Afghan earthquake: At least 1,000
people killed and 1,500 injured
Apowerful earthquake has killed
at least 1,000 people and injured
1,500 in eastern Afghanistan, an
official of the ruling taliban told
the BBC.
the taliban appealed for international
help for the rescue effort as pictures showed
landslides and ruined mud-built homes in
the province of Paktika.
the quake struck shortly after 01:30
(21:00 GMt tuesday) as people slept.
Hundreds of houses were destroyed by
the magnitude 6.1 event, which occurred at a
depth of 51km (32 miles).
It is the deadliest earthquake to strike
Afghanistan in two decades and a major
challenge for the taliban, the Islamist
movement which regained power last year
after the Western-backed government
collapsed.
the earthquake struck about 44km from
the city of Khost and tremors were felt as far
away as Pakistan and India. Witnesses
reported feeling the quake in both
Afghanistan's capital, Kabul, and Pakistan's
capital, Islamabad.
taliban officials asked the Un to
"support them in terms of assessing the
needs and responding to those affected", Sam
Mort from Unicef's Kabul unit told the BBC.
the UK's special representative to
Afghanistan, nigel Casey, said the UK was in
touch with the Un and was "ready to

Earthquakes tend to cause significant
damage in Afghanistan, where dwellings in
many rural areas are unstable or poorly built.
Speaking to reuters news agency, locals
described horrific scenes of death and
destruction in the aftermath of the latenight
earthquake.
"the kids and I screamed," said Fatima.
"one of our rooms was destroyed. our
neighbours screamed and we saw everyone's
rooms."
"It destroyed the houses of our
neighbours," Faisal said. "When we arrived
there were many dead and wounded. they
sent us to the hospital. I also saw many dead
bodies."
"Every street you go, you hear people
mourning the deaths of their beloved ones,"
a journalist in Paktika province told the BBC.
Local farmer Alem Wafa cried as he told
the BBC that official rescue teams had yet to
reach the remote village of Gyan - one of the
worst hit.
"there are no official aid workers, but
people from neighbouring cities and villages
came here to rescue people," he said. "I
arrived this morning, and I
- myself - found 40 dead
bodies."
Most of the dead, he
said, were "very young
children". the local
hospital just did not have
the capacity to deal with
such a disaster, the farmer
added.

In remote areas,
helicopters have been
ferrying victims to
hospitals.
Even before the taliban
takeover, Afghanistan's
emergency services were
stretched to deal with
natural disasters - with few
aircraft and helicopters
available to rescuers.
Speaking to the BBC, a
doctor in Paktika said
medical workers were among the victims.
"We didn't have enough people and
facilities before the earthquake, and now the
earthquake has ruined the little we had,"
they said. "I don't know how many of our
colleagues are still alive."
Communication following the quake is
difficult because of damage to mobile phone
towers and the death toll could rise further
still, another local journalist in the area told
the BBC.
"Many people are not aware of the wellbeing
of their relatives because their phones
are not working," he said. "My brother and
his family died, and I just learned it after
many hours. Many villages have been
destroyed."
Most of the casualties so far have been in
the Gayan and Barmal districts in Paktika, a
local doctor told the BBC. Local media site
Etilaat-e roz reported a whole village in
Gayan had been destroyed.

Decades of conflict have made it difficult
for the impoverished country to improve its
protections against earthquakes and other
natural disasters - despite efforts by aid
agencies to reinforce some buildings over the

Afghanistan is prone to quakes, as it's
located in a tectonically active region, over a
number of fault lines including the Chaman
fault, the Hari rud fault, the Central
Badakhshan fault and the Darvaz fault.
over the past decade more than 7,000
people have been killed in earthquakes in the
country, the Un's office for the Coordination
of Humanitarian Affairs reports.

from earthquakes.
Most recently, back-to-back earthquakes
in the country's west in January killed more

AU suspends participation in UN-led Sudan talks

Covid-19 expenditure
Govt spent GH¢3.72 billion less

billion (this includes the CAP) in 2020
was programmed for CovID-19 related
expenditure.

amount was utilised to provide support
to households; Supply equipment and
provide relief to health workers (Health
response); Health Infrastructure;
Security operations, Evacuations,

