on behalf of mental Health <strong>Carers</strong> arafmi (Wa) inc, <strong>Carers</strong> Wa and <strong>the</strong> Wa<br />

<strong>Carers</strong> Conference 2012 organising Committee, we take great pleasure<br />

in welcoming you to <strong>the</strong> Wa <strong>Carers</strong> Conference 2012 here at <strong>the</strong> Perth<br />

Convention and exhibition Centre.<br />

The conference <strong>the</strong>me is ‘Caring at <strong>the</strong><br />

Crossroads’. Never has caring in our<br />

communities been more prominent and<br />

prevalent. As our population ages and<br />

increases, with medical intervention<br />

extending lifespans, with mental<br />

health caring loads increasing, and<br />

with residential support not keeping<br />

up with <strong>the</strong> increasing demand, more<br />

responsibility is placed on family and<br />

friends who provide <strong>the</strong> majority of<br />

care to people in <strong>the</strong> community who<br />

need support. What does this all mean<br />

for families and o<strong>the</strong>r carers, and how<br />

does it impact on <strong>the</strong> services and<br />

organisations that support <strong>the</strong>m?<br />

The Conference, hosted by ABC TV<br />

Sports Presenter and Broadcaster<br />

Karen Tighe, will provide an excellent<br />

opportunity for family carers, community<br />

organisations, service providers and<br />

government agencies to learn about <strong>the</strong><br />

current trends and issues relating to and<br />

impacting on carers and <strong>the</strong> people <strong>the</strong>y<br />

support. These messages come from a<br />

range of well-informed sources which<br />

includes politicians, senior bureaucrats,<br />

service providers and academics as well<br />

as from those with a lived experience of<br />

<strong>the</strong> topic, <strong>the</strong> carers <strong>the</strong>mselves.<br />

The program allows <strong>the</strong> opportunity for<br />

attendees to participate in panel and<br />

Q&A sessions as well as listening to a<br />

wide range of presenters during <strong>the</strong> two<br />

days. People will have a chance to put<br />

<strong>the</strong>ir views directly to senior bureaucrats<br />

and community leaders.<br />

COTA (<strong>WA</strong>) – THE VOICE OF SENIORS!<br />

COTA (<strong>WA</strong>) is recognised by <strong>the</strong> State and Federal<br />

Government as <strong>the</strong> peak body for all older Western<br />

Australians. It is a non-profit, independent organisation run<br />

by older people for older people. As <strong>the</strong> Voice of Seniors, we<br />

advocate on behalf of Seniors to influence local, state and<br />

federal government, business and <strong>the</strong> community.<br />

COTA <strong>WA</strong> PROVIDES A RANGE<br />

OF SERVICES INCLUDING:<br />

COTA Membership Services – provide individuals with<br />

access to <strong>the</strong> COTA <strong>WA</strong> dining program, travel and wine<br />

club, discounted gift cards, COTA Home Maintenance<br />

Services, COTA insurance, COTA mobile phones and key<br />

finders. Organisational membership entitlements include<br />

reduced rates for COTA <strong>WA</strong> conferences, forums and<br />

Seniors Housing Centre – is a collaborative venture<br />

between COTA <strong>WA</strong> and <strong>the</strong> Department of Commerce –<br />

Consumer Protection to offer a gateway for information<br />

and referrals for Seniors on <strong>the</strong>ir available housing options.<br />

Seminars are conducted regularly through metropolitan<br />

Living Longer Living Stronger <strong>Program</strong> – provides<br />

strength training and exercise for <strong>the</strong> over 50s, it has more<br />

than 6,000 people enrolled across <strong>WA</strong> who participate at over<br />

70 locations in individually supervised programs. Sessions are<br />

available at low cost and are held in an atmosphere that is<br />

fun, enjoyable and welcoming!<br />

Mental Health and <strong>the</strong> Law<br />

This discussion and debate will raise <strong>the</strong> main ingredients in Western Australia’s new Mental Health<br />

Act, now going through <strong>the</strong> Parliamentary processes. Every aspect of <strong>the</strong> State’s mental health laws,<br />

powers and rights have been under <strong>the</strong> microscope to set a blueprint for <strong>the</strong> future.<br />

Police powers regarding <strong>the</strong> important and challenging roles for police in prosecutions and dealing<br />

with mental health consumers as we face major changes are undergoing substantial overhaul.<br />

Much police internal work has been undertaken with researchers looking at international and<br />

national practices that may be suitable for <strong>WA</strong>.<br />

Everything you wanted to know about respite but were too tired to ask<br />

This panel is comprised of people who deliver respite services around <strong>WA</strong>. You have a great<br />

opportunity to explore your options for taking a break. The panel members will talk about <strong>the</strong><br />

services <strong>the</strong>y have available and <strong>the</strong>n open <strong>the</strong> discussion up for <strong>the</strong> audience to ask questions.<br />

