Government digitalization is a key 

mechanism in driving a sustainable 

development of the country by adapting 

relevant technologies to the country’s 

administration, public services, and providing 

facilities for the citizens as part of the country’s 

reformation plan stated in the Constitution of 

the Kingdom of Thailand B.E. 2560 section 258, 

also part of the 20 Years National Strategy 

(2017 – 2036), National Economic and Social 

Development Plan No. 12, Economic and Social 

Digital Development, and part of the 12 priority 

policies of the government under General 

Prayut Chan-o-cha with the concept of a 

transparent digital government that aims to 

digitalize the approval process of the officials 

for both individuals and legal entities, and to 

reduce the involvement of personal decisions of 

the officials, expenses incurred to the citizens, 

and unnecessary steps. 

Digital Government Development Agency 

(Public Organization) plays a key role in driving 

government digitalization that will integrate 

the functions of government units nationwide 

in order to upgrade the functionalities and public 

services in all dimensions to meet the expectation 

of the citizens. In the past, many important 

milestones have been achieved, especially during 

the COVID-19 pandemic situation that every country 

is facing, including Thailand. This crisis has urged all 

government agencies to adopt a new-normal work 

style where the works can be performed remotely 

from any location through the help of technologies 

such as email communications, disease control 

applications via integrated government and private 

platforms, and etc. 

As the Minister Attached to the Prime 

Minister's Office assigned to supervise the Digital 

Government Development Agency, I am aware of 

the role and honored by the assignment that the 

Prime Minister trusts and has given the chance to 

supervise the Digital Government Development 

Agency which is a very important key to drive the 

government digitalization that is expected to lead 

us to the sustainable development goal. We are 

urgently developing new tools and public service 

innovations to strengthen the government sectors 

and private sectors in coping with the situation.

As the committee of the Digital 

Government Development Agency (DGA), 

I have recognized the dedication of DGA 

through its work last year that includes (1) 

an information hub for citizens, businesses, 

and foreigners in the form of a One Stop 

Services platform that minimizes time spent 

to contact a government unit (2) the Digital 

Government Technology and Innovation 

Center (DGTi) promoting new innovations 

that will enhance the work efficiency of the 

government units in the future (3) the Open 

Government Data project promoting openness 

and utilization of data that will add value to 

the economy and support the needs of the 

citizens in analysis or research that can benefit 

from the data. (4) providing frameworks, 

standards, and suggestions in government 

digitalization to drive it in the right direction 

and to ensure safety standards and credibility 

(5) the personnel skills development and 

preparedness project promoting government 

digital skills as government personnel are the 

heart of the transition to the digital reformation. 

With the understanding and enhanced digital 

skills of the personnel, the digital government 

transition process will be able to leap forward. 

The main goal of the foregoing projects is to 

reduce inequality in accessing the government 

welfares, promoting competitiveness for the 

business sectors, ensuring transparency for 

the government units, facilitating convenient 

services, and encouraging participations of 

the citizens. 

I truly hope that DGA will drive Thailand’s 

government digitalization at a fast pace in all 

dimensions. It is another year of the dedication 

of DGA to improve the government units and 

the country in a practical way.

the DirectOr 

The fiscal year 2020 was the year 

we saw the world facing a major pandemic 

of COVID-19 that affected the citizens at 

all levels. For Thailand, it is the year the 

government faced a drastic change in 

the lifestyle of its citizens that used to be 

triggered by a disruptive technology in 

the past before COVID-19 has become a 

more powerful disruption. Inevitably, the 

Thai government must adapt, change, and 

upgrade the way it works to match the current 

situation and needs of the citizens. 

As the director of DGA, I have 

pushed and driven the implementation of 

digital technologies to support government 

administration and public services. This crisis 

is an important opportunity to stimulate the 

government digitalization aiming to secure 

cooperation in the policy level among the 

government units such as the Office of the 

Public Sector Development to find a solution 

that will streamline the work processes and 

support digital skills development, mindset 

adjustments, digital skills upgrades, as well as 

providing technologies or portal platforms to 

link data interfaces among government units 

to ensure streamlined services for the citizens, 

and upgrading digitalized government in all 

dimensions to meet the expectation of the 

citizens when communicating or contacting 

with the government units online that will 

reduce the risk of COVID-19 infections, time 

and expenses. These needs have become the 

requirements that allow DGA to play a key role 

in driving the government units to implement 

digital technologies in upgrading the services 

in order to serve the citizens more effectively. 

It has become clearer. 

It would be impossible for DGA to 

drive the government digitalization alone. 

