HISTORY.<br />
The Village <strong>of</strong> Norwalk, located in the western part <strong>of</strong><br />
Vlsoonsln near La Crosse, is a small community whose 525 inhabitants<br />
are chiefly retired farmers with their families. After considerable<br />
political agitation, the Village Board decided to call a special elec-<br />
tion to determine Aether an Electric Light Plant should be installed.<br />
As the result <strong>of</strong> the ballot in May 1913, the Village Board was author-<br />
ized to proceed in the purchase and construction <strong>of</strong> such a plant, to<br />
be so designed that 24 hours serrice would be available. The proper<br />
legal steps were authorized to provide for the issuance <strong>of</strong> bonds amount-<br />
ing to Seven Thousand Dollars to cover the initial cost <strong>of</strong> the engine,<br />
generator, storage battery, line material and power plant building<br />
including the erection and installation <strong>of</strong> all the apparatus necessary<br />
to place the plant in operating condition.<br />
The writer was requested to draw up specifications in<br />
detail, ^ich included practically the design <strong>of</strong> the entire plant. The<br />
Board ultimately purchased an equipment in accordance with these spec-<br />
ifications, and the plant is in successful operation at the present<br />
time.
