ELNORA COUNCIL
Resident petition for inspection of village turned down
Stu Salkeld
Local Journalism
Initiative reporter
ECA Review
A petition from Village of
Elnora residents claiming
serious problems with the
municipality’s governance has
failed to bring closer provincial
government attention to the
municipality. The decision of
the Minister of Municipal
Affairs was discussed at the
Feb. 13 regular meeting of
council.
Minister Ric McIvor told
Elnora village council in a letter
that his department received a
resident petition asking for a
government inspection and
investigated the claims contained
but didn’t find serious
problems.
“The preliminary review
explored the concerns and
issues that led to the petition,”
stated McIvor’s letter dated Jan.
19.
“While the Presents review identified
some concerns from the petitioners
surrounding
council’s transparency
with
the performance of the chief
administrative officer (CAO), I
am satisfied the village is operating
within its authority and
has been made aware of its obligations
with respect to
legislative requirements for the
sale of municipal property.
“For these reasons, I do not
believe the situation warrants a
full inspection at this time.”
During discussion of this
item, CAO Sharon Wesgate
stated to council essentially
what the letter meant is that
there will not be an inspection
because the village has been following
the rules of the
Municipal Government Act
(MGA). Wesgate noted the letter
will be placed on the village’s
website for the public’s perusal.
McIvor’s letter did include
some advice for the village
council on roles, responsibilities
and transparency, however.
“I expect the village will
make every effort to ensure its
governance and administration
is conducted in good faith in
accordance with the legislated
requirements going forward,”
stated the minister in his letter.
“I encourage the village to
access the advisory supports
available through Municipal
Affairs to assist in ensuring
compliance with legislated procedures
and processes. I have
asked ministry staff to continue
to provide advisory support to
the village and monitor any
ongoing concerns raised by
residents.
“I also believe the village
would benefit from a role and
responsibilities workshop conducted
by ministry staff. This
workshop would include topics
of municipal land sales and
building positive relations with
the public, among other relevant
topics.
“I believe this workshop
would be a positive signal to
residents that the village is
committed to continuous
improvement
for
the betterment
of
HANNA COUNCIL
Hanna business owner says
downtown closure ‘devastating’
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
A Hanna downtown business owner
told the town council that the proposed
Main Street redevelopment project
scheduled for 2024 could devastate her
business and others. The presentation
was made at the Feb. 13 regular
meeting of Town of Hanna council.
Barb Larson, owner/operator of
Shortgrass Cannabis, stated she
wanted to talk to council about the proposed
Hanna Downtown
Redevelopment Project and began her
presentation on a somewhat sombre
note.
“This is probably very futile but I
have to try so here I am,” said Larson
to council.
Larson stated that her business was
initially visited by a town employee
with information about the proposed
project that included underground
utility replacement and during this
visit she was told the interruption to
her business would be three days. “But
that’s not true,” said Larson.
Larson noted that after she read the
information package it seemed to her
the interruption to her business would
be more than three days, an interruption
she described as having a
“massive impact” on her operation.
“That made me angry because I hate
being fed misinformation and I feel
very strongly that’s what happened,”
said Larson.
Larson noted she spoke to several
neighbouring business owners who
confirmed they also were told the
interruption to their operations would
be three days.
She stated that she was angry a decision
was made that would directly and
negatively impact her business while
she had no say in the matter.
Larson went on to note she contacted
other business owners further away
from her location and those one block
south claimed they were told the business
interruption would be one week,
while those to the north claim they
were told two weeks.
Larson then described a subsequent
meeting she attended with MPE
Engineering and it was at this meeting
she discovered the block her business
is located on has contaminated soil.
Larson noted she was then told by
Town of Hanna Chief Administrative
Officer (CAO) Kim Neill the downtown
redevelopment project’s interruption
to her business would be six weeks due
to unforeseen circumstances.
Larson told councillors she suspected
it could be even longer than
that.
“A contaminated street’s entirely
different, of course it’s going to be
more than six weeks,” said Larson,
who noted such a clean-up requires
soil removal and liner installation.
Larson claimed in nearby
Coronation a similar situation in the
summer of 2023 went on for three
months.
While Larson stated she understood
the town could access a grant to help
pay for this project, she’s been told by
neighbouring businesses that they will
close their doors if this moves forward.
“...We can’t afford to lose those businesses
and it’s just wrong,” said
Larson.
Larson stated several times in her
presentation that business owners
were unaware of the lengthy interruption
to their operations; she herself
recently made a $10,000 investment in
her business and cannot afford a
reduction in her revenue which a
months-long interruption could cause;
Larson quoted the figures of 40 to 50
per cent of her daily business is walkin
from outside Hanna and she
suspected customers won’t want to
walk through construction to get to
her front door; she also doesn’t have
back door access and tunnel construction
raises safety questions.
While discussing the communication
problem, Larson quoted a
comment that was made to her that if
she attended town council meetings
she would have known more about the
interruption. She added that she’s also
been accused of stirring up trouble.
