The mandate of a local government to govern is enshrined in the Constitution of the country. Accordingly the Constitution compels local governments to do one thing in<br />

general and that is to provide basic services to its residents. That is the ultimate focus of the local government. What this amounts to is that all municipalities including our<br />

own should ensure that resources are assembled and made available for a contribution towards service delivery.<br />

Broken down this means our municipality at all times should be consumed with how well will we: 1. Provide clean water to people; 2. Provide roads and the maintenance thereof;<br />

3. Keep our streets clean and 4. Assist in the provision of houses<br />

Closing down of the curtain for year 2010<br />

As the year comes to the end one is forced to<br />

ponder whether it was a good year or not. This<br />

is more important for the municipality as it is an<br />

immediate service delivery vehicle to its<br />

citizens. For all good purposes one wants to<br />

know if the operations, the strategies and<br />

commitments were realized in the year. In this<br />

year, it is even more the case that as the curtain<br />

of 2010 is about to be closed we are reminded<br />

that we are coming to an end of an IDP<br />

generation that started in year 2007/ 2008<br />

financial year. The end of this year therefore<br />

offers us a golden opportunity to review<br />

broadly how that generation of an IDP<br />

performed.<br />

When we look back in the past year one cannot<br />

help but notice that much was achieved in this<br />

period than the other years preceding it. Such<br />

performance even encourages us to do better in<br />

the development of the new generation of IDP.<br />

More emphasis this time around need to be put<br />

into bringing smarter ward plans and good<br />

policies that will begin to unlock more<br />

development and thus assist in the<br />

enhancement of service delivery.<br />

For all the years in the generation of IDP that is<br />

now coming to an end, the municipality had<br />

embarked on a comprehensive exercise to<br />

consult with the local community, businesses<br />

and other stakeholders. This is in accordance<br />

with legislation that the IDP and the Budget<br />

must be credible and Community- driven.<br />

The IDP objectives which are reviewed<br />

annually should help the municipality to<br />

address the basic needs of its citizens. In our<br />

case it was in the Municipal Infrastructure and<br />

Basic Services where much advances were<br />

made in year 2009-10. The following<br />

developmental areas that were part of the good<br />

performance therefore need special reference:<br />

Municipal Infrastructure-: An increased number of<br />

citizens of <strong>Drakenstein</strong> began to enjoy an<br />

unprecedented increase in access to quality, affordable<br />

and reliable municipal services. The example would be<br />

the clean water that people of <strong>Drakenstein</strong> are enjoying.<br />

The testimony is found in the Blue Water Status that<br />

was extended to <strong>Drakenstein</strong> for four of its water<br />

systems.<br />

Economic Prosperity-: The municipality took a<br />

conscious decision to be actively involved in assisting,<br />

facilitating and supporting the budding business<br />

people. This was manifested by the establishment of<br />

business hives in Gouda and Mbekweni. Council also<br />

took a decision to finalize extending a lease to CBD<br />

project so that the development of the CBD area could<br />

be realized.<br />

Institutional Transformation and Development-: The<br />

decision to move towards a much more transformed<br />

municipality which germinated in 2007 stepped up a<br />

gear in the year under review. In this period efforts were<br />

stepped up to establish and put in function all core<br />

municipal and systems required by law.<br />

Financial Viability-: The municipality continued in the<br />

success of the previous year by receiving once again an<br />

Unqualified Report from Auditor General. Besides that<br />

there has been a rise in the way other municipalities and<br />

the Provincial Government viewed our municipality. A<br />

new sense of respect was noticed in the year. A number<br />

of neighbouring municipalities approached our<br />

municipality to share with them our good practice. The<br />

Provincial Government began a move to utilize our<br />

municipality to assist those small municipalities with<br />

both the Supply Chain Management practices and<br />

Internal Auditing related activities.<br />

2010 World Cup participation-: <strong>Drakenstein</strong> Council<br />

took a decision to go out and woo one of the<br />

participating countries that were to come to South<br />

Africa to set up their base in our area. As much as many<br />

municipalities in the Western Cape including our Metro<br />

