Wishing you all a Happy New Year!<br />

Your Board of Directors would like to wish each and every one of our residents a safe and<br />

happy holiday and that good fortune will be your companion throughout the year.<br />

NEW YEAR’S EVE FIREWORKS<br />

As New Year’s Eve approaches we once again ask residents not<br />

to spoil it for others by letting off fireworks in the subdivision.<br />

We know they are fun, but please consider your neighbors,<br />

many of whom, especially those with pets and young children<br />

who even on New Year’s Eve are in bed trying to sleep and<br />

become really disturbed by these fireworks. If you have an<br />

irresistible urge set off some off yourselves, please go to a safe<br />

area outside of our subdivision to do so. The best approach<br />

is to attend a professionally organized firework show. The<br />

Fireworks page (www.hcfmo.net/fireworks.aspx) of the Harris<br />

County Fire Marshal’s website has a lot of information on the<br />

use of fireworks within the County and should be consulted as<br />

we approach the holiday.<br />

ONE NEW BOARD MEMBER<br />

AND TWO REMAINING VACANCIES!<br />

The recent resignations of James Kelley and CO Holt, following<br />

closely behind Jim Calvert’s departure left the Board with<br />

three openings! We are fortunate that one of these positions<br />

has been filled by Lance Gordon through the <strong>2022</strong> term of one<br />

of these two former directors. The other two positions remain<br />

open.<br />

Lance doesn’t need any introduction to long-term <strong>Settlement</strong><br />

residents as he was a Board member from 2005 through 2011<br />

and for a few years during that period served as our President.<br />

Lance will also be managing the maintenance of our perimeter<br />

fence and the flags at our entrances.<br />

Homeowner Associations are designed to allow homeowners<br />

to self-govern the neighborhoods in which they reside and a<br />

periodic turnover of directors is a usual and beneficial part<br />

of this process. It opens the opportunity for the Board to be<br />

periodically refreshed by bringing in new people with different<br />

skill sets and ideas. The remaining vacancies provide an<br />

opportunity for any of our homeowners, including the ladies<br />

in our community, to become a director on our Board. The role<br />

a new director will play will depend on the fit between his or<br />

her interests and skills and the tasks that need to be covered.<br />

CLUBHOUSE RENTAL DEPOSIT INCREASE<br />

As reported below in the November 16 th WSMA Board meeting<br />

minutes, renters of the clubhouse big room will be required to<br />

post larger security deposits in <strong>2022</strong>. This increase is intended to<br />

ensure adequate coverage for any unusual cleaning services that<br />

may be required following a party. As in the past, these deposits<br />

are fully refundable to renters who take care of our facility and<br />

leave it undamaged and at least as clean as it was prior to their<br />

use! The privilege that our residents have of renting the clubhouse<br />

for their parties at a price, which is significantly below market<br />

rates is a major perk of being a <strong>Settlement</strong> resident!<br />

JANUARY REMINDERS<br />

Finally, for the procrastinators among us, don’t delay too long<br />

in putting away those Christmas decorations for another year<br />

and remember that the <strong>2022</strong> maintenance fee becomes due on<br />

<strong>January</strong> 1 st . Accounts that are still unpaid on <strong>January</strong> 31 st become<br />

