I have long been involved
with chess and am a great
supporter and coach of junior
players, so it was a pleasure
in December to provide and
present a Mayor’s cup for
Parkside Primary School’s
chess champions.
The winners were determined by a
tournament in which thirty students
participated. Stuart Nicholls was the
clear winner of the boy’s competition
for the third year running, and Zoe
Fisher the girl’s champion.
One of South Australia’s
best juniors, Stuart competed
in the Australian Junior Chess
Championships, finishing equal 8th in
the under twelves (U12 Tournament).
He has enrolled in the Australian Junior
Elite Training Squad (JETS) which
will conduct a chess training camp
in Sydney this July.
It is a pleasure to award these
Mayor’s chess cups each year - I
He was recognised in Unley with the
he also received the South Australian
Young Citizen of the Year Award.
Our young people are the future
of our communities, and Councils
need to continue finding ways to engage,
support, and educate them. By doing so
we are helping to shape the future that
will lie in their hands.
It is important for our young
people to have an understanding of the
role of local government in their lives.
This year I am offering a Mayoral
Four months after the City of Unley’s
innovative Adopt a Tree program was
launched, it has exceeded expectations
thanks to the community’s support.
By mid March, Unley had over
170 registered tree adopters, over
three times the program’s target of 50
adopters by the end of June.
The Council launched Adopt a
Tree on 28 October 2009, asking the
community to help save Unley’s 23 000
street trees from the effects of drought
and extreme heat. The program is
unique in Australia – no other program
involves such a strong partnership
between community and Council.
Adopt a Tree patron, Professor
Chris Daniels* said residents who
are protecting and caring for street
trees are actively doing their bit to
conserve habitat, reduce the City’s
contribution to climate change,
and ultimately making a better
place for us all to live.
Johnstone Terrace in
Wayville will be transformed
this year in an upgrade to
match the high standard
of recent redevelopments
at Adelaide Showgrounds.
While the decision to reconstruct
Johnstone Terrace was partly driven by
the need to replace ageing assets such
as its footpaths and road surface, it was
also recognised as a great opportunity
to revamp this major entry to the
Adelaide Showgrounds.
Once completed, the street will
exemplify the City of Unley’s commitments
to incorporating environmentally
sustainable initiatives in its
infrastructure works where possible,
and to working with the community
to optimise project outcomes.
Key features of Johnstone Terrace’s
transformation (as pictured above)
include wider footpaths, shared use
paths for pedestrian and bicycle traffic,
undergrounding of power, new trees
and garden bed plantings.
footpaths and shared cycle path
B 3 130mm wide footpath on
the eastern side for pedestrians,
which can be extended to
5 800mm during show season
(utilising paved carparking space).
c 3 500mm wide shared
path on western side for
pedestrians and cyclists. The
path connects to Keswick
Shared Path via Rose Terrace.
The design incorporates innovative
Water Sensitive Urban Design (WSUD)
features including stormwater capture
and underground storage tanks. The
storage system will be linked into
the existing rainwater capture (from
the roof of the Goyder Pavilion) and
underground storage facility at
Adelaide Showgrounds. A combination
of water harvested from both sources
will then be purified through natural
bio filtration beds and pumped
through irrigation systems utilising
solar power.
The new system will provide
sufficient amounts of water to service
all street trees and plantings along Rose
Terrace and Johnstone Terrace, and
also to water trees in Greenhill Road’s
median strip between Anzac Highway
and Goodwood Road.
Throughout the design phase of
Johnstone Terrace’s upgrade, Council
has undertaken extensive consultation
with the Royal Adelaide Showgrounds,
residents and local businesses. Council
considered comments received via the
consultation process, most of which
were favourable, prior to approving
the design for construction.
Johnstone Terrace’s upgrade is
included in the Council’s Alternative
Water Supply Plan for Unley, which aims
to achieve a vision of water self-sufficiency
for the City’s reserves and open spaces.
The vision involves finding alternative
and sustainable sources of water, and
returning Unley’s parks to the same
standard as they were before water
restrictions were introduced in 2005.
Council has started to implement
a range of initiatives to realise its
vision, including securing recycled
water from the GAP scheme (please
see page 8), incorporating WSUD
methods in infrastructure projects,
and investigating stormwater harvest,
storage and recovery.
Stormwater filtration and storage
features for Johnstone Terrace’s
redevelopment were one of seven Unley
projects to secure 50% funding from the
Commonwealth Government’s Stormwater
Funding Initiative. The undergrounding
of power lines will be two thirds funded
by the Power Lines Environmental
Committee, with the remainder of the
cost being met by the Council.
