ECA Review
Kneehill County council granted
requests to boost water output for two
residents. The decisions were made at
the Sept. 28 regular meeting of council.
John McKiernan, manager of environmental
services, presented both
requests.
The first came from the Churchill
district and the applicant name had
been removed from the engineering
report.
“A resident has requested an
increase to water volume by engaging
in a water model to see if the increase
in volume is feasible,” stated
McKiernan’s first report.
“WSP was used as the engineering
firm to run the water model and concluded
that the current service is able
to be increased to 8 igpm with minimal
effect on the system.”
McKiernan referred to engineering
firm WSP’s report on water flow modelling.
“As per your submitted request
we completed a water model for the
service connection at NW 15-28-20-
W4M,” stated the report signed
byTarek Saman.
“Based on a maximum flow of 1700 l/
day, the model indicates the ability to
meet a flow of 8.0 Igpm at 81 psi.
“The service can be installed with
minimal effect on the system. Our
model is set up that all service connections
installed whether tied in or not
will pull maximum daily demand
during the assessment of a proposed
additional service.”
McKiernan added that Kneehill
County has a policy in place for
requests such as this and includes the
stipulation the applicant must pay a
fee of $10,000 per riser which is
described in the master rates bylaw as
“Approved Increase For Rural Water
Volume.”
Coun. Debbie Penner asked if this
was an existing service, to which
McKiernan answered “Yes.”
Penner asked if this request is
granted, can more residents in that
area request the same increase?
McKiernan answered there aren’t
that many residents in that area and
their requests would also have to be
put through a water model.
Councillors unanimously approved
the Churchill water system increase
request.
Selkirk request
Councillors also read about a
request from a resident in the Selkirk
water system.
“A ratepayer has requested an
increase to water volume by engaging
in a water model to see if the increase
in volume is feasible,” stated
McKiernan’s second report.
“WSP was used as the engineering
firm to run the water model and concluded
that the current service is able
to be increased to 8 igpm with minimal
effect on the system.”
It was stated during the discussion
this application came from Sunterra
Farms Greenhouse.
McKiernan noted this applicant
would also be required to pay the
aforementioned fee.
Three Hills Golden Age
Councillors unanimously approved
the request.
ALIX COUNCIL
Resident suggests village look into stock lake with fish
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
A resident of the Village of Alix suggested
the municipality look into
stocking the similarly named nearby
body of water with fish.
The resident’s proposal for Alix
Lake was presented to village council
at their regular meeting Oct. 5.
Mayor Rob Fehr presented Alix resident
Tyson Beebe’s letter during the
correspondence section of the agenda.
Beebe and Fehr has discussed the idea
of stocking Alix Lake with fish.
“Being an election year, I had a question
for you,” stated Beebe’s initial
email dated Sept. 14. “As a youngster
growing up five minutes to the east of
town I recall Alix Lake having excellent
rainbow trout fishing
opportunities, currently the fishing
regulations are saying that there is
northern pike in there which as I’m
sure you are aware there isn’t.
“I believe the lake is completely dead
of fish, to my knowledge, anyways.
“I’m sure this question has come up
before, but why can’t we make the lake
back into a fishing lake, whether it be
trout or pike (preferably trout).
Even if the town had to sink some
money into infrastructure such as aeration
and fish stocking, I believe that
year-round the town would benefit
from this (financially with) food,
tackle, gas etc.”
Fehr responded by agreeing it’s a
great idea, but financial cost and safety
risk factors have to be taken into
account.
“Being an avid fisherman myself, I

understand where you’re coming
from,” stated Fehr in his response. “I
asked questions as well about the history
of the lake and learned the
following:
“Fish and Game stocked it every
spring with rainbow trout. Due to its
depth, winter kill would cause these
species to last until mid to late
December which at that point, they
were netted.
“Aeration was utilized off and on for
a number of years with no change. At
one point whitefish and pike were
introduced from Parlby Creek with
poor results.
“Open ice was caused in some areas
due to aeration being utilized.
Apparently this concerned a number
of citizens and user groups, as they
were concerned about personal safety
on the lake in the wintertime.
“In speaking to Fish and Game in
2011 they indicated to me they have no
plans restocking the lake,” stated
Mayor Fehr.
“On top of that the biologist I spoke
to a year or so later suggested it likely
wouldn’t be feasible either.
“While I would love to see fish in
that lake it would be a rather expensive
endeavour if Fish and Game isn’t on
board,” added the mayor.
Beebe responded thusly:
“I, as well as my fellow neighbours
would love to see fish put in there. I
hope you will push for this opportunity
and take serious consideration into
seeing what can be accomplished.”
