While the Chinese achievements in<br />

space have been impressive much of the<br />

PLA’s new doctrine remains aspirational<br />

as Shambaugh, when examining the<br />

modernization of China’s military in<br />

2002, concluded:<br />

‘In sum, there remains a large gap between<br />

theory and aspirations of the PLA’s new<br />

doctrine of fighting ‘limited wars under<br />

high-technology conditions’ and its actual<br />

capabilities.’ 79<br />

With the doctrine having evolved<br />

to ‘limited wars under conditions of<br />

in<strong>for</strong>mationization’, it would be fair<br />

to apply the same statement in 2008.<br />

However, the improvements that have<br />

been made in China’s burgeoning air<br />

power capabilities and the speed of<br />

that trans<strong>for</strong>mation have been startling<br />

indeed and show no sign of abating,<br />

as long as economic growth continues.<br />

Only 10 years ago, the PLAAF was<br />

a large, cumbersome, and obsolete<br />

air <strong>for</strong>ce with only small numbers<br />

of modern aircraft. Today with 300<br />

modern multi-role aircraft China, <strong>for</strong><br />

the first time, possesses a sophisticated,<br />

all- weather, precision strike capability<br />

along with a defensive and offensive<br />

counter-air capability. China’s aerospace<br />

industry is growing rapidly and is<br />

currently developing 5 th generation<br />

aircraft and a wide range of space-based<br />

plat<strong>for</strong>ms. As this growing capability<br />

is integrated with improved training,<br />

AWACs and the improved space-based<br />

systems, China’s status as a regional<br />

military power will grow. The original<br />

goal was to be capable of winning<br />

in<strong>for</strong>mationized wars by the mid<br />

Twenty-First Century. 80 China is indeed<br />

making steady progress in that direction.<br />

In the meantime, although far behind<br />

the U.S. in terms of overall air power<br />

capabilities, it is clear that China’s<br />

current air power assets could play a<br />

significant role in influencing a number<br />

of regional scenarios.<br />

THE APPLICATION OF CHINA’S<br />

AIR POWER<br />

‘To uphold world peace, promote common<br />

development and seek cooperation and winwin<br />

is the common wish of the people around<br />

the world and an irresistible trend of our<br />

times. Committed to peace, development<br />

and cooperation, China pursues a road<br />

of peaceful development, and endeavours<br />

to build, together with other countries, a<br />

harmonious world of enduring peace and<br />

common prosperity.’ 81<br />

Mulvenon notes that China has currently<br />

four key national security goals, all of<br />

which are subsumed within the desire<br />

<strong>for</strong> a peaceful rise. The first goal is<br />

to ensure the survival of the Chinese<br />

Communist Party (CCP) regime and<br />

maintain political stability and national<br />

unity. Closely tied into this is the<br />

second goal of maintaining the current<br />

high rates of economic growth upon<br />

which the CCP’s legitimacy now relies.<br />

Thirdly is the need to prevent Taiwan<br />

from permanently separating from the<br />

mainland. Finally, increasing China’s<br />

‘comprehensive national power’, which<br />

includes economic, diplomatic, political<br />

and soft power options, as well as<br />

military growth. 82 China has recognised<br />

that states no longer need to pursue<br />

military conquest to prosper and that in<br />

theory, trade and economic integration<br />

pave a surer path to growth. Beijing<br />

has noted how much adhering to this<br />

philosophy helped Japan and Germany<br />

emerge from the ruins of World War<br />

II. 83 However, a peaceful rise may<br />

only be possible if these four key goals<br />

are successfully balanced. The PLA’s<br />

conception of Chinese national security<br />

and national interests is not<br />
