On behalf of our residents, welcome to the Village<br />

of <strong>Coxsackie</strong>!<br />

<strong>Coxsackie</strong> was founded in the 1600’s and in 1775<br />

signed its own Declaration of Independence.<br />

That independence and drive to do things on its<br />

own continues to this day. Our symbol is an Owl<br />

and <strong>Coxsackie</strong> is “Hoot of the Owl” named by the<br />

Indians who settled here. On summer nights you<br />

can hear them calling throughout the Village.<br />

<strong>Coxsackie</strong> is experiencing a renaissance, with<br />

people relocating to here, a renovated park, new<br />

restaurants, an event center and a hotel in mid-<br />

<strong>2022</strong> all in the downtown waterfront area.<br />

We continue to maintain our Village as safe,<br />

friendly and family minded community and<br />

maintain our small-town charm.<br />

Welcome to the Village of <strong>Athens</strong>, Greene<br />

County, New York’s first incorporated village!<br />

Initially settled in the late 17th century, the<br />

Village of <strong>Athens</strong> sits on the west bank of the<br />

Hudson River, directly across from the city of<br />

Hudson. Historically, our village was a thriving<br />

hub for shipbuilding, brick making, ice<br />

harvesting and pottery.<br />

Today, the Village of <strong>Athens</strong> boasts historic<br />

charm and architecture, an award-winning craft<br />

brewery and a boutique hotel with riverfront<br />

dining. Take a stroll through our historic district<br />

and you’ll find a vibrant, yet peaceful village.<br />

Our cultural center always has top-notch art<br />

without ever starting your car. Our Riverfront<br />

Park, once the site of the Kadin Brothers pocketbook<br />

factory, is the perfect place to relax<br />

Fridays, it comes to life with our acclaimed<br />

concert series.<br />

In 2020, the Village of <strong>Athens</strong> was designated<br />

a “Tree City” by the Arbor Day Foundation and<br />

Massive undertaking<br />

seeks to save<br />

beloved lighthouse<br />

ATHENS — For more than a century,<br />

the Hudson-<strong>Athens</strong> Lighthouse<br />

has been a beacon for<br />

passing ships, and a focal point<br />

of local history.<br />

Now, the lighthouse, which sits<br />

in the Hudson River midway<br />

between <strong>Athens</strong> and the city of<br />

Hudson in Columbia County, is<br />

in need of a little TLC.<br />

A lot of TLC, as it turns out.<br />

The Hudson-<strong>Athens</strong> Lighthouse<br />

Preservation Society is undertaking<br />

a multi-million-dollar<br />

restoration project to save the<br />

structure that first went into operation<br />

in 1874 guiding vessels<br />

through the shipping channel.<br />

“The lighthouse is an icon —<br />

can you imagine looking at the<br />

Hudson River and the lighthouse<br />

isn’t there?” Carol Gans,<br />

president of the Hudson-<strong>Athens</strong><br />

Lighthouse Preservation<br />

Society, or HALPS, said.<br />

The restoration project is in two<br />

phases. Phase 1 involves restoring<br />

the lighthouse itself, and<br />

Phase 2 is a massive long-term<br />

project to reinforce the foundation<br />

beneath the building,<br />

which sits on pilings that are<br />

driven deep into the riverbed.<br />

The project will be a multi-year<br />

process, said Kristin Gamble,<br />

who is spearheading the lighthouse’s<br />

capital campaign.<br />

“Phase 1 includes a lot of the<br />

necessary repairs to the infrastructure<br />

of the lighthouse itself,<br />

such as replacing the roof,<br />

the doors, windows, gutters<br />

and downspouts, the cistern<br />

and a new stairway to the lighthouse<br />

from the water, and various<br />

things like that,” Gamble<br />

said. “The lighthouse has moisture<br />

seepage in it. Living in the<br />

middle of the Hudson River is a<br />

tough time in the winter and it<br />

takes a toll on the structure, so<br />

we are starting with that. However,<br />

Phase 2 will be a bigger<br />

project, which is basically all the<br />

underwater work that needs to<br />

be done.”<br />

Construction on the Hudson-<strong>Athens</strong><br />

Lighthouse began<br />

Nov. 14, 1874, according to<br />

the organization’s website. It<br />

was a manned lighthouse guiding<br />

passing ships around the<br />

Middle Ground Flats in the middle<br />

of the river until the 1950s,<br />

when it was automated and no<br />

longer needed to be manned.<br />

The last lightkeeper family to<br />

operate and live at the lighthouse<br />

was the Brunner family<br />

of <strong>Athens</strong>.<br />

Over the years — dating back to<br />

the 1800s — the scouring of the<br />