It needs cooperation from all government 

units. Therefore, I would like to express my 

appreciation to all government units for 

their participation in driving the government 

digitalization, the management, and the team 

at DGA for their effort and readiness to take 

on the challenges together.

On May 21st, 1997 the cabinet condoned and 

approved the information technology project to 

improve the Government Information Network 

(GIN) and other supporting activities for the 

government units under the supervision of the 

Government Information Technology Services 

(GITS) which is an organization under The National 

Science and Technology Development Agency 

(NSTDA) Ministry of Science and Technology.

Later on, the Royal Decree on Digital Government 

Development Agency (Public Organization) B.E. 

2554 was announced on February 21st, 2011 

followed by the cabinet’s resolution dated March 

22nd, 2011 transferring the authority, business, 

properties, rights, debts, budget, and all 

personnel of GITS to the Electronic Government 

Development Agency (Public Organization) 

or EGA that was assigned to carry out the 

government digitalization systemically, modernize, 

and streamline the governance processes of the 

government units in conjunction with secured, 

stable, and accessible electronic public services, 

as well as the integration of government units 

with data interfaces.

Present 

After 7 years of EGA’s operations (2011 – 2018) 

and tasks assigned by the policies and orders 

of the Prime Minister, the government has 

improved the government digitalization policy. 

It is a challenging mission that requires 

cooperation from all sectors. As the role has 

been changed, the name of EGA has also been 

changed to Digital Government Development 

Agency (Public Organization) or DGA under 

the Prime Minister. The Prime Minister assigned 

Mr. Anucha Nakasai, the Deputy Prime Minister 

to supervise it from August 13th, 2020 onward.

In the age when Thailand and the world seek to 

exploit technology in everyday life and create 

innovations to serve the lifestyle, most of the 

technology and innovation drives are usually 

seen in the private sectors until Thailand and the 

world faces the COVID-19 pandemic which the 

crisis is turned into an opportunity to drastically 

change the way the government works. 

As DGA drives the government units to use 

digital technology in the public services to 

enhance the efficiency and convenience for the 

citizens, we realize that in order to succeed, it 

will take cooperation from all government units 

both at the policy and operation levels including 

knowledge sharing (cross-functional) from the 

private sectors that will enable technology 

and innovations that will make government 

digitalization come to practice. Therefore 

DGA has established the Digital Government 

Technology and Innovation Center: DGTi to be 

a comprehensive government innovation hub 

of Thailand where the private and government 

sectors exchange their knowledge in order to 

transform into a fully digital government.

announcing the plan of the Digital Government 

Technology and Innovation Center: DGTi to be 

the hub of government digital solution that 

will jointly come up with innovations and drive 

digital research and developments that will 

succeed in reality.

Portal development for the business sector (Biz Portal) 

It is a portal that collects data and services from integrated government 

sources to facilitate the business sector and enable access to business 

information and online transactions in one stop in the form of a one-stop 

government contact platform or Biz Portal and a hub of comprehensive 

government contacts that features online application forms interfaced among 

the government units (paperless contact according to the government 

policy). The entrepreneurs are able to submit necessary documents such 

as the legal entity registration certificate and shareholder registration to 

one place on the website biz.govchannel.go.th where there are services to 

facilitate the business sector such as VAT registration, employer/employee 

registration, electricity/water meter installation, telephone and internet 

installations in which the user apply to multiple authorities in one place as 

a single form. Currently, 78 licenses in 25 businesses are available. DGA has 

extended the support to cover all steps of 10 license applications in the 

form of Fully Digital Business Services for any ready government unit. It will 

also be expanded to cover other licenses according to the Ease of Doing 

Business Policy.

Portal development for citizens (Citizen Portal) 

It’s a portal that collects data and services from integrated government 

sources to facilitate civilians where online transactions and government 

services can be searched and obtained in one stop. Currently, DGA has 

made a portal available for citizens under the name “Tang Rath” with 

highlight features including a water bill balance status inquiry service by 

the Metropolitan Waterworks Authority, the infant support fund of the 

Department of Children and Youth, Smart Job Service by the Department 

of Employment, government expenditure information (where do the 

taxes go?), and other pilot authorities to be invited by the Office of the 

Public Sector Development Commission to join the Citizen Service Portal. 

DGA has provided service systems and technology infrastructures to 

enhance the efficiency and support cooperation among the government 

units that focus on integration among the government units to ensure 

quality digital services for the citizens.

