An Open Letter to the TV News Industry<br />

When the TV news market first explodcd on the scene in the eiirly SO’S, manufacturers of<br />
professional motion picture equipment could not, or would not, respond to the special needs and<br />
requirements ofthe new medium. It’s almost as if they wished it would just go away and disappear.<br />
Arid so, b r the two decades, this extremely importiint and large segment of the market for<br />
professional film cameras was served almost exclusively by “conversions” and<br />

garage-shop” specials - usually incorporating used components.<br />
Certainly TV-newsfilm got the short end of the stick until we got into the act in 1972!<br />

International Broadcasting Convention<br />

The 1974 International Broadcasting Con-<br />
vention will be ,held 23-27 September at<br />
Grosvenor House, London WI, sponsored by<br />
the <strong>SMPTE</strong>, Electronic Engineering Assn..<br />
Institute of Electrical and Electronic Engi-<br />
neers, Institution of Electrical Engineering,<br />
Institution of Electronics and Radio Engi-<br />
neers and the Royal Television Soc. In addi-<br />
tion to the technical sessions, the convention<br />
will include an exhibit of the latest equipment<br />
in the field of broadcast engineering (both<br />
sound and vision). The display areas will in-<br />
clude systems, studio and origination equip-<br />
ment, recording equipment, signal distribu-<br />
tion including wire relay, transmitters and<br />
transposers, aerials. receivers and propaga-<br />
tion, together with satellites and their associ-<br />
ated systems.<br />
A highlight of the convention will be a<br />
champagne reception held 23 September at<br />
the Banqueting House, Whitehall, an early<br />
17th century building designed by lnigo Jones<br />
and noted also for a magnificent ceiling paint-<br />
ed by Rubens.<br />

A course in Photographic Chemistry dealing<br />
with the chemistry and photographic proper-<br />
ties of photographic emulsions and developer<br />
solutions will be held evenings at the Roches-<br />
ter Institute of Technology beginning in Sep-<br />
tember, it was announced by Prof. Ronald<br />
Francis, Chairman, Photographic Science and<br />
Instrumentation Div., Rochester Institute of<br />
Technology. Rochester, NY 14623. Topics to<br />
be covered include formation and growth of<br />
silver halide crystals, chemical and spectral<br />
sensitization, addenda and coating, latent<br />
image theory, theory and application of con-<br />
ventional and diffusion transfer processing.<br />
and comparisons of silver halide and non-sil-<br />
ver photographic systems. The course is in-<br />
tended to be at the upper undergraduate or<br />
first year graduate level. The laboratory work<br />
of the course will supplement the lectures and<br />
will deal with the relation of emulsion and de-<br />
veloper composition to their properties, emul-<br />
sion and process solution control, photograph-<br />
ic actinomentry and sensitometry, and non-<br />
conventional processing and materials.<br />
Sci/Com ‘74, a science communication sym-<br />
posium sponsored jointly by the Canadian and<br />
American Scientific Film Associations was<br />
held 21-24 May in Rochester, N.Y. The<br />
speakers included producers of popular televi-<br />
sion science shows as well as producers of<br />
highly technical motion pictures of laboratory<br />
research techniques. Thirty-four papers were<br />
presented. The Luncheon Speaker was Wes-<br />
ley T. Hanson, Jr., Vice-president and Direc-<br />
tor of Reasearch of Eastman Kodak Co. He<br />
said that Eastman Kodak Co. fully expects<br />
that 20% of film manufactured in the future<br />
could use emulsions made of non-silver mate-<br />
rials with even a higher percentage of photo-<br />
graphic paper using no silver. He noted that<br />
Kodak’s “research and development erforts<br />
are in the broad field of electrophotography.”<br />
Hc emphasized, however, that there was no<br />
cxpectation of the obsolescence of silver in the<br />
photographic process.<br />