delinquent at which point penalties begin to accrue. Those who<br />

need to spread this expense over a number of months can contact<br />

Laura, our Crest accountant, who can customize a payments plan<br />

to fit your budget. Her contact information is on your invoice as<br />

well as on the Crest page of the WSMA website. - Happy NewYear!<br />

PET ID TAGS<br />

Folks - as soon as the vet gives<br />

your young pets their Rabies shot<br />

remember to get their ID tags. The<br />

Rabies tag lists the name, phone<br />

number and address of the vet. So!<br />

All you need to do is put the Rabies<br />

tag onto the pet’s collar and leave<br />

it there all the time. That way, if<br />

the pet gets loose, anyone finding<br />

him or her can look at the tag to<br />

see the vet’s phone number and<br />

call to report the lost animal. Better<br />

yet, add another tag to your pet’s collar that lists the dog or cat’s<br />

name and your own phone number or address. You can get these<br />

from any pet store. When a pet has these but goes astray, anyone<br />

finding it can call you and you can go get him or her right away.<br />

Your pet will be very glad to see you! A happy pet is a loving pet.<br />

STREET LIGHT OUTAGES<br />

To report a burned out streetlight, any resident may call<br />

CenterPoint directly at 713-207-2222. However, for those with<br />

Internet access, you may also make this report on-line. For those<br />

interested, you can go to http://cnp.centerpointenergy.com/<br />

outage. Then enter your contact details so that they can get back<br />

to you if more information is required. On the following page<br />

enter the details of the light(s) with the problem. Just as you<br />

would if reporting the outage via the telephone, you will need<br />

to provide the street address where the light is located and the<br />

6-digit number that is prominently displayed on the front of the<br />

pole. Under normal circumstances the crew will be out to fix the<br />

problem within 7 working days.<br />

Anyone noticing a streetlight that is out or has some other<br />

malfunction is encouraged to report the problem to CenterPoint<br />

via either of these two methods without delay. Our Association is<br />

charged for every streetlight each month, irrespective of whether<br />

or not the light is functioning. So please help us get value for your<br />

hard earned money!<br />

WILLIAMSBURG SETTLEMENT<br />

CLUBHOUSE AND POOL RENTAL<br />

The Clubhouse is available for rental for non-profit activities to all<br />

residents in good standing with the Association. The fees are as<br />

follows:<br />

BIG ROOM RENTAL FEE:<br />

Up to 49 people - $50 plus a refundable security deposit of $200<br />

50-100 people - $75 plus a refundable security deposit of $400<br />

When alcohol is served* or the party includes 20 or more attendees<br />

between the ages of 13 to 21 who are unaccompanied by their<br />

family members the $400 deposit applies.<br />

SMALL ROOM RENTAL FEE:<br />

Up to 20 people - $30 (Small Room is 17’ X 15’ and rental does<br />

not include kitchen)<br />

Plus a refundable security deposit of $50<br />

*Note that when alcohol is served, two security guards must also<br />

be on duty. The requirement for two is mandated by the Sheriff’s<br />

Department.<br />

The charge for the security guards, which is paid directly to<br />

the officers, is the responsibility of the resident requesting the<br />

rental. Also, if there are more than 20 young people between the<br />

ages of 13 and 21 unaccompanied by their family members the<br />

Association requires one responsible adult for every 10 of these<br />

an additional lifeguard be added for the duration of the party.<br />

The charge for this additional guard will be $26 per hour. If no<br />

provision has been made for an additional lifeguard then the<br />

number of party members entering the pool must be limited such<br />

that the total number of people in the pool at any time (including<br />

regular pool users who are not in the party) does not exceed 50.<br />

• Two responsible adults must be in the pool area at all times<br />

acting as chaperons to ensure the good behavior of all members<br />

of the party.<br />

• Party to be over and the area cleaned up by pool closing at 8 PM.<br />

After hours:<br />

• Parties must be scheduled at least 2 weeks ahead of time.<br />

• Rental fee 1-49 people $ 50<br />

50 plus $ 75<br />

• Private pool parties may only be scheduled on days on which the<br />

pool is open. The parties may start at 8 PM and must end, the area<br />

cleaned up and the facility vacated by the scheduled end of the<br />

party, either 10 PM or 11 PM as selected on the booking form. The<br />

lifeguards will clear the pool 15 minutes prior to end time.<br />

• One responsible adult for every 10 persons under the age of<br />

21 must be in the pool area at all times acting as chaperones to<br />

ensure the good behavior of all members of the party.<br />

• Lifeguards will be booked by the Association from the pool<br />