At several points in her presentation
the topic of the water and sewer infrastructure
in downtown Hanna was
mentioned, which was described as
being 100 years old and obviously in
need of replacement.
Larson stated she thought the point
of a redevelopment grant was to attract
business but she felt the Town of
Hanna’s current proposal was
throwing existing businesses under
the bus.
“Don’t dismiss my concerns, which
is what you’ve done to date,” said
Larson.
The topic of compensation was mentioned;
Larson stated Coun. Sandra
Beaudoin told her she’d take that issue
to council.
Coun. Beaudoin responded compensation
would require very detailed
information that council doesn’t have
while the Town of Hanna doesn’t even
know for certain if their redevelopment
grant has been approved.
Coun. Fred Crowle stated if the town
offered compensation to one business,
another business could come forward
claiming they too were harmed by the
redevelopment and he wondered how
such claims could be handled.
Larson answered the construction is
directly in front of her business so her
claim should be obvious.
CAO Neill interjected that it’s not
known how extensive the contamination
actually is and that won’t be clear
until the ground is opened up.
Mayor Danny Povaschuk stated that
the town has to face the reality of the
infrastructure’s condition.
During discussion the topic of how
long Larson’s business interruption
would be was debated with the figure
of six weeks being mentioned several
times.
Councillors passed a resolution
thanking Larson for her presentation.
VIEWPOINT
Trudeau’s bloated
bureaucracy a
drain on taxpayers
by Gabriel Giguere
Oscar Wilde once observed that
bureaucracy expands to meet the
needs of the expanding bureaucracy.
This would seem to be the maxim
driving Prime Minister Justin
Trudeau’s approach to the size of the
federal government and its out-of-control
growth almost from the day he
took office.
By the most recent count, the
Canadian government had 357,247
public servants. If all these federal
employees were gathered into a single
municipality, it would be the 16th most
populous in the country, ahead of the
city of Markham on the outskirts of
Toronto.
Another way to understand this is to
consider that there are 100,000 more
federal public employees today than
there were eight years ago, representing
an almost 40 per cent increase
in the government’s labour force over
Trudeau’s mandate.
Whether you look at this in nominal
terms, as a percentage, or in terms of
the number of civil servants per 1,000
inhabitants, no other prime minister
in the last 40 years has inflated the
public service as much.
Given such a mighty increase in
staff, one might reasonably assume
that the federal government is doing a
lot more to help its citizens. Or maybe
it is now delivering existing federal
services at lightning speed!
You would be hard-pressed to find
many Canadians willing to say this
has been the case for them.
Whether because of endless line-ups
at the passport office or at customs or
interminable waiting on hold with the
Canada Revenue Agency, it must be
admitted that Trudeau’s massive
hiring spree has not changed things
much in the speed and form of federal
service delivery.
If, in fact, anything has changed at
all, it’s the amount we spend collectively
to cover the salaries and benefits
of federal government employees.
According to the Parliamentary
Budget Officer, total federal employee
compensation spending has risen by
more than $21 billion since the
Trudeau government took office,
reaching $60.7 billion as per the most
recent available data.
To put this $21 billion in context, it’s
roughly equivalent to the amount the
federal government expects to pay out
in employment insurance benefits this
year.
That’s a heck of a lot of money we’re
sending to Ottawa to pay for extra civil
servants instead of bolstering health
and education systems in the
provinces or giving taxpayers a bit of a
break.
And it’s worth mentioning that the
effects of an ever-expanding federal
public service are not only felt when it
comes time to pay taxes.
Given the current business climate,
one in which our entrepreneurs are
struggling to find qualified workers to
fill their companies’ available positions,
it’s important to recognize that
excessive growth in the size of the federal
government is detrimental.
At bottom, the larger the pool of
workers gobbled up by the federal government,
the smaller the number
available for private-sector employers.
The outcome of this artificial labour
shortage is that our businesses’ plans
for growth are hindered, and their
ability to take on new customers is
impaired. This has a significant
impact on their revenues and, ultimately,
on government revenues as
well.
According to data from the
Canadian Federation of Independent
Business, a shortage of skilled workers
was responsible for more than $38 billion
worth of business opportunities
being turned down by Canada’s small
businesses last year.
makes one feel better if, every so often,
they can shout out a few opinions. If
you would like to do that, send us a
letter to the editor.
• If the United States elects either Joe
Biden or Donald Trump as president, I
hate to think what will happen.
Neither man should be president. Both
are too old. Biden is showing signs of
senility and Trump has other mental
issues that are obvious. Both are too
old and risky to carry the burden of
President of the United States.
• The amount of money spent by
political campaigns is obscene in the
U.S. where politicians will spend hundreds
of times the salary just to get
elected.
• If you look at the net worth of presidents
when they go into office and
compare it with their net worth when
they leave office, it seems they gather a
lot of wealth from somewhere and it
isn’t the salary.
Climate crisis, zing we’ve been looking for
Dear Editor,
Forget climate change. That
one, like it’s predecessor, global
warming, was still severely
lacking in intensity and shock
value. Introducing “climate
crisis”! Now that’s more like it.
