Trudeau giving<br />
Quebec a special<br />
deal on carbon taxes<br />

All provinces are equal. But one<br />
province is a little more equal in the<br />
eyes of Prime Minister Justin<br />
Trudeau.<br />
Next year, taxpayers in every province<br />
will have to pay his government’s<br />
mandatory minimum carbon tax rate.<br />
Every province but one: Quebec.<br />
Quebec started in early on carbon<br />
taxes, establishing a cap-and-trade<br />
system with California in 2<strong>01</strong>4, when<br />
Stephen Harper was prime minister.<br />
Then in 2<strong>01</strong>8 the Trudeau government<br />
imposed a carbon tax backstop to<br />
be paid by any province that hadn’t<br />
made its own arrangements to implement<br />
a carbon<br />
tax.<br />

gas next year,<br />
going to 37 cents<br />
per litre by 2030.<br />
But the backstop<br />
doesn’t apply to<br />
Quebec.<br />
Though theoretically<br />
there’s<br />
advice.<br />
no limit to the<br />
province’s capand-trade<br />
cost,<br />
which is the result of demand and<br />
supply, it’s currently nine cents per<br />
litre of gas. Next year, by law, it must<br />
stay above five cents per litre. But<br />
nothing requires it to be higher than<br />
that. Meanwhile, everyone else in<br />
Canada will be paying 14 cents per<br />
litre.<br />
In 2030, Quebec’s carbon tax is forecast<br />
to reach 23 cents per litre of gas.<br />
But everyone else will be paying 37<br />
cents per litre. That means that in<br />
2030, an Ontario family will pay $10<br />
more when they fuel up their minivan<br />
because of the carbon tax than drivers<br />
in Trudeau’s Montreal riding.<br />
Even La Presse notes that Quebec’s<br />
tax “is much less than in the federal<br />
system.”<br />
The key part of the federal backstop<br />
is “ensuring that carbon pricing is<br />
in place across Canada at a similar<br />
level of stringency.” But if there’s supposed<br />
to be a “similar level of<br />
stringency,” then why will Quebec’s<br />
tax cost be 14 cents per litre less by<br />
2030?<br />
Is there some scientific reason to<br />
explain Quebec’s lower tax? Or is it<br />
because Ottawa’s carbon tax is about<br />

Compare Quebec with Nova Scotia<br />
and it’s clear it’s the latter. Nova Scotia<br />
currently has a provincial cap-andtrade<br />
carbon tax, too. And Nova Scotia<br />
has reduced its emissions by 36 per<br />
cent since 20<strong>05</strong>, Quebec only by 12 per<br />
cent. But Ottawa isn’t letting Nova<br />
Scotia off. Beginning next year, Nova<br />
Scotians will have to pay the higher<br />
federal tax, too — though Quebec gets<br />
to keep its system.<br />
Instead of bullying Nova Scotia the<br />
prime minister should be asking Nova<br />
Scotians for advice. The province’s<br />
carbon tax now costs about two cents<br />
per litre of gas, by far the lowest rate in<br />
Canada. Yet since 20<strong>05</strong>, Nova Scotia<br />
has somehow<br />
managed to<br />
reduce its emissions<br />
more than<br />
every other province<br />
except New<br />
Brunswick.<br />
On the other<br />
hand, British<br />
Columbia had the<br />
highest carbon<br />
tax in Canada for<br />
years yet B.C.’s<br />
emissions<br />
increased by<br />
about eight per<br />
cent between 2<strong>01</strong>5<br />
and 2<strong>01</strong>9.<br />

Trudeau’s national carbon tax.<br />
The federal government is misleading<br />
Canadians about Quebec’s<br />
preferential treatment. It’s not the first<br />
time the government has misled<br />
Canadians about the carbon tax.<br />
Before the 2<strong>01</strong>9 election, Trudeau’s<br />
then-environment minister said the<br />
government had “no intention” of<br />
raising the carbon tax beyond 11 cents<br />
per litre of gas. But it’s being cranked<br />
up to 37 cents per litre by 2030.<br />
The Trudeau government<br />
also claims “families are going to<br />
be better off” with its carbon tax-andrebate<br />
scheme.<br />
The Parliamentary Budget Officer<br />
(PBO) shows that’s magic math. In the<br />
four provinces the PBO studied, the<br />
federal carbon tax will cost the<br />
average household between $402 and<br />
$847 in <strong>2023</strong>, even after the rebates.<br />
The last thing Canadians need is<br />
Ottawa raising costs and stoking<br />
national division. There’s an obvious<br />
solution: scrap the federal carbon tax<br />
and lower gas prices and heating bills<br />
across Canada.<br />