management company. There will be a minimum of 2 lifeguards<br />

plus an additional guard for every 20 persons in excess of 50 who<br />

will be entering the pool. The per-lifeguard hourly fee is $26.<br />

• The cost for the lifeguards will be added to the rental fee and<br />

will be payable by the renter to the Association at the time the<br />

booking is confirmed.<br />

• A $150 refundable deposit is required. (No exceptions!)<br />

For clubhouse and pool availability refer to the Clubhouse<br />

Bookings page of the Association web site, www.wsmaonline.org<br />

then to make a reservation please complete the pool entries on<br />

the on-line Clubhouse Booking Form.<br />

not have access to sidewalk to street.<br />

While it may be nice to have your animal out in the yard while you work<br />

or play, it is against the law, unless the animal is properly restrained.<br />

Let’s all help keep our community a safe and comfortable place<br />

for all our residents by being responsible pet owners. This will not<br />

only protect anyone who may be walking or bicycling in the area,<br />

but also the pet owner who could be held legally responsible or<br />

possibly sued for failing to properly restrain their pet.<br />

KATY AREA PLAYGROUP<br />

A Katy area playgroup for stay at home moms and their infantpreschool<br />

aged children in the <strong>Williamsburg</strong> area meets every<br />

Monday at different locations. If you interested in participating<br />

or finding out more about the playgroup, please contact the<br />

VETERINARY PUBLIC HEALTH LEASH LAW<br />

Animals that are not properly restrained pose a threat to all our<br />

residents. While you may know your pet is friendly, an animal<br />

running at someone who is walking by is very scary for that person.<br />

Many children are afraid of animals and become frightened, which<br />

could result in the child getting hurt trying to avoid the animal.<br />

Veterinary Public Health (formerly called Harris County Animal<br />

Control) advises that, “All dogs and cats must be kept under<br />

restraint while in the unincorporated areas of Harris County, Texas.<br />

The custodian of a dog or cat is not authorized to have, harbor<br />

or keep any unlicensed dog or cat or to allow any dog or cat to<br />

become a stray.”<br />

Restraint is defined as the control of a dog or cat under the<br />

following circumstances:<br />

1. When it is controlled by a line or leash not more then six (6)<br />

feet in length, if the line or leash is held by a human being who<br />

is capable of controlling or governing the dog or cat in question.<br />

DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WILLIAMSBURG<br />

SETTLEMENT MAINTENANCE ASSOCIATION, INC., NOVEMBER 16, 2021<br />

A meeting of the Board of Directors of the <strong>Williamsburg</strong> <strong>Settlement</strong><br />

Maintenance Association, Inc. was held on Tuesday, November 16,<br />

2021, at 5:30 PM at the <strong>Williamsburg</strong> <strong>Settlement</strong> clubhouse, 1602<br />

Hoyt, Katy, Texas 77449.<br />

ATTENDANCE<br />

Board Members present were Niki Dillon, Dave Ellis, Lance Gordon,<br />

Shelley Morales and Bill Petry.<br />

Also, in attendance was Cindy B. representing Crest Management.<br />

With a quorum being established, the meeting was called to order at<br />

5:30 PM.<br />

SECRETARY REPORT - APPROVAL OF MINUTES<br />

The minutes from the October 19, 2021, Board meeting were<br />

presented and a motion was made, seconded and unanimously<br />

carried to accept the minutes without change.<br />

HOMEOWNER CONCERNS<br />

There were two homeowners in attendance at this month’s meeting<br />

only to observe.<br />

APPOINTMENT OF OFFICERS<br />

Since the last Board meeting, CO Holt has resigned, leaving the Board<br />

without an acting President. A motion was made, seconded and<br />

unanimously carried to appoint Bill Petry as President and Niki Dillon<br />

as Vice President. Their Board member terms will not change.<br />

COMMITTEE REPORTS<br />

Welcoming of New Residents - Dave Ellis reported that since the report<br />

presented at the October meeting five new residents have been added<br />

to the welcoming list and all new residents on the list have received a<br />

visit. A copy of the report was provided in the Board packets.<br />

FINANCIAL REVIEW<br />

Dave Ellis presented a report of the October 31, 2021, financials. As<br />

of this date, the money in the bank totaled $760,018.72. This figure<br />

includes checking and Account Registry CDs (CDAR)s which together<br />

constitute the funds required to cover both operating expenses and<br />

the necessary reserve to fund maintenance and replacement of the<br />

Association’s capital assets. The delinquency total as of October 31,<br />

2021, was $32,359.05.<br />

NEW BUSINESS<br />

Big Room Door Threshold Modifications - Bill Petry reported that<br />

Spears Renovations will make the modifications to the threshold after<br />

Thanksgiving. After a discussion, the Board will review the different options<br />

