here and the Ravena-Coeymans-Selkirk 

Board of 

Education is eyeing the 

district’s spending plan 

for the next academic 

year. 

School Business Manager 

Joanne Moran outlined 

one element of the 

district’s budget — the 

tax-cap calculation and 

how it will impact school 

funding — at the board’s 

Feb. 16 meeting. 

“For the tax cap, every 

year when we do our 

budget and our spending 

plan that we present to the 

voters, we have to offset 

that with revenue,” Moran 

said. “One of the things 

that we have had to comply 

with is the tax-cap 

calculation.” 

The tax cap is the maximum 

amount set by New 

York state, dependent on 

a number of factors, that 

a district can increase its 

tax levy on local residents 

compared to the previous 

school year. While the tax 

cap was dubbed a “2% 

tax cap” when it was first 

implemented in 2011, that 

number is a misnomer, 

District Superintendent 

Dr. Brian Bailey said at 

the meeting. 

“The word ‘tax cap’ is 

erroneous. A ‘2% tax cap’ 

is erroneous,” Bailey said. 

The tax cap is calculated 

through a complex 

formula that is specific 

to each district, and this 

year’s cap for the RCS 

district is 4.94%, Bailey 

said. 

“We don’t intend to go 

out anywhere near that 

number, but we could if 

we so chose under the tax 

cap law,” the superintendent 

said. 

The district’s tax levy 

over the past two years 

has remained flat with 

a 0% tax levy increase. 

The last year the levy was 

increased, for the 2019- 

20 school year, the levy 

was increased 2.75%,

which will go before voters in May.

said. “What impact does 

that have? That means 

that originally, before the 

carryover, the allowable 

levy limit was 4.59% and 

with that amount, it’s now 

4.94%. Again, that is the 

maximum.”

to see some budget lines 

increase in the upcoming 

budget, including fuel 

costs and electricity. But 

there are other issues as 

well, such as contract 

negotiations that have not 

yet been resolved. 

“The bigger things are 

the number of negotiation 

and bargaining units 

that are still out that we 

have not settled with,” 

Moran said. “There will 

be assumptions made to 

counter that.”

One change this year

aid. That figure in previous 

years was not finalized 

for several months 

after school budgets were 

due, leaving districts to 

determine their budgets 

with a big chunk of their 

funding — state aid —

“This is the first time 

I’m going to say in all of 

my career where the state 

of New York has made 

it a no-nonsense budget,” 

Moran said. “They’ve 

told us what we’re going 

to get. We don’t have to 

be in limbo waiting for 

it.”

ALBANY — February is Black History 

Month and this year’s theme is health 

and wellness in the African-American 

community. 

To honor the month, the Albany County 

Legislature recently convened a panel 

of health and well-being experts to discuss 

the opportunities and challenges in 

African-American communities. 

The panel was presented by the Legislative 

Black Caucus and moderated 

by Joyce Williams, director of Homer 

Perkins Center, a residential educational 

facility based in Albany. 

Andrew Joyce, chairman of the Albany 

County Legislature, opened the virtual 

Zoom panel, and said the discussion 

offered an opportunity to highlight the 

inequities in the health care system and 

how society can work to resolve that. 

The county’s Legislative Black Caucus 

has worked for years to shed light 

on what government can do “to address, 

identify and fix some of the inequities 

we see in our health care system, and 

what we can do at the county level to

Williams’ first question to the panel 

was why a conversation centered on 

Black health and wellness was critical 

at this time. 

“With every generation we are providing 

an opportunity for change and 2021, 

2022 is no different,” Jenkins-Smith 

said. “One of the things about change 

is that we have to be uncomfortable, 

recognize this discomfort and go about 

addressing that discomfort in a different 

way. The Black community has gone

through a lot for a long time, but a lot 

of the disparities and trauma have been 

brought to the forefront by technology.” 

The COVID-19 pandemic put many 

of those disparities front and center, she 

added, and can present society with a 

vehicle for improvement and for correcting 

inequities in the system. 

“What is happening now and the pandemic 

really highlighted is putting in 

front of the nation and the world what the 

Black community is going through, and 

the world is noticing,” Jenkins-Smith 

said. 

Owens-Cody agreed the pandemic 

has spotlighted issues revolving around 

health on many levels. 

“Our bodies are managing a lot and 

we have suffered a lot — we have suffered 

losses from COVID, we have lost 

families, we have been exposed in high 

numbers to the coronavirus itself and a 

lot of times we are on the front lines of 

social justice,” she said. “A lot of times

begins planning its 

spring activities, the 

Grange’s space is also 

available for rent for 

gatherings. 

The next upcoming 

event will be a corned 

beef and cabbage dinner 

on March 5 from 3-6 

p.m. The meal will also 

include Irish soda bread 

and a dessert. Take-out 

only. Please reserve 

you meal by Thursday,

men’s, women’s and 

children’s clothing, 

shoes, boots, belts, curtains, 

stuffed animals, 

blankets, towels, etc. 

They also accept glasses 

and hearing aids for 

the Lion’s Club, and 

non-perishable food 

items for the surrounding 

food pantries. 

The Grange also 

accepts donations of 

the recyclable bottles 

and cans, with the proceeds 

going towards the 

upkeep of the organization’s 

historic building. 

They also collect 

the pull tabs from soda 

and beer cans, pet foods, 

soup cans, canned fish, 

and more. The pull tabs 

are donated to the Ronald 

McDonald House in 

Albany. 

Bethlehem Grange 

137 is proud to be a 

chapter for Stars4ourTroops. 

Members share 

the stars with veterans, 

new enlistees and first 

responders. Bethlehem 

Grange also hosts several 

Girl Scout troops for 

their meetings and activities. 

The group accepts 

donations of worn or tattered 

flags in the flag 

mailbox, located in front 

of the building. Flags 

will be properly disposed 

of in a flag-burning 

ceremony. 

The Bethlehem 

Grange 137 will be 148 

years old on March 17, 

and the Grange Hall is 

on the National Historic 

Registry. 

National Grange 

Month is in April, with 

lots of activities all 

month long, both in person 

and online. 

This spring the organization 

is planning for 

its Craft Fair and Plant 

Sale that is coming up in 

May, recognizing community 

members, and 

the monthly community 

dinners and barbecues. 

In June, the Grange will 

hosting a garage sale for 

three weekends. They 

will begin accepting 

donations from the surrounding 

communities 

of new or gently used 

items for the sale after 

the Craft Fair/Plant Sale 

on May 21. Nothing goes 

into dumpsters after the 

sale. Members find new 

homes for everything, to 

keep things out of the 

landfills. 

You can also visit the 

Bethlehem Grange at 

the Altamont Fair in the 

Grange Building from 

Aug. 16 to 21. Every 

day there will be demonstrations 

of crafts and 

baking. Each day will 

feature different baking 

demonstrations with the 

baked goodies available 

for sale. You can enjoy 

them with milk or coffee 

right in the Grange 

Building. 

The Altamont Fair 

will also feature all of 

the Grange’s specially 

designed booths, all in 

competition. Everyone is 

busily working on their 

booths, collecting the 

items that are needed for 

their displays.

so therefore we are 

just focusing on Dominic 

[Ruggeri] and Barbara 

[Tanner]. We wish 

her [Appleby] the best of 

luck and hope she will 

continue to do well with 

what she does, but we are 

focusing on the two that 

do align with our party’s 

philosophies.” 

Appleby asked how 

Coye could question her 

political stance on policy 

when he hasn’t spoken 

with her about it. 

“I don’t understand 

how he can even say 

that when he hasn’t even 

talked to me about my 

policy beliefs,” Appleby 

said. “How can you 

say that when you have 

never even spoken to 

me? That kind of upsets 

me because how can you 

exclude somebody when 

you haven’t even heard 

their side?” 

According to Coye, 

Appleby’s campaigning 

with the Democrats 

brought her philosophy 

into question. 

“Being that she has 

aligned herself with the 

current team of the Democratic 

Party right now and 

we believe in fiscal conservatism 

— we believe 

that lower taxes would 

be better for village residents,” 

Coye said. 

Appleby agreed taxes 

“absolutely have to be 

under control,” and said 

she has campaigned with 

the Democrats because 

they supported her candidacy 

from the start. 

“They reached out to 

me the day after the caucus 

asking what I needed 

in terms of support and 

campaigning,” Appleby 

said. “The Democratic 

Committee has been nothing 

but helpful — they 

have been willing to help 

me with everything I need 

because they know I am 

new at this. Bill Misuraca 

and Linda Muller have 

both reached out to me. 

Had the Republicans 

done that, things would 

be looking very differently. 

I am just sad because 

I really wanted to build 

a bridge between the two 

sides and work together 

with everybody, and that 

opportunity was taken 

from me. I am going to 

put my focus and effort 

where I feel it is valued.” 

