ÖNSÖZ 

İçinde bulunduğumuz yüzyılda üniversitelerden beklenen, araştırma yapmak, yapmış olduğu 

araştırmalar neticesinde elde edilen veriler doğrultusunda yeni bilgiler üretmek ve üretilen bilgileri 

teknolojiye transfer edebilecek olanaklar yaratarak toplumun bilgilenmesine sunmaktır. 

Cumhuriyet ve Atatürk ilkeleri ışığında güçlenen üniversitelerimiz de 21. yüzyılda ülkemizin 

dünya bilimine katkısını bilimdeki gelişmişliğin bir göstergesi olan bilimsel yayın sayılarını 

artırarak göstermektedir. 

TÜBİTAK tarafından yayınlanan “Türkiye Bilimsel yayın Göstergeleri II 1981-2007 Türkiye, 

Ülkeler, Gruplar” isimli bilimsel değerlendirme çalışmasına göre Türkiye 1981-2007 döneminde 

yapmış olduğu 120.562 adet yayın ile 2007 yılında dünya ülkeleri arasında 19. sırada yer almıştır. 

Yine aynı çalışmada 6.634.586 yayın ile ABD birinci, 1.493.226 yayın ile Japonya ikinci ve 

1.490.270 yayın ile de Almanya üçüncü sırada yer almışlardır. 

Yurt içinde yapılan yayınlara baktığımızda da Trakya Üniversitesi Türkiye adresli yayınların 

sayısında görülen yükselişe önemli katkıda bulunmuş, Üniversitemizin 1998 yılında yapmış olduğu 

yayın sayısı 210 iken 2008 yılında 271 yayın ile tüm üniversitelerde SCI, SSCI ve AHSCI’te 

gerçekleştirilen yayınların sayısına göre 30. sırada yer almıştır. 

Üniversitemizin bilimsel yayın sayısında görülen artış bu yayınların takibini, derlenip 

düzenlenerek kolay ve hızlı bir şekilde erişilebilir hale getirilmesi zorunluluğunu da beraberinde 

getirmiştir. Bu amaç doğrultusunda öğretim üyelerinin 1982 yılından itibaren yapmış oldukları 

bilimsel çalışmaları bir araya toplamak amacıyla “Trakya Üniversitesi Bilimsel Yayınlar 

Veritabanı” oluşturulmuş, Merkez Kütüphane WEB sayfasına konulan “Bilimsel Yayın Giriş 

Formu” aracılığı ile de yapmış oldukları bilimsel yayınları veritabanına aktarmalarına olanak 

sağlanmıştır. Bu çalışmaya paralel olarak da veritabanına aktarılan yayınlar “Trakya Üniversitesi 

Uluslararası Bilimsel Yayınlar Kataloğu” adı altında 1998-1999, 2000, 2001 ve 2002 yıllarında 

basımı yapılarak yayınlanmıştır. 

Bilindiği üzere, 10.12.2003 tarihli ve 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile 

kamu mali yönetim sistemimiz uluslararası standartlar ve Avrupa Birliği standartlarına uygun bir 

şekilde yeniden düzenlenmiş ve bu kapsamda etkin bir iç kontrol sisteminin oluşturulması 

amaçlanmıştır. Üniversitemizde de etkili bir iç kontrol sisteminin kurulmasına ilişkin, ilgili 

mevzuat hükümleri çerçevesinde sürdürülen çalışmalar kapsamında, Trakya Üniversitesi Kamu İç 

Kontrol Standartları Uyum Eylem Planı hazırlanarak, Trakya Üniversitesi İç Kontrol İzleme ve 

Yönlendirme Kurulu tarafından uygun görülen Durum Analiz Raporu ve Eylem Planı 

onaylanmıştır. Buna bağlı olarak etkin bir iç kontrol sistemi oluşturma sürecinin en önemli aşaması 

olan uygulama aşamasına sağlıklı bir şekilde geçilebilmesi amacıyla Eylem Planı Uygulama Projesi 

hazırlanmıştır. Söz konusu projede yer alan “Bilgi ve İletişim Standartları” kapsamında 

Kütüphane ve Dokümantasyon Daire Başkanlığı’na da “Trakya Üniversitesi Uluslararası Bilimsel 

Yayınlar Katalogu” nun hazırlanarak yayınlanması görevi verilmiştir. Bu çerçevede başlatılan ve 

uzun bir süredir devam eden veri girişleri tamamlanarak söz konusu bu katalog elektronik kitap 

olarak yayın hayatına kazandırılmıştır. 

Türkiyede’ki bilimsel üretime katkı sunmayı amaçlayan bu eseri hazırlayan Kütüphane 

Dokümantasyon Daire Başkanlığı çalışanlarına teşekkür ediyorum.
