A major topic of discussion at the<br />

Council meeting on June 8 was the<br />

Organization <strong>Review</strong> for Council and<br />

Administration.<br />

Councillors were given a copy of the<br />

report conducted by Bassa Social<br />

Innovations. Two key outcomes were<br />

sought.<br />

1.) “That the Village of Delburne’s<br />

organizational framework be clarified<br />

regarding the mandate and scope for<br />

operational excellence, people processes<br />

and technology to align with<br />

(provincial) legislation” and<br />

2.) “Those leadership competencies<br />

are enhanced.”<br />

The report indicated that the “the<br />

project was broken down into five key<br />

areas:<br />

(a)literature review, (b) people and<br />

process mapping, (c) roles and responsibilities<br />

matrix , (d) Policy process<br />

and job description updates, and (e)<br />

leadership coaching.<br />

Chief Administrative Officer (CAO)<br />

Karen Fegan in her Request for<br />

Decision summarized that “the organizational<br />

framework process has<br />

been a fantastic exercise for all staff<br />

and has been a great learning<br />

experience.”<br />

She also intimated that “the<br />

Organization <strong>Review</strong> has helped to<br />

better align operations, increase delegated<br />

authority and open up space to<br />

focus on strategic development and<br />

leadership as directed by council.”<br />

A concluding interest is to transition<br />

the Village of Delburne from<br />

Council accepted unanimously the<br />

More Railway House space added to lease<br />

Alix village council decided to<br />

expand a social services agency’s lease<br />

to include more space in the taxpayerowned<br />

Railway House located at the<br />

north end of Main Street.<br />

The decision was made at the June 2<br />

regular meeting of council.<br />

Village Chief Administrative Officer<br />

(CAO) Michelle White gave councillors<br />

an update on bay #2 of Railway House,<br />

which previously housed the youth<br />

centre.<br />

The village council had recently<br />

decided to move away from providing<br />

recreational programming, reassigning<br />

staff, selling unneeded<br />

equipment and finding a new occupant<br />

for the youth centre’s former location,<br />

bay #2.<br />

White also noted in her report that<br />

current debenture and interest that the<br />

village pays annually for Railway<br />

House totals $67,402.32.<br />

White reported the village publicly<br />

advertised that the space was available,<br />

and noted that one proposal was<br />

received from the Community<br />

Resource Centre (CRC) which is<br />

already located in Railway House,<br />

receives funding from the Village of<br />

Alix and is operated by Bashaw and<br />

District Support Services Association.<br />

Coun. Ed Cole stated he’d like to see<br />

the CRC get that space but if renovations<br />

are needed for new programming<br />

the CRC should pay for them. Also, if<br />

<br />

more space is added to their lease, it<br />

would be fair to boost their rent.<br />

White reminded councillors there<br />

was some space up above bay #2 on a<br />

second floor, but that this space was set<br />

aside for the village’s emergency<br />

response centre.<br />

Cole responded that he thought he’d<br />

been told that space was too small to be<br />

an emergency centre, and that it’s<br />

probably not in the best place either as<br />

it’s close to the highway and railway,<br />

which could very well be the cause of<br />

any emergency and instead suggested<br />

the community hall.<br />

However, Mayor Rob Fehr noted the<br />

community hall is already identified<br />

as the reception centre in the event of<br />

an emergency. White added that the<br />

hall also doesn’t have enough phone<br />

lines to act as the emergency centre.<br />

Looking at the options available to<br />

them, councillors eventually passed a<br />

resolution based on option #3, which<br />

was to boost the Bashaw and District<br />

Support Services lease to include the<br />

existing youth centre and youth centre<br />

addition from bay #2 at Railway House.<br />

Coronation couple makes case for fancy burger joint<br />

Matthew and Chelsea Peacock presented<br />

a letter and came to<br />

Coronation council chambers Mon.<br />

June to share their future plans for a<br />

modern restaurant within the<br />

community.<br />

They requested that council consider<br />

paying for the inspection inside<br />

and on the roof, offering $5,000 for the<br />

4905 Royal Street, the building downtown<br />

currently known as Family<br />

Restaurant, as part of the exchange.<br />

All further renovations would be on<br />

the owners.<br />

The <strong>2021</strong> assessment value for it sits<br />

at $104,720 but the building has been<br />

abandoned for approximately six<br />

years.<br />

Council went into closed session to<br />

discuss the matter.<br />

Once back in the public eye, they<br />

agreed to direct Chief Administrative<br />

Officer (CAO) Quinton Flint to write a<br />