Councillors discussed the idea.
It was mentioned some aeration
infrastructure at other lakes
requires substantial labour to keep it
PAINTEARTH COUNCIL
Paintearth, Castor,
Coronation strike
agreement for recreation
Terri Huxley
ECA Review
At County of Paintearth’s latest
council meeting on Tues. Oct. 5,
leaders from Castor and Coronation
were present to sign an agreement
focused on recreation to share the
costs of operating the recreational
facilities and providing the recreational
programs and services
provided.
Two agreements were signed following
a motion made by county
councillors to enter them – one for
Castor and one for Coronation.
One outlining portion of the agreement
states that if there is any year
that the operating costs of the recreational
facilities exceed revenues
received, the town and county agree to
fund that operating deficit.
“We covered a lot of ground,” stated
Castor Mayor Richard Elhard. “It’s in
our best interest to be as efficient as we
can in the interest of all parties
including the county.”
“The way the agreement is structured
now - it steps away from a
specific dollar amount for operational
costs,” explained Chief Administrative
Officer (CAO) Michael Simpson. “The
potential support is handcuffed to
their [Castor and Coronation] own
means to deliver.
He noted that the county and
towns are funding the potential as
they will now split the cost 50/50 as
both parties have roughly the same
number of users.
Elhard added that the conversations
that have led to these agreements give
county council an idea of how large of
a deficit the towns can run when it
comes to recreational facilities.
The agreements take effect January
1, 2022.
Castor Bus Society appointment
Administration posed the question
of whether to have a councillor sit on
the recently formed Castor and
Community Bus Society board.
Council, after discussion, felt the
best option is to have someone be
appointed as a representative to not
only help in decision making at this
level but also bring word back to the
county if there are any questions or
requests for support.
Coun. Diane Elliott shared that the
similar Coronation board meets once
every three months as they are fortunate
to have an excellent coordinator.
She added that in the case of Castor, it
would be valuable to have a
representative.
CAO Simpson added that the Castor
Bus Society has formed as a means to
up fundraising including the ability to
host a casino or other endeavours in
light of increased insurance costs.
Coronation’s bus board has a deal
with the town where insurance is run
through the town for cheaper rates and
the town also donates $5,000 annually
to support its function.
YOUNGSTOWN COUNCIL
Mayor to be recognized
with AUMA award
Terri Huxley
ECA Review
Youngstown’s mayor, Robert Blagen,
was notified of winning a prestigious
provincial award presented by
Alberta’s Urban Municipalities
Association (AUMA) at
Youngstown’s latest council
meeting held on Tues. Oct.
5.
At the upcoming fall convention
to be held in
Edmonton, Blagen will be
handed the award after
serving 40+ years as a
council member.
The award is given to
those who have served as a Blagen
municipal leader for 20
years or more.
Main street upgrade study
Jennifer Koppe of Studio 818 has
been working closely with the Village
of Youngstown to establish a vision
and future development of Main
Street.
In particular, the green space beside
the Small World Cafe, the Community
Hall and park beside the village office
in an effort to spruce up the area to be
more inviting for visitors.
Residents were polled on which
types of styles would work best which
Koppe estimated to have contacted and
“It’s just not feasible,” said Fehr.
Councillors accepted the letter as
information.
gotten word from at least two-thirds of
the community.
“It wasn’t from a lack of effort,”
acknowledged Chief Administrative
Officer (CAO) Emma Garlock.
Results were telling as many people
preferred treed streetscapes with
ample lighting, benches, etc. as
well as unique illustrations
such as historic mural paintings
on the community hall to
show the community’s rich
heritage.
With results now in place,
Studio 818 will provide smaller
manageable projects as the village’s
capital plan allows, as
well as an umbrella timeline
for implementation within the
next couple of months.
Senate election
CAO Garlock shared with council
about the village’s plan for the
upcoming senate election and referendum
on Mon. Oct. 18.
Three people including Garlock will
be working for 12 hours at the community
hall to facilitate and answer any
questions.
She estimated the total amount for
rent, ads and supplies to be between
$500 and $750.
Council passed a motion to pay $30
per hour or $360 for each individual
facilitator.

BASHAW COUNCIL
Council waives penalties on late taxes
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Bashaw town council waived almost
$800 in penalties for a property owner
who missed the July 31 tax deadline.
The decision was made at the Oct. 7
regular meeting of council.
Town Chief Administrative Officer
(CAO) Theresa Fuller stated the property
owner, who was not named at the
meeting, sent a letter asking council to
forgive the $782.89 in penalties by
noting he had just purchased the business
in question.
