I have long been involved<br />
with chess and am a great<br />
supporter and coach <strong>of</strong> junior<br />
players, so it was a pleasure<br />
in December to provide and<br />
present a Mayor’s cup for<br />
Parkside Primary School’s<br />
chess champions.<br />
<strong>The</strong> winners were determined by a<br />
tournament in which thirty students<br />
participated. Stuart Nicholls was the<br />
clear winner <strong>of</strong> the boy’s competition<br />
for the third year running, and Zoe<br />
Fisher the girl’s champion.<br />
One <strong>of</strong> South Australia’s<br />
best juniors, Stuart competed<br />
in the Australian Junior Chess<br />
Championships, finishing equal 8th in<br />
the under twelves (U12 Tournament).<br />
He has enrolled in the Australian Junior<br />
Elite Training Squad (JETS) which<br />
will conduct a chess training camp<br />
in Sydney this July.<br />

Timothy Br<strong>au</strong>nd is a very<br />
motivated and passionate <strong>young</strong> person;<br />
an inspiration to us all with his capacity<br />
to assist vulnerable <strong>young</strong> <strong>people</strong>.<br />
He was recognised in <strong>Unley</strong> with the<br />
Australia Day Young Citizen Award, and<br />
he also received the South Australian<br />
Young Citizen <strong>of</strong> the Year Award.<br />
Our <strong>young</strong> <strong>people</strong> are the future<br />
<strong>of</strong> our communities, and Councils<br />
need to continue finding ways to engage,<br />
support, and educate them. By doing so<br />
we are helping to shape the future that<br />
will lie in their hands.<br />
It is important for our <strong>young</strong><br />
<strong>people</strong> to have an understanding <strong>of</strong> the<br />
role <strong>of</strong> local <strong>gov</strong>ernment in their lives.<br />
This year I am <strong>of</strong>fering a Mayoral<br />
visit to all primary schools within the<br />
<strong>City</strong> <strong>of</strong> <strong>Unley</strong> to help children understand<br />
what local <strong>gov</strong>ernment does and how it<br />
works. Schools are also welcome to visit<br />
Council <strong>of</strong>fices and facilities to observe<br />
our organisation at work.<br />

<strong>Unley</strong> Council is leading our<br />
community by applying some <strong>of</strong> the<br />
latest science and technology to inform<br />
innovative solutions for management and<br />
maintenance <strong>of</strong> our resources. We are<br />
committed to sustainable development<br />
<strong>of</strong> our <strong>City</strong> through initiatives such as<br />
the use <strong>of</strong> recycled water, stormwater<br />
harvesting, solar energy and policies<br />
to protect and preserve the heritage<br />
in our built environment.<br />

UNleY coMMUNiTY AcTiVelY helpiNG To sAVe sTreeT Trees<br />
Four months after the <strong>City</strong> <strong>of</strong> <strong>Unley</strong>’s<br />
innovative Adopt a Tree program was<br />
l<strong>au</strong>nched, it has exceeded expectations<br />
thanks to the community’s support.<br />
By mid March, <strong>Unley</strong> had over<br />
170 registered tree adopters, over<br />
three times the program’s target <strong>of</strong> 50<br />
adopters by the end <strong>of</strong> June.<br />
<strong>The</strong> Council l<strong>au</strong>nched Adopt a<br />
Tree on 28 October 2009, asking the<br />
community to help save <strong>Unley</strong>’s 23 000<br />
street trees from the effects <strong>of</strong> drought<br />
and extreme heat. <strong>The</strong> program is<br />
unique in Australia – no other program<br />
involves such a strong partnership<br />
between community and Council.<br />
Adopt a Tree patron, Pr<strong>of</strong>essor<br />
Chris Daniels* said residents who<br />
are protecting and caring for street<br />
trees are actively doing their bit to<br />
conserve habitat, reduce the <strong>City</strong>’s<br />
contribution to climate change,<br />
and ultimately making a better<br />
place for us all to live.<br />

Wayville will be transformed<br />
this year in an upgrade to<br />
match the high standard<br />
<strong>of</strong> recent redevelopments<br />
at Adelaide Showgrounds.<br />
While the decision to reconstruct<br />
Johnstone Terrace was partly driven by<br />
the need to replace ageing assets such<br />
as its footpaths and road surface, it was<br />
also recognised as a great opportunity<br />
to revamp this major entry to the<br />
Adelaide Showgrounds.<br />
Once completed, the street will<br />
exemplify the <strong>City</strong> <strong>of</strong> <strong>Unley</strong>’s commitments<br />
to incorporating environmentally<br />
sustainable initiatives in its<br />
infrastructure works where possible,<br />
and to working with the community<br />
to optimise project outcomes.<br />
Key features <strong>of</strong> Johnstone Terrace’s<br />

include wider footpaths, shared use<br />
paths for pedestrian and bicycle traffic,<br />
undergrounding <strong>of</strong> power, new trees<br />
and garden bed plantings.<br />