few letters to other parties to gather<br />

more information.<br />

An emphasis has been placed on<br />

supporting local producers while<br />

<br />

supplying a venue that the community<br />

can be proud of.<br />

“In mentioning our community, the<br />

local economy is a big drive for our<br />

vision“We have already contacted TK<br />

Ranch and discussed pricing and<br />

supply chain for their local product<br />

and are awaiting a reply from a local<br />

produce grower to ensure they are<br />

compliant with all health board standards<br />

and pricing. We would aim to<br />

employ locals of Coronation including<br />

rural dwellers with mailing addresses<br />

to the community, in town opportunity<br />

first,” stated the letter from the<br />

couple.<br />

The pair have plenty of years of<br />

experience in the restaurant and retail<br />

industry space.<br />

“We have three children aged thirteen,<br />

seven and six so we are heavily<br />

invested long term in the community.<br />

Since we returned home almost five<br />

years ago to provide a better family<br />

community for our children, I have<br />

heard a lot of outcry for a better restaurant<br />

establishment within our<br />

community. We aim to provide quality<br />

food, superior service and a modern,<br />

upbeat environment.”<br />

Post-fire protocol<br />

Following up from a prior meeting in<br />

requested by Special Areas after a<br />

large prairie fire near Spondin that<br />

This will not be billed by Special<br />

Areas and will be a bill directly submitted<br />

Water Tower radio removal<br />

A motion was needed to ratify a<br />

recent decision to remove abandoned<br />

and outdated emergency equipment<br />

Residents were under the impression<br />

that the burn pit for household<br />

trash would return for Elnora but with<br />

restrictions set by Alberta<br />

Environment, it is no longer possible.<br />

Council heard at their regular<br />

meeting Tues. June 8 from Chief<br />

Administrative Officer (CAO) Sharon<br />

Wesgate that the government no<br />

longer gives out permits for burn pits.<br />

The closest one is Trochu that was<br />

most likely grandfathered in to<br />

remain open and only allows tree<br />

branches.<br />

Although this is the case, Alberta<br />

Environment requires municipalities<br />

to have paid supervision at the site<br />

constantly when in use and must be<br />

fenced off as well.<br />

“It’s not just a question of digging<br />

another hole and letting people have<br />

free access - we would actually have to<br />

get authorization from Alberta<br />

Environment to do it which could be a<br />

very extensive thing considering the<br />

existing burn pit we have.”<br />

“These have all been things we’ve<br />

discussed in the past, so my question<br />

is - is that our answer then moving forward<br />

for the residents that this is just<br />

not on the table anymore any longer,”<br />

asked Coun. Kerrilyn Mose.<br />

“I can’t see it happening because<br />

there are so many rules and regulations<br />

we would have to abide by. It’s<br />

working well the way it is right now,”<br />

replied CAO Wesgate.<br />

Coun. Rob Aellen suggested that residents<br />

take their branches to Trochu if<br />

they need to which the rest of council<br />

agreed with.<br />

Bank closure<br />

Council received notice that the<br />

Elnora Alberta Treasury Branch will<br />

be closing effective June 25.<br />

Custodian response, recognition<br />

Anna Mose checked the Library/<br />

Youth Centre on a Saturday in May<br />

and noticed a hissing sound within the<br />

building.<br />

She investigated until she located<br />

the source; the compressor in the<br />

Youth Centre fridge was shorting out<br />

which Mose immediately<br />

unplugged.<br />

The Library chairperson<br />

suggested Mose be recognized<br />

for her actions.<br />

Council and administration<br />

were as well and<br />

discussed options to thank<br />

her as it ‘likely would have<br />

caused a fire if not<br />

addressed.’<br />

After some talks, noting<br />

she effectively ‘saved the<br />

building’, they settled on a<br />

$50 gift certificate to a local<br />

eatery and a thank-you<br />

card.<br />

Garbage bylaw<br />

A listing was prepared by<br />

Public Works of the commercial<br />

garbage pickups<br />

within Elnora every week.<br />

This listing has been forwarded<br />

to Environment 360<br />

to determine the commercial<br />

pickup requirements<br />

before a quote will be<br />

completed.<br />

Additional information<br />

like the locations of these<br />

businesses and the type of<br />

storage they require was<br />

also needed by the disposal<br />

company.<br />

Council agreed to table<br />

Town of Stettler/County of Stettler Senior’s Week event included<br />

the delivery of gift packs to Stettler seniors. They were delivered<br />

by town staff in accordance with pandemic rules.<br />

The current time frame of this<br />

project would be completed within the<br />

next week to ensure the use of the<br />

