COMMUNITY DEED RESTRICTIONS AND REGULATIONS<br />
CONCRETE REPAIRS AND PARKING RESTRICTIONS<br />
Welcome back to “Community Deed Restrictions and Regulations.” In<br />
each newsletter, we talk about community deed restriction violations,<br />
which we find are frequently reoccurring across the community as a<br />
whole and discuss them here briefly. Our goal is to provide residents<br />
with a better understanding of the purpose of both deed restrictions and<br />
community inspections in an HOA.<br />
In this article, we will be discussing the repair or replacement of concreted<br />
areas. An important part of lot maintenance in any community is repairing<br />
or replacing sidewalks and driveways on the property, as needed. Section<br />
19 of the <strong>Lakemont</strong> Covenants Conditions and Restrictions (CCRs) state,<br />
“All lots shall be kept at all times in a sanitary, healthful and attractive<br />
condition.” This includes keeping sidewalks and driveways clear of items<br />
or debris, as well as making needed repairs to protect yourselves, your<br />
visitors and other homeowners from trip hazards. A copy of your deed<br />
restrictions can be found on www.grahammanagementhouston.com,<br />
under “Communities” and then “<strong>Lakemont</strong>.”<br />
Sidewalk or driveway sections that are beginning to settle or sink can<br />
often be raised or leveled quite easily. While minor cracks in the concrete<br />
are not something the HOA will enforce, repairing minor cracks will act<br />
as a prevention for further and more costly damage down the road. If a<br />
driveway or sidewalk is raising or sinking due to tree roots or settling, it<br />
is imperative that it be addressed as soon as possible. Homeowners are<br />
responsible for maintaining and repairing their driveways or sidewalks<br />
and could be held liable for any injuries caused from a homeowner’s lack<br />
of maintenance.<br />

While driveway maintenance is the responsibility of the homeowner, you<br />
are welcome to make a request to Fort Bend County if your driveway lip<br />
or apron needs repair. This is the area of your driveway which connects to<br />
the street/curb. These requests can be submitted to the county via email<br />
to FBCRB@fortbendcountytx.gov. You will need to submit your address,<br />
name and contact information with your request.<br />
We also want to give a friendly reminder to all <strong>Lakemont</strong> residents that<br />
street parking is not permitted and that commercial vehicles should<br />
not be stored or parked on any lot or street within the community.<br />
The <strong>Lakemont</strong> CCRs in section 20, discuss the storage of automobiles,<br />
boats, trailers, other vehicles and equipment; it also states that no owner,<br />
lessee, tenant or occupant of a property, including anyone living with an<br />
owner or occupant, shall park, keep or store a vehicle on any lot which is<br />
visible from any street in <strong>Lakemont</strong> or any other neighboring lot. Vehicles<br />
should be used regularly by the resident of the property or be parked<br />
in the home’s garage. Vehicles in the community should be considered<br />
a passenger vehicle or light truck and only parked in the driveway for<br />
a period not exceeding 48 consecutive hours. This includes, but is not<br />
limited to, the prohibition of boats, RVs and campers, trailers and stored<br />
or inoperable vehicles. Vehicles must also have a valid Texas plate and<br />
registration or be eligible to obtain a Texas plate.<br />
A “light truck” in the <strong>Lakemont</strong> CCRs is considered and limited to a 1-ton<br />
capacity pickup truck or van, which has not been adapted or modified<br />

for any commercial use. No passenger vehicles or light trucks owned or<br />
used by residents of <strong>Lakemont</strong> are permitted to be parked in the street<br />
overnight on any street in the subdivision. No guests of any owner or<br />
resident should be parked on the street overnight or in a lot’s driveway<br />
for a period longer than 48 consecutive hours.<br />

