Dr. Paul M. Roman, Distinguished
Research Professor
of Sociology, has been at
the University of Georgia
since 1986. He received a
Ph.D. in Sociology from
Cornell University in 1968.
Dr. Roman's most recent
work examines organizational
change and adaptation in national samples
of 900 public and private substance abuse treatment
organizations; diffusion and adoption of
innovations by substance abuse treatment organizations;
organization and management in a
national sample of 400 therapeutic communities;
management of substance dependence in the
workplace, macro and micro dynamics of the
treatment of alcoholism; and implementation of
policies in workplaces.
Dr. Sushma Taylor has
been CEO of Center
Point, Inc., since 1981. She
is responsible for the development,
management and
administration of the
agency’s community-based
TC programs, which today
serve more than 6,500
clients annually. Previously, Dr. Taylor directed
CA state initiatives for the CJS population and
developed exemplary programs for the mentally
ill and mothers and children. She is Vice-President
of TCA; serves on statewide and national
advisory boards and commissions; and has internationally
trained professionals in the latest techniques
of addiction treatment as a consultant for
the State Department. She is also a licensed Marriage
and Family Therapist (MFT) and a certified
practitioner of psychodrama, sociometry and
group psychotherapy.
Mr. Martin R. Infante is
the founder and president of
Self Enhancement for Life
Foundation, Inc. (SELF), a
model treatment center recognized
locally and in the
international arena. In 1998,
he served as the Chairman
of the Inter-Agency Committee
for the Treatment and Rehabilitation of
Substance Dependents (IAC-TRDD) of the Dangerous
Drugs Board (DDB) of the Philippines. Mr
Infante is a Board member of the Asian Federation
of TCs (AFTC); and Associate Chairman of the
Standards & Goals Committee of the WFTC
Executive Council. Martin also served as a
Regional Trainer of the Colombo Plan Drug
Advisory Program where he co-authored the
book Development of Family and Peer Support
Groups in November 2003 and a guidebook on
minimum standards entitled Management of
Drug Treatment and Rehabilitation Programs in
Asia in May 2005.

Title: Organizational Challenges
Today’s TCs operate in a highly complex public health field, posing multiple
challenges for TC management and administration. Serving primarily those
on the social periphery, with few to no resources, many TCs are highly
dependent on public funding and under pressure to increase efficiency.
External accountability requirements and service delivery standards, and more
complex organizational structures require sophisticated management that
serves rather than takes away from treatment delivery. The panel discusses
some of these aspects and offers strategies to ensure future stability.

Abstract: Therapeutic Communities in the USA: A Dynamic Present and a
Challenging Future
Based on a national study of clinical and management features of TCs in
the US, Dr. Roman reviews the spread of TC methodology into the wider treatment
arena, and the integration of emerging treatment technologies into the TC.
The presenter will discuss the opportunities that arise from this development as
well as the need to draw parameters or boundaries around the TC concept.

Abstract: Issues and Challenges in the Management of Non-Profit
Organizations
The effectiveness of non-profit organizations is measured not only in the
services delivered but also in the efficiency of the organization itself. This presentation
identifies nine core areas of organizational functioning. In addition to
describing organizational challenges and measurements, Dr. Taylor will present
types of organizational models and describe the core values and attributes of
excellent organizations.

Abstract: Against all odds - Maintaining TC Integrity and Operation
In some parts of the world governmental regulation may be experienced as a
challenge to treatment integrity; the Philippine experience, however, may be
representative of those countries where lack of regulation and the associated
public funding lead to problems for the management, sustainability, and effectiveness
of treatment. This presentation will discuss some of the resulting
organizational challenges.
