NEWLY ELECTED OFFICIALS (NEO) PROGRAM IMPLEMENTATION

to prepare the newly-elected local offi cials when they
assume their duti es and responsibiliti es as leaders in their
respecti ve communiti es for local development. As such,
newcomers in the arena of local governance shall be able
to manage the development directi on of their localiti es.
The NEO program will help local governments come
up with a term-based development road map consistent
with the current development agenda of the nati onal
government.
The program will also serve as a venue for the
newly-elected local offi cials to understand their LGU’s
state of local development through the presentati on of
the State of Local Governance Report (SLGR) under the
program on Local Governance Performance Management
System (LGPMS) of the DILG. As such, they shall be
required to prepare their respecti ve Executi ve-Legislati ve
Agenda (ELA) for development.
What are the components of the NEO Program?
Initi ally off ered in 2007, the NEO program has four
major components, namely:

Component 2: Laying the Foundati on
Track 1 A: My First 100 Days
Track 1 B: Knowing my LGU
Component 2: Alliance Building
Component 2: Sharpening the Saw
Who are involved in the NEO program implementati on?
The program is being implemented by the DILG
through its training arm, the Local Government Academy
(LGA), carried out by the DILG bureaus and Regional
Offi ces in partnership with the Philippines Development
Forum (PDF), the Leagues of Local Governments, the Local
Resource Insti tutes and other Stakeholders.

Prior to the May 10 nati onal and local
electi ons, all LGUs in region 7 created
their respecti ve Local Governance
Transiti on Teams in response to the DILG’s
call on all local chief executi ves (LCEs) to
ensure the orderly and smooth turnover to
the incoming local offi cials.
The major task of the Transiti on Team
is to organize a turn-over ceremony to the
incoming set of offi cials. As of June 30,
2010, 60 LGUs whose local offi cials are
newcomers were able to hold turnover
and oathtaking ceremonies. The re-elected
local offi cials of the 76 LGUs also took their
oath of offi ce before June 30.

Circular, the Transiti on Team is composed
of the LCE, as chair, with all the LGU

members. Through said team, all provincial
governors and city and municipal mayors
should conduct an inventory of all local
government real or immovable properti es
such as land, buildings, infrastructure
faciliti es and improvement and machineries,
as well as movable properti es i.e. vehicles,
offi ce equipment, furniture, fi xtures and
supply stocks.
The team should also gather all
documents or records, i.e. contracts
and loan agreements; outstanding loan
obligati ons and accounts payable; inventory
of personnel by nature of appointment;
organizati onal structure; and Executi ve
Orders.
Also, important reports and documents
to be turned over would include the latest
COA and Financial Performance Reports;
2009 State of Local Governance Performance
and State of Local Development; CY 2010
Annual and Supplemental Budget, and
Annual Investment Plan; Comprehensive
Development Plan; Local Development
Investment Plan; Comprehensive Land Use
or Physical Framework Plan; Capability
Development Agenda; and, Executi ve-