<strong>The</strong> design incorporates innovative<br />
Water Sensitive Urban Design (WSUD)<br />
features including stormwater capture<br />
and underground storage tanks. <strong>The</strong><br />
storage system will be linked into<br />
the existing rainwater capture (from<br />
the ro<strong>of</strong> <strong>of</strong> the Goyder Pavilion) and<br />
underground storage facility at<br />
Adelaide Showgrounds. A combination<br />
<strong>of</strong> water harvested from both sources<br />
will then be purified through natural<br />
bio filtration beds and pumped<br />
through irrigation systems utilising<br />
solar power.<br />
<strong>The</strong> new system will provide<br />
sufficient amounts <strong>of</strong> water to service<br />
all street trees and plantings along Rose<br />
Terrace and Johnstone Terrace, and<br />
also to water trees in Greenhill Road’s<br />
median strip between Anzac Highway<br />
and Goodwood Road.<br />
Throughout the design phase <strong>of</strong><br />
Johnstone Terrace’s upgrade, Council<br />
has undertaken extensive consultation<br />
with the Royal Adelaide Showgrounds,<br />
residents and local businesses. Council<br />
considered comments received via the<br />
consultation process, most <strong>of</strong> which<br />
were favourable, prior to approving<br />
the design for construction.<br />

Johnstone Terrace’s upgrade is<br />
included in the Council’s Alternative<br />
Water Supply Plan for <strong>Unley</strong>, which aims<br />
to achieve a vision <strong>of</strong> water self-sufficiency<br />
for the <strong>City</strong>’s reserves and open spaces.<br />
<strong>The</strong> vision involves finding alternative<br />
and sustainable sources <strong>of</strong> water, and<br />
returning <strong>Unley</strong>’s parks to the same<br />
standard as they were before water<br />
restrictions were introduced in 2005.<br />
Council has started to implement<br />
a range <strong>of</strong> initiatives to realise its<br />
vision, including securing recycled<br />
water from the GAP scheme (please<br />
see page 8), incorporating WSUD<br />
methods in infrastructure projects,<br />
and investigating stormwater harvest,<br />
storage and recovery.<br />
Stormwater filtration and storage<br />
features for Johnstone Terrace’s<br />
redevelopment were one <strong>of</strong> seven <strong>Unley</strong><br />
projects to secure 50% funding from the<br />
Commonwealth Government’s Stormwater<br />
Funding Initiative. <strong>The</strong> undergrounding<br />
<strong>of</strong> power lines will be two thirds funded<br />
by the Power Lines Environmental<br />
Committee, with the remainder <strong>of</strong> the<br />
cost being met by the Council.<br />
Work on Johnstone Terrace will<br />
begin after the 2010 Adelaide Royal Show.<br />

Timothy Br<strong>au</strong>nd, <strong>Unley</strong>’s Young Citizen <strong>of</strong> the Year and South Australian Young Citizen <strong>of</strong> the Year<br />

