Town restores pay taken by federal government<br />

Town of Stettler council restored the<br />

mayor and council’s salary lost to a tax<br />

hike brought in several years ago by<br />

the federal government.<br />

The increase was approved at the<br />

Sept. 7 regular meeting of council.<br />

Councillors heard a report presented<br />

by Chief Administrative Officer (CAO)<br />

Greg Switenky which noted the subject<br />

of mayor and council pay raises is<br />

brought up prior to every election and,<br />

if approved, takes effect after the<br />

election.<br />

Switenky also stated the pay raise<br />

was actually more of an adjustment, as<br />

the mayor and council saw a cut in<br />

their salary a few years ago as a result<br />

of a federal government department.<br />

The report stated the Canada<br />

Revenue Agency (CRA) previously<br />

allowed about a third of a municipal<br />

politician’s salary to be collected tax<br />

free; then effective 2019 the CRA<br />

changed their policy and began taxing<br />

all of a municipal politician’s income.<br />

In effect, this CRA move cut the<br />

mayor and council’s salary.<br />

“Back in late 2018 the Town of<br />

Stettler council decided that (in the<br />

interim of the term) they would not<br />

increase council remuneration, rather<br />

mutually agreed to each personally<br />

absorb this resulting extra taxation,”<br />

stated the staff memo.<br />

“The ultimate decision was left until<br />

prior to the next election.”<br />

The CAO stated the mayor is paying<br />

$3,070 more per year in taxes and each<br />

councillor is paying $1,643. To restore<br />

the mayor and council to their previous<br />

salaries they would require an<br />

increase of $4,<strong>09</strong>3 and $2,191 respectively<br />

adding up to $17,500 in the 2022<br />

budget.<br />

Switenky noted town staff also surveyed<br />

a number of other municipalities<br />

and it appears Stettler’s council gets<br />

paid roughly what other communities<br />

pay their council; the mayor’s salary is<br />

consistent with other mayors at $35,655<br />

per year while councillors in Stettler<br />

appear to get paid slightly less than<br />

comparable communities at $17,828 per<br />

year.<br />

$340 million for Alberta ranchers due to drought<br />

Submitted<br />

Alberta ranchers can apply for up to<br />

$200 per head through a $340-million<br />

support program.<br />

Producers can apply for an initial<br />

AgriRecovery payment through the<br />

<strong>2021</strong> Canada-Alberta Livestock Feed<br />

Assistance Initiative to help cover feed<br />

and water access costs for breeding<br />

female livestock across the province.<br />

“Alberta’s livestock producers have<br />

experienced exceedingly dry conditions<br />

for months, putting additional<br />

stress on the very Albertans who feed<br />

Canadian families.<br />

“Alberta’s government is proud to<br />

support the delivery of up to $340 million<br />

in much-needed relief to help our<br />

livestock producers make it through<br />

this difficult season,” said Devin<br />

Dreeshen, Minister of Agriculture and<br />

Forestry.<br />

“We’re here to support producers in<br />

times like these. This funding helps<br />

Alberta’s livestock producers and beekeepers<br />

sustain their operations<br />

during challenging times,” added<br />

Darryl Kay, CEO of Agriculture<br />

Financial Services Corporation<br />

(AFSC).<br />

Payments will flow soon after applications<br />

are received. Once applications<br />

are approved and processed, those who<br />

sign up for the direct deposit option<br />

will see payments toward the end of<br />

the month.<br />

Taking a feed-need approach, supplemented<br />

by receipts, a secondary<br />

payment of up to $106 per head will be<br />

available to producers who have experienced<br />

extraordinary costs as a result<br />

of the drought, in addition to the initial<br />

payment.<br />

Cattle and bison will be eligible for<br />

an initial payment of $94 per head and<br />

a secondary payment of $106 per head,<br />

for a total of $200 per head.<br />

Other livestock will be subject to a<br />

different per head payment.<br />

The program will be administered<br />

through AFSC.<br />

An AFSC Connect account is<br />

required to receive payments.<br />

recognize National Day for<br />

Truth and Reconciliation<br />

The Village of Clive<br />

will close its office every<br />

Sept. 30 as its council<br />

voted to officially recognize<br />

the National Day for<br />

Truth and<br />

Reconciliation.<br />

The decision was made<br />

at the Sept. 13 regular<br />

meeting of council.<br />

Village Chief<br />

Administrative Officer<br />

(CAO) Carla Kenney presented<br />

councillors with a<br />

report on the National<br />

Day for Truth and<br />

Reconciliation, which<br />

has been recognized by<br />

the federal government<br />

as a statutory holiday.<br />

Sept. 30 is also known as<br />

“Orange Shirt Day” and<br />

according to Wikipedia<br />

“...is designed to educate<br />

people and promote<br />

awareness in Canada<br />

about the Indian residential<br />

school system and<br />

the impact it has had on<br />

Indigenous communities<br />

for over a century—an<br />

impact recognized as a<br />

cultural genocide, and<br />

an impact that<br />

continues today.”<br />

However,<br />

Kenney noted the<br />

Government of<br />