scaffolding being done by the insurance<br />

contractor working on wind<br />

The Globe and Mail on May 29 published<br />

an article, ‘Fundamental<br />

Differences’ written by Canadian<br />

author and former editor of the Ottawa<br />

Citizen, Andrew Potter. In the article<br />

he compared Alberta to Quebec and<br />

queried whether Alberta, following the<br />

Quebec example, would deliver to<br />

Albertans what they seek—a fair deal<br />

within Confederation.<br />

Potter reminded readers that<br />

Quebec is fulfilling their nationalist<br />

agenda, whereas Albertans see<br />

Confederation as a racket—run by<br />

easterners for<br />

easterners<br />

“<br />

using westerner’s<br />

hard-earned<br />

money.<br />

Premier<br />

Kenney, perhaps<br />

because he<br />

spent more time<br />

in Ottawa than<br />

Alberta, seems<br />

intent on<br />

pushing<br />

Quebec’s<br />

nationalism<br />

ideals on<br />

Albertans—our<br />

own police<br />

Quebec is prepared to assume the<br />

extra bureaucratic costs that come<br />

with running dual federal/provincial<br />

agencies in preparation for separation.<br />

But overlapping services come with a<br />

huge price tag. It just seems strange in<br />

a province where the disdain for civil<br />

servants is legendary that Premier<br />

Kenney would add more people to<br />

these ranks.<br />

The Fair Deal Panel’s recommendations,<br />

released in May, contain a<br />

mixture of Quebec nationalist goals<br />

and Alberta fairness concerns.<br />

Unfortunately, Premier Kenney’s fixation<br />

on emulating Quebec’s<br />

self-centered, bullying behaviour has<br />

led to this fall’s emotionally-charged,<br />

purposeless referendum on<br />

equalization.<br />

Canadians, even most Albertans,<br />

take pride in Canada’s commitment to<br />

lift up poorer provinces so that all<br />

have, not equivalent, but acceptable<br />

levels of education, health, senior’s<br />

care and social services. Fighting<br />

equalization payments is a no-win<br />

proposition, yet there is so much more<br />

our provincial government could do<br />

that would be of lasting value.<br />

Supreme Court is Canada’s collective<br />

problem, not just Alberta’s.<br />

Second, Kenny’s action plan should<br />

prioritize negotiations to amend the<br />

‘Fiscal Stabilization Program’—a program<br />

specifically<br />

created to support<br />

provinces with<br />

yo-yo resource<br />

revenues. What a<br />

perfect time, when<br />

Alberta has the<br />

highest rate of<br />

unemployment in<br />

the country and<br />

oil and gas is<br />

under world-wide<br />

threat.<br />

We should not<br />

be emulating<br />

Quebec, with their<br />

‘beggar-thy-neighbour’<br />

nationalism<br />

policy. Instead, we<br />

need to reinforce<br />

our common<br />

values with those provinces who are<br />

signatories to the Canadian<br />

Constitution. Quebec is the outlier, outside<br />

both our Constitution and the<br />

Canadian Charter of Rights &<br />

Freedoms.<br />

Alberta, and the other eight provinces,<br />

will never be treated fairly until<br />

Quebec is treated equally. If Quebec<br />

cannot accept being treated fair and<br />

equal within Canada, then the ball is<br />

in Quebec’s court—separate and lose<br />

equalization payments, or grow up and<br />

stop the spoiled brat act.<br />

Working with other provinces to<br />

fight for fairness of representation in<br />

the House of Commons, Senate and<br />

Supreme Court is a priority.<br />

Amendments to the Fiscal<br />

Stabilization Program is a priority.<br />

Taking back control of our carbon tax<br />

to use for Albertans and Alberta’s economic<br />

benefit is a priority.<br />

Even more important is the absolute<br />

necessity for Kenney and his cabinet<br />

ministers to work productively and<br />

respectfully with the federal government<br />

to get every last scrap of money<br />

available to grow and develop net-zero<br />

carbon facilities and alternate energy<br />

projects.<br />

To move forward successfully, the<br />

last thing Alberta needs is a Quebeclike<br />

premier sitting in his sky-palace<br />

drinking whiskey and taking his cues<br />

from the French in eastern Canada.<br />

Devastating to residents<br />

at Galahad Care Centre<br />

Dear Editor,<br />

The moving of Galahad Care Centre<br />

residents to other area facilities came<br />

as a big shock to me.<br />

This facility has cared for many of<br />

our area’s residents, including some of<br />

my own family.<br />

These seniors have lived full lives<br />

and contributed much to our communities.<br />

To move them out of their home<br />

with short notice and little explanation<br />

was devastating for residents and<br />

families.<br />

Why were the families and community<br />

not informed of these staff<br />

shortages, which had apparently been<br />

ongoing for months?<br />

Galahad Care Centre is located in a<br />

caring rural community. If people in<br />

the community had been made aware<br />

of the problem, they might have been<br />

