(BC1&2) NEWS FROM THE BOARD<br />

HAPPY NEW YEAR to all! The Board wishes our residents a happy and<br />

healthy new year!<br />

DEED RESTRICTIONS<br />

If you do not have a copy of our deed restrictions, please register your<br />

home in TownSq and you will be able to download a complete copy<br />

from the “Documents” tab.<br />

We really enjoy seeing a lot of the homes in our community decorated<br />

for the holidays. However, one of the restrictions is that you will<br />

have to take down these decorations in <strong>January</strong>. Christmas lights,<br />

decorations, etc… should not be left at the street view side of your<br />

homes after <strong>January</strong>. We are not strict as far as setting an exact date<br />

you must remove them, but after <strong>January</strong>, they should have been<br />

removed, if not, you may receive violation letter. We know each of s<br />

really want to be good neighbors and good community partners, so<br />

please adhere to the restrictions set in our by-laws.<br />

ASSESSMENT<br />

As a reminder, annual assessment is due on <strong>January</strong> 1 st of every year<br />

and late fees + interest will be added to your balance if payment is<br />

not posted to your account by 1/31/<strong>2022</strong>. The payment will have to<br />

be received by PMG’s processing center and posted to your account<br />

on or before 1/31/<strong>2022</strong> to avoid late fees and interest, not the postmark<br />

date you mail it or date you make an electronic payment since<br />

it take time for processing. So please mail you payment early to allow<br />

time for processing. Taking the payment physically to PMG DOES NOT<br />

expedite the process because PMG does not process the payments in<br />

their office that day, they simply mail it for you.<br />

The assessment is due even if you do not receive an invoice in mail.<br />

The invoice will be mailed sometime in early December. Not getting<br />

the bill in mail does not mean you don’t have to pay. Board thanks all<br />

those homeowners who have always paid timely and correct amount.<br />

In the past some small payment differences were written-off s if they<br />

are only a few days late but we will stop doing this as it is unfair to<br />

others who pay on time and pay correct dues amount. So please be<br />

aware that if you do not allow time for payment processing, a late fee +<br />

interest will be applied to your account every month until it is paid off.<br />

If you are new to our community, you may not know that our annual<br />

assessment DOES NOT include fees for using the community pool. If<br />

you are interested in using the community pool, you may register with<br />

the management company that manages the pool and pay the extra<br />

fee to use the facility. The open house/registration is usually held in<br />

April or May every year. The management company information can<br />

be found in the “Contact List” on the page of this newsletter.<br />

MONTHLY MEETING<br />

Our monthly meeting is always scheduled on 2 nd Tuesday at 7 PM. The<br />

meetings are still expected to be a conference call instead of face-toface<br />

meeting. Meeting information can always be found in our TownSq<br />

app. If you have not registered for an account in TownSq, it is easy and<br />

it can be downloaded as an app to your phone simply using your email<br />

and property account number assigned by PMG (it can also be found<br />

on your assessment bill) or you can contact PMG to obtain it. The next<br />

meetings will be held on 1/11/<strong>2022</strong>, 2/8/<strong>2022</strong> and 3/8/<strong>2022</strong>.<br />