Alberta doesn’t<br />

recognize the holiday<br />

and left it up<br />

to municipalities<br />

to decide whether<br />

to give employees<br />

the day off or not.<br />

and noted Clive<br />

has traditionally<br />

adopted all federal<br />

statutory<br />

holidays through<br />

its personnel<br />

see how they’re<br />

handling the<br />

seems approaches vary.<br />

Some are not recognizing<br />

the day, others are<br />

using the day for indigenous<br />

awareness training<br />

and some are adopting it<br />

as a statutory holiday.<br />

indigenous communities<br />

will begin offering programs<br />

on Sept. 30 and<br />

making the day a holiday<br />

would give staff a chance<br />

to attend those.<br />

holidays so the<br />

National Day for Truth<br />

and Reconciliation<br />

should be too.<br />

councillors voice support<br />

for reconciliation with<br />

the indigenous community<br />

and added that Clive<br />

is known to be an inclusive<br />

community.<br />

adding the National Day<br />

Reconciliation to the list<br />

of statutory holidays the<br />

Village of Clive<br />

recognizes.<br />

CAO report<br />

With the municipal<br />

election coming up in<br />

October, Kenney noted<br />

four candidates have<br />

confirmed they will run<br />

for spots on Clive<br />

council, including<br />

incumbents Lucy Henry,<br />

Tracy Hallman and<br />

Norma Penney along<br />

with newcomer Dan<br />

Graden. Kenney stated<br />

that a few other nomination<br />

packages went out<br />

but have not been<br />

returned.<br />

She also noted the lift<br />

station work is expected<br />

to be done in late <strong>2021</strong><br />

and was delayed by a<br />

generator delivery.<br />

As well, the new village<br />

water line is<br />

currently under construction<br />

from Alix.<br />

Urban hen bylaw<br />

Councillors passed<br />

first reading of the village’s<br />

revised bylaw<br />

which oversees the ubiquitous<br />

urban chicken.<br />

each residence<br />

may have up to<br />

six.<br />

The bylaw will<br />

now be publicly<br />

advertised and<br />

County of Paintearth No. 18<br />

<strong>2021</strong> Property Tax<br />

Non-Payment Penalty Notice<br />

The County of Paintearth No. 18 property taxes were<br />

due June 30, <strong>2021</strong>. A 5.0% penalty was levied on all<br />

current and arrears tax balances on July 1st.<br />

A further 10% penalty will be applied to all<br />

outstanding tax balances, both current and<br />

arrears on October 1, <strong>2021</strong>.<br />

Payment can be made by cheque, cash, debit or credit<br />

card at the County Administration Office located at<br />

01 Crowfoot Drive, TR 374 and Highway 12, at the<br />

TD Canada Trust in Coronation or the ATB Financial<br />

branches located in Halkirk, Castor or Coronation.<br />

Business owner lauds Stettler<br />

town council at Sept. 7 meeting<br />

A business owner congratulated<br />

Stettler town council for the work<br />

they’ve done guiding the community,<br />

calling the town prosperous and an<br />

attractive place to own a business.<br />

The compliments were paid at the<br />

Sept. 7 regular meeting of council.<br />

James Marshall, who’s known as a<br />

long-time player in the aggregate business,<br />

introduced himself to council and<br />

stated he’s now a town business owner.<br />

Marshall noted he’s recently started<br />

a new concrete business, a major challenge<br />

during the COVID pandemic,<br />

and headquartered it in the Town of<br />

Stettler.<br />

Marshall stated Stettler was attractive<br />

to him as a new business owner,<br />

and he wanted to let councillors know<br />

why he felt that way.<br />

The business owner stated Stettler’s<br />

system for handling emergencies such<br />

as fires is fair as everyone bears the<br />

cost, not just one person.<br />

<br />

While Marshall didn’t go into detail,<br />

he may have been referring to rural<br />

municipalities passing bylaws making<br />

property owners responsible for firefighting<br />

costs for blazes which start on<br />

their property; readers should note<br />

firefighting costs are separate from<br />

damages caused by any fires.<br />

Marshall went on to tell councillors<br />

he feels the Town of Stettler’s tax rates<br />

are competitive.<br />

He said he was also happy with the<br />

town’s land use policies and “discretionary”<br />

zones, which are land use<br />

types generally pre-approved by the<br />

planning authority and council for certain<br />

areas.<br />

Marshall stated as a business owner<br />

it can be scary that land use changes<br />

can be unexpected.<br />

He said another nice thing about<br />

owning a business in town is no road<br />

use agreements.<br />

Marshall stated Stettler is prosperous<br />

because of a good council.<br />

Mayor Sean Nolls responded by<br />

thanking Marshall for his comments,<br />

and adding that town staff play a major<br />

role in making Stettler a good place to<br />

do business.<br />

Marshall closed by saying people<br />

don’t always hear a lot of positives and<br />

he felt it was important to give credit<br />

where it was due.<br />

Service Canada closure<br />

Councillors read a letter from Battle<br />

River - Crowfoot MP Damien Kurek<br />

responding to the town’s inquiry about<br />

why the Service Canada office has<br />

remained closed in Stettler.<br />

“I have reached out to Service<br />