1. รัฐบาลควรพัฒนาระบบบุคลากรส่วนกลาง (Pooling 

Resource) ที่รวบรวมบุคลากรซึ่งมีทักษะด้าน 

ที่จําเป็นต่อการพัฒนาด้านดิจิทัลของหน่วยงาน 

ภาครัฐเพื่ อแก้ไขปัญหาขาดแคลนบุคลากร 

ด้านเทคโนโลยีที่ต้องใช้เจ้าหน้าที่สายงานอื่นมา 

ดําเนินการแทน โดยเฉพาะหน่วยงานระดับจังหวัด 

ที่มีถึงร้อยละ 75.3 ในการปฏิบัติงานด้านเทคโนโลยี 

รัฐบาลควรส่งเสริมให้หน่วยงานภาครัฐทุก 

หน่วยงานจัดทําแผนพัฒนาด้านดิจิทัล (Digital 

Transformation Roadmap) เพื ่อใช้เป็นแนวทาง 

ที่ชัดเจนให้หน่วยงานสามารถวางแผนการพัฒนา

1. The government should seriously drive 

or cooperate with the private sector to 

develop a system or standard software to 

support internal use in order to save the 

license costs as the survey result shows 

that currently many organizations still 

lack of software infrastructures especially 

Microsoft Office (Word, Excel, PowerPoint) 

which is still needed by 80.7% of the 

organizations despite being a standard 

software requirement. 

2. The government should focus on 

developing information technology service 

infrastructures for the government units to 

reduce private company subcontracting 

of each unit. This is only for the necessary 

infrastructures. The units must develop 

further by themselves. 

3. The government should establish 

organizations responsible for education 

and technological research in order 

to implement in the government units 

specifically. Because many organizations 

lack budget and manpower to study and 

research new technology by themselves. 

The study result shows that 90.6% of the 

organizations prioritize their budgets on 

system and equipment maintenance rather 

than on education and research for digital 

technology implementation (20%). 

4. The government should consider improving 

the budget approving system to match the 

field operations of the projects. Because the 

current budget approving system takes a 

long time and does not go along with the 

change of technology.

The Public Sector Excellence Award : PSEA is 

established by the order of the Prime Minister 

in combining all awards given to government 

units into one award. The Public Sector 

Excellent Award is considered to be an award 

of honor given to government units who 

achieve a success and excellent performance in 

being able to improve the service quality and 

administration for the citizens, delivering fast, 

convenience, transparent, fair, and satisfactory 

services to the citizens. The award is also to 

encourage the government units to recognize 

citizen’s participation as stakeholders and 

collaborators, and encourage them to improve 

the government systems toward sustainability 

(academic journal, Bureau of Academic 

Education, the Secretariat of the House of 

Representatives, 2560) 

In 2020, DGA and the Department of Lands 

successfully created the Landsmap application 

that won the Excellent Integrated Government 

Service Award by the Office of the Public Sector 

Development Commission held on September 

16th, 2020 at Royal Jubilee Ballroom Impact 

Muang Thong Thani with Mr. Visanu Krueangam, 

Deputy Prime Minister as the president, and 

Ms. Apinporn Ankakamolset, Deputy Director of 

DGA as the participant and the award presenter. 

The Landsmap application allows the user to 

find the location of a land plot by filling the title 

deed number. The system displays the land in 

detail with the information, coordinates, nearest 

route, and nearest land office in a 360 degrees 

view. The user is also able to record the land 

plot and the picture from the application.