LANDSCAPING TIDBITS - JULY<br />
Chinch Bug Activity - Be aware of irregular brown patches in your turf,<br />
particularly along concrete areas such as the driveway and curb; as Chinch<br />
Bugs thrive on the heat. Stressed areas or dry areas are a preferred target<br />
or this turf destroying pest. If not controlled with insecticide Chinch Bugs<br />
will persist to multiply and spread, even migrating to your neighbors’<br />
yard. The Chinch Bug is approximately 1/8 inch long with a white X on it<br />
back from its wings being folded for identification.<br />
Powdery Mildew - Hot days and moderate nights, temperature variations,<br />
cause this fungus to appear this time of year. Crape Myrtles are highly<br />
susceptible. It appears on the foliage as a white to grey powder. Treat with<br />
fungicide upon appearance. Treatment will stop the spore production<br />
and protect the unaffected foliage. The signs will linger, give it the<br />
“thump test” with your finger. If it is still powdery and loose it is active, if<br />
it sticks to the leaf it is controlled.<br />
Trim Shrubs - Excellent point in time to shape, do not cut into last years<br />
growth, this will promote more growth and allow plants to fill in. Leaving<br />
as much foliage as feasible while shaping will aid in photosynthesis and<br />
plant health.<br />
Irrigation - Check your irrigation system recurrently to see it is operating<br />
properly. Your irrigation system is mechanical in nature and breakdowns<br />
occur. Think of it as plastic pipe buried in a shifting medium, powered by<br />
60 P.S.I. water pressure, hooked up to electricity! It warrants consideration<br />
to protect your landscape investment and promote good curb appeal.<br />
Fertilize - Frequent cutting of the turf depletes nutrients. Replenish the<br />
turfs vigor with an application of fertilizer. Nitrogen promotes leaf blade<br />
development, potassium helps with the stem growth and phosphorus<br />
generates root growth. These are the three main ingredients in turf<br />
fertilizer. This is the fuel your lawn requires to acquire the pleasing green<br />
color we all desire.<br />
TRASH AND RECYCLING<br />

Thursdays (Green waste is picked up every service day)<br />
Tree Branch Criteria for Best Trash includes:<br />

• Only 10 Bundles per household allowed, each service day<br />
Heavy Trash is picked up on Thursdays only - one item per household a<br />

A friendly reminder that trash cans cannot be stored in view, including<br />
on the sides of the home. Please do not set your trashcans or trash at the<br />
curb until after sundown, the evening before trash pick up day.<br />
ANNUAL DUES<br />
Assessments are due on January 1 st each year. THE LATE FEE FOR<br />
ANNUAL DUES IS $50. An assessment is considered late after February<br />
1 st . All annual assessments received after the due date are subject to the<br />
late fee and 10% interest in the assessment amount owed.<br />

COMMUNITY DOG PARK<br />
Our Latest Project and the Improvements That Are Still to Come!<br />
One of our latest projects in <strong>Lakemont</strong> was building a dog park for<br />
community use. The new dog park is located at the intersection of<br />
Bright Summer Ln and Terra Hollow Lane. If you are coming down<br />
Bright Summer Lane, you will take a right onto Terra Hollow Lane and<br />
look for the double wooden gates on your left-hand side. This is located<br />
near the water treatment plant. Our goal with this project was to create<br />
something fun and enjoyable for our residents, out of property that was<br />
not currently being utilized. This area will also provide a safe space to<br />
unleash your dogs, to play and exercise outside in the community.<br />
While the dog park is already open for community use, there are several<br />
improvements to come that will make it more enjoyable for our residents<br />
to use in the future. We have scheduled mosquito spraying for the area<br />
and it will be routinely sprayed with the community moving forward. We<br />
will also be making several other additions to the dog park that we are<br />
hoping will be completed within the next thirty (30) days or so, if the<br />
weather allows.<br />

These additions and improvements will include a shade cover, to provide<br />
residents a shaded area to be in while they let their fur friends play.<br />
Benches will be added to provide residents a place to sit during their visit.<br />
And we will also be installing landscape to better beautify the area and<br />
provide some finishing touches. Doggie waste stations have also been<br />
ordered for the area.<br />
Once you enter the dog park, you will notice there is several fenced<br />
in areas. There is a section available for large dogs, to your left and a<br />
section available for smaller dogs, to your right. Straight ahead from the<br />
entrance, is an exceptionally large area for all dogs (who are friendly with<br />
other dogs and people) to congregate and play together. This was built<br />
with the intention of giving dogs plenty of running room and to allow<br />
some dogs to be separated as needed.<br />
If you have a dog which needs some extra exercise and play time, we<br />
hope you take a moment to try out your new community dog park. New<br />
scenery and smells can create mental stimulation that is beneficial for<br />
your dog. It also can be nice way to facilitate socialization between your<br />
dog and a variety of breeds and dog types. If you know your dog is not<br />
friendly with other dogs or people, please refrain from unleashing them<br />
in the open area of the dog park, as we want to ensure this stays a safe<br />
place for pets and their owners alike.<br />

