ABOUT <strong>ABRSM</strong><br />
<strong>ABRSM</strong> (The Associated Board of the Royal Schools of<br />
Music) is a charitable company established for the benefit<br />
of music education by four of the Royal Schools of Music<br />
in the UK:<br />

The Associated Board’s core activity is the operation of an<br />
authoritative and internationally recognised system of<br />
exams and assessments to encourage and motivate<br />
players and singers at all levels through the provision of<br />
goals and the measurement of progress.<br />
As the world leader in its field, <strong>ABRSM</strong> currently conducts<br />
over 630,000 music exams each year in more than 90<br />
countries.<br />
<strong>ABRSM</strong> Publishing is one of the UK’s leading music<br />
publishers, whose publications support the exams, provide<br />
additional repertoire and contribute to music education.<br />
<strong>ABRSM</strong> also provides professional development services for<br />
instrumental and singing teachers through its widely<br />
acclaimed Certificate of Teaching (CT <strong>ABRSM</strong>) course and a<br />
range of other courses, seminars and workshops.<br />

services and products which we provide to music teachers<br />
and students to the highest standards. We also seek to<br />
play a significant role in influencing political debate in<br />

during <strong>2004</strong>.<br />
Introduction<br />
The scale of <strong>ABRSM</strong> operations continued to expand<br />
strongly in <strong>2004</strong> to new record levels. Candidate numbers<br />
for <strong>ABRSM</strong> exams worldwide rose by 4.2% to 635,000, of<br />
which 365,000 (+4.6%) entered in the UK and 270,000<br />
(+3.8%) overseas. Within these figures, there was a<br />
marginal decline in the number of diploma entries, but at<br />
circa 3,000 worldwide these remain around 40% higher<br />
than the level of annual entries for post-Grade 8 exams<br />
before the introduction of the new diplomas in 2000.<br />
Alongside these results, <strong>ABRSM</strong> Publishing turnover surged<br />
forward to a record £5.25 million.<br />
Despite all the political tensions across the world in <strong>2004</strong><br />
there were no disruptions to <strong>ABRSM</strong> examining sessions,<br />
and we were particularly pleased to be able to resume<br />
exams across Indonesia. At the end of the year our<br />
thoughts were directed towards those countries where we<br />
work that suffered the tsunami disaster, in particular<br />
Indonesia, Sri Lanka and Thailand.<br />
There were no changes to the membership of either our<br />
Governing Body or our senior executive team (as listed on<br />
page 3) during <strong>2004</strong>. However, at the end of the year, we<br />
said farewell to two key people overseas: David Goodyear,<br />
who had served for 19 years as <strong>ABRSM</strong> New Zealand<br />
Administrator, and Bill Thompson, who for the last five<br />
years had been based in Kuala Lumpur as <strong>ABRSM</strong> South<br />
East Asia Regional Consultant. I thank them greatly for their<br />
major contributions to our international work and warmly<br />
welcome their respective successors, Heather Gummer and<br />
David Young.<br />
During the year <strong>ABRSM</strong> continued to support around 50<br />
scholars at four Royal Schools of Music. In February, we<br />
were delighted to hold a second Scholars’ Concert at our<br />
London offices, at which eight scholars performed a varied<br />
and highly enjoyable programme.<br />