The Metric Practice Guide (CSA Standard<br />
2234. I - 1973) was prepared as a guide for the<br />
application of the International System of<br />
Units (SI). Information is included on the SI<br />
units, recommended application of multiples<br />
and submultiples of the units, conversion fac-<br />
tors which relate the SI and the yard/pound<br />
systems, conversion and rounding of data and<br />
dual dimensioning. Definitions of the base<br />
units, supplementary units and derived units<br />
of the International System of Units are given<br />
in an appendix.<br />
Metric Conversion in Engineering and Manu-<br />
facturing, a 136-page report on a meeting co-<br />
hosted by The American National Metric<br />
Council and the National Bureau of Stan-<br />
dards 12-13 December 1973 in Gaithersburg,<br />
Md., is available from the American National<br />
Metric Council, 1625 Massachusetts Ave.,<br />
N.W., Washington, DC 20036 at a price of<br />
$10 for single copies ($7.50 for subscribers to<br />
ANMC). The body of the report is an edited<br />
transcript of discussions held during the meet-<br />
ing. An extensive appendix includes formal<br />
policy statements by I5 leading companies<br />
and rclated conversion materials. Subjects<br />
covered or touched upon during the discus-<br />
sions include dual dimensioning, rounding<br />
methods, use of the computer, timing, vendor<br />
interface and standards.<br />
The 1973 Survey and Analysis of Educational<br />
Media Producers Spies is available from Edu-<br />
cational Media Producers Council of the Na-<br />
tional Audio-visual Assn. (NAVA), Fairfax,<br />
VA 22030, at a price of $42 (special prices<br />
are available to EMPC members and educa-<br />
tional institutions). The survey, conducted for<br />
EMPC by an independent market research<br />
firm, shows that total sales of non-textbook<br />
instructional materials rose to $227.2 million<br />
in 1973, a 2.4% increase over 1972. The infor-<br />
mation contained in the Survey was gathered<br />
from more than 200 audio-visual producers.<br />
The single largest percentage gain shown in<br />
the survey was made by multi-media print-<br />
oriented kits containing some audio-visual<br />
components - sales were increased by 31%<br />
over 1972 sales. Audio-visual-oriented kits in-<br />
creased sales by 9%. The single largest dollar<br />
gain was made by filmstrips with cassettes<br />
which increased sales by $6 million over 1972.<br />
For the first time, sales of sound filmstrips<br />
(record and cassette) exceeded sales of 16mm<br />
color films, rising by 12% to $49.4 million.<br />
Cassettes accounted for 88.5% of all prere-<br />
corded tape sales in 1973 and for 50% of<br />
sound filmstrip sales.<br />
The 1973 Survey contains 20 pages. includ-<br />
ing 13 Tables and is arranged for easy com-<br />
parison of trends in previous years.<br />
The Cable Television Technical Advisory Com-<br />
mittee to the FCC (CTAC) has announced<br />
publication of its 1973 Annual Report outlin-<br />
ing accomplishments of the committee<br />
through 1973 and setting goals for 1974. A<br />
copy of the report is available upon request to<br />

the CTAC include, among others, cable tde-<br />
vision receiver performance specifications, in-<br />
cluding close coordination with the EIA Cable<br />

In their constant battles for higher ratings, the television networks have<br />

WQAD-TV, sewing the Quad Cities (including Moline, Illinois), is typical of local<br />
affiliate stations, whose 'serious and imaginative treatment of local news<br />
has been rewarded by appreciably higher ratings.<br />
At a recent semi-annual Illinois News Broadcasters Association convention,<br />
WQADTV picked up five Associated Press flrst place awards for<br />
TV-newsfilm coverage, all shot with the CP-I6/A. Included in WQADs award<br />
sweep was the Feature Photography award. On two other award<br />
categories there was an added notation: "Judges were moved to comment<br />
on excellent cinematography."<br />
Also shot with the CP-16/A is WQADs special on open heart surgery facilities<br />
in the Quad Cities - a documentary currently up for a National Heart<br />
Association award. Management at WQAD-TV is so pleased with the<br />

