On behalf of the staff and volunteers of the OMHA’s many development programs, thank you for being a
Player Development
In recent years, Canadians
have participated in a vigorous
debate about how best to
teach boys and girls to play the
game of hockey. Many Canadians
believe we should create
and support an elite class of
world-beating players as a primary
aim of Canadian hockey.
Many others fundamentally
want hockey to be enjoyed by
as many people as possible.
Player development is at the core of
everything we do at the OMHA
The OMHA is dedicated to providing
the player with every opportunity
to participate, learn, grow
and have fun through the game
of hockey.
2009-2010 OMHA DEVELOPMENT PROGRAMS HANDBOOK • 16
Our programs are centered on
improving the quality of the
hockey experience for players of
all ages and skill levels

Initiation Program
Basic Hockey Skills and
Much More!
The Initiation Program is
Canada’s premiere “Learn to
Play” program for beginning
hockey and is the foundation of
skills development for hockey in
the OMHA. Developing the
fundamental skills in our young
hockey players is essential for
their future growth.
The objective of this program is to
provide a fun, safe and positive
environment for youngsters to
learn the basic skills of hockey.
The program is a structured, learn
to play hockey program designed
to introduce beginners – players
and parents alike – to the game’s
basic skills skating, stick handling,
passing and shooting.
Each skill is introduced and refined
in a progressive ‘one-step-ata-time’
manner. Players participate
in practice drills, informal and
modified games (such as pond
hockey or cross-ice hockey).
Initiation (CHIP) Clinics
The overall success of the program
relies on the leadership and
teaching ability of the instructors.
To assist parents we have developed
an Instructional Clinic designed
to ensure that instructors
are fully prepared to present a
successful program.
4 oz. Lightweight Blue Puck
During the 2005-2006 season,
the OMHA implemented a pilot
study on the use of the 4 oz.
Lightweight Blue Puck for programming
below Novice including
all games and practices.
The Blue Puck Policy was passed
and implemented effective the
2006-2007 season:
2.3 Programming Below Novice
f) The Lightweight Blue Puck shall
be mandatory for all hockey programs
for players six (6) years of
age and below. It is recommended
for all hockey programs
for players seven (7) years of age
and below.

Initiation Program
Fun Festivals
How a player gets that first taste of hockey is crucial. If the beginner has fun, developing some basic skills
and building confidence, there is a good chance that player will go on to enjoy hockey for many years.
But if a beginner has an unhappy, unrewarding experience, the chances are that he, or she, will quit at an
early age and never discover the real joy of Canada's great game.
The OMHA Initiation Program
Fun Festivals were created as a
venue to showcase the Initiation
Program in communities and expose
players, their parents and
family, administrators and associations
to the benefits of the program.
This one-day event includes a
parent seminar, off-ice and on-ice
activities, lunch and lots of prizes
with the intent that everyone involved
will gain knowledge and
have FUN!
Fun Festival Objectives
• Introduce children to the
game’s basic skills and make
their first contact with hockey
a safe and positive fun-filled
experience.
• Introduce children to off-ice
activities enabling them to
become contributing members
of a team effort, develop
self-confidence and experience
a sense of achievement.
• Introduce parents and volunteers
to the Initiation Program,
2009-2010 OMHA DEVELOPMENT PROGRAMS HANDBOOK • 18
hoping that they will continue
in the game and serve
their association.
• Introduce other Associations
to the OMHA Initiation Program
and help them recognize
the benefit of such a
program in their community.
• Give information and direction
to Associations on how
to implement the Initiation
Program in their community.
National Skills Standards
& Testing (NSST)
Program Goal
“Raise awareness of the importance of skill development and establish a system to measure and celebrate
skills.”
Hockey Canada has created the
Hockey Canada National Skills
Standards and Testing Program
for minor hockey aged players in
Canada. This program is based on
the fundamental philosophy that
skill development should be fun
and challenging and at the same
time accessible to all players in the
Canadian minor hockey system.
Hockey Canada believes in celebrating
skill achievement.
In Canadian minor hockey,
coaches should be encouraged
to foster the development of the
fundamental skills required to play
the game at the minor levels by
measuring and providing positive
individual feedback on skill development.
It is essential that minor
hockey associations and parents
have a method of measuring success
beyond wins and losses.
A series of 6 individual skill tests
have been designed to measure
the skill level of players. These tests
can be administered by team
coaches requiring very little equipment,
expense and set up time.
2009-2010 OMHA DEVELOPMENT PROGRAMS HANDBOOK • 23
It is recommended that players be
tested three (3) times per season.
• The beginning of the season:
sets a baseline for each player
and the team
• Mid – season: demonstrates the
amount of skill improvement of
each player and the team
• End of season: demonstrates
improvement from the start of
the season to the end of the
season

