PAGE 6 - MESSENGER - November 14, 2021 www.columbusmessenger.com CW’s 2022 city budget is a road map of growth By Linda Dillman Staff Writer On Nov. 1, Canal Winchester Finance Director Amanda Jackson presented the city’s general fund 2022 fiscal year budget. She said the fund, Canal Winchester’s largest, is funded primarily through income and property taxes, building fees, and court fines. “Those are our largest source of revenue in the general fund,” said Jackson, who added personnel takes the biggest bite at nearly $2.8 million, which accounts for 24.8 percent of the general fund budget. The city employs 22 full time employees, one parttime worker, two seasonal employees, one intern and pays the salary of eight elected officials. Bed Tax Grant Program Administration consumes $1.28 million by covering contracts for legal services, income tax collection and an agreement with the Canal Winchester Area Historical Society. The Construction Services budget is $1.77 million for salaries and benefits, along with the annual street and sidewalk program. “The general fund 2022 debt appropriation is just over $11 million,” said Jackson before pointing out that the appropriations for 2021 were higher because the city undertook several projects for McGill Park. “In 2022 we’re coming back to a more normal level where we expect to be budget wise,” said Jackson. “We are very conservative with our spending and have seen our The city of Canal Winchester is accepting applications for its 2022 Transient Occupancy Tax (Bed Tax) Grant Program. The grant program is open to non-profits or private organizations located within the city of Canal Winchester to help fund projects that will enhance Canal Winchester for residents and/or visitors to the community. Grants are funded with the hotel/motel tax revenue collected by the city of Canal Winchester. Canal Winchester levied a 6 percent Transient Occupancy Tax (Bed Tax) that is imposed when lodging is furnished to transient guests by a hotel, motel or similar business. One half (3 percent) of this tax is contributed to Destination: Canal Winchester, the designated visitors and convention bureau for Canal Winchester. The second half of the tax has been designated by Canal Winchester City Council to fund the annual Bed Tax Grant Program. Grant applications will be competitively reviewed and awards will be made to those projects meeting all requirements and the intent of the program. Grant applications are available on the city’s website. Completed applications must be submitted by mail or email to the attention of the Finance fund balance grow. In 2016, we were just at $5 million, so we’ve come a long way.” Councilman Mike Coolman said the budget presented shows the growth of the city, where it has been, and where it is heading. After departing from the Frances Steube Community Center following a pancake breakfast, color guards comprised of area veterans proudly marched down East Waterloo Street before turning onto High Street and on to Stradley Park for the ceremony. Breakfast with Santa in CW Santa Claus is coming to town for breakfast! On Dec. 11, Canal Winchester will host its annual Breakfast with Santa at the Frances Steube Community Center, 22 S. Trine St. This year, two breakfast sessions will be offered to help Santa get ready for his ‘round-the-world trip delivering toys. The first session will take place from 8:30- 10 a.m. and the second session will run from 10:30 a.m. to noon. Each $5 ticket will admit one adult or child (children under age one are free) for breakfast. Children will also receive a gift bag and visit with Santa.Bring a camera for pictures with Santa. Tickets may be purchased on the city of Canal Winchester website beginning Nov. 15 at 8 a.m., while supplies last. Only 75 tickets are available for each session and sell out quickly.
