Summary of CIP Outreach Events


Introduction<br />

The Forest Preserve District of Cook County is one of the largest, most utilized Preserves in the nation. It<br />

manages more than 68,000 acres of woodl<strong>and</strong>s <strong>and</strong> water bodies that provide habitat for a variety of plants<br />

<strong>and</strong> animals. Our public l<strong>and</strong>s also provide a wide array of facilities for public education <strong>and</strong> outdoor<br />

recreation. The Forest Preserve District of Cook County <strong>and</strong> partner organizations invest over ten million<br />

dollars each year on capital improvement projects that restore or enhance its l<strong>and</strong>scapes <strong>and</strong> facilities. The<br />

<strong>Capital</strong> Improvement Plan (“CIP”) is a five year projection of the Forest Preserve District’s infrastructure<br />

investment needs <strong>and</strong> priorities.<br />

Guiding Principles for this <strong>2012</strong> Update. Preliminary project suggestions have been evaluated against the<br />

District’s mission to restore, protect <strong>and</strong> preserve our natural l<strong>and</strong>s <strong>and</strong> provide opportunities for public<br />

education or recreation as well as these Guiding Principles:<br />

� Public Health, Safety, Access <strong>and</strong> Convenience. Does the project address pressing needs relating to<br />

public health, safety <strong>and</strong> accessibility, or improve access for people with disabilities, especially for<br />

facilities that are open to the public?<br />

� Comprehensive Planning. Does it assess the condition of our l<strong>and</strong> <strong>and</strong> facilities in a more<br />

comprehensive way <strong>and</strong> provide a framework for future investment decisions?<br />

� Engaging New Forest Preserve Users. Does it engage stakeholders in planning for new facilities <strong>and</strong><br />

experiences to introduce new people to the forest preserves?<br />

� Environmental Sustainability. Does it ensure that our Forest Preserve l<strong>and</strong>s <strong>and</strong> facilities will be<br />

available to future generations?<br />

� Financial Sustainability <strong>and</strong> Partnerships. Will it generate revenue to support the ongoing<br />

maintenance <strong>and</strong> operations? Will it involve partners that contribute funding or other resources to<br />

make the project a success?<br />

How the Plan was Developed. This Plan includes projects proposed for specific locations as well as proposed<br />

district‐wide improvements. <strong>Projects</strong> were identified <strong>by</strong> District staff, partner organizations, stewardship <strong>and</strong><br />

recreation groups. Public suggestions were also received through our website, open houses <strong>and</strong> other<br />

outreach efforts over the past several months. <strong>Projects</strong> were then evaluated <strong>and</strong> prioritized <strong>by</strong> giving<br />

consideration to the Guiding Principles set out above. For example, some projects included in last year’s<br />

update of the CIP that were scheduled to start in <strong>2012</strong> have now been shifted to start in 2013 pending the<br />

results of some comprehensive studies in <strong>2012</strong>. Some new projects have also been proposed to introduce<br />

new people to the forest preserves.<br />

Budget Needs for <strong>2012</strong> & Beyond. The estimated total cost of all projects for <strong>2012</strong> is roughly $42 Million <strong>and</strong><br />

roughly $100 Million for the next 4 years. An estimated $5.7 Million in new capital funding will be needed to<br />

proceed with <strong>2012</strong> projects. New funding needed in <strong>2012</strong> remains the same as new funding requested for<br />

2011. Only projects with funds shown in the <strong>2012</strong> column on the attached charts are proposed to be funded<br />

next year. Funding for <strong>2012</strong> projects will come from four major sources described on the next page.

FUND<br />

The Construction <strong>and</strong> Development fund is established to account for<br />

annual tax levies <strong>and</strong> certain other revenues to be used for construction of<br />

major capital facilities. The funds must be expended over a five-year period<br />

<strong>and</strong> any unspent proceeds at the end of the five-year period are transferred<br />

to the Corporate Fund.<br />

The purpose of this fund is to account for all capital expenditures of the<br />

District that are funded <strong>by</strong> debt or other financing sources <strong>and</strong> that are not<br />

related to l<strong>and</strong> acquisitions.<br />

GRANT FUNDS The Forest Preserve District receives funds outside of its tax levy that are to<br />

be used in the construction of major capital facilities. These funds are<br />

received through grants.<br />

OTHER The Forest Preserve District receives funds outside of its tax levy that are to<br />

be used in the construction of major capital facilities. These funds are<br />

received through intergovernmental agreements, settlements from third<br />

party environmental violations, fees resulting from the District's tree<br />

mitigation Ordinance or other fees earmarked for capital improvements. The<br />

funds also include remaining surplus from a 2004 bond issue that was<br />

authorized <strong>by</strong> State Senate Bill 83 (SB83).

