Thank you for the opportunity to provide our extensive work history and qualifications package for
Construction Management Services for the adaptive reuse and renovations for the Express building/prior
Colonial Theater. I am certain our company can add an unparalleled level of expertise along with significant
value to your team as you work towards completing both the pre-construction and construction phases of this
exciting project.
Although we have worked with 2-Hands Studio previously together on several projects, I wanted to take a
moment to further introduce the qualifications of J2Construct, Inc. (J2) as not only the premier general
contracting and construction management firm on Aquidneck Island, but also a top 10 ranked company for all
of Rhode Island. Our key staff combines well over 150 years of project execution, inclusive of pre-construction
services for design-assist, scope and budget development and full construction phase services for commercial,

created over the past 18 years on Aquidneck Island and throughout Rhode Island. Once I left Behan Bros. in

Proposed Staffing/Project Team
J2Construct employs a staff that maintains only the highest levels of professionalism and integrity. For your
construction project, we have assigned a team of professionals with over 100 years of combined
experience. Most importantly, our assigned staff has successfully completed multiple projects working as a
team on projects of similar scope and complexity.
Our key project staff assigned for the duration of the pre-construction services and construction phase
program will be the project manager and the on-site project superintendent. Executive support, project
controls and administrative support will also be provided throughout the duration of the project for critical
functions such as:
• Leadership and executive direction
• Accounting, Purchasing & Financials
• Pre-planning, Project Phasing and Logistics
• Value engineering and problem solving
• Subcontractor coordination
• Client and team coordination and management
Day to day operations will be managed by the on-site Project Superintendent, responsible for oversight and
field coordination of all trades. Communication with the owner’s on-site staff will also be managed by the
project superintendent, keeping all personnel informed of construction progress and any pending shutdown
and/or facilities coordination items.
The Project Manager will be responsible for managing all formal communication processes with the
owner’s project team, budget development and reporting, subcontracting, scheduling and monthly status
reporting. The project manager will also lead periodic owner progress
meetings as well as drive completion of open action items. The
project manager will take a leadership role during the design process,
working collaboratively with the owner, architect and consultants to
develop and finalize project expectations, scope, budget and
schedule. The project manager will be the primary point of contact
for the owner and the owner’s project team.

Our approach to Pre-construction design-assist & Construction Management is collaborative and
transparent. Much of our work is open-book, with thorough cost accounting and detailed reporting systems
which keep the entire project team abreast of pre-construction and construction phase budgeting/expenses
and labor utilization. We work collaboratively to evaluate the most economical solutions to technical challenges
- before they are built. Procore project management is a collaborative interface that allows all team members
to communicate effectively and efficiently, streamlining the Submittal, RFI and buyout process. Upon
commencement of the preconstruction effort, all team members will receive an invite to join J2’s Procore
portal. The rest of the team is not required to have a Procore subscription, as they will be working through the
J2 site.
J2 is unique in that our people have demonstrated success as
a project team with some of this region’s most challenging
and high-profile construction projects. Additionally, as a
construction manager and general contractor with both
commercial and high-end residential experience, we have

Through a continuous and open process of communication with all team members, our staff strive to meet
all stakeholders’ expectations at the lowest possible cost and on schedule.
Construction Phase services
Once all project parameters have been established and the key structure of the project has been developed,
and following the formal notice to proceed, we will begin the construction phase of the project. Open
communication with all team members will continue through weekly/bi-weekly progress meetings at which
project status, issues and actions are reviewed and resolved. In addition, weekly sub- contractor meetings will
also be held involving all primary subcontractors and trade labor. It is during these sessions that key items
such as safety and trade coordination are reviewed and reinforced.
Interfaces between primary subcontractors are closely monitored. During this phase, all construction activities
are documented and tracked through varying levels of project controls. These include:
• Weekly owner meeting minutes
• Weekly subcontractor meeting minutes - Formal transmittals and transmittal log
• Submittals and submittal log
• Daily job reports and subcontractor monitoring
• Cost reports
• Budget status and change order tracking logs
• Project Reporting and Collaboration through Procore
Specifically, change-order requests are thoroughly vetted with trades/subcontractors prior to ultimate
summarization and detailed proposed change orders (PCO’s) are submitted to the Architect/Owner for review.
All PCO’s are organized on a living tracking log, which is updated and
reported on a monthly basis. Change orders are only submitted once
PCO’s are approved and represent a summary of approved PCO’s for the
current month, billed on a percent complete basis. We typically work in
an open book fashion. Because of a multitude of experience with this
approach, the tools we have developed are specifically tailored to the
cost-of-the-work-plus-fee and guaranteed maximum price (GMP)
contract vehicles.