It has the zing we’ve been
looking for, doesn’t it?
You might have noticed this
new catchphrase in the latest
propaganda ads being touted on
Network Television with our
depreciated tax dollars by the
Trudeau/Singh regime for the
consumption of the gullible.
You may have even seen Joe
Biden’s reference to it, “crimate

Better communication system
needed for those with disabilities
Dear Editor,
I am on disability and months
from becoming a senior. I
cannot get out everyday so I
may not see the snow removal
signs that are placed by the
Stettler public works staff when
they are about to clean snow
from my street.
I deal with pain that causes
sleepless nights so after breakfast
and medication I sometimes
fall asleep.
Instead of working with the
33 rd
BREEDER’S
SECTIONS
March 21 & April 11
clisis”. After all it’s origin, the
World Economic Forum, is the
common thread in it’s
inception.
The point being, you can
count on the climate cult activists
to immediately get on board
with it, and use it for their perverse
agenda.
Once again, with the fast
approaching spring, (hastened
even by the cyclic El Nino),
brace for a brutal attack of
smoke brought on by the
phantom fire bugs.
As was the case last summer
with ditch fires which broke out
along Hwy. 9 running west from
MAIL BAG
people like me, I feel the Town
of Stettler takes advantage of
me by ticketing my car.
Also, snow removal after one
inch of snowfall is nothing more
than a waste of resources, manpower
and a waste of taxpayer
dollars, in my opinion.
I went to the town office with
my complaint and was referred
to a bylaw officer who lead me
out to his truck where he
checked his notes and said that I
was given a verbal warning
Hanna, these fires do not start
themselves. Even unseasonably
warm temperatures or
droughts cannot cause fires to
erupt spontaneously.
And you can bet that this
spring similarly to last spring,
arsonists will be back out with
matches. Probably somewhere
just off Sec. Hwy. 2 running
north from Grand Prairie or
Hwy. 43, from Grand Prairie
running north and west and on
north up B.C. Hwy. 2 to Dawson
Creek and beyond.
As in the past, the fires will
be breaking out during the typical
dry spell that precedes the
once before, and on that occasion
I did move my car. After
stating about his verbal
warning, he rudely walked
away.
There should be a system in
place for low income seniors
and those with disabilities to
notify them of street cleaning
rather than depending on signs
at the ends of a block.
summer rains, and even
before electrical storms
have begun to form over
Alberta.
The scenario is so predictable
that, as one who has
nothing better to do than
pay close attention to such
details, I have to ask the
question, where are the
RCMP during the initiation
of these crimes, or the
Forestry Service, or Fish
and Wildlife Officers?
We know they are not out
counting dead birds beneath
wind turbine towers, in my
opinion, since that task has
been designated the responsibility
of the Wind Farm
Developers themselves.
(Something akin to placing a
weasel in charge of policing
the Chicken House - that,
however, is the subject for a
different letter).
In my opinion, the
Trudeau subsidized media
are all too happy to refrain
from investigating or
reporting on the suspicious
nature of many of the spring
forest fires, sadly it has
come down to just one or
two social media news platforms
to carefully follow
and investigate this criminal
activity.
The intent of these fire
starters is really quite
obvious. Hit people where
their lungs hurt or hit them
in the pocketbook with the
destruction of their homes
and livelihoods, and their
minds will soon follow in
your cause.
Thank you, Mr. Dressup. I
know in some ways you are
smarter than we tend to surmise.
Live animals, embryos sent all over the world
Nicole Starker Campbell
ECA Review
It all started with two cows. As a
young teenager, Rodney Hollman
selected two female Gelbviehs that are
still the main foundational pedigree
lines for Royal Western Gelbvieh.
Hollman and his wife Tanya, along
with their three sons, run the livestock
operation east of Innisfail, Alta, that he
started 26 years ago.
Hollman grew up with Black Angus
cows on his family’s cattle farm and
developed a passion for the Gelbvieh
breed when he saw how well the
Gelbvieh commercial cross cows did.
They were looking for more embryos
to implant, and Hollman saw the breed
as having the industry’s best maternally
efficient females with increased
fertility and mothering ability.
AGRI-NEWS
Farm input price review
Compared to 2022, the price of electricity increased,
while purple gas, diesel fuel, propane and
farm natural gas prices decreased.
“Agri-businesses continually adapt
to changing input prices, especially
during periods of volatility, high
inflation and supply chain issues,”
says Azam Nikzad, market analyst/
coordinating researcher with the
Alberta government.
“Farm input costs represent an
upfront purchase necessary for production
and encompass a range of
items including fertilizer, chemical,
seed and feed. Rising farm input
prices are concerning as they contribute
to higher farm operating
expenses.”
According to Statistics Canada,
farm operating expenses increased
by 20% in 2022 compared to 2021 and
their farm input price index for
Alberta is up 9.6% in third quarter
2023 compared to third quarter in
2022.
To better understand farm input
prices trends in Alberta, the analysis
below compares the annual percentage
change in yearly averages for
select farm inputs in 2023 versus 2022.