Young <strong>Carers</strong> in Schools<br />

Around <strong>WA</strong> a dedicated and diverse group of school based staff and students are working with<br />

government and community organisations to make it easier to identify and support young carers<br />

in schools. Panel members will share <strong>the</strong>ir insights and speak about future plans. The audience is<br />

encouraged to come with questions and ideas for <strong>the</strong> panel. Our facilitator is Tim Moore, President<br />

of <strong>Carers</strong> Australia.<br />

Confidentiality and information sharing – problems and solutions<br />

Due to concerns about confidentiality, families have been left in limbo wondering whe<strong>the</strong>r <strong>the</strong>ir<br />

loved ones with a mental illness are safe and receiving <strong>the</strong> care <strong>the</strong>y need. Yet consumers have a<br />

right to privacy and clinicians have a responsibility to protect <strong>the</strong> confidentiality of <strong>the</strong>ir clients.<br />

How can this situation be resolved in a way that respects and supports all involved? Our panel<br />

members will lead a discussion and invite audience participation.<br />

Are you a carer seeking advice? This is <strong>the</strong> panel session for you!<br />

Whatever your caring role, <strong>the</strong>re is a carer advisor on this panel who can assist with information<br />

and referrals. This panel is comprised of people who spend every working day with carers, helping<br />

<strong>the</strong>m navigate <strong>the</strong> complex web of agencies and service providers that you may need to contact.<br />

Come and meet <strong>the</strong>m in person and bring <strong>the</strong>m your questions, and also your tips and ideas.<br />

<strong>Carers</strong> Story Booth<br />

Do you have a caring story that could help us improve life<br />

for carers?<br />

The Carer Story Booth is a chance for us to hear your caring story so that we<br />

can raise carer issues in <strong>the</strong> media and in our campaign work. You can choose<br />

to keep your personal details confidential, but with your permission we will<br />

include your story as evidence in our submissions to governments as we bid for<br />

better services and outcomes for caring families. Research students from Curtin<br />

University and staff from <strong>Carers</strong> <strong>WA</strong> will be on hand to record your story.<br />

<strong>Carers</strong> Help Desk<br />

Helping carers to fast track <strong>the</strong>ir way through <strong>the</strong> maze.<br />

<strong>Carers</strong> often need to interact with a number of agencies in order to gain all <strong>the</strong><br />

information and services <strong>the</strong>y are seeking. The <strong>Carers</strong> Help Desk is a chance to<br />

ask more complex questions of our team of advisors. They might not be able<br />

to answer every question you have, but <strong>the</strong>y are very likely to know who does<br />

have <strong>the</strong> answers and to provide you with a referral.<br />

The speakers’ preparation area is located<br />

in Meeting Room 12, Level 2 of <strong>the</strong><br />

Perth Convention and Exhibition Centre.<br />

This room will be provided for all<br />

presenters and offers <strong>the</strong> opportunity<br />

to check-in presentations with <strong>the</strong><br />

audiovisual technician. This area will be<br />

staffed by a technician throughout <strong>the</strong><br />

duration of <strong>the</strong> Conference.<br />

All speakers are required to visit <strong>the</strong><br />

speakers’ preparation area and provide<br />

<strong>the</strong>ir presentation on a CD or USB to <strong>the</strong><br />

Commission welcomes<br />

disability inquiries<br />

Information about disability supports and services will be<br />

available at <strong>the</strong> <strong>WA</strong> <strong>Carers</strong> Conference from <strong>the</strong> Disability<br />

Services Commission, a platinum sponsor.<br />

The Commission’s Director General Ron Chalmers, Board<br />

Chairperson Bruce Langoulant and Executive Director of<br />

<strong>the</strong> My Way Project Robyn Massey will address <strong>the</strong><br />

conference while o<strong>the</strong>r staff will be available at a stand in<br />

<strong>the</strong> exhibition hall throughout <strong>the</strong> two-day conference.<br />

Dr Chalmers will take part in a plenary panel discussion<br />

on ‘What has Changed for <strong>Carers</strong> in your Sector?’. Arafmi<br />

<strong>WA</strong> Patron and Chief Justice Wayne Martin, Brightwater<br />

Care Chief Executive Dr Penny Flett and The West Australian’s<br />

Medical Editor Cathy O’Leary will also be on <strong>the</strong><br />

panel.<br />

Bruce Langoulant and Robyn Massey will take part in <strong>the</strong><br />

‘Transitions in caring and future planning’ sessions. Bruce<br />

will talk about his experience as a carer and also discuss<br />

current Commission developments. Robyn will explain <strong>the</strong><br />

My Way project and self-directed supports and services.<br />

The Commission is <strong>the</strong> State Government agency<br />

responsible for advancing opportunities, community<br />

participation and <strong>the</strong> quality of life for people with<br />

disability. Its work is guided by <strong>the</strong> vision of <strong>the</strong> Count Me<br />

In: Disability Future Directions strategy.<br />

This vision is that all people live in welcoming<br />

communities that facilitate citizenship, friendship, mutual<br />

support and a fair go for everyone.<br />

The Commission provides a range of direct supports and<br />

services and funds non-government agencies to provide<br />

supports and services to people with disability, <strong>the</strong>ir<br />

families and carers.<br />

Commission staff look forward to meeting visitors at <strong>the</strong><br />

<strong>WA</strong> <strong>Carers</strong> Conference, ready to provide more<br />
