STETTLER TOWN COUNCIL
Town restores pay taken by federal government
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Town of Stettler council restored the
mayor and council’s salary lost to a tax
hike brought in several years ago by
the federal government.
The increase was approved at the
Sept. 7 regular meeting of council.
Councillors heard a report presented
by Chief Administrative Officer (CAO)
Greg Switenky which noted the subject
of mayor and council pay raises is
brought up prior to every election and,
if approved, takes effect after the
election.
Switenky also stated the pay raise
was actually more of an adjustment, as
the mayor and council saw a cut in
their salary a few years ago as a result
of a federal government department.
The report stated the Canada
Revenue Agency (CRA) previously
allowed about a third of a municipal
politician’s salary to be collected tax
free; then effective 2019 the CRA
changed their policy and began taxing
all of a municipal politician’s income.
In effect, this CRA move cut the
mayor and council’s salary.
“Back in late 2018 the Town of
Stettler council decided that (in the
interim of the term) they would not
increase council remuneration, rather
mutually agreed to each personally
absorb this resulting extra taxation,”
stated the staff memo.
“The ultimate decision was left until
prior to the next election.”
The CAO stated the mayor is paying
$3,070 more per year in taxes and each
councillor is paying $1,643. To restore
the mayor and council to their previous
salaries they would require an
increase of $4,093 and $2,191 respectively
adding up to $17,500 in the 2022
budget.
Switenky noted town staff also surveyed
a number of other municipalities
and it appears Stettler’s council gets
paid roughly what other communities
pay their council; the mayor’s salary is
consistent with other mayors at $35,655
per year while councillors in Stettler
appear to get paid slightly less than
comparable communities at $17,828 per
year.
$340 million for Alberta ranchers due to drought
Submitted
Alberta ranchers can apply for up to
$200 per head through a $340-million
support program.
Producers can apply for an initial
AgriRecovery payment through the
2021 Canada-Alberta Livestock Feed
Assistance Initiative to help cover feed
and water access costs for breeding
female livestock across the province.
“Alberta’s livestock producers have
experienced exceedingly dry conditions
for months, putting additional
stress on the very Albertans who feed
Canadian families.
“Alberta’s government is proud to
support the delivery of up to $340 million
in much-needed relief to help our
livestock producers make it through
this difficult season,” said Devin
Dreeshen, Minister of Agriculture and
Forestry.
“We’re here to support producers in
times like these. This funding helps
Alberta’s livestock producers and beekeepers
sustain their operations
during challenging times,” added
Darryl Kay, CEO of Agriculture
Financial Services Corporation
(AFSC).
Payments will flow soon after applications
are received. Once applications
are approved and processed, those who
sign up for the direct deposit option
will see payments toward the end of
the month.
Taking a feed-need approach, supplemented
by receipts, a secondary
payment of up to $106 per head will be
available to producers who have experienced
extraordinary costs as a result
of the drought, in addition to the initial
payment.
Cattle and bison will be eligible for
an initial payment of $94 per head and
a secondary payment of $106 per head,
for a total of $200 per head.
Other livestock will be subject to a
different per head payment.
The program will be administered
through AFSC.
An AFSC Connect account is
required to receive payments.
Directions on how to sign up for AFSC
Village of Clive will
recognize National Day for
Truth and Reconciliation
Stu Salkeld
Local Journalism
Initiative reporter
ECA Review
The Village of Clive
will close its office every
Sept. 30 as its council
voted to officially recognize
the National Day for
Truth and
Reconciliation.
The decision was made
at the Sept. 13 regular
meeting of council.
Village Chief
Administrative Officer
(CAO) Carla Kenney presented
councillors with a
report on the National
Day for Truth and
Reconciliation, which
has been recognized by
the federal government
as a statutory holiday.
Sept. 30 is also known as
“Orange Shirt Day” and
according to Wikipedia
“...is designed to educate
people and promote
awareness in Canada
about the Indian residential
school system and
the impact it has had on
Indigenous communities
for over a century—an
impact recognized as a
cultural genocide, and
an impact that
continues today.”
However,
Kenney noted the
Government of
Alberta doesn’t
recognize the holiday
and left it up
to municipalities
to decide whether
to give employees
the day off or not.
Kenney’s
report listed all
federal and provincial
holidays
and noted Clive
has traditionally
adopted all federal
statutory
holidays through
its personnel
policy.
The CAO noted
she contacted
some other
municipalities to
see how they’re
handling the
CLIVE COUNCIL
Sept. 30 holiday and it
seems approaches vary.
Some are not recognizing
the day, others are
using the day for indigenous
awareness training
and some are adopting it
as a statutory holiday.
Coun. Jeremy Whelan
stated he thought some
indigenous communities
will begin offering programs
on Sept. 30 and
making the day a holiday
would give staff a chance
to attend those.