The most significant upward shifts
were observed in the price of electricity,
followed by oil for diesel
engines, which rose by 44.6% and
27.6%, respectively.
Conversely, purple gasoline, diesel
fuel, propane and farm natural gas
prices decreased by an average of
23.1%, primarily driven by lower
global natural gas and crude oil
markets.
Fertilizer showed an average price
decrease of 18.2%, with the most significant
decline observed for urea,
which was down 29.5%.
Farm machinery prices increased
14.4% on average, whereas machinery
parts and repairs experienced an
average uptick of 5.2%.
Rewarding part of livestock industry
Cont’d from Pg 7
He bought his first purebred
Gelbvieh cow in 1998, added another
the following year, and his cattle operation
grew from there.
Royal Western Gelbvieh has sent
embryos to customers in locations all
over the world including Paraguay,
Australia and the United Kingdom,
and live animals as far Mexico. Their
operation is known for their carcass
quality.
“We are probably the only seedstock
Gelbvieh program in Canada that has
carcass ultrasound data,” Hollman
said.
Royal Western Gelbvieh is also
known in the industry for their dedication
to elite cow families, and some of
the bulls they’ve sold and placed with
other programs have become leaders
in semen sales.
These relationships with other producers
are part of what Hollman loves
about owning a cattle operation.
They host a couple of tour groups
every year from countries including
Australia and the United States.
“The people in the industry are the
most rewarding part of being in the
livestock industry,” Hollman said.
The relationships with their cattle
are also important to the family.
Hollman believes the better job they do
caring for their cattle, the better their
production is.
Royal Western Gelbvieh held their
annual bull sale earlier this month and
they market up to 30 bulls every year.
The operation also partners with other
producers on a female sale annually
during the first week of December.
Heading into the spring season,
Hollman says on the frozen genetic
side they are a good source for semen
and embryos and offer lots of options
for sires.
BREEDERS’
Many challenges faced
Cont’d from Pg 8
Seed prices were up on average
5.6% and feed prices increased 1.1%,
with the most notable increase seen
in the price of swine supplement at
17.9% while feed oats experienced the
largest decrease at 31.3%.
In terms of crop chemicals and livestock
drugs, the highest rise was
observed for vitamin ADE (up 25.9 %)
and the most significant decrease was
for Roundup (down 19.6 %).
Building supplies saw an average
decrease of 1.9%, with the largest
decline noted for lumber, followed by
sheathing prices.
“The farm input market has faced
many challenges in recent years,
from logistical hurdles and labour
market disruptions to interruptions
in the production of base inputs for
manufacturing, congested delivery
channels, rising wages, global supply
concerns and escalating transportation
costs,” explains Nikzad.
“This unprecedented confluence of
challenges had tangible impacts on
the escalation of farm input prices.”
For instance, fertilizer and fuel
prices saw a sharp surge in October
2021, which was then intensified by
the Ukraine-Russia conflict in
February 2022. Russia is the major
exporter of both fuel and fertilizer.
The conflict escalation increased the
level of uncertainty around supply
and demand conditions and led to a
spike in prices.
Inflation pressure in the economy
is another factor that can push up
farm input prices.
The Centre for Commercial
Agriculture notes a strong correlation
between changes to the inflation
rate and prices for labour and
machinery and other farm inputs.
Inflation can result from increased
demand that surpasses an economy’s
capacity to produce, or from geopolitical
risks, rising production costs,
labour shortages, wage increases and
supply chain challenges.
Global fertilizer, chemical and
other manufacturers have adapted to
disruptions and increased the level of
resilience across their respective
supply chains.
Efforts were helped by lower costs
for raw materials (in the case of
chemicals) and lower natural gas
prices.
Natural gas is a key input for
nitrogen-based fertilizers, which has
in turn contributed to the notable
decline in fertilizer prices.
“There is a diversity of perspectives
on where farm input prices could go
in 2024,” says Nikzad.
“Some foresee the potential for further
increase due to continued global
uncertainty, the energy transition,
ongoing supply constraints and
improved Chinese demand.
“Others take a more optimistic
view and expect farm input prices to
moderate. Much will depend on
energy prices and global demand for
farm inputs.”
Land-use planning in
Alberta and why farmers
by Shannon Sereda,
Government Relations, Policy &
Markets, Director | Alberta Grains
The development of land use frameworks
(LUFs) in Alberta can be
traced back to the early 2000’s when
the Government of Alberta recognized
the need for a more coordinated
and sustainable approach to land use
planning.
At the time, there was, and continues
to be, increasing pressure on
the province’s land and resources due
to population growth, economic
development, and environmental
concerns.
Brief history
In 2002, the Alberta government
initiated the Land-Use Framework
(LUF) process, which aimed to create
a comprehensive and integrated
approach to land use planning and
management.
The LUF process involved extensive
consultation with stakeholders,
indigenous communities and the
public to gather input and perspectives
on land use issues and
priorities.
Following the release of the
Alberta Land-Use Framework in
2008, the government proceeded to
Renewable energy projects an exception in MGA
Cont’d from Pg 11
To date, only two of the
regions, the South
Saskatchewan Regional
Plan (SSRP) and the Lower
Athabasca Regional Plan
(LARP), have successfully
completed their regional
plans.