Project Highlights<br />

This <strong>2012</strong> Update to the Forest Preserve District’s 5-year <strong>Capital</strong> Improvement Plan includes some<br />

changes from prior year updates. Overall spending for <strong>2012</strong> would be higher than 2011 due to the<br />

late start in 2011 due to new leadership <strong>and</strong> decisions to defer some investments. Investment in<br />

restoration of natural l<strong>and</strong>s would remain as one of the largest areas of investment. New planning<br />

studies <strong>and</strong> needs assessments would better inform future decisions on whether to invest in major<br />

renovations of District facilities such as campgrounds, recreational improvements <strong>and</strong> support<br />

structures. The Planning & Development Department is requesting a substantial boost in its general<br />

consulting services budget in <strong>2012</strong> to conduct some necessary baseline assessments <strong>and</strong> master plans.<br />

In the development of the <strong>2012</strong> Update, the District has made a more concerted effort to solicit public<br />

input. Specifically the District has initiated a web based comment portal <strong>and</strong> a series of six exp<strong>and</strong>ed<br />

community outreach events. Comments received from these efforts were reviewed <strong>and</strong> when<br />

appropriate were included in the <strong>2012</strong> Update.<br />

This <strong>2012</strong> Update also begins to convey some of the strategic thinking behind the District’s<br />

recommendations. The highlights below explain why there is a change in level of investment in<br />

certain categories of projects <strong>and</strong> a preview of preliminary plans for the next 5 years.<br />

Planning & Assessment <strong>Projects</strong> (General Consulting Services)<br />

Some major planning <strong>and</strong> assessment projects are proposed in <strong>2012</strong> that will provide a solid<br />

information base for future investment decisions. Larger consulting projects for which funds have<br />

been requested in <strong>2012</strong> include:<br />

� Camp improvement - design work – for an initial phase of improvements resulting from<br />

current master planning effort.<br />

� A new Recreation Master Plan that will review needs for some existing recreation facilities<br />

<strong>and</strong> explore potential new recreation improvements that are consistent with the District’s<br />

mission. Some suggestions for new<br />

recreation projects, such as a possible new<br />

zip line at Swallow Cliff, have been<br />

included in the 5-year plan but deferred until<br />

2013 until the Recreation Master Plan is<br />

completed.<br />

� Engineering Services – civil engineering<br />

services for inspection of dam & water<br />

control structures, including study of Sauk<br />

Lake; <strong>and</strong> structural engineering services to<br />

inspect & design improvements to buildings;

Trails<br />

� Building Needs Assessment – to assess all District support buildings. Many requests for<br />

improvements to these buildings that were included in the 2011-2015 CIP have been put on<br />

hold pending the outcome of this study.<br />

Planning <strong>and</strong> construction of bike <strong>and</strong> equestrian trails continues to be one of the largest capital<br />

investment areas for the Forest Preserve District. New funding needed in <strong>2012</strong> ($140,734) is<br />

significantly lower than in 2011 ($2,008,979), however, because the District has been setting aside<br />

funds from previous budgets for large federally-assisted trail projects. These federal grants typically<br />

provide funding for 80% of the project costs for bicycle trails. Combining the previously budgeted<br />

funds with the <strong>2012</strong> funds <strong>and</strong> grant funds, there is nearly $11 million dollars available for trail<br />

construction <strong>and</strong> rebuilding.<br />

The Bicycle Trail map included in this Plan [Figure 1] shows the existing Forest Preserve District<br />

trail system, projects under construction <strong>and</strong> proposed trails. The proposed trails are intended to<br />

reflect the major regional trail systems <strong>and</strong> major links to those trails. The District’s policy has been<br />

to develop the major regional trails <strong>and</strong> encourage connections to those trails <strong>by</strong> the local<br />

municipalities.<br />

Proposed <strong>2012</strong> major trail projects include engineering of the Calumet-Sag Trail, North Branch<br />

