<strong>of</strong> leading a productive, satisfying life. Individual character building,<br />
education, and prevention services begin to address problems before<br />
they happen.<br />
Safety Net<br />
These are the safety net <strong>of</strong> the community, reacting to people’s<br />
individual crisis. These address the most important basic human<br />
service needs essential for survival: food, clothing, and shelter.<br />
Initiatives & Collaboration<br />
Here are efforts to get ahead <strong>of</strong> problems at their source in order to<br />
deal with problems before they become crisis situations. This includes<br />
efforts to address new or emerging problems in the community.<br />