Members <strong>of</strong> the <strong>Unley</strong> Youth Advisory Committee (uYAC)
On one level he is a fairly<br />
typical teenager, with a love<br />
<strong>of</strong> Monty Python, burgers,<br />
pavlova, and PlayStation.<br />
But Timothy Br<strong>au</strong>nd’s<br />
involvement and experience<br />
in youth affairs within the<br />
community is <strong>inspiring</strong> to<br />
teenagers and adults alike.<br />
Passionate and dedicated to helping<br />
<strong>young</strong> <strong>people</strong> in the community, the<br />
Wayville teenager’s outstanding<br />
contribution was recognised on Australia<br />
Day when he received <strong>Unley</strong>’s Australia<br />
Day Young Citizen <strong>of</strong> the Year Award.<br />
Timothy is also South Australia’s<br />
Young Citizen <strong>of</strong> the Year.<br />
Personal experience <strong>of</strong> the<br />
challenges faced by <strong>young</strong> <strong>people</strong><br />
who live with and support others with<br />
mental health issues led Timothy on a<br />
pathway dedicated to assisting others.<br />
He is passionate about the need for<br />
greater support for disenfranchised and<br />
vulnerable parts <strong>of</strong> the community and<br />
has worked extensively with the Mental<br />
Illness Fellowship <strong>of</strong> South Australia to<br />
de-stigmatise mental illness amongst<br />
<strong>young</strong> <strong>people</strong>.<br />
A strong advocate for <strong>young</strong><br />
<strong>people</strong>, Timothy uses his broadcasts on<br />
Youth FM radio as a forum for raising<br />
awareness and promoting new issues to<br />
a <strong>young</strong> <strong>au</strong>dience. He was also involved<br />
in the 2009 Youth Parliament Program,<br />
which provided an opportunity to<br />
debate issues and formulate policy for<br />
submission to the state <strong>gov</strong>ernment.<br />
Timothy actively contributes to<br />
improving local <strong>gov</strong>ernment’s planning<br />
<strong>of</strong> youth services, as a member <strong>of</strong> the<br />
<strong>Unley</strong> Youth Advisory Committee<br />
(uYAC) and by participating in youth<br />
initiatives across Adelaide.<br />
Timothy says the benefits <strong>of</strong><br />
getting involved in the community<br />
are substantial.<br />
“Youth participation creates a more<br />
inclusive and cohesive community that<br />
empowers <strong>young</strong> <strong>people</strong> and allows<br />
them the opportunity to contribute and<br />
influence services that are important<br />
to them. It promotes resilience and<br />
encourages <strong>young</strong> <strong>people</strong> to make<br />
connections and draw support from<br />
the community”, he says.<br />
National Youth Week 2010<br />
As part <strong>of</strong> National Youth Week, the<br />
<strong>City</strong> <strong>of</strong> <strong>Unley</strong> provided an opportunity<br />
for 50 students to join 200 other <strong>young</strong><br />
<strong>people</strong> at ‘Get the Drift’. <strong>The</strong> event was<br />
organised in partnership with the Adelaide<br />
Festival Centre, several youth services<br />
providers and five other Councils.<br />

This year’s <strong>Unley</strong> Gourmet Gala<br />
was given the thumbs up by<br />
attendees and traders who<br />
responded to an independent<br />
evaluation survey.<br />
Visitors spent more and stayed longer at<br />
the event in 2010, contributing almost<br />
$650 000 in revenue to the local economy,<br />
40% more than last year.<br />
Approximately 90 <strong>Unley</strong> businesses<br />
were directly involved through<br />
sponsorship, food and wine stalls,<br />
retailing after hours, or participating<br />
in the event’s fashion parades, cooking<br />
demonstrations or art workshops.<br />
According to the survey, 80% <strong>of</strong><br />
King William Road traders support the<br />
event and almost half thought it was<br />
better than previous years.<br />

Local shops, cafes and<br />
rest<strong>au</strong>rants are transforming<br />
into cultural canvases as part<br />
<strong>of</strong> <strong>Unley</strong> Council’s Where<br />
Business Meets Art program.<br />
Now in its third year, the successful<br />
program connects local businesses<br />
with artists, including visual artists,<br />
performers, dancers, writers and<br />
musicians, to showcase their original<br />
work. So far, more than 80 businesses<br />
and 100 artists have participated.<br />
<strong>The</strong> initiative is a “win-win”<br />
situation for artists, businesses and<br />
the community. It enables locals and<br />
visitors to experience art in an informal<br />
context - for example while enjoying<br />
a c<strong>of</strong>fee or shopping.<br />

<strong>The</strong> <strong>City</strong> <strong>of</strong> <strong>Unley</strong> has secured a<br />
sustainable source <strong>of</strong> irrigation water<br />
by signing a supply agreement with the<br />
State Government to source recycled<br />
water from the Glenelg to Adelaide Park<br />
Lands Recycled Water Project (GAP).<br />
<strong>The</strong> long-term agreement will<br />
provide <strong>Unley</strong> Council with 50 million<br />
litres <strong>of</strong> high quality recycled water to<br />
irrigate Goodwood and <strong>Unley</strong> ovals,<br />
Forestville Reserve, Orphanage Park<br />
and several smaller local parks.<br />
Construction <strong>of</strong> a new pipeline to<br />
tap into the GAP system will take place<br />
this year. It is hoped that the water will<br />
be available for use next summer.<br />
<strong>The</strong> GAP agreement is one<br />
element <strong>of</strong> the Council’s overall water<br />
sustainability strategy which aims to<br />
achieve water self-sufficiency for the<br />
<strong>City</strong>’s reserves and open spaces by<br />
finding alternative and sustainable<br />
sources <strong>of</strong> water.<br />