Other candidates in previous 

elections have been 

cross endorsed by both 

parties and received support, 

Appleby said. 

“My whole thing is I 

want to work with everybody,” 

she said. “I’m not 

a politician — I’m a social 

worker. My intention is to 

social work the community 

and that includes working 

with everybody. This 

is disheartening to me 

because this is not how 

I function. If I had some 

answers, I think I would 

be a little bit more at ease 

with what is going on, but 

the fact that nobody has 

reached out is upsetting.” 

Coye reiterated that 

Appleby’s campaigning 

with the Democrat-endorsed 

candidates led the 

party to withdraw its support. 

“We wish her the best 

of luck, but by actively 

supporting and carrying 

campaign materials of the 

other side, we feel that 

we have to go in our own 

direction,” Coye said. 

Village elections will 

be held March 15.

go buy buses and finance 

them for five years, 

they’ve got to be electric 

by a certain time. We 

need to start planning or 

thinking about that now.” 

Moran responded that 

the infrastructure will be 

the biggest challenge if 

and when districts switch 

to an electric fleet. 

“The infrastructure that 

is going to cost school 

districts is what is going 

to be the hard part if they 

make us do that,” Moran 

said. “That will be the 

expensive part. That is 

one of those mandates 

where everybody goes, 

‘Oh my God, how are we 

going to do it?’” 

Bailey said that goal 

is in the future and it is 

unclear when or whether 

it will come to fruition. 

“It is not at all unusual, 

and we’ve seen it through 

a number of presidential 

campaigns and missions 

since we’ve been alive, 

where they set goals 

and boundaries and they 

sometimes get pushed 

down farther because the 

infrastructure isn’t there 

or the materials aren’t 

there,” Bailey said. 

For this year’s budget, 

in May voters will determine 

whether to approve 

the purchase of three 

65-passenger buses and 

one 14-passenger van, 

fueled by gasoline.

• Two bootleggers 

from New York City 

came to grief in Coeymans 

when their automobile 

broke down while 

passing through Coeymans 

and the two men 

made the fatal mistake 

of driving to the garage 

conducted by Judge 

Uthe. The men were 

taken before Justice of 

the Peace Uthe and they 

promptly pleaded not 

guilty and waived examination 

for the grand jury. 

• J.N. Briggs 

began harvesting ice on 

Monday at the house 

across the stream from 

the village. 

• A dance will be 

given in Junior Order 

Hall on the evening of 

March 3 by the “Three 

Wonders.” Graves 

orchestra will furnish the

bills, according to Central 

Hudson. 

The company 

announced customers can 

expect to see higher bills 

due to an increase in supply 

prices for both electricity 

and natural gas due 

to a colder than average 

winter and global energy 

prices. 

Central Hudson customers 

can expect to see 

an increase of about 19% 

for natural gas and roughly 

46% for electric bills, 

according to the company. 

Customers with a combination 

electric and natural 

gas bill can expect a 29% 

jump in their bill. 

“Locally, this January 

featured sustained temperatures 

that were 11% 

colder than average and 

16% colder than January 

2021,” Anthony Campagiorni, 

senior vice president 

of Customer Services 

and Gas Operations 

at Central Hudson, said. 

“This contributed to driving 

gas usage up more

The increase in customers’ 

bills is expected 

to be temporary and may 

vary depending on energy 

usage and the billing 

cycle, according to the 

company. For some, the 

increase may be spread 

out between the current 

bill and the next month’s 

bill. 

Gov. Kathy Hochul 

acknowledged the statewide 

rising utility bills 

Feb. 11 and said the hikes 

come at a particularly bad 

time for New Yorkers. 

“The extreme utility bill 

increases we are seeing 

across the state come at 

a time when New Yorkers 

are already struggling 

financially following the 

COVID-19 pandemic,” 

Hochul said. 

She said the rate hikes 

were predicted and are 

due to “severe winter 

weather” and supply 

issues. 

Central Hudson advised 

customers find ways to 

cut their energy costs 

by implementing energy 

efficiency measures 

such as insulating ducts 

and hot water pipes that 

run through uninsulated 

areas, repairing leaky 

ducts, adding insulation, 

lowering the thermostat, 

and sealing air leaks with 

weather stripping and 

caulk to reduce their use 

of heating fuels. 

Customers can also 

enroll in Central Hudson’s 

Budget Billing program 

to pay their average 

annual energy bill in 11 

even monthly payments 

to spread out monthly 

expenses. The year’s 12th 

payment would be adjusted 

up or down to reflect 

actual energy usage and 

fluctuations in market 

prices, according to the 

company. 

“This program makes 

energy bills more predictable 

and can help in 

managing household budgets,” 

according to the 

company. 

Income-qualified customers 

can also request 

payment assistance 

options or federal grants 

through the Home Energy 

Assistant Program, or 

HEAP, or the new Regular 

Arrears Supplement 

Program to make paying 

energy bills more affordable.

1957, Minnijean Brown 

and eight classmates – 

now known as the “Little 

Rock Nine” – walked 

past armed guards and 

an angry mob outside 

Little Rock (Arkansas) 

Central High School 

to help set the United 

States on a path toward 

public school desegregation, 

an objective still 

not fully realized 65 

years later. 

This brave act also 

ignited a career as a 

civil rights activist and 

teacher.

the doctor’s office, [or 

if] I don’t understand 

this medical bill or I 

don’t understand why I 

am being prescribed this 

particular medication,” 

she said. “There is a lot 

of investment in bringing 

community health workers 

not only to community-based 

organizations, 

but a lot of people are 

starting at the grassroots 

[level] and bringing 

health information right 

into the community.” 

The information is frequently 

more culturally 

sensitive to the needs of 

communities of color, 

Owens-Cody added. 

Jenkins-Smith said one 

of her main focuses is the 

spiritual aspects of her 

community. 

“One of the things I 

have been so excited 

about is that communities 

of color are asking 

questions,” she said. 

“They are looking at how 

emotional health, spiritual 

health, mental health 

and wellness have been 

practiced in their families 

for generations, what has 

worked and what has not 

worked. So communities 

are asking questions — 

what can I do differently 

— and looking at new 

ways to solve these problems.” 

The pandemic — 

along with the associated 

shutdowns and quarantines 

— has given some 

people the opportunity 

to take a step back and 

pursue their spiritual life, 

Jenkins-Smith said.

Williams asked 

how the pandemic has 

changed the way people, 

particularly communities 

of color, look at health 

and wellness. 

“The pandemic 

exposed that health care 

is not just physical health 

— it is physical, it is mental, 

it is social,” Owens- 

Cody said. “Employment, 

education, housing 

is a big thing right now 

and there is stress, too, 

and how does that impact 

our bodies as well.” 

There has also been a 

fresh look at social determinants 

of health — 

those issues that affect 

health status such as poverty, 

racism, educational 

disparities, discrimination, 

housing and inadequate 

nutrition, among 

others. 

“How is this impacting 

your mind, your body, 

your soul, your spirit,” 

Owens-Cody said. “I 

think that the pandemic 

really exposed that. 

It’s not just about your 

physical or your chronic 

condition — it’s about 

housing, it’s about do 

you have access to food, 

it’s about transportation. 

Do you have access to 

the resources that you 

need?” 

Williams inquired 

about the biggest challenges 

impacting Black 

health and wellness, and 

how to tackle them. 

“The biggest impact 

that I have seen is the 

fear to do something 

different. There is also 

the fear to say, ‘I need 

help,’” Jenkins-Smith 

noted. “Those two fears 

are the biggest challenges 

that impact communities 

of color.” 

Asking for help has 

not historically led to the 

desired results for the 

Black community, she 

added. 

“It’s really hard for 

the Black community to 

ask for help,” she said. 

“Because when we open 

our mouths and say we 

need help, history has 

proven that we get the 

opposite. So we are 

encouraged to just keep 

going, keep your mouth 

shut, don’t let house 

business go out on the 

street. But we really need 

to encourage the Black

our well-being is more 

important than that fear 

and suspicion.” 

Williams asked what 

steps individuals can take 

to improve their own 

health and wellness. 

Owens-Cody recommended 

that people 

ensure they have a trusted 

and knowledgeable 

team behind them. 

“Do I have insurance, 

do I have a doctor that I 

feel comfortable talking 

to, that I know is going 

to empower and advocate 

for me?” Owens- 

Cody said. “You want 

to go somewhere where 

you feel you’re going to 

be heard, where you feel 

your needs are going to 

be addressed. Those are 

some of the first steps 

that we can take.” 

Williams said that is 

an issue she has faced 

personally when she was 

unable to find a physician 

she felt comfortable 

with. 

“I was looking for a 

Black cardiologist, trying 

to go to a doctor that 

looks like me and will 

have understanding and 

knowledge of my health 

issues,” Williams said. “I 

could not find a Black 

cardiologist… and finding 

an African-American 

GYN (gynecologist) 

for African-American 

women.” 