A total amount of GH¢4.601 billion
was programmed in the 2021 budget for
CovID-19 related expenses.
At the end of December 2021, total
utilisation was GH¢3.914.40 million
representing 85% utilisation.
“I wish to dispel the notion that
there have been inconsistencies in
government data on CovID-19. His
Excellency the President intimated
during that State of the nation Address
on 30th March, 2022, that we had
mobilised about GH¢17.7 billion since
2020 to fight the pandemic. We have
subsequently reconciled the data and I
can report that as of end-May, 2022, we
have mobilised GH¢18.19 billion to
mitigate the effect of the pandemic”,
Mr. ofori-Atta pointed out.
“Again, when His Excellency the
vice President indicated on 7th April,
2022 at the national tESCon
Conference that government had spent
GH¢8.1 billion on Covid-19, it was
within the context of expenditures for
2020 as I have already indicated”, he
added.
During the CovID-19 pandemic, the
government received $1 billion from
the International Monetary Fund,
GH¢10 billion from the Bank of Ghana,
US$69.3 million from African
Development Bank and US$99.7 million
from the European Union (EU).
No imminent fuel shortage
• CBOD boss assures
tHE Chief Executive officer (CEo) of the
Ghana Chamber of Bulk oil Distributors
(CBoD), Senyo Hosi, has assuaged the
fears of Ghanaians of a possible fuel
shortage.
According to him, the country has
enough fuel stock to last a month amid
fuel shortage concerns, hence there was
no need to panic.
Mr. Hosi made the statement while
speaking on Citi Breakfast Show, which
was monitored by Business AnALYSt.
“We have enough stock to keep us
stable and actually buy us enough time
to fix the problem,” he said.
He added that some stakeholders
have been “engaging all the international
traders since yesterday when the
story broke to give them assurances that
things are being done.”
Aside from the above, Mr. Hosi said
there will be more supplies beyond the
one-month fuel stock in Ghana.
“It is a very resolvable situation. It is
not something that panics me at all. It
is something that we have been dealing
with, and we have clarity on how to resolve
it,” he said.
Mr. Hosi was responding to a report
from Bloomberg which claimed that
Ghana faces a looming fuel
shortage because the Bank
of Ghana is rationing dollars.
this follows a surge in
oil prices in the wake of
the russian invasion of
Ukraine.
Ghana’s monthly fuel
import bill stood at $450
million in May, up from
$250 million in January.
the cedi has also weakened
22 percent against the
dollar this year, making it
the worst performance

Ghana’s inflation rate

GJA Elections
Dwumfour to set up
insurance package
for journalists
Mr. Albert Kwabena Dwumfour, a Ghana
Journalist Association’s (GJA) Presidential
hopeful, says he will set up an insurance
scheme for journalists to protect them
against any misfortune if given the mandate
as the President of the Association.
He said the insurance scheme would
cover health, funerals, accidents and all
the basic things that confront journalists
as they must be protected and secured to
plan for a better future.
“We got three proposals from life insurance
companies and vehicle insurance
companies for consideration,” he said in
an interview with the Ghana news
Agency in tema.
Mr Dwumfour noted that the safety of
members could not be left in the hands of
media owners because there was no law
binding them and, therefore, the association
would facilitate the acquisition of vehicles
for individuals and media houses to

Speaking on the campaign to annex
the leadership of the GJA, he noted that,
”the Association must be able to capitalize

Mr Dwumfour assured journalists of
his unwavering commitment to bring a
total transformation to the GJA and make
it more attractive and beneficial to all
journalists devoid of discrimination.
He said there would be professional
development programmes for journalists,
including a deliberate monthly or quarterly
training in specific areas to build
their capacities and specialization.