underwater pilings by churning<br />

water and river sediment unsettled<br />

by passing ships has taken<br />

“The lighthouse is not on land<br />

or on rock, although it looks<br />

like it is,” Gamble said. “The<br />

lighthouse is on pilings and<br />

of some of the pilings in 2008,<br />

but there is much more that has<br />

happened to the underwater<br />

environment since then. There<br />

is a shipping channel that goes<br />

right by the lighthouse on the<br />

Hudson side of the river and<br />

it’s deep and there are some<br />

very big ships that go through.<br />

All that activity has done a lot<br />

of scouring on the underwater<br />

part of the lighthouse, so we<br />

need to make a decision on<br />

how to fix that.”<br />

HALPS recently received a<br />

$500,000 grant from the New<br />

York State Office of Parks, Recreation<br />

and Historic Preservation<br />

to cover much of the Phase<br />

1 restoration, and the group<br />

is in the process of raising the<br />

$180,000 matching funds in<br />

order to receive the grant, Gamble<br />

said.<br />

It is unclear how much Phase 2<br />

will cost, but at this point that<br />

is a long-term goal expected<br />

to cost several million dollars,<br />

which would likely come from<br />

government grants and charitable<br />

groups that support<br />

lighthouse and historic preservation,<br />

but any donations are<br />

welcomed.<br />

“Our objective and wishes<br />

would be to do what we are<br />

calling the 100-year fix, in other<br />

words to do a bang-up job on<br />

this underwater restoration,”<br />

Gamble said. “It is a lot of money<br />

— we don’t yet know how<br />

much because we don’t have an<br />

exact budget yet. We are working<br />

on that at this point, but it is<br />

multi-millions.”<br />

The organization conducted<br />

a LIDAR study to evaluate the<br />

condition of the structure’s<br />

foundation. LIDAR — Light<br />

Detection and Ranging — is a<br />

remote sensing method that<br />

uses light to measure elevation<br />

underwater, according to the<br />

National Oceanic and Atmospheric<br />

Administration.<br />

The LIDAR study provided a 3D<br />

model of what is in the river beneath<br />

the lighthouse.<br />

“The lighthouse sits on 200<br />

wooden pilings and when it was<br />

built, those pilings were driven<br />

into the river mud and the<br />

foundation was built on them,”<br />

said Van Calhoun, chairman<br />

of the Lighthouse Renovation<br />

Committee. “Over the years, the<br />

Phase 2 is a long-term goal.<br />

The group is currently working<br />

on raising the $180,000 for the<br />

matching state grant to get<br />

Phase 1 — restoration of the<br />

lighthouse itself — started. Calhoun<br />

said Phase 1 work could<br />

begin by the end of this year<br />

and be completed by 2024.<br />

While erosion of the pilings is<br />

ongoing, the lighthouse is not<br />

at immediate risk of sinking,<br />

but the damage will only grow<br />

if nothing is done, Calhoun said.<br />

“It’s not going to collapse today<br />

or tomorrow. If we did nothing,<br />

over the long term the river<br />

will continue to scour, some of<br />

the piers on the corners of the<br />

blocks will become compromised,<br />

the blocks will sag and<br />

there would be cracking in the<br />

building itself when that happens,”<br />

Calhoun said. “On the<br />

building itself, if we didn’t take<br />

care of the brickwork, the windows,<br />

the gutters, the roof and<br />

keep the water out, that is the<br />

first thing that would destroy<br />

the building, so we’ve got to<br />

take care of its current cracked<br />

condition and get it sound<br />

so when this new foundation<br />

comes up underneath, it is going<br />

to have a sound building.”<br />

“Fifteen years from now, if we<br />

did nothing, it could be in really<br />

rough shape,” he added.<br />

The project seeks to do more<br />

than preserve the lighthouse,<br />

Gamble said.<br />

“We want to restore the lighthouse,<br />

but the real objective is<br />

to eventually have more public<br />

access to the lighthouse,” Gamble<br />

said. “Right now, it is somewhat<br />

limited and we really want<br />

to make the lighthouse have a<br />

future impact on communities<br />

on either side of the river. While<br />

everybody loves the lighthouse,<br />

they mostly just look at<br />

it and not too many people get<br />

out there. We want to make it<br />

much more accommodating to<br />

the public and also for educational<br />

purposes for the schools.”<br />

The lighthouse will celebrate<br />

its 150th anniversary in 2024,<br />