CLUBHOUSE RESERVATIONS<br />
You can now book clubhouse reservations through the new community<br />
website, www.lakemontcommunity.com. Going forward, clubhouse<br />
reservations will strictly be made online.<br />
To rent the <strong>Lakemont</strong> clubhouse, you must be a current resident of the<br />
community, be up to date on your assessments and should submit the<br />
application with required deposits and fees.<br />
Renting the clubhouse requires a refundable $200 deposit and a<br />
non-refundable usage fee of $170, payable online when you book.<br />
Homeowners are not guaranteed their reservation date until you receive<br />
confirmation from Sarah, the on-site coordinator.<br />
YOU ARE NOT ALONE (YANA)<br />
You are Not Alone (YANA) is a program run through the Fort Bend<br />
County Sheriff’s Office. It is a telephone reassurance program for senior<br />
or disabled citizens of Fort Bend who live alone. Volunteers make a prescheduled<br />
call or visit to the participant to check on their welfare. For<br />

The schools for the <strong>Lakemont</strong> community are a part of the Lamar school<br />
district. The Lamar Consolidated School District’s main phone number<br />

The children in our neighborhood attend McNeil Elementary, Briscoe<br />
Junior High, Wertheimer Junior High and Foster Senior High. The website<br />

Lost Mail? Sign up for Informed Delivery with USPS.com for free. Once<br />
signed up, homeowners will be able to monitor all incoming mail. Keys to<br />
the mailboxes are provided by the previous homeowner or by the local<br />
post office. The on-site office or management company will not have<br />
access or keys to your mailbox.<br />
EXTERIOR HOME IMPROVEMENTS<br />
All exterior modifications or changes are subject to the ACC’s<br />
approval and must have an application submit and approved before<br />
any work shall begin. The ACC applications can be found on www.<br />

Fried Chicken<br />
You could make this on National Fried Chicken Day <strong>July</strong> 6th!<br />
INGREDIENTS:<br />
2 to 3 pounds chicken, cut into pieces<br />
3 cups all-purpose flour<br />
5 tbsp. seasoned salt<br />
3 tbsp. garlic powder<br />
Salt and pepper to taste<br />
4 eggs, beaten<br />
Vegetable oil for frying<br />
DIRECTIONS:<br />
In a shallow plate or bowl, mix the flour, seasoned salt, garlic powder, salt<br />
and pepper. Roll or shake the chicken pieces in the flour mixture and place<br />
on a platter. Then dip each chicken piece in the egg and roll again in flour<br />
mixture.<br />
Heat oil in a deep-fryer or large skillet to 375 degrees F (190 degrees C). Fry<br />
coated chicken pieces in hot oil for about 5 minutes on each side. Cover<br />
skillet and cook on lower heat for about 10 minutes. Remove cover, turn<br />
up heat and fry for 5 minutes on each side to make chicken crispy. Chicken<br />
is done when it is no longer pink inside and its juices run clear. Drain fried<br />
chicken on paper towels and keep warm in oven until ready to serve.<br />

Easy Chocolate<br />
Ice Cream<br />
You could make this on National Ice Cream Day <strong>July</strong> 16th!<br />
INGREDIENTS:<br />
1 (14 ounce) can sweetened condensed milk<br />
2/3 cup chocolate syrup<br />
2 cups heavy cream<br />
DIRECTIONS:<br />
Line a 9x5 inch loaf pan with aluminum foil. In a large bowl, stir<br />
together condensed milk and chocolate syrup until color is even. In<br />
a separate bowl, whip cream until stiff peaks form. Fold cream into<br />
chocolate mixture and pour all into prepared pan. Cover and freeze 6<br />
hours, until firm.<br />