able to help with finding a solution<br />

before it came to the crisis point of<br />

having to relocate residents.<br />

For example, I saw many of the positions<br />

available shared on Facebook<br />

after the moving of residents had been<br />

announced. Perhaps community organizations<br />

would have stepped up to<br />

offer recruitment incentives like<br />

housing or transportation assistance.<br />

It appears to me that perhaps the<br />

problem in finding staff is that many<br />

of the positions offered are part-time<br />

and with few benefits. To recruit and<br />

maintain a good core of staff, full-time<br />

permanent positions with benefits<br />

need to be available. Our residents<br />

deserve that.<br />

Galahad Care Centre has consistently<br />

been one of the best continuing<br />

care facilities in the province. The<br />

family atmosphere created by caring<br />

staff, Auxiliary members and community<br />

volunteers is second to none.<br />

As soon as possible, I urge you to<br />

give the residents, their families, and<br />

the community, a firm date as to when<br />

residents can move back home to<br />

Ltd. Regarding the county meeting<br />

Stettler County says lagoon discharge<br />

affected by farming practices, pg. 15,<br />

June 10, <strong>2021</strong>, I would like the opportunity<br />

to dispute the claim that the<br />

farming operation has had any negative<br />

impact on the drainage of the<br />

sewage lagoon.<br />

The information presented to the<br />

council by Mr. Brysiuk is absolutely<br />

false.<br />

Conversely, the drainage of the<br />

affluent has flooded farmland and<br />

interfered with normal farming operations.<br />

Mr. Brysiuk’s statements need<br />

A joint public hearing was held<br />

during Hanna council’s regular<br />

meeting on Tues. June 8.<br />

This particular hearing encompassed<br />

two bylaws including a Land<br />

Use Bylaw amendment and Municipal<br />

Development Plan (MDP) Amendment.<br />

The company, Green For Life (GFL)<br />

Environmental Inc. is interested in<br />

pursuing an industrial operation with<br />

the purpose of creating a nutrient-rich<br />

fertilizer that consists of 70 per cent<br />

elemental sulphur and 30 per cent<br />

compost.<br />

All blending of compost and sulphur<br />

would occur onsite and outdoors.<br />

Only finished compost would be<br />

brought to this site. According to the<br />

developers, if the compost has a strong<br />

odour it is considered a bad batch of<br />

compost and will not be used, limiting<br />

the amount of odour.<br />

The location of this plant would be<br />

on the north side of Highway 9 near the<br />

west entrance where the KFC restaurant<br />

and ESSO gas station were<br />

previously located which was designated<br />

as Highway Commercial.<br />

To accommodate this proposal the<br />

future land use for this area will need<br />

to be updated in the MDP. This would<br />

permit the subsequent rezoning of the<br />

land to an industrial district.<br />

No letters in opposition or for the<br />

project were received but all adjacent<br />

landowners were contacted prior to<br />

the hearing to ensure they knew what<br />

was happening and to give their own<br />

input.<br />

A developer with GFL, Don Francis<br />

shared he was in ‘full favour of the<br />

amendment as it will allow GFL to go<br />

ahead’, adding it will ‘benefit the community<br />

greatly’.<br />

“It’s been a long road, longer with<br />

COVID and no one is looking more forward<br />

than the team. We are really<br />

excited about spending some time in<br />

the community and getting on with it<br />

and getting to work,” he said.<br />

After a brief presentation from<br />

Palliser Regional Municipal Services,<br />

Chief Executive Officer Dan Diano on<br />

the situation, council left the public<br />

hearing.<br />

Second and third reading of both<br />

bylaws were passed by council.<br />

Code of Conduct complaint<br />

Council reviewed an email from Ms.<br />

Terry Johnston dated April 13, <strong>2021</strong><br />

regarding conduct unbecoming a<br />

councillor.<br />

Ms. Johnston expressed concern<br />

regarding Coun. Olsen participating in<br />

an online bullying situation, however,<br />

she did not provide any evidence of<br />

bullying or that Coun. Kyle Olsen<br />

acted in bad faith other than her subjective<br />

opinion stated in her email.<br />

Administration responded to Ms.<br />

Johnston, advising that all members of<br />

council reviewed the Code of Conduct<br />

Bylaw as she suggested in her email<br />

and at that point, the matter was considered<br />

closed.<br />

Cory Ashley spoke to council at the<br />

May 11 regular council meeting<br />

voicing his concerns about people<br />

being bullied in Hanna, both online<br />

and in person.<br />

Ashley stated that he feels he has<br />

been bullied by several people,<br />

including Coun. Olsen, which is disrespectful<br />

and against the Council Code<br />

of Conduct Bylaw.<br />

He agreed that Ms. Johnston did not<br />