We find ourselves in a quagmire when it comes
to the use of plastics. This is because although
plastics serve very useful purposes, managing the
waste that comes from their use has become a
huge challenge for the country.
Attempts at recycling plastics to turn them into
other useful products have been very ineffective
due to the high cost involved, while the lack of an
effective collection system for plastic waste has
not helped matters.
Currently, waste is lumped together at
generation points, and households and
organisations that try to separate their waste find
that their efforts are in vain because waste
management companies are not well-resourced
enough to send different trucks to pick up the
different categories of waste.
Once the waste gets to their final destination
or even the treatment plants, sorting becomes a
challenge and comes with great cost, as manual
sorting is the only choice available.
There have been several calls by individuals
and organisations for Ghana to ban the use of
plastics for packaging, as has been done in other
jurisdictions, because of the nuisance waste
generated from them is causing the country.
The recurrent floods experienced in Accra and
other cities have been blamed on plastic waste,
which clogs our drains and ends in the sea and our
beaches because of the improper way in which it
is disposed of.
These and many issues surrounding plastics
usage have sent the country on a wild goose chase
for the right way to handle plastic waste, which is
getting worse by the day.
As citizens and experts in plastics continue to
debate the issue, sometimes ferociously, of plastic
packaging, especially in the food and beverages
industry, and whether we have to ban outright
plastics or not, because of the employment the
plastic industry offers many Ghanaians, perhaps
we have to turn to nuclear technology for that
lasting solution we seek.
The Ghana Atomic Energy Commission (GAEC)
recently said it was ready to partner operators in
the waste management industry with the
requisite expertise to venture into the nuclear
Technology for Plastic Pollution Control (nUTEC
Plastics) to help the country to effectively deal
with the plastic waste menace.
Speaking at a stakeholders’ meeting on the
nUTEC Plastics programme in Accra, the Director-
General of GAEC, Professor Samuel B. Dampare,
said nuclear technology for plastic recycling was
a new area which the country could explore to
protect the environment and create employment
for the youth.

What is Artificial
Intelligence? AI is a machine
intelligence whose perfection
largely depends on its ability and
capacity to detect, identify,
process and remember increasing
number of relevant variables from
an environment. this is part of
the statistical and machine
learning that AI uses to mimic
human intelligence. Examples of
their usages are in voice
recognition, language processing,
computer vision and neural
networks for example. these are
the building blocks of the robotic
mind.
A machine can be taught
exactly how to behave, or it can be
taught to decide its own behavior
depending on the objective given.
How Does AI Function? the
general functionalities of an AI
system can be summarized in the
following ways:
1. Probabilistic learning: AI is
designed on a model of
computation and then data is fed
into it. the efficacy and
rationalizability of AI depend on
its quality and logic of data.
Collective data-based decision is
always probabilistic.
2. Model based learning: AI is
designed with a model which
takes data as input and processes
it to make decisions. these
models implement algorithms
based on mathematics and
statistics or state computations
such as automata, trees etc.
3. Critical response to small
changes: An AI system may
behave completely randomly even
if there is a very slight variation is
mathematical and statistical
approximation. For example,
image or speech recognition AI
systems can be fooled by small
alteration in the images or
speeches.
AI makes people’s lives easier
because AI can automate work by
its massive data crunching power
which even surpasses human
mental capacity. AI does not have
fatigue, boredom or human
emotions to deal with when
thinking so this makes them very
efficient and effective. AI can
analyze massive data which is
impossible by humans and

more effective in this task [than

response, multi-dimensional data
structures, parallel processing,
huge data storage and lack of
fatigue”.
AI use in medical industry is
in automated diagnostics, clinical
decision making, automated
surgery and prognostication. AI
can be also used in power grids
and electrical industries to
predict various power related
issues such as power outage
depending on past hurricane data,
fault detection and wind power
forecast for power generation
depending on wind speed, among
other things. AI can be used in
waste industry to predict models
and techniques of the most
efficient waste reduction. AI
robots can replace waste disposal

pay and low perks.

Economy grows by
3.3% in quarter 1, 2022
GHAnA’S economy
slowdown in
growth in the first
quarter of this
year, compared to
the same period last year, provisional
data from the Ghana
Statistical Service has revealed.
the economy recorded 3.3%
Gross Domestic Product (GDP)
growth rate, which was aided
by some marginal expansion in
the Services and Agriculture
sectors.
In actual fact, this is the
lowest growth rate recorded,
post CovID-19. In the same period
of 2021, the growth was
3.6%.
GDP growth rate without
oil and gas (non-oil GDP) for
first quarter of 2022 was 3.7%
which compares to the same
period in 2021 with a growth
rate of 5.3%.
According to Government
Statistician, Professor Samuel
Kobina Anim, the Agriculture
sector led the growth rate, expanding
by 5.6%, followed by
Services with a growth rate of
3.7% and industry with a GDP
of 1.3%.
the Fishing sector recorded
the highest growth rate of
26.1% in the Agriculture sector,
followed by Livestock with 5.5%
and Crops, 5.2%.
Forestry and Logging contracted
by 0.5%
Within the Services sector,
Information & Communication
led the expansion, growing
by 26.6%. transport and
Storage (6.4%), Hotel and
restaurants (5.3%), Finance &
Insurance (4.2%), other Personal
Service Activities (3.1%)
and trade, repair of vehicle,
Household Goods (2.3%) followed
suit.

