OPINION
The opinions expressed are not necessarily
the opinions of this newspaper.

VIEWPOINT
Trudeau giving
Quebec a special
deal on carbon taxes
by Franco Terrazzano,
Canadian Taxpayers Federation
All provinces are equal. But one
province is a little more equal in the
eyes of Prime Minister Justin
Trudeau.
Next year, taxpayers in every province
will have to pay his government’s
mandatory minimum carbon tax rate.
Every province but one: Quebec.
Quebec started in early on carbon
taxes, establishing a cap-and-trade
system with California in 2014, when
Stephen Harper was prime minister.
Then in 2018 the Trudeau government
imposed a carbon tax backstop to
be paid by any province that hadn’t
made its own arrangements to implement
a carbon
tax.
“
Under it, nine
provinces and
the three territories
are required
to raise the
carbon tax to 14
cents per litre of
gas next year,
going to 37 cents
per litre by 2030.
But the backstop
doesn’t apply to
Quebec.
Though theoretically
there’s
advice.
no limit to the
province’s capand-trade
cost,
which is the result of demand and
supply, it’s currently nine cents per
litre of gas. Next year, by law, it must
stay above five cents per litre. But
nothing requires it to be higher than
that. Meanwhile, everyone else in
Canada will be paying 14 cents per
litre.
In 2030, Quebec’s carbon tax is forecast
to reach 23 cents per litre of gas.
But everyone else will be paying 37
cents per litre. That means that in
2030, an Ontario family will pay $10
more when they fuel up their minivan
because of the carbon tax than drivers
in Trudeau’s Montreal riding.
Even La Presse notes that Quebec’s
tax “is much less than in the federal
system.”
The key part of the federal backstop
is “ensuring that carbon pricing is
in place across Canada at a similar
level of stringency.” But if there’s supposed
to be a “similar level of
stringency,” then why will Quebec’s
tax cost be 14 cents per litre less by
2030?
Is there some scientific reason to
explain Quebec’s lower tax? Or is it
because Ottawa’s carbon tax is about
Instead of
bullying Nova Scotia
the prime minister
should be asking
Nova Scotians for
politics, not the environment?
Compare Quebec with Nova Scotia
and it’s clear it’s the latter. Nova Scotia
currently has a provincial cap-andtrade
carbon tax, too. And Nova Scotia
has reduced its emissions by 36 per
cent since 2005, Quebec only by 12 per
cent. But Ottawa isn’t letting Nova
Scotia off. Beginning next year, Nova
Scotians will have to pay the higher
federal tax, too — though Quebec gets
to keep its system.
Instead of bullying Nova Scotia the
prime minister should be asking Nova
Scotians for advice. The province’s
carbon tax now costs about two cents
per litre of gas, by far the lowest rate in
Canada. Yet since 2005, Nova Scotia
has somehow
managed to
reduce its emissions
more than
every other province
except New
Brunswick.
On the other
hand, British
Columbia had the
highest carbon
tax in Canada for
years yet B.C.’s
emissions
increased by
about eight per
cent between 2015
and 2019.
Canada’s emissions
also
increased during the first year of
Trudeau’s national carbon tax.
The federal government is misleading
Canadians about Quebec’s
preferential treatment. It’s not the first
time the government has misled
Canadians about the carbon tax.
Before the 2019 election, Trudeau’s
then-environment minister said the
government had “no intention” of
raising the carbon tax beyond 11 cents
per litre of gas. But it’s being cranked
up to 37 cents per litre by 2030.
The Trudeau government
also claims “families are going to
be better off” with its carbon tax-andrebate
scheme.
The Parliamentary Budget Officer
(PBO) shows that’s magic math. In the
four provinces the PBO studied, the
federal carbon tax will cost the
average household between $402 and
$847 in 2023, even after the rebates.
The last thing Canadians need is
Ottawa raising costs and stoking
national division. There’s an obvious
solution: scrap the federal carbon tax
and lower gas prices and heating bills
across Canada.
VIEWPOINT
Faith brings out
the best in us
by Ray Pennings and
Andrew Bennett
Christmas is one of the few times in
Canada that religion makes a public
appearance. Nativity scenes depicting
the birth of Jesus Christ pop up on
lawns. Radio stations belt out sacred
music among generic holiday tunes.
News media may even report on a
church’s special Christmas meal.