J2Construct may also self-perform miscellaneous tasks throughout the construction project. These tasks
include assisting layout, grouting and leveling baseplates, misc. patching, staging, blocking, temporary
facilities, cleanup, etc. In addition, based on the available subcontractor pool, exterior and interior finish
carpentry may be areas where quality and technical specialty dictate that self-perform work is in the best
interest of the project. Percentage of self-perform work can be as little as a few percentage points to as much
as 20-30 %, depending on the type of work being performed.
Cost Development and Detailed Estimating Techniques
In helping to develop the schematic, design development and GMP estimates, we work closely with the
owner, architect and the entire project team to coordinate the necessary documentation required for
effective cost development. In support of this effort, we have utilized 3D modeling software to help us
manage existing models and or create accurate views of the various project characteristics, which in turn
allows us to develop accurate material and quantity takeoffs and identify potential conflict areas. This helps
the team to visualize the building components and to determine work breakdown responsibilities based on
trade requirements. The model clearly indicates building geometry, structure, openings, partitions, and in
some cases, even finish details, etc. From this model, we can extract accurate quantities for building materials
to help easily, in collaboration with the design team and the project owner, determine the most efficient and
economical construction methods.
In addition to simple material takeoffs, we can work with our clients, the design team and subcontractors to
determine the most economical approach to designing mechanical, electrical, plumbing and fire protection
systems. Sections through the model help us and our subcontractors gain a thorough understanding of the
buildings constraints such as floor-to-floor heights, structural limitations and other conflicts which may restrict
some building systems such as ductwork, piping, etc.
Preliminary Project Schedule
J2Construct currently utilizes FastTrack for project scheduling. The project manager and
superintendent work closely together to develop the overall project schedule, based on the
construction sequence, projected start date, and project parameters/owner requirements, and
key subcontractor input. As with all projects, standard workdays dictate the baseline schedule,
which is coordinated with the owner’s projected start and completion dates, along with any critical
intermediary milestones. For most projects, the preliminary schedule will be collaboratively developed with
the project team to incorporate key permitting, design and owner selection milestones, based on the critical
dates outlined by the owner’s overall project requirements.
During the construction phase, we prepare weekly 2-week look ahead schedules based on coordination with
the overall project schedule, subcontractor field coordination and performance, weather conditions, site
conditions along with any other coordination areas required- i.e., shut-downs, safety collaboration, facilities
collaboration, etc. The master schedule is updated monthly. During the construction phase, the project team
will constantly monitor performance and create recovery schedules as required to ensure the critical path is
achieved.

SECTION FIVE
Estimating and Cost Reporting
J2Construct utilize Excel and Sage/Timberline for creating the baseline project estimate and establishing the
“cost of the work” and final project budget. The estimate incorporates all labor, material and subcontractor
items. From the baseline GMP estimate, we create a detailed cost report in Excel. We can easily create
customized reports to track any specific facet of the project. In general, the overall cost report provides the
detailed backup to the AIA G703 requisition document. Cost codes are broken down from the G703 into
further detail in the Excel cost report. Cost codes identified in the cost report are backed up by all labor,
material and subcontractor charges entered into the project accounting system. This tiered cost tracking
allows the owner to receive as little or as much cost tracking detail as required. The owner can dictate the
final cost reporting structure.
Budget Development & subcontractor selection
We will develop a preliminary budget based on our experience with a multitude of projects with
similar complexities. As a construction manager with self-performance capabilities in many of the rough
and finish disciplines, we are in tune with the cost of labor and completion durations for many of the CSI
divisions based on in-house data compiled over the past 15 years. In addition, we maintain firstcall
relationships with all CSI division trade subcontractors. It is through early engagement of
these subcontractors that J2Construct is able to provide detailed constructability input and value
engineering in all disciplines, leading to the lowest possible project cost, while successfully achieving the
team’s established goals and objectives.
Once preliminary specifications and scope documents have been developed and all team members
have bought into the selected approach, we will solicit subcontract packages to a minimum of three
bidders for each trade. Following a detailed scope
review with each respondent, the project manager
will present a summary bid table report to the project
team. The subcontractors can then be
selected through a collaborative effort amongst
Owner, Architect/Engineers and Construction
Manager. Once selected, all subcontractors must sign
the J2Construct subcontractor agreement. The
subcontractor agreement clearly identifies all required
scope definition criteria including:
• Cost of the work
• Project plans and specifications
• Scope review and modification parameters - Materials tracking and GBC/LEED requirements
• Subcontractor proposal
• Adherence to site rules and regulations, including safety, work hours, noise restrictions
and clean-up requirements