Exams<br />
A large number of new syllabuses was published in <strong>2004</strong><br />
to take effect from 2005. These included new syllabuses<br />
for piano, violin and cello and a comprehensively revised<br />
syllabus for harp including non-pedal harps up to Grade 8.<br />
Minor revisions were also made to the diploma syllabuses<br />
and these were re-issued as separate documents for<br />
direction, performance and teaching, fully accredited by the<br />
Qualifications and Curriculum Authority.<br />
Membership of examining panels continued to grow, so<br />
that by the end of the year there were 630 members of<br />
the practical panel, 43 for jazz, 106 for theory and 249 for<br />
diplomas. <strong>ABRSM</strong> continues to attach the highest<br />
importance to the selection, training and moderation of its<br />
examiners and to ongoing quality assurance in all aspects<br />
of exam delivery. In <strong>2004</strong> we completed a review of our<br />
provision for candidates with learning difficulties and/or<br />
sensory impairment. Revised guidelines have been issued<br />
and examiner training material has been filmed and used<br />
in annual seminar presentations.<br />
The Jazz Syllabus, available in the UK for piano since 1998<br />
and for instruments since 2003, was launched in Ireland in<br />
May. New arrangements were made with C F Peters in New<br />
York to support the work of our jazz representatives both<br />
there and in Canada. Meanwhile in the UK we offered<br />
substantial support to both actual and prospective jazz<br />
candidates and their teachers through a range of 17<br />
seminars across the country.<br />
Professional Development and Seminars<br />
The 2003/04 CT <strong>ABRSM</strong> course in the UK was successfully<br />
completed by 136 teachers and celebrated at an awards<br />
ceremony held at the Britten Theatre at the Royal College of<br />
Music in July. The guest speaker was Roger Wright, Controller<br />
of BBC Radio 3. There are now some 140 students mid-way<br />
through the <strong>2004</strong>/05 course in the UK at five centres, of<br />
whom 31 are enrolled on the new residential version of this<br />
acclaimed course. Equivalent courses were completed and<br />
are now under way in Hong Kong and Singapore.<br />
Marking the 10th anniversary of the launch of the CT <strong>ABRSM</strong><br />
course, in <strong>2004</strong> we undertook a comprehensive review of<br />
our professional development services, which included the<br />
convening of a conference of 60 experts in this field in June.<br />
The outcome of this review will be the introduction of<br />
additional courses, particularly aimed at those at the start of<br />
their music teaching careers, from 2005 onwards.<br />
During the year <strong>ABRSM</strong> organised a host of seminars for<br />
teachers of piano, violin, viola and cello to support the<br />
introduction of the new graded exam syllabuses. The<br />
seminars were held at 12 venues across the UK and were<br />
attended by around 1,800 teachers. Alongside these, we<br />
conducted our normal annual series of examiner seminars<br />
at eight different locations, which included a stimulating<br />
presentation by the leading violinist and scientific<br />
researcher Paul Robertson about the relationships between<br />
music and the functions of the brain. A further series of<br />
seminars was held for Honorary Local Representatives<br />
(HLRs) and a record 175 HLRs attended these events.<br />
During the year the HLR Guide was revised and updated to<br />
include new information on <strong>ABRSM</strong>’s Child Protection Policy,<br />
advice for selecting stewards and guidance about assisting<br />
candidates with access needs.<br />
International<br />
The continuing year on year growth in overseas exam<br />
candidates is remarkable and is now running at a<br />
cumulative 23% over the past five years. During <strong>2004</strong> new<br />
representatives were appointed in 13 countries, including the<br />
appointment of the Roland Foundation to help to develop<br />
our work in Japan. Reflecting the exceptional rate of growth<br />
in Hong Kong, we have introduced a second exam session<br />
to take place in the spring of each year in that territory.<br />
With these levels of international activity, <strong>ABRSM</strong> is now a<br />
major player in the field of international cultural relations.<br />
In <strong>2004</strong>, 209 examiners spent a total of 12,500 days<br />
conducting <strong>ABRSM</strong>’s work in international centres, and<br />
visits were made by members of <strong>ABRSM</strong> staff based in<br />
London to 25 overseas countries across Europe, the USA,<br />
the West Indies, India, the Far East and Australasia. In<br />
November, we held the first ever <strong>ABRSM</strong> conference for our<br />
<strong>ABRSM</strong> <strong>ANNUAL</strong> <strong>REVIEW</strong> <strong>2004</strong><br />