Work on Johnstone Terrace will
begin after the 2010 Adelaide Royal Show.
But Timothy Braund’s
involvement and experience
in youth affairs within the
Passionate and dedicated to helping
young people in the community, the
Wayville teenager’s outstanding
contribution was recognised on Australia
Personal experience of the
challenges faced by young people
who live with and support others with
mental health issues led Timothy on a
pathway dedicated to assisting others.
He is passionate about the need for
greater support for disenfranchised and
vulnerable parts of the community and
has worked extensively with the Mental
Illness Fellowship of South Australia to
de-stigmatise mental illness amongst
young people.
A strong advocate for young
people, Timothy uses his broadcasts on
Youth FM radio as a forum for raising
awareness and promoting new issues to
a young audience. He was also involved
in the 2009 Youth Parliament Program,
which provided an opportunity to
debate issues and formulate policy for
submission to the state government.
Timothy actively contributes to
improving local government’s planning
of youth services, as a member of the
Unley Youth Advisory Committee
(uYAC) and by participating in youth
initiatives across Adelaide.
Timothy says the benefits of
getting involved in the community
are substantial.
“Youth participation creates a more
inclusive and cohesive community that
empowers young people and allows
them the opportunity to contribute and
influence services that are important
to them. It promotes resilience and
encourages young people to make
connections and draw support from
the community”, he says.
National Youth Week 2010
As part of National Youth Week, the
City of Unley provided an opportunity
40% more than last year.
Approximately 90 Unley businesses
The City of Unley’s innovative rainwater
tank rebate scheme came to an end on
16 March, after a highly successful yearlong
campaign resulting in 380 residents
benefiting from the scheme.
The one-year pilot was launched
in March 2009 to assist residents,
community groups and businesses
in the Unley Council area to be less
dependent on mains water, including
water used for their gardens.
The scheme was successful in
terms of its uptake and contribution
to promoting a greater awareness
of environmental issues among
the community.
Council decided in January to end
the scheme after considering it within
the context of a significant commitment
to a broader plan for managing the
City’s water resources. The plan involves
the watering of parks, reserves and
street trees, and stormwater harvesting.
Cutting edge research by Unley
Council will inform a model for
measuring the resource value
of existing old houses.
The hypothesis of the study is that it is
better to retain, renovate and extend an
existing old house than it is to demolish
and construct a new one.
The study incorporates an assessment
of the environmental impact of demolishing
old houses, including the effects on both
the natural environment (energy and
resources) and the built environment
with relation to heritage issues.
Unley’s study investigates the life-cycle
energy in an old house - both embodied
and operational - and will provide a
model for placing value on its energy.
The concept of embodied energy
is not new, it is the energy required
by all activities associated with the
construction of the house including
production of its materials. Demolishing
Women in Local Government is
strongly supported by the City
of Unley, where women play
critical roles in the delivery
of services and programs.
Women are employed in all areas of
Unley Council’s business from making
policy and setting strategic direction,
to managing finances, providing
community services and facilities,
managing traffic, and maintaining the
City’s trees and open spaces.
Over half (55 per cent) of Council’s
employees are women. Additionally, half
of its senior managers are female - an
impressive proportion compared to the State
local government average of 16 per cent.
City of Unley Chief Executive
Officer Ray Pincombe said that while
Renovator’s dream or demolition job? Unley Life will follow the fate of this old house.
an old house loses the embodied energy
incorporated in that house.
Operational energy is used in running
the house, for example heating and cooling,
water heating, lighting and appliances.
Part of the study also investigates design
and construction methods for creating more
sustainable extensions to existing buildings.
158 women are employed by the City of Unley
all appointments and promotions must
be based on merit, merit relies on a level
playing field for all candidates.
“Our aim is to level the playing field
by identifying and removing barriers
faced by women. For example, the City
of Unley provides access to a range of
flexible working arrangements to support
employees who face the dual challenge
of caring for dependent family members
in addition to their paid work”, said
Mr Pincombe.
Results of the research will be used by
Council to assist in developing policies
and guidelines relating to the adaptation
and design of buildings.
The findings will be shared with
the Unley community to assist property
owners in making informed decisions
about future options for their property.
Mr Pincombe, who is also Chair
of the National Steering Committee for
the 2010 Women in Local Government,
said that within the national context of
an ageing workforce, increasing skills
shortages and labour market pressures,
female participation at all levels of the
business is increasingly important.
