Welcome<br />

The <strong>Ontario</strong> <strong>Minor</strong> <strong>Hockey</strong> <strong>Association</strong> (OMHA) is dedicated to providing the opportunity to participate,<br />

learn, grow and have fun through the game of hockey.<br />

We continue to be committed to providing world-class <strong>development</strong> programs and maintaining a leadership<br />

position in minor hockey via programming, support programs, and volunteer <strong>development</strong>. The goal<br />

is to ensure a meaningful, enjoyable experience for everyone involved in minor hockey.<br />

This <strong>handbook</strong> was created to showcase the hockey <strong>development</strong> programs and services available to the<br />

membership of the OMHA.<br />

The programs and services in the <strong>handbook</strong> are designed to enhance the ongoing <strong>development</strong> efforts<br />

for coaches, officials, trainers, administrators, and parents of hockey players. The OMHA in conjunction<br />

with our minor hockey associations aim to provide the best possible leadership to our hockey players.<br />

Leaders in amateur hockey have a responsibility to ensure that the experience players receive through<br />

hockey is a positive one. The <strong>development</strong> of skills, physical fitness, cooperative sportsmanship, social interaction,<br />

physical activity, and above all, enjoyment of our sport are all common goals.<br />

On behalf of the staff and volunteers of the OMHA’s many <strong>development</strong> programs, thank you for being a<br />

part of our great game and being a leader in our province. The future of tomorrow, our players, will<br />

Summary<br />

The OMHA is committed to enhancing the experience of the player and providing<br />

ongoing support to all of our associations. Like everything new we introduce,<br />

this is a dynamic process and it will take some time to evolve and will only<br />

be as successful as we, as a collective group, are prepared to make it.<br />

Player Development<br />

In recent years, Canadians<br />

have participated in a vigorous<br />

debate about how best to<br />

teach boys and girls to play the<br />

game of hockey. Many Canadians<br />

believe we should create<br />

and support an elite class of<br />

world-beating players as a primary<br />

aim of Canadian hockey.<br />

Many others fundamentally<br />

want hockey to be enjoyed by<br />

as many people as possible.<br />

Initiation Program<br />

Basic <strong>Hockey</strong> Skills and<br />

Much More!<br />

The Initiation Program is<br />

Canada’s premiere “Learn to<br />

Play” program for beginning<br />

hockey and is the foundation of<br />

skills <strong>development</strong> for hockey in<br />

the OMHA. Developing the<br />

fundamental skills in our young<br />

hockey players is essential for<br />

their future growth.<br />

The objective of this program is to<br />

provide a fun, safe and positive<br />

environment for youngsters to<br />

learn the basic skills of hockey.<br />

The program is a structured, learn<br />

to play hockey program designed<br />

to introduce beginners – players<br />

and parents alike – to the game’s<br />

basic skills skating, stick handling,<br />

passing and shooting.<br />

Each skill is introduced and refined<br />

in a progressive ‘one-step-ata-time’<br />

manner. Players participate<br />

in practice drills, informal and<br />

modified games (such as pond<br />

hockey or cross-ice hockey).<br />

Initiation (CHIP) Clinics<br />

The overall success of the program<br />

relies on the leadership and<br />

teaching ability of the instructors.<br />

To assist parents we have developed<br />

an Instructional Clinic designed<br />

to ensure that instructors<br />

are fully prepared to present a<br />

successful program.<br />

During the 2005-2006 season,<br />

the OMHA implemented a pilot<br />

study on the use of the 4 oz.<br />

Lightweight Blue Puck for programming<br />

below Novice including<br />

all games and practices.<br />

The Blue Puck Policy was passed<br />

and implemented effective the<br />

2006-2007 season:<br />

f) The Lightweight Blue Puck shall<br />

be mandatory for all hockey programs<br />

for players six (6) years of<br />

age and below. It is recommended<br />

for all hockey programs<br />

for players seven (7) years of age<br />

and below.

How a player gets that first taste of hockey is crucial. If the beginner has fun, developing some basic skills<br />

and building confidence, there is a good chance that player will go on to enjoy hockey for many years.<br />

But if a beginner has an unhappy, unrewarding experience, the chances are that he, or she, will quit at an<br />

early age and never discover the real joy of Canada's great game.<br />

The OMHA Initiation Program<br />

Fun Festivals were created as a<br />

venue to showcase the Initiation<br />

Program in communities and expose<br />

players, their parents and<br />

family, administrators and associations<br />

to the benefits of the program.<br />

This one-day event includes a<br />

parent seminar, off-ice and on-ice<br />

activities, lunch and lots of prizes<br />

with the intent that everyone involved<br />

will gain knowledge and<br />

have FUN!<br />

Fun Festival Objectives<br />

• Introduce children to the<br />

game’s basic skills and make<br />

their first contact with hockey<br />

a safe and positive fun-filled<br />

experience.<br />

• Introduce children to off-ice<br />

activities enabling them to<br />

become contributing members<br />

of a team effort, develop<br />

self-confidence and experience<br />

a sense of achievement.<br />

• Introduce parents and volunteers<br />

to the Initiation Program,<br />

<strong>Hockey</strong> Canada Skills<br />

Development Camps<br />

The OMHA/<strong>Hockey</strong> Canada Skills<br />

Development Program is all about<br />

<strong>development</strong> opportunities for<br />

both players and coaches.<br />

This is accomplished through<br />

weekend skills camps for Atom<br />

and Pee Wee aged players. Each<br />

camp features two on-ice sessions<br />

that focus on the fundamental<br />

skills of shooting, skating, passing<br />

and puck handling. There are also<br />

two off-ice sessions which deal<br />

with respect in the game and office<br />

skill <strong>development</strong>.<br />

Players who attend these camps<br />

receive a Skills Camp jersey as well<br />

as a Team Canada mini-jersey and<br />

water bottle.<br />

To provide a 1-day camp focusing on individual player <strong>development</strong> and to educate Peewee & Bantamaged<br />

players about the purpose and benefits of proper skill <strong>development</strong>, and making the next step in<br />

hockey.<br />

program, the OMHA and <strong>Hockey</strong><br />

Canada have partnered to create<br />

High Performance Development<br />

Camps for Peewee & <strong>Minor</strong> Bantam-aged<br />

players playing at the<br />

Rep level. Learn the next steps in<br />

player <strong>development</strong> on and off<br />

the ice.<br />

Under 16<br />

Program of Excellence<br />

This program is the only <strong>Ontario</strong><br />

<strong>Hockey</strong> League (OHL) sanctioned<br />

event for the Bantam age group<br />

in <strong>Ontario</strong> and has been designed<br />

to educate and inform<br />

players and parents of the many<br />

opportunities and difficult decisions<br />

that arise in the hockey<br />

world.<br />

It will serve as an introduction to<br />

high performance hockey and<br />

will provide players with an opportunity<br />

to learn what it takes<br />

physically, mentally and academically<br />

to achieve their hockey<br />

dreams.<br />

teams (72 Forwards, 36 Defensemen<br />

and 12 Goaltenders).<br />

Under 17<br />

Program of Excellence<br />

In operation since 1986,<br />

the OMHA Under 17 Program is<br />

the entry-point to <strong>Hockey</strong> Canada's<br />

Program of Excellence.<br />

The OMHA conducts four (4) Regional<br />

Under 17 Evaluation<br />

Camps each spring. Each camp<br />

selects sixty-eight (68) <strong>Minor</strong><br />

Midget-aged players to participate<br />

in a weekend program that involves<br />

on-ice/off-ice evaluation, as<br />

well as career path instruction<br />

Seventeen (17) players including<br />

two (2) goaltenders will be selected<br />

from each Regional Evaluation<br />

Camp to attend the OMHA<br />

Under 17 Final Camp at the University<br />

of Guelph.<br />

From this Final Evaluation Camp,<br />

players will be selected to attend<br />

the Team <strong>Ontario</strong> Under 17 Provincial<br />

Selection Camp which will<br />

identify players for participation in<br />

such events as the World Under<br />

17 <strong>Hockey</strong> Challenge.<br />

• 1 practice Friday, prior to<br />

round-robin games.<br />

• 3 game round robin format /<br />

Program Goal<br />

“Raise awareness of the importance of skill <strong>development</strong> and establish a system to measure and celebrate<br />

