for contributing to europe’s energy security by allowing direct<br />

access to Caspian gas resources. 18 Despite its geostrategic<br />

implications, <strong>the</strong> nabucco project has proceeded very<br />

slowly in <strong>the</strong> face of uncertain sources of supply, financing<br />

difficulties, <strong>the</strong> lack of unified eu support, <strong>and</strong> russia’s<br />

concerted efforts to block it. according to <strong>the</strong> original plans<br />

from 2002, nabucco would also attract Turkmen gas by<br />

means of an underwater trans-Caspian pipeline, which russia<br />

has also opposed (see Map 1 <strong>and</strong> 3).<br />

a pipeline connecting Iran <strong>and</strong> <strong>Turkey</strong>, which was supposed<br />

to provide <strong>Turkey</strong> with an alternative supply source, is not<br />

considered reliable because of Iran’s ongoing sanctions,<br />

as well as its inadequate infrastructure. as a result of <strong>the</strong><br />

2008-09 financial crisis, <strong>and</strong> <strong>the</strong> concomitant reduction<br />

in dem<strong>and</strong> for natural gas, <strong>the</strong> likelihood of raising funds<br />

for major projects such as this appears small. Moreover, <strong>the</strong><br />

discovery first in <strong>the</strong> u.s. <strong>and</strong> <strong>the</strong>n parts of europe of large<br />

reserves of shale gas, which can be extracted by new, cheaper<br />

technologies, has fundamentally altered market expectations,<br />

as have improved techniques for <strong>the</strong> conversion <strong>and</strong> transport<br />

of liquefied natural gas (lnG). These two developments, which<br />

could potentially diversify sources <strong>and</strong> supply routes to meet<br />

europe’s gas needs, have reduced <strong>the</strong> strategic significance<br />

of nabucco. In spite of <strong>the</strong> signing of <strong>the</strong> Intergovernmental<br />

agreement on nabucco in 2009, it is far from certain whe<strong>the</strong>r<br />

nabucco will be built in <strong>the</strong> foreseeable future.<br />

The nabucco project exemplifies <strong>the</strong> complexities <strong>and</strong><br />

contradictions that characterize <strong>Turkey</strong>’s neighborhood,<br />

especially when it comes to energy policy. as a major energy<br />

consumer with rapidly increasing domestic dem<strong>and</strong> for natural<br />

gas, <strong>Turkey</strong>’s energy policy has primarily focused on ensuring<br />

its own security of supply. ano<strong>the</strong>r important objective for<br />

<strong>Turkey</strong> is to become an energy hub <strong>and</strong> major trading center.<br />

<strong>Turkey</strong>’s plans for gaining access to <strong>the</strong> Caspian basin were<br />

seen as a way to pursue both. however, <strong>Turkey</strong>’s role as a<br />

transit corridor in practice runs counter to its domestic energy<br />

security <strong>and</strong> commercial interests. specifically, <strong>Turkey</strong>’s<br />

insistence on keeping a share of <strong>the</strong> gas to be transported<br />

through <strong>the</strong> nabucco pipeline at preferential prices has<br />

been inconsistent with its declared ambitions to act as a<br />

transit corridor <strong>and</strong> allow direct european access to Caspian<br />

energy supplies. Moreover, <strong>Turkey</strong>’s overriding emphasis on<br />

its engagement with <strong>the</strong> region continues to attract attention<br />

to its “Janus-like” geography19 <strong>and</strong> policies of pursuing eu<br />

accession on <strong>the</strong> one h<strong>and</strong>, while aspiring to an increasingly<br />

independent regional role on <strong>the</strong> o<strong>the</strong>r.<br />