provide sufficient evidence that Coun.<br />

Olsen violated the bylaw and stated he<br />

would be supplying satisfactory evidence<br />

proving the councillor was<br />

violating this bylaw.<br />

Ashley submitted a letter to administration<br />

on May 18, requesting that<br />

council discipline Coun. Olsen.<br />

He also provided a copy of the bylaw<br />

indicating the applicable sections, as<br />

well as 74 pages of ‘bullying comments’<br />

from various Facebook pages.<br />

The purpose of Hanna’s Council<br />

Code of Conduct Bylaw 994 – 2018 is to<br />

establish standards for the ethical conduct<br />

of members relating to their roles<br />

and obligations as representatives of<br />

the municipality.<br />

The bylaw includes a procedure for<br />

the investigation and enforcement of<br />

those standards which is done by<br />

RCMP.<br />

Chief Administrative Officer (CAO)<br />

Kim Neill shared that in his opinion<br />

the submission of evidence from<br />

Ashley was ‘disjointed’ and ‘difficult to<br />

follow in terms of comments from<br />

posts’ saying many of the comments<br />

provided were duplicates and few made<br />

by Coun. Olsen.<br />

“At the end of the day, we are dealing<br />

with Coun. Olsen. I did not see anything<br />

in the material supplied that<br />

made me feel that Coun. Olsen may<br />

have violated the Code of Conduct<br />

Bylaw in any manner,” said Neill.<br />

Coun. Connie Deadlock agreed with<br />

CAO Neill. “I didn’t see any bullying in<br />

the information provided.”<br />

Neill added that these online pages<br />

are rant and rave pages where the<br />

premise of them is exactly for that -<br />

ranting and raving in the community<br />

and doesn’t reflect the true values and<br />

nature of the population<br />

although<br />

it can be<br />

frustrating.<br />

June is ALS Awareness month.<br />

According to the ALS Society of<br />

Canada, Amyotrophic Lateral<br />

Sclerosis (also known as ALS, Lou<br />

Gehrig’s disease, or motor neuron disease)<br />

is a disease that gradually<br />

paralyzes people because the brain is<br />

no longer able to communicate with<br />

the muscles of the body that we are<br />

typically able to move at will.<br />

Over time, as the muscles of the<br />

body break down, someone living with<br />

ALS will lose the ability to walk, talk,<br />

eat, swallow and eventually breathe.<br />

Altario School and community suffered<br />

a great loss last November when<br />

47-year-old Altario School librarian<br />

and educational assistant Kari Evans<br />

passed away from this disease.<br />

Her memory has been highlighted<br />

this last week in the community as the<br />

school and surrounding area has been<br />

raising funds for research and<br />

awareness.<br />

“She was one of the most kind<br />

people you’ll ever meet,” shared<br />

Principal Kevin Van Lagen.<br />

“If you had a problem with Kari<br />

then you were the problem I’ll tell you<br />

right now. That is the word for her was<br />

kind. Here at school, she really fulfilled<br />

that role as mentor and someone<br />

to go to for comfort but would also<br />

have a way of kicking kids in the butt<br />

helping them go ahead.<br />

“She had that perfect combination of<br />

who she was. She was always willing<br />

to do anything whenever needed.<br />

Whatever was needed to be done she<br />

did it.<br />

“Losing her definitely had an impact<br />

on the students and staff and our community<br />

– very very significantly and<br />

this is why it is such a dedication to be<br />

doing something for the ALS cause.”<br />

In total, approximately $9,000 has<br />

been raised within the school, $2,500<br />

over the $7,500 bar set.<br />

Van Lagen bet with the students<br />

they couldn’t reach $7,500 but if they<br />

did he would dye his beard purple to<br />

continue raising awareness.<br />

“It’s not going to stay for long and it’s<br />

definitely not my favourite look but the<br />

kids - they deserved it and when you<br />

put it out there they earned it. They<br />

had a good laugh.<br />

“I hope it catches on where more<br />

people do something like this. Maybe it<br />

will help with more fundraising efforts<br />

amongst communities,” said Van<br />

Lagen.<br />

The school even had a ‘dye party’<br />

where some students got strips of hair<br />

dyed purple as well.<br />

$25,000+ has been raised by the community<br />

as well, bringing the total from<br />

both sources to roughly $35,000 and<br />

climbing.<br />

Aside from colouring sidewalks<br />

purple, dying hair purple and raising<br />

money, students and staff and community<br />

members took part in a walk<br />

called ‘Walk With Kari To End ALS’<br />

on June 11 - 12.<br />

The group took to Evans’ old route<br />

Altario School’s Prairie Principal Kevin Van Lagen bet with students they wouldn’t raise $7,500<br />

for ALS Research. Come June 10, the students did raise the money and since a deal is a deal,<br />

Van Lagen dyed his beard purple to support the cause and bring awareness to the disease<br />