and HALPS’s goal is to complete<br />

Phase 1 of the project by that<br />

time, Gamble said.<br />

“The lighthouse gives you a flavor<br />

of the Hudson Valley that<br />

you don’t get anywhere else. It’s<br />

really quite inspiring,” Gamble<br />

said. “It is well worth saving because<br />

it is an icon of our part of<br />

the Hudson Valley.”<br />

water has progressively undermined the<br />

lighthouse and scoured beneath the lighthouse,<br />

especially the shipping channel. It’s<br />

so bad it has pulled monster stones bigger<br />

than Volkswagons away — some of the pilings<br />

are exposed, and if they are exposed<br />

to water, that is when they get exposed<br />

to oxygen and they deteriorate. We have<br />

to cover those back up and then contain<br />

them somehow.”<br />

A decision has not yet been made on how<br />

to protect the pilings from water and oxygen<br />

damage, but the committee is considering<br />

its options.<br />

“We will probably do it with a curtain wall,<br />

which is steel pilings around the lighthouse,”<br />

Calhoun said. “That is a massive<br />

COXSACKIE — The waterfront community<br />

of <strong>Coxsackie</strong> has long benefited from the<br />

Hudson River that hugs its shoreline, and<br />

this summer the park that is its jewel will get<br />

new luster.<br />

In the fall of 2021, Gov. Kathy Hochul announced<br />

a $3.2 million renovation project<br />

that will revitalize the park and the <strong>Coxsackie</strong><br />

State Boat Launch.<br />

be renovated under an initiative<br />

known as the Hudson Eagles<br />

to the Hudson River.<br />

The <strong>Coxsackie</strong> park is the first of<br />

several such projects designed<br />

to improve access to the river<br />

and spur economic development<br />

by encouraging tourism in<br />

In April renovations at Riverside<br />

Park were well underway, with<br />

the frame of the open-air pavilion<br />

already up and construction<br />

workers on lifts completing the<br />

roof. The park has been closed<br />

to the public since the project’s<br />

announcement in September<br />

2021, but should be up and running<br />

by May, in time for the return<br />

of late spring and summer<br />

outdoor events.<br />

The open-air pavilion will host<br />

the weekly <strong>Coxsackie</strong> Farmers<br />

Market and other special<br />

events. The renovation project<br />

will also bring new trees, landscaping<br />

and seating to the park,<br />

improved bike and pedestrian<br />

trails between the river and<br />

downtown area, and new sidewalks.<br />

The old basketball court —<br />

which was dismantled at the<br />

start of the project in the fall<br />

— is being rebuilt and new signage,<br />

including signs for boaters<br />

using the launch, will also be<br />

added.<br />

The boat launch itself is being<br />

completely rebuilt with new<br />

floating gangways and docks<br />

to make launching from the site<br />

easier. A new kayak launch that<br />

is compliant with the Americans<br />

with Disabilities Act will make<br />

access to the river easier for all,<br />

said when the project was announced.<br />

of our parks and recreation<br />

spaces as areas that advance<br />

the health and well-being of<br />

our upstate communities and<br />

the overall economic and environmental<br />

vitality of our region.<br />

I am thrilled that this project is<br />

moving forward so this beautiful<br />

stretch of land and river can<br />

continue to be enjoyed by our<br />

Greene County community for<br />

years to come.”<br />

The project will benefit the community<br />

in many ways, Assemblyman<br />

Chris Tague, R-102, said.<br />

“This project is a welcome one<br />

that will increase the utility and<br />

enjoyability of the <strong>Coxsackie</strong><br />

State Boat Launch and Riverside<br />

Park for families throughout the<br />

region and make it more resilient<br />

to wear and tear so that<br />

future generations can continue<br />

to enjoy all it has to offer,” Tague<br />

said. “I am particularly excited<br />

about the addition of a pavilion<br />

that will give the park a greater<br />

ability to host farmers markets<br />

and other special events, giving<br />

the community opportunities to<br />

come together and see what local<br />

farmers, craftsmen and businesses<br />

have to offer.”<br />

The <strong>Coxsackie</strong> project is part<br />

of the NY Parks 100 initiative, a<br />

$440 million capital investment<br />

over four years to address overcrowding,<br />

promote visitation by<br />

underserved communities, enhance<br />

local recreation and tourism,<br />