ผู้้บริหารเป็นผู้้รับผู้ิด้ชอบต่อขั้อม้ลอ่ น ขั้อม้ลอ่ น 

ประกอบด้้วยขั้อม้ลซึ งรวมอย้่ในรายงานประจิำาปี แต่ไม่รวม 

ถึงงบการเงินและรายงานขัองผู้้้สอบบัญชีที อย้่ในรายงาน 

นั้น ซึงคาด้ว่ารายงานประจิำาปีจิะถ้กจิัด้เตรียมให้ขั้าพเจิ้า 

ภายหลังวันที ในรายงานขัองผู้้้สอบบัญชีนี 

ความเห็นขัองขั้าพเจิ้าต่องบการเงินไม่ครอบคลุม 

ถึงขั้อม้ลอ่ นและขั้าพเจิ้าไม่ได้้ให้ความเช่ อมันต่อขั้อม้ลอ่ น 

ความรับผู้ิด้ชอบขัองขั้าพเจิ้าที เกียวเน่องกับการตรวจิสอบ 

งบการเงินค่อ การอ่านและพิจิารณาว่าขั้อม้ลอ่ นมีความขััด้ 

แย้งที มีสาระสำาคัญกับงบการเงินหร่อกับความร้้ที ได้้รับจิาก 

การตรวจิสอบขัองขั้าพเจิ้า หร่อปรากฏว่าขั้อม้ลอ่ นมีการ 

แสด้งขั้อม้ลที ขััด้ต่อขั้อเท็จิจิริงอันเป็นสาระสำาคัญหร่อไม่ 

เม่อขั้าพเจิ้าได้้อ่านรายงานประจิำาปี หากขั้าพเจิ้า 

สรุปได้้ว่ามีการแสด้งขั้อม้ลที ขััด้ต่อขั้อเท็จิจิริงอันเป็น 

สาระสำาคัญ ขั้าพเจิ้าต้องส่ อสารเร่องด้ังกล่าวกับผู้้้มีหน้าที 

ในการกำากับด้้แล เพ่ อให้ผู้้้มีหน้าที ในการกำากับ ด้้แล ด้ำาเนิน 

การแก้ไขัขั้อม้ลที แสด้งขััด้ต่อขั้อเท็จิจิริง 

คำวามริับผิดัชอ้บขอ้งผู้บริิหาริแลัะ 

ผู้มีหน้าทีในการิกำากับดัูแลัต่อ้งบการิเงิน

การประเมินความสามารถขัองสำานักงานในการด้ำาเนินงาน 

ต่อเน่อง เปิด้เผู้ยเร่องทีเกียวกับการด้ำาเนินงานต่อเน่ อง 

ตามความเหมาะสม และการใช้เกณฑ์การบัญชี สำาหรับการ 

ด้ำาเนินงานต่อเน่ อง เว้นแต่มีขั้อกำาหนด้ในกฎหมายหร่อเป็น 

นโยบายรัฐบาลทีจิะเลิกสำานักงานหร่อหยุด้ด้ำาเนินงานหร่อ 

ไม่สามารถด้ำาเนินงานต่อเน่ องต่อไปได้้

เพ่ อให้ได้้ความเช่อมั นอย่างสมเหตุสมผู้ลว่างบการเงิน 

โด้ยรวมปราศจิากการแสด้งขั้อม้ลทีขััด้ต่อขั้อเท็จิจิริง 

อันเป็นสาระสำาคัญหร่อไม่ ไม่ว่าจิะเกิด้จิากการทุจิริตหร่อ 

ขั้อผู้ิด้พลาด้ และเสนอรายงานขัองผู้้สอบบัญชีซึ งรวม 

ความเห็นขัองขั้าพเจิ้าอย้่ด้้วยความเช่ อมันอย่างสมเหตุ 

สมผู้ลค่อความเช่ อมันในระด้ับส้งแต่ไม่ได้้เป็นการรับประกัน 

ว่าการปฏิบัติงานตรวจิสอบตามมาตรฐานการสอบบัญชี 

จิะสามารถตรวจิพบขั้อม้ลทีขััด้ต่อขั้อเท็จิจิริงอันเป็นสาระ 

สำาคัญทีมีอย้่ได้้เสมอไป ขั้อม้ลทีขััด้ต่อขั้อเท็จิจิริงอาจิเกิด้

เหมาะสมกับสถานการณ์ แต่ไม่ใช่เพ่อวัตถุประสงค์ 

ในการแสด้งความเห็นต่อความมีประสิทธิผู้ลขัอง

• ประเมินความเหมาะสมขัองนโยบายการบัญชีที ผู้้

ในงบการเงินทีเกียวขั้อง หร่อถ้าการเปิด้เผู้ยขั้อม้ล 

ด้ังกล่าวไม่เพียงพอ ความเห็นขัองขั้าพเจิ้าจิะ 

เปลียนแปลงไป ขั้อสรุปขัองขั้าพเจิ้าขัึ ้นอย้่กับหลัก

