Flowood is located in Rankin County, just east of Jackson and, because
of its strategic location, is easily accessible by Interstates 55 and 20 and
convenient to the Jackson International Airport. Lakeland Drive is the
main east-west corridor of the city and is one of the fastest-growing
commercial areas in the state. With industrial, medical, retail, office,
and residential areas, Flowood is ideal for both businesses and families.
Of course, all of this did not happen by accident. The board of aldermen
has been dedicated in working with the mayor’s office to demonstrate
a pro-business/pro-family philosophy. We believe that what is good

The park contains an outside full-court
basketball area, a 1,600 square foot
open-air pavilion with picnic tables,
a state-of-the-art playground area,
a 300-foot baseball/softball field,
and a concession stand with bathroom
amenities.
Crystal Lake
This facility is nestled in a highly
traveled area just off Flowood Drive
and is home to many anglers and
picnic goers. It has two main picnic
areas complete with tables and trash
receptacles, restroom facility, two
handicap fishing piers, and a newly
renovated boat launch. It has seen
activities such as MS Wildlife and
Fisheries Kid’s Fishing Rodeo and
Boy Scout retreats.

A one-mile, paved, distance-marked
walking trail runs from the parking lot
around the lake and into a wooded area
on the rear of the park. The trail weaves
through a mature hardwood forest with
markers for native trees and plant species
where kids can learn about trees, plants
and wildlife. Wooden benches and picnic
spots accent the way. Open-air pavilions
with picnic tables, an amphitheater for
outdoor classes or weddings, and a lake.

The Refuge Hotel
& Conference Center
The once-sleepy town of Flowood is now a bustling, vibrant city
with more growth on the way.
Ground was recently broken on a 200-room hotel and
conference center complex that will include amenities not
found anywhere else in the metro area.
The project is a public/private partnership. It will be
owned by the City of Flowood, and managed by MMC Real
Estate, a New Orleans- based development company focused
on creating innovative solutions for commercial, residential,
hospitality, and mixed use properties.
There will be a destination hotel with a host of amenities
that will allow metro-area residents, along with travelers from
around the state and across the country, to enjoy. The hotel
will include a full menu of amenities including a resort-style
pool, 15-acre lake, walking paths, spa, and culinary school.
There will also be a lazy river, zip-line and a kid zone. An
event lawn will be located by the lake for outdoor events.
The $60 million complex will be called The Refuge
Hotel and Conference Center and will be the only four-star
state-of-the-art Sheraton in the area. The location, on Airport
Road, is ideal for travelers as well as local residents – only five
minutes from the Jackson- Medgar Wiley Evers International
Airport and fifteen minutes from downtown Jackson.
The development will be adjacent to The Refuge golf
course, built in the late 1990s on 200 acres on Airport Road.
The property features tee complexes and greens with fairways
that wind their way around pristine wetlands, hundred-yearold
oaks, and stands of towering pine trees. The course also
features a 15-acre AquaRange lake and an indoor teaching
facility. It has been named “the best purely public golf course
in Mississippi” by Chicago Golfer, and “the best affordable
public course in Mississippi” by Mississippi Sports Magazine.

In anticipation of the hotel and conference center
opening, The Refuge will undergo a $2 million upgrade.
The course will be shut down for a year to 18 months
while the upgrade construction is underway.
In addition to the hotel, the conference center will
occupy approximately 54,000 square feet and will be
available for conferences, meetings, receptions, and a
myriad of other events. “We have already had multiple
inquiries about booking events and conferences,” says
Gary Rhoads, Mayor of Flowood. The projected open
date is mid-2020.
Funding for the hotel and conference center
project has been committed by the City of Flowood,
Rankin County Board of Supervisors and Rankin First
Economic Development. The Mississippi Development
Authority approved the project for the Mississippi
Tourism Sales Tax Program to offer incentives to
development of the area near the Jackson airport.
“There’s no doubt that this is being seen as a
project that will have a tremendous economic impact
on Flowood, all of Rankin County, and the Jackson
metro area,” says Rhoads.
Rhoads says the project will impact the economic
growth of Flowood through ad valorem taxes, sales
taxes, and job placement. “To have all the unique
amenities that will only be found at this destination will
be a huge boon for Flowood,” says Rhoads. “It will
provide tourism and recreational opportunities.”
COURSE IMPROVEMENTS
• New 8th and 18th holes so that front and back 9 return to clubhouse.
• All new green surfaces, sprigged with TifEagle ultradwarf Bermuda.
• All new and renovated bunkers with sodded faces and semi-flat floors.
• Removal of invasive trees to widen fairways and green surrounds.
• Elimination of lakes on existing 6th and 18th fairways to improve playability.
• Players will be able to hit driver on EVERY par-4 and par-5 after renovation.
• Installation of Longleaf Tee System to create nine “courses” with five sets of tees,
ranging from +/- 4,045 yards from fwd tees to 7,045+ yards from back tees.
• New and expanded trees throughout with sand caps for better playability.
• Improved drainage throughout the course to speed recovery of rainwater.
• New and more efficient irrigation at greens and new fairways.
• New wider concrete cart paths with curbs throughout the course.
• New 6,800 square foot putting green and expanded driving range tee.

