This event is organised in accordance with:<br />

- FEI Statutes, 22 nd edition, effective April <strong>2007</strong><br />

- FEI General Regulations, 22 nd edition, effective 1 st June <strong>2007</strong><br />

- FEI Veterinary Regulations, 10 th edition effective 1 st June 2006,<br />

- The Rules for Jumping Events, 22 nd edition, effective 1 st January 2006,<br />

- Rules for the FEI World Cup TM Jumping Events for the season <strong>2007</strong>/2008,<br />

- FEI Rules for Dressage Events, 22 nd edition, effective 1 st January 2006<br />

- Rules for the FEI World Cup TM Driving Events for the season <strong>2007</strong>/2008,<br />

- All subsequent published revisions, the provisions of which will take<br />

precedence.<br />

- An arbitration procedure is provided for in the FEI Statutes and General<br />

Regulations referred to above. In accordance with this procedure, any appeal<br />

against a decision rendered by the FEI or its official bodies is to be settled<br />

exclusively by the Court of Arbitration for Sport (CAS) in Lausanne,<br />

Switzerland.<br />

- It is the responsibility of NFs to ensure their participants are of the correct<br />

age.<br />

The OC acknowledges that para 1.4 LPO (German Show Rules) is binding for<br />

international events in Germany.<br />

V. INVITATIONS (Art. 120, 250, 251.1)<br />

A. JUMPING<br />

Horses of 7 years and over with<br />

a) Classes No. 1 – 9:<br />

1. all riders acc. to b) qualified for the FEI World Cup TM Jumping Series.<br />

2. up to 5 further foreign riders are admitted. Foreign riders will be invited<br />

through their respective home NF.<br />

3. up to 4 German riders who will be nominated by the federal trainer jumping.<br />

4. up to 3 German riders holding performance rating S 1 who belong to and<br />

who are nominated by the regional trainer show-jumping of Baden-<br />

Württemberg in agreement with the organizer.<br />

b) in addition for competition 10 – ROLEX FEI World Cup TM - Qualifier (FEI-<br />

Art.654):<br />

1.1 The Top Ten of the FEI World Ranking List. If a rider from the Top<br />

Ten decides not to compete at an event, he may be replaced by a rider<br />

nominated by the NF of the rider. Such replacement must be from the<br />

Top 45 of the Computer List.<br />

If the NF cannot replace the rider in question, he/she may be replaced<br />

by the organisers from the top 45 on the Computer List from a foreign<br />

country or from the home country from the top 100 on the Computer<br />

List. All of the above are pre-qualified for the FEI World Cup TM<br />

competition.<br />

Unused starting places in paragraph 1.1 go to paragraph 1.5 if the total<br />

number is 40 or less and to paragraph 2 if there are more than 40.<br />

1.2 Each NF of a country organising a FEI World Cup TM Competition in<br />

Western Europe may send one rider to each FEI World Cup TM event in<br />

Western Europe.<br />

All of the above are pre-qualified for the FEI World Cup TM competition.<br />

Unused starting places in paragraph 1.2 go to paragraph 1.5 if the total<br />

number is 40 or less and to paragraph 2 if there are more than 40.<br />

1.3 Western European countries with at least 3.5 Million inhabitants,<br />

but not organising a FEI World Cup TM Competition in Western Europe,<br />

may send one rider to each FEI World Cup TM event, provided that at<br />

least one rider from the country is in the Top 60 of the Computer List,<br />

or 2 in the Top 200. All of the above pre-qualified for the FEI World<br />

Cup TM competition. Unused starting places from this category go to the<br />

starting places allocated by the host NF.<br />

1.4 The three NF’s with the most points obtained by having riders<br />

placed 11 to 60 in the Computer List may send a second rider to each<br />

event in Western Europe. The following scale of points applies:<br />

a rider placed 11 to 25 = 2 points<br />

a rider placed 26 to 60 = 1 point<br />

In case of a tie the higher individual placing of the country’s riders in = 3<br />

the Computer List divides.<br />

The above only applies to the NFs with six or less riders eligible to<br />

participate in accordance with paragraph 1.1 and 1.2. The above does<br />

not apply to the home country.<br />

number is 40 or less and to paragraph 2 if there are more than 40.<br />

All of the above are pre-qualified for the FEI World Cup TM competition.<br />

1.5 Five additional riders from the home NF are invited to the<br />

home event, nominated by the NF.<br />

start in 2 competitions per day. One groom per rider.<br />

The organiser draws up a list of all definitely starting competitors („masterlist“),<br />

classified according to the above criteria, which must be given to the German<br />