representatives in the West Indies, bringing them together<br />
for three days of discussion in Barbados.<br />
There was a wide range of professional development and<br />
teacher support events throughout the world in <strong>2004</strong>.<br />
Professional Development Programmes were held in<br />
Hong Kong, Macau, Malaysia and Singapore, focussing on<br />
the new Piano Syllabus for 2005/06, and the teaching of<br />
higher grades and of theory. As part of our Centenary Travel<br />
Grant programme, professional development conferences<br />
were also conducted in Malta and across five cities in<br />
India. Altogether during the year 57 overseas teachers’<br />
meetings were organised and conducted by <strong>ABRSM</strong>.<br />
New Projects<br />
As foreshadowed in last year’s report, <strong>2004</strong> saw the launch<br />
of Music Medals. This brand new programme, designed to<br />
provide individual assessment during the early stages of<br />
instrumental learning for pupils taught in groups, had been<br />
under development for the previous four years. During this<br />
time there had been wide-ranging consultation, primarily<br />
with Music Services, on the needs of such pupils, and major<br />
pilot programmes across the UK. There were in fact three<br />
launch events: a first launch to heads of Music Services and<br />
Music Service teachers at the annual conference of the<br />
Federation of Music Services in May; this was followed by<br />
the press and public launch in London in June, which was<br />
attended by David Miliband MP, then Minister for Schools<br />
Standards, who warmly praised and supported these new<br />
accredited qualifications; finally, there was a launch at the<br />
annual conference of the National Association of Music<br />
Educators in September. At each of these events Music<br />
Medals were demonstrated effectively (and sensationally) by<br />
the violin duo DUEL.<br />
While the Music Medals publications were available from<br />
May, the assessments themselves came on stream towards<br />
the end of the year. Initially available for 17 instruments<br />
commonly taught in groups, this range will be extended<br />
further in 2005 and beyond. The development, planning,<br />
promotion and administration of Music Medals have made<br />
exceptional demands on all <strong>ABRSM</strong> staff and I most<br />
warmly applaud the spirit of collaboration which my<br />
<strong>REVIEW</strong> OF THE YEAR<br />
colleagues have shown and continue to show as we take<br />
Music Medals forward for wide dissemination in 2005<br />
and beyond.<br />
In <strong>2004</strong> we were also hard at work on the development of<br />
the SoundWorlds project, funded by Culture Online, part of<br />
the Department for Culture, Media and Sport. As mentioned<br />
last year, the objective is to extend access to music and<br />
enrich musical understanding, exploration and creativity<br />
through the creation of a new website and CD-ROM<br />
resource. By the time the project is launched later this year,<br />
well over 200 people will have been involved in its<br />
development, including composers, performers, consultants,<br />
authors, editors and teachers, and IT developers, designers<br />
and technicians. We are all confident that this highly<br />
innovative and creative project will provide a rich<br />
experience of interactions between music, video,<br />
photography and text for teachers, young people in and<br />
out of school and many others.<br />
The redesigned website, www.abrsm.org, launched at the<br />
end of 2003, was very well received in <strong>2004</strong>. The site<br />
includes a large number of open access forums which<br />
have already attracted over 3,000 registered users, who<br />
have made more than 50,000 postings to the site. In total,<br />
well over one million topics have been opened and read<br />
by visitors.<br />
Publishing<br />
<strong>2004</strong> was always going to be a busy year for <strong>ABRSM</strong><br />
Publishing. The publication of a new Piano Syllabus<br />
coinciding with a new Violin Syllabus involved eight graded<br />
Selected Piano Exam Pieces albums plus twelve volumes<br />
of Selected Violin Exam Pieces. In addition the Piano<br />
Syllabus was accompanied by the Teaching Notes on Piano<br />
Exam Pieces 2005-6 and recordings of all the pieces on<br />
the new syllabus for 2005 and 2006 on both CD and<br />
cassette. For only the second time, recordings of all the<br />
violin pieces on the new syllabus were produced (just on<br />
CD), though difficulties with production unfortunately<br />
delayed the publication of some of the violin recordings.<br />

