A petition from Village of<br />

Elnora residents claiming<br />

serious problems with the<br />

municipality’s governance has<br />

failed to bring closer provincial<br />

government attention to the<br />

municipality. The decision of<br />

the Minister of Municipal<br />

Affairs was discussed at the<br />

Feb. 13 regular meeting of<br />

council.<br />

Minister Ric McIvor told<br />

Elnora village council in a letter<br />

that his department received a<br />

resident petition asking for a<br />

government inspection and<br />

investigated the claims contained<br />

but didn’t find serious<br />

problems.<br />

“The preliminary review<br />

explored the concerns and<br />

issues that led to the petition,”<br />

stated McIvor’s letter dated Jan.<br />

19.<br />

“While the Presents review identified<br />

some concerns from the petitioners<br />

surrounding<br />

council’s transparency<br />

with<br />

the performance of the chief<br />

administrative officer (CAO), I<br />

am satisfied the village is operating<br />

within its authority and<br />

has been made aware of its obligations<br />

with respect to<br />

legislative requirements for the<br />

sale of municipal property.<br />

“For these reasons, I do not<br />

believe the situation warrants a<br />

full inspection at this time.”<br />

During discussion of this<br />

item, CAO Sharon Wesgate<br />

stated to council essentially<br />

what the letter meant is that<br />

there will not be an inspection<br />

because the village has been following<br />

the rules of the<br />

Municipal Government Act<br />

(MGA). Wesgate noted the letter<br />

will be placed on the village’s<br />

website for the public’s perusal.<br />

McIvor’s letter did include<br />

some advice for the village<br />

council on roles, responsibilities<br />

and transparency, however.<br />

“I expect the village will<br />

make every effort to ensure its<br />

governance and administration<br />

is conducted in good faith in<br />

accordance with the legislated<br />

requirements going forward,”<br />

stated the minister in his letter.<br />

“I encourage the village to<br />

access the advisory supports<br />

available through Municipal<br />

Affairs to assist in ensuring<br />

compliance with legislated procedures<br />

and processes. I have<br />

asked ministry staff to continue<br />

to provide advisory support to<br />

the village and monitor any<br />

ongoing concerns raised by<br />

residents.<br />

“I also believe the village<br />

would benefit from a role and<br />

responsibilities workshop conducted<br />

by ministry staff. This<br />

workshop would include topics<br />

of municipal land sales and<br />

building positive relations with<br />

the public, among other relevant<br />

topics.<br />

“I believe this workshop<br />

would be a positive signal to<br />

residents that the village is<br />

committed to continuous<br />

improvement<br />

Hanna business owner says<br />

downtown closure ‘devastating’<br />

A Hanna downtown business owner<br />

told the town council that the proposed<br />

Main Street redevelopment project<br />

scheduled for <strong>2<strong>02</strong>4</strong> could devastate her<br />

business and others. The presentation<br />

was made at the Feb. 13 regular<br />

meeting of Town of Hanna council.<br />

Barb Larson, owner/operator of<br />

Shortgrass Cannabis, stated she<br />

wanted to talk to council about the proposed<br />

Hanna Downtown<br />

Redevelopment Project and began her<br />

presentation on a somewhat sombre<br />

note.<br />

“This is probably very futile but I<br />

have to try so here I am,” said Larson<br />

to council.<br />

Larson stated that her business was<br />

initially visited by a town employee<br />

with information about the proposed<br />

project that included underground<br />

utility replacement and during this<br />

visit she was told the interruption to<br />

her business would be three days. “But<br />

that’s not true,” said Larson.<br />

Larson noted that after she read the<br />

information package it seemed to her<br />

the interruption to her business would<br />

be more than three days, an interruption<br />

she described as having a<br />

“massive impact” on her operation.<br />

“That made me angry because I hate<br />

being fed misinformation and I feel<br />

very strongly that’s what happened,”<br />

said Larson.<br />

Larson noted she spoke to several<br />

neighbouring business owners who<br />

confirmed they also were told the<br />

interruption to their operations would<br />

be three days.<br />

She stated that she was angry a decision<br />

was made that would directly and<br />

negatively impact her business while<br />

she had no say in the matter.<br />

Larson went on to note she contacted<br />

other business owners further away<br />

from her location and those one block<br />

south claimed they were told the business<br />

interruption would be one week,<br />

while those to the north claim they<br />

were told two weeks.<br />

Larson then described a subsequent<br />

meeting she attended with MPE<br />

Engineering and it was at this meeting<br />

she discovered the block her business<br />

is located on has contaminated soil.<br />

Larson noted she was then told by<br />

Town of Hanna Chief Administrative<br />

Officer (CAO) Kim Neill the downtown<br />

redevelopment project’s interruption<br />

to her business would be six weeks due<br />

to unforeseen circumstances.<br />

Larson told councillors she suspected<br />

it could be even longer than<br />

that.<br />

“A contaminated street’s entirely<br />

different, of course it’s going to be<br />

more than six weeks,” said Larson,<br />

who noted such a clean-up requires<br />

soil removal and liner installation.<br />

Larson claimed in nearby<br />

Coronation a similar situation in the<br />

summer of 2<strong>02</strong>3 went on for three<br />

months.<br />

While Larson stated she understood<br />

the town could access a grant to help<br />

pay for this project, she’s been told by<br />

neighbouring businesses that they will<br />

close their doors if this moves forward.<br />

“...We can’t afford to lose those businesses<br />

and it’s just wrong,” said<br />

Larson.<br />

Larson stated several times in her<br />

presentation that business owners<br />

were unaware of the lengthy interruption<br />

to their operations; she herself<br />

recently made a $10,000 investment in<br />

her business and cannot afford a<br />

reduction in her revenue which a<br />