She said a publicly 

available listing or book 

with the names and information 

for Black physicians 

would be helpful to 

communities of color. 

Jenkins-Smith urged 

people to be inquisitive 

and ask questions of their 

health care provider. 

“It is vitally important, 

and if you might be concerned 

or have a level of 

fear at asking questions 

of the doctor, then bring 

a trusted family member 

who can have your back 

because having someone 

there who has your back 

can help you have that 

confidence to ask the 

questions that you need 

to ask,” Jenkins-Smith 

said. “We have to ask 

those questions.”

The way games 

should be played 

I feel a little sorry at 

this time of the year for 

my sports fanatic friends. 

This is sort of the wasteland 

time for professional 

sports. 

Football season is over, 

basketball and hockey 

are winding down, racing 

season for both animals 

and machines is just getting 

ready to start up. Yes, 

I know there’s golf and 

figure skating, but these 

aren’t the kind of sports 

that appeal to the average 

adult-beverage-guzzling, 

team-name-on-the-jacket, 

office-pool-betting hardcore 

fan. 

I’ve never been much 

of a sports nut. I’ve 

played about every sport 

that’s featured on ESPN, 

ESPN 1, ESPN 2, ESPN 

3, ESPN 4-2,200 or whatever 

it goes up to. 

I was a real baseball 

fan in my youth, but the 

Brooklyn Dodgers moved 

away and broke my young 

heart and I lost interest in 

the sport. I do watch the 

World Series, but that’s 

about it for the national 

pastime. 

I loved playing football 

and look forward to the 

Super Bowl as an excuse 

to purchase my yearly 

bag of potato chips (now 

unsalted). I will admit to 

watching anything with a 

motor in it race across 

my television screen, but 

I don’t have any favorites 

that come to mind. 

I think I’d be more into 

the whole sports scene if 

the sports on TV were 

more like the sports 

played in real life. 

The idea that I’m 

watching a bunch of pharmaceutically 

pumped-up 

millionaires chasing a ball 

around kind of leaves a 

bad taste in my mouth. If 

baseball games were even 

occasionally played in a 

former corn field where 

the tractor was first base 

and the home plate was 

one of the guys’ T-shirts, 

I’d probably be more 

interested. 

It’d be interesting to see 

what would happen if you 

gave the teams one ball to 

play the whole game with 

so that if they hit a homer, 

the game had to stop 

until the ball was found 

or else you all had to go 

home and do your chores 

because you couldn’t find 

the ball. Of course, the 

way those guys hit the 

ball would probably split 

a seam and have to be 

taped with a roll of black

electrical tape snitched 

from Dad’s toolbox. By 

the end of our season, we 

could have used some steroids 

just to carry the ball 

because we had so much 

tape on it. 

Football games played 

in the street in your play 

clothes with no equipment 

would probably garner a 

following of old guys like 

me. Being quarterback 

was really a challenge 

since you had to keep one 

eye out for oncoming traffic 

while you tried to figure 

out who of the bunch 

of guys running and yelling 

down field were really 

on your team. 

Hockey played on a 

pond in the hay field without 

pads would be more 

interesting. It was a more 

creative sport when we 

used a tuna fish can for a 

puck and real sticks that 

came off the maple tree 

in the front yard. Those 

pick-up hockey matches 

put a lot of dentists’ kids 

through college. 

Even tennis players 

today are separated from 

the real game as played 

on the local courts. Go 

watch at one of the nearby 

parks — you almost 

never see someone in a 

cute little outfit. Sweats or 

cut-offs are what you see 

and there are no ball boys 

crouching near the nets to 

run and get your ball for 

you. You smack it out of 

bounds, you have to go 

get it yourself. It makes 

for a more cautious type 

of play. 

Even soccer used to be 

more interesting when it 

was played on a plowed 

field by kids wearing barn 

boots, some of which had 

steel toes. 

I guess the reason I’m 

not much of a sports nut 

is that professional sports 

don’t have that kind of 

gritty taste in the mouth 

that playing them yourself 

had. The NASCAR race 

I may watch on Sunday 

just doesn’t stir my blood 

the same way that remembering 

the tractor races we 

had in my youth does. 

Thinking about it, I 

may not be a real sports 

nut, but now I remember 

why I walk weird on cold, 

damp days. 

Thought for the week 

— If four out of five people 

suffer from diarrhea, 

does that mean that one 

out of five enjoys it?

I suspect that every single 

town in almost all 

of New York state has 

a resident population of 

animals that RE called 

the “eastern coyotes.” 

Indeed, these crafty creatures 

have even been 

reported in New York 

City and are well established 

on Long Island. 

The reason they are 

called the eastern coyote, 

instead of just plain 

coyote, is because this 

animal is quite different 

than its western cousins. 

Western coyotes are quite 

a bit smaller and skinnier 

than our local animal, 

looking more like the 

cartoon character “Wile 

E. Coyote.” 

Some of you may 

remember the cartoon 

series in which “Wile E.” 

was forever in unsuccessful 

pursuit of the Roadrunner. 

Anyone who has 

seen a western coyote 

and our Eastern coyote 

up close will readily confirm 

they are very, very 

different in appearance. 

I have seen both animals 

up close and to my eye, 

western coyotes look 

more like foxes in size 

and stature, and eastern 

coyotes look more like 

large dogs. 

Although there is some 

documentation that coyotes 

existed in the east 

in prehistoric times, there 

is no record of them 

from colonial days. They 

appear to have populated 

our area within the past 

30 to 40 years. 

Some recent genetic 

studies seem to link the 

eastern coyote with red 

wolves, which would 

help to explain their larger 

size. They differ from 

wolves in their social 

structure, being much 

less likely to form large 

“packs.” 

A typical group of eastern 

coyotes is usually just 

a single family unit with 

perhaps four or five animals. 

Of course, many of 

us have heard these critters 

howl and it sounds 

like there are a dozen 

or more of them. Howling 

can be triggered by 

a whistle or a fire siren 

going off, or after a successful 

hunt, as if they 

are celebrating a kill.

One reason they have 

become so prolific is 

that they will eat virtually 

anything, including 

carrion (dead animals). 

In fact, these scavengers 

are responsible for dragging 

off most of our roadkilled 

deer and other animals 

that get run over. 

They also eat deer (mostly 

fawns), fish, frogs, turtles, 

snails, birds, eggs, 

berries, insects and other 

plant material. In New 

York state, extensive 

studies show they mostly 

eat mice, voles and other 

animals we consider as 

pests. 

As a ginseng grower, 

I consider coyotes to 

be extremely beneficial 

members of the forest 

ecosystem since they 

preferentially eat mice 

and voles that feast on 

ginseng roots. 

Many deer hunters 

shoot coyotes because 

they consider them 

threats to the deer herd, 

although the scientific 

evidence does not support 

that hypothesis. 

I am not a fan of deer in 

general (except as food), 

since they tend to overpopulate 

their range and 

are capable of destroying 

entire populations of 

ginseng as well as other 

native herbaceous plants. 

I allow some people to 

hunt deer on my property, 

but no one is allowed to 

hunt coyotes. Unlike deer 

populations, which can 

quickly expand to such 

levels as to create ecological 

and economic havoc, 

coyote populations tend 

to be self-limiting at levels 

that do not threaten 

other wildlife species or

claim that our coyotes are 

actually coydogs, which 

are the result of a cross 

between a dog and coyote. 

This is very unlikely 

since coyotes are more 

inclined to kill dogs than 

breed with them. I have 

heard from some local 

folks who have lost pet 

dogs and cats to these 

canines. 

I can remember quite 

clearly back in the late 

1950s and early 1960s 

when we had packs of 

feral dogs roaming the 

area around Durham. It 

appears this smarter and 

more sophisticated predator 

has now replaced 

these dog packs. 

I cannot definitively 

answer the question “will 

coyotes hurt humans?” 

I do know there have 

been a few reports of 

western coyotes attacking 

babies in California, 

but to my knowledge 

there has never been a 

report of eastern coyotes 

attacking humans in New 

York state or elsewhere 

in the East. It seems 

like they are co-existing 

quite comfortably with 

us and are only spotted 

infrequently despite the 

fact that there are lots of 

them. 

Right now is the time 

of year when New York’s 

resident coyotes breed 

and set up dens for pups 

that will arrive in the 

spring, according to the 

New York State Department 

of Environmental 

Conservation. While 

conflicts with people and 

pets are rare, New Yorkers 

should remain alert 

and follow DEC’s common-sense 

guidelines 

to minimize the risk for 

potential conflicts with 

coyotes. 

If coyotes exhibit bold 

behaviors and fail to 

exhibit fear of people, or 

if seen repeatedly during 

the day near residences, 

the public is advised to

I talked to a close friend 

the other day and when 

I asked him how he was 

doing, he declared, “I’m 

terrible.” He went on to 

say how awful his life 

was. 