“...we took...over July long weekend,
2021,” stated the property owner’s
letter to council. “During this month
we were trying to get our new business
organized including paying new bills
and setting up new accounts.
concerns about intersection
ECA Review
The Village of Alix
will send a letter of concern
to the provincial
government requesting
a review of a nearby
intersection’s safety
after a resident voiced
concern about it.
The decision was
made after the resident
appeared at the Oct. 5
regular council meeting.
Alix resident Chelsea
Giesbrecht spoke to
council about her concerns
over the provincial
intersection on the east
side of Alix which
includes the east-west
primary Hwy. 12 and
north-south Sec. Hwy.
601.
Secondary highways
usually have a stop sign
and must yield the rightof-way
to primary
highways, which is the
case here.
Giesbrecht’s original
letter to Lacombe-
Ponoka MLA Ron Orr
and Alberta
Transportation, which
she provided to councillors,
read: “...I am
writing this in hopes to
start the process of
having a review done on
getting a highway speed
limit decrease and attention
signage such as
‘important intersection
ahead’ posted, in concerns
with Sec. Hwy. 601
and Hwy. 12.
“Over the course of
the 15 years that I have
lived in the Village of
Alix the intersection of
Hwy. 12 and 601 has been
an intersection of many
serious car accidents,
some resulting in
fatalities.
“On average our Alix
Fire and Medical
Department attends to
three plus accidents at
that intersection per
year. This is substantially
high and very
concerning.
“I have spoken with
our fire chief and many
times these accidents are
caused by people not
seeing the stop signs
while driving on the 601
highway and blowing
through the intersection,
which then has
those accounts.
“My wife went to the town office...
mid-July to figure out our new property
taxes and utilities within the
town.
“To my understanding, the town
needed a land title in our name to proceed
with putting it all forward.
“Now, fast-forwarding past July 31
we received a letter in the mail saying
that we hand’t paid our property taxes
for the meat shop in 2021 and that a 12
per cent or $782.89 penalty was added
to our notice,” stated the property
owner.
Fuller noted in her report the property
owner came in before the tax
deadline to talk about utilities for tax
roll 000708 but didn’t pay the tax bill.
“Administration acknowledges the
owner came into the office prior to the
payment deadline of July 31,” stated
Fuller.
ALIX COUNCIL
those driving...east or west colliding
“In April of this year I had
written a letter to our MLA in
hopes to start the process of
having the intersection of Hwy.
#12 and Sec. Hwy. #601 reviewed
for a speed decrease and ‘important
intersection ahead’ signage
placed,” stated Giesbrecht in a
letter to council.
Mayor Rob Fehr stated the
number of actual collisions
doesn’t include the substantial
number of close calls that also
occur in that intersection.
Coun. Tim Besuijen stated he
doesn’t understand how traffic
coming off Sec. Hwy. #601
misses stop signs, but does
“They came in requesting to change
the utility account into their name.
They were informed the utilities are
changed once the title transfer has
been received.
“The business owner requested to
pay their taxes and then realized they
did not have their cheque book with
them. They indicated plans to return
with their cheque book and provide
payment,” noted the CAO, who added
that the property owner never
returned.
Once the deadline was missed and
the penalty applied, the property
owner contacted town staff and
requested the penalty be removed.
Fuller told them town staff don’t have
the authority to waive penalties and
only town council can do that.
The property owner’s letter noted
they had paid the entire tax bill of
Fugitive arrested near Byemoor
Submitted
Vigilant residents of Stettler
County near Byemoor alerted Stettler
RCMP on Thurs. Oct. 7 of suspicious
persons on Sec. Hwy. 589.
Responding investigators located a
B.C. female, 25-year-old Andreaha
Dorigo near a late model GMC Sierra
pick-up that was determined to be
stolen.
Further investigation led to
locating and arresting the second
individual, a male, Christopher
Bouchard, (38) of no fixed address.
Stettler investigators were supported
by a Fish & Wildlife Officer
RCMP
and a member of the Central Alberta
District Crime Reduction Team (CAD
CRU).
The investigation revealed that
Bouchard was wanted on arrest warrants
out of multiple jurisdictions and
the truck had recently been stolen out
of B.C.
The pair are facing numerous property
and weapons related charges and
have been ordered held in custody
after a Judicial interim release was
conducted.
The Stettler RCMP members were
successful in this investigation as a
result of the cooperation of the
Stettler County residents who
reported the suspicious activity.
This allowed the police to respond
quickly and engage enforcement partners
from Fish & Wildlife and CAD
CRU to assist in the apprehension and
processing of the recovered weapons
and stolen property.