months-long interruption could cause;<br />

Larson quoted the figures of 40 to 50<br />

per cent of her daily business is walkin<br />

from outside Hanna and she<br />

suspected customers won’t want to<br />

walk through construction to get to<br />

her front door; she also doesn’t have<br />

back door access and tunnel construction<br />

raises safety questions.<br />

While discussing the communication<br />

problem, Larson quoted a<br />

comment that was made to her that if<br />

she attended town council meetings<br />

she would have known more about the<br />

interruption. She added that she’s also<br />

been accused of stirring up trouble.<br />

At several points in her presentation<br />

the topic of the water and sewer infrastructure<br />

in downtown Hanna was<br />

mentioned, which was described as<br />

being 100 years old and obviously in<br />

need of replacement.<br />

Larson stated she thought the point<br />

of a redevelopment grant was to attract<br />

business but she felt the Town of<br />

Hanna’s current proposal was<br />

throwing existing businesses under<br />

the bus.<br />

“Don’t dismiss my concerns, which<br />

is what you’ve done to date,” said<br />

Larson.<br />

The topic of compensation was mentioned;<br />

Larson stated Coun. Sandra<br />

Beaudoin told her she’d take that issue<br />

to council.<br />

Coun. Beaudoin responded compensation<br />

would require very detailed<br />

information that council doesn’t have<br />

while the Town of Hanna doesn’t even<br />

know for certain if their redevelopment<br />

grant has been approved.<br />

Coun. Fred Crowle stated if the town<br />

offered compensation to one business,<br />

another business could come forward<br />

claiming they too were harmed by the<br />

redevelopment and he wondered how<br />

such claims could be handled.<br />

Larson answered the construction is<br />

directly in front of her business so her<br />

claim should be obvious.<br />

CAO Neill interjected that it’s not<br />

known how extensive the contamination<br />

actually is and that won’t be clear<br />

until the ground is opened up.<br />

Mayor Danny Povaschuk stated that<br />

the town has to face the reality of the<br />

infrastructure’s condition.<br />

During discussion the topic of how<br />

long Larson’s business interruption<br />

would be was debated with the figure<br />

of six weeks being mentioned several<br />

times.<br />

Councillors passed a resolution<br />

thanking Larson for her presentation.<br />

Trudeau’s bloated<br />

bureaucracy a<br />

drain on taxpayers<br />

Oscar Wilde once observed that<br />

bureaucracy expands to meet the<br />

needs of the expanding bureaucracy.<br />

This would seem to be the maxim<br />

driving Prime Minister Justin<br />

Trudeau’s approach to the size of the<br />

federal government and its out-of-control<br />

growth almost from the day he<br />

took office.<br />

By the most recent count, the<br />

Canadian government had 357,247<br />

public servants. If all these federal<br />

employees were gathered into a single<br />

municipality, it would be the 16th most<br />

populous in the country, ahead of the<br />

city of Markham on the outskirts of<br />

Toronto.<br />

Another way to understand this is to<br />

consider that there are 100,000 more<br />

federal public employees today than<br />

there were eight years ago, representing<br />

an almost 40 per cent increase<br />

in the government’s labour force over<br />

Trudeau’s mandate.<br />

Whether you look at this in nominal<br />

terms, as a percentage, or in terms of<br />

the number of civil servants per 1,000<br />

inhabitants, no other prime minister<br />

in the last 40 years has inflated the<br />

public service as much.<br />

Given such a mighty increase in<br />

staff, one might reasonably assume<br />

that the federal government is doing a<br />

lot more to help its citizens. Or maybe<br />

it is now delivering existing federal<br />

services at lightning speed!<br />

You would be hard-pressed to find<br />

many Canadians willing to say this<br />

has been the case for them.<br />

Whether because of endless line-ups<br />

at the passport office or at customs or<br />

interminable waiting on hold with the<br />

Canada Revenue Agency, it must be<br />

admitted that Trudeau’s massive<br />

hiring spree has not changed things<br />

much in the speed and form of federal<br />

service delivery.<br />

If, in fact, anything has changed at<br />

all, it’s the amount we spend collectively<br />

to cover the salaries and benefits<br />

of federal government employees.<br />

According to the Parliamentary<br />

Budget Officer, total federal employee<br />

compensation spending has risen by<br />

more than $21 billion since the<br />

Trudeau government took office,<br />

reaching $60.7 billion as per the most<br />

recent available data.<br />

To put this $21 billion in context, it’s<br />

roughly equivalent to the amount the<br />

federal government expects to pay out<br />

in employment insurance benefits this<br />

year.<br />

That’s a heck of a lot of money we’re<br />

sending to Ottawa to pay for extra civil<br />

servants instead of bolstering health<br />

and education systems in the<br />

provinces or giving taxpayers a bit of a<br />

break.<br />

And it’s worth mentioning that the<br />

effects of an ever-expanding federal<br />

public service are not only felt when it<br />

comes time to pay taxes.<br />

Given the current business climate,<br />

one in which our entrepreneurs are<br />

struggling to find qualified workers to<br />

fill their companies’ available positions,<br />

it’s important to recognize that<br />

excessive growth in the size of the federal<br />

government is detrimental.<br />

At bottom, the larger the pool of<br />

workers gobbled up by the federal government,<br />

the smaller the number<br />

available for private-sector employers.<br />

The outcome of this artificial labour<br />

shortage is that our businesses’ plans<br />

for growth are hindered, and their<br />

ability to take on new customers is<br />

impaired. This has a significant<br />

impact on their revenues and, ultimately,<br />

on government revenues as<br />

well.<br />

According to data from the<br />

Canadian Federation of Independent<br />

Business, a shortage of skilled workers<br />

was responsible for more than $38 billion<br />

worth of business opportunities<br />

being turned down by Canada’s small<br />

businesses last year.<br />

Climate crisis, zing we’ve been looking for<br />