skills.”<br />

<strong>Hockey</strong> Canada has created the<br />

<strong>Hockey</strong> Canada National Skills<br />

Standards and Testing Program<br />

for minor hockey aged players in<br />

Canada. This program is based on<br />

the fundamental philosophy that<br />

skill <strong>development</strong> should be fun<br />

and challenging and at the same<br />

time accessible to all players in the<br />

Canadian minor hockey system.<br />

<strong>Hockey</strong> Canada believes in celebrating<br />

skill achievement.<br />

In Canadian minor hockey,<br />

coaches should be encouraged<br />

to foster the <strong>development</strong> of the<br />

fundamental skills required to play<br />

the game at the minor levels by<br />

measuring and providing positive<br />

individual feedback on skill <strong>development</strong>.<br />

It is essential that minor<br />

hockey associations and parents<br />

have a method of measuring success<br />

beyond wins and losses.<br />

A series of 6 individual skill tests<br />

have been designed to measure<br />

the skill level of players. These tests<br />

can be administered by team<br />

coaches requiring very little equipment,<br />

expense and set up time.<br />

It is recommended that players be<br />

tested three (3) times per season.<br />

• The beginning of the season:<br />

sets a baseline for each player<br />

and the team<br />

• Mid – season: demonstrates the<br />

amount of skill improvement of<br />

improvement from the start of<br />

the season to the end of the<br />

season

In order to get the most out of<br />

arenas during weekday hours –<br />

when most minor hockey players<br />

are in school – <strong>Hockey</strong> Canada<br />

believes that a sport school program<br />

for hockey is required. With<br />

that in mind, the <strong>Hockey</strong> Canada<br />

Skills Academy (HCSA) program, a<br />

partnership between <strong>Hockey</strong><br />

Canada and its 13 member<br />

branches, is a step in the right<br />

direction.<br />

The HCSA model has the potential<br />

to be a second mainstream<br />

player <strong>development</strong> program<br />

mirroring the minor hockey club<br />

team system in Canada.<br />

Throughout the evolution of this<br />

new program it is important to<br />

keep in mind that HCSA is a supplement<br />

the club team system<br />

and not intended to replace it.<br />

The long-range vision of HCSA,<br />

the outcome is not to develop<br />

future professional or international<br />

caliber athletes, or Rhodes<br />

scholars. The outcome is to<br />

enhance a student-player’s confidence,<br />

individual playing skills,<br />

self-esteem and opportunities in<br />

both academics and athletics beyond<br />

The HCSA program continues to grow in <strong>Ontario</strong>. As of the end of the 2008-2009 season, there were 22<br />

OMHA Coaches<br />

Program<br />

The OMHA Coaching Technical<br />

Committee has worked diligently<br />

to implement the Revised<br />

National Coaching Certification<br />

Program (NCCP). Each<br />

year the OMHA certifies over<br />

5,000 coaches through NCCP<br />

clinics and the Continuing Education<br />

Program (CEP) for<br />

coaches.<br />

One of the most important<br />

distinctions for this new education/training<br />

model is that it is<br />

an athlete-centered approach<br />

to training coaches. This means<br />

the needs of the coach are<br />

defined by the needs of the<br />

athletes. Participants will be<br />

grouped with other coaches<br />

working at the same agegroup<br />

& level.<br />

Certification Clinics<br />

NCCP<br />

The OMHA offers the following certification clinics:<br />

INITIATION (CHIP) Focuses on technical skills and the <strong>development</strong> of<br />

basic skills in a fun and supportive, learning environment.<br />

NCCP COACH STREAM* The Coach Stream clinic is designed for a coach who is<br />

new to the coaching program and working with players<br />

at the recreational level.<br />

INITIATION (CHIP)/ COACH<br />

STREAM HYBRID*<br />

The Initiation/Coach Stream clinic is a pilot project that<br />

combines the course content from both the Initiation<br />

(CHIP) clinic and the Coach Stream clinic. This combination<br />

clinic is designed to better utilize volunteer time.<br />

NCCP DEVELOPMENT 1* The Development 1 clinic is designed for a coach who<br />

is working with players at the Competitive (Rep level)<br />

Stream. This is minimum requirement to coach Rep<br />

<strong>Hockey</strong> in the OMHA.<br />

NCCP DEVELOPMENT 2 For coaches working with players at the competitive<br />

level who have successfully completed Development 1<br />

or Coach Level certification. The clinic also involves a<br />

formal evaluation including a Field Evaluation and completion<br />

and evaluation of the post-clinic Coach Workbook.<br />

The NCCP also includes the High Performance Stream of clinics; however these are not a regular part of<br />

OMHA programming. High Performance 1 & 2 are aimed at coaches working with athletes at the Junior,<br />

University, Provincial & national levels. The High Performance 1 clinic are usually delivered in <strong>Ontario</strong> once<br />

every 2 years.<br />

* The clinics marked with an asterisk will include Speak Out! integrated into the clinic curriculum and<br />

coaches will receive Speak Out! certification in addition to their coaching certification.<br />

Continuing Education<br />

Program (CEP) for<br />

Coaches<br />

The OMHA Development Committee, working under the direction of <strong>Hockey</strong> Canada believes that it is<br />

important to have highly knowledgeable and competent coaches that continue to learn and develop<br />

their skills to ensure a high quality learning environment for all OMHA players. To achieve this, the OMHA<br />

Coaching Program introduces the Continuing Education Program (CEP) for coaches.<br />

