ENERGY ADVANCE EVENTSSAIPEC is a Regional Conference Attracting PlayersAcross the African Continent - ED UbongFollowing the successful editions oft h e S u b - S a h a r a n A f r i c aInternational Petroleum Exhibitionand Conference (SAIPEC), the President ofNigerian Gas Association (NGA), andManaging Director of Shell Nigeria Gas(SNG), ED Ubong has described the SAIPECas the largest regional gathering, attractingindustry stakeholders, government andplayers in the entire value chain of the Sub-Saharan Africa oil and gas industry.ED Ubong disclosed this while speaking inan exclusive interview with Oil and GasRepublic's Managing Editor, NdubuisiMicheal Obineme, at the sideline of the2021 SAIPEC held virtually this year.For Shell Nigeria Gas, Ubong said thatSAIPEC serves as an opportunity for thecompany to share knowledge andexperience, as the SNG is fully committedto helping Nigeria unlocking its huge gasreserves.He added, "Shell Nigeria is the mostreliable gas distribution company inNigeria. We have been operating for over20 years; providing reliable and cleanerenergy to industries in Nigeria."Our current operations cut across Agbara-Ota and Igbesa in Ogun and Lagos state.We also have operations in Port Harcourtand Abia state."We are looking to complete ourexpansion project in Bayelsa while alsolooking for opportunities to sort off expandinto Imo, the greater Lekki area andAnambra state."We are playing an active role in thatenergy transition. Gas is the cleanestsource of fossil fuel and, then, we are looking athow industrial and manufacturing companies,heavy users of energy sources can convert fromdiesel and other liquid fuels to gas, which is acleaner source of fuel."At SNG, we are looking at retro-fitting some ofour current fleet where we will be moving fromPMS powered vehicles to gas powered vehiclesin the short term."We are looking forward to, may be having thefirst gas retro-fitted vehicles available in theSNG fleet before the end of the year."The vision for Shell Nigeria gas is really tied toNigeria's vision. How do we industrializeNigeria? Create more industries, create morejobs, help states to generate internallygenerated revenue; that is the role SNG willplay."We would enable industries to spring upwherever there is gas. We would enable thoseindustries to build viable clusters that canprovide jobs for people, sustaining the Shellbigger social development initiatives, and alsoensure that Nigeria begins to benefit by closingits energy deficit."On the other hand, Ubong noted that the newcouncil of the Nigerian Gas Association, willmanage the affairs of the association between2020 and 2022.He noted, "It is actually the first council for theDecade of Gas and we are really committed tolay the right foundation for Nigeria's gasdevelopment”Speaking on Nigeria's gas potentials, hestressed that Nigeria sits on top of a huge gasreserves, and the whole of West Africa islooking up to Nigeria to unlock these resourcesand help sort of provide the energy needs of therest of the West Africa region.“A key requirement will be how we put in placethe right regulatory framework that will allowupstream to bring the gas to the surface."We also have to build the right regionalinfrastructure."Today, we have the West Africa Gas Pipeline(WAGP) which runs from Nigeria through Togo,Benin and all the way to Ghana."There is a huge opportunity to continue to seehow that line is fully utilized to help power theenergy needs of other West Africa sub-regions."There are always three key areas that ofconcern to us. The first one is the regulatoryspace where we are sure we have the rightregulatory framework that will assure investorsto invest in the gas sector in Nigeria."The second one of course is aroundinfrastruture; key infrastructures projects areongoing."The key one being the AKK line between theEast and West, the OBOB line; we are keen tosee the projects completed."Of course, the third area when you are dealingwith gas is always around safety. As Nigeriaattempts to grow its gas base we also need to besure that we have the right safety framework toensure that gas activities are carried out safely."For example, a key regulation would be the'Call Before You Dig', which ensures that gas linelaid-in highly built areas are protected fromindiscriminate tampering and possibly damagefrom third party," he concluded.The Nigerian Gas Association is the largeststakeholder body in Nigeria responsible foradvocating gas development in Nigeria. COUNTRYREPORTINTERVIEWSANDINDUSTRYNEWSENERGY ADVANCE EVENTSAECIPA Set to Host 2021 AOTC with Multiple WebinarsFollowing the successful edition ofthe inaugural Angola EnergyMonth December 2020, theAngolan Oil & Gas Service CompaniesAssociation (AECIPA) has announced thelaunch of its Angola Energy Seriesprogramme, which will culminate in the2nd Angola Oil and Gas Service andTechnology Conference (AOTC) hosted inLuanda from 23-25 November.AECIPA established the Angola EnergySeries as a platform for the sharing ofknowledge, information, ideas, solutionsand most importantly, purposeful businessinteractions. AOTC 2020 was hosted underthe high patronage of the Ministry ofMineral Resources and Petroleum, Angolawith in-depth content from over 50speakers, engaging with an audience ofmore than 1,250 from 43 countries acrossthe globe. In addition, over 300 videomeetings were held between delegatesand more than 5,000 messages exchangedvia the event platform.Local Content will again form the core ofthe 2021 AOTC programme, following thePresidential Decree 271/20, of October2020, approving the new legal frameworkfor the promotion of Local Content in theAngolan oil and gas industry.