Dear Editor,<br />

Forget climate change. That<br />

one, like it’s predecessor, global<br />

warming, was still severely<br />

lacking in intensity and shock<br />

value. Introducing “climate<br />

crisis”! Now that’s more like it.<br />

It has the zing we’ve been<br />

looking for, doesn’t it?<br />

You might have noticed this<br />

new catchphrase in the latest<br />

propaganda ads being touted on<br />

Network Television with our<br />

depreciated tax dollars by the<br />

Trudeau/Singh regime for the<br />

consumption of the gullible.<br />

You may have even seen Joe<br />

Biden’s reference to it, “crimate<br />

Dear Editor,<br />

I am on disability and months<br />

from becoming a senior. I<br />

cannot get out everyday so I<br />

may not see the snow removal<br />

signs that are placed by the<br />

Stettler public works staff when<br />

they are about to clean snow<br />

from my street.<br />

I deal with pain that causes<br />

sleepless nights so after breakfast<br />

and medication I sometimes<br />

fall asleep.<br />

Also, snow removal after one<br />

inch of snowfall is nothing more<br />

than a waste of resources, manpower<br />

and a waste of taxpayer<br />

dollars, in my opinion.<br />

I went to the town office with<br />

my complaint and was referred<br />

to a bylaw officer who lead me<br />

out to his truck where he<br />

checked his notes and said that I<br />

was given a verbal warning<br />

Hanna, these fires do not start<br />

themselves. Even unseasonably<br />

warm temperatures or<br />

droughts cannot cause fires to<br />

erupt spontaneously.<br />

And you can bet that this<br />

spring similarly to last spring,<br />

arsonists will be back out with<br />

matches. Probably somewhere<br />

just off Sec. Hwy. 2 running<br />

north from Grand Prairie or<br />

Hwy. 43, from Grand Prairie<br />

running north and west and on<br />

north up B.C. Hwy. 2 to Dawson<br />

Creek and beyond.<br />

As in the past, the fires will<br />

be breaking out during the typical<br />

dry spell that precedes the<br />

once before, and on that occasion<br />

I did move my car. After<br />

stating about his verbal<br />

warning, he rudely walked<br />

away.<br />

There should be a system in<br />

place for low income seniors<br />

and those with disabilities to<br />

notify them of street cleaning<br />

rather than depending on signs<br />

at the ends of a block.<br />

of the Wind Farm<br />

Developers themselves.<br />

(Something akin to placing a<br />

weasel in charge of policing<br />

the Chicken House - that,<br />

however, is the subject for a<br />

different letter).<br />

In my opinion, the<br />

Trudeau subsidized media<br />

are all too happy to refrain<br />

from investigating or<br />

reporting on the suspicious<br />

nature of many of the spring<br />

forest fires, sadly it has<br />

come down to just one or<br />

two social media news platforms<br />

to carefully follow<br />

and investigate this criminal<br />

activity.<br />

The intent of these fire<br />

starters is really quite<br />

obvious. Hit people where<br />

their lungs hurt or hit them<br />

in the pocketbook with the<br />

destruction of their homes<br />

and livelihoods, and their<br />

minds will soon follow in<br />

your cause.<br />

It all started with two cows. As a<br />

young teenager, Rodney Hollman<br />

selected two female Gelbviehs that are<br />

still the main foundational pedigree<br />

lines for Royal Western Gelbvieh.<br />

Hollman and his wife Tanya, along<br />

with their three sons, run the livestock<br />

operation east of Innisfail, Alta, that he<br />

started 26 years ago.<br />

Hollman grew up with Black Angus<br />

cows on his family’s cattle farm and<br />

developed a passion for the Gelbvieh<br />

breed when he saw how well the<br />

Gelbvieh commercial cross cows did.<br />

They were looking for more embryos<br />

to implant, and Hollman saw the breed<br />

as having the industry’s best maternally<br />

efficient females with increased<br />

fertility and mothering ability.<br />

Farm input price review<br />

Compared to 2<strong>02</strong>2, the price of electricity increased,<br />

while purple gas, diesel fuel, propane and<br />

farm natural gas prices decreased.<br />

“Agri-businesses continually adapt<br />

to changing input prices, especially<br />

during periods of volatility, high<br />

inflation and supply chain issues,”<br />

says Azam Nikzad, market analyst/<br />

coordinating researcher with the<br />

Alberta government.<br />

“Farm input costs represent an<br />

upfront purchase necessary for production<br />

and encompass a range of<br />

items including fertilizer, chemical,<br />

seed and feed. Rising farm input<br />

prices are concerning as they contribute<br />

to higher farm operating<br />

expenses.”<br />

According to Statistics Canada,<br />

farm operating expenses increased<br />

by 20% in 2<strong>02</strong>2 compared to 2<strong>02</strong>1 and<br />

their farm input price index for<br />

Alberta is up 9.6% in third quarter<br />

2<strong>02</strong>3 compared to third quarter in<br />

2<strong>02</strong>2.<br />

To better understand farm input<br />

prices trends in Alberta, the analysis<br />

below compares the annual percentage<br />

change in yearly averages for<br />

select farm inputs in 2<strong>02</strong>3 versus 2<strong>02</strong>2.<br />

The most significant upward shifts<br />

were observed in the price of electricity,<br />

followed by oil for diesel<br />

engines, which rose by 44.6% and<br />

27.6%, respectively.<br />

Conversely, purple gasoline, diesel<br />

fuel, propane and farm natural gas<br />

prices decreased by an average of<br />

23.1%, primarily driven by lower<br />

global natural gas and crude oil<br />

markets.<br />

Fertilizer showed an average price<br />

decrease of 18.2%, with the most significant<br />

decline observed for urea,<br />

which was down 29.5%.<br />

Farm machinery prices increased<br />

14.4% on average, whereas machinery<br />

parts and repairs experienced an<br />

average uptick of 5.2%.<br />

He bought his first purebred<br />

Gelbvieh cow in 1998, added another<br />

the following year, and his cattle operation<br />

grew from there.<br />

Royal Western Gelbvieh has sent<br />

embryos to customers in locations all<br />

over the world including Paraguay,<br />

Australia and the United Kingdom,<br />

and live animals as far Mexico. Their<br />

operation is known for their carcass<br />

quality.<br />

“We are probably the only seedstock<br />