were Professional, Administrative
& Support (-12.8),
Public Administration & Defence,
Social Security (-9.8%),
real Estate (-2.6%), Education (-

For industry, Water Supply,

NSS acquires 20,000 acres
for commercial farming
tHE national Service Scheme
(nSS) has acquired 20,000
acres of farmland in the Kumawu
area of the Ashanti region
for a commercial farming
estate.
Known as Kumawu Youth
Farm, the project will start
with the cultivation of maize,
rice and soya this year.

the nSS, osei Assibey Antwi,
who made this known in an
interview with the Daily
Graphic in Accra last Monday,
said: “this is going to be our
biggest farming enclave, one
of an end-to-end nature,
which starts from production
to processing in the long
term.”
the nSS is said to have
moved directions from “Mobilisation
for Deployment” to
“Deployment for Employment”,
and Mr Antwi said the
new strategic direction, his
own initiative, sought to provide
the enabling environment
for all personnel to
acquire the relevant skills that
could meet industrial demand.
Under it, young graduates
are expected to embrace entrepreneurship
by identifying
viable areas of the economy
where they could explore
their potentials.

in making funds available for
the cultivation of the land.

“We intend to create about
20,000 direct and five thousand

would provide

to SMEs to enhance their

“We want the SMEs to engage
in proper bookkeeping to

flow and related activities,” he
said.

estimates, and adequacy of the

out of curiosity to look around and then
something struck him. He realized a
similar pattern- everyone was busily
fidgeting with his or her phone.

form of pleasantries. that was when the

of damage mobile phones had done to
the once vibrant Ghanaian social life.

actions or the state of mind of the other.”

a reciprocal and interdependent activity.

smiling and giving a response, the
unexpected rather happens— he or she
only nods in response while bending
towards the phone.
Some passengers even end up missing
their bus stops or leaving their valuables
behind in vehicles due to over
concentration on their mobile phones.
Excessive use of mobile phones drains
confidence and dwindles public speaking
abilities, experts say.
Mobile phones have gradually created
a generation of people who are very vocal
and highly opinionated on social media
platforms but in real life, these same
people struggle to even start a
conversation.
on university campuses, one will
notice something interesting, that some
students who were very expressive and
visible on social media, seemingly shrunk
in fear during group presentations at
lectures.
Mobile phones create constant
distractions and promote isolation
Mobile phone interruptions happen at
weddings, family gatherings, movie
theatres or offices and even at religious
gatherings. this poses a detrimental effect
on work or class productivity and slows
up the rate at which work is done. It is
true mobile phones make people
connected and the world a small village,
but if not used carefully, it can physically
isolate you from family and people
around you. one of the typical negative
impacts is where you meet a group of
young people seated around a coffee table
but not talking among themselves and
glued to their phones.
Additionally, if a teenager or partner
is too much into their mobile phone, this
can hurt the relationship with the family
or partner.

not that important and can wait. next
time you feel the need to use it step back
and think, “Do I really need to call/text
this person right now or can it wait until
later?”

