Some of the College’s recent 

successes 

• We were inspected by Ofsted and achieved the 

highest possible grades for all areas of our work. As 

a consequence the College was officially graded as 

an ‘outstanding’ provider of education and training. 

• The number of students that have stayed on their 

course and passed their examinations is in the top 

10% of all colleges nationally. 

• We have established new work-related foundation 

degrees in response to identified skills shortage 

areas. These are Motor Engineering, Software 

Engineering, Physical Activity & Sport and Hospitality 

Management. 

• The College has opened a high specification 3G all 

weather sports pitch. 

• We have gained an excellent reputation for our 

programmes that support unemployed people back 

into work. 

• The College has built a new sports pavilion and 

established a high quality gymnasium for our 

learners, staff and communities. 

• The College has implemented a ‘Single Equality 

Scheme’ in accordance with best practice in 

the public sector. All of our students and staff 

received appropriate training on their rights and 

responsibilities contained within the scheme. 

• We have reduced our carbon footprint during the 

year by cutting energy consumption by over 70 

tonnes of CO2 emissions. 

Working toward future success 

Bacup Vocational Centre 

• The College is planning to open a new vocational 

centre at Stubby Lee in the Rossendale Valley. 

• The College will be working in partnership to support 

and develop 14 - 19 education in the boroughs of 

Hyndburn and Rossendale.

“Accrington and Rossendale College is a specialist 

vocational college committed to developing the skills of 

14-19 year olds, adults and their employers, individuals 

and their communities. 

Our mission is to raise access, aspiration and 

achievement. Within this mission we strive to support 

those whose educational aspirations have yet to 

be realised, whilst contributing to the economic 

regeneration of Pennine Lancashire” 

The Accrington and Rossendale College Board is both successful and ambitious for the future. 

This document sets out the Governing Board’s values which shape the College’s ambitions and 

identifies the way forward for the next three years.

We will put our learners first in all we do. We will have high expectations of 

every individual and seek to develop their full potential whilst offering them 

a safe, secure and fulfilling college experience. We will seek the views of 

our learners regularly and involve them in decisions that affect their learning 

experience.

We are committed to ensuring that our services are demand-led in response 

to the identified needs of employers and stakeholders. We will engage with 

employers to inform the development of our products and services and 

aim to ensure that our training solutions for businesses and our vocational 

curriculum reflect best industrial practice.

We aim to create an environment that encourages learning and helps all our 

staff to develop their full potential. We value the ideas and contribution to 

the success of the College of every individual and we want the College to be 

a place of work that provides both personal fulfillment and collective pride.

We will provide flexible and open access to learning, be responsive to the 

learning needs of individuals and aim to raise aspirations and achievement. 

We aim to transform and improve people’s lives. We will play a key role 

in enhancing the social and economic well-being of our communities by 

engaging in community collaborations and partnerships.

We define quality as identifying and responding to the needs of our 

customers and stakeholders and exceeding their expectations. We will strive 

to maintain a culture of self-critical continuous improvement in all that we 

do.

We will nurture creativity in our staff and students to enable us to respond 

to technological, social and environmental changes. The College will 

maintain leading edge status in the application of new technology, learning 

methodologies and management practice for the benefit of learners and 

other stakeholders. 

…stewardship 

We will manage risk to allow us to innovate and develop the College, whilst 

not threatening its financial stability or its ability to pursue its mission. We 

will focus the use of the College’s money and resources on benefiting 

learners.

Our commitment to ethical and legal behaviour is absolute. We will tell the 

truth, keep our word and treat all others with fairness and respect. In arriving 

at decisions the balanced interests of all those who have a stake in our 

success will be considered.

We believe the promotion of equality and diversity is central to achieving 

our goals. We believe it is the right of everyone in College to be treated with 

respect and dignity, in an environment in which a diversity of backgrounds 

and experience is valued. The College will work to eliminate discrimination

As a leading further education provider and employer in the area we have 

a responsibility to both set an example and play our part in helping others 

to recognise the need to move towards sustainable development. We 

are committed to minimising the environmental impact of the College’s 

activities. We will seek to develop an ethos of environmental responsibility 

amongst all our staff and students.

Our ambitions 

Accrington and Rossendale College will: 

• Remain a successful, independent, first choice provider of vocational 

education for learners, employers and the local community. 

• Offer an innovative and exciting all round learner experience that meets 

our learners’ diverse needs. 

• Rapidly respond to the changes in the internal and external environment 

in which we operate to ensure the College remains ‘outstanding’. 

• Continue to improve learner success rates to ensure the College 

remains in the top 10% of FE Colleges 

• Make a significant contribution to the regeneration of the local economy, 

including reducing the number of those not in work and young people 

not in education, employment or training (NEET). 

• Develop new provision that is responsive to the identified needs of 

employers and the aspirations of 14-19 year old learners