Bicycle Trail- Southern Extension (to City of Chicago), North Branch Bicycle Trail-Lake Cook Road<br />

Extension (to the Greenbay Trail) <strong>and</strong> the Thorn Creek Bicycle Trail Extension, <strong>and</strong> re-routing the<br />

multi-use trail at Forty Acre Woods. In addition, <strong>2012</strong> will also include investigation <strong>and</strong> follow-up<br />

on a number of trail repair <strong>and</strong> safety improvement projects that were identified in public comments<br />

that have been received in the past few months.<br />

Proposed major trail projects for 2013 to <strong>2016</strong> include the Thorn Creek Bicycle Trail, the Calumet-<br />

Sag Trail, the North Branch Bicycle Trail <strong>Projects</strong>, the Orl<strong>and</strong> Grassl<strong>and</strong> Bicycle Trail, the Poplar<br />

Creek Trail Connection, Tinley Creek Bicycle Trail extension, <strong>and</strong> the McGinnis Slough connector<br />

Trail.

Habitat <strong>and</strong> L<strong>and</strong>scape Restoration<br />

Habitat Restoration is the second biggest category of capital investment for the District after trails,<br />

with more than $5.7 million in improvements planned for a range of restoration projects that enhance<br />

the value or extend the useful life of the District's l<strong>and</strong>scapes <strong>and</strong> natural resources.<br />

Approximately $2.1 Million per year is needed for<br />

the next 5 years for enhancement of ecologicallyimportant<br />

habitat. Another $1 million per year<br />

would be used to restore lower-quality l<strong>and</strong>,<br />

including retired farm fields. Another $1,000,000<br />

per year is needed for shoreline vegetation removal<br />

<strong>and</strong> wetl<strong>and</strong> restoration District-wide. Silviculture<br />

practice projects would be folded into the<br />

Restoration L<strong>and</strong>scape account <strong>and</strong><br />

funded primarily with fees collected through<br />

the District's Tree Mitigation Ordinance. Finally,<br />

control of wildlife that causes damage to the<br />

herbaceous plant community <strong>and</strong> other important habitat would continue to be a priority for the next<br />

three years through an agreement with USDA.<br />

In addition, to capital investment of the Forest Preserve District's funds <strong>and</strong> resources, other agencies<br />

<strong>and</strong> partners are currently investing their own staff <strong>and</strong> funding to restore District l<strong>and</strong>s. The<br />

following agencies <strong>and</strong>/or organizations are providing agency funding or grant funding for various<br />

restoration projects on District l<strong>and</strong>s in <strong>2012</strong>; U.S. Army Corps of Engineers, OpenL<strong>and</strong>s, Friends of<br />

the Forest Preserves <strong>and</strong> the Illinois Toll Highway Authority. The total amount of funding from<br />

various projects add up to approximately $20,000,000 <strong>and</strong> covers approximately 6,500 acres of<br />

District l<strong>and</strong>s. These projects are in various stages of completion, but will all be in progress over the<br />

next 2 to 5 years.<br />

Building Improvement <strong>Projects</strong><br />

Major new buildings originally funded in 2011 will be completed in <strong>2012</strong>, including a new boathouse<br />

at Busse Lake, substantial renovations of the historic pavilions at Thatcher Woods <strong>and</strong> Dan Ryan<br />

Woods as well as the comfort station at Eggers Grove.<br />

Major funding requests for buildings in <strong>2012</strong> include major rehab of the Poplar Creek Wildlife<br />

Headquarters ($2,000,000) <strong>and</strong> a pilot program to test out a new comfort station prototype<br />

($1,000,000). Most other building projects in last year’s update CIP that were slated to start in <strong>2012</strong>

have been pushed back to 2013, however, pending the results of the Campground Master Plan <strong>and</strong><br />