The Continuing Education Program<br />

(CEP) for coaches provides<br />

the opportunity for coaches to<br />

earn credits towards the renewal<br />

of their certification by attending<br />

specialty clinics, conferences, and<br />

clinics. In the future, we will look<br />

at new and innovative tools such<br />

as on-line learning. The goal is to<br />

ensure each player has a<br />

‘Qualified’ coach and to ensure<br />

coaches meet the ‘needs of their<br />

athletes’.<br />

This component of the National<br />

Coach Certification Program is<br />

intended to ensure that the<br />

knowledge, skill, and competence<br />

of trained and certified coaches<br />

remain at a high level throughout<br />

their coaching career. All coaches<br />

are required to obtain credit<br />

points every three (3) years in<br />

order to maintain their standing<br />

within the NCCP. Credit points<br />

can be obtained in a number of<br />

ways. It is expected that coaches<br />

will choose a variety of educational<br />

experiences for the benefit<br />

of both themselves and their players.<br />

• Coaches* in the OMHA will be<br />

required to participate in Continuing<br />

Education Program<br />

modules to maintain their certification.<br />

• Coaches* in the OMHA are<br />

required to obtain credit points<br />

every three (3) years in order to<br />

maintain their standing within<br />

Coach Specialty Clinics<br />

The Specialty Coach Clinic Program<br />

has been designed to act<br />

as a supplementary coaching<br />

education program to that of<br />

<strong>Hockey</strong> Canada Mentorship<br />

Program. The specialty clinics<br />

are short, 3 hour modules that<br />

involve classroom and on-ice<br />

sessions for coaches that can<br />

easily be run during the weekday<br />

evenings and/or weekends.<br />

The instructional modules are<br />

based around newly created<br />

<strong>Hockey</strong> Canada resources that<br />

address player technical and<br />

tactical <strong>development</strong> as well as<br />

coaching effectiveness. The<br />

most important aspect is that<br />

the coaches learn how to teach.<br />

Specialty clinics offer coaches a<br />

practical session on teaching various<br />

skills, tactics and systems.<br />

This proactive, hands-on clinic will<br />

Game Day<br />

Coaching Clinics<br />

In hockey, one of the most important<br />

elements is skill <strong>development</strong>.<br />

This holds true for all participants,<br />

most notably players,<br />

coaches, and trainers. Game Day<br />

Coaches Clinics aim at improving<br />

the coaching ability of the<br />

coaches in the OMHA.<br />

OMHA coaches will see what<br />

goes into coaching an OHL or<br />

professional team. Equipment<br />

advice, power play and penalty kill<br />

structure, skill-enhancing drills,<br />

and game day preparation are<br />

some of the key areas the OMHA<br />

coaches will receive expert advice<br />

on. OMHA coaches then get a<br />

chance to watch all the strategy<br />

and tactics they learned get put to<br />

the test as the very coaches that<br />

just carried out the clinic coach in<br />

an game. After the clinic when<br />

coaches go back to the various<br />

teams they coach, they can then<br />

pass on what they learned to<br />

their players.<br />

CEP Credits<br />

coaching certification at an<br />

OMHA Game Day Coaches<br />

Clinic. The OMHA Continuing<br />

Education Program [CEP] provides<br />

OMHA coaches the options:<br />

Regional Development<br />

Leaders (RDL)<br />

The Regional Development Leaders (RDL) initiative was created as an outcome of <strong>Hockey</strong> Canada’s<br />

National Coach Mentorship Program (NCMP).<br />

The purpose of this program is a result of direct action <strong>Hockey</strong> Canada and its member Branches<br />

have taken since the Coaching <strong>Association</strong> of Canada’s evaluation of the NCCP in 1995 and the<br />

Molson Open Ice Summit on player <strong>development</strong> of 1999.<br />

In both events, it was determined<br />

that the mentoring of coaches at<br />

all levels and specifically minor<br />

hockey is the key to the future<br />

growth of coaching in Canada.<br />

The ultimate outcome is improved<br />

athlete <strong>development</strong> through the<br />

establishment of a national coach<br />

mentoring program.<br />

The vision of the OMHA’s RDL<br />

initiative is to create a network of<br />

support including programming<br />

and resources for <strong>Minor</strong> <strong>Hockey</strong><br />

<strong>Association</strong> across the OMHA.<br />

The role of the Regional Development<br />

Leader (RDL) is:<br />

• To act as the primary<br />

<strong>development</strong> resource contact<br />

Speak Out!<br />

In February 1997, <strong>Hockey</strong> Canada<br />

established what is now known<br />

as the Speak Out Committee. Using<br />

input from parent focus<br />

groups, the expertise of leaders in<br />

this field, and a review of research<br />

and literature, the committee developed<br />

a three year plan focused<br />

on preventing harassment and<br />

abuse in <strong>Hockey</strong> Canada.<br />

The program continues to grow<br />

and bullying has recently been<br />

added to both the educational<br />

workshops and the promotional<br />

materials.<br />

Who is this program for?<br />

Over the last six years, a comprehensive<br />

program of training, education,<br />

and awareness of harassment<br />

and abuse has been accomplished<br />

through workshops, resource<br />

materials, and branch and<br />

association initiatives. All of these<br />

factors have focused on coaches,<br />

managers, trainers, parents, players,<br />

and administrators.<br />

Speak Out! (PRS) certification is<br />

required for all Team Officials in<br />

the OMHA and is strongly recommended<br />

for all volunteers involved<br />

in your minor hockey association.<br />

Effective the 2008-2009 season,<br />

OMHA Referee Programs<br />

The <strong>Hockey</strong> Canada Officiating<br />

Program is for anyone interested<br />

in officiating the great game of<br />

hockey, from beginners to seasoned<br />

veterans. There are six levels<br />

in the Officiating program,<br />

from those looking to get started<br />

to the top tier of officials.<br />

The <strong>Hockey</strong> Canada Officiating<br />

Program (HCOP) began in 1973<br />

as the National Referee’s Certification<br />

Program (NRCP). The lower<br />

levels are designed to get you<br />

started in officiating, while the<br />

higher levels are open to officials<br />

who have advanced through the<br />

lower levels and show potential<br />

to work the top levels of hockey in<br />

Canada, and Internationally.<br />

Objectives of the Program<br />

To standardize the methods and<br />

techniques of Officiating in both<br />

the two and three Official systems.<br />

• To acquire uniformity<br />

throughout the country with<br />

respect to rule interpretation.<br />

To offer participants national<br />

recognition for their achievements.<br />

The level system, level I through<br />

VI, is the foundation for the training<br />

and <strong>development</strong> of amateur<br />

hockey officials across Canada.<br />

<strong>Hockey</strong> Canada has categorized<br />

the hockey played in Canada into<br />

four basic streams, each with different<br />

priorities. They include:<br />

• Initiation<br />

• Recreational<br />

• Competitive<br />

• Program of Excellence<br />

The <strong>Hockey</strong> Canada Officiating<br />

Program has opportunities for<br />

everyone from the Initiation at<br />

Level I, through to the High Performance<br />

Levels V and VI.


<strong>Hockey</strong> Canada<br />

Officiating Program<br />

HCOP<br />

LEVEL I<br />

PURPOSE To prepare a young or new official to officiate <strong>Minor</strong> <strong>Hockey</strong><br />

REGISTRATION/<br />

CERTIFICATION<br />

An individual is certified at Level I through Clinic Attendance, and completion of a National Examination.<br />

New House League Officials are:<br />

• 14 or 15 years of age as of December 31 st of the current playing season.<br />

• Has completed a HCOP Junior Clinic.<br />

• Has paid the current OMHA Registration Fees.<br />

New Level I Officials are:<br />

• A minimum of 16 years of age as of December 31 st . of the current playing season.<br />

• Has completed a HCOP Junior Clinic.<br />

• Has paid the current OMHA Registration Fees.<br />

DELIVERY Minimum of eight (8) hours of instruction<br />

Active House League and Level I Officials turning 16 years of age as of December 31 st of the current playing season will<br />

advance to Registered Level II Officials upon completion of the HCOP Junior Clinic and successful completion of the current<br />