Gelbvieh program in Canada that has<br />

carcass ultrasound data,” Hollman<br />

said.<br />

Royal Western Gelbvieh is also<br />

known in the industry for their dedication<br />

to elite cow families, and some of<br />

the bulls they’ve sold and placed with<br />

other programs have become leaders<br />

in semen sales.<br />

These relationships with other producers<br />

are part of what Hollman loves<br />

about owning a cattle operation.<br />

They host a couple of tour groups<br />

every year from countries including<br />

Australia and the United States.<br />

“The people in the industry are the<br />

most rewarding part of being in the<br />

livestock industry,” Hollman said.<br />

The relationships with their cattle<br />

are also important to the family.<br />

Hollman believes the better job they do<br />

caring for their cattle, the better their<br />

production is.<br />

Royal Western Gelbvieh held their<br />

annual bull sale earlier this month and<br />

they market up to 30 bulls every year.<br />

The operation also partners with other<br />

producers on a female sale annually<br />

during the first week of December.<br />

Heading into the spring season,<br />

Hollman says on the frozen genetic<br />

side they are a good source for semen<br />

and embryos and offer lots of options<br />

for sires.<br />

Seed prices were up on average<br />

5.6% and feed prices increased 1.1%,<br />

with the most notable increase seen<br />

in the price of swine supplement at<br />

17.9% while feed oats experienced the<br />

largest decrease at 31.3%.<br />

In terms of crop chemicals and livestock<br />

drugs, the highest rise was<br />

observed for vitamin ADE (up 25.9 %)<br />

and the most significant decrease was<br />

for Roundup (down 19.6 %).<br />

Building supplies saw an average<br />

decrease of 1.9%, with the largest<br />

decline noted for lumber, followed by<br />

sheathing prices.<br />

“The farm input market has faced<br />

many challenges in recent years,<br />

from logistical hurdles and labour<br />

market disruptions to interruptions<br />

in the production of base inputs for<br />

manufacturing, congested delivery<br />

channels, rising wages, global supply<br />

concerns and escalating transportation<br />

costs,” explains Nikzad.<br />

“This unprecedented confluence of<br />

challenges had tangible impacts on<br />

the escalation of farm input prices.”<br />

For instance, fertilizer and fuel<br />

prices saw a sharp surge in October<br />

2<strong>02</strong>1, which was then intensified by<br />

the Ukraine-Russia conflict in<br />

February 2<strong>02</strong>2. Russia is the major<br />

exporter of both fuel and fertilizer.<br />

The conflict escalation increased the<br />

level of uncertainty around supply<br />

and demand conditions and led to a<br />

spike in prices.<br />

Inflation pressure in the economy<br />

is another factor that can push up<br />

farm input prices.<br />

The Centre for Commercial<br />

Agriculture notes a strong correlation<br />

between changes to the inflation<br />

rate and prices for labour and<br />

machinery and other farm inputs.<br />

Inflation can result from increased<br />

demand that surpasses an economy’s<br />

capacity to produce, or from geopolitical<br />

risks, rising production costs,<br />

labour shortages, wage increases and<br />

supply chain challenges.<br />

Global fertilizer, chemical and<br />

other manufacturers have adapted to<br />

disruptions and increased the level of<br />

resilience across their respective<br />

supply chains.<br />

Efforts were helped by lower costs<br />

for raw materials (in the case of<br />

chemicals) and lower natural gas<br />

prices.<br />

Natural gas is a key input for<br />

nitrogen-based fertilizers, which has<br />

in turn contributed to the notable<br />

decline in fertilizer prices.<br />

“There is a diversity of perspectives<br />

on where farm input prices could go<br />

in <strong>2<strong>02</strong>4</strong>,” says Nikzad.<br />

“Some foresee the potential for further<br />

increase due to continued global<br />

uncertainty, the energy transition,<br />

ongoing supply constraints and<br />

improved Chinese demand.<br />

“Others take a more optimistic<br />

view and expect farm input prices to<br />

moderate. Much will depend on<br />

energy prices and global demand for<br />

farm inputs.”<br />

The development of land use frameworks<br />

(LUFs) in Alberta can be<br />

traced back to the early 2000’s when<br />

the Government of Alberta recognized<br />

the need for a more coordinated<br />

and sustainable approach to land use<br />

At the time, there was, and continues<br />

to be, increasing pressure on<br />

the province’s land and resources due<br />

to population growth, economic<br />

development, and environmental<br />

concerns.<br />

Brief history<br />

In 20<strong>02</strong>, the Alberta government<br />

initiated the Land-Use Framework<br />

(LUF) process, which aimed to create<br />

a comprehensive and integrated<br />

approach to land use planning and<br />

management.<br />

The LUF process involved extensive<br />

consultation with stakeholders,<br />

indigenous communities and the<br />

public to gather input and perspectives<br />

on land use issues and<br />

priorities.<br />

Intention of the LUF<br />

The Alberta Land-use<br />

Framework (LUF) intends<br />

to address the complex and<br />

interconnected challenges<br />

related to land use planning<br />

and management, sustainable<br />

development, the<br />

conservation of natural<br />

resources, the protection of<br />

ecosystems and to ensure<br />

the well-being of<br />

communities.<br />

Some of the specific problems<br />

it aims to solve include:<br />

Fragmentation of continuous<br />

agricultural land.<br />

A more integrated<br />

approach to land use planning<br />

that considers<br />

cumulative effects, not only<br />

focused on economy.<br />

Environmental degradation<br />

and habitat loss.<br />

Conflicts between land<br />

use, agriculture, energy<br />

development, forestry, and<br />

recreation.<br />

Indigenous and other<br />

community members rights<br />

and interests and the importance<br />

of engagement with all<br />

groups when making land<br />

planning decisions.<br />

Ensure the integrity of<br />

irrigation and other infrastructure<br />

investments.<br />

Land Stewardship Act<br />

The Alberta Land<br />

Stewardship Act<br />

(ALSA) established the legal<br />

basis and guidance for the<br />