By Boxing Day, we typically consign
religion to its usual place behind
closed doors in private homes or
houses of worship.
However, perhaps in 2023 we can
move toward a better way: deep pluralism,
where Canadians can publicly
be their authentic selves, religious or
not.
Many might instinctively reject
such an idea, fearing it would sow division.
In fact, there’s good evidence it
would do the opposite.
In a winter survey, think tank
Cardus partnered with the Angus Reid
Institute to ask Canadians whether
they’d donated to charity, volunteered
their time, or helped a stranger in the
last few months. We also asked
whether they read (or otherwise
engaged with) a sacred text. For most,
that would mean the Christian Bible,
but it also includes the Jewish Torah,
Muslim Qur’an, and other books.
The numbers were revealing.
Of Canadians who had read, heard,
or otherwise engaged with a sacred
text in the last 12 months, almost seven
in 10 had donated to a charity recently,
48 per cent had volunteered, and 65 per
cent had helped a stranger in need.
Jews, Muslims, and Evangelical
Christians stood out particularly on
all three scores. Among Canadians
who hadn’t engaged with a sacred text,
charitable giving went down to 53 per
cent, volunteering fell to 33 per cent,
and helping strangers dropped to 51
per cent.
Far from dividing Canadians, faith
communities help create a generous
culture inspired by what their sacred
texts proclaim about ministering to
the world. A deeply pluralist society
makes room for those communities, as
well as those of no faith, to live out
their beliefs fully and publicly.
This is precisely where Canada has
an opportunity to shine as a diverse
society, though it will take some work.
Most of us seem to have bought into
the myth that faith is solely a private
matter. So, 52 per cent of Canadians
say they don’t want sacred texts to play
any role in helping define our laws or
how we live. And 65 per cent say
teachers should not expose students to
the Bible in standard school curriculum,
while 79 per cent say the same
about the Qur’an or other sacred texts.
But faith that isn’t lived – and isn’t
lived publicly – isn’t faith at all. All sectors
of society, including schools,
governments, and media, need to
remain open to public expressions of
faith that are part of our common life.
BLA022 which owed $49.51
October 2021, customer
RID002 which owed $62.73
plus finance charges for
July and October 2021 and
customer JAM007 which
owed $96.67 for CAP levy
finance charges dating to
April and September 2021.
It was noted in the memo
the last customer’s CAP levy
principle has been paid.
Readers should note the
County of Stettler CAP levy
is a fee related to aggregate
hauling.
Coun. James Nibourg
asked if the two truck fill
debtors were still using the
service.
Cornelssen responded no,
the county generally cuts off
that service for anyone who
goes three to six months
without paying their bill.
Reeve Larry Clarke asked
why customer three’s CAP
levy charges couldn’t be
applied to their property
taxes rather than writing
them off.
Staff agreed that was a
good idea and noted they
would look into it.
Messi, Ovi and Shohei: it was a great year
by Bruce Penton
Some of the most important names
in the world of sports from 2022:
Lionel Messi — The 35-year-old
Argentinian soccer player confirmed
his status as one of the best ever — perhaps
the Greatest Of All Time — by
leading his team to the World Cup in
Qatar.
Alexander Ovechkin — The
Washington Capitals sharpshooter
passed the 800-goal mark
for his career, passed
Gordie Howe for No. 2 on
the all-time list and now
has his sights set on the
unthinkable, relegating
Wayne Gretzky and his
894 career NHL goals to
No 2 on the all-time list.
Felix Auger-Aliassime
— The 22-year-old
Montrealer established
himself as the best
Canadian male player,
was instrumental in Canada winning
the Davis Cup for the first time ever,
and rose to No. 6 in the world. That’s a
pretty good 2022.
Marie-Phllip Poulin — Canada’s athlete
of the year in 2022, Poulin had a
year to remember: captain of Canada’s
women’s hockey team that won gold at
both the world championships and the
Olympic Games. Poulin was the first
winner of the Northern Star award,
formerly known as the Lou Marsh
Award.