It didn’t matter what he 

talked about; he had a 

negative take on it. I asked 

him if he was pursuing his 

dreams, and his response 

was, “I don’t have time.” 

He proceeded to give me 

a list of excuses as to why 

he wasn’t able to follow 

his dreams and pursue 

anything worthwhile. He 

felt trapped; he felt like he 

was going nowhere. 

I just listened and tried 

to share a few laughs. 

I’ve learned that people 

don’t always want a pep 

talk; some people want 

to be in a dark place, and 

any positive thought to 

the contrary seems like a 

fairy tale. 

When he described his 

life, I saw all the reasons 

why his situation 

was perfect to follow his 

dreams, but he could only 

see why it wasn’t. Granted, 

I’m not in his shoes 

and I’ll never know what 

he’s going through. While 

that is true, we only need 

to look at history to see 

that people have lived in 

much worse situations 

than most modern-day 

Americans and still have 

gone on to achieve unbelievable 

victories. 

It boils down to what 

you concentrate on and 

what you think about 

most. 

When you see a giant 

standing in your path and 

want to defeat it, do you 

focus on how big and 

strong it is? Or do you 

focus on how slow it is 

and how hard it’s going 

to fall? 

So many of us overlook 

the good stuff and only 

see the bad. We only see 

the evil in the world, and 

we rarely recognize the 

good. 

If all you think about is 

the problems, the obstacles, 

the barriers, the 

stumbling blocks, and 

why you cannot overcome 

them, then you never will; 

you won’t even try. 

On the contrary, if you 

think of victory and why 

you can rise above circumstances, 

new possibilities 

will emerge, 

and opportunities will 

arise that you otherwise 

wouldn’t have noticed. 

What you choose to focus 

on is probably the most 

crucial factor in accomplishing 

your dreams. 

What you believe about 

your future is everything. 

What you think about 

your future usually results 

from focusing on victory 

or defeat. 

Some would argue that 

our thoughts have nothing 

to do with the outcome 

of a situation. It seems to 

me they have everything 

to do with it. If you don’t 

believe you can accomplish 

what you want, 

you’ll become a victim 

of circumstance and be 

blown in whichever direction 

the wind blows. 

When you go through 

your day feeling frustrated, 

stressed out, constantly 

complaining, and 

thinking about all your 

problems, you won’t 

imagine the possibilities. 

If all you do is amplify 

the negative, you’ll never 

live with faith. When you 

cannot live in faith, you 

aren’t living up to your 

potential. 

When you’re having 

trouble believing, think 

of this quote by self-help 

author Napoleon Hill: 

“What the human mind 

can conceive and believe, 

it can achieve.” 

When you begin to 

believe, motivation will 

come, inspiration will 

take hold, you’ll become 

a more dynamic person, 

you’ll start to realize all 

the reasons why you can, 

and you’ll begin to move 

towards the life you want. 

When you venture into 

the land of giants intending 

to take their land, you 

must only focus on all 

the reasons why you can 

defeat them. Never think 

of why you cannot. Your 

mind is where you’ll fight 

the most significant battle. 

Although it can be 

difficult to stop focusing 

on the negative in 

your life, it’s not as difficult 

as you think. It’s 

as easy as changing your 

mind. We all change our 

minds every day. When 

you change your mind 

to the positive and leave 

the negative life behind, 

you’ve changed; you’ve 

changed the structure of 

your brain and have started 

to walk down the path 

of becoming a different 

person. 

When the sun rises 

again tomorrow, you have 

the chance to change your 

expectations and the way 

you think. You’ll have the 

opportunity to think of 

all the reasons you can. 

When you do that, you 

will be moving in the 

right direction.

ALBANY — The 

New York State Department 

of Environmental 

Conservation has issued 

guidance to help prevent 

conflicts between people 

and coyotes to protect the 

public and their pets. 

“This is the time of 

year when New York’s 

resident coyotes breed 

and set up dens for 

pups that will arrive in 

the spring,” DEC Commissioner 

Basil Seggos 

said. “While conflicts 

with people and pets are 

rare, New Yorkers should 

remain alert and follow 

DEC’s common-sense 

guidelines to minimize 

the risk for potential conflicts 

with coyotes.” 

Coyotes can be found 

in habitats throughout the 

state, from rural farmland 

and forests to green spaces 

in suburban and urban 

areas. 

For the most part, coyotes 

avoid contact with 

people. However, conflicts 

with people and 

pets may occur as coyotes 

tend to be more territorial 

during breeding 

and pup-rearing seasons 

in the spring and summer. 

If coyotes learn to 

associate food sources 

such as garbage or pet 

food with people, these 

animals may lose their 

natural fear of humans, 

increasing the potential 

for close encounters or 

conflicts. 

To reduce the likelihood 

of conflicts with 

coyotes, New Yorkers are 

encouraged to take the 

following steps: 

• Do not feed coyotes. 

• Do not leave 

food outside. Pet food 

and garbage attract coyotes 

and other wildlife 

and increase risks to 

people and pets. Additionally, 

do not feed pets 

outside; prevent access to 

garbage; fence or enclose 

compost piles; and eliminate 

availability of bird 

seed. Concentrations of 

birds and rodents that 

come to feeders can 

attract coyotes. 

• Do not allow 

coyotes to approach people 

or pets. If you see a 

coyote, be aggressive in 

your behavior: stand tall 

and hold your arms up 

or out to look as large 

as possible. If a coyote 

lingers for too long, make 

loud noises, wave arms, 

and throw sticks and 

stones. 

• Teach children to 

appreciate coyotes from a 

distance. 

• Do not allow 

pets to run free. Supervise 

outdoor pets to keep 

them safe from coyotes 

and other wildlife, especially 

at sunset and at 

night. Small dogs and 

cats are especially vulnerable. 

• Fence yards to 

deter coyotes. The fence 

should be more than 

4 feet tall, and tight to 

the ground, preferably 

extending 6 inches below 

ground level. 

• Remove brush 

and tall grass from 

around homes to reduce 

protective cover for coyotes. 

Coyotes are typically 

secretive and like areas 

where they can hide. 

• Ask neighbors to 

follow these steps to prevent 

coyote conflicts. 

During this time of 

year, coyotes tend to be 

more active and may be 

more visible and simply 

seeing a coyote occasionally 

is not a cause for concern. 

However, if coyotes 

exhibit bold behaviors 

and fail to exhibit fear of 

people, or if seen repeatedly 

during the day near 

residences, the public is 

advised to contact their 

Regional DEC Wildlife 

Office for assistance. 

In emergency situations, 

contact the local 

police department.

Buddy the baseball – 

The ball that changed his game, part 4 

It was a new summer baseball season, and Billy had grown bigger and 

stronger. He had gotten a new glove, a Wilson A-2000. The coach told him 

when he got a new glove to make sure it had an open web. It would allow 

him to see the ball better. 

At the first practice of the summer, his teammates were looking at him as 

if he were a new person. He was. Wearing the same uniform as last year – 

sponsored by Ace Hardware and wearing the same number 33 – Billy was 

ready to play ball. 

Coach Doolittle held a meeting before practice and introduced the new 

players and welcomed back the returning ones. 

The players went to their positions, with Tony the new catcher behind theplate. 

Coach yelled Billy’s name, calling him to be the first hitter in batting 

practice. Billy squared up the bat to the ball and sent the rawhide over the 

fence four times. 

“Hey, man, who are you – Babe Ruth?” Tony asked. 

Tony looked bigger wearing the extra eight pounds of catching gear. It 

seemed to take a toll on him after only a few hitters, though, so coach pulled 

him out of practice. It didn’t take long before Tony was nicknamed “Tank” by 

his teammates. Sitting on the bench, covered in sweat, Tony offered Billy one 

of his extra bottles of Gatorade. Billy accepted, and their friendship began. 

Billy headed to right field after his batting practice and immediately made a 

few nice catches. After practice, Tony went to Billy and praised his baseball 

skills. 

“Thanks, it wasn’t always like that.” 

“What happened? How did you get so good?” 

“It’s a great story, Tony. You probably wouldn’t believe it.” 

Tony thought about that and then went to put on his catching gear because 

it was the only position he knew how to play, and he wanted to show the 

coach that he wasn’t soft. Billy noticed he was breathing a little hard. 

“Hey, it’s a little hot today. Take your time,” Billy 

suggested. 

Coach yelled, “Hurry up! What’s taking so long?” 

After practice, at home Billy talked to his mom 

about Tony and how the guys nicknamed 

him “Tank” because he was so big. “Mom, he 

seems to be really out of shape and struggles 

to run. He even breathes heavily putting on his 

catching gear.” 

“Maybe you can help him get in 

shape and lose some weight,” she 

recommended. 