development of regional<br />

planning and management<br />

under the Land-Use<br />

Framework and dictates the<br />

province’s guiding principles<br />

and goals for land-use<br />

planning.<br />

ALSA acknowledges the<br />

purpose of land planning in<br />

maintaining agricultural<br />

land to support farming<br />

while also preserving the<br />

right of property owners to<br />

make decisions related to<br />

their operations.<br />

To this end, in 2011 the<br />

Government of Alberta<br />

amended ALSA to contain<br />

clear language related to the<br />

need to respect both property<br />

rights and other rights<br />

of landowners.<br />

Regional planning /<br />

renewables<br />

In Alberta, the provincial<br />

government defers land use<br />

decisions on private land to<br />

municipalities through their<br />

legislative authority.<br />

This is done through<br />

the Municipal Government<br />

Act (MGA) which directs<br />

activities, developments and<br />

uses on private land. This<br />

authority is enacted under<br />

municipal statutory plans<br />

and bylaws and is required<br />

to follow the LUF regional<br />

plans.<br />

The MGA provides the<br />

basis for the provincial government<br />

to supersede any<br />

municipal planning that<br />

goes against regional plans.<br />

The exception to this is<br />

renewable energy projects,<br />

which are explicitly exempt<br />

from the authority of the<br />

municipalities under the<br />

MGA through section 619(1),<br />

which excludes licenses,<br />

permits or approval by the<br />

Alberta Utilities<br />

Commission (AUC) from the<br />

requirement to align decisions<br />

with municipal<br />

statutory plans.<br />

The South Saskatchewan<br />

Regional Plan (SSRP) outlines<br />

numerous strategies to<br />

support key environmental,<br />

economic and social outcomes<br />

for the region.<br />

Additionally, it addresses<br />

the importance of maintaining<br />

the agricultural<br />

land base by minimizing<br />

fractionation and conversa-<br />

tion of agricultural lands.<br />

The SSRP also seeks to ensure policies<br />

are in place to promote new<br />

investments in renewable energy,<br />

however there is not specific direction<br />

provided on how to achieve both<br />

outcomes.<br />

Municipalities may express their<br />

concerns but have no authority to prohibit<br />

any activities as the AUC is the<br />

decision maker. As a result, there is no<br />

municipal planning or policy which<br />

provides direction on land use activities<br />

which AUC must consider when<br />

making decisions on private land.<br />

Many believe that since municipalities<br />

have been given legal authority<br />

and responsibility by the province to<br />

direct this framework, they should not<br />

be exempt from having some oversight<br />

related to renewable energy projects.<br />

Solar projects particularly are projected<br />

to have a fast rate of growth<br />

using large areas of prime agricultural<br />

land and potentially land with<br />

irrigation infrastructure.<br />

Why you should get involved<br />

Farmers as landowners should consider<br />

getting involved with the<br />

regional planning process.<br />

Providing input to land use framework<br />

regional plans in Alberta is<br />

essential because it ensures that the<br />

plans are informed by local perspective,<br />

address specific regional needs,<br />

enhance legitimacy and identify<br />

potential issues and solutions.<br />

This would also foster collaboration<br />

and partnership among stakeholders<br />

How can you have an impartial judge<br />

who is elected? Might happen, but it’s<br />

questionable.<br />

• It’s time to change the governing<br />

party in Canada. The Liberals have<br />

outworn their shelf life by a long way.<br />

Justin Trudeau isn’t half the man his<br />

father was and many of us who<br />

remember the senior Trudeau weren’t<br />

too happy with him.<br />

• I am told there are two to three<br />

times the number of staff in the Prime<br />

Minister’s Office (PMO) as there are<br />

Members Parliament (MPs). That<br />

makes no sense at all. lt leaves all the<br />

power in the PMO and very little in<br />

the parliament.<br />

• So far, Manitoba Premier Wab<br />

Kinew is doing a good job and I told<br />

him so when he visited Neepawa a<br />

couple of weeks ago. I had a good visit<br />

with him that day. My experience with<br />

Wab Kinew hasn’t been extensive, but<br />

every time I have met him, it has been<br />

good. Kinew has been very polite and<br />

appears to care about the person he is<br />

talking with.<br />

• On a different political level, I just<br />

read that Canada Post is on track to<br />

run up huge losses again this year I<br />

just got an email from a man named<br />

Alex at Canada Post asking me to use<br />

Canada Post to reach customers. Here<br />

is what I told him, “I am a local newspaper<br />

publisher and I just want to say<br />

that Canada Post deserves to lose a<br />

half $billion a year if they treat all<br />

their customers the way they treat<br />

newspapers. I have taken almost all<br />

my business away from Canada Post<br />

and I should have done it sooner.”<br />

• Canada Post has fantastic local<br />

staff. The Postmasters do a great job in<br />

my experience. The problem is everything<br />

is centralized and Canada Post<br />

can’t get parcels or letters from one<br />

town to the next in a timely fashion.<br />

• That’s about enough complaining<br />

for this week. I hope you all have a<br />

good week. There’s only so much an<br />

individual can do and may God bless<br />

you and yours as you do your part to<br />

make the world a better place.<br />

Kneehill County council re-zoned<br />

agriculture land to light industrial to<br />

accommodate an applicant who<br />

intends to build a cryptocurrency<br />

mine. The public hearing and votes<br />

were held at the Feb. 13 regular<br />

meeting of council.<br />

During a public hearing Planning &<br />

Development Officer Deanna Keiver<br />

presented the application from Athill<br />

Tech Solutions, which was represented<br />

by its agent SABR Energy Consulting<br />

to re-zone property on a piece of land<br />

owned by a third party.<br />

“Britestone Hutterian Brethren<br />

Church are the current landowners of<br />

SE 24-28-24 W4 and NE 13-28-24 W4,”<br />

stated the staff memo. “They have<br />

granted SABR Energy Consulting Inc.<br />

