Might you be interested in fostering a cat or dog while it<br />

awaits its forever home?<br />

The Kootenay Animal Assistance Program Society (KAAP)<br />

was founded to meet the needs of homeless and disadvantaged<br />

pets who might otherwise fall between the cracks in existing<br />

services. KAAP is a registered charity serving the West Kootenay:<br />

we are 100% volunteer, and no-kill.<br />

Since we are a very small group of volunteers, we rely upon<br />

and ask a lot from our fosters: that they have good communication<br />

skills, be responsible for transporting their KAAP pets<br />

to and from occasional vet appointments, take high quality<br />

pictures and videos for online advertising, and be available<br />

for screened potential adopters to visit your home and meet<br />

<strong>–</strong> and hopefully adopt <strong>–</strong> the pet. Some paperwork may also<br />

be required.<br />

KAAP has 2 different foster applications <strong>–</strong> one for cats, one<br />

for dogs. If you are in a position to foster a cat or a dog, please<br />

let us know. Go to KAAP.ca and download the appropriate<br />

form to your computer, fill it out, save it and email it back to<br />

us at contact@kaap.ca.<br />

Under the weather… Where does that expression come from?<br />

Keeping watch onboard sailing ships was a boring and<br />

tedious job, but the worst watch station was on the “weather”<br />

(windward) side of the bow. The sailor who was assigned to<br />

this station was subject to the constant pitching and rolling of<br />

the ship. By the end of his watch, he would be soaked from<br />

the waves crashing over the bow. A sailor who was assigned<br />

to this unpleasant duty was said to be “under the weather.”<br />

Sometimes, these men fell ill and died as a result of the assignment,<br />

which is why today “under the weather” is used to refer<br />

to someone suffering from an illness. A related theory claims<br />

that ill sailors were sent below deck (or “under the weather”)<br />

if they were feeling sick.<br />

Kootenay wide toxic drug alert<br />

Multiple drug samples in communities across the region<br />

have been found to contain<br />

• up to 55% fentanyl (Average is +/- 10%).<br />

• Up to 25% benzodiazepine (Average is +/- 1 to 2%) have<br />

also been detected in some samples.<br />

The samples have been sold as “down”, heroin, or fentanyl <strong>–</strong> a<br />