“This kind of success is realized
when the public and the police work
together in combatting crime,” said
Staff Sgt. Bruce Holliday –
Detachment Commander for Stettler
Detachment.
understand the intersection has
a lot of collisions. “It is bad,”
said Besuijen.
Giesbrecht suggested the
speed limit coming out of Alix
not be increased to 100 km/hr
until after passing through the
intersection in question, and
that incoming westbound traffic
have a lower 70 km/hr speed
limit before entering the same
intersection.
Councillors unanimously
agreed through resolution to
instruct Chief Administrative
Officer (CAO) Michelle White to
write letters of support for
Giesbrecht’s request to both
MLA Orr and Alberta
Transportation.
The Village of Alix is concerned about this intersection
on the east side of town. ECA Review/Google Maps
$800 in penalties waived.
“I would like to maintain a strong
relationship within the community
while we change over to our new business
and hopefully solve this issue the
correct way,” stated the property
owner.
Coun. Rosella Peterman stated normally
she wouldn’t consider waiving
property tax penalties but she recognized
this situation involved brand
new business owners who may have
made an honest mistake.
Coun. Rob McDonald agreed, adding
that it didn’t appear the property
owner was lax but rather the situation
was caused by an oversight.
Both Mayor Penny Shantz and Coun.
Darren Pearson both said they were
fine with waiving the penalties.
Councillors unanimously passed a
resolution forgiving the tax penalties
mentioned above for tax roll 000708.
Flagstaff Regional
Services Society
(FRESS) to be formed.”
In July of 2021,
Forestburg previously
agreed to extend the
agreements until
October 2021.
The County has asked
for an extension to the
agreements until Dec. 31,
2021.
Council agreed to
approve the extension of
the Regional Fire Chief’s
Agreement and Fire
Services Agreement as
per Flagstaff County’s
request for a period of
three months until Dec.
31, 2021 and that the
agreement be terminated
immediately and without
the requirement of
written notice at the time
that the Flagstaff
Regional Emergency
Services Society absorbs
the associated contracted
services.
Utility rates adjusted
As part of the annual
budgeting process,
administration reviewed
the costs related to water,
sewer, garbage and fire
services and brought forward
Bylaw 8:2021 Utility
Rates Bylaw in an effort
to ensure that utility
expenses are fully costrecovered
within utility
rates.
Administration recommended
a three per
cent increase to the
water and sewer basic
charges and the usage
rates but keep the garbage
fee at $31.10/month
and the fire services
remain at
$12.05/month
which council
found favourable.
Chief
Administrative
Officer (CAO)
Dwight Dibben
added that customers
will see
an approximate
increase of $1.05
per month to
customers.
Administration
also took a look at
the gas utility
operations and
rates for the
municipalityowned
natural
gas system.
They recommended
a three
per cent increase
in the monthly
infrastructure fee
and the monthly
consumption fee,
equating to an increase
of $1.20 per month for
customers.
Administration also
recommended the Gas
Capital Reserve fee
remain at .20/Gj.
Council passed a
motion to accept administration’s
recommendation.
Policy and
Procedures Review
Administration has
been continuing its
scheduled reviews of
existing policies and procedures
concerning
Village of Forestburg
operations.
The recommended
changes to the
Remuneration Policy
and Annual Payments to
the Mayor, Deputy
Mayor and Council will
increase the annual
budget by an amount of
$2,070 per year.
The annual costs of
recommended changes
to expense rates and the
inclusion of Preparatory
Time as an eligible
expense cannot be precisely
calculated in
advance as the number
of meetings, conventions,
seminars and training
sessions for 2022 have not
yet been discussed or
determined.
A forecast following
the Organizational
Meeting in October will
be calculated for council’s
deliberations as a
part of the 2022 Budget
Review Process.
Council accepted
administration recommendations
aside from
one small portion in that
they wished to keep the
Question and Answer
period which allows residents
the opportunity to
engage in conversation
with council if they
attend council meetings.
Parkland Library
budget
Administration
received Parkland
Regional Library’s 2022
budget. No changes were
made so council passed a
motion to accept the
budget, accepting a per
capita requisition of $8.55
in 2022 totalling
$7,481.25.
Electric Franchise Fee
Forestburg council
had the choice to up the
2022 ATCO Electric
annual franchise fee for
the community from 11
per cent to 11.33 per cent
to account for inflation.
After discussion,
council agreed to keep
the franchise fee at 11 per
cent, acknowledging that
they increased the fee
last year.
All revenues received
from Franchise Fees are
directed to General
Revenue and will assist
in offsetting the potential
tax rate increases necessary
when Council
contemplates the draft
2022.