หร่อสถานการณ์ในอนาคตอาจิเป็นเหตุให้สำานักงาน

• ประเมินการนำาเสนอโครงสร้างและเน่ ้อหาขัอง 

งบการเงินโด้ยรวม รวมถึงการเปิด้เผู้ยขั้อม้ลว่างบ 

การเงินแสด้งรายการและเหตุการณ์ในร้ปแบบทีทำา

มหาชน) มีประสิทธิภาพและประสิทธิผู้ลยิงขัึ้น และให้มีการ 

โอนบรรด้า อำานาจิหน้าที กิจิการ ทรัพย์สิน สิทธิ หนี ้ ภาระ 

ผู้้กพัน เงินงบประมาณ และรายได้้ขัองสำานักงานรัฐบาล 

อิเล็กทรอนิกส์ (องค์การมหาชน) (สรอ.) มาเป็นขัอง 

DGA ตามเจิตนารมณ์ขัองพระราชกฤษฎีกาให้ด้ำาเนินงาน 

ต่อเน่องจิาก สรอ. โด้ยมีภารกิจิหลัก ค่อ การเป็นหน่วย 

งานกลางขัองระบบรัฐบาลด้ิจิิทัล ทำาหน้าที ให้บริการ 

ส่งเสริม และสนับสนุนการด้ำาเนินงานขัองหน่วยงาน 

ขัองรัฐ และหน่วยงานอ่นเกียวกับการพัฒนารัฐบาล 

ด้ิจิิทัล DGA จิด้ทะเบียนตั้งอย้่ทีชั้น 17 อาคารบางกอก

วัตถุปริะสงคำ์ 

1. พัฒนา บริหารจิัด้การ และให้บริการโครงสร้างพ่ ้นฐานทาง 

เทคโนโลยีด้ิจิิทัล และระบบการให้บริการหร่อแอปพลิเคชัน 

พ่้นฐานในส่วนที 

เกี ยวขั้องกับรัฐบาลด้ิจิิทัล 

2. จิัด้ทำามาตรฐาน แนวทาง มาตรการ หลักเกณฑ์ และวิธี 

การทางเทคโนโลยีด้ิจิิทัล และกระบวนการด้ำาเนินงาน 

เพ่อให้สามารถเช่อมโยงขั้อม้ลและระบบการทำางาน 

ระหว่างกันขัองหน่วยงานได้้อย่างมีประสิทธิภาพและ 

มีความสอด้คล้องกัน 

3. ส่งเสริมและสนับสนุนการบ้รณาการและแลกเปลียน 

ขั้อม้ลระหว่างหน่วยงานขัองรัฐการเปิด้เผู้ยขั้อม้ล 

ภาครัฐผู้่านเทคโนโลยีด้ิจิิทัลและเป็นศ้นย์กลางการแลก 

เปลียนทะเบียนขั้อม้ลด้ิจิิทัลภาครัฐเพ่ ออำานวยความ 

สะด้วกในการให้บริการประชาชนและในการด้ำาเนินงาน 

ขัองหน่วยงานขัองรัฐ 

4. ส่งเสริมและสนับสนุนให้หน่วยงานขัองรัฐให้บริการ 

ด้ิจิิทัลแก่ผู้้เกียวขั้อง 

5. พัฒนาบริการด้ิจิิทัลภาครัฐแบบเบ็ด้เสร็จิ ณ จิุด้เด้ียว 

ทีประชาชนสามารถเขั้าถึงบริการได้้อย่างสะด้วก 

รวด้เร็ว และมันคงปลอด้ภัย 

6. ให้คำาปรึกษาและสนับสนุนหน่วยงานขัองรัฐในการ 

บริหารจิัด้การโครงการด้้านเทคโนโลยีด้ิจิิทัล รวมถึง 

ส่งเสริม สนับสนุน ให้บริการวิชาการ และจิัด้อบรมเพ่ อ

8. สนับสนุนการด้ำาเนินงานขัองหน่วยงานขัองรัฐที รับ

บ้รณาการประจิำาปีทีเกี ยวกับการด้ำาเนินงานด้้าน

สริุปนโยบายการิบัญชีทีสำาคำัญ 

4.1 เงินสดและรายการเทียบเท่าเงินสด 

รายการเทียบเท่าเงินสด้ ได้้แก่ เงินลงทุนระยะสั ้นทีมีสภาพ 

คล่องซึงมีระยะเวลาครบกำาหนด้ ทีจิะเปลียนให้เป็นเงินสด้ 

ได้้ภายใน 3 เด้่อน เช่น เงินฝ่ากประจิำาทีมีวันถึงกำาหนด้ 

ภายใน 3 เด้่อน แสด้งไว้เป็นรายการ / เทียบเท่าเงินสด้ 

4.2 เงินลงทุนระยะสั้น 