wide range of colours and textures have been identified.<br />

High risk of overdose with severe complications including<br />

sedation (several hours).<br />

Naloxone does not work on Benzos, BUT naloxone will<br />

work on the opioid overdose symptoms. After giving breaths<br />

and naloxone, the person may begin breathing normally, but<br />

may not wake up. More doses of naloxone should only be<br />

given if the person is not breathing normally (less than 10<br />

breaths a minute). If the person is breathing normally but<br />

remains unconscious, place in recovery position and stay with<br />

them until emergency services arrive.<br />

• No matter what or how you use (smoking, snorting,<br />

injecting) take steps to prevent overdose<br />

• Know the risks when mixing drugs<br />

• If you must use while alone, consider using the Lifeguard<br />

app which can connect you with 911 emergency<br />

• When using your substance start with a small amount,<br />

Call for Applications<br />

The Regional District of Central Kootenay (RDCK) is<br />

accepting applications for an onsite campground host for<br />

Glacier Creek Regional Park located on Duncan Lake<br />

north of Meadow Creek BC.<br />

The Glacier Creek Regional Park Host will be responsible<br />

for providing a safe, sanitary, socially acceptable,<br />

environmentally responsible, rustic public recreation opportunity.<br />

The host will help recover operational costs through<br />

the collection of camp fees. The host will be required to<br />

provide personal onsite accommodation and will<br />

report to the RDCK. This position will run from May<br />

13, 2022 through September 27, 2022. The host will<br />

be paid $2,900/month for a total of $13,050. The host<br />

will also have an opportunity to sell firewood within the<br />

campground, for profit, if desired.<br />

RDCK recreation facilities<br />

working their way back to<br />

normal<br />

The Regional District of Central Kootenay (RDCK) welcomes<br />

the lifting of capacity restrictions and physical distancing<br />

requirements announced yesterday by the Provincial Health<br />

Officer (PHO), which will allow RDCK recreation facilities to<br />

begin to open up services to more people.<br />

“The lifting of restrictions is a positive sign for our recreation<br />

centres and our staff, because it means we can start working<br />

our way back to normal,” said Joe Chirico, General Manager of<br />

Community Services at the RDCK. “We look forward to opening<br />

up fitness, aquatics and other recreational opportunities to<br />

more people in the coming days, in line with what our current<br />

staffing levels will allow us to do safely.”<br />

While capacity limits have been lifted, RDCK recreation facilities<br />

will be reviewing how many<br />

people they can safely accommodate,<br />

and whether advance reservations<br />

for general admission fitness,<br />

aquatics and skating will still be<br />

required. This will look different at<br />

each recreation facility. Guests are<br />

encouraged to visit the website at<br />

www.rdck.ca/recreation to find out<br />

more about changes to each facility’s<br />

operating hours and admission<br />

process.<br />

Proof of vaccination with an official<br />

scannable QR code for those<br />

12 and older, along with government-issued<br />

proof of identity for<br />

those 19 and older, is still required<br />

for recreation programs and services.<br />

Masks are also still required<br />

in all public indoor spaces at RDCK<br />

recreation facilities. Masks are not<br />

required while exercising, but are<br />

encouraged.<br />

Time-based memberships<br />

(RDCK Active Passes) that were<br />

previously on hold will be removed<br />

from hold and available for regular<br />

use as of Thursday, <strong>Feb</strong>ruary<br />

17. Exceptions may be in place for<br />

facilities that have reduced general<br />

admissions due to staffing levels.<br />

Creston and District Community<br />

Complex (CDCC) has closed its<br />

aquatics centre as of <strong>Feb</strong>ruary 16<br />

until further notice due to staffing<br />

shortages, and pass-holders<br />

can contact the CDCC directly to<br />

request a hold.<br />

Capacity limits for spectators<br />

at sporting events have also been<br />

lifted. Attendees of events at RDCK<br />

facilities must follow proof of vaccination<br />

and masking requirements,<br />

and should follow signage and staff<br />

direction for checking in to events.<br />

The public is invited to attend our AGM: Saturday, March 5th,<br />

Hospice palliative care is dedicated to relief of suffering and<br />

improving the quality of life for people and their families who are<br />

living with or dying from advanced illness, and anyone experiencing<br />

grief and loss.<br />

The hospice society also offers community education and information<br />

aimed at increasing knowledge, confidence and support<br />

for community members dealing with end of life or loss in the<br />

lives of themselves, family or friends. Upcoming educational sessions<br />

planned so far, this year will cover green burial, grief support,<br />

dying process and end of life decisions & planning featuring<br />

guest speakers such as Dr. Trevor Janz and Christa Ovenell (the<br />

Death’s Apprentice heard on CBC). Being informed and knowledgeable<br />

can help in maintaining dignity and control throughout<br />

all stages of life.<br />

The work of our hospice is to be in service to others and is<br />

largely done by highly trained and skilled volunteers, the hardworking<br />

board of directors, and our executive director.<br />

Host your own<br />

Soup for the Cultured Soul<br />

One of <strong>Castlegar</strong>’s favourite social events is back <strong>–</strong> with a<br />

twist. Soup for the Cultured Soul has been a successful fundraiser<br />

for the Kootenay Gallery of Art since 2011. Top <strong>Castlegar</strong><br />

chefs offer their finest soups in unique pottery bowls that<br />

guests take home with them.<br />

Last year, the event was cancelled but this year we are offering<br />

a new option. Kootenay Gallery is on the move and now<br />

the soup event is too. The Kootenay Gallery is looking for people<br />

to host between 4 and 10 people in your homes or wherever<br />

you prefer.<br />

On the day of March 26, volunteers will deliver gourmet<br />

soups from each of the participating restaurants with heating<br />

and serving instructions, hand-crafted pottery bowls that each<br />

person can keep, buns donated by <strong>Castlegar</strong> Safeway, bottles of<br />