Coun. Susan Russell
stated Canada Day and
Thanksgiving are statutory
holidays so the
National Day for Truth
and Reconciliation
should be too.
Mayor Lucy Henry
stated it was nice to hear
councillors voice support
for reconciliation with
the indigenous community
and added that Clive
is known to be an inclusive
community.
Councillors approved
adding the National Day
for Truth and
Reconciliation to the list
of statutory holidays the
Village of Clive
recognizes.
CAO report
With the municipal
election coming up in
October, Kenney noted
four candidates have
confirmed they will run
for spots on Clive
council, including
incumbents Lucy Henry,
Tracy Hallman and
Norma Penney along
with newcomer Dan
Graden. Kenney stated
that a few other nomination
packages went out
but have not been
returned.
She also noted the lift
station work is expected
to be done in late 2021
and was delayed by a
generator delivery.
As well, the new village
water line is
currently under construction
from Alix.
Councillors accepted
Kenney’s report for
information.
Urban hen bylaw
Councillors passed
first reading of the village’s
revised bylaw
which oversees the ubiquitous
urban chicken.
Councillors previously
agreed to increase the
Thurs., September 23, 2021
number of hens
each residence
may have up to
six.
The bylaw will
now be publicly
advertised and
return for consideration
to a
future council
meeting.
STETTLER TOWN COUNCIL
Business owner lauds Stettler
town council at Sept. 7 meeting
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
A business owner congratulated
Stettler town council for the work
they’ve done guiding the community,
calling the town prosperous and an
attractive place to own a business.
The compliments were paid at the
Sept. 7 regular meeting of council.
James Marshall, who’s known as a
long-time player in the aggregate business,
introduced himself to council and
stated he’s now a town business owner.
Marshall noted he’s recently started
a new concrete business, a major challenge
during the COVID pandemic,
and headquartered it in the Town of
Stettler.
Marshall stated Stettler was attractive
to him as a new business owner,
and he wanted to let councillors know
why he felt that way.
The business owner stated Stettler’s
system for handling emergencies such
as fires is fair as everyone bears the
cost, not just one person.

While Marshall didn’t go into detail,
he may have been referring to rural
municipalities passing bylaws making
property owners responsible for firefighting
costs for blazes which start on
their property; readers should note
firefighting costs are separate from
damages caused by any fires.
Marshall went on to tell councillors
he feels the Town of Stettler’s tax rates
are competitive.
He said he was also happy with the
town’s land use policies and “discretionary”
zones, which are land use
types generally pre-approved by the
planning authority and council for certain
areas.
Marshall stated as a business owner
it can be scary that land use changes
can be unexpected.
He said another nice thing about
owning a business in town is no road
use agreements.
Marshall stated Stettler is prosperous
because of a good council.
Mayor Sean Nolls responded by
thanking Marshall for his comments,
and adding that town staff play a major
YOUNGSTOWN COUNCIL
role in making Stettler a good place to
do business.
Marshall closed by saying people
don’t always hear a lot of positives and
he felt it was important to give credit
where it was due.
Service Canada closure
Councillors read a letter from Battle
River - Crowfoot MP Damien Kurek
responding to the town’s inquiry about
why the Service Canada office has
remained closed in Stettler.
“I have reached out to Service
Canada regarding the Stettler outreach
office,” stated Kurek’s letter.
“Unfortunately, while in-person services
have been restored to the regular
centres, the Outreach Centres have not
been re- activated.
“I did ask when this would be available
again but, at present, there is no
timeline on when these services will
re-start.”
Councillors accepted the letter for
information.
Youngstown signs up for ATCO
Holiday or not?
Councillors read a report from the
Alberta Urban Municipalities
Association (AUMA) written by casual
legal service provider Reynolds Mirth
Richards Farmer LLP about whether
or not the new federal National Day for
Truth and Reconciliation is a statutory
holiday for everyone across the
country.
It appears not.
“There is no obligation on municipalities
in Alberta to treat Sept. 30, or
any other federal holiday, as a holiday,”
stated the report.
The report added the situation could
change in the future if provincial governments
also recognize the holiday.
ECA Review
Youngstown council agreed to ink a
deal with ATCO towards replacement
of 40 street lights from non-invested to
invested pieces at their regular
meeting Tues. Sept. 7.
ATCO representative Tracy Volker
came to council to share the ins and
outs before any decisions were made to
ensure the program was the right fit
for the village.
In an analysis done by the power
company, converting the non-invested
units to invested will have an average
cost savings for end-of-life replacement
at $240,000 ($6,000 per light).
When the original lights fail, the village
is currently charged $708.69 for
100 Watts and $732.69 for 150W which
will now be converted to invested
lights as the old ones conclude their
purpose.