The new Pathe Electronic Duolight camera,<br />
measuring 9 by 3 % by 6’/4 in a diecast hydral-<br />
lium body. weighing 6 Ib, has been announced<br />
by Karl Heitz. 979 Third Ave., New York,<br />
NY 10022. The camera is available as a dou-<br />
ble super-8 or 16mm (DS8 and 16 Duolight).<br />
Both models have a rotating C-mount turret<br />
for a wide choice of zoom lenses plus hun-<br />
dreds of other interchangeable lenses and at-<br />
tachments ranging from 360° circular-image<br />
ultra-wide-angle up to IOOOmm super-tele-<br />
photo.<br />
The behind-the-lens CdS cell lightmeter<br />
measures overall illumination from either film<br />
or shutter surface with the camera running or<br />
not; it provides electronically compensated<br />
readings for any lens at any distance with any<br />
lens accessory. A detachable micro servo<br />
motor couples to popular zoom or other C-<br />
mount lenses for automatic exposure control.<br />
Thc CdS cell and reflex system are protected<br />
against stray light by an integral cover when<br />
not in use or when filming without viewing.<br />
The electronic meter system has no me-<br />
chanical linkages; it is designed to provide in-<br />
stant and accurate readings up to 1/10 of an<br />
flstop. Two light-emitting diodes give a large<br />
rcd signal on the upper left to indicate overex-<br />
posure and a small red signal on the upper<br />
right to indicate underexposure. Both signals<br />
are visible even under very poor light condi-<br />
tions and, with automatic diaphragm control,<br />
indicate unsuitable filming conditions. With<br />
manual control, the diaphragm can be turned<br />
until both LED signals disappear when the<br />
exposure will be correct. A shockproof.<br />
transistorized solid-state electronic circuit<br />
board and goldplated contacts are incorporat-<br />
ed to withstand the most rugged use and to<br />

eliminate most meter repairs. The meter sys-<br />
tem is activated by a 12-V dc battery.<br />
Film ratings can be selected from 10 to 400<br />
ASA with intermediate settings and speeds<br />
ranging from 18 to 64 and, with a 15-V bat-<br />
tery, 80 frames/s for ultra-slow motion. Con-<br />
tinuously variable shutter openings with click<br />
stops from 0 to 1 (180’ angle) are adjustable<br />
while filming. Computer dials enable the op-<br />
erator to combine any ASA ratings, speeds<br />
and shutter openings for electronically-con-<br />
trolled, automatic or manual exposure set-<br />
tings.<br />
The optical system, with glass pellicle, of-<br />
fers a parallax-free reflex image without flick-<br />
er while filming. An etched ground glass with<br />
crosshair reticle and TV title safe-action<br />
frame line is used to provide accurate compo-<br />
sition, focusing and depth-of-field control.<br />
The picture is magnified 20 times for opti-<br />
mum brightness with open or closed shutter.<br />
A large light-shielding, soft-rubber cup ro-<br />
tates for left or right eye use. The ocular is ad-<br />
justable from +2 to -2 diopters for individual<br />
eyesight.<br />
A one-to-one shaft permits attachment of<br />
any accessory motor for time-lapse studies,<br />
animation, etc. An internal, brushless. 12-V<br />
dc electric motor with Hall-effect generator is<br />
electronically governed for speed accuracy. A<br />
power backwind for the entire film length of<br />
100 or 400 ft permits double exposures, dis-<br />
solves and other special effects.<br />
A motorized 400-ft magazine with footage<br />
counter permits uninterrupted film runs of 11<br />
min with 16mm, or 40 min with double super-<br />
8 film.<br />
The camera has a detachable pistolgrip<br />
with thumb release, shoulder belt and optional<br />
shoulder support, holding a 0.5 Ah battery.<br />
The pistolgrip is angled for easy portability<br />
and right-hand or left-hand filming. The<br />
mounting surface of the camera is large and<br />
flat for optimum stability on a tripod.<br />
Price range of the Pathe Duolight, depend-<br />
ing on lenses and other options, is from $1.495<br />
to $2,995.<br />
Kodak type C Ektachrome 160 movie film, a<br />
super-8 film designed for use in a wide variety<br />
of lighting situations without filtration, has<br />
been announced by Eastman Kodak Co., 343<br />
State St.. Rochester, NY 14650. The film can<br />
be used in any camera having the capability of<br />
exposing ASA 160 film. Development of the<br />
film was prompted by studies showing that<br />
the most common ser error was that of forget-<br />
ting to use the camera’s built-in filter under
daylight conditions, resulting in movies with a<br />
bluish cast. With the new film, movies in any<br />
light can be made by switching the daylight<br />
filter out of the light path and setting the ex-<br />
posure control to ASA 160.<br />
The new film is specially sensitized to re-<br />
duce shifts in color balance caused by differ-<br />
ences in the color quality of illuminants allow-<br />
ing movies to be made without a filter in any<br />
type of illumination including daylight, fluo-<br />
rescent lamps, household light bulbs, stage<br />
and sports lighting. color TV and firelight. A<br />
50-ft cartridge of Kodak type G Ektachrome<br />
160 is priced at $4.20.<br />