Billy noticed the same things at the 

next practice. This time, during a water 

break, Tony pulled out a Snickers bar, and in two bites it was 

gone. Billy offered Tony some pieces of watermelon from his Ziploc bag, 

but Tony didn’t want any. 

“My parents try to get me to eat fruits, but I sort of need the candy. It helps 

with my blood sugar.” 

“What do you mean?” Billy asked. 

“I’m diabetic. ‘Type 2’ they call it. Just found out a few months ago. My dad 

didn’t know he had it until he was 45, and now it’s my problem, too. He said 

that playing baseball would be good for me, and I need the exercise. He’s 

trying to get me to spend less time on the computer and more time on the 

games he played as a boy. Most of my friends are playing online games. I 

love computer games, and it’s great competition with the other gamers.” 

“Yeah, I used to do that, too. Then things changed for me when I found a 

baseball.” 

“What do you mean? How did a baseball change the way you did things?” 

Tony asked. 

“It is much more than that, Tony. The ball changed my life.” 

Tony laughed and thought Billy was a little silly to think that a baseball could 

have that much power. 

“You may believe it is sort of crazy to think a ball could have magical 

powers, but it did wonders for me. I even have a name for him: ‘Buddy.’” 

During the first game, Tony got a base hit to right field; however, he was 

thrown out by the right fielder. That seldom ever happened. He felt really 

embarrassed and returned to the dugout where he put his head down 

between his knees. Billy gave him a pat on the back to encourage him to 

keep doing his best. Tony looked up, and Billy saw a tear rolling down his 

cheek. 

Billy got home and asked his mom about diabetes. She explained that it is 

a big problem with kids because they eat unhealthy food and do not get 

enough exercise. She said that it often runs in families. And that it was more 

of a problem now because kids were playing more video games than they 

were spending time playing outside. She even said that when they took out 

gym in Billy’s school that it had a negative effect on the extra exercise the 

student would get in a day. 

“I’m glad I changed my habits last year.” 

“Yes, you sure did. Maybe you can be a good influence on Tony,” she said. 

“Yeah, Mom, I will try. But I’ve got this other idea to help him out.”

Columbia Memorial Health Foundation announces new board appointment 

HUDSON — Fran Reiter, of 

Ancram, has been named as a new 

member of the Columbia Memorial 

Health Foundation Board of Trustees, 

the philanthropic arm of Columbia 

Memorial Health. 

Following a 15-year career as a 

marketing executive in the television 

industry, Fran Reiter served as New 

York City Deputy Mayor for Planning 

and Community Relations and, 

subsequently, for Economic Development 

and Planning. 

Reiter returned to the private sector 

serving as president and CEO of 

the NYC Convention and Visitors 

Bureau (now NYC & Company) and 

executive director of the Joseph Papp 

Public Theater/NY Shakespeare Festival. 

In 2003, she was a founding partner 

of lobbying firm Reiter/Begun 

Associates, which merged with J. 

Adams Consulting in 2011, creating 

RG Group. Reiter rejoined government 

service in November 2012 to 

serve as executive deputy director of 

State Operations. She returned to RG 

Group in September 2014 to head the 

firm’s Albany office. 

In early 2021, she retired from 

RG Group and established Reiter 

Consulting, LLC, providing strategic 

advisement to businesses and organizations 

doing or seeking to do business 

with New York City and state 

government. 

Reiter has been an adjunct professor 

at New York University and 

the Baruch College School of Public 

Affairs. Additionally, she has 

been a guest lecturer at NYU, the 

New School for Social Research and 

Columbia University. 

Over the course of her career, she 

has served on numerous not-for-profit 

boards. Reiter is a native New Yorker 

and holds a B.S. in Public Affairs 

from the City University of New 

York.

1. Sepak takraw. This is a popular sport in various 

Asian countries, especially Thailand. Sepak 

takraw is played on a badminton court and has 

some similarities to both volleyball and soccer.

any part of their body except their arms and 

hands.

A GENETIC MUTATION 

The term black panther refers to any wild cat, such as 

a leopard, jaguar or cougar, that has melanism. This 

condition occurs when big cats produce an excessive 

amount of melanin, a pigment that turns 

their fur and skin black. However, if you look closely, 

you’ll notice they aren’t completely black. 

These animals still have the typical markings of 

their species, which is masked but not eliminated 

by the excess of black pigment. 

A PRACTICAL CHARACTERISTIC 

For some felines, a black coat can be an advantage 

when hunting. Melanism allows these wildcats 

to camouflage themselves in the jungle at 

night and surprise their prey. This type of pigmentation 

also helps wildcats avoid certain infections. 

Conse quently, it’s not surprising that this trait continues 

to be passed down, making melanism a relatively 

common mutation. 

In addition to big cats, several other animals can 

sometimes be affected by melanism including 

wolves, dolphins and al ligators.

CATSKILL —The 

Greene County Legislature 

penned a letter to 

the state last Wednesday 

requesting the lifting 

of the school mask 

mandate that has drawn 

escalating opposition in 

some local districts. 

Parents and students 

in several communities, 

including Greenville 

and Coxsackie-Athens, 

have voiced vocal opposition 

to the mandate 

enacted under executive 

order initially by former 

Gov. Andrew Cuomo, 

and then extended by 

Gov. Kathy Hochul at 

the start of the current 

school year. 

The letter from

Matthew Luvera, 

R-Catskill, addressed to 

the governor, also asked 

for relief from ongoing 

COVID-19 testing mandates 

for unvaccinated 

school staff. 

“The mask mandate, 

which began during 

your predecessor’s 

reign, has gone on for 

far too long and has 

interfered and severely 

affected the lives of 

our youngest and most 

innocent residents, our 

children,” according to 

the letter. “We firmly 

believe that mask-wearing 

for this length of 

time can cause physical, 

psychological and 

developmental harm 

which may outweigh 

any remaining benefits 

to mask wearing.” 

The letter is signed 

by “Matthew Luvera, 

Vice-Chairman, 

on behalf of the entire 

Greene County Legislature.” 

The letter requests 

an “urgent end” to the 

mask and testing mandates. 

Face masks interfere 

with the students’ education, 

according to the 

letter. 

“… Masks hinder 

necessary communication 

between students 

and teachers, bus drivers 

and other students,” 

according to the letter. 

“How are children supposed 

to learn academics 

from their teachers 

and socially interact 

with their peers without 

being able to hear their 

words clearly or see 

their facial expressions? 

As much as masks are 

touted to be a health and 

safety issue, where is 

the safety when a child 

is crossing a road, in 

a rural county such as 

ours, and cannot hear 

the bus driver’s instructions?” 

School 

districts 

across the county have 

approached legislators 

asking for relief from 

the COVID mandates, 

according to Luvera’s 

letter. 

Greenville students 

and parents have been 

staging protests this 

week opposing the 

mask mandate and on 

Wednesday went to the 

Legislature to ask for 

support. 

Hochul lifted the 

mask mandate for most 

indoor businesses effective 

Feb. 10, but said 

at that time the requirement 

would remain in 

place for schools and 

would be re-evaluated 

in early March after students 

and staff return 

from winter break. The 

governor is expected 

to announce a decision 

March 4. 

“This pandemic is not 

over and that is why we 

are going to maintain 

protections for people in 

vulnerable places where 

people are very concentrated,” 

Hochul said at 

the time. 

In addition to schools, 

masks are still required 

at health care facilities, 

adult-care facilities, 

nursing homes, correctional 

facilities, childcare 

centers, homeless 

shelters, domestic violence 

shelters and on 

public transportation, 

including buses, trains, 

subways, airplanes and 

airports. 

Hochul said the mask 

mandate in schools will 

be re-evaluated after test 

kits are handed out to 

families so when school 

reopens after the break 

they can test their students 

and retest three 

days later to ensure they 

are not infected with 

COVID-19. The state 

will also analyze factors 

including hospitalizations 

and infection 

rates, along with what 

is occurring globally 

with regard to the virus 

before making a decision, 

Hochul said.

Bethlehem district proposing transportation changes 

BETHLEHEM — In 

response to a nationwide 

and local driver shortage, 

the Bethlehem Central 

School District is proposing 

changes to bus transportation 

eligibility to 

reduce the number of bus 

routes districtwide, beginning 

next school year, 

according to the district. 

The proposal is one 

part of a phased-in plan to 

address the ongoing bus 

driver crisis with longterm 

solutions. 

The district currently 

has 58 permanent drivers 

on staff to cover 59 bus 

routes every day. In 2019, 

the district had 87 permanent 

drivers. At that time, 

the district was already 

experiencing difficulty 

recruiting and training 

qualified candidates 

to replace retiring drivers. 

The pandemic and 

the current labor market 

shortage have put additional 

strains on staffing. 