the authority (agent) to apply on behalf<br />

of Athill Tech Solution Ltd. to construct<br />

and operate a 9.97-megawatt<br />

natural gas-fired power plant for bitcoin<br />

mining/data center operation.<br />

“Cryptocurrency mining requires<br />

the use of sophisticated computers<br />

with significant power needs. While<br />

some digital currency processing<br />

facilities are directly connected to the<br />

electrical grid to fulfill their energy<br />

needs, others are not connected and<br />

instead use other means.<br />

This site will be natural gas fed from<br />

the adjacent Ember Resources site to<br />

operate the 9.97megawatt facility.<br />

“The facility lease site will be 2.23<br />

acres directly west of the Ember<br />

Resources lease in the southeast<br />

corner of the SE 24-28-24 W4. Access to<br />

the site will be from the northeast<br />

corner of NE 13-28-24 W4 which is<br />

south and not part of Ember’s lease<br />

site.<br />

“Major components of the power<br />

plant include six 1.475 megawatt generators,<br />

one 1.12-megawatt generator,<br />

seven power distribution racks, 20<br />

data centre containers and natural gas<br />

piping.”<br />

It was noted the Alberta Utilities<br />

Commission (AUC) already gave<br />

Athill a checklist of requirements to<br />

meet, which apparently the company<br />

satisfied.<br />

Keiver noted during her presentation<br />

the land in question was zoned<br />

agriculture and to accommodate a<br />

cryptocurrency facility it must be rezoned<br />

to light industrial (LI) under<br />

which such a facility is a discretionary<br />

use.<br />

She further noted the re-zoning<br />

already received first reading with the<br />

proposal being publicly advertised.<br />

from AHS and<br />

Alberta<br />

Transportation,<br />

and none were in<br />

opposition to the<br />

re-zoning.<br />

the development<br />

would be better<br />

situated further<br />

south.<br />

responded that’s<br />

something for the<br />

applicant and the<br />

landowner to decide.<br />

Coun. Debbie Penner asked if in the<br />

future some of this land is sold, how<br />

would access be handled? Keiver<br />

responded an access agreement is<br />

already on file.<br />

Coun. Laura Lee Machell-<br />

Cunningham asked if Kneehill<br />

County requires a clean-up plan if the<br />

mine closes down in the future. Keiver<br />

responded the public hearing was<br />

solely for the re-zoning with clean-up<br />

plans a topic of discussion during the<br />

development permit application.<br />

This issue came up several times in<br />

fact, with Reeve Ken King reminding<br />

councillors the topic at hand was only<br />

re-zoning of the property.<br />

Representatives of both Athill and<br />

SABR were online at the public<br />

hearing. Coun. Carrie Fobes asked<br />

what the emissions would be from the<br />

seven generators described.<br />

SABR spokesperson Samantha<br />

Brown stated she didn’t have that<br />

information handy but could forward<br />

an emissions report to councillors.<br />

The reeve asked if any members of<br />

the public wished to speak, to which<br />

Brian Loschuk, who described himself<br />

as a neighbour to the site in question,<br />

arose. Loschuk stated he had several<br />

questions and concerns, including he<br />

couldn’t find much information about<br />

Athill and would like to know more<br />

about them, the cryptocurrency<br />

industry appears to be largely unregulated,<br />

no reports such as noise and<br />

emissions had been given to neighbours<br />

and curiosity about how<br />

councillors felt about risk assessment.<br />

At this point the reeve once again<br />

noted the public hearing was solely for<br />

the re-zoning and questions about the<br />

development itself would be handled in<br />

the future during the development<br />

permit process.<br />

Brown responded as well by saying<br />

SABR sent out information packages<br />

to neighbours within a 1.5 km radius<br />

in September 2<strong>02</strong>3 and received no<br />

feedback but would be happy to meet<br />

with Loschuk to discuss concerns.<br />

Coun. Faye McGhee stated she<br />

wanted to clarify if the land is rezoned<br />

whether the development permit<br />

is automatically approved. Keiver<br />

answered no, the development permit<br />

application for the mine itself is a separate<br />

process.<br />

pointed out that once the land is zoned<br />

LI industrial developments could<br />

appear without going to the Municipal<br />

Planning Commission (MPC) first.<br />

Keiver responded that even if a use<br />

is “permitted,” meaning it’s not mandatory<br />

that it go before the MPC, staff<br />

4-H Canada announced the<br />

recipients of the three annual<br />

prestigious national awards -<br />

Distinguished Alumni,<br />

Honourary Member, and<br />

National Volunteer Leader<br />

of the Year.<br />

The provincial recipient<br />

for Alberta was Carole<br />

Tkach – Coronation 4-H<br />

District for her tremendous<br />

impact on 4-H youth<br />

through her dedicated support<br />

and guidance.<br />

The Volunteer Leader of<br />

the Year awards are given<br />

to a leader in each province,<br />

with one recipient also being<br />

selected as the national<br />

recipient.<br />

Tkach grew up on farm at<br />

Talbot, Alta. and started her<br />

love of 4-H at Brownfield and<br />

Talbot, having about 10 projects<br />

over the six years as a member,<br />

as well as holding executive<br />

positions, participating in communication<br />

activities, camps,<br />

etc.<br />

nursing school, marrying and<br />

raising three children on the<br />

farm, Tkach<br />

became involved<br />

with 4-H again in<br />

1981 when their<br />

volunteer leader<br />

with the club but<br />

also became involved with the<br />

Coronation District and the<br />

East Central 4-H Region,<br />

serving as an elected representative<br />

to the Alberta 4-H<br />

Council and later the 4-H<br />

Foundation of Alberta.<br />

In 1994 Tkach was asked to<br />

take on the role of Key Leader<br />

for the Coronation 4-H District<br />

acting as an advisor for the 10<br />

clubs, a role she still does today<br />

The decisions were made at<br />

the Feb. 12 regular meeting<br />

of council.<br />

Sobolewski who acts as<br />

mayor and council.<br />

Village Chief<br />

Administrative Officer<br />

(CAO) Colleen Mayne provided<br />

Sobolewski with an<br />

invoice for $32,000 recently<br />

