We're pleased <strong>to</strong> announce our Inaugural Sustaining Partners<br />

Glen Boudreau of Fraserview Pharmacy is a local who graduated from QSS and received his pharmacy education at UBC.<br />

He has owned <strong>the</strong> pharmacy since 2004. Glen says, “I think it’s important <strong>to</strong> <strong>give</strong> back <strong>to</strong> our community …We have a few<br />

independent pharmacies here, and we’re able <strong>to</strong> sustain our business <strong>because</strong> of <strong>the</strong> great support we get from <strong>the</strong> community.”<br />

He and his wife Jennifer have a daughter and enjoy Quesnel’s great outdoors.<br />

Dr. Branko Cervienka, owner of West Park Dental, moved <strong>to</strong> our city in 1993. Branko decided <strong>the</strong> Sustaining Partners<br />

Program was a good opportunity, since "<strong>the</strong> Foundation supports a broad range of community organizations. I am pleased<br />

<strong>to</strong> support this deserving organization." He and his partner Patricia have two children.<br />

Who We Are<br />

The Quesnel <strong>Community</strong> Foundation is a locally<br />

run public foundation that builds and manages<br />

endowment funds <strong>to</strong> support charitable activities<br />

in our area. We are au<strong>to</strong>nomous and governed by<br />

a volunteer board of local leaders. Foundation<br />

grants support a broad range of projects that<br />

offer a service <strong>to</strong> <strong>the</strong> community or address<br />

a community challenge or concern. We are a<br />

member of <strong>Community</strong> Foundations of Canada.<br />

The last year has seen many challenges and<br />

changes <strong>to</strong> <strong>the</strong> Quesnel <strong>Community</strong> Foundation.<br />

No one foresaw <strong>the</strong> incredible decrease in values<br />

that resulted in negative investment returns for <strong>the</strong><br />

fi rst time in many years. Despite <strong>the</strong> fact we have<br />

quite conservative investments we were facing negative<br />

returns for <strong>the</strong> year. We saw <strong>the</strong> value of our fund<br />

with <strong>the</strong> Vancouver Foundation fall in value as well,<br />

and like o<strong>the</strong>r charitable organizations in Canada and around <strong>the</strong> world, we<br />

were caught in <strong>the</strong> s<strong>to</strong>rm that has battered fi nancial markets.<br />

Unfortunately that had an impact on our ability <strong>to</strong> make grants, and accordingly<br />

grant amounts for <strong>2009</strong> were lower than anticipated. However, we<br />

were able <strong>to</strong> <strong>give</strong> $15,000 in grants <strong>to</strong> six deserving organizations. We are<br />

very aware of <strong>the</strong> fact <strong>the</strong> Foundation needs <strong>to</strong> continue <strong>to</strong> take a long term<br />

view of our fi nancial results and ensure <strong>the</strong> stability of <strong>the</strong> fund. It is ironic<br />

that in last year’s report our president at <strong>the</strong> time, Bob Norman, was predicting<br />

reaching a $1 million fund by 2010 or even possibly <strong>the</strong> end of <strong>2009</strong>. It<br />

now appears that a longer time frame would be more realistic.<br />

Last year saw a number of changes in <strong>the</strong> direc<strong>to</strong>rs with Bob Norman<br />

leaving after a long term as direc<strong>to</strong>r and as president. Also Dawn Dubuc and<br />

Chris McIver left as direc<strong>to</strong>rs and <strong>the</strong>ir experience and advice will be missed.<br />

However, I am pleased with <strong>the</strong> direc<strong>to</strong>rs that have joined and I know <strong>the</strong>y<br />

will be dedicated <strong>to</strong> <strong>the</strong> Foundation. They are Doug Service, Roy Josephy,<br />

Shirley Keen and recently Sheri Coles. Brian Rankin, Lorna Townsend, Simon<br />

Turner, and Kevin McKelvie continue <strong>to</strong> provide experience and expertise<br />

<strong>to</strong> <strong>the</strong> Board. We are fortunate <strong>to</strong> have our long time co-ordina<strong>to</strong>r, Nancy<br />

Lilienweiss continue with <strong>the</strong> foundation and her experience and advice is<br />

invaluable.<br />

Although I am quite new <strong>to</strong> <strong>the</strong> Foundation Board I am sure that with <strong>the</strong><br />

support of <strong>the</strong> current direc<strong>to</strong>rs we will have a successful year. We remain<br />

committed <strong>to</strong> progress. I hope <strong>you</strong> will consider supporting <strong>the</strong> Foundation.<br />

