Chairperson - J. Gardiner.
MEETING SUMMARY
September 18, 2012 - SCEMS Offices
Hauppauge, New York 11788 – Page 3.
The Chair referenced an email he received from a constituent in the Terryville Fire District (TDF). The
constituent has cerebral palsey and other medical complications and is a frequent user of the TFD‟s
Ambulance Service. The constituent wrote a heartfelt email praising the services of the TFD,
acknowledging their always-professional response and caring demeanor. Mr. Gardiner passed along the
email, with a letter of thanks to the TFD Chief for their exemplary customer service.
Mr. Gardiner then reported that he had the pleasure of presenting with Ed Stapleton at the AHA‟s ECC
Conference on CPR, drawing parallels to the REMSCO‟s current initiatives on promoting high-quality
CPR.
Mr. Gardiner reminded all REMSCO members that the annual Awards Ceremony & Dinner is scheduled
for October 25 th , that Mrs. Komosinski has already sent out invitations, and encouraged active
participation by REMSCO members to recognize those being honored.
Mr. Gardiner continued by directing the Nominations Committee to review all current seats,
membership terms and constituencies represented to ensure that we have active and efficient
representation from key stakeholders, particularly those that are representative of ambulance services, in
accordance with required REMSCO make-up.
Mr. Gardiner concluded by referencing a letter that he received from the NY State DOH to the SCPD
terminating their Course Sponsor Agreement based on a new and recent investigation into practices at
the academy‟s EMT Unit, and cancelling ten (10) referesher courses previously approved. He stated that
Mr. Delagi would report on how the EMS Division has assumed administrative oversight of the training
during the staff report. Mr Gardiner stated that the while he had not seen the results of the investigation,
it would be inappropriate to debate the merits of the State DOH‟s action until such time as those results
were made public. He then yielded the floor to Dr. Coyne to offer brief remarks on behalf of the SCPD.
Dr. Coyne explained that the Police Commsioner did receive the letter that contained no specific
allegations of findings of any investigation. He stated that SCPD administration has had productive talks
with the State DOH and stated that all previously scheduled refresher training will continue under the
leadership of Suffolk County EMS Division. He concluded by stating that the police department was
waiting for information from State to identify and understand the issues that transpired leading to the
letter.
Vice-Chairperson – Jane Mccormack, RN
Mrs. McCormack informed the REMSCO that Dr. Harry Soroff, founder of the Burn Center at Stony
Brook, and a world renowned Burn Surgeon, recently passed away. She spoke of Dr. Soroff‟s
significant contributions to burn care and his vision leading to the creation of the Suffolk County
Firefighters Burn Center.
Continued by reminding the REMSCO that the “Night at the Vineyards” fund raiser for the Burn Center
will be held on October 6, tickest are available.
MEETING SUMMARY
September 18, 2012 - SCEMS Offices
Hauppauge, New York 11788 – Page 4.
In Mr. Mirras‟ absence, Mr. Delagi read the report into toe record, citing the current balance and
referencing all bills paid and up-to-date. He also stated that the First Quarter reimbursement check was
received, but not yet deposited and reflected in the totals. The report is provided as attachment 2. The
Chair called for a motion that was seconded to approve the report as distributed.
EMS Division Staff Report – R. Delagi, T. Lateulere, G. Pigott, MD
Referring to Mr. Gardiner‟s opening remarks regarding support the SCPD‟s EMT Training Unit, Mr.
Delagi stated that Police Commissioner Webber did reach out to Health Commissioner Tomarken
advising the Health Department of the letter, and requested the Health Department‟s assistance in
providing administrative oversight of EMT training through the EMS Division‟s Course Sponsorship,
for the forseeable future, to ensure un-interrupted training of police officers while the police department
has an opportunity to work with the State DOH to understand the issues and determine possibility of
alternative conclusions they seek. Mr. Delagi stated that several meetings have taken place between
Health Department Administration, Police Department Administration, and Academy Administration
and the Division has assumed oversight of courses, with current academy training staff working under
Tom Lateulere, serving as the Course Sponsor Administrator and Dr. Pigott, serving as the Medical
Director, and that this relationship would continue for the forseeable future, as the police receive
answers to their questions regarding the investigation and subsequent actions taken.
