PROMOTING INDUSTRY INNOVATIONS THROUGH MICROFINANCE ASSOCIATIONS<br />

(Summary of the Technical Note<br />

“How to Promote Industry Innovation”<br />

published by SEEP network<br />

and Citi Foundation)<br />

“Innovations” <strong>in</strong> the microf<strong>in</strong>ance<br />

<strong>in</strong>dustry are essential <strong>in</strong> order to<br />

keep pace with the chang<strong>in</strong>g needs<br />

of clients and service providers.<br />

Usually the <strong>Microf<strong>in</strong>ance</strong> Institutions<br />

(MFIs) are the ones who play a<br />

pioneer role <strong>in</strong> promot<strong>in</strong>g <strong>in</strong>novations.<br />

However, <strong>in</strong> addition to the<br />

MFIs, <strong>Microf<strong>in</strong>ance</strong> Networks/<br />

Associations (MFAs) also have a<br />

vital role to play which has been<br />

overlooked.<br />

When promot<strong>in</strong>g Innovations, compared<br />

with the MFIS, associations<br />

can better address the challenges<br />

such as <strong>in</strong>sufficient market <strong>in</strong>formation,<br />

the high cost of product design<br />

and test<strong>in</strong>g, <strong>in</strong>efficiencies associated<br />

with slow trial and error approaches<br />

of Individual MFIs, due to<br />

the strategic position of MFAs. In<br />

addition, due to the broader viewpo<strong>in</strong>t<br />

of the sector, the associations<br />

can f<strong>in</strong>d the best means to promote<br />

<strong>in</strong>novations and are able to support<br />

the capacity build<strong>in</strong>g needs. The<br />

MFAs are exposed to broader range<br />

of experience due to the <strong>in</strong>teractions<br />

with their peers, other regional and<br />

global networks, technical service<br />

providers and they are better positioned<br />

to support <strong>in</strong> evaluat<strong>in</strong>g<br />

results and shar<strong>in</strong>g experiences.<br />

The Innovation cycle and Role of<br />

Associations<br />

The role associations have to play <strong>in</strong><br />

each stage of the product <strong>in</strong>novation<br />

cycle varies. In some stages, the<br />

role of the MFAs is significant,<br />

while <strong>in</strong> others it is negligible. The<br />

diagram 1 illustrates the various<br />

stages of product <strong>in</strong>novation cycle,<br />

which <strong>in</strong>cludes 6 steps.<br />

Product Identification<br />

Associations have a major role to<br />

play <strong>in</strong> this stage by identify<strong>in</strong>g<br />

gaps/opportunities <strong>in</strong> the market,<br />

anticipat<strong>in</strong>g <strong>in</strong>dustry changes and<br />

shar<strong>in</strong>g lessons from the other<br />

countries. MFAs can use the <strong>in</strong>dustry<br />

assessments, communications<br />

with peers, members and other<br />

stakeholders to analyze the market,<br />

derive trends and identify gaps. In<br />

addition, the<br />

associations can<br />

support MFIs <strong>in</strong><br />

build<strong>in</strong>g awareness<br />

through<br />

conferences,<br />

workshops, conduct<strong>in</strong>gresearches<br />

and by<br />

dissem<strong>in</strong>at<strong>in</strong>g<br />

<strong>in</strong>formation.<br />

5) Evaluation<br />

Market Research<br />

MFAs can provide<br />

substantial<br />

value to members<br />

<strong>in</strong> this stage<br />

too. When an <strong>in</strong>dividual MFI conducts<br />

a market research, it is usually<br />

limited with scope and scale. However,<br />

the associations can pool resources,<br />

attract outside fund<strong>in</strong>g and<br />

can conduct broader, <strong>in</strong>-depth studies.<br />

Product Design<br />

In this stage, product ideas are<br />

transformed to more tangible services/products<br />

with specifications,<br />

us<strong>in</strong>g the systematic evaluations of<br />

alternative products and services. In<br />

many <strong>in</strong>stants, MFIs directly do the<br />

product design<strong>in</strong>g. However, the<br />

MFAs can play a useful role by<br />

shar<strong>in</strong>g <strong>in</strong>formation on various<br />

product designs, costs/benefits and<br />

can contribute by systematically<br />

record<strong>in</strong>g the experience of MFIs.<br />

Pilot Phase Experimentation<br />

At the pilot phase the <strong>in</strong>stitutions<br />

check the critical assumptions associated<br />

with the new product or<br />

services such as terms and conditions,<br />

pric<strong>in</strong>g, client demand, etc.<br />

Associations can contribute to this<br />

pilot phase experimentation by<br />

provid<strong>in</strong>g technical support and<br />

f<strong>in</strong>ancial <strong>in</strong>centives to for selected<br />

MFIs. Some MFAs have been able to<br />

attract donor fund<strong>in</strong>g to support<br />

MFIs to test new products, while<br />

ensur<strong>in</strong>g the lessons learned are<br />

shared with broader <strong>in</strong>dustry.<br />

Evaluation<br />

One of the most important value<br />

added activities which association<br />

can perform are <strong>in</strong> the area of<br />

evaluation. MFAs can effectively<br />

contribute to the areas such as the<br />

potential scale of new products,<br />

realization of <strong>in</strong>tended benefits to<br />

clients and the <strong>in</strong>stitution, the impact,<br />

etc. In addition, the associations<br />

can promote cont<strong>in</strong>ual improvement.<br />

Large-scale Uptake<br />

Unlike an <strong>in</strong>dividual MFI, association<br />

has implication that go beyond<br />

the <strong>in</strong>troduction of new products or<br />

services. Once a product has been<br />

tested, the MFAs support its uptake<br />

<strong>in</strong> a sector wide scale. For this k<strong>in</strong>d<br />

of large scale-up <strong>in</strong>terest of number<br />

of <strong>in</strong>stitutions is required and the<br />

role of the association <strong>in</strong> this stage<br />

would be to dissem<strong>in</strong>ate <strong>in</strong>formation<br />

for <strong>in</strong>terested members.<br />

-pension program <strong>in</strong> test<strong>in</strong>g the<br />

feasibility of f<strong>in</strong>ancial product designed<br />

to allow people work<strong>in</strong>g <strong>in</strong><br />

the <strong>in</strong>formal sector for retirement by<br />

REDCAMIF; Central American<br />

<strong>Microf<strong>in</strong>ance</strong> Network 3) Micro<strong>in</strong>surance<br />

product for micro entrepreneurs<br />

to provide f<strong>in</strong>ancial support<br />

<strong>in</strong> the case of death or permanent<br />