Maggie Mac Neil - A Canadian
swimming superstar, Mac Neil (yes,
there is a space been the ‘Mac’ and the
‘Neil’) set a world record in the
50-metre backstroke in late December
and won gold in the 50-metre butterfly
during December’s world short course
STETTLER TOWN COUNCIL
Waiting on “free
park’s” final approval
The Town of Stettler council moved along an application to rezone property which the applicant
intends to donate to the municipality to be used as a park (in blue). ECA Review/Submitted
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Stettler town council will not give
final approval to an applicant’s desire
to give free land to the municipality in
return for ensuring it’s used for a
public park. The decision was made by
town council at the Dec. 20 regular
meeting of council following a public
hearing.
Director of Planning and
Development Leann Graham presented
council with an application for
rezoning from industrial to public use
from applicant Ardyn Kay regarding a
parcel of property described in the
agenda document as the west part of
4408 47th Ave.
“The applicant is proposing to
rezone the above-mentioned parcel
from industrial to public use,” stated
Graham in the agenda memo.
“The applicant has requested the
rezoning to aid in the sale of the 5.37
acre parcel. The purchaser has been
the initiator of the sale and intends to
donate this parcel of land to the Town
of Stettler for public use.” Graham
noted the application to rezone already
passed first reading and was publicly
advertised, and councillors held a
public hearing earlier during the current
council meeting.
Public hearing
The public hearing was called to
order by Mayor Sean Nolls with town
staff describing the proposal. Town
staff noted no written submissions had
been received either for or against the
application.
When Nolls asked if anyone present
wished to speak in favour or against
the application, Stettler resident Sally
Hurley asked to speak. She stated she
was not necessarily opposed to the
application but wanted to know what
the purpose of the rezoning was.
Assistant Chief Administrative
Officer (CAO) Steven Gerlitz stated the
town was approached by the applicant
in question who wishes to purchase
said property and then donate it to the
Town of Stettler with the intention that
the town uses it as a park.
Hurley asked why the park couldn’t
be located at a better place to which
Gerlitz answered that this was the only
piece of property the applicant identified.
Gerlitz added that the intention is
for the lot to become public property
and also that the town will maintain
the property.
Hurley asked about the effect of the
park on roads, and asked what would
happen if an industrial development
goes in there.
Town CAO Greg Switenky
responded he had no idea what might
go in there in the future and also noted
the applicant has a link to that side of
the property. Graham added that
having the green space there is a good
buffer between the industrial lots and
the rest of town.
Hurley stated she was not in favour
of the spot in question and would
prefer a different spot for the park; she
also suggested town staff discuss this
with the applicant.
Switenky responded the applicant
wishes to use this specific parcel and
he wasn’t sure if another parcel mentioned
by Hurley was for sale.
Coun. Gord Lawlor noted he’d had
one question from the public about this
application and when he described it
the residents had no problem with it.
Switenky stated the application is
somewhat unusual as you don’t often
see people donating land to the town.
OBITUARY
Loved the community he was raised in
Francis Kenneth Wetter was born on
Aug. 11, 1925 and passed away Dec. 21,
2022 at Castor, Alta.
Ken was raised in the
Castor area along with his
sisters Judy and Eunice
and his brother Wes.
During his lifetime Ken
loved the community that
he was raised in. The
Castor School is named
after his father Gus Wetter,
another great member of
Castor.
Wetter
Ken operated the grocery store in
Castor for 20 years starting in 1949. In
1981 Ken was elected as the mayor of
Castor and he ran the office
with great efficiency, something
he also required from all his
staff, he hated inefficiency.
He loved his coffee group and
enjoyed the local news the members
had to share with him.
During his life he has lost significant
members of his family;
parents Kathleen and Gustave;
he lost his first wife Kaye
Navigating differences
Spencer. They were married in 1950
and she passed away in 1986 and three
years later he married Lil Walters and
she passed away in 2000; his brother
Wesley; and his sister Eunice Huff and
brother-in-law Francis Hall.
Ken leaves to mourn his family:
This means we’ll need to lay to rest
the mistaken notion that secularism is
neutral. It is not. There’s nothing neutral,
for example, in Quebec’s attempt
to ban government and governmentaffiliated
employees from wearing
religious symbols. Forcing people to
privatize their faith in order to
advance secularism, which is also a
system of belief with its own creeds
and rituals, undermines deep
pluralism.
Cont’d from Pg 3
During her presentation Cornelssen
stated the interim budget was “just a
formality” but one that needed to be
approved by Dec. 31 to ensure the
county can continue conducting business.
She further clarified the full 2023
budget remains in the development
stage.
