WILLIAMSBURG SETTLEMENT NEWS & EVENTS
Wishing you all a Happy New Year!
Your Board of Directors would like to wish each and every one of our residents a safe and
happy holiday and that good fortune will be your companion throughout the year.
NEW YEAR’S EVE FIREWORKS
As New Year’s Eve approaches we once again ask residents not
to spoil it for others by letting off fireworks in the subdivision.
We know they are fun, but please consider your neighbors,
many of whom, especially those with pets and young children
who even on New Year’s Eve are in bed trying to sleep and
become really disturbed by these fireworks. If you have an
irresistible urge set off some off yourselves, please go to a safe
area outside of our subdivision to do so. The best approach
is to attend a professionally organized firework show. The
Fireworks page (www.hcfmo.net/fireworks.aspx) of the Harris
County Fire Marshal’s website has a lot of information on the
use of fireworks within the County and should be consulted as
we approach the holiday.
ONE NEW BOARD MEMBER
AND TWO REMAINING VACANCIES!
The recent resignations of James Kelley and CO Holt, following
closely behind Jim Calvert’s departure left the Board with
three openings! We are fortunate that one of these positions
has been filled by Lance Gordon through the 2022 term of one
of these two former directors. The other two positions remain
open.
Lance doesn’t need any introduction to long-term Settlement
residents as he was a Board member from 2005 through 2011
and for a few years during that period served as our President.
Lance will also be managing the maintenance of our perimeter
fence and the flags at our entrances.
Homeowner Associations are designed to allow homeowners
to self-govern the neighborhoods in which they reside and a
periodic turnover of directors is a usual and beneficial part
of this process. It opens the opportunity for the Board to be
periodically refreshed by bringing in new people with different
skill sets and ideas. The remaining vacancies provide an
opportunity for any of our homeowners, including the ladies
in our community, to become a director on our Board. The role
a new director will play will depend on the fit between his or
her interests and skills and the tasks that need to be covered.
If one of the open positions on our Board is of interest to
you, please contact Cindy, our community manager at Crest
(CindyB@Crest-Management.com 281-945-4668).
CLUBHOUSE RENTAL DEPOSIT INCREASE
As reported below in the November 16 th WSMA Board meeting
minutes, renters of the clubhouse big room will be required to
post larger security deposits in 2022. This increase is intended to
ensure adequate coverage for any unusual cleaning services that
may be required following a party. As in the past, these deposits
are fully refundable to renters who take care of our facility and
leave it undamaged and at least as clean as it was prior to their
use! The privilege that our residents have of renting the clubhouse
for their parties at a price, which is significantly below market
rates is a major perk of being a Settlement resident!
JANUARY REMINDERS
Finally, for the procrastinators among us, don’t delay too long
in putting away those Christmas decorations for another year
and remember that the 2022 maintenance fee becomes due on
January 1 st . Accounts that are still unpaid on January 31 st become
delinquent at which point penalties begin to accrue. Those who
need to spread this expense over a number of months can contact
Laura, our Crest accountant, who can customize a payments plan
to fit your budget. Her contact information is on your invoice as
well as on the Crest page of the WSMA website. - Happy NewYear!
PET ID TAGS
Folks - as soon as the vet gives
your young pets their Rabies shot
remember to get their ID tags. The
Rabies tag lists the name, phone
number and address of the vet. So!
All you need to do is put the Rabies
tag onto the pet’s collar and leave
it there all the time. That way, if
the pet gets loose, anyone finding
him or her can look at the tag to
see the vet’s phone number and
call to report the lost animal. Better
yet, add another tag to your pet’s collar that lists the dog or cat’s
name and your own phone number or address. You can get these
from any pet store. When a pet has these but goes astray, anyone
finding it can call you and you can go get him or her right away.
Your pet will be very glad to see you! A happy pet is a loving pet.
STREET LIGHT OUTAGES
To report a burned out streetlight, any resident may call
CenterPoint directly at 713-207-2222. However, for those with
Internet access, you may also make this report on-line. For those
interested, you can go to http://cnp.centerpointenergy.com/
outage. Then enter your contact details so that they can get back
to you if more information is required. On the following page
enter the details of the light(s) with the problem. Just as you
January 2022 | Williamsburg Settlement
would if reporting the outage via the telephone, you will need
to provide the street address where the light is located and the
6-digit number that is prominently displayed on the front of the
pole. Under normal circumstances the crew will be out to fix the
problem within 7 working days.