HCOP Exam.<br />

LEVEL II<br />

PURPOSE Following a minimum of one season of activity at Level I, Level II further enhances training and<br />

skills.<br />

REGISTRATION/<br />

CERTIFICATION<br />

An individual is certified at Level II through Clinic attendance, obtaining a minimum of 70% on the<br />

National Examination, and successful on-ice evaluation, performed by a qualified OMHA HCOP<br />

Supervisor.<br />

New Level II Officials are:<br />

• A minimum of 18 years of age who is a returning official or is qualified by having previous<br />

refereeing experience.<br />

• Has been recommended by an Area Instructor, Supervisor, or Coordinator.<br />

• Has completed a HCOP Junior Clinic.<br />

• Has passed the current HCOP Exam.<br />

• Has paid the current OMHA Registration Fees.<br />

Officiating Program<br />

HCOP<br />

LEVEL III (UPGRADE CLINIC)<br />

PURPOSE To prepare officials capable of refereeing <strong>Minor</strong> <strong>Hockey</strong> Playoffs, <strong>Minor</strong> <strong>Hockey</strong> Regional Playoffs.<br />

REGISTRATION/<br />

CERTIFICATION<br />

Following a minimum of one season of activity at Level II, a fully Certified Level II Official, may,<br />

upon the recommendation of the Area HCOP Supervisor, be invited to attend a Level III Clinic.<br />

An individual is certified at Level II through Clinic Attendance, successful completion of the National<br />

Examination, and successful Supervision all remain an integral part of this Level.<br />

DELIVERY Minimum of eight (8) hours of instruction<br />

An official at Level III will have a thorough knowledge of the playing rules and the role of an official<br />

Level IV-V<br />

Require full Certification at the appropriate level before being eligible. Selection at Level IV is by Branch Invitation,<br />

and Level V-VI are through nomination to a Selection Committee of <strong>Hockey</strong> Canada. Officials Certified at<br />

these Levels will be qualified to Officiate Senior, Junior, Branch and National Championships, and International<br />

<strong>Hockey</strong>. Certification involves Clinic attendance ranging from one weekend to a full week, National<br />

Examination standards, as well as practical on-ice and fitness evaluation.<br />

LEVEL IV<br />

PURPOSE To prepare hockey officials capable of refereeing Senior, Junior A, B, C, D, <strong>Minor</strong> <strong>Hockey</strong> Regional<br />

and National Championships, Female <strong>Hockey</strong> National Championships and designated <strong>Minor</strong><br />

<strong>Hockey</strong> IIHF competition, or being a linesman in Major Junior, Junior A, Senior, CIS, CCAA, Inter-<br />

Branch and IIHF competition<br />

REGISTRATION/<br />

CERTIFICATION<br />

Must be fully certified at Level III and referee at least one year at that level<br />

• Attendance at Level IV will be by Branch invitation only<br />

• Certification at Level III does not automatically make one eligible for Level IV<br />

• Must attend and participate in all sessions of a Level IV clinic<br />

• Must obtain a minimum of 80% on a written national examination<br />

• Must pass a practical, on-ice evaluation, performed by a qualified Branch <strong>Hockey</strong> Canada<br />

Officiating Program supervisor<br />

• Must be capable of officiating in any one of the categories as listed under purpose<br />

DELIVERY Minimum of fourteen (14) hours of instruction. Usually is presented over an entire weekend. The<br />

topic areas for a Level IV clinic are outlined by the <strong>Hockey</strong> Canada National Office.<br />

PURPOSE To prepare competent officials to referee Major Junior, Junior A, Senior, CIS, and Inter-Branch<br />

Playoffs<br />

REGISTRATION/<br />

CERTIFICATION<br />

• Must be fully certified at Level IV and referee at least one year at that level.<br />

• Attendance at Level V will be by Branch invitation only<br />

• Must attend and participate in all sessions of the Level V clinic<br />

• Must obtain a minimum of 90% on a written national examination<br />

• Must pass a practical on-ice evaluation, performed by a qualified Branch <strong>Hockey</strong> Canada<br />

Officiating Program supervisor<br />

• Must undergo fitness and skating tests<br />

• Must be capable of officiating in one of the categories as listed under A purpose<br />

DELIVERY Minimum of fourteen (14) hours of instruction. Usually is presented over an entire weekend. The<br />

topic areas for a Level V clinic are outlined by the <strong>Hockey</strong> Canada National Office.<br />

LEVEL VI<br />

PURPOSE To prepare competent officials capable of refereeing at National Championship finals and designated<br />

IIHF competition (i.e. Memorial Cup, Royal Bank Cup, Allan Cup, Hardy Cup, University<br />

Cup, CCAA finals, World Championships, Olympics, FISU Games)<br />

REGISTRATION/<br />

CERTIFICATION<br />

• Branch nominations are submitted to the <strong>Hockey</strong> Canada National Office and are reviewed<br />

by an established selection committee<br />

• Must be fully certified at Level V (including fitness tests) and referee one year at that level<br />

• Must attend and participate in all sessions of a Level VI clinic<br />

• Must obtain a minimum of 90% on a written national examination<br />

• Must pass a practical on-ice evaluation, performed by a national supervisor<br />

• Must complete a written assignment assigned by the <strong>Hockey</strong> Canada Referee-in-Chief<br />

DELIVERY Level VI clinics are held based on national need for Level VIs. The <strong>Hockey</strong> Canada Manager,<br />

Officiating is responsible for the organization of the site and program, establishing criteria and<br />

review of the candidates qualifications<br />

Minimum of four (4) days of instruction<br />

Attempts are made to stage the clinic in conjunction with a major training program or early in the<br />

season, requesting cooperation from local leagues so officials are able to work scrimmages or<br />

games<br />

with an opportunity to acquire<br />

officiating skills and rule knowledge<br />

requirements. The intensive, action-packed<br />

agenda features classroom<br />

instruction including audiovisual<br />

presentations, as well as onice<br />

training.<br />

The schools have grown to the<br />

point where they now attract<br />

The OMHA Referee Schools feature<br />

a variety of guest speakers.<br />

including the ‘Hot Stove’ Panel<br />

Discussion. This unique feature of<br />

the school consists of a panel including<br />

present and former Officials<br />

of the National <strong>Hockey</strong><br />

League, the <strong>Ontario</strong> <strong>Hockey</strong><br />

League, and the <strong>Ontario</strong> <strong>Hockey</strong><br />

Federation.<br />

Referee Supervision<br />

Program<br />

The OMHA Referee Supervision<br />

Program is perhaps the biggest<br />

initiative that no one sees. The<br />

goal of the program is to supervise<br />

every official twice during the<br />

year and with close to 5,000 officials,<br />

this is a huge undertaking.<br />

Along with stated goal, there is a<br />

OMHA Trainer Program<br />

The HTCP is a risk management<br />

and safety education program for<br />

the volunteer hockey trainer. The<br />

ultimate goal of the program is to<br />

have all <strong>Hockey</strong> Trainers implement<br />

effective risk management<br />

on their own teams, where safety<br />

is the first priority at all times, both<br />

on and off the ice. All <strong>Hockey</strong><br />

Trainers should utilize a proactive,<br />

preventative approach to safety<br />

while being prepared to react in<br />

the event of accidents, injuries or<br />

medical emergencies.<br />

The HTCP is designed to educate<br />

people in the prevention, recognition<br />

and treatment of hockey related<br />

injuries. The HTCP offers<br />

three levels of certification, which<br />

are designed to assist the individual<br />

trainer as his or her experience<br />

grows. Program content, administration<br />

and policies are established<br />

through the HDCO Trainers<br />

Committee and through consultation<br />

with <strong>Hockey</strong> Canada's<br />

National Trainers Committee.<br />

The HTCP Level I program is the introductory level of the program, which introduces the participant<br />

to the principles of injury and risk management.<br />

The HTCP Level 1 Refresher Clinic was piloted during the 2004-2005 Season and was fully<br />

implemented during the 2005-2006 season. The clinic is available for participants whose<br />

