� Apply a risk-based proportionate approach to force audits and <strong>in</strong>spections. Scale audits<br />

� Recognise <strong>in</strong>spired leaders who set clear, simple ethical standards which are consistently<br />

� Question the value of force comparisons, develop compatible performance measures which<br />

purpose of ‘reduce crime, prevent reoffend<strong>in</strong>g and reduce the prison population’.<br />
� Formally recognise the use of professional judgement, discretion and alternatives to arrest,<br />
consolidate different options (community resolutions, restorative solutions) <strong>in</strong> a coherent<br />
way which is victim led, proportionate and appropriate.<br />
� Consider evaluation of Modernis<strong>in</strong>g Charg<strong>in</strong>g Pilots with a view to roll<strong>in</strong>g out improved<br />
arrangements where charg<strong>in</strong>g decisions are taken by the appropriate person accord<strong>in</strong>g to<br />
the complexity and seriousness of offence.<br />
� Robustly manage and fully embed streaml<strong>in</strong>ed process across all crim<strong>in</strong>al justice partners<br />
to fully realise the benefits.<br />
� Assess progress of <strong>in</strong>tegrated prosecution teams across polic<strong>in</strong>g and crim<strong>in</strong>al justice with a<br />
view to shar<strong>in</strong>g experience, identify what works and how the costs and benefits of<br />
<strong>in</strong>tegrated work<strong>in</strong>g can best be exploited.<br />
� Remove requirement to complete disclosure schedules prior to first hear<strong>in</strong>g <strong>in</strong> Magistrates<br />
Court and consider shift<strong>in</strong>g trigger po<strong>in</strong>t for more serious offences at Crown Court to the<br />
po<strong>in</strong>t when a not guilty plea is entered.<br />