Canada regarding the Stettler outreach<br />

office,” stated Kurek’s letter.<br />

“Unfortunately, while in-person services<br />

have been restored to the regular<br />

centres, the Outreach Centres have not<br />

been re- activated.<br />

“I did ask when this would be available<br />

again but, at present, there is no<br />

timeline on when these services will<br />

re-start.”<br />

Councillors accepted the letter for<br />

information.<br />

Youngstown signs up for ATCO<br />

street light conversion program<br />

Holiday or not?<br />

Councillors read a report from the<br />

Alberta Urban Municipalities<br />

Association (AUMA) written by casual<br />

legal service provider Reynolds Mirth<br />

Richards Farmer LLP about whether<br />

or not the new federal National Day for<br />

Truth and Reconciliation is a statutory<br />

holiday for everyone across the<br />

country.<br />

It appears not.<br />

“There is no obligation on municipalities<br />

in Alberta to treat Sept. 30, or<br />

any other federal holiday, as a holiday,”<br />

stated the report.<br />

The report added the situation could<br />

change in the future if provincial governments<br />

also recognize the holiday.<br />

Youngstown council agreed to ink a<br />

deal with ATCO towards replacement<br />

of 40 street lights from non-invested to<br />

invested pieces at their regular<br />

meeting Tues. Sept. 7.<br />

ATCO representative Tracy Volker<br />

came to council to share the ins and<br />

outs before any decisions were made to<br />

ensure the program was the right fit<br />

for the village.<br />

In an analysis done by the power<br />

company, converting the non-invested<br />

units to invested will have an average<br />

cost savings for end-of-life replacement<br />

at $240,000 ($6,000 per light).<br />

When the original lights fail, the village<br />

is currently charged $708.69 for<br />

100 Watts and $732.69 for 150W which<br />

will now be converted to invested<br />

lights as the old ones conclude their<br />

purpose.<br />

It currently costs $977.70 per month<br />

in distribution charges with the foresight<br />

of $240,000 to eventually replace<br />

them before signing.<br />

Now, once all lights are changed to<br />

the new LED design, it will cost<br />

$1,479.30 per month to distribute but no<br />

future capital replacement costs are<br />

added and an initial investment is provided<br />

at $35,386.80 to have them<br />

replaced.<br />

Sewer line replacement<br />

The village is putting up $150,000 to<br />

have a part of the sewer line from 2<br />

Ave. and 5 Ave. SE be camera’d and<br />

replaced.<br />

Insituform has been hired to take<br />

on the project, first planning on<br />

looking at the lines via camera before<br />

any digging takes place to see where<br />

the line is failing.<br />

Preliminary work is beginning Sept.<br />

27.<br />

Bulk water station payment<br />

The village is looking at options to<br />

create a more customer friendly experience<br />

for bulk water users in the area<br />

by getting quotes to add an electronic<br />

machine that accepts card payments.<br />

The coin operator will still be<br />

present but with the addition of a<br />

machine, customers will have more<br />

than one way to pay for the resource.<br />

One quote has been received from<br />

Conex Wireless for under $9,000 not<br />

including installation.<br />

MAP <strong>Review</strong> Plan<br />

Youngstown was recently selected to<br />

undergo a Municipal Affairs Program<br />

(MAP) review where policies and<br />

bylaws were looked over by provincial<br />

representatives.<br />

After their analysis, a list of tasks<br />

were given to the village to have completed<br />

to be up to par with provincial<br />

mandates.<br />

An action plan is then needed to<br />

address all the tasks found.<br />

The village submitted this plan and<br />

recently received correspondence from<br />

Municipal Affairs stating they were<br />

satisfied with this plan and now have<br />

one year to get everything up to date.<br />

Reminiscing over years of public service<br />

It is with mixed emotions that I write<br />

this Mayor’s Message.<br />

This fall, October 18, there is a<br />

municipal election. I have made the<br />

decision to not seek re-election. I say<br />

“mixed emotions” as it has been an<br />

honour to represent the Town of<br />

Hanna as Mayor for the past eight<br />

years.<br />

I also served as councillor for two<br />

terms (six years) which brings my<br />

combined public service to 14 years,<br />

which is almost one quarter of my life.<br />

I am at the age where I would prefer<br />

to slow down and take more time for<br />

myself and family.<br />

During my tenure, I have had the<br />

pleasure of helping to make many<br />

great decisions to make the Town of<br />

Hanna a great place to live, work,<br />

retire and raise a family.<br />

Some of the major projects that were<br />

approved during my tenure on council<br />

are, but not limited to; the Swimming<br />

Pool, Centennial Place, Fire Hall, the<br />

Fire Burn Tower, Fielding Place<br />

Development, New Town Office, Tim<br />

September saw the end of an era at Prairie Oasis Park with the retirement of Roy and<br />

Delores Dussome who have been a part of the Prairie Oasis experience since 1996.<br />

They took great pride in the park and were instrumental in building Prairie Oasis into<br />