It currently costs $977.70 per month
in distribution charges with the foresight
of $240,000 to eventually replace
them before signing.
Now, once all lights are changed to
the new LED design, it will cost
$1,479.30 per month to distribute but no
future capital replacement costs are
added and an initial investment is provided
at $35,386.80 to have them
replaced.
Sewer line replacement
The village is putting up $150,000 to
have a part of the sewer line from 2
Ave. and 5 Ave. SE be camera’d and
replaced.
Insituform has been hired to take
on the project, first planning on
looking at the lines via camera before
any digging takes place to see where
the line is failing.
Preliminary work is beginning Sept.
27.
Bulk water station payment
The village is looking at options to
create a more customer friendly experience
for bulk water users in the area
by getting quotes to add an electronic
machine that accepts card payments.
The coin operator will still be
present but with the addition of a
machine, customers will have more
than one way to pay for the resource.
One quote has been received from
Conex Wireless for under $9,000 not
including installation.
Coun. Ken Johnson agreed to reach
out to Henry Kroeger Regional Water
Services Commission treatment plant
to hear what types of companies and
equipment they use which could be
suggested for the village as well.
MAP Review Plan
Youngstown was recently selected to
undergo a Municipal Affairs Program
(MAP) review where policies and
bylaws were looked over by provincial
representatives.
After their analysis, a list of tasks
were given to the village to have completed
to be up to par with provincial
mandates.
An action plan is then needed to
address all the tasks found.
The village submitted this plan and
recently received correspondence from
Municipal Affairs stating they were
satisfied with this plan and now have
one year to get everything up to date.
Reminiscing over years of public service
It is with mixed emotions that I write
this Mayor’s Message.
This fall, October 18, there is a
municipal election. I have made the
decision to not seek re-election. I say
“mixed emotions” as it has been an
honour to represent the Town of
Hanna as Mayor for the past eight
years.
I also served as councillor for two
terms (six years) which brings my
combined public service to 14 years,
which is almost one quarter of my life.
I am at the age where I would prefer
to slow down and take more time for
myself and family.
During my tenure, I have had the
pleasure of helping to make many
great decisions to make the Town of
Hanna a great place to live, work,
retire and raise a family.
Some of the major projects that were
approved during my tenure on council
are, but not limited to; the Swimming
Pool, Centennial Place, Fire Hall, the
Fire Burn Tower, Fielding Place
Development, New Town Office, Tim
September saw the end of an era at Prairie Oasis Park with the retirement of Roy and
Delores Dussome who have been a part of the Prairie Oasis experience since 1996.
They took great pride in the park and were instrumental in building Prairie Oasis into
the “oasis” it now is in Special Areas.
Restoring salaries
Cont’d from Pg 1
Coun. Malcolm Fischer
stated the CRA decision has
cost him $1,600 per year and
felt that restoring, but not
increasing, councillor pay
was proper.
Coun. Al Campbell stated
the feedback he’s heard from
the community is the mayor
and councillors salaries are
getting “...right up there
price-wise.”
Fischer added that in 10
years he has never heard
residents complain that
council gets paid too much.
Mayor Sean Nolls, noting
council pay raises are usually
linked to the town’s
Public Works staff raises,
stated he also hesitated at
approving the increases.
Switenky pointed out staff
members have never had a
huge tax increase placed on
them by the CRA in the way
councillors did.
Councillors approved
restoring the council salaries
as noted in the staff
report.
water, sidewalk, and sewer upgrades.
Spending municipal tax revenues is
only one aspect of being on council.
Every meeting, decisions are made
approving policies, bylaws or land use.
While council may not always get it
perfectly right, the members always
try to make the decisions that are felt
to be in the best interest of the
community.
One of my proudest accomplishments
is the advocacy to the Provincial
and Federal governments on the coal
transition.
The region formed a Climate Change
Taskforce comprised of representatives
of the Town of Hanna, Special
Areas Board and Cactus Corridor
As your Town representative, I made
several trips to Edmonton to meet with
ministers and government representatives
to discuss the negative impacts to
our region as a result of the governments
decision to discontinue the use
of coal to generate power.
It has taken time, but I am happy to
announce that soon, the Town of
Hanna will see the fruits of our labour
through several projects within the
Town and the region.
I was very humbled in 2017 being the
recipient of the Alberta Urban
Municipalities Association “Award of
Excellence” for the coal transition
work.
I am certainly
going to miss
being mayor and
helping to make
this amazing
community great.
I am confident
that our residents
will once again
make informed
decisions when it
comes to the election
process for
the next four
years.
I want to thank
all of the past
mayors and councillors
I’ve had
the privilege to
serve with, you
should all be very
proud.
I want to take
this opportunity
to acknowledge
How much more
proof do we need?