Nathan Crace,
ASGCA
Born in Louisville, Kentucky, and raised
in Indiana, Nathan knew at a young age he
wanted to design golf courses for a living. At
the tender age of 11, he designed and built a
three-hole par-3 golf course on his parents’
land where, with the assistance of Jack
Nicklaus’s Golf My Way book, he taught
himself how to play the game. After four
years of varsity golf in high school, Nathan
attended Mississippi State University where
he earned a degree from the PGA of America’s
prestigious Professional Golf Management
(PGM) program as well as a B.A. in Business
Administration with a major in marketing.
Nathan has been designing new courses
and renovating existing courses for more than
two decades and has garnered a number of
awards for his work, including Golf Digest’s
“Best New Affordable Public Course in
America” for Copper Mill Golf Club north of
Baton Rouge, Golf, Inc. Magazine’s #3 Best
Public Renovation in America for his renovation
of Ole Miss Golf Club in Oxford, Mississippi,
and a 2016 Design Excellence Award as voted
on by his fellow ASGCA members for his design
of the University of Southern Mississippi’s
practice facility at Hattiesburg CC. His clients
cover a wide spectrum from municipalities,
state agencies, and private clubs to PGA Tour
stops, university courses, and the U.S. Air Force.
Crace’s new course design will assure
that The Refuge will remain one of Central
Mississippi’s premier golf destinations. He uses
his experience in golf course management and
design to continually exceed the expectations
of his clients who are seeking to maximize the
potential of their project and their budget.
Nathan and his wife have three children
and live north of the Mississippi Gulf Coast in
beautiful south Mississippi, where Nathan is
able to serve clients throughout the southeast
and beyond.

As a matter of fact, Lafayette, Louisianabased
Southern Lifestyle Development
is the company that is making the
dream come true.
“We are not selling a neighborhood,”
states Blair Green, director of marketing
for Southern Lifestyle Development.
“We are truly selling a lifestyle.”
Green says the Waterton development
will be built around a pedestrian
lifestyle, with lots of events to bring
people out of their homes. “We’ve seen
this concept work over and over again,”
she says. The company has been in
operation for twenty years, and has
developed close to 40 such developments
across the country. “Right here in
Lafayette we have seen continued
growth at River Ranch. It usually takes
about ten years before seeing the kind
of growth where a neighborhood takes
on a life of its own. Another development
here is Sugar Mill Pond. People go into
Lafayette for work, then return to their
haven which has become a hub of
activity.”
According to Green, Waterton will
have 230 acres of total build with 560

single-family homes. There will be
800,000 square feet of commercial space.
“We are casting a wide net when it
comes to retailers for the development.
We are looking at a specialty grocery
chain as well as smaller retailers such as
boutiques and coffee shops.”
One of the most exciting features of
the development will be the two wharfstyle
restaurants over the water on the
20-acre lake. “We are looking at two
diverse concepts,” Green says. “One will
be a white-tablecloth restaurant while
the other will be more casual. We want
to create a unique atmosphere at each
restaurant to appeal to as many people
as possible.”
The anchor of the development will
be a town square where events will be
held. Community Bank will build its
new headquarters in the town center.
The bank sold 240 acres to Southern
Lifestyle. “We are proud to be a part of
Rankin County, having been a member
of this community for over twenty
years,” says Charles W. Nicholson, Jr.,
president and CEO of Community
Bank. “We are honored to continue
to be the only bank headquartered
in Rankin County. In addition to the
full-service banking services, our
customers at the headquarters facility
will also provide tenant spaces within
the larger mixed-use ‘live, work and
play community’ being developed
at Waterton.”

The development will be a sort of citywithin-a-city,
situated at the intersection
of East Metro Parkway and Lakeland
Drive in Flowood.
“We are so excited to have Waterton
being developed with over 230 acres of
commercial and residential construction
in the middle of the City of Flowood,”
said Flowood Mayor Gary Rhoads.
“A development of this magnitude
will bring a tremendous amount of positive
energy and growth to our city, county,
and state. A special thanks to Community

Flowood, along with Southern Lifestyle
Development to see a vision, develop a
plan, and strive to enhance the quality
of life for decades to come. The City of
Flowood has been blessed with numerous
ventures, both commercial and residential,
but this one will have the town-center
styled atmosphere, which is needed.”
Groundbreaking for the development
will take place in May, with work
commencing on the 50-acre first phase
in the summer. Completion of phase one
will take about a year, and will include
the first 150 homes as well as some
commercial structures. Homes will range
from cottage-sized to estate homes.