Hester Creek wine, and Doodle Bug Chocolates. The package<br />

will also contain recipe books, activity ideas, and coupons.<br />

The chefs who are creating this year’s soups are from The<br />

Black Rooster, Chef ’s Choice, The Grateful Table (formerly<br />

The Wandering Greek Oven), Kim’s Catering Creations and<br />

The Nineteenth. The Kootenay Gallery is grateful to these<br />

businesses for donating these delicious soups as well as their<br />

time, energy and recipes. We encourage you to visit and support<br />

these establishments.<br />

If you are interested in hosting, invite some friends and contact<br />

the Kootenay Gallery to register. Your guests can either<br />

pay us directly or you can collect and pay the Kootenay Gallery<br />

for your party. The cost per person is $55 for hosts or<br />

Kootenay Gallery members and $65 for guests who are not<br />

members of the Gallery. This is a good value as the bowls alone<br />

often retail for $30 to $45, the soups are spectacular and we<br />

will be generous with the wine.<br />

2022-2027 Forest Stewardship Plan #914<br />

BC Timber Sales (BCTS), Kootenay Business Area, hereby gives notice that its proposed 2022 to 2027 Forest<br />

Stewardship Plan (FSP) #914 is being made publicly available for review and written comment before<br />

it is submitted for approval to the delegated decision maker for the Ministry of Forests, Lands, Natural<br />

Resource Operations and Rural Development. This FSP will replace the currently approved FSP #601.<br />

The FSP is a landscape-level plan that identifies how the holder of the plan will be consistent with<br />

government objectives for managing and protecting forest and range values through the results,<br />

strategies and measures proposed in the plan. The FSP also provides a means to solicit and consider<br />

the expectations of the public and stakeholders and to consult with First Nations concerning the use of<br />

Crown/public land and resources. Once approved, the FSP will guide future forest development including<br />

road construction, timber harvesting and silviculture activities.<br />

FSP #914 applies to BCTS’ planning and proposed operations, licences and permits within the Rocky<br />

Mountain Natural Resource District and the Selkirk Natural Resource District and includes forest<br />

development units covering the Boundary, West Kootenay and East Kootenay regions.<br />

BCTS is following the provincial direction on old growth deferral areas. Until direction is received from<br />

government following consultation with First Nations, timber sale licenses will be developed to exclude<br />

any verified overlap areas, either by removing them completely from blocks or placing them in reserves.<br />

The draft FSP #914 will be available to the public for review and comment from <strong>Feb</strong>ruary 17, 2022 to<br />

April 18, 2022 and can be viewed online at:<br />

New Democrat MLA Brittny Anderson says families in the<br />

Kootenays will save money on childcare bills as local childcare<br />

centres become $10-a-Day ChildcareBC Centres where fees<br />

are capped at a maximum of $200 a month.<br />

“More and more families are able to get their kids into safe,<br />

nurturing childcare spaces here in the Kootenays,” said MLA<br />

Anderson. “And we know those spaces also need to be affordable.<br />

We’re expanding our $10-a-day childcare options across<br />

the province and here at home, making sure that everyone who<br />

needs childcare can access it, and that kids have a good start to<br />

their educational journey.”<br />

As of <strong>Feb</strong>ruary 1, 2022, Kootenay Kids Society in Nelson,<br />

Corner Stones Childcare Centre in Revelstoke, Blossom & Bud<br />

Childcare in Creston, Little Badger Early Leaning Program in<br />

Windermere, and Stepping Stones Children’s Centre in Nakusp<br />

are all becoming $10-a-Day ChildCareBC sites. This will lower<br />

costs for the parents of the 158 children currently learning in<br />

these spaces.<br />

For families earning $111,000 or less, savings can be stacked<br />

with the BC Affordable Child Care Benefit to cut fees even further,<br />

meaning some parents are able to access childcare at no<br />

cost.<br />

More $10-a-day spaces throughout the province will be<br />

announced in the coming months as childcare providers are<br />

confirmed to participate.<br />

These new $10-a-Day ChildcareBC Centres are part of Government’s<br />

10-year ChildCareBC plan to build a future where<br />

childcare is a core service that’s available to every family that<br />

wants it, when they need it, at a price they can afford.<br />

Update on snowpack conditions<br />

As of <strong>Feb</strong>ruary 8, the snowpack in the Boundary was at<br />

88% of normal, the lowest in the province (normal is between<br />

90—110%). Currently, the West Kootenay snowpack is at<br />