Brenda Schimke
ECA Review
The Alberta Government did well
with the initial wave of COVID-19. With
many unknowns and no vaccinations,
Premier Kenney declared a public
health emergency on March 17, 2020
and locked down the province. The
active cases of COVID peaked at 3,022
on April 30. Total COVID deaths were
89.
Summer came, transmission rates
lowered considerably
and everyone
was hopeful for a
“
return to normal.
However, by Dec.
8, 2020 the
Premier was reannouncing
significant public
health restrictions
to deal with
another surge.
The severity of
the second wave
did not come as a
surprise to
anyone who had
been listening to
Dr. Tam, Canada’s
Chief Medical
Health Officer,
immunization
researchers or
medical professionals
working
in our hospitals. By Dec. 14, active
cases peaked at 20,500 cases, 733 deaths
and a positivity rate of eight per cent.
In December, three vaccines had
been developed and approved for use,
and by the second quarter of 2021, significant
deliveries of life-saving
vaccinations were being rolled out.
But the Alberta government couldn’t
wait for vaccinations. As soon as cases
started to subside in the new year, the
Kenney government introduced their
“Path Forward” in February 2021 and
once again moved quickly to eliminate
public health restrictions.
A predicted third wave, fuelled by
variants of concern, grew exponentially.
By April 29, Alberta’s active case
counts peaked at 21,385, deaths reached
2,075, and the positivity rate was 10.1
per cent.
But it was soon rodeo season, and
there was no way on God’s green earth
that COVID would stop the Calgary
Stampede. On July 1, Kenney, when
announcing our ‘best summer ever’,
removed all restrictions and began
bragging about Alberta being the first
province to hold a major post-COVID
event.
Kenny based his ‘Open for Summer’
plan on 70 per cent of eligible Albertans
We’ve gone through
this three times before.
We’re now going through
our fourth wave and doing
the exact same thing—fill
up hospitals, introduce
restrictions, add avoidable
deaths, lift restrictions too
soon, and repeat, repeat!
getting at least one shot. He ignored the
fact that the much more contagious
Delta variant had arrived in our
province.
So, we’re now in the fourth wave.
Our health system is on the brink of
collapse as COVID cases and deaths
pile up, ICUs were at 130 per cent
capacity and non-essential surgeries
are again postponed in order to add
surge capacity. Even with the added
surge capacity, our ICUs are at 97 per
cent capacity.
Recently Dr.
Hinshaw
admitted that by
August 1, the
actual COVID
numbers were
tracking nowhere
near her modelling
projections.
But it took until
September 3 for
she and Kenney to
re-introduce some
limited public
health restrictions,
with
gobsmacking
exemptions for
rodeos, schools
and churches.
By Sept. 10,
Alberta’s numbers
had climbed
to 17,083 active
cases with 2,444
deaths and a positivity rate of 11.65 per
cent, which has yet to peak. On
average, four families each day grieve
the loss of a loved one who succumbed
to COVID unnecessarily.
How much more proof do we need?
When will the death count or hospitalizations
be too high? How many
cancelled cancer procedures and surgeries
will be too many?
On Sept. 8, Dave Mathers’s kidney
transplant was cancelled at the U of A
hospital, one of many for lack of ICU
beds. Does the recent death of an
unvaccinated pregnant mother from
COVID complications resonant, at all?
On Sept. 9, hospitalized COVID cases
included 12 little children, three of
whom are in the ICU. Pediatric doctors
say these admissions will continue to
grow.
We’ve gone through this three times
before. We’re now going through our
fourth wave and doing the exact same
thing—fill up hospitals, introduce
restrictions, add avoidable deaths, lift
restrictions too soon, and repeat,
repeat!.
People, it is only when a critical mass
has been vaccinated that this insanity
will stop. Please get your jabs.
Quote could be
interpreted differently
Dear Editor,
I am writing this letter as a double
vaccinated member of the public,
therefore I can’t be simply dismissed
as an ‘anti-vaxxer’.
I must admit that I was surprised to
see a quote from Ayn Rand in your editorial
of Sept. 2, 2021. (“Any alleged
‘right’ of one man, which necessitates
the violation of the rights of another, is
not and cannot be a right”).
While I am no expert on Ayn Rand, I
do know something of her politics.
From what I have read of your editorials,
I think that your political views
would not align very closely with hers.
You used her quote to repudiate the
actions of the ‘anti-vaxxers’, however I
think that the quote could legitimately
be interpreted very differently.
That quote could be used to suggest
that one person’s ‘right’ to feel safe
from the COVID virus does not trump
another’s right to choose what is or is
not injected into their body.
The desire to feel protected from a
virus is perhaps an understandable
wish, but it is not a right, and it does
not justify coercing or forcing people to
do something to their body that is
against their will.