the “oasis” it now is in Special Areas. <br />

the community is the mayor<br />

and councillors salaries are<br />

getting “...right up there<br />

price-wise.”<br />

years he has never heard<br />

residents complain that<br />

council gets paid too much.<br />

While this is an extensive list, it certainly<br />

doesn’t cover it all.<br />

Every year council deliberates the<br />

budget. Each year there are always<br />

substantial infrastructure projects<br />

that keep the town operating, streets,<br />

water, sidewalk, and sewer upgrades.<br />

Spending municipal tax revenues is<br />

only one aspect of being on council.<br />

Every meeting, decisions are made<br />

approving policies, bylaws or land use.<br />

While council may not always get it<br />

perfectly right, the members always<br />

try to make the decisions that are felt<br />

to be in the best interest of the<br />

community.<br />

It has taken time, but I am happy to<br />

announce that soon, the Town of<br />

Hanna will see the fruits of our labour<br />

through several projects within the<br />

Town and the region.<br />

I was very humbled in 2017 being the<br />

recipient of the Alberta Urban<br />

Municipalities Association “Award of<br />

Excellence” for the coal transition<br />

work.<br />

after break and enter<br />

to oilfield site<br />

Innisfail RCMP responded to a<br />

report of a suspicious vehicle which<br />

was observed on an oilfield site in the<br />

rural area by Raven, Alta., near<br />

Innisfail, Alta. on Sept. 9 at 7:34 p.m.<br />

Witnesses belonging to the Raven<br />

Crime Watch group were able to provide<br />

a description of the vehicle and<br />

the direction it had travelled while<br />

Innisfail RCMP were responding to the<br />

location.<br />

The suspect vehicle was located a<br />

short time later. It was discovered that<br />

the oilfield site had been damaged and<br />

suspects had stolen copper wire from<br />

that location.<br />

As a result of the investigation,<br />

Innisfail RCMP located freshly cut<br />

copper wire in the vehicle. The occupants<br />

of the<br />

vehicle, a male<br />

and female, were<br />

arrested without<br />

incident.<br />

for young drivers<br />

Stettler RCMP, Fish and Wildlife<br />

Officers, Stettler Traffic Services and<br />

Blackfalds Traffic Services worked in<br />

collaboration with Wm. E. Hay Stettler<br />

Secondary Campus in educating and<br />

setting expectations for young drivers<br />

in our community on Thurs. Sept. 9.<br />

safety laws, and expectations for<br />

responsible conduct in the operation of<br />

motor vehicles on the streets and roads<br />

How much more<br />

proof do we need?<br />

The Alberta Government did well<br />

with the initial wave of COVID-19. With<br />

many unknowns and no vaccinations,<br />

Premier Kenney declared a public<br />

health emergency on March 17, 2020<br />

and locked down the province. The<br />

active cases of COVID peaked at 3,022<br />

on April 30. Total COVID deaths were<br />

89.<br />

Summer came, transmission rates<br />

lowered considerably<br />

and everyone<br />

was hopeful for a<br />

“<br />

return to normal.<br />

However, by Dec.<br />

8, 2020 the<br />

Premier was reannouncing<br />

significant public<br />

health restrictions<br />

to deal with<br />

another surge.<br />

The severity of<br />

the second wave<br />

did not come as a<br />

surprise to<br />

anyone who had<br />

been listening to<br />

Dr. Tam, Canada’s<br />

Chief Medical<br />

Health Officer,<br />

immunization<br />

researchers or<br />

medical professionals<br />

working<br />

in our hospitals. By Dec. 14, active<br />

cases peaked at 20,500 cases, 733 deaths<br />

and a positivity rate of eight per cent.<br />

In December, three vaccines had<br />

been developed and approved for use,<br />

and by the second quarter of <strong>2021</strong>, significant<br />

deliveries of life-saving<br />

vaccinations were being rolled out.<br />

But the Alberta government couldn’t<br />

wait for vaccinations. As soon as cases<br />

started to subside in the new year, the<br />

Kenney government introduced their<br />

“Path Forward” in February <strong>2021</strong> and<br />

once again moved quickly to eliminate<br />

public health restrictions.<br />

A predicted third wave, fuelled by<br />

variants of concern, grew exponentially.<br />

By April 29, Alberta’s active case<br />

counts peaked at 21,385, deaths reached<br />

2,075, and the positivity rate was 10.1<br />

per cent.<br />

But it was soon rodeo season, and<br />

there was no way on God’s green earth<br />

that COVID would stop the Calgary<br />

Stampede. On July 1, Kenney, when<br />

announcing our ‘best summer ever’,<br />

removed all restrictions and began<br />

bragging about Alberta being the first<br />

province to hold a major post-COVID<br />

event.<br />

Kenny based his ‘Open for Summer’<br />

plan on 70 per cent of eligible Albertans<br />

capacity and non-essential surgeries<br />

are again postponed in order to add<br />

surge capacity. Even with the added<br />

surge capacity, our ICUs are at 97 per<br />

cent capacity.<br />

Recently Dr.<br />

Hinshaw<br />

admitted that by<br />

August 1, the<br />

actual COVID<br />

numbers were<br />

tracking nowhere<br />

near her modelling<br />

projections.<br />

But it took until<br />

September 3 for<br />

she and Kenney to<br />

re-introduce some<br />

limited public<br />

health restrictions,<br />

with<br />

gobsmacking<br />

exemptions for<br />

rodeos, schools<br />

and churches.<br />

By Sept. 10,<br />

Alberta’s numbers<br />

had climbed<br />

to 17,083 active<br />

cases with 2,444<br />

deaths and a positivity rate of 11.65 per<br />

cent, which has yet to peak. On<br />

average, four families each day grieve<br />

the loss of a loved one who succumbed<br />

to COVID unnecessarily.<br />

How much more proof do we need?<br />

When will the death count or hospitalizations<br />

be too high? How many<br />

cancelled cancer procedures and surgeries<br />

will be too many?<br />

On Sept. 8, Dave Mathers’s kidney<br />

transplant was cancelled at the U of A<br />

hospital, one of many for lack of ICU<br />

beds. Does the recent death of an<br />

unvaccinated pregnant mother from<br />

COVID complications resonant, at all?<br />

On Sept. 9, hospitalized COVID cases<br />

included 12 little children, three of<br />

whom are in the ICU. Pediatric doctors<br />

say these admissions will continue to<br />

grow.<br />

We’ve gone through this three times<br />

before. We’re now going through our<br />

fourth wave and doing the exact same<br />

thing—fill up hospitals, introduce<br />

restrictions, add avoidable deaths, lift<br />

restrictions too soon, and repeat,<br />

repeat!.<br />