Intention of the LUF
The Alberta Land-use
Framework (LUF) intends
to address the complex and
interconnected challenges
related to land use planning
and management, sustainable
development, the
conservation of natural
resources, the protection of
ecosystems and to ensure
the well-being of
communities.
Some of the specific problems
it aims to solve include:
Fragmentation of continuous
agricultural land.
A more integrated
approach to land use planning
that considers
cumulative effects, not only
focused on economy.
Environmental degradation
and habitat loss.
Conflicts between land
use, agriculture, energy
development, forestry, and
recreation.
Indigenous and other
community members rights
and interests and the importance
of engagement with all
groups when making land
planning decisions.
Ensure the integrity of
irrigation and other infrastructure
investments.
Land Stewardship Act
The Alberta Land
Stewardship Act
(ALSA) established the legal
basis and guidance for the
development of regional
planning and management
under the Land-Use
Framework and dictates the
province’s guiding principles
and goals for land-use
planning.
ALSA acknowledges the
purpose of land planning in
maintaining agricultural
land to support farming
while also preserving the
right of property owners to
make decisions related to
their operations.
To this end, in 2011 the
Government of Alberta
amended ALSA to contain
clear language related to the
need to respect both property
rights and other rights
of landowners.
Regional planning /
renewables
In Alberta, the provincial
government defers land use
decisions on private land to
municipalities through their
legislative authority.
This is done through
the Municipal Government
Act (MGA) which directs
activities, developments and
uses on private land. This
authority is enacted under
municipal statutory plans
and bylaws and is required
to follow the LUF regional
plans.
The MGA provides the
basis for the provincial government
to supersede any
municipal planning that
goes against regional plans.
The exception to this is
renewable energy projects,
which are explicitly exempt
from the authority of the
municipalities under the
MGA through section 619(1),
which excludes licenses,
permits or approval by the
Alberta Utilities
Commission (AUC) from the
requirement to align decisions
with municipal
statutory plans.
The South Saskatchewan
Regional Plan (SSRP) outlines
numerous strategies to
support key environmental,
economic and social outcomes
for the region.
Additionally, it addresses
the importance of maintaining
the agricultural
land base by minimizing
fractionation and conversa-
tion of agricultural lands.
The SSRP also seeks to ensure policies
are in place to promote new
investments in renewable energy,
however there is not specific direction
provided on how to achieve both
outcomes.
Municipalities may express their
concerns but have no authority to prohibit
any activities as the AUC is the
decision maker. As a result, there is no
municipal planning or policy which
provides direction on land use activities
which AUC must consider when
making decisions on private land.
Many believe that since municipalities
have been given legal authority
and responsibility by the province to
direct this framework, they should not
be exempt from having some oversight
related to renewable energy projects.
Solar projects particularly are projected
to have a fast rate of growth
using large areas of prime agricultural
land and potentially land with
irrigation infrastructure.
Why you should get involved
Farmers as landowners should consider
getting involved with the
regional planning process.
Providing input to land use framework
regional plans in Alberta is
essential because it ensures that the
plans are informed by local perspective,
address specific regional needs,
enhance legitimacy and identify
potential issues and solutions.
This would also foster collaboration
and partnership among stakeholders
and communities.
There are several regional planning
processes underway.
Alberta Grains will continue to
monitor the status of ongoing or
upcoming reviews in: Lower
Athabasca, South Saskatchewan and
North Saskatchewan. Through our
Agri-Environmental
Partnership of Alberta
(AEPA) we are also preparing
to respond to ongoing
and new planning
processes.
Liberals outworn shelf life
Cont’d from Pg 4
• In the U.S., they elect every position
from judge to dog catcher to state
and national senators and house reps.
How can you have an impartial judge
who is elected? Might happen, but it’s
questionable.
• It’s time to change the governing
party in Canada. The Liberals have
outworn their shelf life by a long way.
Justin Trudeau isn’t half the man his
father was and many of us who
remember the senior Trudeau weren’t
too happy with him.
• I am told there are two to three
times the number of staff in the Prime
Minister’s Office (PMO) as there are
Members Parliament (MPs). That
makes no sense at all. lt leaves all the
power in the PMO and very little in
the parliament.
• So far, Manitoba Premier Wab
Kinew is doing a good job and I told
him so when he visited Neepawa a
couple of weeks ago. I had a good visit
with him that day. My experience with
Wab Kinew hasn’t been extensive, but
every time I have met him, it has been
good. Kinew has been very polite and
appears to care about the person he is
talking with.
• Considering how little pay party
leaders get and how much crap they
have to put up with, it’s a wonder anybody
runs for the office.
• On a different political level, I just
read that Canada Post is on track to
run up huge losses again this year I
just got an email from a man named
Alex at Canada Post asking me to use
Canada Post to reach customers. Here
is what I told him, “I am a local newspaper
publisher and I just want to say
that Canada Post deserves to lose a
half $billion a year if they treat all
their customers the way they treat
newspapers. I have taken almost all
my business away from Canada Post
and I should have done it sooner.”