This year’s school theme: ‘Called by God’
by Brenda Kneller
Theresetta School was privileged to
have Father Roger Niedzielski celebrate
our opening school mass in a
beautiful outdoor setting on Thurs.
Sept. 9.
Our school theme this year is
“Called by God”, and Father did an
excellent job explaining how we can
answer God’s call this year, as we
learn and grow in faith together.
Our school community looks forward
to a year of wonderful, positive
interactions and opportunities.
We are pleased to welcome a former
student to our teaching staff this year.
Amberly Hepp is looking after the
Grade 5-6 classroom, in addition to
some junior high courses. We would
also like to welcome back Glenda Ries
as the Grade 3-4 teacher, and Carolyn
Fetaz in the kindergarten room.
Kirsten Smawley has been having a
great time in her new role as the Grade
1-2 teacher.
Students have started their science
study of liquids, using their five senses
to describe water.
The Grade 9 social studies class is
delving into the structure of the federal
government, as preparations are
being made to host a Mock Election for
all students on Sept. 20.
The Grade 9’s have also brainstormed
a series of questions for the
Battle River-Crowfoot federal election
candidates forum.
Students have emailed the questions
to the forum organizers and are
hopeful that some will be selected for a
response.
Junior high girls and boys volleyball
practices have begun in earnest under
the coaching of Mr. Finkbiner and Mr.
Fetaz, with two very dedicated and
driven groups honing their skills and
team play. They are looking forward to
a successful season of league games
and a few tournaments this fall.
In addition to extracurricular sports
activities, junior high students will
also have the opportunity to participate
in two fine arts clubs. Miss
Smawley will be offering Art Club and
Mrs. Ries and Mrs. Kneller are looking
forward to singing with the Glee Club.
Reverend Roger Niedzielski celebrated the ‘opening school mass’ outdoors on Thurs. Sept. 9
while student Kolby Renschler leads.
STETTLER COUNTY COUNCIL
Council angry about social media attack on CAO
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
County of Stettler council was
angry about a social media attack on
their chief administrative officer
(CAO) and reaffirmed their support
for her at the regular meeting of
council Sept. 8.
At the beginning of the regular
meeting Coun. Wayne Nixon, when
asked by Reeve Larry Clarke if there
were any additions to the meeting
agenda, stated he wanted to discuss
the topic of harassment of county
staff.
Councillors agreed to discuss the
subject.
Nixon stated he was concerned
about staff, including the CAO, being
harassed over the past month by Earl
Marshall and James Marshall.
Nixon went on that he’d been notified
of an incident between CAO
Yvette Cassidy and county ratepayer
and business owner James Marshall
which apparently occurred Sept. 7
around 5:30 p.m. in the parking lot of
the Stettler UFA.
Nixon stated the CAO was at the
business to pick up something for her
farm and was driving an unmarked
County of Stettler vehicle when
Marshall noticed the vehicle, took a
photo of it and posted it on social
media along with a message.
The ECA Review found the post in
question (see screenshot) criticizing
Cassidy for using a county vehicle for
personal business.
“Most people can see how ridiculous
that is,” said Nixon.
“Nonetheless, that is what he did. It is
out and out harassment in my
opinion.”
Nixon stated he wanted Earl
Marshall and James Marshall to stop
harassing county staff and also
wanted to make a motion that county
vehicles may be used by county staff
after hours who are on call, for
example.
However, James Nibourg stated no
motion was necessary as the county
has already approved such use for
Cassidy.
Nibourg stated it’s fine for Cassidy
to use such a vehicle after hours as
she’s on call and may have to respond
to incidents and that a county vehicle
is considered an extension of
Cassidy’s office.
Reeve Larry Clarke said he was
“absolutely disgusted” by the incident
and that the harassment councillors
were discussing had “crossed the
line” as it “appears to be a threat.”
Clarke stated Stettler County is
very transparent, as anyone can
watch public meetings on the county
YouTube channel. He added the CAO
is very transparent in her dealings
and the county staff are good people
who work hard.
Coun. Dave Grover stated he
doesn’t use social media as he finds
it’s a waste of time, but he asked
Cassidy how many clean audits
Stettler County has had recently.
Cassidy answered, “Thirteen or
14.”
Grover stated that stretches back
over several councils and CAOs, so it
speaks volumes.
Coun. Les Stulberg stated the incident
in question “...was just one of
many” which has been going on for
sometime “constantly attacking the
county.”
Stulberg stated attacks against the
county are attacks against ratepayers
and these incidents cost time and
money better spent somewhere else.
“It’s hurting the ratepayers...all
this time is lost and it’s got to stop.”
This social media post was the subject of a Stettler County discussion
at their regular council meeting Sept. 8, 2021.
ECA Review
Stettler County heard a
detailed presentation on
how a concerned community
member feels treated
wood and styrofoam could
be better handled within
the waste system.
