Overview of <strong>CBP</strong><br />

in-house vetting of applicants’ backgrounds and interviewing of applicants. <strong>CBP</strong> is also exploring opportunities for<br />

other modernization projects through the ongoing work of the Trade Integrated Planning and Coordination Cell<br />

(TIPCC), which is focusing on a number of trade modernization initiatives, including Centers of Expertise and a<br />

new Account Executive position that will be piloted in FY 2011.<br />

International Trade Data System<br />

<strong>CBP</strong> has reiterated its commitment to advancing the International Trade Data System (ITDS) program, the “single<br />

window” vision that would provide all parties involved in trade and transport access to standardized information<br />

and documents with a single entry point to fulfill all import, export, and transit-related regulatory requirements.<br />

<strong>CBP</strong> is pursuing three near term measures as a tangible demonstration of this commitment.<br />

• Measure 1: <strong>CBP</strong> will add data elements required by other agencies to the major import reporting messages<br />

(manifest, entry, and entry summary);<br />

• Measure 2: <strong>CBP</strong> will develop the capability to accept the transmission of imaged forms (such as pdf files),<br />

which may currently only be submitted on paper; and;<br />

• Measure 3: <strong>CBP</strong> will complete its plans for ITDS and make decisions related to the technical interoperability<br />

with other agencies’ systems in order to allow other agencies to continue with their plans for using ITDS and<br />

investing in automated systems to work with ACE/ITDS.<br />

Implementation of the National <strong>Annual</strong> Audit Plan<br />

The FY <strong>2010</strong> National <strong>Annual</strong> Audit Plan was developed to provide the appropriate balance of audit support for<br />

trade security, facilitation, enforcement initiatives and import safety in keeping with the mission intent and goals<br />

of <strong>CBP</strong>. The plan was designed to address the <strong>CBP</strong> PTIs and included coverage of issues such as revenue protection,<br />

IPR, agriculture, import safety issues, AD/CVD, user fees and supply chain security reviews of non-CTPAT member<br />

companies. Results for FY <strong>2010</strong> include:<br />

• 379 audits completed.<br />

• Approximately $49.7 million in recommended recoveries, including user fees, identified in all audits<br />

completed.<br />

• Approximately $33.8 million in collections from current and prior audits issued, including penalties.<br />

• 267 audits in progress at the end of the fiscal year.<br />

Looking Ahead<br />

<strong>CBP</strong> continues to expand and enhance mission effectiveness by its forward-looking approach to secure America’s<br />

borders and the vitality of our economy.<br />