HTCP Certification is expiring on the current August 31 st , and may re-qualify their Certification<br />

by participating in a 1/2 day clinic format. The 1/2 day format will be hosted separately from<br />

regular clinics and will only be available for participants who are re-qualifying for the first time<br />

following attendance at a full Level I clinic.<br />

The minimum qualification for obtaining status as a Level II certified trainer is a current Level I<br />

HTCP certification along with a Standard First Aid certification from a recognized first aid<br />

provider group.<br />

The first aid card must also be valid for the entire hockey season (September to April). Expiration<br />

dates will vary according to the guidelines established by the first aid provider.<br />

The HTCP Level III is an advanced pilot program, providing the participant the opportunity to<br />

enhance their skill and knowledge level. The course is open to trainers regardless of the age<br />

group they are currently working with. Participants must currently be a certified Level II trainer.<br />

The OMHA does not offer Level III Trainer clinics, however, the HDCO offers Level III clinics.


Parent Workshops<br />

Our Game Parent Workshops seek to inform parents, coaches and players of the values in developing a<br />

positive attitude toward healthy competition, co-operative teamwork, fair play and grace under pressure.<br />

Overview<br />

The <strong>Ontario</strong> <strong>Minor</strong> <strong>Hockey</strong> <strong>Association</strong>,<br />

<strong>Hockey</strong> Canada and<br />

Chevrolet Safe & Fun <strong>Hockey</strong> are<br />

proud to offer parents their very<br />

own seminar. By attending a Parent<br />

Seminar, you will have the<br />

opportunity to meet with your<br />

local minor hockey association,<br />

and other parents to discuss the<br />

<strong>development</strong> of children in minor<br />

hockey. In addition, the seminars<br />

will discuss how to bring "Respect<br />

and Responsibility" back into the<br />

game of hockey to help create a<br />

Safe & Fun environment for<br />

coaches, players, officials and parents.<br />

General Certification Information<br />

Issued: June 2009<br />

Please be advised of the following information regarding certifications for Team Officials & Referees in the OMHA<br />

for the 2009-2010 season:<br />

• Individuals completing Certification Clinics will be issued cards indicating Name, Program Certification, Level<br />

of Certification, and Expiry Date, on-site the day of their Clinic. There will be no Certification Number issued.<br />

• When teams are being rostered, the key element is that the participant holds the appropriate OMHA<br />

certification and that the expiry date is valid.<br />

Clinic Fees<br />

The universal date for expiring certifications is AUGUST 31 st .<br />

Effective the 2009-2010 season, expiring certifications (as of August 31 st, )<br />

will no longer be granted a grace period.<br />

Certification Conversions / Renewals / Upgrades<br />

In an effort to serve our Centres more effectively, please review the following protocols when requesting<br />

Referee Program<br />

POLICE RECORD CHECKS (PRC)<br />

All NEW HCOP Officials registered with the OMHA shall be required to produce a police record check in a sealed<br />

envelope at the OMHA Referee Clinic that they will be attending for the 2009-2010 hockey season.<br />

Recertifying Officials require the Criminal Offence Declaration Form and are not required to obtain another Police<br />

Record Check (PRC).<br />

Trainers Program<br />

All House League Teams must include a Team Official<br />

who is Certified and Registered with the OMHA as a Registered Trainer.<br />

Effective the 2009-2010 season, expiring certifications (as of August 31 st, )<br />

will no longer be granted a grace period.<br />

HTCP LEVEL II UPGRADE - for HTCP Level I certification that expires: August 31, 2009<br />

To upgrade your HTCP Level I certification to Level II, we require the following submitted to the OMHA Office:<br />

• Your complete name and contact info including phone number & email address<br />

• Date of Birth<br />

• Copy of your current OMHA HTCP Level 1 certification card<br />

• Copy of your Standard First Aid certification<br />

• $10.00 upgrade fee payable by cheque or credit card (Visa, M/C)<br />

Your renewed / upgraded Level 2 Trainers’ Card will be forwarded by mail.<br />

Note: If your HTCP Level 2 certification is due for renewal, then you would follow the same procedure as<br />

previously noted. However, if your Trainers’ Card expired August 31, 2008 or earlier, then you must attend a<br />

Level 1 Trainers’ Clinic again before you can be rostered to a team, as expired HTCP Certifications cannot be<br />

retroactively renewed.<br />

Coaching Program<br />

SPEAK OUT! INTEGRATION<br />

Speak Out! has been integrated into the Coach Stream and Development 1 coaches clinics. Coaches attending<br />

these clinics will receive Coaching & PRS (Speak Out!) certification.<br />

HOUSE LEAGUE COACHES<br />

Per OMHA Regulation 6.2 (f), the certification requirement for Assistant Coaches at the HL level may be PRS<br />

CONTINUING EDUCATION PROGRAM (CEP) FOR COACHES<br />

• Expired NCCP Certifications (Coach Level, Coach Stream, Development 1, and Development 2) and ALL<br />

INTERMEDIATE LEVEL Coaches must complete a Coach Refresher Clinic or fulfill the requirements of the<br />

Continuing Education Program (CEP) for Coaches to remain eligible to coach in the OMHA.<br />

REMINDERS:<br />

1. EFFECTIVE THE 2009-2010 SEASON, ALL INTERMEDIATE CERTIFICATION WILL EXPIRE and<br />

coaches holding this certification will be required to RENEW their certification through the Continuing<br />

Education Program (CEP) for Coaches.<br />

2. All Coaches require Speak Out! (PRS) certification.<br />

INITIATION (CHIP) CLINIC: MINIMUM AGE TO ATTEND<br />

The minimum age to attend an Initiation (CHIP) Clinic is 14 years of age. Age determinations are made as of<br />

December 31 st of the current year. Individuals below age 16 would be granted ‘Associate’ status until they reach<br />

the age of 16, at which time they would be eligible to be fully certified and would be eligible to be rostered to a<br />

team, providing other Certification (ie. Speak Out!) is in place.<br />

INIIATION (CHIP) ASSOCIATE STATUS – RATIONALE<br />

The intent of this ‘Associate’ status provides an opportunity and encouragement to young potential future<br />

coaches to gain experience in assisting experienced IP Instructors. This enables these young people to serve<br />

as assistants and contribute toward the implementation and delivery of the IP in their Local <strong>Association</strong> while at<br />

the same time enhancing their personal <strong>development</strong> under the guidance of experienced IP Instructors. Much<br />

like the IP itself for players it is hoped that this will serve as a formative initiation to coaching.<br />

Speak Out! Clinic<br />

All Team Officials (Head Coach, Assistant Coaches, Trainers, and Managers) are required to be Speak Out!<br />

(PRS) certified and registered with the OMHA in addition to all other Certification appropriate to their position, in<br />

place prior to the approval of their Team Official’s card.<br />

Speak Out! has been integrated into the Coach Stream and Development 1 coaches clinics effective August 15 th ,<br />