The presentation was
made at the Sept. 8 regular
meeting of council.
Grace Fix presented virtually
to councillors about
two subjects she said she
felt very strongly about, the
burning of treated wood at
transfer stations and the
placement of styrofoam in
landfills.
Beginning with treated
wood, Fix stated several
times during her presentation
that treated wood is
not supposed to be burned
at waste transfer sites, but
noted that it does occur.
While it’s acceptable to
burn untreated wood, provincial
law prohibits the
burning of treated wood
including furniture and
fence posts because it contains
wood preservatives
which are then released
into the atmosphere.
Fix noted all garbage
releases toxic chemicals
when burned.
She stated her proposal
for treated wood was to
send it to the landfill rather
than burn it and added that
signs notifying the public
that treated wood can’t be
burned would be a good
start with a more permanent
solution being bins at
the transfer site to collect
treated wood before it was
hauled to the landfill.
Fix suggested recycling
be stepped up to keep as
much cardboard out of the
waste system as possible.
Reeve Larry Clarke
stated at the Gadsby
transfer site there are bins
for furniture, the contents
of which go directly to the
landfill, so treated wood
could just be thrown in
there.
Fix stated that’s a great
idea if the wood fits in the
existing bins.
Fix then presented on
styrofoam. She stated styrofoam
is a type of plastic
and doesn’t ever completely
decompose, it just breaks
down into smaller pieces.
She noted that recycling
efforts exist but have been
hampered by styrofoam’s
large volume and very light
weight, meaning companies
who try to turn a profit
recycling it by weight run
into trouble.
However, Fix told councillors
styrofoam is easily
recyclable and when reused
it reduces the amount
of new material needed.
She pointed out a company
in Calgary crushes
styrofoam to make it more
profitable to recycle,
although they don’t accept
some types of styrofoam,
such as drink containers.
However, more recycling
means less styrofoam in
the landfill.
She stated that increased
styrofoam recycling for
Stettler County would
require things like storage
space which could be
addressed by SeaCans and
estimated increased costs
could be between $3,900
and $6,600.
Coun. James Nibourg
stated Fix’ proposals
were
sound, but that
they may require
more details and
would have to go
into Stettler
County’s annual
strategic planning
and
budgeting processes
as there
were no funds
currently budgeted
for these
ideas.
OBITUARY
Enjoyed his interaction
Gerhard Arno Janz was born on
Aug. 10, 1939 in Lakendorf, East
Prussia. He passed away Sept. 8, 2021.
In 1951, at the age of 12, Gerhard
along with his parents and
brothers immigrated to
Canada making Calgary, Alta.
their home.
Teaching was his calling
and he thoroughly enjoyed his
interaction with his students.
His commitment to his Lord
and Saviour kept him active in
the churches he attended.
On June 1, 1962 he was
FROM THE BLEACHERS
Quarterbacks once
again in the spotlight
by Bruce Benson
Quarterbacks in the National
FootballLeague dream about reaching
a Super Bowl one day, maybe even winning
it.
Tom Brady has been to 10 of them,
and seven times he’s been a winner.
NFL pre-season oddsmakers say the
44-year-old Brady and his Tampa Bay
Buccaneers are the second most likely
Super Bowl winner as this new season
gets under way, behind
only the Kansas City
Chiefs.
But enough about
Brady. There are many
more interesting quarterback
situations
happening around the
NFL, including another
old goat and a quarterback
room full of young
’uns with a variety of
upside levels.
Penton
Here are seven QBs to watch, and
why:
Aaron Rodgers represents the ‘old
goat’ reference, even though he’s seven
years Brady’s junior.
Generally regarded among the top
three QBs in the league, Rodgers is
unhappy in Green Bay and wants a
new home.
So, even though he’s under contract
through 2023, Rodgers and management
came up with a plan: Play this
season with the Packers and then he’ll
be given his freedom to sign elsewhere
next year. Watch for him to wind up in
Denver.
Trevor Lawrence is the youngest,
newest and, the experts say, the best
young QB this year. T
he Clemson grad was the No. 1 pick
in the draft, Jacksonville Jaguars, who
need a lot more than a great quarterback
to fix what ails them.
However, Lawrence will be the focus
of attention around the league, and not
only because of his exceedingly long
hair.
Justin Herbert was last year’s rookie
quarterback breakout star and the Los
Angeles Chargers are hoping his brilliance
continues.
He’s a big man, 6-foot-6 and 237
pounds who threw for 4,300 yards
last year. He could become one of
the greats.
Chicago Bears hope they have
their QB of the future in Justin
Fields, who will start the season
behind veteran Andy Dalton.
It used to be a regular occurrence
for a rookie to spend a year
or two learning the ropes behind
a veteran and it appears that’s
what the Bears have planned for
Fields, late of Ohio State.
