This idyll of two friends Gorani and Houwen, the School of Journalism Gimlekollen, the Foreign Ministry of Norway and the Government of Kosovo were crowned with a Memorandum of Understanding that was signed between UNMIK (on behalf of the Ministry of Education of Kosovo) and KIJAC (see document in annex). However, Mr Gorani was persistent in his wish to obtain a title. Thus, in an agreement that KIJAC reached with Cardiff University in Britain, one of the conditions of this cooperation was – the Ph.D. title for Dukagjin Gorani. Representatives of Cardiff University, Professor Justin Lewis and Dr. Howard Barrell, addressed a letter to the lead researcher of the KIJAC Dossier, Mehdi Mulaj, in which they confirmed that an agreement between Cardiff University and KIJAC has been reached to offer two titles, a Ph.D. (Doctor of Science) and a M.A., and that all expenses will be covered by KIJAC (see document in annex). That Dukagjin Gorani was promised to gain a Ph.D. title in order to provide to the KIJAC a governmental support or at least to assure 'an undisturbed work of this faculty', is confirmed as well in Kaare Melhus’ leter on his answers to the questions that Rrokum researchers addressed him (see document in annex.). Finally, that Dukagjin Gorani’s Ph.D. title was ‘paid’ by KIJAC is also confirmed by Mr. Gorani himself in his reaction to the address of the portal of Rrokum.TV, « My relationship with the Institute KIJAC is related to my doctoral studies, sponsored by KIJAC Institute » 3 . Who launched the project officially? In response to the questions of our researchers about - "Who launched the project?", Mr. Kaare Melhus did not mention neither Williem Houwen nor Dukagjin Gorani. For him, the invitation for launching the project was sent by the OSCE mission in Kosovo. “Gimlekollen School of Journalism and Communication (GSJC) was invited by the OSCE to start KIJAC. The initial idea was to first establish it as part of the University of Pristina, but the Minister of Education Science and Technolgy, Rexhep Osmani advised us to start as an independent institution since the conditions at the UP were not suitable for the time being”, states Mr. Melhus. Mr. Melhus offered us a copy of the original document of GSJC (Gimlekollen School of Journalism and Communication) and UNMIK, who signed a Memorandum of Understanding on behalf of the Ministry of Education as an institution that was at the time considered "provisional" (see document). In this Memorandum of Understanding, Article VI among others states: - To provide the neccessary housing and accomodation facilities to establish KIJAC; - To start the procedure to fully license KIJAC upon the signing of this MoU, as well as to accredit MA degree in journalism and communication, according to the provision of the Law on Higher Education As Mr. Kaare Melhus states in his response, the Memorandum of Understanding included also provisions concerning the licensing of KIJAC, the recognition of the degree accreditation, and the finding of accommodation for the faculty. None of the provisions in this agreement are met by the Ministry of Education. However, as Mr. Melhus also says, the launching of the project started upon the suggestions of the then Minister of Education, Rexhep Osmani, who called them to start as an independent institution outside the University of Pristina. Therefore KIJAC followed this suggestion and has been launched as such. Did KIJAC ever apply to the Ministry of Education of Kosovo to be accredited as a Journalism Faculty? Osman Shahini, Director of the Departament of Private Education at the Ministry of Education, said that KIJAC never applied for accreditation as a Faculty of Journalism. « I contacted the director of the faculty, Willem Houwen, and I called them to enter the accreditation process, but it was always the same answer, ‘let me call you when I am ready for accreditation', said Osman Shahini answering the questions of researcher Mehdi Mulaj. Mr. Melhus explains how KIJAC « aborted the application procedure in 2008 because we did not meet the requirement of financial and institutional sustainability at the time ». However, there are issues to be clarified to the Ministry of Foreign Affairs of Norway as a donator, to the families of the students and to the students themselves: - How did it become possible to start this project after all ? - How could it function for five years without complying with any provisions of the
