to prepare the newly-elected local offi cials when they<br />
assume their duti es and responsibiliti es as leaders in their<br />
respecti ve communiti es for local development. As such,<br />
newcomers in the arena of local governance shall be able<br />
to manage the development directi on of their localiti es.<br />
The <strong>NEO</strong> program will help local governments come<br />
up with a term-based development road map consistent<br />
with the current development agenda of the nati onal<br />
government.<br />
The program will also serve as a venue for the<br />
newly-elected local offi cials to understand their LGU’s<br />
state of local development through the presentati on of<br />
the State of Local Governance Report (SLGR) under the<br />
program on Local Governance Performance Management<br />
System (LGPMS) of the DILG. As such, they shall be<br />
required to prepare their respecti ve Executi ve-Legislati ve<br />
Agenda (ELA) for development.<br />
What are the components of the <strong>NEO</strong> Program?<br />
Initi ally off ered in 2007, the <strong>NEO</strong> program has four<br />
major components, namely:<br />
Component 1: Ensuring Smooth Transiti on<br />
Component 2: Laying the Foundati on<br />
Track 1 A: My First 100 Days<br />
Track 1 B: Knowing my LGU<br />
Component 2: Alliance Building<br />
Component 2: Sharpening the Saw<br />
Who are involved in the <strong>NEO</strong> program implementati on?<br />
The program is being implemented by the DILG<br />
through its training arm, the Local Government Academy<br />
(LGA), carried out by the DILG bureaus and Regional<br />
Offi ces in partnership with the Philippines Development<br />
Forum (PDF), the Leagues of Local Governments, the Local<br />
Resource Insti tutes and other Stakeholders.<br />

Prior to the May 10 nati onal and local<br />
electi ons, all LGUs in region 7 created<br />
their respecti ve Local Governance<br />
Transiti on Teams in response to the DILG’s<br />
call on all local chief executi ves (LCEs) to<br />
ensure the orderly and smooth turnover to<br />
the incoming local offi cials.<br />
The major task of the Transiti on Team<br />
is to organize a turn-over ceremony to the<br />
incoming set of offi cials. As of June 30,<br />
2010, 60 LGUs whose local offi cials are<br />
newcomers were able to hold turnover<br />
and oathtaking ceremonies. The re-elected<br />
local offi cials of the 76 LGUs also took their<br />
oath of offi ce before June 30.<br />
Pursuant to the DILG Memorandum<br />
Circular, the Transiti on Team is composed<br />
of the LCE, as chair, with all the LGU<br />
Department Heads and representati ves<br />
from DILG, Commission on Audit and a non-<br />

LGUs ensure smooth turnover to<br />
incoming local officials, elected<br />
LCEs take oath of office<br />
Hon. Mayor Michael L. Rama, Cebu City<br />
government or people’s organizati on, as<br />
members. Through said team, all provincial<br />
governors and city and municipal mayors<br />
should conduct an inventory of all local<br />
government real or immovable properti es<br />
such as land, buildings, infrastructure<br />
faciliti es and improvement and machineries,<br />
as well as movable properti es i.e. vehicles,<br />
offi ce equipment, furniture, fi xtures and<br />
supply stocks.<br />
The team should also gather all<br />
documents or records, i.e. contracts<br />
and loan agreements; outstanding loan<br />
obligati ons and accounts payable; inventory<br />
of personnel by nature of appointment;<br />
organizati onal structure; and Executi ve<br />
Orders.<br />
Also, important reports and documents<br />
to be turned over would include the latest<br />
COA and Financial Performance Reports;<br />
2009 State of Local Governance Performance<br />
and State of Local Development; CY 2010<br />
Annual and Supplemental Budget, and<br />
Annual Investment Plan; Comprehensive<br />
Development Plan; Local Development<br />
Investment Plan; Comprehensive Land Use<br />
or Physical Framework Plan; Capability<br />
Development Agenda; and, Executi ve-<br />
Legislati ve Agenda. wjbc.