2008.<br />

Coaches Program<br />

The OMHA IP Fun Festivals were created as a venue to showcase the Initiation<br />

Program in communities and expose players, their parents and family,<br />

administrators and associations to the benefits of the program.<br />

This one-day event includes a parent seminar, off-ice and on-ice activities lunch<br />

and lots of prizes with the intent that everyone involved will gain knowledge and<br />

have FUN!<br />

The Skills Camps are a one day event targeted for boys and girls playing at the<br />

recreational level with the primary objective of providing a vehicle for players and<br />

coaches to enhance <strong>development</strong> of fundamental skills required to play the game<br />

of hockey.<br />

Two-day camps includes three (3) ice-sessions and a specialized goaltender<br />

session for Peewee and <strong>Minor</strong> Bantam Rep-level players.<br />

The OHL & OHF host five (5) Regional Camps providing a <strong>development</strong><br />

experience designed to educate and inform players and parents. The goals of the<br />

program are to introduce players, families and coaches to High Performance<br />

hockey.<br />

The OMHA hosts four (4) Regional Camps and one (1) Final Camp each year.<br />

From this Final Evaluation Camp, players will be selected to attend the Team<br />

<strong>Ontario</strong> Under 17 Provincial Selection Camp.<br />

Body Checking in the OMHA<br />

Overview & Education<br />

At the 2007 <strong>Hockey</strong> Canada’s Semi-Annual Meeting, the <strong>Hockey</strong> Canada Board of Directors defeated a motion<br />

to allow body checking at the Atom level (9-10 years old).<br />

As of 2008-09, the regulation for the introduction of body checking will be at the Peewee level or above.<br />

The OMHA has been diligent in providing Coaches and Players with educational opportunities with regards to<br />

learning the skill of Checking. The following is a summary of the initiatives and programs offered by the OMHA:<br />

COACH EDUCATION<br />

1. The OMHA Coaching program has developed a Checking module which has been included in both the<br />

NCCP Coach Stream & NCCP Development 1 clinics. This includes both in-class and on-ice training.<br />

Therefore, every coach in the OMHA receives instruction on the 4-step Progression of Checking.<br />

2. Included in the resources of these two clinics are: 1) OHF Body Checking Manual; 2) <strong>Hockey</strong> Canada<br />

3. For Coaches who were certified in the old system prior to the OHF Body Checking Pilot, the OMHA<br />

included a module in our Coach Refresher clinic. This clinic was for Coaches holding Coach Level<br />

certification which has a 3-year expiry. The OHF Body Checking Manual and <strong>Hockey</strong> Canada Right<br />

Start – Checking video were used in the clinic curriculum.<br />

4. Coaches holding Intermediate certification in the old NCCP system did not require renewal. These<br />

coaches who were working with Atom Rep teams were required to complete a Checking<br />

Correspondence Assignment. The following materials were included with the assignment: 1) OHF Body<br />

Checking Manual; 2) <strong>Hockey</strong> Canada Checking Resource Guide; 3) <strong>Hockey</strong> Canada Right Start –<br />

Checking Video; 4) <strong>Hockey</strong> Canada Check it Out! DVD.<br />

CHECKING SPECIALTY CLINICS<br />

The OMHA offers Checking Specialty Clinics for our associations on request. The clinic is designed both for<br />

players & coaches and includes an hour in-class and an hour ice-session.<br />

This season, the OMHA will include the Checking Specialty Clinic in our menu of Continuing Education Program<br />

(CEP) credits. This means, by attending a specialty clinic, coaches can earn credits towards renewal of their<br />

NCCP Certification.<br />

ASSOCIATION SUPPORT<br />

Due to a number of associations requesting information regarding Body Checking at the House league level, the<br />

OMHA surveyed our MHA’s regarding those which had eliminated Body Checking. We use this as a tool to share<br />

information with our MHA’s when considering the future of Body Checking at the HL level.<br />

RESOURCES<br />

The OMHA operates on-line store and retail space in our office with education resources and tools. Our<br />

inventory includes videos and books and includes specific titles on Checking.<br />

BODY CHECKING IN THE OMHA


Changes to the Size of Goaltending Equipment<br />

Effective 2009 – 2010<br />

At the 2006 <strong>Hockey</strong> Canada AGM, a motion was passed regarding changes to the size of Goaltending<br />

Equipment effective the 2008-2009 season.<br />

At the 2007 <strong>Hockey</strong> Canada Semi-Annual meeting, one of the topics discussed was the implementation of<br />

the new rules for goaltending equipment. In response to concerns voiced at the minor hockey association<br />

and membership levels, the <strong>Hockey</strong> Canada Board of Directors and the member Branches approved a<br />

one-year delay in the implementation of new goaltender equipment rules, which will now take effect<br />

in the 2009-10 season therefore allowing three (3) full seasons for equipment purchase/use transition by<br />

the consumer and manufacturer.<br />

These changes reflect the same sizes of goaltending equipment within the IIHF and NHL.<br />

HOCKEY CANADA PLAYING RULE NUMBER: RULE 23. GOALTENDER'S EQUIPMENT<br />

a. With the exception of skates and stick, all equipment worn by the goaltender must be constructed solely for<br />

the purpose of protection of the head or body, and must not include any garment or contrivance which would<br />

give the goaltender undue assistance in keeping goal. Abdominal aprons extending down the thighs on the<br />

outside of the pants are prohibited.<br />

Note 1: Protective padding attached to the back of, or forming part of the goaltender’s blocker glove shall not<br />

exceed 20.3 cm (8 in.) in width nor 38.1 cm (15 in.) in length. Any measurement exceeding 20.3 cm (8 in.)<br />

measured anywhere across the full length of the wrist area, or more than 38.1 cm (15 in.) anywhere on the<br />

length constitutes an illegal blocker glove.<br />

Note 2: The base of the goaltender’s catching glove shall be restricted to a maximum of 20.32 cm (8 in.) in<br />

width, which is to include any attachments added to that glove. The distance from the heel of the glove<br />

along the pocket and following the contour of the glove to the top of the "T" trap must not exceed 46<br />

cm (18 in.) The heel is considered to be the point at which the straight vertical line of the cuff meets<br />

the glove. Any measurement exceeding 20.32 cm (8 in.) measured anywhere across the full length of the<br />

wrist area. The maximum circumference of the legal goaltenders catching glove can not exceed 114.3 cm<br />

(45 in.) (see Appendix “B” for diagram). The lacing or webbing or other material joining the thumb and index<br />

finger of a goaltender’s glove, or any cage, pocket or pouch created by this material, must not exceed the<br />

minimum amount of material necessary to fill the gap between the thumb and the index finger when they are<br />

fully extended and spread. Any other pocket, pouch or contrivance added to the glove by a manufacturer or<br />

otherwise is not acceptable and makes the glove illegal.<br />

Note 3: The binding and/or stitching at the edges of both goaltender’s gloves shall not be included in the<br />

measurement of either the length or width.<br />

Note 4: When a request for a measurement of a goaltender’s glove has been made the team shall state the<br />

glove that is to be measured and whether it is to be the length or width of the glove.<br />

