<strong>The</strong> main building at Esrange, near Kiruna (S)<br />

Initially, eight European countries - Belgium, France, Germany, <strong>The</strong> Netherl<strong>and</strong>s, Norway, Sweden, Switzerl<strong>and</strong><br />

<strong>and</strong> the United Kingdom - participated under the ESP Cooperation Agreement over the fi rst fi veyear<br />

period. <strong>The</strong> Project still operates <strong>to</strong>day, but with fewer participating states, as Belgium left the ESP in<br />

1977, <strong>and</strong> <strong>The</strong> Netherl<strong>and</strong>s <strong>and</strong> the United Kingdom in 1980.<br />

<strong>The</strong> ESP’s objective is <strong>to</strong> provide sounding-rocket <strong>and</strong> balloon launch services from Esrange <strong>and</strong> Andøya.<br />

Under the Project, sounding-rocket payload planning <strong>and</strong> development are carried out by the national organisations<br />

<strong>of</strong> the participating states, which fund their use <strong>of</strong> the ranges by yearly contributions <strong>to</strong> ESP <strong>and</strong><br />

via campaign fees depending on the duration <strong>of</strong> individual launch campaigns.<br />

Under the ESP, every other year a sounding-rocket <strong>and</strong> balloon Symposium is held with the support <strong>of</strong> <strong>ESA</strong>.<br />

During these Symposia, ESP operational <strong>and</strong> scientifi c activities are presented <strong>and</strong> the future trends <strong>and</strong><br />

planning <strong>of</strong> sounding-rocket <strong>and</strong> balloon activities are discussed. <strong>The</strong> Proceedings <strong>of</strong> these Symposia are<br />

published by <strong>ESA</strong>.<br />

<strong>The</strong> Esrange Special Project is still a valid activity <strong>to</strong>day; however, its content was somewhat revised in<br />

2004 <strong>and</strong> its name changed <strong>to</strong> the Esrange <strong>and</strong> Andøya Special Project. <strong>The</strong> EASP Member States have<br />

made long-term commitments, so the Sc<strong>and</strong>inavian ranges will be available at least until 2010.<br />

4.3.2 Early Belgian sounding-rocket/balloon activities<br />

Today, most <strong>of</strong> Belgium’s space-related activities are executed within the framework <strong>of</strong> its participation in<br />

<strong>ESA</strong>’s st<strong>and</strong>ard science, applications <strong>and</strong> infrastructure programmes. During the ESRO period, <strong>and</strong> even<br />

<strong>to</strong>day, the two most active Belgian groups as regards space science were/are the following:<br />

- Institut d’Aeronomie Spatiale de Belgique, Brussels (IAS)<br />

- Institut d’Astrophysique de l’Université de Liège (IAUL).