Staff report was distributed, as attachment 3. Mr. Delagi highlighted the recent BLS Narcan Pilot
Demonstration Project activity, citing a current total of nine hundred two (902) providers trained and
twenty three (23) cases of INH Narcan being administered by BLS providers to date.
Mr. Lateulere reported on the changes to original, refresher and CME training currently underway in the
region, based on NY State transition to the National Standard Education Curricula. He stressed the point
that these changes are not the doing of the EMS Division, but rather, being implemented as required by
NY State. We are releasing information to keep the system informed as we receive it from NY State and
spending a great deal of time updating course curricula, presentations, student manuals, skills sheets, etc
to meet the new requirements. Regarding the changes to CME, summary information has been placd on
the website and is also available on the State EMS website. Plans are in place to hold informational
sessions for agency CME Liaisons.
Dr. Pigott commented on the continuous quality reviewes done by the Division, yielding positive results.
There were several issues that required technician remediation; however, system performance is at
acceptable levels, particularly in invasive skills. Protocols up for review reflect advances in system
performance and the Division‟s monitoring in QI program.
MEETING SUMMARY
September 18, 2012 - SCEMS Offices
Hauppauge, New York 11788 – Page 7.
Co-chair Mr. Vetter reported that there are multiple agencies in the system doing regular and ongoing
CPR training, and that the county‟s website is undergoing revisions, including a place to feature CPR
training information and success stories. Mr. Vetter also discussed the National AED Registry Program,
which he expected to roll out in the next two (2) months. This program supports the EMS Division‟s
annual re-registration of AEDs in public places by using technology to communicate with PAD
Organizations regularly for updates on AED status, location, in-date pads, etc. He concluded by
discussing a new iPhone app linked to this initiative.
Congratulations to Mr. Lateulere as he assumes official duties as the REMSCO‟s Delegate, successfully
completing the Governor‟s vetting process. Mr. Delagi will remain his alternate. There was no meeting
since the May meeting, Mr. Lateulere and Mr. Delagi will be attending the October 2-4 meetings.
New Business
Mr. Lateulere stated that he spoke to the vendor (Jones & Bartlett) regarding concerns raised last month
by Mr. Cronogue, who was concerned about the validity of this vendor‟s test bank, and contacted Mr.
Cronogue, asking to provide specific information as to which questions are poor questions and why.
Mr. Lateulere also spoke to the author of the test bank who has asked for specifics about the questions
being challenged so that he can review and respond to the concerns.
Mr. Gardiner asked for the sense of the REMSCO on his thoughts of adding a campaign bar, to be
issued with certificates, for CPR saves. Recognizing that most agencies have by-laws that address
uniform components, he felt that provider would appreciate them, not only for uniforms, but also for
non-uniform attire, such as jacktets. There was overwhelming support for the idea.
EXECUTIVE SUMMARY
AMBULANCE COMMITTEE OF THE MORICHES
d/b/a EAST MORICHES COMMUNITY AMBULANCE
CLARIFICATION OF OPERATING TERRITORY SUMMARY
THE NY STATE DOH/BEMS ISSUED POLICY STATEMENT 11-06 – CLARIFICATION OF
OPERATING TERRITORY – TO CREATE A PROCEDURAL METHOD FOR CERTIFIED
EMS AGENCIES TO HAVE THEIR OPERATING TERRITORY DESCRIPTION CHANGED
TO REFLECT ACTUAL AREA SERVED, WITHOUT ADDING NEW TERRITORY.
CHANGES ARE SOMETINES NECESSARY WHEN AN EXISTING DESCRIPTION IS
EITHER VAGUE, IMPRECISE, OR USES DESCRIPTORS THAT MAY NO LONGER BE
AN ACCURATE REPRESENTATION OF THE GEOGRAPHY SERVED. POLICY
STATEMENT 11-06 SERVES AS A GUIDELINE FOR REGIONAL EMS COUNCILS TO
USE WHEN REVIEWING AND CONSIDERING A CLARIFICATION OF OPERATING
TERRITORY REQUEST.