The handgrippackaged J-5 zoom control for<br />
CP-16 reflex and non-reflex cameras has been<br />
announced by Cinema Products Corp.. 2037<br />
Granville Ave.. Los Angeles. CA 90025. The<br />
entire J-5 servo-feedback system circuitry<br />
plus the thumb-activated direction/propor-<br />
tional speed control are packaged in the spe-<br />
cial CP- I6 camera handgrip. J-5 zoom control<br />
lens brackets are available for all 16mm zoom<br />
lenses. The J-5 zoom control is priced at $675.<br />
The price includes the motor. Price range for<br />
the J-5 zoom lens bracket, depending on the<br />
specific lens, begins at $75.<br />
The new Crystalink wireless receiver for use<br />
with CP-16 Reflex and non-reflex cameras<br />
has been announced by Cinema Products<br />
Corp., 2037 Granville Ave., Los Angeles. CA<br />
90025. The unit, designed by Cinema Prod-<br />
ucts in cooperation with Vega Electronics,<br />
3000 W. Warner, Santa Ana, CA 92704, fea-<br />
tures the use of helical resonators, a device<br />
which permits the frequency to which the re-<br />
ceiver is tuned to pass freely while blocking<br />
any strong adjacent frequencies which might<br />
be present that would normally overload con-<br />
ventional front end amplifiers. Designated<br />
Model CL- I , the Crystalink wireless receiver<br />
is mountcd between the CP-16 camera body<br />
and the Crystasound amplifier, adding about<br />
I in (25mm) to the width. The unit is powered<br />
by the same NC-4 battery pack which powers<br />

the entire CP-16 camera system. The back<br />
panel of the unit consists of an on-off switch, a<br />
volume control and a field signal strength<br />
meter to indicate if there is sufficient RF sig-<br />
nal strength to insure good reception. The re-<br />
ceiver can be used in conjunction with the<br />
Vega cordless transmitter, Model 55, the mi-<br />
crophone/transmitter, Model 54 and similar<br />
units. Receiver/transmitter frequency combi-<br />
nations can be specified for a number of<br />
radio/microphone frequencies. The Crystal-<br />
ink antenna can be easily removed and re-<br />
placed in case of damage while on assignment.<br />
Price of the Crystalink wireless receiver fully<br />
installed with Vega transmitter Model 55 is<br />
$I 390 and with the Vega microphone/trans-<br />
mitter Model 54 the price is $1450.<br />
A Printing Machine Power Supply, Model<br />
CE-DCPS- 1200, has been announced by Car-<br />
ter Equipment Co.. 1050 West Florence Ave..<br />
Inglewood, CA 90301. It provides up to I200<br />
W of dc power from either a I I5 or 220-V<br />
single-phase, 50/60 Hz line. The unit mea-<br />
sures l l by 6 by 9 in and weighs 14 Ib. Fea-<br />
tures include a combination triac pre-regula-<br />
tor and pass transistor power section provid-<br />
ing ac line regulation of f 5% and dc output<br />
power regulation of i 1/4% rms. The price, in-<br />
cluding voltmeter, is $900.<br />
A new line of Quickie Battery Belts has been<br />
announced by Cine 60 Inc., 630 Ninth Ave.,<br />
New York, NY 10036. Similar in size and ap-<br />
pearance to the firm’s original Battery Belt,<br />
the new belts have a special fast-charging sys-<br />
tem permitting them to go from a fully dis-<br />
charged to a fully charged state in an hour.<br />
Charging is facilitated by additional heavy-<br />
duty circuitry within the belt, plus a detach-<br />
able charging module designed to permit fast<br />