ได้้แก่ เงินฝ่ากธนาคารประเภทประจิำาทีไม่มีภาระผู้้กพัน 

ระยะเวลา การนำาฝ่ากเกิน 3 เด้่อน แต่ไม่เกิน 1 ปี 

4.3 ลูกหนี้ 

ล้กหนี้แสด้งด้้วยม้ลค่าสุทธิที จิะได้้รับค่าเผู้่ อหนี้สงสัย 

จิะส้ญจิะตั้งขัึ ้นสำาหรับล้กหนี้ส่วนทีคาด้ว่าจิะไม่สามารถ 

เรียกเก็บเงินได้้ โด้ยพิจิารณาจิากประสบการณ์ทีผู้่านมา 

เกียวกับจิำานวนล้กหนี ้ทีเก็บเงินไม่ได้้ ขั้อม้ลประวัติการ 

ชำาระหนี ้ และหลักฐานการติด้ตามล้กหนี ้แต่ละรายร่วมกับ 

การวิเคราะห์อายุล้กหนี้ 

4.4 อาคารและอุปกรณ์ 

อาคารและอุปกรณ์แสด้งด้้วยราคาทุน ณ วันที ซ่้อหร่อได้้ 

มาหักด้้วยค่าเส่ อมราคาสะสม และค่าเพ่ อการด้้อยค่า (ถ้ามี) 

และจิะรับร้เป็นสินทรัพย์ประเภทอาคารและอุปกรณ์ต่าง ๆ 

ก็ต่อเม่อมีราคาทุนต่อ หน่วยตั้งแต่ 5,000 บาท ขัึ้นไป 

ค่าเส่ อมราคาขัองอาคารและอุปกรณ์ คำานวณ

4.5 สินทรัพย์ไม่มีตัวตน 

สินทรัพย์ไม่มีตัวตนแสด้งด้้วยราคาทุน ณ วันที ซ่้อหร่อ 

ได้้มาหักค่าตัด้จิำาหน่ายสะสม และจิะรับร้เป็นสินทรัพย์ไม่มี 

ตัวตนก็ต่อเม่อมีราคาทุนต่อหน่วยตั้งแต่ 20,000 บาท 

ขัึ้นไป ซึ งสินทรัพย์ไม่มีตัวตนขัอง DGA ส่วนใหญ่ 

เป็นโปรแกรมคอมพิวเตอร์ ลิขัสิทธิ์ สิทธิบัตรในการใช้ 

ซอฟต์แวร์สำาเร็จิร้ปต่าง ๆ 

การตัด้จิำาหน่ายสินทรัพย์ไม่มีตัวตนจิะตัด้จิำาหน่าย 

โด้ยใช้วิธีเส้นตรงตามอายุการให้ประโยชน์ซึงไม่เกิน 3 ปี 

4.6 เจ้าหนี้ตามสัญญาเช่าการเงิน 

เจิ้าหนี ้ตามสัญญาเช่าการเงิน เป็นหนี ้สินที เกิด้จิากสัญญา 

เช่าสินทรัพย์ทีความเสียงและผู้ลตอบแทนขัองความ 

เป็นเจิ้าขัองส่วนใหญ่ได้้โอนมาให้หน่วยงานในฐานะผู้้เช่า 

ซึงถ่อเป็นสัญญาเช่าการเงิน สัญญาเช่าการเงินจิะบันทึก 

สินทรัพย์ตามม้ลค่าปัจิจิุบันสุทธิขัองจิำานวนเงินขัั้นต าที 

ต้องจิ่ายตามสัญญาเช่า หร่อ ม้ลค่ายุติธรรมขัองสินทรัพย์ 

ทีเช่า แล้วแต่ราคาใด้จิะต ากว่า โด้ยจิำานวนเงินขัั ้นต าทีต้อง 

จิ่ายจิะปันส่วนระหว่าง หนี ้สินและค่าใช้จิ่ายทางการเงินเพ่ อ 

ให้ได้้อัตราด้อกเบี ้ยคงที ต่อหนี ้สินที คงค้างอย้่โด้ยพิจิารณา 

แยกแต่ละสัญญา ภาระผู้้กพันตามสัญญาเช่าหักค่าใช้จิ่าย 

ทางการเงินจิะแสด้งเป็นเจิ้าหนี้ตามสัญญาเช่าการเงิน 

ในหนี ้สินไม่หมุนเวียน ส่วนด้อกเบี้ยจิ่ายจิะแสด้งในงบ 

แสด้งผู้ลการด้ำาเนินงานทางการเงินในส่วนขัองต้นทุน 

ทางการเงินตลอด้อายุขัองสัญญาเช่า สินทรัพย์ทีได้้มา 

จิากสัญญาเช่าการเงินจิะคิด้ค่าเส่ อมราคาตลอด้อายุการ 

ใช้งานขัองสินทรัพย์ นั้นเช่นเด้ียวกับสินทรัพย์ทีมีเพ่อใช้ 

งานอ่ น ๆ ประเภทเด้ียวกัน หร่อตามอายุขัองสัญญาเช่า 

แล้วแต่ระยะเวลาใด้จิะสั้นกว่า 90) 

