MESSAGE
The Vision of your United Way of
Laramie County is No One in Need
and our Mission is A Better Laramie
County. While this Vision may seem
an impossible goal, it is why the board
and staff of your United Way work so
hard each year to raise funding and
awareness for those citizens in need
throughout Laramie County!
Thank you to the citizens of Laramie
County for your generous financial
support and commitment of time to the United Way in 2011! Because
of your efforts we were able to raise $1,240,158. We are very thankful
and appreciative of your support and while 2011 was a record year for
fundraising, the requests from agencies exceeded our funding capacity by
over $300,000. This means we still have a long way to go in order to meet
the basic needs of those less fortunate in our communities. You can be
very proud of the due-diligence that United Way goes through each year
to ensure your donations are invested wisely and effectively with the hard
working, caring agencies that serve our citizens in need on a daily basis!
We were fortunate to have as co-chairs once again in 2011 the team of Tim
and Kathy Joannides along with Phil Noble and Lynn Birleffi. They, along
with our dedicated board of directors, many volunteers and the committed,
hard working staff of our United Way, made for a very successful campaign!
We also need to thank the many business sponsors that help cover the
majority of our marketing costs, allowing maximum dollars to go directly to
our program partners.
Our goal for 2012 is to take a big step closer to that Vision of No One in
Need. Your ongoing financial support is greatly appreciated and greatly
needed!

Prevention & Development
Providing opportunities and services to people to acquire or maintain
a level of independent living. These services enhance the chances
of leading a productive, satisfying life. Individual character building,
education, and prevention services begin to address problems before
they happen.
Safety Net
These are the safety net of the community, reacting to people’s
individual crisis. These address the most important basic human
service needs essential for survival: food, clothing, and shelter.
Initiatives & Collaboration
Here are efforts to get ahead of problems at their source in order to
deal with problems before they become crisis situations. This includes
efforts to address new or emerging problems in the community.

• Cheyenne Health and Wellness provided 2,196 uninsured
residents medical care and 1,151 acute dental services
• 82% of Meals on Wheels clients were able to stay in their
homes
• 1,697 Centralized Pharmacy patients received prescriptions
• 228 Safehouse Services clients felt safe enough to stay in
shelter for more than one week

GoalConnect
GoalConnect will provide
a system of care that
benefits both Laramie
County’s underserved
and the delivery of health
care and social services
in our community.
This system will foster
collaboration across
a full range of human service providers and health care
providers throughout our community. The GoalConnect
objectives are to:
• Increase access to medical care for the uninsured/
underinsured
• Reduce duplication of services
• Improve quality of care
• Positively impact financing solutions for the care of
the region’s uninsured
Wyoming Free Tax Service
The Wyoming Free Tax Service goal is to meet tax preparation needs
for low income taxpayers. During the 2011 tax filing season (February
- April 16) 568 low income taxpayers were served in Laramie County.
This assistance provided them with $233,444 in earned income tax
credit (EITC); $85,895 in child tax credit; and $$24,656 in education
tax credit.

importance of investing in high quality learning

• Providing all children in Laramie County with high
quality early learning experiences that prepare
them to succeed in school and life
• Supporting children and youth in Laramie
County ages 0-21, with positive, involved family
and community structures and access to a variety
of activities to develop life skills, provide quality
education and positive learning environments
• Increasing awareness and access to educational
programs focusing on parenting skills and
support networks
• Increasing access and availability to mentors/
positive role models for Laramie County youth
• Increasing Laramie County youth access and
availability to structured activities that nurture
skills/interests, enrich academic performance,
contribute to their environment, and develop self-

Enable community organizations to provide
programs to:
• Invest in families, individuals and seniors so
residents in proverty have the education/skill sets
necessary to make a livable wage and manage
daily activities in a livable environment
• Identify/provide solutions for current gaps in
the human service system’s capacity to improve
access to basic life/safety services for vulnerable
populations
• Provide single access point to help residents
navigate their way to resources to meet basic life,
safety and economic needs
• Provide resources to help Laramie County
residents prepare for crisis situations such as
flood, fire, or natural disaster
• Support seniors in developing life skills that
involve physical, social and emotionally satisfying
activities
• Provide opportunities/services for seniors to
acquire or maintain a level of independent living
they choose or desire, such as, in their own
home, community living center, nursing home,
adult foster care homes, etc.
Desired Long-Term Outcome
Families, individuals and seniors in Laramie County
live in a safe environment and have adequate
resources to pursue their full potential.

Leadership Recognition 2011 UNITING OUR COMMUNITY AWARD
2011 CAMPAIGN CO-CHAIRS
Phil Noble & Lynn Birleffi
Phil is a long-time Wyoming journalist
and businessman. He has also
worked in and around Wyoming State
Government. He was a reporter and
news correspondent for radio and
television stations in Colorado and
Wyoming before starting KLEN radio
station in Cheyenne, which he owned
and operated for almost 14 years. He
later worked in the administration for Gov. Dave Freudenthal.
Lynn has owned and operated a multi-association company for
over 20 years. Her company manages the Wyoming Lodging and
Restaurant Assoc., Wyoming Retail Assoc., and Wyoming Travel
Industry Coalition. She is a former Wyoming legislator and teacher,
having also worked in the hospitality industry for ten years before
starting her business.
Tim and Kathy Joannides
Tim, owner of Halladay Motors Inc., began his automotive career
in Illinois. He also gained experience in Arizona prior to coming to
Cheyenne in 1983. Tim is active in the business community and
has served as a board member for the Chamber of Commerce,
Cheyenne LEADS, and the Wyoming
Auto Dealers Assoc.
Kathy, also born and raised in Illinois,
has dedicated years of service to the
community. Many of her volunteer
activities have benefitted Cheyenne
Regional Medical Center previously
serving as president of the Board of
Directors and president of the Volunteers.
Over the years Tim and Kathy have
provided expertise to numerous other community organizations and
are both active in the Greek Orthodox Church.

Each year the Uniting our Community Award recognizes
one organization that exemplifies the Untied Way spirit in
Laramie County. These companies show us how to LIVE
UNITED.
The honoree is chosen for their high level of participation
in United Way and in our community. We consider their
volunteer hours, financial commitment, and leadership
role within Laramie County.