tion of a timer mechanism and an electrical<br />
thermal cutoff which monitors battery tem-<br />
perature, prevents harmful overcharging and<br />
automatically switches the belt into the tric-<br />
kle-charge mode. A quick-charge light is au-<br />
tomatically extinguished when the belt reach-<br />
es full charge. The Quickie belts range from 8<br />
to 30 V with up to 4 Ah capacity. The price<br />
range is from $195 to $375. The optional<br />
charging module which can be used with all<br />
the belts is priced at $125.<br />
A new Duro-Pack Power Supply switchable to<br />
either 8 or 12 V dc has been announced by<br />
Arriflex Co. of America, Box 1050, Woodside,<br />
NY 11377. It can power the Arriflex 16S,<br />
16M. 16BL and 35BL cameras. The new<br />
power supply is designed to plug into 110-<br />
120-V, 60-H~. ac outlets. The units are solidly<br />
built for heavy duty continuous operation.<br />
Each unit is provided with a replaceable fuse,<br />
a resettable overload relay and a solid-state<br />
self-protecting regulator to provide maximum<br />
protection for camera equipment and power<br />
supply including even accidental short circuits<br />
across the dc output terminals. The power<br />
supply measures 751 by 5 by 10 in and weighs<br />
about 10 Ib. The price is $325.<br />
Genigrnphics, a computer-assisted electronic<br />
artwork system designed to create and process<br />
full-color graphic illustrations 10 to 50 times<br />
as conventional methods, has been announced<br />
by General Electric Co., 80 Wolf Rd., Suite<br />
500. Albany, NY 12205. The basic Genigra-<br />
phics system consists of a console and a com-<br />
puter enabling the operator to display a broad<br />
variety of computer-stored graphic elements<br />
and charting formats on a TV monitor. By<br />
manipulation of the controls the operator can<br />
edit, crop, magnify, rearrange, distort, change<br />
color or otherwise experiment with a graphic
composition. When the artist is satisfied with<br />
the result, the system’s 4000-line resolution<br />
film recorder can yield hard copy, 35mm film<br />
or slides. The same output can also be<br />
switched to the NTSC 525-line TV broadcast<br />
signal and recorded onto any videotape for-<br />
mat. The artist can create full-color designs<br />
with the Genigraphics system or he can store<br />
certain basic graphics in a computer and call<br />
them upon a screen.<br />
The Genigraphics System has been in-<br />
stalled at Consolidated Film Industries in<br />
Hollywood. The service is also available at the<br />
GE Genigraphics Center at 219 E. 42 St..<br />
New York, NY 10017.<br />
The Porta-Brace, designed for comfortable<br />
carrying of portable videotape recording sys-<br />
tems, has been announced by K and H Prod-<br />
ucts, Ltd., Main St., North Bennington, VT<br />
05257. The device has a cantilevered support<br />
arm which allows the camera to be placed di-<br />
rectly in front of the eye. When not in use the<br />
camera may be swung aside but it can be in-<br />
stantly returned to the shooting position. The<br />
cantilcvcred support allows hands-free opera-<br />
tion. The camera support arm pivots on a<br />
high-strength aluminum alloy which carries<br />
the VTR deck. The design of the frame allows<br />
the weight of the deck and the camera to be<br />
sharcd by the shoulders and hips. The deck<br />
may be quickly mounted and demounted from<br />
the frame. Price of the Porta-Brace is % I 50.<br />
A simplified method of making large aspheri-<br />
cal lenses has been developed at Mullard Re-<br />
search Laboratories in Redhill, England. The<br />
lenses, used for TV projectors, aircraft and<br />
space cameras, etc., are made by a molding<br />
proccss in which a glass base is used to carry a<br />
thin, hard and durable plastic coating; the<br />
surface of the plastic is aspherically profiled.<br />
The new method is simpler and less expensive<br />
than the conventional method which requires<br />
technically difficult grinding and polishing<br />
operations; it is also reported to make possible<br />
a more consistently accurate profile providing<br />
an improved optical performance.<br />
The Mullard Laboratories are part of the<br />

An audio flutter meter, Model 8 160, has been<br />
announced by 3M Company’s Minicom Div.,<br />
3M Center, St. Paul, MN 55101. The instru-<br />
ment, intended for field service operations,<br />
complies with IEEE and DIN recommended<br />
standards for pulse response. Other applica-<br />
tions include use in hi-fi and radio repair<br />
shops, audiotape and videotape transports<br />
production line tests and for servicing dictat-<br />