People, it is only when a critical mass<br />

has been vaccinated that this insanity<br />

see a quote from Ayn Rand in your editorial<br />

of Sept. 2, <strong>2021</strong>. (“Any alleged<br />

‘right’ of one man, which necessitates<br />

the violation of the rights of another, is<br />

not and cannot be a right”).<br />

While I am no expert on Ayn Rand, I<br />

do know something of her politics.<br />

From what I have read of your editorials,<br />

I think that your political views<br />

would not align very closely with hers.<br />

You used her quote to repudiate the<br />

actions of the ‘anti-vaxxers’, however I<br />

think that the quote could legitimately<br />

be interpreted very differently.<br />

That quote could be used to suggest<br />

that one person’s ‘right’ to feel safe<br />

from the COVID virus does not trump<br />

another’s right to choose what is or is<br />

not injected into their body.<br />

The desire to feel protected from a<br />

virus is perhaps an understandable<br />

wish, but it is not a right, and it does<br />

not justify coercing or forcing people to<br />

do something to their body that is<br />

against their will.<br />

Theresetta School was privileged to<br />

have Father Roger Niedzielski celebrate<br />

our opening school mass in a<br />

beautiful outdoor setting on Thurs.<br />

Sept. 9.<br />

Our school theme this year is<br />

“Called by God”, and Father did an<br />

excellent job explaining how we can<br />

answer God’s call this year, as we<br />

learn and grow in faith together.<br />

Our school community looks forward<br />

to a year of wonderful, positive<br />

interactions and opportunities.<br />

We are pleased to welcome a former<br />

student to our teaching staff this year.<br />

Amberly Hepp is looking after the<br />

Grade 5-6 classroom, in addition to<br />

some junior high courses. We would<br />

also like to welcome back Glenda Ries<br />

as the Grade 3-4 teacher, and Carolyn<br />

Fetaz in the kindergarten room.<br />

Kirsten Smawley has been having a<br />

great time in her new role as the Grade<br />

1-2 teacher.<br />

Students have started their science<br />

study of liquids, using their five senses<br />

to describe water.<br />

The Grade 9 social studies class is<br />

delving into the structure of the federal<br />

government, as preparations are<br />

being made to host a Mock Election for<br />

all students on Sept. 20.<br />

The Grade 9’s have also brainstormed<br />

a series of questions for the<br />

Battle River-Crowfoot federal election<br />

candidates forum.<br />

Students have emailed the questions<br />

to the forum organizers and are<br />

hopeful that some will be selected for a<br />

response.<br />

Junior high girls and boys volleyball<br />

practices have begun in earnest under<br />

the coaching of Mr. Finkbiner and Mr.<br />

Fetaz, with two very dedicated and<br />

driven groups honing their skills and<br />

team play. They are looking forward to<br />

a successful season of league games<br />

and a few tournaments this fall.<br />

In addition to extracurricular sports<br />

activities, junior high students will<br />

also have the opportunity to participate<br />

in two fine arts clubs. Miss<br />

Smawley will be offering Art Club and<br />

Mrs. Ries and Mrs. Kneller are looking<br />

forward to singing with the Glee Club.<br />

Three confirmed COVID<br />

cases at Erskine School<br />

The Erskine School community has<br />

experienced over 10 per cent of students<br />

and staff away due to illness. At<br />

this time, at least three individuals<br />

have reported to the school they have<br />

tested positive for COVID-19.<br />

Due to the situation where greater<br />

than 10 per cent absenteeism due to<br />

respiratory illness having been confirmed<br />

at the school, the Medical<br />

Officer of Health has requested<br />

Alberta Health Services (AHS) Public<br />

Health staff to initiate an<br />

investigation.<br />

Following the protocols from<br />

Alberta Health Services, Clearview<br />

staff will not be identifying or contacting<br />

Council angry about social media attack on CAO<br />

County of Stettler council was<br />

angry about a social media attack on<br />

their chief administrative officer<br />

(CAO) and reaffirmed their support<br />

for her at the regular meeting of<br />

council Sept. 8.<br />

At the beginning of the regular<br />

meeting Coun. Wayne Nixon, when<br />

asked by Reeve Larry Clarke if there<br />

were any additions to the meeting<br />

agenda, stated he wanted to discuss<br />

the topic of harassment of county<br />

staff.<br />

Councillors agreed to discuss the<br />

subject.<br />

Nixon stated he was concerned<br />

about staff, including the CAO, being<br />

harassed over the past month by Earl<br />

Marshall and James Marshall.<br />

Nixon went on that he’d been notified<br />

of an incident between CAO<br />

Yvette Cassidy and county ratepayer<br />

and business owner James Marshall<br />

which apparently occurred Sept. 7<br />

around 5:30 p.m. in the parking lot of<br />

the Stettler UFA.<br />

Nixon stated the CAO was at the<br />

business to pick up something for her<br />

farm and was driving an unmarked<br />

County of Stettler vehicle when<br />

Marshall noticed the vehicle, took a<br />

photo of it and posted it on social<br />

media along with a message.<br />

The <strong>ECA</strong> <strong>Review</strong> found the post in<br />

question (see screenshot) criticizing<br />

Cassidy for using a county vehicle for<br />

personal business.<br />

“Most people can see how ridiculous<br />

that is,” said Nixon.<br />

“Nonetheless, that is what he did. It is<br />

out and out harassment in my<br />

opinion.”<br />

Nixon stated he wanted Earl<br />

Marshall and James Marshall to stop<br />

harassing county staff and also<br />

wanted to make a motion that county<br />

vehicles may be used by county staff<br />

after hours who are on call, for<br />

example.<br />

However, James Nibourg stated no<br />

motion was necessary as the county<br />

has already approved such use for<br />

Cassidy.<br />

Nibourg stated it’s fine for Cassidy<br />

to use such a vehicle after hours as<br />

she’s on call and may have to respond<br />

to incidents and that a county vehicle<br />

is considered an extension of<br />

Cassidy’s office.<br />

Reeve Larry Clarke said he was<br />

“absolutely disgusted” by the incident<br />

and that the harassment councillors<br />

were discussing had “crossed the<br />

line” as it “appears to be a threat.”<br />

Clarke stated Stettler County is<br />

very transparent, as anyone can<br />

watch public meetings on the county<br />

YouTube channel. He added the CAO<br />

is very transparent in her dealings<br />

and the county staff are good people<br />