Anyone noticing a streetlight that is out or has some other
malfunction is encouraged to report the problem to CenterPoint
via either of these two methods without delay. Our Association is
charged for every streetlight each month, irrespective of whether
or not the light is functioning. So please help us get value for your
hard earned money!
3. When it is on the premise of the custodian and the animal does
While it may be nice to have your animal out in the yard while you work
or play, it is against the law, unless the animal is properly restrained.
Let’s all help keep our community a safe and comfortable place
for all our residents by being responsible pet owners. This will not
only protect anyone who may be walking or bicycling in the area,
but also the pet owner who could be held legally responsible or
possibly sued for failing to properly restrain their pet.
VETERINARY PUBLIC HEALTH LEASH LAW
Animals that are not properly restrained pose a threat to all our
residents. While you may know your pet is friendly, an animal
running at someone who is walking by is very scary for that person.
Many children are afraid of animals and become frightened, which
could result in the child getting hurt trying to avoid the animal.
Veterinary Public Health (formerly called Harris County Animal
Control) advises that, “All dogs and cats must be kept under
restraint while in the unincorporated areas of Harris County, Texas.
The custodian of a dog or cat is not authorized to have, harbor
or keep any unlicensed dog or cat or to allow any dog or cat to
become a stray.”
Restraint is defined as the control of a dog or cat under the
following circumstances:
1. When it is controlled by a line or leash not more then six (6)
feet in length, if the line or leash is held by a human being who
is capable of controlling or governing the dog or cat in question.
DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WILLIAMSBURG
SETTLEMENT MAINTENANCE ASSOCIATION, INC., NOVEMBER 16, 2021
A meeting of the Board of Directors of the Williamsburg Settlement
Maintenance Association, Inc. was held on Tuesday, November 16,
2021, at 5:30 PM at the Williamsburg Settlement clubhouse, 1602
Hoyt, Katy, Texas 77449.
ATTENDANCE
Board Members present were Niki Dillon, Dave Ellis, Lance Gordon,
Shelley Morales and Bill Petry.
Also, in attendance was Cindy B. representing Crest Management.
With a quorum being established, the meeting was called to order at
5:30 PM.
SECRETARY REPORT - APPROVAL OF MINUTES
The minutes from the October 19, 2021, Board meeting were
presented and a motion was made, seconded and unanimously
carried to accept the minutes without change.
HOMEOWNER CONCERNS
There were two homeowners in attendance at this month’s meeting
only to observe.
APPOINTMENT OF OFFICERS
Since the last Board meeting, CO Holt has resigned, leaving the Board
without an acting President. A motion was made, seconded and
unanimously carried to appoint Bill Petry as President and Niki Dillon
as Vice President. Their Board member terms will not change.
COMMITTEE REPORTS
Welcoming of New Residents - Dave Ellis reported that since the report
presented at the October meeting five new residents have been added
to the welcoming list and all new residents on the list have received a
visit. A copy of the report was provided in the Board packets.
FINANCIAL REVIEW
Dave Ellis presented a report of the October 31, 2021, financials. As
of this date, the money in the bank totaled $760,018.72. This figure
includes checking and Account Registry CDs (CDAR)s which together
constitute the funds required to cover both operating expenses and
the necessary reserve to fund maintenance and replacement of the
Association’s capital assets. The delinquency total as of October 31,
2021, was $32,359.05.
placement yard signs for the three award winners and will determine
whether to refurbish them or purchase signs to be left at the winner’s
homes.
NEW BUSINESS
Big Room Door Threshold Modifications - Bill Petry reported that
Spears Renovations will make the modifications to the threshold after
Thanksgiving. After a discussion, the Board will review the different options
between a solid rubber mold or sweeper to be placed under the door.
Increase to Big Room Rental Deposit - The Board discussed the fact
that the cost to rectify any damage that is incurred by a rental party
has increased considerably in recent years and perhaps it is time
to increase the security deposit for the Big Room to more closely
match what might be required for carpet and other cleaning services
should these be required. The view was expressed that increased
deposits might also encourage homeowners who rent the facility to
be mindful to avoid additional cleaning fees. After a considerable
discussion the Board decided that it was time to revisit the deposit
policy and a motion was made, seconded and unanimously carried
to increase the deposit to $200 for parties with 49 or fewer attendees
and $400 for parties in excess of 50 and the other existing conditions
to which the higher deposit applies. The new deposit policy will be
effective immediately for all new reservations for parties to be held
after January 1, 2022. The Board agreed that any existing 2022
reservations will be grandfathered in at the previous rates.