• Canada Post has fantastic local
staff. The Postmasters do a great job in
my experience. The problem is everything
is centralized and Canada Post
can’t get parcels or letters from one
town to the next in a timely fashion.
• That’s about enough complaining
for this week. I hope you all have a
good week. There’s only so much an
individual can do and may God bless
you and yours as you do your part to
make the world a better place.
AGRICULTURAL REAL ESTATE
KNEEHILL COUNTY
County re-zones property intended
for cryptocurrency mine
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Kneehill County council re-zoned
agriculture land to light industrial to
accommodate an applicant who
intends to build a cryptocurrency
mine. The public hearing and votes
were held at the Feb. 13 regular
meeting of council.
During a public hearing Planning &
Development Officer Deanna Keiver
presented the application from Athill
Tech Solutions, which was represented
by its agent SABR Energy Consulting
to re-zone property on a piece of land
owned by a third party.
“Britestone Hutterian Brethren
Church are the current landowners of
SE 24-28-24 W4 and NE 13-28-24 W4,”
stated the staff memo. “They have
granted SABR Energy Consulting Inc.
the authority (agent) to apply on behalf
of Athill Tech Solution Ltd. to construct
and operate a 9.97-megawatt
natural gas-fired power plant for bitcoin
mining/data center operation.
“Cryptocurrency mining requires
the use of sophisticated computers
with significant power needs. While
some digital currency processing
facilities are directly connected to the
electrical grid to fulfill their energy
needs, others are not connected and
instead use other means.
This site will be natural gas fed from
the adjacent Ember Resources site to
operate the 9.97megawatt facility.
“The facility lease site will be 2.23
acres directly west of the Ember
Resources lease in the southeast
corner of the SE 24-28-24 W4. Access to
the site will be from the northeast
corner of NE 13-28-24 W4 which is
south and not part of Ember’s lease
site.
“Major components of the power
plant include six 1.475 megawatt generators,
one 1.12-megawatt generator,
seven power distribution racks, 20
data centre containers and natural gas
piping.”
It was noted the Alberta Utilities
Commission (AUC) already gave
Athill a checklist of requirements to
meet, which apparently the company
satisfied.
Keiver noted during her presentation
the land in question was zoned
agriculture and to accommodate a
cryptocurrency facility it must be rezoned
to light industrial (LI) under
which such a facility is a discretionary
use.
She further noted the re-zoning
already received first reading with the
proposal being publicly advertised.
She stated few
written submissions
were
received, two
from AHS and
Alberta
Transportation,
and none were in
opposition to the
re-zoning.
Coun. Wade
Christie, looking
at maps of the
proposal, asked if
the development
would be better
situated further
south.
Keiver
responded that’s
something for the
applicant and the
landowner to decide.
Coun. Debbie Penner asked if in the
future some of this land is sold, how
would access be handled? Keiver
responded an access agreement is
already on file.
Coun. Laura Lee Machell-
Cunningham asked if Kneehill
County requires a clean-up plan if the
mine closes down in the future. Keiver
responded the public hearing was
solely for the re-zoning with clean-up
plans a topic of discussion during the
development permit application.
This issue came up several times in
fact, with Reeve Ken King reminding
councillors the topic at hand was only
re-zoning of the property.
Representatives of both Athill and
SABR were online at the public
hearing. Coun. Carrie Fobes asked
what the emissions would be from the
seven generators described.
SABR spokesperson Samantha
Brown stated she didn’t have that
information handy but could forward
an emissions report to councillors.
The reeve asked if any members of
the public wished to speak, to which
Brian Loschuk, who described himself
as a neighbour to the site in question,
arose. Loschuk stated he had several
questions and concerns, including he
couldn’t find much information about
Athill and would like to know more
about them, the cryptocurrency
industry appears to be largely unregulated,
no reports such as noise and
emissions had been given to neighbours
and curiosity about how
councillors felt about risk assessment.
At this point the reeve once again
noted the public hearing was solely for
the re-zoning and questions about the
development itself would be handled in
the future during the development
permit process.
Brown responded as well by saying
SABR sent out information packages
to neighbours within a 1.5 km radius
in September 2023 and received no
feedback but would be happy to meet
with Loschuk to discuss concerns.
Coun. Faye McGhee stated she
wanted to clarify if the land is rezoned
whether the development permit
is automatically approved. Keiver
answered no, the development permit
application for the mine itself is a separate
process.
Coun. Machell-Cunningham
pointed out that once the land is zoned
LI industrial developments could
appear without going to the Municipal
Planning Commission (MPC) first.
Keiver responded that even if a use
is “permitted,” meaning it’s not mandatory
that it go before the MPC, staff
4-H Canada announced the
recipients of the three annual
prestigious national awards -
Distinguished Alumni,
Returning to Coronation after
nursing school, marrying and
raising three children on the
East Central 4-H Region,
serving as an elected representative
to the Alberta 4-H
County of Stettler, apparently
the village’s share of
repairs done to the TwpRd
355 bridge last summer.
