWA on 7/11/<strong>12</strong>. A meeting<br />

with Wolff was held on 5/17/<strong>12</strong> to discuss Control of Access release and driveway locations. A meeting<br />

with TxDOT to discuss release of Control of Access was held on 5/8/<strong>12</strong>. A Participation Agreement for<br />

mitigation through the RHCP was approved on 4/28/09 with a mitigation fee of $252,556.00.<br />