Faith brings out<br />
the best in us<br />

Christmas is one of the few times in<br />
Canada that religion makes a public<br />
appearance. Nativity scenes depicting<br />
the birth of Jesus Christ pop up on<br />
lawns. Radio stations belt out sacred<br />
music among generic holiday tunes.<br />
News media may even report on a<br />
church’s special Christmas meal.<br />
By Boxing Day, we typically consign<br />
religion to its usual place behind<br />
closed doors in private homes or<br />
houses of worship.<br />
However, perhaps in <strong>2023</strong> we can<br />
move toward a better way: deep pluralism,<br />
where Canadians can publicly<br />
be their authentic selves, religious or<br />
not.<br />
Many might instinctively reject<br />
such an idea, fearing it would sow division.<br />
In fact, there’s good evidence it<br />
would do the opposite.<br />
In a winter survey, think tank<br />
Cardus partnered with the Angus Reid<br />
Institute to ask Canadians whether<br />
they’d donated to charity, volunteered<br />
their time, or helped a stranger in the<br />
last few months. We also asked<br />
whether they read (or otherwise<br />
engaged with) a sacred text. For most,<br />
that would mean the Christian Bible,<br />
but it also includes the Jewish Torah,<br />
Muslim Qur’an, and other books.<br />
The numbers were revealing.<br />
Of Canadians who had read, heard,<br />
or otherwise engaged with a sacred<br />
text in the last 12 months, almost seven<br />
in 10 had donated to a charity recently,<br />
48 per cent had volunteered, and 65 per<br />
cent had helped a stranger in need.<br />
Jews, Muslims, and Evangelical<br />
Christians stood out particularly on<br />
all three scores. Among Canadians<br />
who hadn’t engaged with a sacred text,<br />
charitable giving went down to 53 per<br />
cent, volunteering fell to 33 per cent,<br />
and helping strangers dropped to 51<br />
per cent.<br />
Far from dividing Canadians, faith<br />
communities help create a generous<br />
culture inspired by what their sacred<br />
texts proclaim about ministering to<br />
the world. A deeply pluralist society<br />
makes room for those communities, as<br />
well as those of no faith, to live out<br />
their beliefs fully and publicly.<br />
This is precisely where Canada has<br />
an opportunity to shine as a diverse<br />
society, though it will take some work.<br />
Most of us seem to have bought into<br />
the myth that faith is solely a private<br />
matter. So, 52 per cent of Canadians<br />
say they don’t want sacred texts to play<br />
any role in helping define our laws or<br />
how we live. And 65 per cent say<br />
teachers should not expose students to<br />
the Bible in standard school curriculum,<br />
while 79 per cent say the same<br />
about the Qur’an or other sacred texts.<br />
But faith that isn’t lived – and isn’t<br />
lived publicly – isn’t faith at all. All sectors<br />
of society, including schools,<br />
governments, and media, need to<br />
remain open to public expressions of<br />
faith that are part of our common life.<br />

“We are trying to clear-up<br />
our accounts receivable<br />
totals to ensure the records<br />
of the County of Stettler No.<br />
6 are current and accurate,”<br />
stated Cornelssen’s memo to<br />
council.<br />
“We have made repeated<br />
attempts to collect on these<br />
accounts but little to no<br />
response has been received.<br />
“We currently have on<br />
our records accounts receivable<br />
balances from prior<br />
years. They consist of three<br />
customers and total $208.91.”<br />
Cornelssen, who stated<br />
regardless of whether<br />
they’re written off the<br />
county still tries to recover<br />
the debts, noted in her<br />
report the delinquent<br />
accounts included customer<br />
BLA022 which owed $49.51<br />
plus finance charges for<br />
truck fill services dating to<br />
October 2021, customer<br />
RID002 which owed $62.73<br />
plus finance charges for<br />
truck fill services dating to<br />
July and October 2021 and<br />
customer JAM007 which<br />
owed $96.67 for CAP levy<br />
finance charges dating to<br />
April and September 2021.<br />
It was noted in the memo<br />
the last customer’s CAP levy<br />
principle has been paid.<br />