CHANGE IN SIZE OF GOALTENDING EQUIPMENT


. Goaltender’s pads, shall not exceed 27.94 cm (11 in.) in width and 96.52 cm (38 in.) in length as measured<br />

on the goaltender and shall not be altered in anyway. The minimum length of the boot of the pad is to be<br />

no less than 17.78 cm (7 in.). The boot is the bottom of the pad that sits over the top of the skate. The<br />

boot channel of the goalkeeper pad must be flat or concave in appearance.<br />

Note: Puck foil (a plastic piece attached to the bottom of goaltender’s pads designed to stop the puck) is<br />

considered to be illegal equipment.<br />

c. A <strong>Minor</strong> penalty shall be assessed a goaltender guilty of using or wearing illegal equipment.<br />

d. A goaltender shall remove her face protector for purpose of identification, if so asked by the Referee. A<br />

goaltender who refuses this request shall be assessed a Gross Misconduct penalty.<br />

CHEST AND ARM PADS<br />

1. No raised ridges are allowed on the front edges or sides of the chest pad, the inside or outside of the arms,<br />

or across the shoulders.<br />

2. Layering at the elbow is permitted to add protection but not to add stopping area. This layering, both across<br />

the front and down the sides to protect the point of the elbow shall not exceed 17.78 cm (7 in.).<br />

3. Shoulder Cap Protectors must follow the contour of the shoulder cap without becoming a<br />

projection/extension beyond or above the shoulder or shoulder cap. This contoured padding must not be<br />

more than 2.54 cm (1 in.) in thickness beyond the top ridge of the shoulder and shoulder cap.<br />

4. On each side, the Shoulder Clavicle Protectors are not to exceed 17.78 cm (7 in.) in width. Their maximum<br />

thickness is to be 2.54 cm (1 in.) This protection is not to extend or project above or beyond the shoulder or<br />

shoulder cap nor extend beyond the armpit. No insert is allowed between the Shoulder Clavicle Protector<br />

and the chest pad that would elevate the Shoulder Clavicle Protector.<br />

5. If when the goalkeeper assumes the normal crouch position, the shoulder and/or shoulder cap protection is<br />

pushed above the contour of the shoulder, the chest pad will be considered illegal.<br />

To keep in line with changes made at the IIHF level so playing standards are the same.<br />

Equipment Requirements for<br />

On-Ice Volunteers<br />

The question has been raised as to the mandatory equipment requirements by those individuals acting in the<br />

role of On-Ice Volunteer. For example, individuals assisting with IP program implementation, on-ice (parent /<br />

family) helpers, demonstrators, specialty (i.e. goaltender) coaches, etc. Should you require any further<br />

clarification, please do not hesitate in contacting the OMHA office.<br />

OMHA Guidelines for equipment to be worn by individuals assisting as a volunteer in On-Ice activities are<br />

as follows:<br />

• A volunteer who meets the minimum age requirement for CHIP Certification (i.e. 14 years and above),<br />

would be eligible to wear the same equipment as an On-Ice Team Officials. (i.e. CSA Certified Helmet,<br />

skates, gloves etc.)<br />

• A volunteer below the minimum age requirement for CHIP Certification (i.e. below 14 years), would be<br />

required to wear full player equipment.<br />

NOTE:<br />

On-Ice Volunteers must be at least two years older than the division age limit they are associated with.<br />

(Minimum age, 9 years old)


Mouth Guard Policy<br />

The <strong>Ontario</strong> <strong>Minor</strong> <strong>Hockey</strong> <strong>Association</strong> implemented a Mouth Guard policy making the use of mouth guards<br />

mandatory for all OMHA Registered Players.<br />

Effective January 1, 2002, all OMHA players must wear a mouth guard for all OMHA sanctioned events.<br />

It should be noted that other OHF <strong>Minor</strong> Member team’s (ALLIANCE, GTHL, NOHA) players will NOT be<br />

required to wear mouth guards in OMHA Tournaments or Exhibition Games unless it is a policy of the respective<br />

team’s organization or Member Partner.


Position Statement on Hydrating Fluids<br />

Over the past several years the OMHA has been asked by parents, players and minor hockey<br />

associations to provide its position on the consumption of fluids towards promoting the best possible<br />

hydration of participants of <strong>Association</strong> activities and events.<br />

As a result, and following consultation with the OMHA Trainer’s Technical Committee and various<br />

external sources, the OMHA Board passed the following Position Statement:<br />

Before, during and after practices and competitions, it is recommended that only water be<br />

administered to participants.<br />

Who is this program for:<br />

Coaches whose certification has expired or has an expiration of Aug. 31 st of the current year<br />

(??D1#####, ??C######, or ??CS#####) will need to renew their certification to be eligible to be<br />

active as a Coach in the OMHA this season.<br />

EFFECTIVE THE 2009-2010 SEASON (AUGUST 31, 2009), INTERMEDIATE CERTIFICATION<br />

WILL EXPIRE and coaches holding this certification will be required to RENEW their certification<br />

by attending a Coach Refresher Clinic or meeting requirements of the Continuing Education<br />

How do I get a new card?<br />

Coaches who attend a Coach Refresher Clinic will obtain a new card at the conclusion of the<br />

clinic and their certification will be updated in the OMHA database.<br />

Coaches who complete activities from the Continuing Education Program (CEP) will need to<br />

submit their completed CEP Passport to the OMHA Office along with $10.00 renewal fee.<br />

Once the CEP Passport has been verified, the new CEP recognition will be recorded in the<br />

OMHA database and the coach will be mailed a new OMHA Coaching Certification card.<br />

3. What is the Continuing Education Program Passport?<br />

As mentioned previously, it is the responsibility of the Coach to keep track of eligible activities<br />

in which they participate on their CEP passport:<br />

• Each activity being claimed must be fully detailed in each row.<br />

• Any activity with an incomplete description or documentation (if applicable) will not be<br />

given credit.<br />

• Only activities listed on the OMHA Continuing Education Program (CEP) Menu of<br />

Qualifying Activities may be claimed and only the prescribed credits associated with<br />

those activities must be claimed.<br />

4. Where can I get a CEP Passport?<br />

The CEP Passport can be accessed and downloaded from the OMHA website<br />

(www.omha.net) under Development Overview > Coaches.<br />

5. Which Coach Refresher Clinic should I attend?<br />

Coaches can attend either of the Coach Refresher clinics. The level they are coaching and<br />

the Coach Refresher clinic they attend will not affect the level of certification they will be<br />

given at the conclusion of the clinic. Coaches are encouraged to attend the Refresher clinic<br />

appropriate to the level of players they are coaching.<br />

Coaches will have their certification renewed at the same level at which they entered the<br />

Refresher Clinic.<br />

6. How does a Coach move from the old NCCP system to the new system?<br />

A Coach certified in the ‘old’ system will be integrated into the ‘new’ system over time. Here<br />

are the options available to Coaches holding the following levels of certification:<br />

OLD SYSTEM OPTIONS / REVISED NCCP<br />

INITIATION (CHIP) 1. There is no expiry for Initiation (CHIP) certification.<br />

COACH LEVEL 1. Coach can RENEW certification by attending a Coach Refresher Clinic and will be<br />

updated into the new system with a Development 1 (D1) number.<br />

2. Coach can UPGRADE their certification and attend a Development 2 (D2) clinic.<br />

Participants will need to complete the Development 1 (D1) Post Task assignment<br />

for entry into D2 clinic.<br />

INTERMEDIATE 1. Effective the 2009-2010 season (August 31, 2009), Coaches holding Intermediate<br />

certification will be required to RENEW their certification by attending a Coach<br />