Mac Jones was not as heralded a
draft prospect as Lawrence or Fields,
but he was snapped up by the New
England Patriots late in the first round
and, when veteran Cam Newton was
released, is the first-game starter for
Bill Belichick and the Patriots.
New England is looking for its next
Tom Brady and they’re hoping Jones,
the former Alabama QB, is the man for
the job.
Finally, Matthew Stafford goes from
a perennially bad team (the Lions) to a
contender (the Rams) and he might just
light it up in the new surroundings.
And can Joe Burrow, the No. 1 draft
selection one year ago, rebound from
knee surgery to rekindle playoff hopes
in Cincinnati?
VIEWPOINT
Premier delaying his own democratic reform legislation
Submitted
Independent MLAs Drew Barnes
and Todd Loewen are calling on
Premier Kenney to immediately proclaim
Bill 51, the Citizen Initiative
Act, and Bill 52, Recall Act.
Both bills have been passed by
a majority vote of the Legislative
Assembly, and received Royal Assent
on June 17, 2021.
“Once again, the Premier is dragging
his feet on enacting his own
government’s legislation,” said
Independent MLA Todd Loewen.
“To be clear, both Citizens Initiative
and Recall were included in the UCP’s
2019 platform, the UCP campaigned on
both of these issues, and both were
approved by the Legislature. There is
no reason why these bills should not
be proclaimed immediately.”
“Both Citizen Initiatives and Recall
are vital to strengthening grassroots
democracy,” said Independent MLA
Drew Barnes. “When these bills were
debated, we argued that they could
easily be strengthened to facilitate
their use. The government argued that
the bills were fine the way they were
written. Yet here we are, almost three
months later, and the Premier continues
to stall on enacting them.”
Bill 51: Citizen Initiative, received
third reading in the Legislature on
June 9th by a final vote of 36-7. With
regard to Citizen Initiatives, the
Premier has personally endorsed this
legislation, stating “This is one of the
most important democratic reforms
since our province was founded in
September of 1905.”
14 S eptember 16'21 HANNA/CORONATION/StettLer, AB. ECA REVIEW
Time for fairness within this confederation
Advertorial
Since the beginning of this campaign,
it has been shown to me over
and over that Albertans and Western
Canadians are absolutely finished with
government across all levels in this
country, and I don’t blame you one bit.
The message that I pray to have
come across to you all is that of “hope”
and for you all to know that I hear you
and I am with you.
So many citizens of Battle River
Crowfoot are feeling a sharp and rapid
pull-away of our fundamental rights
and freedoms as Canadian citizens,
and my friends, I feel that too.
I have addressed this in every interaction
I have had in the last while that
I absolutely will fight for every word in
the Canadian Charter of Rights and
Freedoms.
In the 2019 election, I stepped into the
background of politics to help a
Conservative candidate get elected. I
assisted in his campaign with the exact
mindset that only a Conservative government
could go to Ottawa and “save”
us in the West.
In a very short time I realized that
thought was merely a dream. The fact
of the matter is this: any and all coastto-coast-to-coast
parties in Canada
prop up a broken system that isn’t only
unfair for the West, but is stacked
against the West.
For far too long Central and Eastern
Canada have been loading up their
governmental toolbox to keep Alberta
and Western Canadian voices at bay.
They have deliberately stifled us in
an effort to exploit us for the riches and
wealth we are blessed to have. Simply
put, “just be quiet and send us your
money”.
Well, I have had enough!
As a rural Albertan farm kid, family
man, the previous owner of a land reclamation
company and now a
Real-Estate Agent, I have seen first
hand the constant and steady decline
in Alberta causing the steady increase
of hardships that my fellow Albertans
have had to endure. All while the
Eastern provinces build and build.
I knew that I could no longer sit back
and watch. We continue to send billions
of dollars per year, to the tune of
$50 BILLION dollars, to help prop up
the Central Canadian economies, with
little to nothing coming back.
So, when I learned about the
Maverick Party, who was behind it and
what their goals were, I knew in my
heart that this was exactly the party I
needed to be a part of.
The Maverick Party stands for one
thing and one thing only: “BEST for
the WEST”.
Mavericks are not just running
against the big country-wide parties
like the CPC, Liberals, NDP etcetera,
we are running against a broken
system that does not work for Alberta
nor for the West.
In fact, I would even venture to say
that this current Federal system has
been strategically stacked against us
in the West, and it is time to change it!
Canada as we know it has shown us
here in Alberta and here in the West
that we really don’t matter to them. We
are their pay cheque and that is about
it. Our projects (specifically pipelines)
and way of life are continually met
with interference by our very own
country, and it intentionally harms our
economy and our people. What kind of
trusting, all encompassing, “unified”
relationship is that?