Hockey Canada
Skills Academies
Hockey Canada Molson Open Ice Summit Recommendation # 10:
"Promote cooperative efforts between school boards, local hockey associations and sponsors, to better utilize ice
times and school facilities and move towards the development of sport schools."
In order to get the most out of
arenas during weekday hours –
when most minor hockey players
are in school – Hockey Canada
believes that a sport school program
for hockey is required. With
that in mind, the Hockey Canada
Skills Academy (HCSA) program, a
partnership between Hockey
Canada and its 13 member
branches, is a step in the right
direction.
The HCSA model has the potential
to be a second mainstream
player development program
mirroring the minor hockey club
team system in Canada.
Throughout the evolution of this
new program it is important to
keep in mind that HCSA is a supplement
the club team system
and not intended to replace it.
The long-range vision of HCSA,
the outcome is not to develop
future professional or international
caliber athletes, or Rhodes
scholars. The outcome is to
2009-2010 OMHA DEVELOPMENT PROGRAMS HANDBOOK • 24
enhance a student-player’s confidence,
individual playing skills,
self-esteem and opportunities in
both academics and athletics beyond
the primary and secondary
school system all while making
efficient use of arena facilities during
school hours.
The HCSA program continues to grow in Ontario. As of the end of the 2008-2009 season, there were 22
OMHA Coaches
Program
The OMHA Coaching Technical
Committee has worked diligently
to implement the Revised
National Coaching Certification
Program (NCCP). Each
year the OMHA certifies over
5,000 coaches through NCCP
clinics and the Continuing Education
Program (CEP) for
coaches.
One of the most important
distinctions for this new education/training
model is that it is
an athlete-centered approach
to training coaches. This means
the needs of the coach are
defined by the needs of the
athletes. Participants will be
grouped with other coaches
working at the same agegroup
& level.
Certification Clinics
NCCP
The OMHA offers the following certification clinics:
INITIATION (CHIP) Focuses on technical skills and the development of
basic skills in a fun and supportive, learning environment.
NCCP COACH STREAM* The Coach Stream clinic is designed for a coach who is
new to the coaching program and working with players
at the recreational level.
INITIATION (CHIP)/ COACH
STREAM HYBRID*
The Initiation/Coach Stream clinic is a pilot project that
combines the course content from both the Initiation
(CHIP) clinic and the Coach Stream clinic. This combination
clinic is designed to better utilize volunteer time.
NCCP DEVELOPMENT 1* The Development 1 clinic is designed for a coach who
is working with players at the Competitive (Rep level)
Stream. This is minimum requirement to coach Rep
Hockey in the OMHA.
NCCP DEVELOPMENT 2 For coaches working with players at the competitive
level who have successfully completed Development 1
or Coach Level certification. The clinic also involves a
formal evaluation including a Field Evaluation and completion
and evaluation of the post-clinic Coach Workbook.
The NCCP also includes the High Performance Stream of clinics; however these are not a regular part of
OMHA programming. High Performance 1 & 2 are aimed at coaches working with athletes at the Junior,
University, Provincial & national levels. The High Performance 1 clinic are usually delivered in Ontario once
