Institutional Responsibility for Reported<br />

Disappearances, 1981 - 1998<br />

Both state <strong>and</strong> non-state actors have been responsible for<br />

past forced disappearances in <strong>Sri</strong> Lanka. Although, 56.9%<br />

(356/626) of disappearances reported to Families of <strong>the</strong><br />

<strong>Disappeared</strong> did not contain information about <strong>the</strong> institutional<br />

responsibilty for <strong>the</strong> disappearance, 43.8% (274/626)<br />

of responsibility for reported disappearances was attributed<br />

to institutions of <strong>the</strong> state (namely <strong>the</strong> Police, Army <strong>and</strong><br />

Special Task Force).<br />