following the passing of Altario School teacher, Kari Evans who had ALS. <br />

Pauline Elizabeth “Bette” Thompson<br />

was born the fourth child (her brothers<br />

were Cecil, Gerald and Calvin) of Libby<br />

and Charles Thompson on April 30,<br />

1928 in Scollard, Alta.<br />

Her early school years were completed<br />

at Snakelake School and at the<br />

age of 21 she attended the Marvel<br />

Beauty School in Edmonton.<br />

He was a Level 2 umpire, so was<br />

married Art Boice in 1948. To this<br />

union three children were born, Ken in<br />

1951, Phil in 1953 and Sandra in 1954.<br />

They settled and raised their family in<br />

Big Valley where they attended many<br />

rodeos and enjoyed camping.<br />

During her time in Big Valley she<br />

taught playschool, was a leader for<br />

CGIT, Cubs and Scouts, an active<br />

member of the UCW and taught 4-H<br />

sewing.<br />

Bette was a lifetime member of the<br />

either playing ball or umping games.<br />

He enjoyed rodeo, 4-H, camping and<br />

rode the Ya Ha Tinda and Kananaskis<br />

and travelled to Disneyland and<br />

Mexico.<br />

His passion for books was evident as<br />

he would read for hours.<br />

Logan also played guitar.<br />

Student employment was<br />

at Coronation Seed<br />

Cleaning Plant and Home<br />

Hardware.<br />

He held various jobs, last<br />

being on a paving crew<br />

where his youth and<br />

strength were welcomed.<br />

Logan was social, kind<br />

and friendly. He always<br />

helped others before<br />

As a member she held all positions<br />

with her final role being past president.<br />

She was able to attend many<br />

Rebekah assemblies in the States and<br />

the western provinces in her role as<br />

president.<br />

Following Art’s passing she moved<br />

to Stettler where she enjoyed her own<br />

home and in 1998 married Ross Kapel.<br />

When her health started to fail, she<br />

moved into Willow Creek Lodge where<br />

she made many friends and was president<br />

of the Resident’s Club for a term.<br />

She was a volunteer at Superfluity<br />

and the gift shop at the Hospital.<br />

During this time, she made dozens of<br />

robes and donated them to Heritage<br />

House. Her crafts and love of reading<br />

filled many relaxing happy hours.<br />

In November 2020 Bette was moved<br />

into the Stettler Hospital and from<br />

there to Heritage House where she had<br />

continuing excellent care.<br />

The greatest loves of her life were<br />

family, friends and being a Rebekah.<br />

Mickelson chasing history at U.S. Open<br />

Phil Mickelson made history last<br />

month at Kiawah Island, winning<br />

the PGA at age 50. Can he make history<br />

two months in a row?<br />

The ageless wonder, whose skills<br />

had been deteriorating appropriately<br />

with his ascending age, defied most<br />

golf experts’ opinions by capturing<br />

the Wannamaker Trophy, seemingly<br />

out of the blue.<br />

Now, this week at Torrey Pines in<br />

San Diego, an even greater challenge<br />

awaits: Can Mickelson conjure up<br />

another week of magic to win the<br />

elusive U.S. Open, his kryptonite?<br />

Mickelson famously has six<br />

runner-up finishes in the U.S. Open,<br />

but no wins, and capturing the<br />

trophy on Sunday would not only<br />

complete his career Grand Slam, but<br />

it would stun the golfing world in<br />

even greater fashion than did his<br />

victory at Kiawah Island.<br />

With 45 professional victories, six<br />

of which are majors, one would<br />

think at least one measly U.S. Open<br />

would be on that list. But no, he was<br />