sent to the village from the<br />

County of Stettler, apparently<br />

the village’s share of<br />

repairs done to the TwpRd<br />

355 bridge last summer.<br />

Mayne stated she looked<br />

back through village resolutions<br />

and couldn’t find any<br />

financial commitment from<br />

the Village of Big Valley for<br />

repairing that bridge.<br />

However, she did find a resolution<br />

dating to 2<strong>02</strong>0 from the<br />

village council supporting<br />

the County of Stettler’s<br />

efforts to find grant money<br />

for that project.<br />

That resolution pointed<br />

out the importance of the<br />

TwpRd 355 bridge to Big<br />

Valley’s economy.<br />

However, the<br />

CAO, who read<br />

that letter of support<br />

at the<br />

current council<br />

meeting, noted no<br />

mention was<br />

made of any<br />

financial contribution<br />

from the<br />

village.<br />

BIG VALLEY COUNCIL<br />

Mayne stated she tried to<br />

get ahold of the County of<br />

Stettler about this issue, specifically<br />

asking that any<br />

correspondence confirming<br />

the Village of Big Valley’s<br />

financial commitment be<br />

forwarded as soon as possible,<br />

but hasn’t heard back<br />

yet. The county invoice noted<br />

that interest penalties would<br />

be applied to unpaid<br />

balances.<br />

The CAO suggested this<br />

issue be tabled until after the<br />

upcoming by-election.<br />

The OA stated he wasn’t<br />

sure there was enough information<br />

available for him to<br />

make a decision on this<br />

issue. Sobolewski stated that<br />

he would need to see the<br />

grant application the County<br />

of Stettler filed for this<br />

project and whether or not it<br />

stated the project relied upon<br />

a financial contribution from<br />

the Village of Big Valley.<br />

Sobolewski further noted<br />

he couldn’t make a decision<br />

about this invoice until he<br />

saw the chain of correspondence<br />

or decisions that<br />

showed Big Valley council<br />

committed money to this<br />

project.<br />

He then stated that<br />

according to the Municipal<br />

Government Act (MGA) if no<br />

resolution of council was<br />

made to commit taxpayer<br />

money to the bridge project<br />

then the village would not<br />

pay the invoice.<br />

As the issue was discussed Mayne<br />

noted she did find an email dating<br />

from 2<strong>02</strong>3 from the County of Stettler<br />

requesting a meeting to discuss costsharing<br />

of the bridge project, but the<br />

CAO stated she could find no further<br />

correspondence, including whether<br />

that meeting ever occurred.<br />

Sobolewski noted he felt it best to<br />

table this issue to a future council<br />

meeting which would give the Village<br />

of Big Valley and County of Stettler<br />

time to talk about the invoice, adding<br />

that this would be a good issue for the<br />

elected council to decide.<br />

legislation and regulations<br />

• Reducing red tape, streamlining development<br />

processes, and making the LUO easier to read and<br />

understand<br />

• Increasing the number of permitted uses that are<br />

considered compatible indifferent land districts<br />

industrial, commercial and general) into a single<br />

Hamlet District<br />

• In Agricultural District, increasing the number of<br />

allowable dwellings per parcel and increasing the<br />

maximum number of parcels per quarter that do<br />

As per the Municipal Government Act, the Minister<br />

of Municipal Affairs and the Special Areas Board has<br />

drafted and proposed an updated Special Areas Land<br />

Use Order to replace the current Special Areas-2, 3<br />

and 4Land Use Order (MSL:007 /15).<br />

The Land Use Order (LUO) is a statutory document<br />

that regulates the use and development of land within<br />

Special Area 2, 3, and 4. The LUO regulates how land<br />

can be used, including what uses are appropriate and<br />

where they can be located. Some of the key changes<br />

proposed include:<br />

Even when Pieter needs a break<br />

from extensive research, he still likes<br />

to test his detective skills.<br />

Last year he decided to help the<br />

Canadian War Cemetery in<br />

Groesbeek, The Netherlands find<br />

photos of a few soldiers for which<br />

research had already been done, but<br />

no photo.<br />

A relatively simple project, you<br />

might think – but although he has now<br />

nudged past 319 successful photo<br />

searches, we’ve learned that it isn’t.<br />

One of the soldiers whose photo<br />

search he undertook was that<br />

of Thomas ‘Tom’ Alfred BROWN of<br />

Altario, Alta.<br />

Born October 20, 1924, Thomas was<br />

the son of George Stuart and Alice<br />

The very same day that the newspaper<br />

was published, we received an<br />

email from Eleanor Kreiser, with an<br />

attached document, explaining that<br />

“…. I saw your request in the paper.<br />

This is the Brown info in the Pioneer<br />

Heritage history book. Book 2, 1981.<br />

My husband used to live in Altario. My<br />

husband’s mother and six siblings<br />

were also born in Altario….”<br />

Strong work ethic and committed to family<br />

Doris Schilling<br />

Apr. 3, 1939 - Feb. 9,<strong>2<strong>02</strong>4</strong><br />

It is with sadness beyond words that<br />

we announce the passing of our precious<br />

mom and grandma. Pauline<br />

Doris Isabella Alberta Walker (Doris)<br />

was born April 3, 1939 in Hanna, Alta.<br />

to loving parents Harry Stanford and<br />

Sarah Elizabeth (Bessie) Walker.<br />

Doris was named after each of the<br />

nurses that helped to deliver her and<br />

was always thankful that there weren’t<br />

more nurses on duty that day as she<br />

felt that her name was plenty long<br />

enough.<br />

She was born into an already bustling<br />

household, as she was the<br />

seventh of 13 children –six boys and<br />

seven girls.<br />

Her family made their home in the<br />

Endiang, Alta. area with her mom<br />

teaching in the local school and her<br />

father running the family farm.<br />

Doris’ brothers and sisters were her<br />

best friends (at least on their good<br />

days) in childhood, and those relationships<br />

would continue to flourish for<br />

decades to come.<br />

Her strong work ethic and commitment<br />

to family were fostered during<br />

these years of caring for her younger<br />

siblings and helping out as needed in<br />

the home and on the farm.<br />

In 1961, Doris married Roy Edward<br />