County of Stettler CAP levy<br />
is a fee related to aggregate<br />
hauling.<br />

asked if the two truck fill<br />
debtors were still using the<br />

the county generally cuts off<br />

goes three to six months<br />

Stettler town council will not give<br />
final approval to an applicant’s desire<br />
to give free land to the municipality in<br />
return for ensuring it’s used for a<br />
public park. The decision was made by<br />
town council at the Dec. 20 regular<br />
meeting of council following a public<br />
hearing.<br />
Director of Planning and<br />
Development Leann Graham presented<br />
council with an application for<br />
rezoning from industrial to public use<br />
from applicant Ardyn Kay regarding a<br />
parcel of property described in the<br />
agenda document as the west part of<br />
4408 47th Ave.<br />
“The applicant is proposing to<br />
rezone the above-mentioned parcel<br />
from industrial to public use,” stated<br />
Graham in the agenda memo.<br />
“The applicant has requested the<br />
rezoning to aid in the sale of the 5.37<br />
acre parcel. The purchaser has been<br />
the initiator of the sale and intends to<br />
donate this parcel of land to the Town<br />
of Stettler for public use.” Graham<br />
noted the application to rezone already<br />
passed first reading and was publicly<br />
advertised, and councillors held a<br />
public hearing earlier during the current<br />
council meeting.<br />
Public hearing<br />
The public hearing was called to<br />
order by Mayor Sean Nolls with town<br />
staff describing the proposal. Town<br />
staff noted no written submissions had<br />
been received either for or against the<br />
application.<br />
When Nolls asked if anyone present<br />
wished to speak in favour or against<br />
the application, Stettler resident Sally<br />
Hurley asked to speak. She stated she<br />
was not necessarily opposed to the<br />
application but wanted to know what<br />
the purpose of the rezoning was.<br />
Assistant Chief Administrative<br />
Officer (CAO) Steven Gerlitz stated the<br />
town was approached by the applicant<br />
in question who wishes to purchase<br />
said property and then donate it to the<br />
Town of Stettler with the intention that<br />
the town uses it as a park.<br />
Hurley asked why the park couldn’t<br />
be located at a better place to which<br />
Gerlitz answered that this was the only<br />
piece of property the applicant identified.<br />
Gerlitz added that the intention is<br />
for the lot to become public property<br />
and also that the town will maintain<br />
the property.<br />
Hurley asked about the effect of the<br />
park on roads, and asked what would<br />
happen if an industrial development<br />
goes in there.<br />
Town CAO Greg Switenky<br />
responded he had no idea what might<br />
go in there in the future and also noted<br />
the applicant has a link to that side of<br />
the property. Graham added that<br />
having the green space there is a good<br />
buffer between the industrial lots and<br />
the rest of town.<br />
Hurley stated she was not in favour<br />
of the spot in question and would<br />
prefer a different spot for the park; she<br />
also suggested town staff discuss this<br />
with the applicant.<br />
Switenky responded the applicant<br />
wishes to use this specific parcel and<br />
he wasn’t sure if another parcel mentioned<br />
by Hurley was for sale.<br />
Coun. Gord Lawlor noted he’d had<br />
one question from the public about this<br />
application and when he described it<br />
the residents had no problem with it.<br />
Switenky stated the application is<br />
somewhat unusual as you don’t often<br />
see people donating land to the town.<br />

OBITUARY<br />
Loved the community he was raised in<br />
Francis Kenneth Wetter was born on<br />
Aug. 11, 1925 and passed away Dec. 21,<br />
2022 at Castor, Alta.<br />
Ken was raised in the<br />
Castor area along with his<br />
sisters Judy and Eunice<br />
and his brother Wes.<br />
During his lifetime Ken<br />
loved the community that<br />
he was raised in. The<br />
Castor School is named<br />
after his father Gus Wetter,<br />
another great member of<br />
Castor.<br />
Wetter<br />
Ken operated the grocery store in<br />
Castor for 20 years starting in 1949. In<br />
1981 Ken was elected as the mayor of<br />
Castor and he ran the office<br />
with great efficiency, something<br />
he also required from all his<br />
staff, he hated inefficiency.<br />
He loved his coffee group and<br />
enjoyed the local news the members<br />
had to share with him.<br />
During his life he has lost significant<br />
members of his family;<br />
parents Kathleen and Gustave;<br />
he lost his first wife Kaye<br />
Navigating differences<br />
Spencer. They were married in 1950<br />
and she passed away in 1986 and three<br />
years later he married Lil Walters and<br />
she passed away in 2000; his brother<br />
Wesley; and his sister Eunice Huff and<br />
brother-in-law Francis Hall.<br />
Ken leaves to mourn his family:<br />
sister Judith Hall; his sons: Randy<br />
(Marly) of Stony Plain ~ their children<br />
Jesse (Celia) and Alysha; Kevin<br />
(Joanne) of Castor ~ their children<br />