Recruiting as many 

drivers as possible, 

streamlining routes and 

ridership and building 

more efficiency into the 

system continue to be 

priorities for both the 

Transportation Department 

and the district. This 

year, the driver shortage 

has resulted in the high 

school having to return to 

an earlier start time, late 

arrivals and departures, 

changes to the late bus 

schedules for secondary 

students, and a shortage 

of buses for athletics and 

other afterschool or extracurricular 

needs. 

To ensure quality transportation 

can be offered in 

the future, the district has 

embarked on a three-year 

plan that includes changes 

that could impact families. 

THREE-YEAR PLAN 

The district is establishing 

a three-year plan to 

address the transportation 

issues that would include: 

• Year 1 (2021-22): 

Increase recruitment strategies 

and pay for drivers 

(approved). 

• Year 2 (2022-23): 

Change transportation eligibility 

to expand walk 

zones around schools to 

reduce the number of district 

bus routes and drivers 

needed (in discussion). 

• Year 3 (2023- 

24): Possible changes to 

bell times at elementary, 

middle and high school 

to improve bus efficiency 

and restore later start time 

at BCHS (future discussion). 

PROPOSED CHANGES 

Since November, the 

board of education and 

district administrators 

have been discussing 

possible changes to bus 

transportation eligibility 

districtwide. These 

changes could impact up 

to 700 students beginning 

in 2022-23. The proposed

approved by a public vote 

in May before they could 

be implemented for the 

new school year. 

If approved, the district 

expects it could eliminate 

four to five bus routes, 

reducing the number of 

drivers needed by four to 

five and helping to stabilize 

student transportation 

across the district. If the 

measure is not approved, 

a similar number of routes 

would still need to be consolidated, 

resulting in longer 

bus rides of up to 

an hour or more in some 

cases, and more students 

on each bus. 

The district is asking 

for feedback on its initial 

plans to expand walk distances 

at the elementary, 

middle and high school 

levels. The proposed 

changes are as follows: 

ELEMENTARY: 3/4-MILE 

ELIGIBILITY 

Currently, all students 

attending one of the district’s 

five elementary 

schools are eligible for 

bus transportation. The 

proposed change would 

mean students living 

within 0.75 miles of their 

home school would not 

be eligible for bus transportation, 

beginning in 

2022-23.

In determining the proposed 

walk zones, the eligibility 

threshold for each 

of the schools is measured 

as the shortest driving distance 

between the child’s

school. The proposed distances 

listed above are 

within New York state’s 

eligibility thresholds for 

school bus transportation. 

The state requires school 

districts to provide transportation 

to students in 

grades K-8 who reside 

more than 2 miles from 

school, and more than 

3 miles for students in 

grades 9 through 12. 

The board of education 

is expected to make a final 

decision regarding transportation 

eligibility at its 

next meeting March 16. 

District residents would 

be able to vote on the 

changes adopted by the 

board on May 17. 

If voters approve the 

changes at the May vote, 

transportation changes 

would go into effect at the 

beginning of the 2022-23 

school year. 

HS senior top earner in statewide stock market game 

BETHLEHEM — 

It’s been an impressive 

three-year streak in the 

statewide stock game 

for Bethlehem Central 

High School senior Tao 

Xie, and testament to his 

ability to see more than 

just what’s going up and 

down. 

“A lot of people when 

they think of stocks they 

think of numbers, tickers, 

it’s so easy to get caught 

into those things,” Xie 

said. 

The enterprising high 

school senior just cashed 

in another regional firstplace 

finish in the SIFMA 

Stock Market game, second 

place across the state 

out of 4,275 participants. 

Prior to this year, Xie has 

previously placed first 

and second in statewide 

competition. 

Those who play the 

game start out with 

$100,000 and get a few 

months to build on the 

initial investment. Xie 

said he finished the most 

recent competition with 

between $160,000 and 

$170,000. 

“Every year I try to find 

new strategies to see what 

works, what didn’t work,” 

said Xie, who is also 

co-president of the BCHS 

Stock Market Club. 

In 10th grade, Xie had 

his first big hit in the game 

when one of the smaller 

pharmaceutical stocks 

he invested in skyrocketed. 

In 11th grade, he bet 

against the quick rise of 

stocks like Gamestop and 

AMC, fueled by internet 

conversation and capitalized 

when the price 

dropped by “shorting” the 

stocks. 

“I find it easier now 

to spot these big speculative 

bubbles. Every time I 

find them, I just put in a 

little money and short it. 

And almost every time it 

works,” he said. 

This year, he used what 

he learned to come up 

with another successful 

mix, including shorting 

speculative bubbles and 

investing in pharmaceutical 

stocks that he felt were 

about to rise. 

Xie sees a future for 

himself in investment 

banking, but wants to 

keep his options open. 

“I like how investing 

allows me to get into all 

these industries without 

getting fixated on one of 

them,” he said. 

Xie gives credit to 

economics teacher Jason 

Majewski and the business 

department for their lessons 

and advice. Majewski 

said the school’s Stock 

Market Club has doubled 

its membership under 

Xie’s leadership, leading 

to more BC students 

participating in the stock 

market game. 

Xie is hesitant to give 

his opinion about which 

stocks are the best investments. 

He said the most 

important thing for someone 

starting up is to 

understand what they’re 

investing in. 

“I would encourage 

them to do a little 

research,” he said. “My 

advice for all my friends 

is to start investing. Once 

you put your money into 

it you really begin to care 

about the thing. You begin 

to actually learn.”

Students win prestigious scholarships to top schools 

BETHLEHEM — Two 

members of the BCHS 

Class of 2022 have been 

named QuestBridge 

National College Match 

Scholarship winners. 

They are Colin Mikulski 

and Joanne Somide, who 

will each receive a full, 

four-year scholarship to 

attend one of the nation’s 

top liberal arts colleges. 

Mikulski will attend 

Vassar College, and 

Somide will attend Bowdoin 

College in the fall. 

The Match Scholarship 

is a national program that 

connects high-achieving 

high school seniors with 

full four-year scholarships 

to top colleges. Out of 

more than 16,500 applicants, 

QuestBridge selected 

6,312 finalists to be 

considered for this year’s 

QuestBridge National 

College Match Scholarship. 

Of these finalists, 

only 1,674 — including 

the two BCHS students 

— were named Match 

Scholarship Recipients. 

There are 45 college 

partners who work with 

QuestBridge to recruit 

exceptional students. 

Match Scholarship recipients 

are admitted early 

to their college “match” 

with full four-year scholarships 

that are provided 

by the colleges and 

universities, ensuring for 

these students and their 

families that an education 

at a top college can be 

affordable. 

QuestBridge’s college 

partners include top liberal 

arts colleges like 

Vassar and Bowdoin, 

and some of the nation’s 

best research universities 

including Duke, Princeton, 

Stanford, UChicago 

and Yale. 

The Match Scholarship 

covers the full cost 

of attendance, including 

tuition, room and board, 

books and supplies, and 

travel expenses. The 

majority of this year’s 

QuestBridge Scholars — 

81% — are among the 

first generation in their 

families to attend a fouryear 

college in the United 

States. 

Both Mikulski and 

Somide have participated 

in the Bridge to College 

program at Bethlehem 

Central High School, 

which provides additional 

support to students who 

are considered first-generation 

college applicants. 

The Bridge to College program 

is currently reaching 

out to high school juniors 

who may benefit from 

the mentorship program 

that focuses on making 

the college application 

process less stressful and 

easier to navigate. 

Current Bridge to College 

students like Mikulski 

and Somide are in a 

unique position to provide 

insight for students looking 

to learn more about 

Bridge to College, and 

scholarship opportunities 

like QuestBridge. 

“An aspect of the B2C 

program that piqued my 

interest was that each student 

was assigned a personal 

college mentoring 

coach. My mentor, Mrs. 

Herrero along with the 

Bridge to College Team 

(Dr. Carr, Ms. Conway, 

and Mr. Carlton), diligently 

worked with me on 

various areas of the college 

application process. 

Madame Atallah, another 

mentor in the program, 

referred me to the Quest- 

Bridge National College 

Match,” said Somide. 

“Students who meet the 

criteria for B2C should 

really consider this opportunity. 

Being a member of 

the B2C 2022 cohort simplified 

what could have 

been a much more complicated 

process.” 

Mikulski advised 

juniors who may be thinking 

about the school’s 

Bridge to College program 

that it’s well worth 

their time. 

“I would tell younger 

students to sign up! 

It’s such a great resource 

for pretty much anything 

related to the college 

application process – 

they even offer free SAT 

tutoring,” said Mikulski. 

“Meetings are only once 

a month, and you’re not 

required to attend every 

one, so it’s really not a big 

commitment at all. Plus, 

it’s a great place to meet 

new people and build a 

relationship with your 

mentor, who could be an 

excellent source of advice 

and letters of recommendation.”