The BCES hosted a well-attended Alternative Energy Fair this<br />

Swim Club members dove in<strong>to</strong> a Swim with <strong>the</strong> Olympians<br />

camp and learned from three current Team Canada swimmers<br />

and <strong>the</strong>ir coach. $1,500<br />

The SPCA’s cat facility has new siding partially funded by a<br />

Quesnel <strong>Community</strong> Foundation grant. $2,500<br />

Quesnel Technics Gymnastics<br />

This grant helped <strong>the</strong> Gymnastics Club purchase circus arts<br />

equipment, launching a new discipline in Quesnel. $4,000<br />

Quesnel Women’s<br />

Resource Centre<br />

Foundation funds are helping <strong>to</strong> build a monument <strong>to</strong><br />

A gift <strong>to</strong> <strong>the</strong> Foundation<br />

QCF gratefully accepts <strong>the</strong> following kinds of gifts:<br />

The Best Fit for <strong>You</strong>r Donation<br />

Interest from all donations <strong>to</strong> <strong>the</strong> QCF is distributed in one of <strong>the</strong> following ways:<br />

Agency Funds - Organizations can create a special endowment fund in <strong>the</strong>ir name. While <strong>the</strong> QCF holds <strong>the</strong><br />

original investment in perpetuity, interest is returned <strong>to</strong> <strong>the</strong> sponsoring organization annually.<br />

Designated Funds - <strong>You</strong> name <strong>the</strong> fi eld of interest or charitable organization <strong>to</strong> benefi t from <strong>you</strong>r fund, which<br />

will support <strong>you</strong>r favourite charity or fi eld of interest in perpetuity.<br />

Discretionary Funds - These unrestricted funds allow <strong>the</strong> Grants Committee <strong>to</strong> decide where earnings can<br />

be used most effectively each year, yet allow <strong>the</strong> donors <strong>to</strong> name <strong>the</strong> fund and be recognized. This fund may be<br />

suitable for a family, a memorial, or a company.<br />

Donor Advised Funds - These funds allow donors <strong>to</strong> be actively involved with <strong>the</strong> QCF in selecting recipient<br />

charitable organizations. This type of fund is considered <strong>the</strong> most effective alternative <strong>to</strong> <strong>the</strong> creation of a private<br />

foundation.<br />

Field of Interest Funds - <strong>You</strong>r gift will focus on a particular fi eld, but is not limited <strong>to</strong> one organization. <strong>You</strong><br />

defi ne <strong>the</strong> charitable area (such as <strong>the</strong> arts or health), but entrust <strong>the</strong> Foundation <strong>to</strong> select specifi c projects for<br />

support.<br />

Flow-through Funds - Non-permanent funds passed through <strong>to</strong> qualifi ed charitable organizations according<br />

<strong>to</strong> <strong>the</strong> donor’s objectives. This choice accommodates donors who desire <strong>the</strong> protection of anonymity for <strong>the</strong>ir<br />

philanthropic giving, an impartial third party <strong>to</strong> distribute <strong>the</strong>ir community gifts, or who are not registered charities,<br />

but wish <strong>to</strong> provide tax receipts for donations.<br />

In Memoriam Funds - Donors can choose <strong>to</strong> make a gift <strong>to</strong> <strong>the</strong> Foundation in memory of a friend or relative,<br />

or <strong>to</strong> express sympathy. In Memoriam donations of $10,000 or more can be designated <strong>to</strong>ward a fi eld of interest.<br />

Scholarship Funds - <strong>You</strong>r money will be used <strong>to</strong> set up scholarships in <strong>you</strong>r name or in honour of someone<br />

else, <strong>to</strong> help deserving individuals <strong>to</strong> receive education or training <strong>the</strong>y might not o<strong>the</strong>rwise obtain.<br />

Undesignated Funds - The income from <strong>you</strong>r fund supports community projects designated by <strong>the</strong> QCF<br />

during and after <strong>you</strong>r lifetime. <strong>You</strong>r fund will support a range of charitable projects and is best able <strong>to</strong> address <strong>the</strong><br />

needs of <strong>to</strong>morrow - needs that may be diffi cult <strong>to</strong> predict <strong>to</strong>day.<br />

Jennifer Hocevar and Lynne Penhale are this year’s recipients of<br />

<strong>the</strong> Foundation’s Marilyn Heywood Memorial Scholarships,<br />

worth $150 each. Congratulations, Jennifer and Lynne.<br />

Marilyn Heywood was a tireless community volunteer,<br />

valued employee and co-worker, and a sensitive and<br />

committed friend. She was a School District employee<br />

who volunteered with <strong>the</strong> Quesnel Little Theatre and <strong>the</strong><br />

Library and was an avid bridge player. She was killed in<br />

1984 by a drunk driver. After her death, this scholarship<br />

was created by her friends and colleagues.