advance secularism, which is also a<br />

During her presentation Cornelssen<br />
stated the interim budget was “just a<br />
formality” but one that needed to be<br />
approved by Dec. 31 to ensure the<br />
county can continue conducting business.<br />
She further clarified the full <strong>2023</strong><br />
budget remains in the development<br />
stage.<br />
Cornelssen stated the interim<br />
budget was, essentially, the 2022<br />
budget with a new name.<br />
RCMP commander<br />
Council was introduced to Stettler<br />
RCMP detachment acting commander<br />
S/Sgt. Jon England. He stated he was<br />
filling in for detachment commander<br />
S/Sgt. Bruce Holliday, who is away.<br />
England stated he’s been told that he<br />
will be in charge of the Stettler detachment<br />
for three months while Holliday<br />
is away but that’s probably an RCMP<br />
term for “they don’t know how long it<br />
will be” said England.<br />
“It’s likely going to be longer,” said<br />
England. “I would anticipate six<br />
months to possibly a year.” The staff<br />
sergeant added that he didn’t know if<br />
he would be the acting commander for<br />
that entire time.<br />
Coun. James Nibourg asked that<br />
council move into closed session to discuss<br />
private issue with England that<br />
council had previously discussed with<br />
Holliday.<br />
Councillors were in the private session<br />
with England for about 14 minutes<br />
before the meeting was re-opened to<br />

The County of Stettler wrote off over<br />
$85,000 of unpaid property taxes owed<br />
by oil and gas companies. The resolution<br />
to do so was passed by a 6 to 1 vote<br />
at the Dec. 14 regular meeting of<br />
council.<br />
Councillors read a report prepared<br />
by tax clerk Sharon Larsen describing<br />
how the municipality can try to<br />
recover some loss to the taxpayer as a<br />
result of oil and gas companies not<br />
paying their property taxes.<br />
“For oil and gas properties which all<br />
avenues of tax collection have been<br />
exhausted, a municipality can apply to<br />
the province for the provincial education<br />
requisition credits and designated<br />
industrial requisition credit program<br />
for uncollectible property taxes on oil<br />
and gas properties,” stated Larsen’s<br />
report to council.<br />
Readers should note that the<br />
Government of Alberta attaches an<br />
education tax to most properties in the<br />
province, and it’s typically paid up<br />
front by municipalities which then<br />
recover it on tax bills mailed out in the<br />
spring and early summer. If a property<br />
owner doesn’t pay their taxes,<br />
including the education requisition,<br />
the local taxpayers are left holding the<br />
loss.<br />
During her presentation Larsen<br />
noted the County of Stettler has<br />
exhausted all avenues to recover the<br />
unpaid property taxes in question<br />
with all of the delinquent<br />
property<br />
owners in receivership,<br />
bankrupt<br />
or “disappeared.”<br />
The amount of<br />
unpaid property<br />
taxes totalled<br />
$85,613.64 and<br />
included the following<br />

Larsen responded that when properties<br />
are newly purchased the County<br />
of Stettler can begin applying property<br />
taxes, but while they’re on the orphan<br />
well list that’s not an option. Larsen<br />
added no back taxes are included in<br />
the transfer of orphan well list properties<br />
and it has been suggested that if<br />
back taxes were included it would discourage<br />
the sale of wells.<br />
Larsen suggested the County of<br />
Stettler bring up the issue of back<br />
taxes with the Alberta Energy<br />
Regulator (AER).<br />

County Chief Administrative<br />
Officer (CAO) Yvette Cassidy stated<br />
the orphan well list is governed by provincial<br />
government rules, and the<br />
County of Stettler keeps bringing the<br />
issue of unpaid property taxes in the<br />
oil and gas industry up to the AER<br />
which appears to shrug its shoulders<br />
at the problem.<br />
Coun. James Nibourg asked if any of<br />
the current debtors are still operating,<br />
as he didn’t want to see any company<br />
in operation get a free pass on their<br />
property taxes. Larsen answered all of<br />
the companies are defunct.<br />

with the provincial government in<br />
charge of this issue, there’s not much<br />