Refresher Clinic or meeting requirements of the Continuing Education Program<br />

(CEP) for Coaches.<br />

2. Coach can UPGRADE their certification by attending a High Performance 1(HP1)<br />

clinic.<br />

REQUIRED CREDITS FOR RENEWAL<br />

Coaches will be required to earn the following number of credits to maintain their current level of standing within<br />

the program:<br />

20 Credits per 3 year-cycle*<br />

*The three-year cycle begins from the date of the coaches training and ends at the start of the season 4 years<br />

subsequent to the training.<br />

PROCESS FOR CERTIFICATION RENEWAL<br />

It is the responsibility of the Coach to track eligible activities in which they participate on their CEP Passport:<br />

1. Each activity being claimed must be fully detailed in each row.<br />

2. Any activity with an incomplete description or documentation (if applicable) will not be given credit.<br />

3. Only activities listed on the OMHA Continuing Education Program (CEP) Menu of Qualifying Activities<br />

may be claimed and only the prescribed credits associated with those credits must be claimed.<br />

4. Coach must submit certificates or proof of attendance with the completed CEP Passport. If you are<br />

unsure if a particular activity is eligible for credit, please go to the OMHA website at www.omha.net or<br />

contact the OMHA Office.<br />

5. Return the completed CEP Passport to the OMHA Office with Renewal Fee.<br />

6. Once the CEP Passport has been verified, the new CEP recognition will be recorded in the OMHA<br />

database and the coach will receive an updated OMHA Coaching Certification card.<br />

Initiation (CHIP) Clinic Fact Sheet<br />

Canadian <strong>Hockey</strong> Initiation Program (CHIP)<br />

CLINIC LENGTH<br />

The Initiation (CHIP) clinic is 6 hours in length and includes 1.5 hours of ice.<br />

MINIMUM AGE TO ATTEND<br />

Participants must be a minimum of 14 years of age to attend the clinic. Participants aged below 16 will be<br />

identified with ‘Associate Status’ until they reach the age of 16. These young people serve as assistants to more<br />

experienced Initiation Program Instructors in the program.<br />

FINANCIAL CONSIDERATIONS<br />

$55.00 per participant (Includes GST); Minimum attendance 25 / Maximum 40.<br />

The Host Centre may increase cost to participants to recover presentation costs. Workshops must be operated<br />

on a cost-recovery basis.<br />

INITIATION PROGRAMMING INFORMATION<br />

<strong>Association</strong> Initiation Program Certification<br />

<strong>Association</strong>s implementing the Initiation Program are eligible for OMHA Certification. Certification consists of<br />

completing an IP Questionnaire, as well as observation/monitoring by an OMHA designated IP representative to<br />

ensure the <strong>Association</strong> is adhering to the program implementation guidelines and philosophy. IP-Certified<br />

<strong>Association</strong>s receive a banner suitable for display in your local arena.<br />

Initiation Program Fun Festivals<br />

The IP Festival concept is designed to provide a venue to focus initial exposure to hockey for all participants:<br />

players, parents and family, administrators, and <strong>Association</strong>s. It also serves as a showcase for your <strong>Association</strong><br />

in the community. The IP Festival is designed to be a comprehensive program, offering both on-ice and off-ice<br />

sessions for all participants.<br />

INITIATION (CHIP) ASSOCIATE STATUS – RATIONALE<br />

The intent of this ‘Associate’ status provides an opportunity and encouragement to young potential future<br />

coaches to gain experience in assisting experienced IP Instructors. This enables these young people to serve<br />

as assistants and contribute toward the implementation and delivery of the IP in their Local <strong>Association</strong> while<br />

at the same time enhancing their personal <strong>development</strong> under the guidance of experienced IP Instructors.<br />

Much like the IP itself for players it is hoped that this will serve as a formative initiation to coaching.

A participant must be a minimum of 16 years of age to be certified.<br />

Coach Stream $90.00 per participant (includes GST); Minimum attendance 20/Maximum 40.<br />

Coach Refresher $35.00 per participant (includes GST). Minimum attendance 20/Maximum 40<br />

Development 1 $110.00 per participant (includes GST); Minimum attendance 20/Maximum 40.<br />

Development 2 $275.00 per participant (includes GST); Minimum attendance 20/Maximum 24.<br />

The Host Centre may increase the Clinic cost to participants to recover the costs incurred in providing facility and<br />

equipment. These costs should be built in on a pro rated, per participant basis. Clinics must be operated on a<br />

cost-recovery basis and not as a source of revenue generation for the Host Centre. The Host Centre is<br />

responsible for the collection of all registration fees from participants, and paying all incidental costs.<br />

<strong>Hockey</strong> Canada Officiating Program (HCOP)<br />

CLINIC LENGTH<br />

Recertification, Entry Level, and Upgrade Clinics run for a full day. Participants can expect to be in attendance<br />

for 8 hours.<br />

MINIMUM AGE TO ATTEND<br />

A participant must be a minimum of 14 years of age to enter the program.<br />

Participants successfully completing the Entry Level Workshop for new Officials will receive:<br />

• Full day of instruction by an OMHA accredited HCOP Instructor<br />

Off-Ice Official Clinic Fact Sheet<br />

OMHA Referees Program<br />

This innovative and unique program has been implemented with great success and positive response from all<br />

involved.<br />

The focus of the workshop is the Off-Ice Official, to help educate them and improve their knowledge for the<br />

important role of an Off-Ice Official in a timekeeper’s box in arenas within the OMHA. It is intended that by<br />

providing support in every aspect of the game, including the important role of the Off-Ice Official, the result will<br />

be an improved hockey experience for all participants.<br />

CLINIC LENGTH<br />

The Clinic is approximately three (3) hours in duration, and recommended presentation is a weekday evening.<br />

FINANCIAL CONSIDERATIONS<br />

The Registration Fee is $13.50 per participant (includes GST).<br />

MINIMUM AGE TO ATTEND<br />

There is no minimum age to attend, but a minimum age of 13 is recommended.<br />

WHAT DO CLINIC PARTICIPANTS RECEIVE?<br />

Participants successfully completing the Off-Ice Officials workshop will receive:<br />

Speak Out! Clinic Fact Sheet<br />

Prevention Services Program<br />

CLINIC LENGTH<br />

The Clinic is approximately 3.5 hours in length and requires 100% attendance.<br />

It is recommended that this program be delivered on weekday evenings.<br />

MINIMUM AGE TO ATTEND<br />

A participant must be a minimum of 16 years of age to attend.<br />

WHO SHOULD ATTEND?<br />

<strong>Hockey</strong> Canada has mandated that all coaches (including Assistant Coaches) must attend the program. Any<br />

member of a Local <strong>Minor</strong> <strong>Hockey</strong> <strong>Association</strong> Executive who sits on or is involved with any fact-finding, dispute<br />

resolution, hearing etc. must also have attended the program. All <strong>Association</strong> Executives, Team Officials, and<br />

Parents, regardless of nature or scope of involvement, are strongly encouraged to attend the program. In<br />

addition, all carded Team Officials in the OMHA must have a minimum of Prevention Services Certification in<br />

addition to all other certification appropriate to their position by 31 December, 2005.<br />