runner-up in 1999, 2002, 2004, 20<strong>06</strong>,<br />

2009 and again in 2013. He has four<br />

other top-10s.<br />

The second-place finish in 20<strong>06</strong> at<br />

Winged Foot in the state of New York<br />

hurt the most. He was leading by one<br />

stroke teeing off on No. 18, needing<br />

only a par to win, but he drove it left,<br />

hit a tree on the way out, finished<br />

with a double-bogey six and handed<br />

the title to Geoff Ogilvy of Australia.<br />

His famous post-round uttering,<br />

‘What an idiot I am’ might be one of<br />

a number of epithets on his<br />

gravestone.<br />

Unless, that is, he can win this<br />

week at Torrey Pines, where the<br />

stars are aligning for another Phil<br />

Mickelson show.<br />

He grew up in San Diego. He knows<br />

nearly every blade of grass at Torrey<br />

Pines. He has won twice on the course,<br />

taking what is now the Farmers<br />

Insurance tournament title in 2000<br />

and 2001.<br />

Now that he knows the secret to<br />

winning at age 50, can he duplicate it<br />

by winning at age 51? He turns 51 the<br />

day before the start of this week’s<br />

event and it would be the birthday<br />

present of all birthday presents to<br />

earn the career Grand Slam by finally<br />

winning a U.S.Open.<br />

Don’t say he can’t do it. The golfing<br />

world said that about Phil at Kiawah<br />

Island and look what happened.<br />

County of Stettler council may consider<br />

tightening the speed limit on<br />

municipal roads in the Buffalo Lake<br />

area after a discussion on road conditions<br />

at the June 9 regular meeting of<br />

council.<br />

The discussion began with councillors<br />

voicing their opinions about<br />

gravel roads including Twp Rd 40-4<br />

and others around the Buffalo Lake<br />

region.<br />

Coun. Cheri Neitz noted 40-4 has<br />

received quite a bit of county attention<br />

over the past year and suggested a<br />

speed reduction could be in order.<br />

County Chief Administrative<br />

Officer (CAO) Yvette Cassidy stated<br />

complaints about certain roads,<br />

including 40-4, come into the county<br />

office and explained complaints a few<br />

years ago came in about 40-4 becoming<br />

slick when it rained.<br />

She stated the county addressed the<br />

problem by gravelling it with larger<br />

material which is a bit rougher to<br />

drive on but virtually eliminates the<br />

sliding issue.<br />

Cassidy mentioned that certain<br />

speed limits could be lowered to warn<br />

people about the gravel ahead.<br />

Director of Operations Rick Green<br />

stated Twp Rd 40-4 serves its purpose<br />

and the gravel is getting results. He<br />

agreed that a speed reduction could be<br />

considered in the Buffalo Lake district<br />

for more than one reason, including<br />

the fact those roads are heavily used<br />

by a variety of traffic, including recreational,<br />

commercial and<br />

others.<br />

A Kneehill County councillor is forbidden<br />

to visit any municipal property<br />

except for council meetings after an<br />

incident involving a gravel pit contractor.<br />

The incident was described at<br />

the June 8 regular meeting of council.<br />

Councillor Jim Hugo had several<br />

conditions placed on him through resolution<br />

of council at the meeting, and<br />

Reeve Jerry Wittstock explained why<br />

after the item “Councillor roles and<br />

responsibilities” was added to the<br />

agenda.<br />

“Mr. Hugo we have been advised<br />

that you have again breached your<br />

councillor roles and responsibilities<br />

and the code of ethics, do you want to<br />

speak to that?” asked Wittstock.<br />