Building Needs Assessment described earlier.<br />

Camps<br />

Camp programs <strong>and</strong> facilities in the Forest Preserves are an<br />

area where major capital investment is anticipated over the<br />

next 5 years. A new system of camping facilities is viewed<br />

as one of the most promising strategies for introducing a<br />

broad range of new people to the forest preserves. In <strong>2012</strong>,<br />

the District expects to complete a master plan including<br />

concept drawings for all of its camping activities. Design<br />

drawings for an initial phase of improvements will also<br />

begin in <strong>2012</strong>. By 2013, plans for a major new “legacy<br />

project” such as a flagship campground <strong>and</strong> conference<br />

center should be fully developed in time for implementation<br />

in the District’s 2014 Centennial year.<br />

Picnic Shelters<br />

Picnic Shelters are one of the most heavily<br />

used seasonal facilities in the forest preserves.<br />

Continued investment in building new shelters<br />

in strategic locations is planned for <strong>2012</strong> <strong>and</strong><br />

beyond. In addition to investment in the<br />

shelters themselves, the District is planning to<br />

implement a pilot program using<br />

environmentally-sustainable materials to<br />

construct walkways to improve access to the<br />

shelters.


Project Highlights<br />

Parking Lots<br />

Most residents drive to forest preserves to use a picnic grove, visit a nature center, fly a model<br />

airplane or ride on a trail. Maintaining the District’s extensive system of parking lots is important in<br />

serving the public. Building new parking lots to provide access to newly-acquired l<strong>and</strong>s is also<br />

especially costly <strong>and</strong> potentially damaging to the environment. The District typically invests $1-2<br />

million per year on repaving a dozen or so existing parking lots <strong>and</strong> building 1 or 2 new ones.<br />

In 2011, District engineering staff have assessed <strong>and</strong> rated hundreds of existing parking lots <strong>and</strong> rated<br />

them using the Pavement Surface Evaluation <strong>and</strong> Rating (PASER) scale developed <strong>by</strong> the<br />

Transportation Information Center at the University of Wisconsin-Madison Campus. Using this rating<br />

system, a rating of 10 represents a br<strong>and</strong> new lot <strong>and</strong> 1 represents a pavement that has failed <strong>and</strong><br />

should be considered for reconstruction. The most severely deteriorated lots with a rating of 3 or less<br />

have been given priority for repaving in <strong>2012</strong>. Moderately deteriorated lots with a rating of 4 to 5<br />

have been slated for work in 2013-2015. [Figure 2]<br />

District planning <strong>and</strong> engineering staff also plan to continue to refine existing policies <strong>and</strong> best<br />

practices for construction, repaving <strong>and</strong> maintenance of paved its parking lots <strong>and</strong> paved surfaces.<br />

Related engineering initiatives in <strong>2012</strong> will include revisiting of the District’s stormwater<br />

management policy.

Summary of CIP Outreach Events<br />

The Forest Preserve District of Cook County has sought public input on the <strong>2012</strong> draft <strong>Capital</strong> Improvement<br />

Plan for <strong>2012</strong>-<strong>2016</strong>. We hosted six public outreach events that were held at the following location:<br />

� DOWNTOWN: Wednesday, Aug. 10th, 4:00 p.m.-6:00 p.m., Cook County Office<br />

Building, 69 West Washington, Chicago.<br />

� SOUTH SUBURBAN REGION: Friday, Sept. 30th, 8:00 a.m.-1:00 p.m., Flossmoor<br />

Farmers Market, 1000 Sterling Avenue at the Flossmoor Public Library.<br />

� WEST COOK REGION. Saturday, Oct. 1st, 8:30 a.m.-1:00 p.m., Maywood<br />

Multicultural Farmers Market, 121 S. Fifth Avenue, next to the Maywood Public<br />

In addition to these events the District held two meetings in August with stakeholders <strong>and</strong> advocates. The<br />

attendees to these meetings were invited to participate based on their past <strong>and</strong> current involvement with the<br />

District. This type of outreach is part of a concerted effort to promote transparency <strong>and</strong> accountability in our<br />

operations <strong>and</strong> gather input <strong>and</strong> ideas from a broad range of constituents prior to submitting a final plan for<br />

your approval. A draft list of proposed projects <strong>and</strong> public comment forms were available at each event<br />

<strong>and</strong> posted on our website through the "Comment Corner" tab on our website.