4.7 สัญญาเช่าดําเนินงาน 

สัญญาเช่าระยะยาวเพ่ อเช่าสินทรัพย์โด้ยทีความเสียง 

และผู้ลตอบแทนขัองความเป็นเจิ้าขัองส่วนใหญ่ไม่ได้้โอน 

มาให้หน่วยงานในฐานะผู้้เช่าถ่อเป็นสัญญาเช่าด้ำาเนินงาน 

จิำานวนเงินที จิ่ายตามสัญญาเช่าด้ำาเนินงานรับร้เป็นค่าใช้ 

จิ่ายในงบแสด้งผู้ลการด้ำาเนินงานทางการเงินตามวิธีเส้น 

ตรงตลอด้อายุขัองสัญญาเช่า 

4.8 การรับรู้รายได้ 

• รายได้้จิากเงินงบประมาณรับร้้เม่ อได้้รับจิัด้สรรและ 

อนุมัติฎีกาเบิกงบประมาณจิากกรมบัญชีกลาง 

• รายได้้จิากการให้บริการรับร้้ตามเง่ อนไขัขัองสัญญา 

• รายได้้ด้อกเบี้ยรับเป็นรายได้้ด้อกเบี้ยเงินฝ่าก 

ธนาคารรับร้ตามเกณฑ์สัด้ส่วนขัองเวลา

แน่นอนในอนาคตที อาจิมีผู้ลกระทบต่อจิำานวนเงินที แสด้งในรายงานการเงินและการเปิด้เผู้ย ขั้อม้ลในหมายเหตุประกอบ 

งบการเงิน ด้้วยเหตุนี ้ผู้ลทีเกิด้ขัึ้นจิริงจิึงอาจิแตกต่างไปจิากจิำานวนที ประมาณการไว้ การใช้ดุ้ลยพินิจิและการประมาณ 

การทางบัญชีที สำาคัญ ค่อ ค่าใช้จิ่ายค้างจิ่ายซึ งยอด้คงเหล่อ ณ วันที 30 กันยายน 2563 ส่วนใหญ่เป็นค่าใช้จิ่ายที ตั้งสำา