who work hard.<br />

Coun. Dave Grover stated he<br />

doesn’t use social media as he finds<br />

it’s a waste of time, but he asked<br />

Cassidy how many clean audits<br />

Stettler County has had recently.<br />

Cassidy answered, “Thirteen or<br />

14.”<br />

Grover stated that stretches back<br />

over several councils and CAOs, so it<br />

speaks volumes.<br />

Coun. Les Stulberg stated the incident<br />

in question “...was just one of<br />

many” which has been going on for<br />

sometime “constantly attacking the<br />

county.”<br />

Stulberg stated attacks against the<br />

county are attacks against ratepayers<br />

and these incidents cost time and<br />

money better spent somewhere else.<br />

“It’s hurting the ratepayers...all<br />

this time is lost and it’s got to stop.”<br />

member feels treated<br />

wood and styrofoam could<br />

be better handled within<br />

the waste system.<br />

The presentation was<br />

made at the Sept. 8 regular<br />

meeting of council.<br />

Grace Fix presented virtually<br />

to councillors about<br />

two subjects she said she<br />

felt very strongly about, the<br />

burning of treated wood at<br />

transfer stations and the<br />

placement of styrofoam in<br />

landfills.<br />

Beginning with treated<br />

wood, Fix stated several<br />

times during her presentation<br />

that treated wood is<br />

not supposed to be burned<br />

at waste transfer sites, but<br />

noted that it does occur.<br />

While it’s acceptable to<br />

burn untreated wood, provincial<br />

law prohibits the<br />

burning of treated wood<br />

including furniture and<br />

fence posts because it contains<br />

wood preservatives<br />

which are then released<br />

into the atmosphere.<br />

Fix noted all garbage<br />

releases toxic chemicals<br />

when burned.<br />

She stated her proposal<br />

for treated wood was to<br />

send it to the landfill rather<br />

than burn it and added that<br />

signs notifying the public<br />

that treated wood can’t be<br />

burned would be a good<br />

start with a more permanent<br />

solution being bins at<br />

the transfer site to collect<br />

treated wood before it was<br />

hauled to the landfill.<br />

Fix suggested recycling<br />

be stepped up to keep as<br />

much cardboard out of the<br />

waste system as possible.<br />

stated at the Gadsby<br />

transfer site there are bins<br />

for furniture, the contents<br />

of which go directly to the<br />

landfill, so treated wood<br />

could just be thrown in<br />

there.<br />

Fix stated that’s a great<br />

idea if the wood fits in the<br />

existing bins.<br />

Fix then presented on<br />

styrofoam. She stated styrofoam<br />

is a type of plastic<br />

and doesn’t ever completely<br />

decompose, it just breaks<br />

down into smaller pieces.<br />

She noted that recycling<br />

efforts exist but have been<br />

hampered by styrofoam’s<br />

large volume and very light<br />

weight, meaning companies<br />

who try to turn a profit<br />

recycling it by weight run<br />

into trouble.<br />

However, Fix told councillors<br />

styrofoam is easily<br />

recyclable and when reused<br />

it reduces the amount<br />

of new material needed.<br />

She pointed out a company<br />

in Calgary crushes<br />

styrofoam to make it more<br />

profitable to recycle,<br />

although they don’t accept<br />

some types of styrofoam,<br />

such as drink containers.<br />

However, more recycling<br />

means less styrofoam in<br />

the landfill.<br />

She stated that increased<br />

styrofoam recycling for<br />

Stettler County would<br />

require things like storage<br />

space which could be<br />

addressed by SeaCans and<br />

estimated increased costs<br />

could be between $3,900<br />

and $6,600.<br />

Coun. James Nibourg<br />

stated Fix’ proposals<br />

were<br />

sound, but that<br />

they may require<br />

more details and<br />

would have to go<br />

into Stettler<br />

County’s annual<br />

strategic planning<br />

and<br />

budgeting processes<br />

as there<br />

were no funds<br />

currently budgeted<br />

for these<br />

ideas.<br />

with his students<br />

Gerhard Arno Janz was born on<br />

Aug. 10, 1939 in Lakendorf, East<br />

Prussia. He passed away Sept. 8, <strong>2021</strong>.<br />

In 1951, at the age of 12, Gerhard<br />

along with his parents and<br />

brothers immigrated to<br />

Canada making Calgary, Alta.<br />

their home.<br />

Teaching was his calling<br />

and he thoroughly enjoyed his<br />

interaction with his students.<br />

His commitment to his Lord<br />

and Saviour kept him active in<br />

the churches he attended.<br />

On June 1, 1962 he was<br />

united in marriage to Esther<br />

Janz<br />

Jantzen. This marriage was<br />

blessed with three children: Patricia,<br />

Kent and Jeffery.<br />

Gerhard will be sadly missed by his<br />

beloved wife, Esther; children: Pat<br />

(Rick) Reinhart, Kent (Jodi) Janz, Jeff<br />

Raiders lose gold medal<br />

game by one run<br />

The Castor Raiders hosted the Tier 1<br />

AA U18 baseball provincials from Aug.<br />

27 - 29 in Castor, Alta.<br />

The Calgary Cardinals ended up<br />

winning the gold medal game by one<br />

run over the Castor Raiders.<br />

The Raiders had entered provincials<br />

holding a 12 - 4 record.<br />

The local team is composed of<br />

players from Castor, Coronation,<br />

Alliance, Killam, Sedgwick, Lougheed,<br />

Hanna and Provost; nine who were<br />

Western Canadian Champions at the<br />

U15 level in 2019.<br />

Five teams travelled out east for the<br />

tournament including the Calgary<br />

Bucks, Calgary Cardinals, Central<br />

Alberta Hounds (consisting of players<br />

from Blackfalds, Lacombe and Sylvan<br />

Lake), Bonnyville Braces and South<br />

Quarterbacks once<br />

again in the spotlight<br />

Quarterbacks in the National<br />

FootballLeague dream about reaching<br />

a Super Bowl one day, maybe even winning<br />

it.<br />

Tom Brady has been to 10 of them,<br />

and seven times he’s been a winner.<br />

NFL pre-season oddsmakers say the<br />

44-year-old Brady and his Tampa Bay<br />

Buccaneers are the second most likely<br />

Super Bowl winner as this new season<br />

gets under way, behind<br />

only the Kansas City<br />

Chiefs.<br />

But enough about<br />

Brady. There are many<br />

more interesting quarterback<br />

situations<br />

happening around the<br />

NFL, including another<br />

old goat and a quarterback<br />

room full of young<br />

’uns with a variety of<br />

upside levels.<br />

Here are seven QBs to watch, and<br />

why:<br />

Aaron Rodgers represents the ‘old<br />

goat’ reference, even though he’s seven<br />

years Brady’s junior.<br />

Generally regarded among the top<br />