This approach has been used by us successfully on many construction management and GMP

constant contact with the owner’s representatives and staff,

them, well ahead of time, should project requirements impact, or
potentially impact, their day to day schedules.

Achieving substantial and final completion can be challenging. We have used the tools as described herein as a
foundation toward reaching these critical project milestones.

During the completion of intermediary and/or whole scope areas, our team works closely with the project team
to identify and track all incomplete or unsatisfactory items. A punch list is developed wherein all items are
assigned a responsible part and completion date.
Training services will be organized and led by project staff and coordinated with third party experts such that
the owner’s maintenance staff will be fully educated in the operation and maintenance of all primary
and miscellaneous mechanical and electrical systems.
Upon final completion, we will prepare final project manuals for handover to the project owner
and/or agent. Project manuals include key items such as:

Starting with Sara Donnelly, who has
been working in the industry with Jeff
for over 20 years and has been with him
since the inception of J2Construct in
2018. She is a Senior Project Manager.

I have worked side by side with Jeff

Leanne DePaul is the Operations
Manager which means...she does a little
bit of everything to make sure things

what they need to get their jobs done. “I
must admit my favorite part is visiting the

Alanna Harley is a Project Manager and

Jessica Weaver is the Controller and
is responsible for accounting, billing,
payroll and human resources. She began
working for J2 in February 2020 through
the purchase of Advanced Building
Concepts. During the past year and a

half J2 has expanded into new markets and grown tremendously.
Jessica says, “I am very proud to have been a part of
the growth and look forward to the exciting things to come.
While the financial and administrative teams are oftentimes
overlooked in the construction industry, we play a huge role
in the success of the business. I am involved with day to day
operations and work with the project managers and senior
management. We build just as much in the office as they do

in the field and I enjoy being a part of each project and seeing
them come to fruition.”
Rene Buska is the Accounts Receivable Specialist. She just
joined the team in June and so far so good! “I am so excited
to be a part of a company that has grown so quickly in just
three years. Coming out of a pandemic with so many new
projects is impressive. I’ve only been here a few months but
everyone is so helpful and eager to help me learn and it’s
great being a part of so many strong, smart women. I can’t
wait to see what’s on the horizon for J2.”
Together they form a successful group of strong, independent,
highly motivated women. “These women are valued at
J2 because they all offer uniquely different skill sets, including
management, organization, creativity and seeing the big-picture,”
explained Lipshires.
Leanne commented, “Women can and do succeed in the
construction industry and are valued because we bring a
unique energy to the job.”
Since its inception in 2018, J2Construct’s growth continues
to be visible on and off the island. Just drive around from
Indian Avenue in Portsmouth to Coggeshall Avenue Newport
and you will spot a red J2 logo project banner. Last summer,
they acquired the Middletown based Advanced Building Concepts,
which has only helped them persevere during the difficulties
during the pandemic. They were able to retain all their
employees, increase staff and expand business operations.
Jeff concluded by saying, “Our staff continued to remain
focused on providing the absolute best customer service, as
well as timely, cost conscious and efficient delivery of projects.
And it would not be possible without this strong team
of women who keep us running smoothly and help us forge a
strong, solid reputation of being thoughtful and responsible
builders. We value our relationships with every client as well
as our architecture and engineering partners from beginning
to end.”