<strong>ABRSM</strong> Publishing also published, only two months before<br />
the new piano and violin syllabus products, the first suite<br />
of Music Medals books. Twenty volumes of ensemble<br />
pieces at five levels for flute, violin, clarinet and treble clef<br />
brass instruments, plus Option Practice Books for those<br />
same instruments, were launched in May to support the<br />
major Music Medals presentations. Later, in the autumn,<br />
Option Practice Books for further instruments (guitar, cello,<br />
saxophone, recorder, viola, bass clef brass and trombone)<br />
plus ensemble books at five levels for guitar were issued.<br />
Meanwhile, plans for further ensemble books (recorder,<br />
saxophone) were in hand for publication in 2005.<br />
Alongside this already extensive programme, <strong>ABRSM</strong><br />
Publishing had been supervising a major new book, All<br />
Together! Written by a wonderful collection of experts in<br />
the field of group teaching, All Together! was warmly<br />
received by teachers, educational administrators and critics<br />
alike. Recognition of the original and pioneering nature of<br />
both this book and the whole Music Medals resource<br />
came in the form of the Music Industries Association’s<br />
Innovation in Printed Music Publishing award for <strong>2004</strong>.<br />
<strong>ABRSM</strong> Publishing’s year had begun in upbeat fashion with<br />
the launch of Spectrum for Cello. This collection of 16<br />
newly-commissioned works for cello and piano was<br />
enthusiastically welcomed by cello teachers and<br />
professional cellists in an entertaining presentation at<br />
24 Portland Place. Members of The Violoncello Society of<br />
London, including Sebastian Comberti, Steven Isserlis and<br />
Raphael Wallfisch, were on hand to bring the new works to<br />
life for the first time with many of the composers also<br />
present. A CD recording of all the pieces was included in<br />
the cello album. This book brought the total number of<br />
composers commissioned for the Spectrum series to 70<br />
and the total number of Spectrum pieces published to 91.<br />
A further innovation was the release of Achieving Success,<br />
a film designed to help those preparing for a diploma in<br />
performance. Made available in three formats, the film<br />
includes interviews with a diploma examiner and some<br />
successful candidates as well as exemplar performances<br />
on a variety of instruments. The DVD version also contains<br />
Chinese subtitles and a commentary in Cantonese to help<br />
candidates and teachers in South East Asia.<br />
Visits to Australia, the Caribbean, Cyprus, Germany,<br />
Hong Kong, India, Malaysia, New Zealand, Singapore,<br />
Spain, Taiwan and the USA were undertaken by <strong>ABRSM</strong><br />
Publishing staff, involving product presentations to retailers,<br />
exhibitions and trade shows, meetings with distributors<br />
and support for <strong>ABRSM</strong> seminars. Sales internationally in<br />
<strong>2004</strong> were boosted by the simultaneous release of the<br />
new piano and violin albums but, nevertheless, all-round<br />
growth was evident worldwide with remarkable increases<br />
in Hong Kong and the USA. In the latter case, the first full<br />
year of distribution by C F Peters in New York clearly<br />
showed the benefits to both <strong>ABRSM</strong> and its customers of<br />
having an efficient, dedicated partner in such a large and<br />
important territory. During <strong>2004</strong>, charitable donations of<br />
<strong>ABRSM</strong> publications were made to 46 beneficiaries in<br />
28 countries.<br />
At home, three members of staff gained the Graduate<br />
Certificate in Music Publishing from the London College of<br />
Communication after a year’s study supported by <strong>ABRSM</strong><br />
Publishing. <strong>ABRSM</strong> Publishing also appointed its first<br />
Product Development Manager with a remit to develop<br />
innovative new products that will complement the output<br />
of exam-specific publications. Publishing marketing staff<br />
supported numerous UK seminars on new syllabuses and,<br />
underneath all this visible activity, the production team<br />
managed over 200 items of promotional literature and<br />
stationery. It was indeed a busy year!<br />
Administration<br />
The administrative departments of <strong>ABRSM</strong> had an equally<br />
busy time in <strong>2004</strong>. Online entries continued to grow and<br />
now represent nearly 40% of all UK entries. In <strong>2004</strong>, online<br />
entry procedures were also made available in Singapore<br />
and much of Malaysia and a Virtual Private Network was<br />
established between Singapore and London.<br />
Music Medals have been designed to be delivered to the<br />
greatest extent possible through online mechanisms. So,<br />
during the year, a comprehensive Music Medals system<br />
<strong>ABRSM</strong> <strong>ANNUAL</strong> <strong>REVIEW</strong> <strong>2004</strong><br />