Administration anticipates
$114,310 in revenue.
Scholarships
supported
Administration was
notified that the annual
STETTLER TOWN COUNCIL
Council approves request to split mobile home lot
ECA Review
Town of Stettler council
approved a property owner’s
request to split and merge a
mobile home lot with two
nearby ones. T
he decision was made at the
Oct. 5 regular meeting of
council.
Councillors
read a request for
subdivision and
consolidation
written by Leann
Graham, director
of planning and
development, and
presented by Greg
Switenky, chief
administrative
officer (CAO).
The request was
filed by 123911
Alberta Ltd. for
Lot 3, 4 and 5,
block 1, plan
1321364 which was
also described in
the report as 4905,
4907 and 4909 – 43
Street in Stettler.
“The applicant
is proposing to
subdivide lot 4,
block 1, plan
1321364 to create
two separate parcels
and
subsequently consolidate
the north
half of the newly
subdivided parcel
(Lot 4) with lot 5,
block 1, plan
1321364 and the
south half of (Lot
4) with lot 3, block
1, plan 1321364,”
stated Graham’s
report.
“The proposed
subdivision is to
accommodate for
two larger residential mobile
home lots.
“While the applicant has
applied for a subdivision and
consolidation of the parcels at
4905, 4907 and 4909 43rd Street
the applicant has also applied
for a development permit at 4905
43rd Street (one of the proposed
newly subdivided parcels) for a
2012 mobile home which
received Municipal Planning
Commission (MPC) approval on
Sept. 9, 2021.”
Switenky stated it appears the
owner of the middle lot wants to
split it in two and combine it
with the north and south lots.
Graham noted town staff
assessed the proposal against
the Municipal Government Act,
subdivision and development
regulations, Intermunicipal
Development Plan, Municipal
Town of Stettler council approved a property owner’s request to split and merge a mobile
Lazy governance
Brenda Schimke
ECA Review
We’re going to have a chance to exercise
direct democracy on October 18,
but it will be a very unsatisfying exercise.
For our First Nations there will
be no polls on reserves, and in electoral
districts like the County of
Paintearth, where all municipal and
school board positions are acclaimed,
there’s only one poll in Castor.
Two of the three referendum questions
are federal jurisdiction. Given
how Albertans react every time the
feds touch their toes into provincial
jurisdiction, it’s hard to understand
what the point of
adding senate
elections and an
“
equalization
question to the
ballet. Especially
at a time we’ve
needed the
Armed Forces,
Red Cross and
other provinces
to save us from a
Premier unable
to understand a
pandemic.
Of the 13
Senate candidates
running,
there are perhaps
two
independents,
with decades of public service, who
may be considered by the Prime
Minister. But be assured, putting your
vote towards any of the six candidates
sponsored by the UPC or PCC is a complete
waste.
One of few wise decisions Prime
Minister Trudeau made in Office was
to kick out all Liberal Senators from
his Caucus and make them
Independents. Subsequently, every
new Senator appointed has been an
Independent.
Without a major constitutional
change, which is all but impossible, the
Liberal government determined if all
Senators sat as independents they
could better perform their role to represent
regions of the country, not a
political boss in the House of
Commons.
On occasion, it has certainly made
the Prime Minister’s job much more
complicated, with many more delays
and amendments to proposed legislation,
but good democracy is messy. The
more voices, the better the legislation.
Unfortunately, the Conservative Party
still prefers political operatives in the
Senate rather than independent individuals
providing a ‘sober second
thought’.
The equalization question is just
cheap political theatre based on lies by
an unengaged Premier who doesn’t
want to, or isn’t capable of, negotiating
improvements to the design and operation
of the program. A vote to remove
equalization from the Constitution is a
vote to tear out the heart and soul of
Canada.
Our Canadian identity is fairness.
Equalization payments, using federal
tax dollars, ensures that all provinces,
even those with a below-average ability
to raise revenue, can offer an acceptable
level of education, health care and
social services.
Kenney’s argument that Alberta
over the last 60 years has given to
Ottawa $600-billion more than it’s
received back is nothing more than
‘the big lie’. High-income regions, like
Alberta, do not transfer funds to lowerincome
ones. Nor do taxpayers in
Alberta pay a higher percentage of federal
taxes than
any other
province.
Scientists are strongly When you’re the
richest province
recommending we go to in Canada, yes
even today, and
year-round standard time. our salaries are
the highest, of
Otherwise, kids will be
course, many
Albertans pay
higher amounts of
severely impacted—
federal and provincial
taxes. As
unless school start times
do all top earners
in other provinces.