three QBs in the league, Rodgers is<br />

unhappy in Green Bay and wants a<br />

new home.<br />

So, even though he’s under contract<br />

through 2023, Rodgers and management<br />

came up with a plan: Play this<br />

season with the Packers and then he’ll<br />

be given his freedom to sign elsewhere<br />

next year. Watch for him to wind up in<br />

Denver.<br />

Trevor Lawrence is the youngest,<br />

newest and, the experts say, the best<br />

young QB this year. T<br />

he Clemson grad was the No. 1 pick<br />

in the draft, Jacksonville Jaguars, who<br />

need a lot more than a great quarterback<br />

to fix what ails them.<br />

However, Lawrence will be the focus<br />

of attention around the league, and not<br />

only because of his exceedingly long<br />

hair.<br />

Justin Herbert was last year’s rookie<br />

quarterback breakout star and the Los<br />

Angeles Chargers are hoping his brilliance<br />

continues.<br />

He’s a big man, 6-foot-6 and 237<br />

pounds who threw for 4,300 yards<br />

last year. He could become one of<br />

the greats.<br />

Chicago Bears hope they have<br />

their QB of the future in Justin<br />

Fields, who will start the season<br />

behind veteran Andy Dalton.<br />

It used to be a regular occurrence<br />

for a rookie to spend a year<br />

or two learning the ropes behind<br />

a veteran and it appears that’s<br />

what the Bears have planned for<br />

Fields, late of Ohio State.<br />

Mac Jones was not as heralded a<br />

draft prospect as Lawrence or Fields,<br />

but he was snapped up by the New<br />

England Patriots late in the first round<br />

and, when veteran Cam Newton was<br />

released, is the first-game starter for<br />

Bill Belichick and the Patriots.<br />

New England is looking for its next<br />

Tom Brady and they’re hoping Jones,<br />

the former Alabama QB, is the man for<br />

the job.<br />

Finally, Matthew Stafford goes from<br />

a perennially bad team (the Lions) to a<br />

contender (the Rams) and he might just<br />

light it up in the new surroundings.<br />

And can Joe Burrow, the No. 1 draft<br />

selection one year ago, rebound from<br />

knee surgery to rekindle playoff hopes<br />

in Cincinnati?<br />

Premier delaying his own democratic reform legislation<br />

Independent MLAs Drew Barnes<br />

and Todd Loewen are calling on<br />

Premier Kenney to immediately proclaim<br />

Bill 51, the Citizen Initiative<br />

Act, and Bill 52, Recall Act.<br />

Both bills have been passed by<br />

a majority vote of the Legislative<br />

Assembly, and received Royal Assent<br />

on June 17, <strong>2021</strong>.<br />

“Once again, the Premier is dragging<br />

his feet on enacting his own<br />

government’s legislation,” said<br />

Independent MLA Todd Loewen.<br />

“To be clear, both Citizens Initiative<br />

and Recall were included in the UCP’s<br />

2019 platform, the UCP campaigned on<br />

both of these issues, and both were<br />

approved by the Legislature. There is<br />

no reason why these bills should not<br />

be proclaimed immediately.”<br />

“Both Citizen Initiatives and Recall<br />

are vital to strengthening grassroots<br />

democracy,” said Independent MLA<br />

Drew Barnes. “When these bills were<br />

debated, we argued that they could<br />

easily be strengthened to facilitate<br />

their use. The government argued that<br />

the bills were fine the way they were<br />

written. Yet here we are, almost three<br />

months later, and the Premier continues<br />

to stall on enacting them.”<br />

Bill 51: Citizen Initiative, received<br />

third reading in the Legislature on<br />

June 9th by a final vote of 36-7. With<br />

regard to Citizen Initiatives, the<br />

Premier has personally endorsed this<br />

legislation, stating “This is one of the<br />

most important democratic reforms<br />

since our province was founded in<br />

Time for fairness within this confederation<br />

Advertorial<br />

Since the beginning of this campaign,<br />

it has been shown to me over<br />

and over that Albertans and Western<br />

Canadians are absolutely finished with<br />

government across all levels in this<br />

country, and I don’t blame you one bit.<br />

The message that I pray to have<br />

come across to you all is that of “hope”<br />

and for you all to know that I hear you<br />

and I am with you.<br />

So many citizens of Battle River<br />

Crowfoot are feeling a sharp and rapid<br />

pull-away of our fundamental rights<br />

and freedoms as Canadian citizens,<br />

and my friends, I feel that too.<br />

I have addressed this in every interaction<br />

I have had in the last while that<br />

I absolutely will fight for every word in<br />

the Canadian Charter of Rights and<br />

In the 2019 election, I stepped into the<br />

background of politics to help a<br />

Conservative candidate get elected. I<br />

assisted in his campaign with the exact<br />

mindset that only a Conservative government<br />

could go to Ottawa and “save”<br />

us in the West.<br />

In a very short time I realized that<br />

thought was merely a dream. The fact<br />

of the matter is this: any and all coastto-coast-to-coast<br />

parties in Canada<br />

prop up a broken system that isn’t only<br />

unfair for the West, but is stacked<br />

against the West.<br />

For far too long Central and Eastern<br />

Canada have been loading up their<br />

governmental toolbox to keep Alberta<br />

and Western Canadian voices at bay.<br />

They have deliberately stifled us in<br />

an effort to exploit us for the riches and<br />

wealth we are blessed to have. Simply<br />

put, “just be quiet and send us your<br />

money”.<br />

Well, I have had enough!<br />

As a rural Albertan farm kid, family<br />

man, the previous owner of a land reclamation<br />

company and now a<br />

Real-Estate Agent, I have seen first<br />

hand the constant and steady decline<br />

in Alberta causing the steady increase<br />

of hardships that my fellow Albertans<br />

have had to endure. All while the<br />

Eastern provinces build and build.<br />

I knew that I could no longer sit back<br />

and watch. We continue to send billions<br />

of dollars per year, to the tune of<br />

$50 BILLION dollars, to help prop up<br />

the Central Canadian economies, with<br />

little to nothing coming back.<br />

So, when I learned about the<br />

Maverick Party, who was behind it and<br />

what their goals were, I knew in my<br />

heart that this was exactly the party I<br />

needed to be a part of.<br />

The Maverick Party stands for one<br />

thing and one thing only: “BEST for<br />

the WEST”.<br />

Mavericks are not just running<br />

against the big country-wide parties<br />

like the CPC, Liberals, NDP etcetera,<br />

we are running against a broken<br />

