materials, pho<strong>to</strong>graphs, cinema<strong>to</strong>graphic films, sound recordings and<br />

machine-readable records;<br />

(x) items <strong>of</strong> furniture, tapestries, carpets, dress and musical instruments;<br />

(xi) zoological, botanical and geological specimens;<br />

- 'protection' shall be taken <strong>to</strong> mean the prevention and coverage <strong>of</strong> risks as<br />

defined below:<br />

(i) 'prevention <strong>of</strong> risks' means all the measures required, within a<br />

comprehensive protection system, <strong>to</strong> safeguard movable cultural property<br />

from every risk <strong>to</strong> which such property may be exposed, including those<br />

resulting from armed conflict, riots or other public disorders;<br />

(ii) 'risk coverage' means the guarantee <strong>of</strong> indemnification in the case <strong>of</strong><br />

damage <strong>to</strong>, deterioration, alteration or loss <strong>of</strong> movable cultural property<br />

resulting from any risk whatsoever, including risks incurred as a result <strong>of</strong><br />

armed conflict, riots or other public disorders whether such coverage is<br />

effected through the partial assumption <strong>of</strong> the risks by the State under a<br />

deductible or excess loss arrangement, through commercial or national<br />

insurance or through mutual insurance arrangements.<br />

1980 UNESCO Recommendation (Moving Images)<br />

Recommendation concerning the safeguarding and preservation <strong>of</strong> moving images, adopted<br />

by UNESCO in Belgrade, 27 Oc<strong>to</strong>ber 1980 (§ 1, 3)<br />

1. For the purposes <strong>of</strong> this Recommendation:<br />

- 'moving images' shall be taken <strong>to</strong> mean any series <strong>of</strong> images recorded on a<br />

support (irrespective <strong>of</strong> the method <strong>of</strong> recording or <strong>of</strong> the nature <strong>of</strong> the<br />

support, such as film, tape or disc, used in their initial or subsequent<br />

fixation), with or without accompanying sound, which when projected<br />

impart an impression <strong>of</strong> motion and which are intended for communication<br />

or distribution <strong>to</strong> the public or are made for documentation purposes; they<br />

shall be taken <strong>to</strong> include inter alia items in the following categories:<br />

(i) cinema<strong>to</strong>graphic productions (such as feature films, short films,<br />

popular science films, newsreels and documentaries, animated and<br />

educational films);<br />

(ii) television productions made by or for broadcasting organizations;<br />

(iii) videographic productions (contained in videograms other than those<br />

referred <strong>to</strong> under (i) and (ii) above;<br />

- 'pre-print material' shall be taken <strong>to</strong> mean the material support for moving<br />

images, consisting in the case <strong>of</strong> a cinema<strong>to</strong>graphic film <strong>of</strong> a negative,<br />

internegative or interpositive, and in the case <strong>of</strong> a videogram or a master, such<br />

pre-print material being intended for the procurement <strong>of</strong> copies;<br />

- 'projection copy' shall be taken <strong>to</strong> mean the material support for moving<br />

images intended for actual viewing and/or the communication <strong>of</strong> the images.<br />

3. All moving images <strong>of</strong> national production should be considered by Member<br />

States as an integral part <strong>of</strong> their 'moving image heritage'. Moving images <strong>of</strong><br />

original foreign production may also form part <strong>of</strong> the cultural heritage <strong>of</strong> a<br />

country when they are <strong>of</strong> particular national importance from the point <strong>of</strong> view <strong>of</strong><br />

the culture <strong>of</strong> his<strong>to</strong>ry <strong>of</strong> the country concerned. Should it not be possible for his<br />