Size of
are pushed back to
population also
9:30 or 10 o’clock.
matters. In aggregate,
individual
Ontarians contribute
more to federal coffers than do
individual Albertans.
Rather than anger, we should be
thankful that we’ve been blessed with
so many natural resources. It’s like
being jealous of someone on welfare!
Lastly, we have a question to accept
full-time daylight-savings time (DST).
Experts say It’s going to play havoc
with our internal Circadian clock
which operates sleep and wakefulness
based on the sun.
Scientists are strongly recommending
we go to year-round standard
time. Otherwise, kids will be severely
impacted—unless school start times
are pushed back to 9:30 or 10 o’clock.
Getting kids to bed in the summer
with DST will seem a piece-of-cake
compared to getting kids up in the
winter under DST hours.
Referendums are simply lazy governance,
and too often have huge
unintended consequences.
NANA’S BLOG
That first word
by Lois Perepelitz
Last week I got the strange urge to
organize my writing room. This happens
every few years.
When I was moving a pile of books
from one place to another I found the
beautiful leather covered journals that
my sister had given me. She had
wanted me to write my life stories in
them.
When I learned that they were not
teaching cursive writing
anymore I thought writing
in the journals would be a
waste of time since future
generations would not be
able to read them.
Holding those books and
looking at all those blank
pages made me realize that
writing in a journal is
something you do for yourself
not future generations. Perepelitz
I decided to write my stories
in them even if it was
just to give myself the joy of remembering
them.
I got myself settled in my chair and
opened a book. The sight of that blank
page made my mind go blank. This
happens to me a lot.
When it happens I usually get a
bunch of random meaningless
thoughts rolling through my mind.
Here are some of the thoughts that
rolled through my mind that day.
I have to remember to tell my grandchildren
to tell their children and
grandchildren to learn how to read
sorry for me every winter.
Some people can do whatever they
want and when they get caught doing
something wrong all they have to do is
say “I’m sorry, I made a mistake.” and
all is forgiven. It must be nice
to be that special. Most people
have to pay the consequences
for their ‘mistakes.’
Why did they have to go and
coat chicken breasts with a soy
protein? It is already a high
protein food so why spoil the
taste? I wish scientists would
leave my food alone.
Who invented knitting?
What kind of genius had the
brains and patience to design a
pattern? I barely have the
patience to follow a pattern.
Why do some cats just sit in the yard
and torture the barking dog behind the
window? Maybe they were bullies in a
past life.
After those and a few more random
thoughts went through my mind I
looked at that blank page again. I
picked up my pen and wrote,’ My sister
gave me this book...”
Writing can be very much like life,
for every journey you take you must
take that first step; for every story you
write you must write that first word.
Headed down the garden path
Dear Editor,
A couple weeks ago there was a
meeting in Calgary of some of
Alberta’s MLAs to discuss the future
of Alberta’s premier. A writer for the
Calgary Sun summed up the MLA’s
this way, “They walked in the front
door and slithered out the side door
without speaking to reporters.”
MAIL BAG
I’ve heard Alberta’s MLAs described
as ‘Kenny’s Kids’ and they proved to
Albertans that’s what they are.
Not enough courage to even speak to
reporters. I guess they forgot their
responsibility is to the people who
elected them, the people of Alberta.
They let Albertans down. Families
in Alberta have lost loved ones while
our Premier hides in a corner, and
health care is in shambles.
On another subject, I read in the
Western Producer there is an international
campaign to remove all animal
products from the marketplace, even
chickens. It leaves me wondering
where Canadians and the world population
will say ‘enough is enough’.
ECA REVIEW HANNA/CORONATION/STETTLER, AB OCTOBER 14'21 7
Protect the air you breathe
Cont’d from Pg 6
I’ve never baked a cake without an
egg! These so called plant-based products
are nothing but lots of chemicals,
have no natural nutrition for
mankind.
I was horrified when the television
showed a “maggot” being put in the
hamburger bun, covered with sauce!
Maggots were put on earth to eat rotting
and decaying flesh and that’s what
you want your children to eat!
Now, let’s talk climate. The climate
has been changing as long as history
has recorded. When Palliser came
through southern Alberta in the late
1800’s, he recorded the area was so hot
and dry it was uninhabitable. No available
fuels being used back then.
One of the oldest history books
known to mankind, the Bible tells of
Joseph knowing in a dream, a famine
was coming to Egypt and instructed a
portion of grain to be put in store
houses to prevent a famine in the
country in the coming years. No fossil
fuels!
