RD Noval receives 2
outstanding awards
DILG-7 has added another laurel
of honor into its name when its
very own regional director, Dr.
Pedro A. Noval, Jr., was awarded jointly
by the Josenian Engineering Alumni,
Incorporated and the University of
San Jose-Recoletos (USJR) as Most
Outstanding Engineering Alumnus for
CY 2010.
RD Noval was chosen as such in
recogniti on of his professional/career
achievement, service to community,
moral integrity and commitment to
highest professional standards. He
received a Plaque of Recogniti on on
February 28, 2010 during the annual
alumni homecoming of the Josenian
Engineering Alumni at the University
of San Jose-Recoletos, Cebu City,
Philippines.
On May 25, 2010, RD Noval
received another award as one of the
Outstanding Professionals for 2010
by the Government of Liloan, Cebu
being the only “Liloanon” who rose
from the ranks. RD Noval’s sti nt in
the government service started as a
Barangay Development Worker of then
Department of Local Government and
Community Development (DLG-CD),
became an Assistant Provincial Director
(Siquijor Province), Assistant City
Director (Mandaue City), Division Chief,
Assistant Regional Director for 9 years,
and now, Regional Director of DILG7.
He also had served the Municipality of
Liloan, 1987-1988, as acti ng mayor.
By profession, RD Noval is a
licensed Mechanical Engineer and
an Electrical Engineer with a Masters
Degree in Management Engineering
and a Doctorate Degree in Management
major in Human Resource Management
at aforesaid school. He also has
government eligibiliti es, such as, the
Career Service Executi ve (CSE) and the
Career Executi ve Service Offi cer (CESO)
having a rank of CESO III. He is slated for
promoti on in rank from CESO III to CESO
II in view of the endorsement of then
DILG Secretary Ronaldo V. Puno to the
Offi ce of the President thru the Career
Executi ve Service Board (CESB), for his
vast experience in government service
and for having implemented numerous
human resource development
initi ati ves that improved and enhanced
the DILG7 operati ons.
Currently, he is the President of
the Associati on of Regional Executi ves
of Nati onal Agencies (ARENA-7) in
Region 7 and Vice President for the
Visayas of the Nati onal Union of Career
Executi ve Service Offi cers (NUCESO).

REGIONAL MULTI-SECTOR BPLS TEAM FOR
REGION 7 CONVENED
Maiden meeti ng of the Regional Multi -Sector
BPLS Team of Region VII
In order to jumpstart the Nati onwide
Streamlining of Business Permits
and Licensing Systems (BPLS) in the
Philippines, DILG7 convened the members
of the Regional Multi -Sector BPLS Team for
Region 7 following its meeti ng on June 4,
2010, 9:30 am at the DILG7 regional offi ce,
Sudlon, Lahug, Cebu City.
The Team was properly apprised of
its functi ons, the rati onale and focus of
the project as well as the upcoming BPLS
acti viti es. It also reviewed the list of focused
LGUs for the BPLS Reforms in the next 5
years.
The Regional Multi -Sector BPLS
Team of Region VII is composed of the
representati ves from the Government,
Academe and Business Chamber to be coheaded
by DILG7 RD Pedro A. Noval, Jr. and
DTI7 RD Asteria C. Caberte.
The Team also agreed to invite the
President of the Regional Chamber of
Commerce and Industry to be part of the
BPLS Team and proposed that Toledo City and
Municipaliti es of Catmon and Tabogon, all of
Cebu Province, would be included among the
priority LGUs for 2010 as these LGUs have
undergone orientati on seminar conducted
by DILG Central Offi ce last December 2009
and in order to conti nue with the monitoring
of the systems’ development.
There would be upcoming acti viti es
to capacitate the members on how to
eff ecti vely promote BPLS reforms at the local

DILG-Mandaue City plays host to Lakbay
Aral Groups
DILG-Mandaue City
accommodated a
total of six (6) groups
that visited Mandaue City
in line with the Lakbay-Aral
Program. These groups
involved the local offi cials,
department heads, members
of SK, Liga ng mga Barangay
and NGOs/POs.
The Lakbay-Aral
Coordinati ng with the Department
of Educati on (DepEd), DILG-Negros
Oriental took part in the conduct of
a re-orientati on conferences on the Free
Noon Meal Daily Feeding Program with the
diff erent Technical Working Groups (TWGs)
and local offi cials in the diff erent Local
Government Units (LGUs) in the province.
The Feeding Program is an immediate
interventi on to address hunger among
school children enrolled in public elementary
schools, DepEd supervised preschools and
SPED classes as well as increase children’s
enrollment and parti cipati on in elementary
educati on.

City in tandem with the DILG
offi ce. Video presentati ons
were made by the Offi ce
of the City Mayor on the
programs, projects and
thrusts of the City.

DILG-NEGROS ORIENTAL CONDUCTS REORIENTATION
CONFERENCES ON FREE NOON MEAL FEEDING PROGRAM
The Free Noon Meal Program, an
initi ati ve of then Congressman Herminio G.
Teves of the Third District this province, was
also adopted and implemented by the two
districts as one of the programs in line with
the Millenium Development Goals (MDG).
Present during these noon meal
conferences were the principals of the
diff erent elementary schools, PTA Offi cers,
local and barangay offi cials as well as
members of the technical working groups.