CATSKILL — A resolution 

by the Greene 

County Legislature 

urges the state to limit 

the ability of New 

York City agencies to 

purchase more land in 

Greene County. 

The resolution, 13-22, 

was adopted unanimously 

at the Legislature’s 

January meeting, and 

adds Greene County to a 

petition by the Delaware 

County Board of Supervisors 

asking the state 

Department of Environmental 

Conservation, 

Department of Health 

and Department of Environmental 

Protection to 

prevent the city from 

purchasing “large sections 

of stream buffer/ 

corridors with restrictive 

conservation easements 

in perpetuity.” 

Rather than purchasing 

additional land in the 

county, the Legislature 

supports an alternative 

plan that would allow 

the city to lease land, 

with local municipalities 

retaining the lease. 

The Delaware County 

resolution was adopted 

Oct. 27. 

The local resolution

A state Health Department 

mandate currently 

grants New York City 

the right to purchase and 

preserve up to 56,000 

acres of privately owned 

land each year to protect 

the quality of drinking 

water in its reservoirs in 

the Catskill Mountains, 

according to the Legislature. 

The city has purchased 

over 200 square miles 

of land under the Land 

Acquisition Plan. Opponents 

claim the city’s 

purchase of large tracts 

of Greene County land 

restricts development in 

the area. 

“It has always been 

our mission to be responsible 

stewards of the 

natural resources within 

our community,” Acting 


Chairman Matt 

Luvera, R-Catskill, said 

in a statement. “We are 

the ones who live, work 

and raise families here, 

and we must have the 

ability to provide opportunities 

for, and improve 

the quality of life of, our 

residents. That’s why we 

need the DEP to limit 

its land acquisition and 

work within a voluntary, 

municipally approved 

Stream Corridor Acquisition 

Program.” 

The Legislature is specifically 

concerned the 

city’s land purchases 

could impact municipalities’ 

ability to install 

and upgrade infrastructure 

that provides basic 

utilities; maintenance 

and upgrades to roads; 

siting, maintenance and 

expansion of stream 

crossings; flood mitigation 

and renewable energy 

projects, according to 

the Legislature. 

Assemblyman Chris 

Tague, R-102, who represents 

Greene County, 

supported the proposal 

to put more control into 

local hands. 

“I have always been 

under the assumption 

that it’s best to let the 

locals do what’s best 

for their communities,” 

Tague said. “They’re 

the ones that are there 

doing the work, they’re 

the ones that know their 

people, they’re the ones 

that know what the possibilities 

are and [what] 

the opportunities are in 

the future.” 

The proposed plan 

also requests that the 

Department of Environmental 

Protection limit 

its land and conservation 

easement acquisitions to 

specific areas in Greene 

County, according to the 

Legislature.

first time in two years, 

some of Greene County’s 

most popular cultural 

events will be back 

this summer and in person. 

The return of several 

in-person festivities is 

also expected to be an 

economic boon to the 

area, bringing an infusion 

of tourism dollars 

and economic activity. 

The week-long 

Catskills Irish Arts Week 

was conducted virtually 

in both 2020 and 2021 

due to the COVID-19 

pandemic, but the event 

is now in the works for 

in person this July. 

The return of the festival, 

which runs from 

Monday through Saturday, 

July 10-16, is a 

most welcome development,

artistic director and 

a board member at the 

Michael J. Quill Irish 

Cultural Center, said.

call themselves a family, 

and with very good

“They come here over 

and over and over again. 

For them, it’s almost 

like returning home.” 

Catskills Irish Arts 

Week is a summer intensive 

for individuals of 

all ages interested in 

studying music on traditional 

Irish instruments 

like fiddle, tin whistle, 

harp, accordion, guitar, 

concertina, Uilleann 

pipes, bodhran and 

more. There are also 

classes in Irish dance, 

literature and poetry. 

“We offer classes all 

week long,” O’Flynn 

said. “We offer workshops 

from 10 a.m. to 

11:30 in the morning, 

and again in the afternoon 

from 1:30 to 3 p.m. 

So we have three hours 

of workshops each day.” 

There is also a big 

“barn dance” with traditional 

Irish dancing 

on Wednesday, which 

draws quite a crowd 

most years. 

For members of the 

public who aren’t ready 

to immerse themselves 

in a class, there are 

nightly concerts, and a 

full schedule of activities 

and performances 

Saturday at the Michael 

J. Quill Irish Cultural 

and Sports Centre. 

With more than 400 

students and upwards of 

65 teachers — not to 

mention the countless 

visitors who attend the 

concerts and daylong 

festival on Saturday — 

the week is an economic 

boon to the area, O’Flynn 

said. 

“It’s one of the main 

incomes for the year 

— it brings in a lot of 

money for the community,” 

O’Flynn said. “We 

work hand in hand with 

the town — the classes 

are held in homes, and 

barns, and garages, and 

bars.” 

Some local homeowners 

rent rooms to the 

teachers who are staying 

for the week, and everyone 

who comes each 

day eats in local restaurants, 

buys gas and 

spends money while in 

Durham, O’Flynn said. 

“The whole community 

gets involved,” she 

said. “The houses and 

businesses all prepare 

— it’s one of the biggest 

weeks in East Durham.” 

After two years of 

holding the festival 

virtually, O’Flynn said 

being in person will be 

wonderful. 

“We are hoping to do 

what we normally do,” 

she said. “We have quite 

a large faculty, like we 

always do, some of them 

from Ireland. This year 

we have more young 

teachers. We like for 

them to work with the 

older teachers because 

we are known for the 

oral traditions. The oral 

tradition is handing 

down the music orally. 

By bringing in some 

younger teachers, we 

are hoping that they will 

learn the technique and 

how it is done from the 

older teachers.” 

Instructors, students 

and members of the public 

attending Catskills 

Irish Arts Week will be 

required to show proof 

of vaccination and a 

booster shot, O’Flynn 

said. The need for 

face masks will depend 

on what health experts 

deem necessary at the 

time of the festival. 

“It depends on what 

the CDC [U.S. Centers 

for Disease Control 

and Prevention] says 

in July,” O’Flynn said. 

“People can wear masks 

for their own health, that 

is up to them, and if 

the CDC requires them, 

we will obviously have 

to abide by the Health 

Department and the 

CDC.” 

Also returning to 

in-person festivities this 

year is the East Durham 

Irish Festival, which will 

take place on Memorial 

Day weekend, May 28 

and 29. 

The festival, now in 

its 44th year, will also 

be held at the Michael 

J. Quill Irish Cultural 

and Sports Centre, 

2267 Route 145, East 

Durham. 

Each year, the festival 

includes Irish music, 

dancing, foods, vendors 

and other activities.

The idea of not being 

spiritually prepared 

to trust Christ because 

of a lack of interest is 

like being told you have 

been scheduled to box 

a champion fighter this 

coming Friday night, 

even though you have no 

boxing experience and 

are in terrible physical 

condition. It’s too late 

to start training and you 

will easily be knocked 

out with one punch. 

Another scenario 

would be that you have 

been given one week to 

compete in a body-building 

contest against other 

contenders that have 

been lifting weights for 

years. You have never 

lifted weights, are overweight. 

It will be obvious 

to everyone that you did 

not take this seriously. 

The same is true with 

knowing God and His 

Word and today is the 

day to start building faith 

so that we will be ready 

to stand strong when 

trials and tribulations 

Living on Purpose

I remember the song, 

“Wasted Days and Wasted 

Nights,” and this 

could not be a more clear 

explanation of our lives 

if we refuse to invest 

our time seeking God’s 

presence.

God’s conviction is a 

stirring of the soul, like 

burning coals and the 

flames of intensity are 

measured by our love. 

Do we have a passion 

for His refining fire and 

to be purified as a servant 

and messenger for His

grow in holiness if you 

spend little time alone 

with the Lord and do not

Maintaining activities 

at home during the

As we face days that 

barely reach 0 degrees 

outside, people tend to 

spend more time staying 

warm indoors and less 

time socializing and staying 

active. 

For many people, the 

combination of cold 

weather and shorter days 

can negatively impact 

mental health. But now 

more than ever, it’s 

important to keep your 

loved one with Alzheimer’s 

or dementia 

engaged at home. 

Dementia impairs one’s 

ability to act independently 

and thereby impacts 

one’s emotions. Therefore, 

identifying person-centered 

strategies to 

create joyful moments is 

crucial. 

There are a few causes 

of activity impairment 

amongst persons living 

with Alzheimer’s disease 

or dementia. One of the 

biggest is the loss of initiative 

experienced by so 

many people with dementia 

relatively early on in 

the disease process. This 

loss can make persons 

with dementia appear lazy, 

lethargic, even depressed, 

but really is the result of 

the beginnings and the 

progression of the neurological 

impairment of 

Alzheimer’s disease and 

dementia. 

People with Alzheimer’s 

or dementia are also 

limited in their ability to 

independently engage. 

