RD Noval receives 2<br />

outstanding awards<br />

DILG-7 has added another laurel<br />

of honor into its name when its<br />

very own regional director, Dr.<br />

Pedro A. Noval, Jr., was awarded jointly<br />

by the Josenian Engineering Alumni,<br />

Incorporated and the University of<br />

San Jose-Recoletos (USJR) as Most<br />

Outstanding Engineering Alumnus for<br />

CY 2010.<br />

RD Noval was chosen as such in<br />

recogniti on of his professional/career<br />

achievement, service to community,<br />

moral integrity and commitment to<br />

highest professional standards. He<br />

received a Plaque of Recogniti on on<br />

February 28, 2010 during the annual<br />

alumni homecoming of the Josenian<br />

Engineering Alumni at the University<br />

of San Jose-Recoletos, Cebu City,<br />

Philippines.<br />

On May 25, 2010, RD Noval<br />

received another award as one of the<br />

Outstanding Professionals for 2010<br />

by the Government of Liloan, Cebu<br />

being the only “Liloanon” who rose<br />

from the ranks. RD Noval’s sti nt in<br />

the government service started as a<br />

Barangay Development Worker of then<br />

Department of Local Government and<br />

Community Development (DLG-CD),<br />

became an Assistant Provincial Director<br />

(Siquijor Province), Assistant City<br />

Director (Mandaue City), Division Chief,<br />

Assistant Regional Director for 9 years,<br />

and now, Regional Director of DILG7.<br />

He also had served the Municipality of<br />

Liloan, 1987-1988, as acti ng mayor.<br />

By profession, RD Noval is a<br />

licensed Mechanical Engineer and<br />

an Electrical Engineer with a Masters<br />

Degree in Management Engineering<br />

and a Doctorate Degree in Management<br />

major in Human Resource Management<br />

at aforesaid school. He also has<br />

government eligibiliti es, such as, the<br />

Career Service Executi ve (CSE) and the<br />

Career Executi ve Service Offi cer (CESO)<br />

having a rank of CESO III. He is slated for<br />

promoti on in rank from CESO III to CESO<br />

II in view of the endorsement of then<br />

DILG Secretary Ronaldo V. Puno to the<br />

Offi ce of the President thru the Career<br />

Executi ve Service Board (CESB), for his<br />

vast experience in government service<br />

and for having implemented numerous<br />

human resource development<br />

initi ati ves that improved and enhanced<br />

the DILG7 operati ons.<br />

Currently, he is the President of<br />

the Associati on of Regional Executi ves<br />

of Nati onal Agencies (ARENA-7) in<br />

Region 7 and Vice President for the<br />

Visayas of the Nati onal Union of Career<br />

Executi ve Service Offi cers (NUCESO).<br />

REGIONAL MULTI-SECTOR BPLS TEAM FOR<br />

REGION 7 CONVENED<br />

Maiden meeti ng of the Regional Multi -Sector<br />

BPLS Team of Region VII<br />

In order to jumpstart the Nati onwide<br />

Streamlining of Business Permits<br />

and Licensing Systems (BPLS) in the<br />

Philippines, DILG7 convened the members<br />

of the Regional Multi -Sector BPLS Team for<br />

Region 7 following its meeti ng on June 4,<br />

2010, 9:30 am at the DILG7 regional offi ce,<br />

Sudlon, Lahug, Cebu City.<br />

The Team was properly apprised of<br />

its functi ons, the rati onale and focus of<br />

the project as well as the upcoming BPLS<br />

acti viti es. It also reviewed the list of focused<br />

LGUs for the BPLS Reforms in the next 5<br />

years.<br />

The Regional Multi -Sector BPLS<br />

Team of Region VII is composed of the<br />

representati ves from the Government,<br />

Academe and Business Chamber to be coheaded<br />

by DILG7 RD Pedro A. Noval, Jr. and<br />

DTI7 RD Asteria C. Caberte.<br />

The Team also agreed to invite the<br />

President of the Regional Chamber of<br />

Commerce and Industry to be part of the<br />

BPLS Team and proposed that Toledo City and<br />

Municipaliti es of Catmon and Tabogon, all of<br />

Cebu Province, would be included among the<br />

priority LGUs for 2010 as these LGUs have<br />

undergone orientati on seminar conducted<br />

by DILG Central Offi ce last December 2009<br />

and in order to conti nue with the monitoring<br />

of the systems’ development.<br />

There would be upcoming acti viti es<br />

to capacitate the members on how to<br />

eff ecti vely promote BPLS reforms at the local<br />

DILG-Mandaue City plays host to Lakbay<br />

Aral Groups<br />

DILG-Mandaue City<br />

accommodated a<br />

total of six (6) groups<br />

that visited Mandaue City<br />

in line with the Lakbay-Aral<br />

Program. These groups<br />

involved the local offi cials,<br />

department heads, members<br />

of SK, Liga ng mga Barangay<br />

and NGOs/POs.<br />

The Lakbay-Aral<br />

Coordinati ng with the Department<br />

of Educati on (DepEd), DILG-Negros<br />

Oriental took part in the conduct of<br />

a re-orientati on conferences on the Free<br />

Noon Meal Daily Feeding Program with the<br />

diff erent Technical Working Groups (TWGs)<br />

and local offi cials in the diff erent Local<br />

Government Units (LGUs) in the province.<br />

The Feeding Program is an immediate<br />

interventi on to address hunger among<br />

school children enrolled in public elementary<br />

schools, DepEd supervised preschools and<br />

SPED classes as well as increase children’s<br />

enrollment and parti cipati on in elementary<br />

educati on.<br />

the excellent innovati ons and<br />

best practi ces of Mandaue<br />

City in tandem with the DILG<br />

offi ce. Video presentati ons<br />

were made by the Offi ce<br />

of the City Mayor on the<br />

programs, projects and<br />

thrusts of the City.<br />

DILG-NEGROS ORIENTAL CONDUCTS REORIENTATION<br />

CONFERENCES ON FREE NOON MEAL FEEDING <strong>PROGRAM</strong><br />

The Free Noon Meal Program, an<br />

initi ati ve of then Congressman Herminio G.<br />

Teves of the Third District this province, was<br />

also adopted and implemented by the two<br />

districts as one of the programs in line with<br />

the Millenium Development Goals (MDG).<br />

Present during these noon meal<br />

conferences were the principals of the<br />

diff erent elementary schools, PTA Offi cers,<br />

local and barangay offi cials as well as<br />

members of the technical working groups.<br />