between a solid rubber mold or sweeper to be placed under the door.<br />

Increase to Big Room Rental Deposit - The Board discussed the fact<br />

that the cost to rectify any damage that is incurred by a rental party<br />

has increased considerably in recent years and perhaps it is time<br />

to increase the security deposit for the Big Room to more closely<br />

match what might be required for carpet and other cleaning services<br />

should these be required. The view was expressed that increased<br />

deposits might also encourage homeowners who rent the facility to<br />

be mindful to avoid additional cleaning fees. After a considerable<br />

discussion the Board decided that it was time to revisit the deposit<br />

policy and a motion was made, seconded and unanimously carried<br />

to increase the deposit to $200 for parties with 49 or fewer attendees<br />

and $400 for parties in excess of 50 and the other existing conditions<br />

to which the higher deposit applies. The new deposit policy will be<br />

effective immediately for all new reservations for parties to be held<br />

after <strong>January</strong> 1, <strong>2022</strong>. The Board agreed that any existing <strong>2022</strong><br />

reservations will be grandfathered in at the previous rates.<br />

Additional Mosquito Fogging - Dave Ellis informed the Board that<br />

the mosquito fogging contract ran through October 31st however,<br />

the Association has continued to receive weekly service at the same<br />

per-visit fee. After a discussion, a motion was made, seconded and<br />

unanimously agreed to continue with the fogging while mosquitos<br />

continue to be troublesome.<br />

Pool Perimeter Fencing - Dave Ellis reported that there is some<br />

corrosion and one or two other issues on a few sections of the iron<br />

fencing around the pool. He informed the Board that he has contacted<br />

the Texas Fence Company, which installed it asking it for a proposal<br />

for them to inspect it and provide a quote for recommend repairs.<br />

ADJOURNMENT TO EXECUTIVE SESSION - With no further business<br />

to come before the Board, the meeting was adjourned into executive<br />

session at 6:32 PM.<br />

OLD BUSINESS<br />

A. Decisions approved by email vote since the last meeting<br />

a. Approval of adding an additional camera in the main hallway in the<br />

amount of $513.35<br />

b. Approval of pump room ceiling repair in the amount of $670<br />

B. Status of Ongoing Projects<br />

a. Camera System Expansion - Bill Petry reported that ASI has<br />

completed the camera installation around the amenity complex and<br />

parking lot.<br />

b. Hallway Flooring Installation - Dave Ellis reported that Radical<br />

Construction will begin the epoxy floor installation on November 22 nd .<br />

The clubhouse will be closed November 22 nd -26 th to allow the epoxy<br />

to cure.<br />

C. Christmas Holiday Yard Contest Planning Update - Niki Dillon<br />

reported that the committee will submit the flyers to Dave Ellis for<br />

email distribution. The Committee will inspect the current reusable<br />

Delinquencies - Six accounts remain on the trash suspension list.<br />

Deed Restriction Enforcement - Cindy B. reviewed the Enforcement Action<br />

Report with the Board. There was no action to be taken this month.<br />

Attorney Action Report - Cindy B. reviewed the Attorney Action Report<br />

with the Board. There was no action to be taken this month.<br />

Architectural Review Committee - A copy of the Exterior Modification<br />

Report was provided in the Board packets.<br />

ADJOURNMENT<br />

There were no homeowners present to hear a summary of the<br />

executive session. The Board does not meet in December; therefore,<br />

the next meeting will be held on <strong>January</strong> 18, <strong>2022</strong>.<br />