system that does not work for Alberta<br />

nor for the West.<br />

In fact, I would even venture to say<br />

that this current Federal system has<br />

been strategically stacked against us<br />

in the West, and it is time to change it!<br />

Canada as we know it has shown us<br />

here in Alberta and here in the West<br />

that we really don’t matter to them. We<br />

are their pay cheque and that is about<br />

it. Our projects (specifically pipelines)<br />

and way of life are continually met<br />

with interference by our very own<br />

country, and it intentionally harms our<br />

economy and our people. What kind of<br />

trusting, all encompassing, “unified”<br />

relationship is that?<br />

Is it just the Justin Trudeau Liberals<br />

harming us? Unfortunately, no it is not.<br />

We have also been left behind by Erin<br />

O’Toole’s Conservative Party of<br />

Canada.<br />

All you have to do is turn on the evening<br />

news or punch in a quick Google<br />

search to find that every time Erin<br />

O’Toole steps up to a microphone he is<br />

point blank pandering to Quebec and<br />

Ontario and taking our “safe” Western<br />

votes for granted.<br />

In this short campaign time alone,<br />

the Conservatives have dropped or<br />

waived on any platform efforts that<br />

could have provided benefit to us in<br />

Alberta and in the West; all to gain<br />

support and votes in Central and<br />

Eastern Canada.<br />

Members of Parliament belonging to<br />

these big country-wide parties cannot<br />

properly stand up for the West and for<br />

the changes necessary. They must<br />

remain silent and “tow the party line”<br />

to remain in the Party.<br />

Where are the demands to end the<br />

equalization, or the calls to end the<br />

carbon tax? Where are the demands to<br />

put in an Energy East pipeline, or any<br />

pipeline back on the table to make up<br />

the 81 BILLION barrels of Saudi Oil<br />

imported into Canada over the last five<br />

years that have 100 per cent taken our<br />

Western jobs? Where are the demand<br />

calls to help our job loses like there are<br />

for Eastern jobs?<br />

Aren’t these the big talking points<br />

that won Erin O’Toole the CPC<br />

Leadership race? Or did he win that in<br />

Quebec and Ontario too?<br />

This election boils down to this: It is<br />

time for Western Canada to stand up<br />

and make the rest of Canada listen.<br />

Our Maverick Party candidates are<br />

true grassroots Western Canadians<br />

that have nothing but respect and<br />

admiration for the entire history, traditions<br />

and values that make the West<br />

worth so much more money.<br />

This is our home and our future. Not<br />

only us but for our children and grandchildren<br />

and many generations to<br />

come.<br />

We are right now faced with the time<br />

we must rise together and defend. If<br />

not now, when? Will we have another<br />

opportunity?<br />

The time is now for fairness within<br />

this confederation and the Maverick<br />

Party has an iron clad plan to force the<br />

powers that be in Ottawa to listen.<br />

Hello everyone, I am the new NDP<br />

candidate for the Battle River –<br />

Crowfoot riding.<br />

As a mental health professional this<br />

had been an incredibly hard 17 months<br />

for my patients and my peers. This has<br />

shown me that it is time for our community<br />

to have a new voice.<br />

The NDP prioritizes many of the<br />

same values that I do. I believe that a<br />

healthy democracy is maintained by<br />

having alternative viewpoints heard.<br />

This belief is what has brought me to<br />

run as a candidate in our upcoming<br />

federal election.<br />

I am a Registered Psychiatric Nurse<br />

and Mental Health Therapist who<br />

works at St. Mary’s Hospital in<br />

Camrose.<br />

I presently serve as the President of<br />

the College of Registered Nurses of<br />

Alberta (CRPNA). I am also on the<br />

board that writes the National exam<br />

for Psychiatric Nurses as well as the<br />

exam guide.<br />

I am often invited to speak at universities<br />

and schools because I am so<br />

passionate about mental health.<br />

At the hospital I have enjoyed being<br />

involved with Young Medical Minds<br />

for many years and in 2019 our team<br />

won the People of Excellence award.<br />

I was the mayor of New Norway for a<br />

couple of years when the village voted<br />

for dissolution. I think it has been the<br />

right move for our community as small<br />

towns struggle under the weight of service<br />

costs.<br />

I have been on the board for CDSS, a<br />

volunteer fire fighter and have had<br />

many opportunities to volunteer at<br />

school and community events.<br />

My husband and I have lived out in<br />

New Norway for 26 years and have<br />

raised three sons that have been<br />

encouraged to follow their dreams<br />

through hard work and perseverance.<br />

I recognize that I am late to the election<br />

game. This rural riding always<br />

goes Conservative with 75 to 85 per<br />

cent of the popular vote, but this in not<br />

the point.<br />

After another weekend off was cancelled<br />

due to staffing shortages and<br />

having to give up my days off in<br />

exchange for 24 hours of unwanted<br />

overtime, I started to wonder “who is<br />

the NDP candidate for the Battle River<br />

– Crowfoot riding?”<br />

When I realized there wasn’t one, I<br />

sent in my<br />

resume and after<br />

that, well, everything<br />

happened<br />

very quickly.<br />

For myself, I<br />

couldn’t vote<br />

Conservative or<br />

ultra-Conservative,<br />

or Liberal,<br />

and I didn’t want<br />

to spoil my ballot.<br />

I just wanted my<br />

voice to be heard,<br />

and I was<br />

declared the NDP<br />

candidate for<br />

Battle River<br />

- Crowfoot.<br />

I am so grateful<br />

to see that we<br />

have a full slate of<br />

seven candidates<br />

running. I hope<br />

given the state of<br />

current events<br />

and differing<br />

viewpoints on<br />

these issues<br />

people will turn<br />

out in record<br />

numbers to vote<br />

for the candidate<br />

that represents their values.<br />

By running as a candidate<br />

for the NDP I offer those<br />

with a “non-traditional”<br />

viewpoint an option to vote<br />

for, as opposed to spoiling<br />

their ballot or not participating<br />

in an integral part of<br />

democracy.<br />

Because I work as a<br />

mental health therapist and<br />

in acute psychiatry, I often<br />

work with a vulnerable part<br />

of our population. That is<br />

what drew me to the NDP<br />

platform, they recognize<br />

that there is so much work to<br />

be done in accessing mental<br />

health care in Canada.<br />
