APPROVED 08/18/2022 OPERATING BUDGET ORGANIZATIONAL STRUCTURE & BUDGET FRAMEWORK TSTC’s organizational and leadership structures remain consistent for fiscal year 2023, with no major changes in organizational structure or operating division hierarchy from the prior year. The overall allocation of resources across the functional divisions of the College is illustrated below. PRESENTATIONS, ASSUMPTIONS & ESTIMATES Various line items in prior year budget and actual amounts have been reclassified to align with the current organizational structure and budget framework for consistency in comparative analysis. Fiscal year 2022 forecast amounts and certain fiscal year 2023 budget amounts use available data and related estimates as of May 31, 2022. The College will realize appropriation revenues in fiscal year 2023 in accordance with bill patterns established by the 87th Legislature. Figure 05 2023 BUDGET $258,398,719 TSTC prepares budgets using a cash basis of accounting, which includes budgeting tuition revenue net of discounts and allowances, budgeting debt service payments (total principal and interest) as an expense, excluding interest expense and depreciation expense, and also excluding non-cash accounting adjustments such as pension and other post-employment benefits (OPEB) accruals. MEASURE PLAN EXECUTE BUDGET The annual budget report is simply a starting point each year. TSTC anticipates many refinements to this budget throughout the year as the needs and circumstances of TSTC departments continually change.