With no further business to come before the Board, the meeting was<br />

JUST FOR TODAY<br />

This is one of the more popular requested columns<br />

from the famous advice columnist Dear Abby. Read<br />

on: “Today is the day we have an opportunity to<br />

discard destructive old habits for healthy new ones<br />

and with that in mind, I will share Dear Abby’s often-requested<br />

list of New Year’s Resolutions, which<br />

were adapted by my late mother, Pauline Phillips,<br />

from the original credo of Al-Anon:<br />

LIFE IS THE MOMENT WE’RE LIVING RIGHT NOW.<br />

JUST FOR TODAY<br />

I will live through this day only. I will not brood about yesterday<br />

or obsess about tomorrow. I will not set far-reaching<br />

goals or try to overcome all of my problems at once.<br />

I know that I can do something for 24 hours that would<br />

overwhelm me if I had to keep it up for a lifetime.<br />

JUST FOR TODAY<br />

I will be happy. I will not dwell on thoughts that<br />

depress me. If my mind fills with clouds, I will<br />

chase them away and fill it with sunshine.<br />

I will refrain from improving anybody<br />

but myself.<br />

I will accept what is. I will face reality. I will correct those<br />

things that I can correct and accept those I cannot.<br />

I will make a conscious effort to be agreeable. I<br />

improve my appearance, speak softly and not<br />

interrupt when someone else is talking.<br />

I will gather the courage to do what is right and<br />

take responsibility for my own actions.<br />

I will do something positive to improve my<br />

health. If I’m a smoker, I’ll quit. If I am overweight,<br />

and take a brisk walk, even if it’s only around<br />

Glazed Apple<br />

Cream Pie<br />

INGREDIENTS:<br />

1/2 cup white sugar<br />

1/2 cup milk<br />

1/2 cup heavy cream<br />

1/4 cup butter<br />

2 tablespoons cornstarch<br />

2 tablespoons milk<br />

1 teaspoon vanilla extract<br />

2 tart apples - peeled, cored and sliced<br />

1 tablespoon all-purpose flour<br />

1/4 teaspoon ground cinnamon<br />

1 (15 ounce) package pastry for double-crust pie<br />

1/2 cup confectioners’ sugar<br />

1 tablespoon milk<br />

1/4 teaspoon vanilla extract<br />

1 tablespoon butter, softened<br />

DIRECTIONS:<br />

In a medium saucepan over medium heat, combine 1/2 cup sugar, 1/2 cup milk, 1/2 cup cream and 1/4 cup butter. Heat until butter is<br />

melted, stirring occasionally. In a small bowl, whisk together the cornstarch, 2 tablespoons milk and vanilla; stir into saucepan. Cook<br />

until thickened, stirring constantly. Remove from heat, and set aside to cool slightly.<br />

Preheat oven to 400 degrees F (200 degrees C). In a medium bowl, combine the apples, flour and cinnamon. Mix well. Line a 9<br />

inch pie pan with pie dough. Pour thickened filling mixture into pastry-lined pie pan. Arrange apple mixture evenly over filling.<br />

Top with second crust, seal and flute the edges. Cut slits in top crust. Bake for 30 to 40 minutes or until crust is golden brown and<br />

apples are tender. Cool for at least 30 minutes.<br />

In small bowl, combine confectioners’ sugar, 1 tablespoon milk, 1/4 teaspoon vanilla and 1 tablespoon softened butter. Blend until<br />

smooth; pour evenly over warm pie. Refrigerate for at least 1 1/2 hours before serving (longer is better). Source: allrecipes.com<br />

Chinese New Year<br />

Chocolate Candy<br />

INGREDIENTS:<br />

2 cups semisweet chocolate chips<br />

2 cups butterscotch chips<br />

2 1/2 cups dry-roasted peanuts<br />

4 cups chow mein noodles<br />

DIRECTIONS:<br />

Butter a 9x13 inch dish. Melt chocolate and butterscotch chips<br />

in the top of a double boiler over simmering water. Remove<br />

from heat and stir in peanuts. Stir in noodles until all is well<br />

coated. Press into prepared dish. Chill until set; cut into<br />