In the Dirty
Thirties, the fields
were planted and
harvested with
horses, the main
transportation
was horse and
buggy or democrats.
No fossil
fuels! The drought
was widespread.
Our federal government
have
convinced people
there is no need to
think for yourself. People are being
led down the garden path like sheep to
the slaughter pen.
Money will not change the weather.
Yes, you have less money to pay your
bills, the government has more to
waste. Best they realize the Good Lord
has control, not the government.
There is nothing new about climate
change. Pull the planes out of the sky,
keep your feet on the ground and protect
the air you breathe.
With luck your harvest is complete.
The grain bins are far from full and
I’m told barley is $9 a bushel so I guess
beer drinkers are in for a shock.
The cow herds are going to market
in untold numbers, steak will only be
what you dream of next year.
The Canadians food supply is
shrinking so don’t be shocked when
you enter the grocery story.
Have a thoughtful and courages day
and think for yourself. Don’t be led
down the garden path.
Three Hills RCMP officers recognized for their contributions with reducing rural crime. Three Hills RCMP
Detachment Commander Sergeant Jamie Day provided both officers Constable Matt Nyman and Constable
Pouria Samimi with the Detachment Commander’s Certificate of Appreciation. “My words can never be enough
to praise your actions; the work and talent you bring to the table always exceed my expectations. The dedication
standards you have set for yourself. Your commitment is greatly appreciated.” ECA Review/Three Hills RCMP
Advertorial
From the Campaign Trail . . .
Time to Vote.
Thank you to everyone for your support
and encouragement.
Time to address the question I have
been asked the most.
Setbacks for farm buildings, homes,
dugouts and grain storage.
In May of 2021 our county councillors
voted to re-define and establish
new setbacks for farm support
structures.
Our county councillors have since
authorized enforcement and legal
action supporting these setbacks,
regardless of when structures were
built, if no development permit has
been issued.
So yes, your dugouts, grain storage,
sheds and possibly homes, that are
deemed to be in violation of setbacks
are subject to enforcement and legal
action from our county. It has begun.
These are your elected officials.
This is your county, your home, your
future. Demand better. Protect and
support young families and decades of
development. Fix the bylaw.
My commitment to you if chosen to
be your County Councillor:
• I will support ratepayers over
lawyers.
• I will vote against destruction of
your yards and livelihoods.
• I will seek solutions through consultation,
not courts.
• I will work to establish greater
water security for all residents and
our primary industry, agriculture.
• I will continue the fight for a better
future in our County through
responsible development, fiscal
restraint, low taxes, improved infrastructure
and protection of our
unique landscapes and
environment.
• I will listen to and support you, our
county residents and communities.
• I will ask the difficult questions. I
will tell you the answers. You have
a right to know.
Thank you. Let’s vote.
Be safe and stay healthy.
Revisions made to procedural bylaw
Cont’d from Pg 2
County council passed a
motion to create the position
and will have the person to join
decided upon at the organizational
meeting coming up.
Councillor appointments
A few revisions and deletions
were made to the procedural
bylaw which council passed
motions individually for each
administrative request.
The first was to remove some
committees as
they have disbanded
or the
county is no
longer interested
in supporting
these groups.
This includes
the Assessment
Negotiating
Committee which
is now undertaken
by
Municipal
Affairs, Canadian
Badlands
Tourism
Association (disbanded),
Red
Deer River
Municipal Users
Group (last payment
was on
2020-01-17 for
$525.50) and the
Red Deer River
Watershed
Alliance where
no payment has
been made since
2012.
Council’s consideration
is
requested to
change the
County Member
at Large appointments
from the
current one year
term to a two or
three-year term
to provide continuity
and
eliminate the
need to send letters
and have
representatives
sign off on the
Code of Conduct
every year.
The external
committees are:
Castor & District
FCSS which currently
has one at
large member on
a one year term
as well as the
Coronation
Doctor
Recruitment/
Retention
Committee.
Lastly, the
Coronation &
District Support
Services committee
has two
County at Large
Members on one
year terms.
Council agreed
to extend all
terms to three
years.
Non-Residential
Tax Incentive
Bylaw
A culmination
of work for
county administration
over the
past two-three years has come
to a final point in terms of economic
development.
The Non-Residential Tax
Incentive Bylaw has been
revised to include defined capital
costs, the elimination of the
deferral definition, and deals
with timelines and exemptions
in an effort to create an easier,
more defined pathway for
developers and administration.
Rural motivation
Cont’d from Pg 9
The oldest two attend school in
Coronation and the youngest children
attend in Brownfield.
