City increased from31% to 41% when comparedyear on year, with the metro havingshed 17,000 jobs in the last year.The unemployment rate in NelsonMandela Bay continued to accelerateupwards in the third quarter of 2021,hitting a high of 40.7%.This is a 0.9 percentage pointincrease when compared with theprevious quarter that ran from April toJu n e .The Quarterly Labour Force Surveyfor the third quarter revealed that theEastern Cape’s unemployment rose to47.3%, while the expandedunemployment rate is sitting at 54.5%.The survey was released onTuesday by Stats SA.While the province saw a jobs gainof 4,000 more people employed in thethird quarter, the overallunemployment rate increased by 0.3percentage points.Statistician-general RisengaMaluleke said the rate for SA alsocontinued to accelerate, reaching34.9% — up from 34.4% in thepreceding three months.Presenting the Quarterly LabourForce Survey (QLFS) for the thirdquarter in Irene in Tshwane onTuesday, Maluleke said the number ofemployed people fell by 660,000 inthe three months to end-September to14.3-million, while the number ofunemployed people decreased by183,000 to 7.6-million.S A’s economy is dogged by highrates of inequality, poverty andu n e m p l oy m e n t .The economy took a furtherbattering from Covid-19 with about1.4-million jobs lost in 2020, and itcontracted 6.4%.Maluleke said the number ofdiscouraged jobseekers increased by545,000 (16.4%), while the numberof people who were noteconomically active “for reasonsother than discouragement”increased by 443,000 (3.3%)between the two quarters, “resultingin a net increase of 988,000 in the noteconomically active population”.“These changes resulted in theunemployment rate increasing 0.5 ofa percentage point from 34.4% in theJOBLESS:The comparedwith the second quarter of 2021.”During the period under review,employment decreased by 571,000(5.6%) in the formal sector, by65,000 (5.4%) in private householdsand by 32,000 (3.8%) in agriculture.Informal sector employmentincreased by 9,000 (0.3%).Comparing the last two quarters,5,000 people in the Bay joined theranks of the unemployed.The biggest losses for theprovince came from the trade sector,followed by community and socialservices.There were, however, gains inmanufacturing, agriculture,construction, finance and utilities.Eastern Cape premier OscarMabuyane did not respond to a requestfor comment.DA MPL Bobby Stevenson said thegovernment needed to create anenvironment for businesses to stay,invest and create jobs so people couldlive a life of value.“We need to embrace bold andnew ideas, and dismantle oldideological boundaries.“One such idea is turning theCoega area into an export processingzone, which has the potential to createthousands of jobs,” he said.“One only has to take a drive pastany post office to witness thedesperation on the faces of the people,with thousands queuing to receive aR350 Covid-19-relief grant.“We need real solutions that willchange the face of the Eastern Cape,creating jobs and a better future for allresidents of this beautiful province.”Political analyst Ongama Mtimkasaid a solution to unemployment mightlie in the informal sector.He said the sector managed to holda steady gain compared with bothannual and quarterly figures at 9.7%and 0.3%, respectively.This is on a national overview.“The informal sector accounts for asignificant share of the totalemployment in SA,” Mtimka said.“This means upgrading andinvestment in this sector is crucial toaddress the unemployment problem.“Government policy ought to berevised to show greater support of thatsector, because it remains a bigemployer and it is not represented inthe formal structure of policymaking.“As such, the policy outlook of boththe financing sector as well asgovernment development agenciesremains exclusionary.“If more and more agencies beginto find instruments for investing andfunding the sector, we may have amuch better outlook.”Nationally, the survey noted sevenout of eight industries recorded formalsector employment losses.It said 571,000 job losses in theformal sector employment weremainly driven by trade, communityand social services, construction andmining industries.Finance is the only industry thatexperienced gains in the formal sectoremployment in the third quarter,compared with the second quarter.According to the survey, theunemployment rate among womenwas 37.3% in the third quartercompared with 32.9% among men,according to the official definition ofu n e m p l oy m e n t .The official unemployment rateamong black