every 2 years.
* The clinics marked with an asterisk will include Speak Out! integrated into the clinic curriculum and
coaches will receive Speak Out! certification in addition to their coaching certification.
Continuing Education
Program (CEP) for
Coaches
The OMHA Development Committee, working under the direction of Hockey Canada believes that it is
important to have highly knowledgeable and competent coaches that continue to learn and develop
their skills to ensure a high quality learning environment for all OMHA players. To achieve this, the OMHA
Coaching Program introduces the Continuing Education Program (CEP) for coaches.
The Continuing Education Program
(CEP) for coaches provides
the opportunity for coaches to
earn credits towards the renewal
of their certification by attending
specialty clinics, conferences, and
clinics. In the future, we will look
at new and innovative tools such
as on-line learning. The goal is to
ensure each player has a
‘Qualified’ coach and to ensure
coaches meet the ‘needs of their
athletes’.
This component of the National
Coach Certification Program is
intended to ensure that the
knowledge, skill, and competence
of trained and certified coaches
remain at a high level throughout
their coaching career. All coaches
are required to obtain credit
points every three (3) years in
order to maintain their standing
within the NCCP. Credit points
can be obtained in a number of
ways. It is expected that coaches
will choose a variety of educational
experiences for the benefit
of both themselves and their players.
• Coaches* in the OMHA will be
required to participate in Continuing
Education Program
modules to maintain their certification.
• Coaches* in the OMHA are
required to obtain credit points
every three (3) years in order to
maintain their standing within
the NCCP.
• The Coach will be required to
keep track of eligible activities in
which they participate on their
CEP passport.
• The CEP Passport will need to
be submitted to the OMHA at
the end of the 3-year cycle.
Hockey Canada
Coach Specialty Clinics
The Specialty Coach Clinic Program
has been designed to act
as a supplementary coaching
education program to that of
Hockey Canada Mentorship
Program. The specialty clinics
are short, 3 hour modules that
involve classroom and on-ice
sessions for coaches that can
easily be run during the weekday
evenings and/or weekends.
The instructional modules are
based around newly created
Hockey Canada resources that
address player technical and
tactical development as well as
coaching effectiveness. The
most important aspect is that
the coaches learn how to teach.
.
Clinic Content
Specialty clinics offer coaches a
practical session on teaching various
skills, tactics and systems.
This proactive, hands-on clinic will
include the following modules:
1. Skating
2. Puckhandling
3. Small Area games
4. Checking
We are also planning to introduce
additional modules this season
such as:
• Developing Defensemen
• Shooting & Scoring
• Creating Offense
• Goaltending
2009-2010 OMHA DEVELOPMENT PROGRAMS HANDBOOK • 30
The NCMP Specialty Clinics were
designed with the following messages
in mind:
• Keep them moving – whether
it’s a practice, clinic or camp,
ices sessions should be designed
to engage every participant
consistently.
• Emphasize the Fundamentals –
build a foundation that will
never crack.
• Incorporate a progression of
skill development for every participant