Is it just the Justin Trudeau Liberals
harming us? Unfortunately, no it is not.
We have also been left behind by Erin
O’Toole’s Conservative Party of
Canada.
All you have to do is turn on the evening
news or punch in a quick Google
search to find that every time Erin
O’Toole steps up to a microphone he is
point blank pandering to Quebec and
Ontario and taking our “safe” Western
votes for granted.
In this short campaign time alone,
the Conservatives have dropped or
waived on any platform efforts that
could have provided benefit to us in
Alberta and in the West; all to gain
support and votes in Central and
Eastern Canada.
Members of Parliament belonging to
these big country-wide parties cannot
properly stand up for the West and for
the changes necessary. They must
remain silent and “tow the party line”
to remain in the Party.
Where are the demands to end the
equalization, or the calls to end the
carbon tax? Where are the demands to
put in an Energy East pipeline, or any
pipeline back on the table to make up
the 81 BILLION barrels of Saudi Oil
imported into Canada over the last five
years that have 100 per cent taken our
Western jobs? Where are the demand
calls to help our job loses like there are
for Eastern jobs?
Aren’t these the big talking points
that won Erin O’Toole the CPC
Leadership race? Or did he win that in
Quebec and Ontario too?
This election boils down to this: It is
time for Western Canada to stand up
and make the rest of Canada listen.
Our Maverick Party candidates are
true grassroots Western Canadians
that have nothing but respect and
admiration for the entire history, traditions
and values that make the West
worth so much more money.
This is our home and our future. Not
only us but for our children and grandchildren
and many generations to
come.
We are right now faced with the time
we must rise together and defend. If
not now, when? Will we have another
opportunity?
The time is now for fairness within
this confederation and the Maverick
Party has an iron clad plan to force the
powers that be in Ottawa to listen.
Our “Twin-Track Approach” to this
change lays out five much needed constitutional
changes for fairness
in the West
(Track A).
Or alternatively
(Track B),
The Maverick
Party will be
moving forward
Battle River-
Crowfoot
NDP candidate
sets priorities
Advertorial
Hello everyone, I am the new NDP
candidate for the Battle River –
Crowfoot riding.
As a mental health professional this
had been an incredibly hard 17 months
for my patients and my peers. This has
shown me that it is time for our community
to have a new voice.
The NDP prioritizes many of the
same values that I do. I believe that a
healthy democracy is maintained by
having alternative viewpoints heard.
This belief is what has brought me to
run as a candidate in our upcoming
federal election.
I am a Registered Psychiatric Nurse
and Mental Health Therapist who
works at St. Mary’s Hospital in
Camrose.
I presently serve as the President of
the College of Registered Nurses of
Alberta (CRPNA). I am also on the
board that writes the National exam
for Psychiatric Nurses as well as the
exam guide.
I am often invited to speak at universities
and schools because I am so
passionate about mental health.
At the hospital I have enjoyed being
involved with Young Medical Minds
for many years and in 2019 our team
won the People of Excellence award.
I was the mayor of New Norway for a
couple of years when the village voted
for dissolution. I think it has been the
right move for our community as small
towns struggle under the weight of service
costs.
I have been on the board for CDSS, a
volunteer fire fighter and have had
many opportunities to volunteer at
school and community events.
My husband and I have lived out in
New Norway for 26 years and have
raised three sons that have been
encouraged to follow their dreams
through hard work and perseverance.
I recognize that I am late to the election
game. This rural riding always
goes Conservative with 75 to 85 per
cent of the popular vote, but this in not
the point.
After another weekend off was cancelled
due to staffing shortages and
having to give up my days off in
exchange for 24 hours of unwanted
overtime, I started to wonder “who is
the NDP candidate for the Battle River
– Crowfoot riding?”
When I realized there wasn’t one, I
sent in my
resume and after
that, well, everything
happened
very quickly.
For myself, I
couldn’t vote
Conservative or
ultra-Conservative,
or Liberal,
and I didn’t want
to spoil my ballot.
I just wanted my
voice to be heard,
and I was
declared the NDP
candidate for
Battle River
- Crowfoot.
I am so grateful
to see that we
have a full slate of
seven candidates
running. I hope
given the state of
current events
and differing
viewpoints on
these issues
people will turn
out in record
numbers to vote
for the candidate
that represents their values.
By running as a candidate
for the NDP I offer those
with a “non-traditional”
viewpoint an option to vote
for, as opposed to spoiling
their ballot or not participating
in an integral part of
democracy.
Because I work as a
mental health therapist and
in acute psychiatry, I often
work with a vulnerable part
of our population. That is
what drew me to the NDP
platform, they recognize
that there is so much work to
be done in accessing mental
health care in Canada.
As life-long taxpayers