GARAGE SALES<br />

At present, there are no plans to have a neighborhood wide garage<br />

sale for BCS3 this year. But the Bylaws allow for individual residents<br />

to have up to four garage sales per year.<br />

If you are interested in having your own garage sale, please contact<br />

any Board member to let them know you are planning to do this.<br />

LET’S KICK OFF THE NEW YEAR WITH AN<br />

AMAZING LOOKING NEIGHBORHOOD!<br />

As many may have noticed, the management company has been<br />

completing forced improvements in our subdivision. This is expensive<br />

for the homeowner. Be advised, our deed restrictions are being fully<br />

enforced. If the homeowner fails to maintain their property, the<br />

management company will do it on your behalf and it will cost a lot<br />

more than had it been completed on the homeowner’s own volition.<br />

The Park has a no parking zone along the street along Charlestown<br />

Colony Drive. This is to protect our loved ones. If cars continue to<br />

park along Charlestown Colony Drive in the “no parking zone,” Harris<br />

County Sheriff’s Office now could ticket or tow the vehicle at the<br />

owner’s expense.<br />

The deadline for HOA dues is quickly approaching, please do not<br />

forget to avoid paying late penalties.<br />

COMMUNICATIONS<br />

Charlestown Colony is under new management. If you receive a<br />

deed violation letter, please work quickly to resolve any home repair<br />

issues. The new management company will be enforcing our deed<br />

restrictions to the fullest extent allowed on a consistent basis. For<br />

questions, comments and concerns regarding the community, please<br />

reach out to our community manager.<br />

to their Association account history, make payments on-line, see open deed<br />

compliance items, set their account profile to receive Association information<br />

via email, app or text, along with other options.<br />

Customer Care: Inframark supports a team of trained personnel in the Customer<br />

Care department. They are available from 7:30 AM to 6 PM by phone, email or<br />

live chat from the www.inframarkims.com website. Customer Care can answer<br />

general questions, make notations on your account or transfer your call to the<br />

relevant department, such as Architectural Modifications or Accounting.<br />

Due to the lack of advertising within the colonies, Charlestown Colony had to<br />

reduce the amount of articles published in the newsletter. Please see the back<br />

of the Krenek Magazine for upcoming events.<br />

ANNUAL HOA DUES<br />

Thank you to all who have paid your HOA dues! If HOA dues have not been paid<br />

yet, expect a certified letter with penalties. In order to avoid additional costs<br />

and fees, there are several options to make HOA payments. As of February<br />

1 st , unpaid annual dues are considered delinquent and subject to late fees<br />

and penalties. Our management company has new policies and procedures<br />

in place to collect on past due HOA assessments. If these have not been paid<br />

yet, please make every effort to pay or make a payment arrangement. The<br />

Board worked diligently to maintain our HOA dues although the neighborhood<br />

incurred additional expenses caused by the Artic Blast. There are several<br />

payment options available.<br />

Our community park is enjoyed by many of the residents and their family<br />

members! Especially, now as we are starting to turn the COVID 19 corner. It<br />

has bounced back since the days of Hurricane Harvey! Let’s keep it looking<br />

amazing! There have been reports of trash and debris in the park where the<br />

trashcans were overflowing which is an eye sore for the residents living around<br />

the park. Please remember to pick up after ourselves. If you are using the park’s<br />

trash can as a personal trash bin, please stop it and use your own trash cans.<br />

PARKED CARS ON STREETS CLOSE STOP<br />

SIGNS, COMMERCIAL VEHICLES & TRAILERS<br />

• We are still seeing cars parked on the street close to<br />

stop signs which becomes very dangerous for drivers to<br />

maneuver around oncoming traffic. Please park cars safely<br />

on the streets to avoid accidents. We love our residents and<br />

do not want to see anyone injured.<br />

• There are several community parking areas around the<br />

park and patio homes in the front of our subdivision. Please<br />

do not park there longer necessary. Please be cognizant of<br />

our neighbors. If you haven’t seen tow signs already, these<br />

will be posted soon. Cars parked in Charlestown Colony<br />

community parking spots longer than necessary will be<br />

towed at the owner’s expense.<br />

• It is a violation of our deed restrictions to park commercial<br />

vehicles, trailers, etc. in public view for an excessive amount<br />

of time. The number of hours these vehicles can be parked<br />

on the street is limited. Please refer to our deed restrictions.<br />

Harris County will be conducting a traffic study in our area to<br />

determine where street tow signs will be posted.<br />

OUR FURRY FAMILY MEMBERS<br />

There have been several complaints about dogs not being<br />

on a leash when being walked and pet owners not picking up<br />

after their animal does their “business.” Please be mindful and<br />

respectful of our neighbors and common areas such as the park<br />

and pick up after your pets. There continues to be a noticeable<br />

number of lost and found pets posted on the Nextdoor Ap.<br />

Please secure the furry family members by replacing broken<br />

fencing or other measures of security for our loving pets.<br />

HOME RENOVATION PROJECTS:<br />

It has been over 4 years since Harvey devastated Houston<br />

and for those who are still working on repairs, please<br />

be conscious of our deed restrictions. The Architectural<br />

Review form is required to complete exterior projects such<br />

these forms in place to maintain the appearance of Charlestown<br />

Colony. If exterior projects are completed without consent, the<br />

homeowner could be subject to make changes such as re-painting<br />

the house all over again which is costly and time consuming. Most of<br />

the Architectural Review forms can be processed within 10 business<br />

days, but it could take up to 30 days. If it is urgent, please indicate that<br />