It is Thomas’s commitment to contribute
to strong rural communities
that motivated
her decision to
put her name forward
to join
Clearview’s
“I believe
strong communities
build
resilient children
‘take a village’ to
raise them,” said
Thomas. “I love
She added,
“Clearview is
OBITUARY
Love for people
Helen Dorothy Christiansen
1945 - 2021
It is with deep sadness that we
announce the passing of our beautiful
mother, grandma, great grannie, sister
and friend.
Mom passed away on Mon. Oct. 4,
2021 in Castor with her sister and
brother-in-law by her side.
Her big heart finally gave out. Helen
was born Oct. 13, 1945 to Walter and
Dorothy Meyer in Leader, Sask. A
beauty with massive curly hair. Helen
was a very hard worker and loved
every job she had.
Helen married Patrick Shepherd and
was blessed with their two
sons, Shane and Larry. They
were her whole world.
Helen, along with her sister
Gladys opened a dress shop in
Brooks and named it Dorothy’s
Styles after their mother and
ran it for eight years.
Helen later married Bob
Christiansen and moved to
Castor and a few years later
ran the Hotel restaurant along
with her sister for a year and a
half under Sissy’s Country Kitchen.
Helen and Bob later moved to
Provost and Helen ran her brother’s
restaurant, “Gus’s”, which she later
owned and operated.
They moved back to Castor and she
resided in their beautiful little home
on the creek after Bob’s passing.
Helen’s personality and love for
people attracted everyone to her, no
matter where she went. She had a
great sense of humour and was a great
joke and storyteller.
She loved going back to Brooks to
visit her sons and family, and
Christiansen
especially loved going to her son’s and
brother’s “Shop”, that was the gathering
place to visit everyone. She loved
playing Bingo and reminiscing with
family and friends.
She leaves to mourn her two son’s
(Niki) Shepherd; grandchildren:
Ashley, Carly, Carson, Howie and
Sophie; great grandchildren Keelyn,
Wally (sadly Wally passed away a week
later), Joe (Sandra), Larry (Lorna) and
Helen was predeceased by her husband
Bob; parents Walter
Meyer and Dorothy Saum;
This is Rod, Danielle and their girls Isla and Nora. Rod joined
third-generation farmer, Rod knows first-hand that financial
institutions don’t typically understand the challenges of Ag clients
– let alone visit their operations. Rod appreciates that his Vision
Ag Specialist does both. It gives their family just a little more time
AGRICULTURE
OBITUARIES
Loved everyone, enjoyed music and singing
David Moses Thiessen left his
earthly home to be with his beloved
Lord and Saviour on Oct. 2, 2021, just
15 days short of his 83rd birthday.
David was born (with no middle
name) the third of 12 children in Swan
Plain, Sask. on Oct. 17, 1938 to Wilhelm
and Maria (nee
Martens) Thiessen.
He did various
jobs throughout his
life including logging,
being a ranch
hand, holding the
position of Foreman
at York Farms in
Lethbridge,
Thiessen
farming, truck
driving, heavy duty
mechanics and a
few others. But by far his favourite
thing to do was drive.
He met Maria (nee Thiessen) in
Swift Current, Sask. in June of 1959
while she was working at a Husky Gas
Station Restaurant.
They were married on May 15, 1960
(Maria’s birthday) in Taber, Alta.
They resided in the Coaldale/Taber
area for most of their married lives
until moving to Stettler, Alta. in April
of 2005.
They welcomed six children into
their family during their 61 year marriage.
It was from these children that
he received his middle name.
David was a devoted husband, father,
grandfather and great-grandfather
and he loved everyone well, with
laughter and relationship.
He enjoyed music, playing his guitar
and singing solo or with a group. He
especially enjoyed singing with Maria
and his daughters.
He gave his life to the Lord early in
his life, and later became very involved
with his church serving as board
chairman and leading worship for
many services.
He loved horses, John Wayne and
people and was always ready to share a
cup of coffee and trade stories with a
friend or a stranger. He was always
ready with a helping hand to anyone
who needed it.
He will be deeply missed by
everyone who crossed his path.
He was predeceased by his parents
Wilhelm and Maria and his brother
George Thiessen.
He is survived by Maria, his loving
wife of 61 years, his children: Christine
(Floyd) Van Bergen, Dorothy (Warren)
Johnson, Sandra (Ervin, passed away
Oct 3, 2021) Abbott, Dave (Sherry)
Thiessen, Ivy (Braun) and Aaron
(Nicole) Thiessen.
Also his grandchildren and great
grandchildren: Jesse (Dani) Van
Bergen and children Aubrey,
Emmerson and Corbin, Erin (Craig)
Warren and twin daughters Grace and