Although awareness of this issue is
growing among some employers, most job
hunters will likely still spot some coded
language while perusing job adverts. the
challenge lies in sussing out the true
meaning of a vague or dubious description:
does it signify a company’s unspoken
ethos, or is it simply worded in a less-thanthoughtful
way?
recruiting experts advise candidates to
use early interviews to ask targeted
questions and gain clarity about any
concerning phrases, allowing you to dodge
any ill-fitting positions well before you take
an offer.
Decoding subtext
Although coded language in job adverts
can crop up anywhere, these words tend to
arise more often in postings for smaller
companies and start-ups, say experts.
“these types of companies have evolving
priorities, making it difficult to write job
descriptions for different careers,” says
renata Dionello, chief people officer for
Ziprecruiter, a Los Angeles-based digital
job marketplace. “this is when we see
broad terms, clichés and catch-all
language.”
Such language can include phrases like
“decisive leader”, “fast-paced environment”,
or “close, family-like team” – raising
“language like this in job
postings has always been a
challenge,” says Carol
Cochran, vice-president of
people and culture at
FlexJobs, a website
dedicated to flexible and
remote-work jobs based in
Boulder, Colorado, US.
“Fortunately, there has
been a lot more attention
on it in the last few years,
so we’re seeing more
companies being
thoughtful about how they
describe the role, culture
and benefits. As with any
shift, some companies will
be proactive in making
adjustments, and others
will be slower to evolve.”
questions for some about what kind of
work culture is truly implied: intense
competition? Excessive hours and burnout?
Blind loyalty? “I would suggest job seekers
ask for clarity on these vague phrases
before committing to a new role,” says
Dionello. “this language can be interpreted
in different ways, and employers don’t
want to miss out on qualified candidates
because they don’t feel they’re ‘determined’
or ‘loyal’ enough.”
Beyond murky phrases that may or may
not hint at a toxic work culture, some
terms can also indicate a lack of gender,
racial or socioeconomic inclusivity. “Words
or pronouns that lean toward one gender
should ring alarm bells,” says Cochran.
“research shows that words like
‘aggressive,’ ‘competitive’, ‘independent’
and ‘self-sufficient’ in job postings appeal
more to men and can subconsciously deter
women from applying.” Meanwhile, terms
like “native English speaker” or “topdegree
required” can communicate other
types of biases. “Coded language includes
terms that don’t appear explicitly
discriminatory, but associate certain
groups of people with certain behaviours or
traits,” adds Dionello.
While such language can act as a
warning sign, and shouldn’t be overlooked
by job seekers, it’s also helpful to remember
that not every questionable term conceals
sinister intentions. Employers may not
necessarily be using calculated coded
language to try to dupe or filter certain
candidates, but their postings can certainly
communicate unwritten values, culture
and blind spots.
Use the adverts as an opportunity to
break the ice and demonstrate your
inquisitive nature – Jenna Alexander
Proceed with caution, while seeking
clarification. “Be mindful that what you
determine as a ‘red flag’ may be based on
your previous bad experiences,” says Jenna
Alexander, talent acquisition director at
randstad, a global Hr services company
based in Diemen, netherlands.
“overanalysing a job description is almost
as damaging as not applying for the role at
all, so don’t fall into that trap.”
Looking beyond language
If you’re interested in a job but
unsettled by the description, try reframing
your concerns as questions that can open
a dialogue. “You can leverage these
overused and somewhat old-fashioned
terms during your initial conversations
with the company,” says Alexander. “Use
the adverts as an opportunity to break the
ice and demonstrate your inquisitive
nature. Be open-minded – you’ll learn
more that way.”
When broaching the subject in an
interview, experts advise starting with
general questions about company culture
to appear engaged and prepared, not
paranoid. “If the posting talks about
unlimited vacation, ask what the average
number of days taken is, or if there are any
suggestions on how much time is
appropriate and encouraged,” says
Cochran. “try to connect with employees
to get a sense of whether ‘fast-paced’
means ‘we get a lot done’, or does it mean
‘you’ll be stressed out all the time’?”
Dionello suggests asking for specific
examples in the context of the position.
“try something like, ‘the job description
mentions a close team that goes above and
beyond. Can you share a few examples of
how I might see that play out in the role?’”
she says. “Another option is to share your
understanding of the term, then ask if the
interviewer agrees with your assessment.”
Job hunters can also make a point of
seeking out job postings with verbiage that
may indicate a positive, healthy work
culture. “Progressive organisations tend to
be very mindful of their language and the
terminology they use to avoid disengaging
a wider talent pool,” says Alexander. “An
educated organisation will often use
human and inclusive words, like ‘connect’,
‘build’, ‘intuitive’, ‘commitment’,
‘enthusiastic’, ‘responsible’ and
‘empathetic’.”
Moving toward
transparency
Ultimately, the words used in job
adverts are just that: words. And best
practices in recruiting will continue to
adapt to evolving culture, says Cochran. “A
lot of the common words and phrases that
were encouraged in job postings a few
years ago are not regarded as highly now,
and will keep shifting in the future.”
today’s job seekers are also in many
ways savvier than ever when applying for
jobs. It’s now standard to consult widely
available anonymous online reviews and
social media reports on employer cultures –
intel that used to be opaque and hard-tofind.
If a job advertisement does ring alarm
bells for a candidate, they can opt out of
applying. “What workers want has
changed,” says Alexander. “there is greater
emphasis on joining a company with an
inclusive, trusting and balanced culture.
Workers know what they want now more
than ever before.”