were not successful in getting countries to set up their<br />

The end of 2010 draws near and<br />

this year has seen some big<br />

challenges. As we look at 2010<br />

in retrospect, we take pride in the<br />

achievements made both as a<br />

municipality, province and the entire<br />

nation.<br />

On behalf of the <strong>Drakenstein</strong><br />

Municipality and Council, I would like<br />

to wish all the <strong>Drakenstein</strong> residents<br />

and South Africans at large a blissful<br />

festive season characterised by<br />

peace, prosperity and harmony.<br />

As we wrap up the year 2010, let us<br />

all resolve to build on the good<br />

foundations we have laid when we<br />

enter 2011.<br />

We have proven through our<br />

achievements and our ability to tackle<br />

challenges that by working together<br />

we can indeed do more.<br />

On the flipside, the festive season is<br />

characterised by spine-chilling road<br />

accidents.<br />

I hope that the government's<br />

message calling for all road users to<br />

adhere to rules of the road will sink in<br />

and result in accident-free roads.<br />

Remember to buckle up, check your<br />

vehicles for roadworthiness and refrain from<br />

driving while under the influence of alcohol.<br />

everyone wanted to be away from coastal towns<br />

and be at altitude, <strong>Drakenstein</strong> did not give up in<br />

affording its citizen a chance to feel the World<br />

Cup. It hosted what was regarded by many<br />

citizens as one of the most successful viewing<br />

areas in the province. Furthermore our<br />

municipality harnessed and cemented friendly<br />

ties with Dutch, The Oranje Kamping who were<br />

hosted by a camping site in our area for two weeks<br />

during the period.<br />

A strategic partnership between the municipality<br />

and business was formed that was to respond to a<br />

need to have business playing a role in the<br />

direction of anticipated economic growth of<br />

<strong>Drakenstein</strong>. The highlight of this was the<br />

establishment of an umbrella body of local<br />

business in the form of <strong>Drakenstein</strong> Business<br />

Federation.<br />

Imagine a tree lined street uptown Paarl where<br />

you could dine under stars and walk up and down<br />

the street without competing with vehicles. Or<br />

how about taking the same street to meet with<br />

friends and spend summer evenings listening to<br />

symphony. This is the promise the rejuvenation of<br />

Paarl CBD is giving us. It is because of what is<br />

offered by this development that the Council of<br />

<strong>Drakenstein</strong> took a decision to support it. This<br />

year a major decision to usher us towards that<br />

reality was taken by the Council.<br />

Another major decision taken by Council this<br />

year and which will make a big impression in the<br />

lives of the people of <strong>Drakenstein</strong>, and which<br />

follows from the success seen in Mbekweni, is the<br />

establishment of a Multi-purpose centre in Paarl<br />

East. To this end the people of <strong>Drakenstein</strong> will be<br />

grateful indeed to the Council of the municipality.<br />

Anyone who reads the newspapers or watches the<br />

news knows that all local governments are under<br />

severe fiscal pressure. Our municipality is no less<br />

different. There simply is not enough revenue to<br />

support all the services as have been provided in<br />

the past at the same levels, and much less to wish<br />

to expand on those services. I am though<br />

optimistic that our people will begin to realise<br />

that each and every service that the municipality<br />

wishes to extend to them depends on the revenue<br />

streams open to the municipality. The bulk of<br />

such revenue stream is the readiness and<br />

willingness of the citizens to pay for the services.<br />

When that is attained we cannot go wrong and<br />

our organization will get stronger and more<br />

efficient in terms of service delivery.<br />

In conclusion I would like to wish for each and<br />

every citizen of this great municipality a divine<br />

Festive Season. May you all enjoy a Blessed<br />

Christmas and a Happy New Year? Be kindly<br />

reminded that the year 2011 is fully pregnant<br />

with possibilities and good things for our area.<br />

of the Yente Foundation, from the Netherlands, has recently visited <strong>Drakenstein</strong><br />

Municipality, to interact with business women within the <strong>Drakenstein</strong> jurisdictional area and<br />

also to share their business expertise with them.<br />

MASTER WEAVER. Seeing the tapestries in <strong>Drakenstein</strong> Municipality Council Chambers, brought<br />

back memories for Waltraud Hindlov of the challenges she encountered during the weaving of the<br />

panels 36 years ago. The woman responsible for the three dimensional multi medium design tapestry<br />