Game Day
Coaching Clinics
In hockey, one of the most important
elements is skill development.
This holds true for all participants,
most notably players,
coaches, and trainers. Game Day
Coaches Clinics aim at improving
the coaching ability of the
coaches in the OMHA.
OMHA coaches will see what
goes into coaching an OHL or
professional team. Equipment
advice, power play and penalty kill
structure, skill-enhancing drills,
and game day preparation are
some of the key areas the OMHA
coaches will receive expert advice
on. OMHA coaches then get a
chance to watch all the strategy
and tactics they learned get put to
the test as the very coaches that
just carried out the clinic coach in
an game. After the clinic when
coaches go back to the various
teams they coach, they can then
pass on what they learned to
their players.
CEP Credits
• Earn 10 points towards your
coaching certification at an
OMHA Game Day Coaches
Clinic. The OMHA Continuing
Education Program [CEP] provides
OMHA coaches the options:
• Renew coaching certification
through a Refresher Clinic or
• By earning points by through
activities recognized by CEP. A
total of 20 points over three
years will re-certify coaches.
Regional Development
Leaders (RDL)
The Regional Development Leaders (RDL) initiative was created as an outcome of Hockey Canada’s
National Coach Mentorship Program (NCMP).
The purpose of this program is a result of direct action Hockey Canada and its member Branches
have taken since the Coaching Association of Canada’s evaluation of the NCCP in 1995 and the
Molson Open Ice Summit on player development of 1999.
In both events, it was determined
that the mentoring of coaches at
all levels and specifically minor
hockey is the key to the future
growth of coaching in Canada.
The ultimate outcome is improved
athlete development through the
establishment of a national coach
mentoring program.
The vision of the OMHA’s RDL
initiative is to create a network of
support including programming
and resources for Minor Hockey
Association across the OMHA.
The role of the Regional Development
Leader (RDL) is:
• To act as the primary
development resource contact
for all development initiatives
in the region.
• To act as a direct liaison with
all minor hockey associations
within their region and support
them in implementing
development initiatives.
• To ‘mentor’ minor hockey associations
in the adoption of
programming including creation
of a development philosophy
for their players, coaches
& volunteers and the imple-
Speak Out!
In February 1997, Hockey Canada
established what is now known
as the Speak Out Committee. Using
input from parent focus
groups, the expertise of leaders in
this field, and a review of research
and literature, the committee developed
a three year plan focused
on preventing harassment and
abuse in Hockey Canada.
The program continues to grow
and bullying has recently been
added to both the educational
workshops and the promotional
materials.
2009-2010 OMHA DEVELOPMENT PROGRAMS HANDBOOK • 36
Who is this program for?
Over the last six years, a comprehensive
program of training, education,
and awareness of harassment
and abuse has been accomplished
through workshops, resource
materials, and branch and
association initiatives. All of these
factors have focused on coaches,
managers, trainers, parents, players,
and administrators.
Speak Out! (PRS) certification is
required for all Team Officials in
the OMHA and is strongly recommended
for all volunteers involved
in your minor hockey association.
Effective the 2008-2009 season,
Speak Out! will be integrated into
the Coach Stream and Development
OMHA Referee Schools
The extremely successful and
popular school format provides
new and less experienced Officials
with an opportunity to acquire
officiating skills and rule knowledge
while completing OMHA
and Hockey Canada certification
requirements. The intensive, action-packed
agenda features classroom
instruction including audiovisual
presentations, as well as onice
training.
In operation since 1994, the
school now encompasses 3 locations
across the OMHA
EAST • Trenton
CENTRAL • Guelph
WEST • Windsor
The schools have grown to the
point where they now attract
officials from across the province
and the United States.
The OMHA Referee Schools feature
a variety of guest speakers.
including the ‘Hot Stove’ Panel
Discussion. This unique feature of
the school consists of a panel including
present and former Officials
of the National Hockey
League, the Ontario Hockey
League, and the Ontario Hockey
Federation.
2009-2010 OMHA DEVELOPMENT PROGRAMS HANDBOOK • 42
School Objectives
• To teach the methods and
procedures of officiating in
both the 2 and 3 official systems.
• To instruct uniform interpretation
of the rules.
• To provide each official with
on-ice sessions to acquaint
them with the duties of the
referee and linesmen.
• To provide each official with
an opportunity to improve
overall officiating performance.
• To learn effective communication
strategies and techniques.