A new Advisory Group will contribute<br />

the State Government and four other<br />
councils to develop an Adelaide to<br />
Glenelg shared-use pathway.<br />
Once complete, Tramway Park<br />
will be a 9.8 kilometre linear park<br />
along the tram corridor, <strong>of</strong>fering a<br />
route for cyclists and pedestrians<br />
which is safer, easier to navigate,<br />
and provides a greener and more<br />
pleasant cycling and walking<br />
environment. It will link to adjoining<br />
paths, tram stops and local destinations.<br />
<strong>The</strong> Tramway Park concept was<br />
coordinated and prepared by Planning<br />
<strong>SA</strong>, with each council undertaking work<br />
in its area.<br />
<strong>Unley</strong>’s section <strong>of</strong> Tramway Park<br />
is 3.5 kilometres from Greenhill Road<br />
to South Road. Construction, due for<br />
completion by the end <strong>of</strong> June this<br />
year, includes laying new surface, line<br />
markings and signage, and new or<br />
upgraded lighting.<br />

<strong>The</strong> <strong>City</strong> <strong>of</strong> <strong>Unley</strong>’s innovative rainwater<br />
tank rebate scheme came to an end on<br />
16 March, after a highly successful yearlong<br />
campaign resulting in 380 residents<br />
benefiting from the scheme.<br />
<strong>The</strong> one-year pilot was l<strong>au</strong>nched<br />
in March 2009 to assist residents,<br />
community groups and businesses<br />
in the <strong>Unley</strong> Council area to be less<br />
dependent on mains water, including<br />
water used for their gardens.<br />
<strong>The</strong> scheme was successful in<br />
terms <strong>of</strong> its uptake and contribution<br />
to promoting a greater awareness<br />
<strong>of</strong> environmental issues among<br />
the community.<br />
Council decided in January to end<br />
the scheme after considering it within<br />
the context <strong>of</strong> a significant commitment<br />
to a broader plan for managing the<br />
<strong>City</strong>’s water resources. <strong>The</strong> plan involves<br />
the watering <strong>of</strong> parks, reserves and<br />
street trees, and stormwater harvesting.<br />
e-WAsTe recYcliNG serVice<br />
E-waste can now be disposed <strong>of</strong> cheaply,<br />
with two-thirds <strong>of</strong> the cost subsidised.<br />

enjoying an excellent season<br />

Twelve extra swim school<br />
classes and a new aquarobics class<br />
have been introduced to cope with<br />
demand, and the Centre is trialling<br />
cross-training fitness classes utilizing<br />
the pool and equipment recently<br />
installed at Forestville Reserve.<br />
<strong>The</strong> Centre’s annual Splash Party<br />
in February was again a great<br />
success. Over 600 <strong>people</strong> came<br />
along to participate in the action<br />
with live music, face painting, a<br />
bouncy castle and water games.<br />
<strong>The</strong> 24 hour Megaswim saw<br />
270 swimmers involved in a team<br />
relay, raising $50 000 for MS<br />
Australia (Multiple Sclerosis).<br />

Gourmet food and fine wine blended superbly with world<br />
class cycling again at this year’s <strong>Unley</strong> Gourmet Gala.<br />
Approximately 17 200 <strong>people</strong> enjoyed some<br />
<strong>of</strong> South Australia’s finest local food and<br />
wine, fashion, music and entertainment<br />
on the eve <strong>of</strong> the Stage 3 Start <strong>of</strong> the<br />
Santos Tour Down Under 2010.<br />
An earlier start to the event saw<br />
many families arriving from 6pm<br />
to enjoy Ticklish Allsorts, street<br />
performers, family oriented cooking<br />
demonstrations, and participate in<br />
an outdoor art workshop.<br />
Over 30 street stalls <strong>of</strong>fered a<br />
variety <strong>of</strong> delicious locally produced<br />
fare, while live music, fashion parades,<br />
cooking demonstrations and impressive<br />
bike stunts kept the crowd entertained<br />
throughout the evening.<br />
<strong>The</strong> cooking stage was a highlight,<br />
where celebrity chef Gabriel Gaté, and<br />
Santos Tour Down Under Race Director,<br />
Mike Turtur went head to head in a<br />
pizza cook-<strong>of</strong>f. Andy Parisi took the title<br />
for making the best pizza, judged by<br />
special guest and cyclist, Patrick Jonker.<br />

– 1 tsp fennel seeds<br />
– ½ small red chilli, finely sliced<br />
– 1 tsp ground turmeric<br />
– 2 tsp ground cumin<br />