กอ้งทุนสำาริอ้งเลัี้ยงชีพ 

DGA ได้จัดตั ้งกองทุนสํารองเลี ้ยงชีพขึ ้นตามพ 

ระราชบัญญัติกองทุนสํารองเลี ้ยงชีพ พ.ศ. 2530 โดยจ่าย 

เงินสมทบเข้ากองทุนเป็นรายเดือนในอัตราร้อยละ 4 - 12 

ของเงินเดือนตามอายุงานของพนักงาน กองทุนสํารอง 

เลี้ยงชีพนี้บริหารโดย บริษัท หลักทรัพย์จัดการกองทุน 

เอ็มเอฟซี จํากัด (มหาชน) ณ วันที ่ 30 กันยายน 2563 และ 

2562 มีมูลค่ากองทุนเป็นจํานวนทั ้งสิ้น 162,731,686.26 

บาท และ 149,040,931.88 บาท ตามลําดับ มีรายละเอียด

หนี้สินทีอ้าจเกิดัข่้น 

เมื ่อวันที่ 22 พฤษภาคม 2563 บริษัท ซัน 

ซิสเท็มส์ คอร์ปอเรชั ่น จํากัด ได้ยื ่นฟ้องต่อศาลแพ่ง ในคดี 

เกี ่ยวกับการผิดสัญญาไม่ชําระเงินค่าจ้างพัฒนาระบบตาม 

สัญญาจ้างโครงการจ้างพัฒนาระบบการ ติดต่อสื ่อสาร 

แบบออนไลน์สําหรับหน่วยงานภาครัฐ (Government 

Chat : G-Chat) งวดที ่ 2, งวดที ่ 3 และงวดที ่ 4 โดย 

อ้างว่าบริษัทฯ ได้ส่งมอบงานครบถ้วนสมบูรณ์ตามที ่กํา 

หนดไว้ในสัญญาจ้างทุกประการแล้ว แต่ DGA ไม่ตรวจ 

รับงานเนื่องจากรายละเอียดไม่ถูกต้องครบถ้วนตาม 

สัญญาโดยข้อกล่าวอ้างที ่ DGA หยิบยกขึ้นเป็นเหตุไม่ 

ตรวจ รับมอบงานของบริษัทฯ นั ้นมิใช่เป็นเหตุอันเนื ่อง 

มาจากงานที่บริษัทส่งมอบไปไม่เป็นไปตามข้อกําหนดของ 

สัญญา หรือการดําเนินงานที ่บกพร่อง หรือไม่สามารถ 

ใช้งานได้ตามความประสงค์ตามที่กําหนดไว้ในสัญญา 

แต่เป็นเพราะ DGA ไม่ได้จัดหาผู้มีความรู้ความสามารถ 

หรือผู้มีความรู้ความเข้าใจในงานที ่ว่าจ้างอย่างแท้จริง 

จึงเรียกร้องให้ DGA ชําระค่าจ้างที่ค้างชําระเป็นจํานวน 

เงิน 8,820,000.00 บาทพร้อมดอกเบี ้ยร้อยละ 7.5 ต่อปี 

ของเงินต้นที ่ค้าง ชําระนับแต่วันที ่ 13 กุมภาพันธ์ 2563 ซึ ่ง 

เป็นวันที่DGA แจ้งไม่รับมอบงานจนถึงวันฟ้องเป็นเวลา 

3 เดือน 9 วัน คิดเป็นดอกเบี้ย จํานวน 181,685.96 บาท 

รวมเป็นเงินทั้งสิ้น 9,001,685.96 บาท 

DGA ได้มอบหมายให้อัยการเป็นผู้ดําเนินคดีให้ 

ซึ่งได้มีการทําคําให้การยื่นต่อศาลแพ่งเป็นที่เรียบร้อย 

แล้ว และมีการยื ่นขอให้ศาลแพ่งวินิจฉัยชี ้ขาดอํานาจหน้าที 

ระหว่างศาลแพ่งกับศาลปกครองกลาง ซึ ่งเมื่อวันที ่ 26 

พฤศจิกายน 2563 ศาลแพ่งได้วินิจฉัยแล้วว่าคดีนี้ศาล 

ปกครองกลางมีอํานาจหน้าที ่ในการพิจารณาคดี ขณะนี 

คดีอยู่ระหว่างการพิจารณาของศาลปกครองกลาง 

ฝ่ายบริหารได้ใช้ดุลยพินิจในการประเมินผลของ 

คดีที ่ถูกฟ้องร้องแล้วและเชื ่อมั่นว่า DGA ได้ปฏิบัติตามข้อ 

กําหนดในสัญญาจ้าง ผู้ปฏิบัติงานมีความรู้ความสามารถ 

ในการตรวจรับงานเป็นอย่างดีเมื ่อคดีถึงที ่สุดจะไม่มีความ 

เสียหายเกิดขึ ้นต่อฐานะการเงินและผลการดําเนินงานของ 

DGA แต่อย่างใด 


สินทริัพย์ทีอ้าจเกิดัข่้น 

1. เมื ่อวันที่ 24 ธันวาคม 2558 สํานักงานรัฐบาล 

อิเล็กทรอนิกส์ (องค์การมหาชน) ได้ยื่นฟ้องต่อศาล 

ปกครองกลางเพื ่อขอให้บริษัท ซิสเทกซ์ อินโฟโปร 

จํากัด ชําระค่าปรับและค่าเสียหาย ตามสัญญาจ้าง 

พัฒนา ระบบสํานักงานอิเล็กทรอนิกส์ให้แก่สถาบัน 

คุณวุฒิวิชาชีพ (องค์การมหาชน) ของสํานักงาน 

รัฐบาลอิเล็กทรอนิกส์ (องค์การมหาชน) เป็นเงิน 

จํานวน 1,660,520.52 บาท ขณะนี ้คดีอยู่ระหว่างการ 

พิจารณาของศาลปกครองกลาง 

2. เมื ่อวันที ่ 29 มกราคม 2562 สํานักงานพัฒนารัฐบาล 

ดิจิทัล (องค์การมหาชน) ได้ยื ่นฟ้องต่อ ศาลปกครอง 

กลางเพื่อขอให้บริษัท วันโอวัน โกลเบิ ้ล จํากัด ชําระค่า 

ปรับและค่าเสียหาย ตามสัญญาจ้างพัฒนา ระบบสาร 

สนเทศสําหรับศูนย์บริการลูกค้า (Contact Center) 

ของสํานักงานรัฐบาลอิเล็กทรอนิกส์ (องค์การ 

มหาชน) เป็นจํานวนเงิน 4,216,798.00 บาท ขณะนี 

อยู่ระหว่างการพิจารณาคดีของศาลปกครองกลาง