Mayne stated she looked
back through village resolutions
and couldn’t find any
financial commitment from
the Village of Big Valley for
repairing that bridge.
However, she did find a resolution
dating to 2020 from the
village council supporting
the County of Stettler’s
efforts to find grant money
for that project.
That resolution pointed
out the importance of the
TwpRd 355 bridge to Big
Valley’s economy.
However, the
CAO, who read
that letter of support
at the
current council
meeting, noted no
mention was
made of any
financial contribution
from the
village.
BIG VALLEY COUNCIL
Mayne stated she tried to
get ahold of the County of
Stettler about this issue, specifically
asking that any
correspondence confirming
the Village of Big Valley’s
financial commitment be
forwarded as soon as possible,
but hasn’t heard back
yet. The county invoice noted
that interest penalties would
be applied to unpaid
balances.
The CAO suggested this
issue be tabled until after the
upcoming by-election.
The OA stated he wasn’t
sure there was enough information
available for him to
make a decision on this
issue. Sobolewski stated that
he would need to see the
grant application the County
of Stettler filed for this
project and whether or not it
stated the project relied upon
a financial contribution from
the Village of Big Valley.
Sobolewski further noted
he couldn’t make a decision
about this invoice until he
saw the chain of correspondence
or decisions that
showed Big Valley council
committed money to this
project.
He then stated that
according to the Municipal
Government Act (MGA) if no
resolution of council was
made to commit taxpayer
money to the bridge project
then the village would not
3” wide version
pay the invoice.
As the issue was discussed Mayne
noted she did find an email dating
from 2023 from the County of Stettler
requesting a meeting to discuss costsharing
of the bridge project, but the
CAO stated she could find no further
correspondence, including whether
that meeting ever occurred.
Sobolewski noted he felt it best to
table this issue to a future council
meeting which would give the Village
of Big Valley and County of Stettler
time to talk about the invoice, adding
that this would be a good issue for the
elected council to decide.
On the war memorial trail
by Daria and Pieter Valkenburg
Even when Pieter needs a break
from extensive research, he still likes
to test his detective skills.
Last year he decided to help the
Canadian War Cemetery in
Groesbeek, The Netherlands find
photos of a few soldiers for which
research had already been done, but
no photo.
A relatively simple project, you
might think – but although he has now
nudged past 319 successful photo
searches, we’ve learned that it isn’t.
One of the soldiers whose photo
search he undertook was that
of Thomas ‘Tom’ Alfred BROWN of
Altario, Alta.
Born October 20, 1924, Thomas was
the son of George Stuart and Alice
Brown. (You can read Tom’s story
While serving with the Royal
Winnipeg Rifles, Tom lost his life on
Feb. 17, 1945 during the Battle of
Moyland Wood in Germany. He was 20
years old. (See https://legionmagazine.
Norman Victor
Holgate BUCHANAN, whose photo
search story was told last year, had
lost his life one day earlier in the same
battle, while also serving with the
Royal Winnipeg Rifles. (See https://
When no family could be readily
found, Pieter submitted a Letter To
The Editor in a newspaper covering
the Altario area – the East Central
Alberta (ECA) Review – and his letter
was published on April 27, 2023.
The very same day that the newspaper
was published, we received an
email from Eleanor Kreiser, with an
attached document, explaining that
“…. I saw your request in the paper.
This is the Brown info in the Pioneer
Heritage history book. Book 2, 1981.
My husband used to live in Altario. My
husband’s mother and six siblings
were also born in Altario….”
The book excerpt included a photo of
Tom and his sister Mary, along with a
short writeup contributed by Mrs L. H.
Walker. “….Thomas Alfred Brown
was born in Altario on Nov. 20, 1924.
He took all of his schooling in Altario.
After leaving school he worked for
Bob Kewley and for Bert Caldwell.
Tom was a great
lover of horses.
One of the things
I remember about
him the most was
his coming home
at night on his
horse, singing
one of Wilf
Carter’s songs….”
The excerpt
ended with a bit
of family history.
“….Tom’s father
died when Tom
The successful search for a photo of WW II soldier
Thomas Alfred Brown left us with a mystery
was still very young, and his stepfather,
Lester Walker, passed away in
August of 1975. Thomas has one sister,
Mrs. Alice Mary Robbins (nee Brown)
of Flatbush, and a half-sister, Mrs.
Marion Stewart (nee Walker) of
Ohaton….”
…. Tom’s family provided photos
and information….
Pieter was next in contact with June
Beier, whose mother was Tom’s sister
Mary, and with Ken Stewart, whose
grandmother was Tom’s mother. Both
provided more information and
photos.
Tom’s last letter was written two
days before his death….
With the help of her daughter,
Shaylyn Beier, June shared the last
letter received from Tom, written on
Feb. 15, 1945, two days before he lost
Thomas Alfred Brown.