on the form and include a phone number. Inframark may be able to<br />

offer a verbal, “yes” to get the project started while the form is being<br />

<strong>2022</strong> GC1 POA ASSESSMENT FEES<br />

Statements have been mailed out for the Y<strong>2022</strong> Georgetown Colony<br />

POA Assessment. Homeowners will have until February 1 st to prepare<br />

payment plans. After February 1 st , a 10% penalty will be charged as<br />

a late fee and the delinquency process will begin. Payments can be<br />

made by visiting www.scsmgmt.com and go to Pay Assessment Online<br />

and pay by eCheck or by credit card (Visa, Master Cards, Discover,<br />

BRIGHTER FUTURE FOR THE NEIGHBORHOOD<br />

Beginning in the next few months - CenterPoint will be upgrading the<br />

existing Street Lights to LED lights. The installation will occur during the<br />

late evening and night by CenterPoint personnel. LED streetlights use<br />

50-60 percent less energy, lower greenhouse gases by 5 percent, less<br />

maintenance, increases visibility and reduces the HOA electrical costs.<br />

ARCHITECTURAL REVIEW COMMITTEE (ACC)<br />

AND HOME IMPROVEMENTS<br />

The September 2021 legislative changes to Section 209505 of the<br />

Texas Property Code requires Homeowner Associations create a<br />

separate (from the Board of Directors) Architectural Review Authority.<br />

The Architectural Review Authority will be responsible to review and<br />

approve modifications and improvement requests to your property.<br />

Any improvement or modification to your home’s appearance as seen<br />

from the street, MUST have an Home Improvement Request Form<br />

submitted to Associa Property Management Group (PMG) for the<br />

Architectural Review Authority to review and approve PRIOR to starting<br />

ANY work. This includes replacements of your roof, fencing, exterior<br />

painting, home additions, major landscape modifications, etc.<br />

The Home Improvement Form can be found on Townsq.io under<br />

Tools, Documents, Association Documents, Jamestown Colony<br />

ACC.pdf. Instructions for submitting the form are included in the<br />

document.<br />

HELPFUL HINTS FROM THE HARRIS COUNTY SHERIFF<br />

1) Lock your car, especially overnight AND take valuables inside.<br />

2) Record the serial numbers of your valuables.<br />

3) Engage in conversations with the Deputies.<br />

4) Use the non-emergency telephone number, 713-221-6000, to<br />

report any unusual sightings. The extra reporting helps Deputies plan<br />

routes for maximum effect.<br />

REMEMBER THE FREEZE FROM LAST YEAR<br />

I know we don’t often have to worry about freezing temps here but<br />

it can sneak up on us. Protect your pets, plants and pipes. Have food<br />

and other supplies handy in case we lose power for a few days.<br />

YARD TIPS<br />

You can help wildlife by leaving as much tidying up as possible until<br />

the end of winter and doing so can make your garden look more<br />

attractive, too. This is the season when it’s easiest to get into your<br />

garden to make changes in preparation for the coming year. Take the<br />

opportunity to look around and decide where to add new wildlife<br />

features, such as a log pile or pond.<br />

Pay special attention to your flowerbeds and hedges - it’s time to<br />

single out the plants that do not contribute very much, swapping<br />

them for species that will attract more animals to your garden.<br />

As winter progresses, birds will become more dependent on the food<br />

you put out. This is when they use feeders most heavily, so hygiene<br />

is important: clean your feeders and tables now by soaking them in<br />

sterilizing fluid and get into the routine of washing them regularly.<br />

Don’t forget to keep seed feeders full and fresh water in birdbaths.<br />

Put out suet cakes - the extra protein helps keep our feathered friends<br />

warm in the winter months.<br />