Referee Supervision
Program
The OMHA Referee Supervision
Program is perhaps the biggest
initiative that no one sees. The
goal of the program is to supervise
every official twice during the
year and with close to 5,000 officials,
this is a huge undertaking.
Along with stated goal, there is a
specific focus on the following:
Junior Level Officials:
• Consistency and Application
of the New Standard of Play
• HCOP Procedures
Senior Level Officials:
• Consistency and Application
of the New Standard of Play
• HCOP Penalty Call Application
Linesman:
• HCOP Face-off Procedures
and Encroachment
House League:
• Make sure they have help
with all basic procedures for
the age category being
worked.
2009-2010 OMHA DEVELOPMENT PROGRAMS HANDBOOK • 43
Objectives of Effective
Evaluation
1. To improve the quality of officiating
in the two and three
official systems of officiating.
2. To develop evaluation consistency
in the assessment of
officials.
3. To provide instructional followup
and coaching which reinforces
the information presented
in clinics with the
Hockey Canada Officiating
Program. Officials should be
provided with feedback on
areas of positive performance
as well as areas where improvement
is required to
strengthen their on-ice performance.
4. To develop consistent officiating
techniques with reference
to rule interpretation.
5. To obtain optimum performance
by providing an incentive
to the officials.

OMHA Trainer Program
The HTCP is a risk management
and safety education program for
the volunteer hockey trainer. The
ultimate goal of the program is to
have all Hockey Trainers implement
effective risk management
on their own teams, where safety
is the first priority at all times, both
on and off the ice. All Hockey
Trainers should utilize a proactive,
preventative approach to safety
while being prepared to react in
the event of accidents, injuries or
medical emergencies.
The HTCP is designed to educate
people in the prevention, recognition
and treatment of hockey related
injuries. The HTCP offers
three levels of certification, which
are designed to assist the individual
trainer as his or her experience
grows. Program content, administration
and policies are established
through the HDCO Trainers
Committee and through consultation
with Hockey Canada's
National Trainers Committee.
The HTCP Level I program is the introductory level of the program, which introduces the participant
to the principles of injury and risk management.
The HTCP Level 1 Refresher Clinic was piloted during the 2004-2005 Season and was fully
implemented during the 2005-2006 season. The clinic is available for participants whose
HTCP Certification is expiring on the current August 31 st , and may re-qualify their Certification
by participating in a 1/2 day clinic format. The 1/2 day format will be hosted separately from
regular clinics and will only be available for participants who are re-qualifying for the first time
following attendance at a full Level I clinic.
The minimum qualification for obtaining status as a Level II certified trainer is a current Level I
HTCP certification along with a Standard First Aid certification from a recognized first aid
provider group.
The first aid card must also be valid for the entire hockey season (September to April). Expiration
dates will vary according to the guidelines established by the first aid provider.
The HTCP Level III is an advanced pilot program, providing the participant the opportunity to
enhance their skill and knowledge level. The course is open to trainers regardless of the age
group they are currently working with. Participants must currently be a certified Level II trainer.
The OMHA does not offer Level III Trainer clinics, however, the HDCO offers Level III clinics.

Body Checking in the OMHA
Overview & Education
At the 2007 Hockey Canada’s Semi-Annual Meeting, the Hockey Canada Board of Directors defeated a motion
to allow body checking at the Atom level (9-10 years old).
As of 2008-09, the regulation for the introduction of body checking will be at the Peewee level or above.
The OMHA has been diligent in providing Coaches and Players with educational opportunities with regards to
learning the skill of Checking. The following is a summary of the initiatives and programs offered by the OMHA:
COACH EDUCATION
1. The OMHA Coaching program has developed a Checking module which has been included in both the
NCCP Coach Stream & NCCP Development 1 clinics. This includes both in-class and on-ice training.
Therefore, every coach in the OMHA receives instruction on the 4-step Progression of Checking.
2. Included in the resources of these two clinics are: 1) OHF Body Checking Manual; 2) Hockey Canada
Checking Resource Guide; 3) Hockey Canada Technical Skills DVD’s (4 DVD set) which includes
one DVD on Checking.
3. For Coaches who were certified in the old system prior to the OHF Body Checking Pilot, the OMHA
included a module in our Coach Refresher clinic. This clinic was for Coaches holding Coach Level
certification which has a 3-year expiry. The OHF Body Checking Manual and Hockey Canada Right
Start – Checking video were used in the clinic curriculum.
4. Coaches holding Intermediate certification in the old NCCP system did not require renewal. These
coaches who were working with Atom Rep teams were required to complete a Checking
Correspondence Assignment. The following materials were included with the assignment: 1) OHF Body
Checking Manual; 2) Hockey Canada Checking Resource Guide; 3) Hockey Canada Right Start –
Checking Video; 4) Hockey Canada Check it Out! DVD.
CHECKING SPECIALTY CLINICS
The OMHA offers Checking Specialty Clinics for our associations on request. The clinic is designed both for
players & coaches and includes an hour in-class and an hour ice-session.
This season, the OMHA will include the Checking Specialty Clinic in our menu of Continuing Education Program
(CEP) credits. This means, by attending a specialty clinic, coaches can earn credits towards renewal of their
NCCP Certification.
ASSOCIATION SUPPORT
Due to a number of associations requesting information regarding Body Checking at the House league level, the
OMHA surveyed our MHA’s regarding those which had eliminated Body Checking. We use this as a tool to share
information with our MHA’s when considering the future of Body Checking at the HL level.
RESOURCES
The OMHA operates on-line store and retail space in our office with education resources and tools. Our
inventory includes videos and books and includes specific titles on Checking.
For more information on the decision made by Hockey Canada regarding body checking, how the OMHA will
move forward, or any other information regarding body checking please contact the OMHA Director of
Development, Ian Taylor, at ian.taylor@omha.net or 905-780-6642.
BODY CHECKING IN THE OMHA