– 2 cups Italian-style tomato s<strong>au</strong>ce<br />
– 1 cup shelled peas<br />
– 400 g long pasta<br />
– 20 large green prawns,<br />
shelled and de-veined<br />

– 1 mango, peeled and diced<br />
– about 4 tbsp finely sliced<br />
coriander leaves<br />
– juice <strong>of</strong> ½ lime<br />
Heat 2 tbsp olive oil in a wok. Add<br />
ginger, garlic and onion, and cook on<br />
medium heat for 3-4 minutes. Add<br />
mustard, fennel seeds and sliced chilli,<br />
and stir for 30 seconds.<br />
Add ground turmeric, cumin and<br />
coriander, stir well for 20 seconds. Add<br />
tomato s<strong>au</strong>ce and bring to a simmer.<br />
Meanwhile, cook the pasta until al<br />
dente then drain it and toss with the<br />
remaining olive oil.<br />
Add the prawns and peas to the spicy<br />
s<strong>au</strong>ce, stir gently, bring to a simmer<br />
and cook for 2-3 minutes until the<br />
prawns are just done. Season with a<br />
little salt and pepper.<br />
Add diced mango, coriander leaves<br />
and lime juice and stir gently. Serve<br />
the prawns on a bed <strong>of</strong> pasta.<br />

Council will inform a model for<br />
measuring the resource value<br />
<strong>of</strong> existing old houses.<br />
<strong>The</strong> hypothesis <strong>of</strong> the study is that it is<br />
better to retain, renovate and extend an<br />
existing old house than it is to demolish<br />
and construct a new one.<br />
<strong>The</strong> study incorporates an assessment<br />
<strong>of</strong> the environmental impact <strong>of</strong> demolishing<br />
old houses, including the effects on both<br />
the natural environment (energy and<br />
resources) and the built environment<br />
with relation to heritage issues.<br />
<strong>Unley</strong>’s study investigates the life-cycle<br />
energy in an old house - both embodied<br />
and operational - and will provide a<br />
model for placing value on its energy.<br />
<strong>The</strong> concept <strong>of</strong> embodied energy<br />
is not new, it is the energy required<br />
by all activities associated with the<br />
construction <strong>of</strong> the house including<br />
production <strong>of</strong> its materials. Demolishing<br />

A national campaign<br />
promoting 2010 as the Year <strong>of</strong><br />
Women in Local Government is<br />
strongly supported by the <strong>City</strong><br />
<strong>of</strong> <strong>Unley</strong>, where women play<br />
critical roles in the delivery<br />
<strong>of</strong> services and programs.<br />
Women are employed in all areas <strong>of</strong><br />
<strong>Unley</strong> Council’s business from making<br />
policy and setting strategic direction,<br />
to managing finances, providing<br />
community services and facilities,<br />
managing traffic, and maintaining the<br />
<strong>City</strong>’s trees and open spaces.<br />
Over half (55 per cent) <strong>of</strong> Council’s<br />
employees are women. Additionally, half<br />
<strong>of</strong> its senior managers are female - an<br />
impressive proportion compared to the State<br />
local <strong>gov</strong>ernment average <strong>of</strong> 16 per cent.<br />

flexible working arrangements to support<br />
employees who face the dual challenge<br />
<strong>of</strong> caring for dependent family members<br />
in addition to their paid work”, said<br />
Mr Pincombe.<br />
Results <strong>of</strong> the research will be used by<br />
Council to assist in developing policies<br />
and guidelines relating to the adaptation<br />
and design <strong>of</strong> buildings.<br />
<strong>The</strong> findings will be shared with<br />
the <strong>Unley</strong> community to assist property<br />
owners in making informed decisions<br />
about future options for their property.<br />
Mr Pincombe, who is also Chair<br />
<strong>of</strong> the National Steering Committee for<br />
the 2010 Women in Local Government,<br />
said that within the national context <strong>of</strong><br />
an ageing workforce, increasing skills<br />
shortages and labour market pressures,<br />
female participation at all levels <strong>of</strong> the<br />
business is increasingly important.<br />

programs, and our print and multimedia resources to<br />
assist with homework.<br />
Our children’s services are not confined to the Libraries’<br />
buildings, with a range <strong>of</strong> external services available to<br />
local schools and kindergartens.<br />
Our <strong>young</strong> adult collection comprises an array <strong>of</strong> resources<br />
to tantalise our teens - DVDs, graphic novels, magazines,<br />
fiction and non-fiction.<br />
<strong>The</strong> Libraries’ youth program includes two Young Writers’<br />
groups and a variety <strong>of</strong> activities that complement the<br />