SINCE THEIR ORIGINAL FILING WITH THE NY STATEDOH/BEMS IN AUGUST 1975,
THE EAST MORICHES VAC’S OPERATING TERRITORY HAS BEEN LISTED AS THE
HAMLETS OF EAST MORICHES, EASTPORT, SPEONK AND REMSENBURG. THIS
REPRESENTS THEIR HISTORICAL, ROUTINE AND REGULAR RESPONSE AREA
AND THERE HAVE BEEN NO EXPANSIONS TO THIS AUTHORIZED TERRITORY. IN
ADDITION, THE NYS DOH/BEMS HAS NEVER ASKED THAT AN EXPANSION
APPLICATION BE SUBMITTED. AMBULANCE SERVICES BORDERING THE NORTH,
SOUTH, EAST AND WEST ALL CONCUR.
WHEN SUBMITTING THE BI-ANNUAL AMBULANCE SERVICE APPLICATION FOR
EMS OPERATING CERTIFICATE RENEWAL ON JULY 17, 2012 TO COINCIDE WITH
THE CURRENT EXPIRATION DATE OF AUGUST 31, 2012, THE APPLICATION CAME
FROM NYSDOH/BEMS PRELOADED WITH THE OPERATING TERRITORY AS NOTED
ABOVE.
IN HIS DESIRE TO BE COMPLETELY ACCURATE, THE PRESIDENT/CHIEF, HAND
WROTE THE WORD “MANORVILLE” IN THE OPERATING TERRITORY BOX. THIS
FIRST MENTION OF A NEW TERRITORY GENERATED THE CLARIFICATION OF
OPERATING TERRITORY REQUEST PROCESS.
ON JULY 20, 2012, THE PROGRAM AGENCY DIRECTOR RECEIVED AN EMAIL FROM
THE NYSDOH/BEMS, REQUESTING ASSISTANCE TO PERFORM A CLARIFICATION
OF OPERATING TERRITORY REVIEW. THE ISSUES WERE:
THE ADDITION OF THE AREA IDENTIFIED AS “MANORVILLE” WITHOUT
FURTHER EXPLANATION;
THE USE OF THE VAGUE AND IMPRECISE DESCRIPTORS “EAST MORICHES,
EASTPORT, SPEONK AND REMSENBURG” AS HAMLETS, RATHER THAN
AREAS WITH LEGALLY IDENTIFIABLE BOUNDARIES; AND
CLARIFICATION OF OPERATING TERRITORY SUMMARY
PORTIONS OF THESE VAGUELY DESCRIBED AREAS RESTED IN THE
TOWNSHIP OF BROOKHAVEN AND WHILE PORTIONS RESTED IN THE
TOWNSHIP OF SOUTHAMPTON.
ON AUGUST 8, 2012, THE PROGRAM AGENCY DIRECTOR CONTACTED THE CHIEF
VIA EMAIL TO INITIATE THE PROCESS IN ANTICIPATION OF THE SEPTEMBER 18,
2012 REMSCO MEETING.
CLARIFICATION PROCESS
DURING A PREVIOUS ADMINISTRATION, CIRCA 1987, THE AMBULANCE
COMPANY FORMED A SPECIAL USE (AMBULANCE) DISTRICT, FUNDED BY, AND
UNDER CONTRACT TO, THE TOWNSHIP OF BROOKHAVEN. IN AN EFFORT TO
ALIGN TAXABLE PARCELS WITHIN THEIR CONTRACTED RESPONSE AREA, THE
BROOKHAVEN TOWN LINE BECAME THEIR NATURAL EASTERN-MOST BORDER,
AND THE SMALL AREAS WITHIN THE ABOVE-REFERENCED HAMLETS OF SPEONK
AND REMSENBURG, LOCATED WITHIN THE TOWNSHIP OF SOUTHAMPTON WERE
ASSUMED BY THE WESTHAMPTON WAR MEMORIAL VOLUNTEER AMBULANCE
CORPS, LOCATED IN, AND FUNDED BY, THE TOWNSHIP OF SOUTHAMPTON.
CLARIFICATION OF OPERATING TERRITORY SUMMARY
– PAGE 4.