Additional Mosquito Fogging - Dave Ellis informed the Board that
the mosquito fogging contract ran through October 31st however,
the Association has continued to receive weekly service at the same
per-visit fee. After a discussion, a motion was made, seconded and
unanimously agreed to continue with the fogging while mosquitos
continue to be troublesome.
Pool Perimeter Fencing - Dave Ellis reported that there is some
corrosion and one or two other issues on a few sections of the iron
fencing around the pool. He informed the Board that he has contacted
the Texas Fence Company, which installed it asking it for a proposal
for them to inspect it and provide a quote for recommend repairs.
ADJOURNMENT TO EXECUTIVE SESSION - With no further business
to come before the Board, the meeting was adjourned into executive
session at 6:32 PM.
JUST FOR TODAY
By Dear Abby
This is one of the more popular requested columns
from the famous advice columnist Dear Abby. Read
on: “Today is the day we have an opportunity to
discard destructive old habits for healthy new ones
and with that in mind, I will share Dear Abby’s often-requested
list of New Year’s Resolutions, which
were adapted by my late mother, Pauline Phillips,
from the original credo of Al-Anon:
LIFE IS THE MOMENT WE’RE LIVING RIGHT NOW.
JUST FOR TODAY
I will live through this day only. I will not brood about yesterday
or obsess about tomorrow. I will not set far-reaching
goals or try to overcome all of my problems at once.
I know that I can do something for 24 hours that would
overwhelm me if I had to keep it up for a lifetime.
JUST FOR TODAY
I will be happy. I will not dwell on thoughts that
depress me. If my mind fills with clouds, I will
chase them away and fill it with sunshine.
JUST FOR TODAY
I will refrain from improving anybody
but myself.
JUST FOR TODAY
I will accept what is. I will face reality. I will correct those
things that I can correct and accept those I cannot.
JUST FOR TODAY
I will improve my mind. I will read something
that requires effort, thought and concentration.
I will not be a mental loafer.
JUST FOR TODAY
I will make a conscious effort to be agreeable. I
will be kind and courteous to those who cross
my path and I’ll not speak ill of others. I will
improve my appearance, speak softly and not
interrupt when someone else is talking.
JUST FOR TODAY
I will gather the courage to do what is right and
take responsibility for my own actions.
JUST FOR TODAY
I will do something positive to improve my
health. If I’m a smoker, I’ll quit. If I am overweight,
I will eat healthfully - if only just for today.
And not only that, I will get off the couch
and take a brisk walk, even if it’s only around
the block.

Glazed Apple
Cream Pie
INGREDIENTS:
1/2 cup white sugar
1/2 cup milk
1/2 cup heavy cream
1/4 cup butter
2 tablespoons cornstarch
2 tablespoons milk
1 teaspoon vanilla extract
2 tart apples - peeled, cored and sliced
1 tablespoon all-purpose flour
1/4 teaspoon ground cinnamon
1 (15 ounce) package pastry for double-crust pie
1/2 cup confectioners’ sugar
1 tablespoon milk
1/4 teaspoon vanilla extract
1 tablespoon butter, softened
DIRECTIONS:
In a medium saucepan over medium heat, combine 1/2 cup sugar, 1/2 cup milk, 1/2 cup cream and 1/4 cup butter. Heat until butter is
melted, stirring occasionally. In a small bowl, whisk together the cornstarch, 2 tablespoons milk and vanilla; stir into saucepan. Cook
until thickened, stirring constantly. Remove from heat, and set aside to cool slightly.
Preheat oven to 400 degrees F (200 degrees C). In a medium bowl, combine the apples, flour and cinnamon. Mix well. Line a 9
inch pie pan with pie dough. Pour thickened filling mixture into pastry-lined pie pan. Arrange apple mixture evenly over filling.
Top with second crust, seal and flute the edges. Cut slits in top crust. Bake for 30 to 40 minutes or until crust is golden brown and
apples are tender. Cool for at least 30 minutes.
In small bowl, combine confectioners’ sugar, 1 tablespoon milk, 1/4 teaspoon vanilla and 1 tablespoon softened butter. Blend until
smooth; pour evenly over warm pie. Refrigerate for at least 1 1/2 hours before serving (longer is better). Source: allrecipes.com