Changes to the Size of Goaltending Equipment
Effective 2009 – 2010
At the 2006 Hockey Canada AGM, a motion was passed regarding changes to the size of Goaltending
Equipment effective the 2008-2009 season.
At the 2007 Hockey Canada Semi-Annual meeting, one of the topics discussed was the implementation of
the new rules for goaltending equipment. In response to concerns voiced at the minor hockey association
and membership levels, the Hockey Canada Board of Directors and the member Branches approved a
one-year delay in the implementation of new goaltender equipment rules, which will now take effect
in the 2009-10 season therefore allowing three (3) full seasons for equipment purchase/use transition by
the consumer and manufacturer.
These changes reflect the same sizes of goaltending equipment within the IIHF and NHL.
HOCKEY CANADA PLAYING RULE NUMBER: RULE 23. GOALTENDER'S EQUIPMENT
a. With the exception of skates and stick, all equipment worn by the goaltender must be constructed solely for
the purpose of protection of the head or body, and must not include any garment or contrivance which would
give the goaltender undue assistance in keeping goal. Abdominal aprons extending down the thighs on the
outside of the pants are prohibited.
Note 1: Protective padding attached to the back of, or forming part of the goaltender’s blocker glove shall not
exceed 20.3 cm (8 in.) in width nor 38.1 cm (15 in.) in length. Any measurement exceeding 20.3 cm (8 in.)
measured anywhere across the full length of the wrist area, or more than 38.1 cm (15 in.) anywhere on the
length constitutes an illegal blocker glove.
Note 2: The base of the goaltender’s catching glove shall be restricted to a maximum of 20.32 cm (8 in.) in
width, which is to include any attachments added to that glove. The distance from the heel of the glove
along the pocket and following the contour of the glove to the top of the "T" trap must not exceed 46
cm (18 in.) The heel is considered to be the point at which the straight vertical line of the cuff meets
the glove. Any measurement exceeding 20.32 cm (8 in.) measured anywhere across the full length of the
wrist area. The maximum circumference of the legal goaltenders catching glove can not exceed 114.3 cm
(45 in.) (see Appendix “B” for diagram). The lacing or webbing or other material joining the thumb and index
finger of a goaltender’s glove, or any cage, pocket or pouch created by this material, must not exceed the
minimum amount of material necessary to fill the gap between the thumb and the index finger when they are
fully extended and spread. Any other pocket, pouch or contrivance added to the glove by a manufacturer or
otherwise is not acceptable and makes the glove illegal.
Note 3: The binding and/or stitching at the edges of both goaltender’s gloves shall not be included in the
measurement of either the length or width.
Note 4: When a request for a measurement of a goaltender’s glove has been made the team shall state the
glove that is to be measured and whether it is to be the length or width of the glove.
CHANGE IN SIZE OF GOALTENDING EQUIPMENT

. Goaltender’s pads, shall not exceed 27.94 cm (11 in.) in width and 96.52 cm (38 in.) in length as measured
on the goaltender and shall not be altered in anyway. The minimum length of the boot of the pad is to be
no less than 17.78 cm (7 in.). The boot is the bottom of the pad that sits over the top of the skate. The
boot channel of the goalkeeper pad must be flat or concave in appearance.
Note: Puck foil (a plastic piece attached to the bottom of goaltender’s pads designed to stop the puck) is
considered to be illegal equipment.
c. A Minor penalty shall be assessed a goaltender guilty of using or wearing illegal equipment.
d. A goaltender shall remove her face protector for purpose of identification, if so asked by the Referee. A
goaltender who refuses this request shall be assessed a Gross Misconduct penalty.
CHEST AND ARM PADS
1. No raised ridges are allowed on the front edges or sides of the chest pad, the inside or outside of the arms,
or across the shoulders.
2. Layering at the elbow is permitted to add protection but not to add stopping area. This layering, both across
the front and down the sides to protect the point of the elbow shall not exceed 17.78 cm (7 in.).
3. Shoulder Cap Protectors must follow the contour of the shoulder cap without becoming a
projection/extension beyond or above the shoulder or shoulder cap. This contoured padding must not be
more than 2.54 cm (1 in.) in thickness beyond the top ridge of the shoulder and shoulder cap.
4. On each side, the Shoulder Clavicle Protectors are not to exceed 17.78 cm (7 in.) in width. Their maximum
thickness is to be 2.54 cm (1 in.) This protection is not to extend or project above or beyond the shoulder or
shoulder cap nor extend beyond the armpit. No insert is allowed between the Shoulder Clavicle Protector
and the chest pad that would elevate the Shoulder Clavicle Protector.
5. If when the goalkeeper assumes the normal crouch position, the shoulder and/or shoulder cap protection is
pushed above the contour of the shoulder, the chest pad will be considered illegal.
RATIONALE:
To keep in line with changes made at the IIHF level so playing standards are the same.
Equipment Requirements for
On-Ice Volunteers
The question has been raised as to the mandatory equipment requirements by those individuals acting in the
role of On-Ice Volunteer. For example, individuals assisting with IP program implementation, on-ice (parent /
family) helpers, demonstrators, specialty (i.e. goaltender) coaches, etc. Should you require any further
clarification, please do not hesitate in contacting the OMHA office.
OMHA Guidelines for equipment to be worn by individuals assisting as a volunteer in On-Ice activities are
as follows:
• A volunteer who meets the minimum age requirement for CHIP Certification (i.e. 14 years and above),
would be eligible to wear the same equipment as an On-Ice Team Officials. (i.e. CSA Certified Helmet,
skates, gloves etc.)
• A volunteer below the minimum age requirement for CHIP Certification (i.e. below 14 years), would be
required to wear full player equipment.
NOTE:
On-Ice Volunteers must be at least two years older than the division age limit they are associated with.
(Minimum age, 9 years old)