Hugo, who attended the meeting via<br />

teleconference, answered, “No, I have<br />

nothing to say.”<br />

Wittstock continued by saying,<br />

“We’ve heard that you’ve attended the<br />

work site at the Torrington gravel pit<br />

and that you had contact with the contractor,<br />

which breaches your roles and<br />

responsibilities as councillor.”<br />

Hugo responded, “That is correct. I<br />

did go there. I believe that is part of<br />

our responsibility to see what is actually<br />

going on at certain of our work<br />

sites.”<br />

that millions of<br />

taxpayer dollars<br />

are involved in<br />

gravel operations<br />

and he felt it’s a<br />

councillor’s<br />

responsibility to<br />

see what’s going<br />

on, that it’s part of<br />

representing<br />

county residents<br />

and he saw<br />

nothing wrong<br />

with doing it.<br />

the Municipal<br />

Government Act<br />

(MGA) forbids it<br />

and the county’s<br />

Code of Conduct<br />

bylaw which<br />

Hugo signed forbids<br />

it.<br />

because council<br />

already dealt<br />

with “another<br />

The reeve noted that as part of the<br />

Code of Conduct bylaw step 1 of handling<br />

violations of the code was to<br />

discuss the issue with Hugo, which<br />

apparently was done. Readers should<br />

note no other mention of the previous<br />

incident was made at the meeting.<br />

Wittstock stated council may consider<br />

going to step 2, including<br />

rescinding Hugo’s committee<br />

assignments.<br />

“I think we’ve got to the point where<br />

this just can’t continue,” Wittstock<br />

added.<br />

The reeve stated Hugo may not like<br />

the rules, but he has to follow them.<br />

“We didn’t put you in this situation,<br />

you put yourself there,” said Wittstock.<br />

Hugo stated he feels there is too<br />

much “bureaucratic bull” when he<br />

speaks to Chief Administrative Officer<br />

(CAO) Mike Haugen.<br />

Coun. Faye McGhee made the<br />

motion that council move to step 2 of<br />

consequences for Hugo breaking the<br />

Code of Conduct, which would include<br />

rescinding all of Hugo’s committee and<br />

board appointments and forbidding<br />

him from entering on any Kneehill<br />

County property or job site unless it’s<br />

for regular council meetings,<br />

including Committee of the Whole, and<br />

that he only have contact with the<br />

CAO.<br />

Coun. Glen Keiver asked Hugo what<br />

information he felt was missing. Hugo<br />

answered he wanted to know what the<br />

quality level was of the gravel coming<br />

out of the Torrington pit.<br />

Hugo also stated a ratepayer told<br />

him a worker at the pit had been<br />

buried in an accident.<br />

Keiver responded the pit is in his<br />

division and he never heard anything<br />

about anyone being buried. Hugo<br />

stated one of his own division’s ratepayers<br />

told him.<br />

Councillors approved the step 2<br />

actions on Hugo. They also approved<br />

sending him a registered letter of the<br />

steps taken.<br />

12 - 13 as the Hanna 4-H District clubs of East Sounding Creek, Dryland Multi<br />

and Hanna Rangeland showed off their prized projects in the show ring. Seen<br />

here is Hannah Wagstaff of the East Sounding Creek Club in front showing her<br />

black yearling heifer during the female show grand champion round amongst<br />

all clubs on Sunday. This animal was the reserve grand champion winner of the<br />

Sunday show as judged by Barclay Smith. Aside from the usual beef projects, a<br />

few members tried their hand at raising swine which were shown off in the ring<br />

Creek and Dryland Multi-Club<br />