THIS WAS MUTUALLY AGREED UPON BY BOTH AMBULANCE COMPANIES AND
BOTH TOWNSHIPS AND HAS BEEN IN EFFECT SINCE 1987. RECENTLY, THE EAST
MORICHES VAC’S EFFORTS TO FIND DOCUMENTATION FROM THIS PREVIOUS
ADMINISTRATION HAVE BEEN UNSUCCESSFUL. THEIR PRECISE DESCRIPTORS
ARE IDENTIFIED ON THE ENCLOSED MAP AND CONSIST OF THE FOLLOWING:
THE BROOKHAVEN TOWN PORTION OF THE EASTPORT FIRE DISTRICT AND
THE ENTIRETY OF THE EAST MORICHES FIRE DISTRICT, LESS A SMALL
AREA NORTH OF HEAD OF THE NECK ROAD. WE ACKNOWLEDGE THE
IMPRECISE USE OF THE TERMS “PORTION OF” AND “LESS THE SMALL
AREA OF” SO TO FURTHER CLARIFY, THE:
O WESTERN MOST BORDER IS THE EAST MORICHES FIRE DISTRICT /
CENTER MORICHES FIRE DISTRICT BOUNDARY;
O EASTERN MOST BORDER IS THE BROOKHAVEN TOWN LINE;
O SOUTHERN MOST BORDER IS THE MORICHES BAY, AND THE;
O NORTHERNMOST BORDER IS HOT WATER STREET.
O FURTHERMORE, THE “MINORITY” PORTION OF THE EAST MORICHES
FIRE DISTRICT NOT COVERED BY EAST MORICHES VAC IS LARGELY
UNDEVELOPED PINE BARRENS AREA.
CLARIFICATION OF OPERATING TERRITORY SUMMARY
FURTHER REVIEW OF THE MAP WILL SHOW THAT EAST MORICHES VAC’S
HISTORICAL, ROUTINE AND REGULAR RESPONSE AREA IS NESTLED
COMPLETELY WITHIN THE TOWNSHIP OF BROOKHAVEN, BORDERED ON THE:
O SOUTH BY MORICHES BAY;
O WEST BY THE CENTER MORICHES FIRE DISTRICT (OPERATES AN
AMBULANCE SERVICE);
O NORTH WEST BY THE MANORVILLE FIRE DISTRICT (COVERED BY
THE MANORVILLE COMMUNITY AMBULANCE CORPS) INCLUDING A
NEW DEVELOPMENT NORTH OF HEAD OF THE NECK ROAD);
O NORTH EAST BY THE FLANDERS FIRE DISTRICT (COVERED BY THE
O EAST BY THE EASTPORT FIRE DISTRICT (COVERED BY THE
COROBORATING STATEMENTS OF AGREEMENT FROM SUFFOLK COUNTY FIRE,
RESCUE AND EMERGENCY SERVICES COMMUNICATIONS CENTER (911 PSAP), THE
CENTER MORICHES FD, MANORVILLE VAC, FLANDERS-NORTHAMPTON VAC AND
THE WESTHAMPTON WAR MEMORIAL VAC AS THE AMBULANCE SERVICES OF
RECORD, TO THE WEST, NORTH WEST/NORTH EAST AND EAST BORDERS,
RESPECTIVELY, HAVE BEEN SUBMITTED. A COPY OF THE 1987 TOWN OF
BROOKHAVEN’S ENGINEERS REPORT CONTAINING THE LEGAL DESCRIPTION OF
THE THEN-NEW TAXING DISTRICT, BY PARCEL, WHICH COINCIDES WITH THE
TOWNSHIP BORDERS HAS BEEN SUBMITTED.
CONCLUSION
AFTER CAREFUL REVIEW OF ALL DOCUMENTATION, THE SUFFOLK REMSCO
CONCURS THAT THE MOST ACCURATE REPRESENTATION OF THE EAST
MORICHES VAC’S AUTHORIZED OPERATING TERRITORY SHOULD BE CHANGED
TO: EAST MORICHES FIRE DISTRICT AND THE BROOKHAVEN TOWN PORTION OF
THE EASTPORT FIRE DISTRICT AS DETAILED IN THIS CLARIFICATION OF