Furthermore, the disease 

causes confusion, which 

goes hand in hand with 

difficulty getting steps for 

tasks in the right order

Finally, it’s important to 

point out that there is a 

generalized loss of control

by people living with the 

disease. It is not unusual 

for people with dementia 

to refuse engagement simply 

because saying NO is 

something they can still 

control. 

Yet, we know it’s 

important to keep those 

living with Alzheimer’s 

and dementia engaged 

in meaningful activities. 

Socialization is key, as 

is achieving a sense of 

success, whether it’s big 

or small. It can also help 

them retain a desire to 

help and to feel a part of 

the world around them. 

One good way to 

engage your loved one in 

activity is to ask them 

to help you with something. 

Being active also 

helps lighten up their day, 

as well as retain skills/ 

strengths. Personalized, 

meaningful activities help 

instill a sense of empowerment 

and control, which 

goes a long way in the 

face of dementia. 

A meaningful activity is 

deeply personal – it must 

that would benefit from 

receiving a share of the 

funds, or to make a donation 

to the Sunmark Charitable 

Community Foundation, 

which will disburse 

the funds throughout 

the year.

Beat the winter blues 

I can’t wait for March 

20 to arrive! It’s one of 

my favorite times of the 

year because it marks the 

beginning of spring. 

I love the warmth of 

the sun, the longer days 

and the feeling of renewal 

the warmer weather 

brings. And if you’re one 

of the 10 million people 

who suffer from seasonal 

affective disorder 

(SAD), spring can’t get 

here soon enough. 

Discovered in 1984 

by Dr. Norman Rosenthal, 

SAD is an accepted 

clinical condition that’s 

caused by low levels of 

vitamin D due to a limited 

exposure to natural 

daylight. The reduced 

sunlight in the fall and 

winter months disrupts 

the body’s internal 

clock, which can lead to 

feelings of sadness and 

depression in some people. 

Scientists are uncertain 

as to why some people 

are affected while 

others are not, but one 

thing they do know is 

that SAD is not a disorder 

that should be taken 

lightly. 

Numerous studies also 

point out that during the 

fall and winter months, 

serotonin and melatonin 

levels are disrupted, 

affecting mood, sleep 

and more. 

For instance, research 

indicates low serotonin 

levels are associated 

with cravings for sugary 

foods, which is a common 

side effect of SAD. 

So if you can’t resist 

those chocolate chip 

cookies, it’s your brain 

screaming for serotonin! 

Instead, opt for healthier 

alternatives like nuts and 

seeds that increase serotonin 

levels and not your 

waistline. 

Dr. Rosenthal also 

points out that “lengthening” 

the shorter winter 

days with artificial light 

increases serotonin levels 

and boosts mood and 

energy. 

“In many cases light 

therapy can replace medication 

for people with 

SAD,” said Michael 

Terman, Ph.D., director 

of the Center for Light 

Treatment and Biological 

Rhythms at Columbia 

University Medical 

Center. 

Experts recommend 

using a light box every 

day from the time you 

first experience symptoms 

all the way through 

the spring. 

Another effective way 

to boost serotonin is by 

exercising. Researchers 

investigating the impact 

of light therapy found 

that just 20 minutes of 

pedaling on a stationary 

bike was as effective as 

light therapy in producing 

a significant reduction 

in symptoms. However, 

for people experiencing 

SAD the timing 

is critical. Exercising in 

the evening interrupts 

the production and cycle 

of melatonin, which will 

affect the quality of your 

sleep. 

Another popular method 

of treating SAD is 

with vitamin D. Also 

known as the “sunshine 

vitamin,” vitamin D is 

crucial, especially when 

it comes to beating SAD. 

Unfortunately, most 

adults have some sort of 

deficiency and vitamin 

D is at the top of the list. 

Dr. Andrew Weil recommends 

taking at least 

2,000 IU to effectively 

treat SAD. If you suspect 

you are not getting 

enough vitamin D, it is 

worth discussing it with 

your health care provider. 

You can also treat 

SAD by using essential 

oils, also known as aromatherapy. 

“Essential oils can 

influence the area of the 

brain that’s responsible 

for controlling moods 

and the body’s internal 

clock that influences 

sleep and appetite,” 

according to Dr. Kala. 

Even though I have 

provided some of the 

best natural ways to treat 

SAD, it is a serious condition, 

so please seek 

professional medical 

advice.

the world is determined 

to classify senior citizens 

as an endangered 

species, telling us they 

need to exercise more in 

order to keep in shape 

and eat foods not because 

they are tasty but because 

they’re good for you, 

according to Rebecca 

Weber, CEO of the Association 

of Mature American 

Citizens. 

“They are right, of 

course, whoever ‘they’ 

are,” Weber said. “But 

does that mean we can’t 

take an occasional break 

— that we can’t take 

it easy every once in a 

while, or have a meal not 

because it is particularly 

good for you but because 

you crave the flavor?” 

Certainly you should 

consult your healthcare 

provider when it comes to 

questions about exercise 

and nutrition, stressed 

Weber. 

“Who knows, you may 

find that your workouts 

do not have to be as 

excessive and exhausting 

as you might think. You 

may also learn that it’s 

OK to have a real steak 

instead of a grilled tofu 

steak with piquillo salsa 

verde, as suggested by the 

folks at Food and Wine,” 

she added. 

There’s a lot of research 

out there that shows older 

individuals should heed 

their doctors when it 

comes to activities that 

can have an impact on 

their health, Weber said. 

But there is also a lot 

of research that indicates 

you might be able to skip 

a healthy meal on occasion 

in favor of a Porterhouse 

steak, for example. 

But it’s recommended 

that you choose a steak 

that is lean and that you 

don’t overdo it. 

Julia Zumpano, a registered 

dietician at the 

Cleveland Clinic, said: 

“When you prepare red 

meat, focus on dry cooking 

methods, like baking, 

broiling, grilling, roasting, 

poaching or air frying.” 

She also recommends 

you should limit the 

amount you eat to one 

or two servings of six 

ounces or less per week. 

And, Zumpano said, limit 

yourself to less than three 

ounces a week if you 

have heart disease and/or 

high cholesterol. 

But, again, check with 

your doctor before you 

indulge. 

Even the naysayers 

admit it’s OK to have 

red meat once in a while. 

The website, health24, 

put it this way: “Thanks 

to high-protein diets, red 

meat is making a comeback. 

Red meat has been 

linked to a host of health 

problems, including heart 

disease, cancers and diabetes. 

It’s also high in 

protein and nutrients like 

iron and vitamin B3. Red 

meat can be part of a 

healthy diet – just don’t 

eat it every day.” 

By the way, red meats 

are not just beefsteaks. 

The term refers to veal, 

pork, lamb, mutton, horse 

and goat as well as beef.

past couple of years head-on. Nearly all re-evaluated 

their operations to accommodate new ways of doing 

business amid changing safety standards and local 

protocols, and many plan to make these changes permanent. 

Over the past year, pandemic-related operational challenges, 

combined with a surge in physical and verbal 

attacks, have been uniquely difficult for a group of small 

business owners. 

Asian American and Pacific Islander (AAPI) businesses 

comprise nearly 10% of small businesses in the United 

States. Among them, 92% faced difficulties keeping 

their businesses open and operating amid the pandemic, 

according to Bank of America’s 2021 AAPI Business 

Owner Spotlight. 

“While almost all AAPI entrepreneurs said the pandemic 

created additional stress around running their businesses, 

they remain determined and resilient,” said Carol Lee 

Mitchell, head of small business strategy at Bank of 

America. “Even as they faced immense obstacles, AAPI 

business owners took steps to move their businesses and 

communities forward.” 

Local companies, including AAPI businesses, have 

proven to be fundamental to strong, healthy economies 

and inclusive communities. These entrepreneurs remain 

solution-oriented, quickly adopting new tools and strategies; 

however, they require support from customers and 

community members to thrive. 

Consider these ways you can support small businesses, 

including AAPI owners and the community at-large, from

Choose to Shop Local and Small 

Small businesses are ingrained in many local communities. 

When you choose to purchase from a small business, 

you’re directly supporting neighbors, friends and the 

people in your community. This support isn’t taken for 

granted by entrepreneurs; more than half of AAPI small

support amid the pandemic. Also consider leaving a

The job market has shifted noticeably over the past year, and local businesses 

have been struggling to find the talent they need to continue

make sure they know they are supported by their community.

Just as you’ve changed your consumer habits and needs, small 

businesses have adapted in dozens of ways. That could mean you 

have access to new services or options you never considered. For 

example, your favorite yoga studio may offer streaming classes or 

a favorite breakfast cafe you haven’t visited in a while might have 

an all-new menu. Take time to stop in and learn how your favorite 

businesses are changing with the times and see how those changes 

may suit your needs.