Cornelssen stated the interim
budget was, essentially, the 2022
budget with a new name.
RCMP commander
Council was introduced to Stettler
RCMP detachment acting commander
S/Sgt. Jon England. He stated he was
filling in for detachment commander
S/Sgt. Bruce Holliday, who is away.
England stated he’s been told that he
will be in charge of the Stettler detachment
for three months while Holliday
is away but that’s probably an RCMP
term for “they don’t know how long it
will be” said England.
“It’s likely going to be longer,” said
England. “I would anticipate six
months to possibly a year.” The staff
sergeant added that he didn’t know if
he would be the acting commander for
that entire time.
Coun. James Nibourg asked that
council move into closed session to discuss
private issue with England that
council had previously discussed with
Holliday.
Councillors were in the private session
with England for about 14 minutes
before the meeting was re-opened to
the public.
STETTLER COUNTY COUNCIL
Over $85,000 in oil and gas
company property taxes written off
Stu Salkeld
Local Journalism
Initiative reporter
ECA Review
The County of Stettler wrote off over
$85,000 of unpaid property taxes owed
by oil and gas companies. The resolution
to do so was passed by a 6 to 1 vote
at the Dec. 14 regular meeting of
council.
Councillors read a report prepared
by tax clerk Sharon Larsen describing
how the municipality can try to
recover some loss to the taxpayer as a
result of oil and gas companies not
paying their property taxes.
“For oil and gas properties which all
avenues of tax collection have been
exhausted, a municipality can apply to
the province for the provincial education
requisition credits and designated
industrial requisition credit program
for uncollectible property taxes on oil
and gas properties,” stated Larsen’s
report to council.
Readers should note that the
Government of Alberta attaches an
education tax to most properties in the
province, and it’s typically paid up
front by municipalities which then
recover it on tax bills mailed out in the
spring and early summer. If a property
owner doesn’t pay their taxes,
including the education requisition,
the local taxpayers are left holding the
loss.
During her presentation Larsen
noted the County of Stettler has
exhausted all avenues to recover the
unpaid property taxes in question
with all of the delinquent
property
owners in receivership,
bankrupt
or “disappeared.”
The amount of
unpaid property
taxes totalled
$85,613.64 and
included the following
companies: Wolf
Coulee Resources
Inc., Quattro
Exploration and
Production,
Challenger
Development
Corp., Canadian
Oil and Gas
International,
Rockbridge
Energy Alberta
and Aeraden
Energy Corp.
According to
the report the
debts owed by
these companies,
in some cases,
dated back to
2018.
Reeve Larry
Clarke, looking at
the list of companies
and the
properties connected
to them,
stated if another
company pulls
those properties
off the orphan
well list, especially
a new
company associated
with an old
debtor, that concerned
him.
“I struggle with
that,” said the
reeve.
Larsen responded that when properties
are newly purchased the County
of Stettler can begin applying property
taxes, but while they’re on the orphan
well list that’s not an option. Larsen
added no back taxes are included in
the transfer of orphan well list properties
and it has been suggested that if
back taxes were included it would discourage
the sale of wells.
Larsen suggested the County of
Stettler bring up the issue of back
taxes with the Alberta Energy
Regulator (AER).
Coun. Dave Grover asked if it’s possible
a well is currently still producing
but is on the orphan well list and
therefore exempt from property taxes.
Grover noted sometimes companies
acquiring wells have the same management
just under a different name.
County Chief Administrative
Officer (CAO) Yvette Cassidy stated
the orphan well list is governed by provincial
government rules, and the
County of Stettler keeps bringing the
issue of unpaid property taxes in the
oil and gas industry up to the AER
which appears to shrug its shoulders
at the problem.
Coun. James Nibourg asked if any of
the current debtors are still operating,
as he didn’t want to see any company
in operation get a free pass on their
property taxes. Larsen answered all of
the companies are defunct.
Coun. Justin Stevens observed that
with the provincial government in
charge of this issue, there’s not much
the County of Stettler can do.
Coun. Les Stulberg observed that
even though many people claim the oil
and gas industry has recovered it’s
still a fact that rural municipalities
continue to write off oil and gas
industry unpaid property taxes.
Councillors voted 6 to 1, with Coun.
Grover opposed, to writing off oil and
gas industry unpaid property taxes
totalling $85,613.64 and instructed
staff to apply to the appropriate rebate