OBITUARIES
Strong work ethic and committed to family
Doris Schilling
Apr. 3, 1939 - Feb. 9,2024
It is with sadness beyond words that
we announce the passing of our precious
mom and grandma. Pauline
Doris Isabella Alberta Walker (Doris)
was born April 3, 1939 in Hanna, Alta.
to loving parents Harry Stanford and
Sarah Elizabeth (Bessie) Walker.
Doris was named after each of the
nurses that helped to deliver her and
was always thankful that there weren’t
more nurses on duty that day as she
felt that her name was plenty long
enough.
She was born into an already bustling
household, as she was the
seventh of 13 children –six boys and
seven girls.
Her family made their home in the
Endiang, Alta. area with her mom
teaching in the local school and her
father running the family farm.
Doris’ brothers and sisters were her
best friends (at least on their good
days) in childhood, and those relationships
would continue to flourish for
decades to come.
Her strong work ethic and commitment
to family were fostered during
these years of caring for her younger
siblings and helping out as needed in
the home and on the farm.
In 1961, Doris married Roy Edward
Schilling of the Halkirk, Alta. area and
they went on to have three exceedingly
great (as Doris would say) children
that became the center of Doris’ world:
Rocky Edward, Tani Lynn and Rhonda
Joy.
Doris and Roy settled with their
family on a farm north of Endiang.
Those days weren’t always easy, but
Doris had a way of making the best of
any situation, making a dollar stretch
beyond capacity, and making all who
came into her home feel like they
belonged.
After her children were grown and
with children of their own, Doris
moved from the farm into her home in
Endiang. Though she was initially hesitant
about the move, her new home in
Endiang began a
fresh and wonderfully
social chapter
of Doris’ life.
Her weeks were
filled with floor
curling, cards and
activities of all kinds.
Her coffee pot was
always on, snacks
were always on the
Schilling
table, and her door
was always open to
any of her siblings, nieces, nephews,
neighbours and, of course, her beloved
children, grandchildren, and greatgrandchildren.
Who knew that such a
little home could contain so much love,
so many pictures of loved ones, so
many card games and so many
knick-knacks.
Aside from her family, Doris had
several true loves in her life: country
music, chuckwagon races and flowers
of all kinds (as evidenced by her
colourful yard each spring and
summer).
Doris would always say that she
wore her heart on her sleeve. In doing
Joyce loved to garden and
growing flowers. She watered and
spent many hours caring for the fir
Springwater School. They are still a
part of the landscape.
In 1971 they sold the farm and
moved to Kelowna, B.C. where she
grew more flowers and fruit trees. She
loved watching the hummingbirds at
her feeders, and so enjoyed listening
to the prairie meadowlarks.
They moved to Red Deer in 2006 to
be closer to family, and to Points West
ECA REVIEW HANNA/CORONATION/STETTLER, AB February 22'24 19
Reburied in Canadian War Cemetery, The Netherlands
Cont’d from Pg 17
Tom wrote that he had
sent some money home in
previous letters, and after
asking about his mother’s
health, assured her that he
is “…nothing but the best
and aim to stay that way…”
He explained that he had
received a parcel from his
aunt and advised that “…all
I mostly need is writing
paper and envelopes…”
Sadly, Tom lost his life
two days later, and was temporarily
buried around
Calcar, Germany before
being reburied in the
Canadian War Cemetery in
Groesbeek, The Netherlands
a year later.
A March 8, 1945 letter to
Tom’s mother was written
by Major Latimer Hugh
DENISON, his commanding
officer. “…Corporal Brown’s
presence is missed by the
entire company. He was a
fine and gallant soldier and
you may well be proud of
him, as we are, for the man’s
part he has played in
helping to win this war….”
He went on to write “…
please rest assured that you
are not alone in your hour of
trial – gallant comrades
BREEDERS’ SECTION
once known are never
forgotten…”
Major Denison lost his
own life on March 30, 1945,
during the battle for
Emmerich, at the age of 24,
and is also buried in
Groesbeek.
Another mystery
…. A September 1947 letter
left us with an unsolved
mystery…
We thought this would be
the end of Tom’s story, but
there was another mystery,
which up to now we have
been unable to solve.
June shared another
letter, written in September
1947 by an unidentified relative
still in the Army, who
signed his letter as Tom. He
wrote that he had visited
Tom Brown’s grave in
Groesbeek. Tom’s letter was
written on the stationery of
a schoolteacher (onderwijzer)
from Groesbeek, H. P. J.
van Loon, and he explained
that Mr. Van Loon had
taken photos of graves at the
cemetery.
Ken Stewart had a photo
of a man beside Tom
Brown’s grave, and as the
man was in a suit, not in a
military uniform, it’s believed
this is Mr. Van Loon. (See photo
below left).
When we asked Ken if he
knew anything more, he said
that “….My grandmother said
Thomas stayed with a Dutch
family in Holland when he had
time off and was planning to
marry one of the daughters
when the war was over. So this
may be the father of that
family. I do not know for
sure…”
We sent the letter and photo
to friends who live in
Groesbeek, in the hope that
they might be able to find out
more, but up to now, they too
have been stymied. If you recognize
the man in the 1947
please let us know.