(mural) in the <strong>Drakenstein</strong> Municipality's Council Chambers, Waltraud Hindlov, visited the<br />

SAKEBERAAD. Die hoë styging in werkloosheid en hoë vlakke van armoede wat in baie<br />

huise in <strong>Drakenstein</strong> heers, dwing die <strong>Drakenstein</strong>-munisipaliteit om opnuut te kyk na<br />

hoe hulle sake in dié gebied doen. Die <strong>Drakenstein</strong>-munisipaliteit het onlangs ?<br />

BUSINESS SUMMIT. The high rise of unemployment and high levels of poverty found in<br />

many pockets in <strong>Drakenstein</strong> forces the <strong>Drakenstein</strong> Municipality to have a new look at<br />

how they do business in the area. <strong>Drakenstein</strong> Municipality like most municipalities in<br />

South Africa found themselves faced with the reality that they should look beyond their<br />

constitutional responsibility of providing basic services to their communities and get into<br />

a new territory of influencing the direction the growth of local economy should take. This<br />

is achieved by deliberately getting into formulating, putting in action and driving such<br />

processes that are aimed at alleviating all the social ills mentioned above. The result of the<br />

summit was the formation of <strong>Drakenstein</strong> Business Federation. This would not have<br />

come at a better time if one considers that immediately after the summit refreshing<br />

pronouncements on New Economic Growth Path were made by the National<br />

Government. This Growth Path speaks about how several sectors would be called to create<br />

NURTURING YOUNG LEADERS. A group of young people recently participated in a debate<br />

competition as part of the <strong>Drakenstein</strong> Municipality's programme, Nurturing Young Leaders,<br />

which aim to develop skills of young people living within the <strong>Drakenstein</strong> jurisdictional area.<br />

DRAKENSTEIN MAYORAL CUP . The Drakesntein Mayoral Cup final was held on 20 February<br />

time there was<br />

a frantic call<br />

for everyone to<br />

save on their<br />

electricity usage<br />

and Eskom requested<br />

some of their<br />

largest customers, including municipalities, to<br />

save at least 10% on their historic usage. This in<br />

itself is a tall order given the need to grow the<br />

economy in towns, etc. Whilst there was a brief<br />

reduction in the electricity usage in the <strong>Drakenstein</strong><br />

area, the 10% saving kept eluding us.<br />

Perhaps a positive from all this is that Eskom had<br />

come up with an ambitious build program and<br />

many energy saving initiatives saw the light of<br />

day!<br />

We are approaching the days of 2007/8 again. Yes,<br />

the network is under strain and lots of work is being<br />

done to avoid load shedding. We the users of<br />

electricity can contribute by becoming energy<br />

efficient!<br />

There are many ways to become energy efficient<br />

and it ranges from inexpensive to costly ways. I<br />

will attempt to highlight some of the initiatives<br />

here.<br />

Lighting<br />

Remove those incandescent bulbs immediately<br />

and replace it with Compact Fluorescent ones.<br />

Prices of these had come down a lot and not only<br />

does these last longer but it also saves you on your<br />

electricity bill!,<br />

Commercial buildings that employ large numbers<br />

of fluorescent tubes should look at the energy<br />

efficient fluorescents,<br />

Switch lights off in areas that are not in use or<br />

where there is adequate natural lighting, etc.<br />

Heating/cooking<br />

Employ a solar heater for your hot water<br />

requirements. Eskom is currently running a rebate<br />

system with substantial savings,<br />

Turn conventional geysers to 60 degreesC,<br />

Insulate geysers as well as hot water piping,<br />

Use gas appliances as far as possible,<br />

Use oil filled heaters for space heating,<br />

Consider a pressure cooker for foods that take a<br />

long time, etc.<br />

Others<br />

Use energy efficient shower heads. These save<br />

water as well as electricity,<br />

Switch appliances off at the wall plug when not in<br />

use,<br />

Dress according to the ambient temperature to<br />

avoid using airconditioners and heaters,<br />

Only boil enough water according to your needs,<br />

Shower instead of bathing, etc.<br />

is merely a subset<br />

of things one can<br />

do to become<br />

more energy<br />