Mouth Guard Policy
The Ontario Minor Hockey Association implemented a Mouth Guard policy making the use of mouth guards
mandatory for all OMHA Registered Players.
Effective January 1, 2002, all OMHA players must wear a mouth guard for all OMHA sanctioned events.
The full policy is available on the OMHA website at www.omha.net
It should be noted that other OHF Minor Member team’s (ALLIANCE, GTHL, NOHA) players will NOT be
required to wear mouth guards in OMHA Tournaments or Exhibition Games unless it is a policy of the respective
team’s organization or Member Partner.

Position Statement on Hydrating Fluids
Over the past several years the OMHA has been asked by parents, players and minor hockey
associations to provide its position on the consumption of fluids towards promoting the best possible
hydration of participants of Association activities and events.
As a result, and following consultation with the OMHA Trainer’s Technical Committee and various
external sources, the OMHA Board passed the following Position Statement:
Before, during and after practices and competitions, it is recommended that only water be
administered to participants.
For further information regarding hydration and the impact of water, sports drinks and stimulant
drinks, please refer to the Health Canada website at www.hc-sc.gc.ca and the Coaching Association
of Canada (CAC) website at www.coach.ca (http://www.coach.ca/eng/nutrition/search.cfm).
1. All Certifications must be registered with the OMHA.
2. All Coaches require PRS (Speak out) certification.
3. Head Coaches of a House League in divisions Novice and below (age 8 & below) must be CHIP certified.
4. House League NCCP certification applies to Head Coaches only. Assistant Coaches at the House League level require PRS (Speak Out) certification.
5. The certification for Assistant Coaches for House League may be PRS only, but they would require the same certification as the Head Coach for participation with teams from
outside its House League (i.e. exhibition and/or tournament play). In addition, if the Head Coach were not available to start a House League game, an appropriately Certified NCCP
Coach would be required to act as the Head Coach.

INITIATION PROGRAMMING INFORMATION

Association Initiation Program Certification
Associations implementing the Initiation Program are eligible for OMHA Certification. Certification consists of
completing an IP Questionnaire, as well as observation/monitoring by an OMHA designated IP representative to
ensure the Association is adhering to the program implementation guidelines and philosophy. IP-Certified
Associations receive a banner suitable for display in your local arena.
Initiation Program Fun Festivals
The IP Festival concept is designed to provide a venue to focus initial exposure to hockey for all participants:
players, parents and family, administrators, and Associations. It also serves as a showcase for your Association
in the community. The IP Festival is designed to be a comprehensive program, offering both on-ice and off-ice
sessions for all participants.
For more information on IP Festivals visit the OMHA website
INITIATION (CHIP) ASSOCIATE STATUS – RATIONALE
The intent of this ‘Associate’ status provides an opportunity and encouragement to young potential future
coaches to gain experience in assisting experienced IP Instructors. This enables these young people to serve
as assistants and contribute toward the implementation and delivery of the IP in their Local Association while
at the same time enhancing their personal development under the guidance of experienced IP Instructors.
Much like the IP itself for players it is hoped that this will serve as a formative initiation to coaching.