Schilling of the Halkirk, Alta. area and<br />

they went on to have three exceedingly<br />

great (as Doris would say) children<br />

that became the center of Doris’ world:<br />

Rocky Edward, Tani Lynn and Rhonda<br />

Joy.<br />

Doris and Roy settled with their<br />

family on a farm north of Endiang.<br />

Those days weren’t always easy, but<br />

Doris had a way of making the best of<br />

any situation, making a dollar stretch<br />

beyond capacity, and making all who<br />

came into her home feel like they<br />

belonged.<br />

After her children were grown and<br />

with children of their own, Doris<br />

moved from the farm into her home in<br />

Endiang. Though she was initially hesitant<br />

about the move, her new home in<br />

Endiang began a<br />

fresh and wonderfully<br />

social chapter<br />

of Doris’ life.<br />

Her weeks were<br />

filled with floor<br />

curling, cards and<br />

activities of all kinds.<br />

Her coffee pot was<br />

always on, snacks<br />

were always on the<br />

Schilling<br />

table, and her door<br />

was always open to<br />

any of her siblings, nieces, nephews,<br />

neighbours and, of course, her beloved<br />

children, grandchildren, and greatgrandchildren.<br />

Who knew that such a<br />

little home could contain so much love,<br />

so many pictures of loved ones, so<br />

many card games and so many<br />

knick-knacks.<br />

Aside from her family, Doris had<br />

several true loves in her life: country<br />

music, chuckwagon races and flowers<br />

of all kinds (as evidenced by her<br />

colourful yard each spring and<br />

summer).<br />

Doris would always say that she<br />

wore her heart on her sleeve. In doing<br />

Joyce Irene Lawrence<br />

Oct. 31, 1932 ~ Feb. 11, <strong>2<strong>02</strong>4</strong><br />

Joyce Irene Lawrence beloved wife<br />

of John “Jack” passed away at Stettler<br />

on Feb. 11, <strong>2<strong>02</strong>4</strong> at the age of 91<br />

years.<br />

Joyce was born in<br />

Drumheller, Alta. to Lily and<br />

French Morrison on Oct. 31,<br />

1932. She attended Starland<br />

School, and Drumheller for<br />

high school, boarding at the<br />

dorm.<br />

After graduation Joyce<br />

worked at the CIBC in Delia.<br />

Jack and Joyce were married<br />

on Oct. 31, 1953.<br />

Joyce loved to garden and<br />

growing flowers. She watered and<br />

spent many hours caring for the fir<br />

tree windbreak on the farm north of<br />

Springwater School. They are still a<br />

part of the landscape.<br />

In 1971 they sold the farm and<br />

moved to Kelowna, B.C. where she<br />

grew more flowers and fruit trees. She<br />

loved watching the hummingbirds at<br />

her feeders, and so enjoyed listening<br />

to the prairie meadowlarks.<br />

They moved to Red Deer in 2006 to<br />

be closer to family, and to Points West<br />

in Stettler in 2019.<br />

She was a member of the Majestic/<br />

Farrell Lake Women’s Institute,<br />

Eastern Star and Royal Purple.<br />

Joyce is survived by her husband<br />

Jack of 70 years; daughter Pat (Jim)<br />

Andersen; grandsons Jeff (Carla), and<br />

Colin (Heidi) great-grandchildren;<br />

Taylor (Billy), Tyler, Shallyn, Justin,<br />

Eric and Rheese; great-great-grandson<br />

Lincoln and Joyce’s twin brother Jack<br />

(Joan).<br />

Joyce was predeceased by her son<br />

Ken; parents French and Lily and<br />

brothers Mike and Harry.<br />

cup of coffee in the morning and please<br />

always take time to enjoy coffee... or<br />

tea… or whatever with family and<br />

friends.<br />

Reburied in Canadian War Cemetery, The Netherlands<br />

Tom wrote that he had<br />

sent some money home in<br />

previous letters, and after<br />

asking about his mother’s<br />

health, assured her that he<br />

is “…nothing but the best<br />

and aim to stay that way…”<br />

He explained that he had<br />

received a parcel from his<br />

aunt and advised that “…all<br />

I mostly need is writing<br />

paper and envelopes…”<br />

Sadly, Tom lost his life<br />

two days later, and was temporarily<br />

buried around<br />

Calcar, Germany before<br />

being reburied in the<br />

Canadian War Cemetery in<br />

Groesbeek, The Netherlands<br />

a year later.<br />

A March 8, 1945 letter to<br />

Tom’s mother was written<br />

by Major Latimer Hugh<br />

DENISON, his commanding<br />

officer. “…Corporal Brown’s<br />

presence is missed by the<br />

entire company. He was a<br />

fine and gallant soldier and<br />

you may well be proud of<br />

him, as we are, for the man’s<br />

part he has played in<br />

helping to win this war….”<br />

He went on to write “…<br />

please rest assured that you<br />

are not alone in your hour of<br />

trial – gallant comrades<br />

Major Denison lost his<br />

own life on March 30, 1945,<br />

during the battle for<br />

Emmerich, at the age of 24,<br />

and is also buried in<br />

Groesbeek.<br />

Another mystery<br />

…. A September 1947 letter<br />

left us with an unsolved<br />

mystery…<br />

We thought this would be<br />

the end of Tom’s story, but<br />

there was another mystery,<br />

which up to now we have<br />

been unable to solve.<br />

June shared another<br />

letter, written in September<br />

1947 by an unidentified relative<br />

still in the Army, who<br />

signed his letter as Tom. He<br />

wrote that he had visited<br />

Tom Brown’s grave in<br />

Groesbeek. Tom’s letter was<br />

written on the stationery of<br />

a schoolteacher (onderwijzer)<br />

from Groesbeek, H. P. J.<br />

van Loon, and he explained<br />

that Mr. Van Loon had<br />

taken photos of graves at the<br />

cemetery.<br />

Ken Stewart had a photo<br />

of a man beside Tom<br />

Brown’s grave, and as the<br />

man was in a suit, not in a<br />

military uniform, it’s believed<br />

this is Mr. Van Loon. (See photo<br />

below left).<br />

When we asked Ken if he<br />

knew anything more, he said<br />

that “….My grandmother said<br />

Thomas stayed with a Dutch<br />

family in Holland when he had<br />

time off and was planning to<br />

marry one of the daughters<br />

when the war was over. So this<br />

may be the father of that<br />

family. I do not know for<br />

sure…”<br />

We sent the letter and photo<br />

to friends who live in<br />

Groesbeek, in the hope that<br />

they might be able to find out<br />

more, but up to now, they too<br />

have been stymied. If you recognize<br />

the man in the 1947<br />

picture by Tom Brown’s grave,<br />

please let us know.<br />