was developed and installed, along with a registration<br />
system for Music Services and others who will use and<br />
administer these assessments.<br />
Other IT developments in the year included a database of<br />
statistical information required to meet our statutory<br />
obligations to provide government with exam results, and<br />
an interface for the keying-in of practical exam component<br />
marks, which will have important implications in our quality<br />
assurance work.<br />
In <strong>2004</strong> a comprehensive human resources audit was<br />
undertaken and its outcomes will be taken forward in the<br />
current year.<br />
Music Education<br />
Throughout <strong>2004</strong>, I and my senior colleagues maintained<br />
our close connections with a range of outside<br />
organisations concerned with music education in the UK,<br />
most notably the Department for Education and Skills, the<br />
Qualifications and Curriculum Authority, the Music Education<br />
Council, the National Association of Music Educators, Youth<br />
Music, the Music Publishers Association, the Federation of<br />
Music Services and Music for Youth. We continue to<br />
provide substantial sponsorship support for the last two<br />
organisations on this list, which are both vital to the future<br />
well-being of music education in this country.<br />
The strong expressions of support from the government for<br />
music education, which I mentioned in last year’s review,<br />
were further endorsed in <strong>2004</strong> through the launch of the<br />
Music Manifesto in July by David Miliband MP and Estelle<br />
Morris MP. <strong>ABRSM</strong> was itself happy to sign up to this<br />
manifesto, whose very broad objectives are entirely in line<br />
with our charitable mission.<br />
Towards the end of the year the government’s goodwill<br />
was demonstrated in more tangible form through the<br />
announcement of an additional £30 million in 2007/08 to<br />
be ‘aimed primarily at giving every primary school pupil the<br />
opportunity to learn a musical instrument’. Although<br />
insufficient to meet this objective, this extra funding is most<br />
welcome news and gives an opportunity for Music Services<br />
<strong>REVIEW</strong> OF THE YEAR<br />
and others to demonstrate the added value that they can<br />
generate in terms of musical opportunities for young<br />
people. We can then hopefully look forward to an<br />
assurance from government that additional annual funding<br />
of at least this magnitude will be made available in<br />
subsequent years.<br />
It is also encouraging that one of the specific objectives of<br />
the Music Manifesto is ‘to develop a world-class workforce<br />
in music education’. At <strong>ABRSM</strong> we remain concerned that<br />
there is still no recognised pathway for instrumental<br />
teachers towards a status that is comparable with or<br />
related to Qualified Teacher Status. There is an urgent need<br />
for government agencies and employers to agree on a<br />
competency-based specification for the instrumental<br />
teacher, so that <strong>ABRSM</strong> and other awarding bodies can set<br />
about devising qualifications which will provide this<br />
enhanced status.<br />
Conclusion<br />
As is evident from this report, <strong>2004</strong> was a year in which<br />
<strong>ABRSM</strong> expanded strongly. I would like to pay particular<br />
tribute to the senior management team and all the staff at<br />
Portland Place for their dedicated efforts throughout <strong>2004</strong><br />
in both expanding our core operations and developing the<br />
new products and services which will benefit teachers and<br />
learners of music and will contribute to our future success.<br />
With 124 full time members of staff currently working at<br />
Portland Place, we try very hard to break down<br />
departmental barriers, recognising that all aspects of our<br />
work ultimately interrelate. I believe that this spirit of<br />
collaboration has been fundamental to the substantial<br />
progress made by <strong>ABRSM</strong> in recent years.<br />
This spirit, moreover, extends well beyond Portland Place to<br />
the large and growing teams of examiners, course leaders,<br />
mentors, HLRs, international representatives and<br />
consultants, on whom <strong>ABRSM</strong> depends for the delivery of<br />
all its products and services. In all, this wider team consists<br />
of nearly 1,500 people, and I would like to express my<br />
warmest thanks to each and every one of them for their<br />
contributions to the achievement of <strong>ABRSM</strong>’s charitable<br />
objectives over the past year.<br />

Encouraging and motivating players and singers at<br />

■ During <strong>2004</strong> a record 635,000 exams and assessments<br />
were taken by candidates in 91 countries.<br />
Professional Development<br />
Supporting music teachers throughout their careers<br />
■ Our Professional Development Department has been<br />
providing innovative and inspirational courses for<br />
teachers for 10 years.<br />
■ Over 1,700 teachers have been awarded the prestigious<br />
Certificate of Teaching having successfully completed the<br />
CT <strong>ABRSM</strong> course.<br />
■ In <strong>2004</strong> more than 4,000 teachers attended an <strong>ABRSM</strong><br />
course, seminar or workshop.<br />

One of the UK’s leading music publishers<br />
■ <strong>ABRSM</strong> Publishing sold 2,339,363 books, CDs and<br />
albums of music in the year ending January 2005.<br />
People<br />
Our most valuable resource<br />
■ A large and entusiastic team of representatives and<br />
contacts works with us to ensure that candidates and<br />
teachers receive the best service and support. We have<br />
295 Honorary Local Representatives in the UK and<br />
Ireland and a further 226 Representatives and contacts<br />
in other countries around the world.<br />
■ A total of 687 examiners worked for us during <strong>2004</strong><br />
delivering the whole range of assessments and exams<br />
offered by the Associated Board, from the Prep Test for<br />
those just beginning to learn an instrument, to diplomas<br />
for advanced students and professionals.<br />
■ When providing professional development opportunities<br />
for teachers, in the form of workshops, courses and<br />
seminars, we are able to call on 149 experienced<br />
mentors and Course Leaders on our Certificate of<br />
Teaching (CT <strong>ABRSM</strong>) course panel.<br />
■ Working to co-ordinate <strong>ABRSM</strong>’s many and varied<br />
activities are 124 staff based at our offices in Portland<br />

LIBRETTO is the <strong>ABRSM</strong> journal, sent out free of charge<br />
to over 100,000 teachers and students around the world.<br />
Each issue includes news on syllabuses, publications,<br />