and protect environmental<br />

and historic assets, according to<br />

the state.<br />

COXSACKIE — A tiny gem of a church on<br />

Mansion Street in <strong>Coxsackie</strong> can trace its roots<br />

back to the enslavement period of the 1850s.<br />

Bethel African Methodist Episcopal Church,<br />

123 Mansion St., is the oldest surviving church<br />

building in the village and was founded by<br />

former enslaved people, historical records<br />

show.<br />

The church received a historical marker from<br />

the William G. Pomeroy Foundation in 2021<br />

honoring its place in local history.<br />

The blue and yellow historical marker, which<br />

can be seen in front of the church, reads:<br />

“Bethel AME: This African Methodist Episcopal<br />

congregation was established in 1853 by free<br />

and formerly enslaved people of <strong>Coxsackie</strong>.<br />

Church built 1856.”<br />

Volunteer researchers looked into the history<br />

of the church for the historical marker’s application<br />

and learned the founders of the church<br />

were John Clow, Abraham Clow, Benjamin<br />

Bronck is a common — and historical<br />

— Dutch family name in<br />

<strong>Coxsackie</strong>. Benjamin Bronck was<br />

enslaved and enslaved people<br />

commonly took the name of their<br />

slavers.<br />

“It looks like Benjamin Bronck was<br />

born to Maria, who was ‘owned’<br />

by Leonard Bronck,” Deubert said<br />

at the time. “These people, who<br />

were all African-American, were<br />

founders and trustees, and they<br />

had Dutch names because people<br />

in <strong>Coxsackie</strong> had slaves. I had<br />

never really thought about that<br />

before.”<br />

The Rev. Shirley Whitlock has<br />

been the beloved pastor at Bethel<br />

AME Church for the past 10 years<br />

and said the church continues to<br />

have an impact on its congregation<br />

and community to this day.<br />

“We have a food pantry that we<br />

run and we never stopped during<br />

COVID — we ran it all the way<br />

through COVID, Tuesdays and<br />

Thursdays, and it is still running,”<br />

Whitlock said. “We also support<br />

the local elementary school with<br />

school supplies every year and<br />

we do Thanksgiving for the community<br />

every year.”<br />

The congregation is a devoted<br />

one, with some families worshiping<br />

at the church for generations.<br />

“Spiritually, the church is second<br />

to none,” Whitlock said. “It’s a family-oriented<br />

church. It is really, really<br />

a family church.”<br />

nights and some church members<br />

have been attending worship<br />

services for decades.<br />

“I have some members that are<br />

in their 80s and this is the church<br />

they have been in all their lives,”<br />

the pastor said.<br />

Because there are many elderly<br />

parishioners, the church has<br />

not held in-person worship services<br />

since the beginning of the<br />

COVID-19 outbreak in 2020, but<br />

as the church has done for the<br />

past 166 years, it has persevered<br />

— and discovered new opportunities<br />

to serve the broader community<br />

far beyond <strong>Coxsackie</strong>’s<br />

borders.<br />

“We are still doing our services<br />

by Zoom because we have an<br />

older congregation, but Zoom is<br />

working for us because we have<br />

people from Las Vegas, from New<br />

Jersey, from Florida, that join us<br />

on Zoom,” Whitlock said. “Some<br />

of these people lived here before<br />

and have moved on, but because<br />

of the virus we have been on<br />

Zoom, so they have been able to<br />

come back with us.”<br />

The hope is to reinstate in-person<br />

worship services for Easter this<br />

year, but even if that happens, the<br />

opportunity to attend services<br />

will not be lost to long-distance<br />

congregants.<br />

“Once we go back into the<br />

church, I am going to continue<br />

using Zoom,” Whitlock said.<br />

according to the national AME<br />

website.<br />

It was a response to the racial<br />

discrimination and intolerance<br />

African-American individuals experienced<br />

at the time.<br />

“When officials at St. George’s<br />

MEC (Methodist Episcopal<br />

Church) pulled Blacks off their<br />

knees while praying, FAS (Free<br />

African Society) members discovered<br />

just how far American<br />

Methodists would go to enforce<br />

racial discrimination against African-Americans,”<br />

according to the<br />

website. “Hence, these members<br />

of St. George’s made plans to<br />

transform their mutual aid society<br />

into an African congregation.”<br />

Church now has membership in<br />