NF office, the Foreign Judge and the NF Delegate. Any alterations may only be<br />

done in mutual agreement before the event starts.<br />

B. DRESSAGE<br />

Horses 8 years or over with riders from:<br />

1. Invited NFs: DEN, FRA, GBR, RUS, SUI, SWE and USA.<br />

Reserve NFs: AUT, BEL, FIN - each with a minimum of 2 riders. The NFs<br />

decide which riders to send.<br />

2. up to 10 German riders having been nominated by the federal trainer<br />

dressage.<br />

3. up to 2 German riders having been nominated in agreement with the OC by<br />

the federal trainer dressage.<br />

4. up to 2 German riders holding performance rating D 1 who belong to and<br />

haven been nominated by the regional trainer dressage of Baden-<br />

Württemberg in agreement with the organizer.<br />

5. up to 2 competitors who have received a personal invitation by the OC<br />

through their National Federation.<br />

6. The FEI has the right to nominate one rider.<br />

The share of German competitors may be max. 60 %.<br />

Each competitor is allowed to start a maximum of 2 horses.<br />

Each horse may only start in competitions No. 11, 12 or in competitions<br />

No. 13, 14.<br />

C. DRIVING<br />

Open to 5 drivers of the Top Ten Drivers <strong>2007</strong> and one driver from the home<br />

nation with wild card jointly allocated acc. to WC rules driving by the German<br />

NF and the organizer. A second/third wild card may be allocated by the FEI<br />

either to an Overseas Driver, or, upon request from the Organising Committee,<br />

to a further Home Driver, or to the current FEI WORLD CUP Champion or to<br />

the winner of the previous FEI WORLD CUP competition or to the leader in the<br />

points standings. Any Driver who competes in a FEI World Cup as a Wild Card<br />

entry cannot earn FEI World Cup points from his result from that event.<br />

Each driver may enter 5 horses.<br />

VI. FACILITIES OFFERED (Art. 132, 133)<br />

1. COMPETITORS and GROOMS<br />

Meals for competitors are given in the hall at the OC’s expense (breakfast and<br />

1 meal). All riders of the <strong>CSI5*</strong>-W and the <strong>CDI5*</strong> will receive free<br />

accommodation for themselves (<strong>CSI5*</strong>: max. 4 overnight stays / <strong>CDI5*</strong>: max.<br />

3 overnight stays). All extras like drinks, telephone etc. are on the<br />

competitor’s own account. Hotel-reservations have to be made with the hotel<br />

"Europe", <strong>Stuttgart</strong> and have to be booked bindingly together with the entry<br />

for all riders.<br />

Drivers<br />

Meals for drivers are given in the hall at the OC’s expense (breakfast and 1<br />

meal).The drivers will receive free accommodation for themselves and 2<br />

grooms (in total 2 double rooms) for 3 overnight stays. All extras like drinks,<br />

telephone etc. are on the competitor’s own account. Reservations have to be<br />

made bindingly with the entry.<br />

Grooms<br />

OCs must provide sufficient sanitary and showering facilities, with hot and cold<br />

water for male and female grooms. All grooms will receive meals free of<br />

charge from November 14 th dinner to November 18 th lunch.<br />

2. HORSES<br />

The horses will be stabled free of charge in mobile boxes; <strong>CSI5*</strong>-W/<strong>CDI5*</strong>horses<br />

from Wednesday, 14 th November to Sunday, 18 th November, <strong>CAI</strong>-Whorses<br />

from Thursday 15 th November to Sunday, 18 th November <strong>2007</strong>.The<br />

competitor himself has to take care of fodder and bedding (<strong>CSI5*</strong> / <strong>CDI5*</strong>:<br />

bedding free; <strong>CAI</strong>: first bedding free). EUR 40,- waste disposal per horse. The<br />

required number of boxes must be ordered and paid with the entry. No boxes<br />

can be claimed unless they were ordered in advance. Cost for the boxes<br />

per extra horse: 140,- EUR incl. VAT, extra costs for shavings. Only the<br />

assigned stables are allowed to be used. Mangers have to be brought along.<br />

For current supply a fee of 60,- EUR incl. VAT will be levied.<br />

Each driver will receive transport expenses at the rate of 2 € per km one way<br />

(maximum 2,000 €)<br />

3. WELCOME<br />

The time and date of arrival of riders and horses and their means of transport<br />

must be given to the OC in order to facilitate them on arrival.<br />

4. LOCAL TRANSPORTATION - ARRANGEMENTS FROM HOTEL TO<br />

SHOWGROUNDS<br />

The organizer offers a shuttle service from the Schleyer-Hall to the hotel, free<br />

of charge.<br />

5. ADVERTISING AND PUBLICITY ON COMPETITORS AND<br />

HORSES<br />

The competitors are authorised to carry the logo of their personal sponsor in<br />

accordance with Art. 136.1-2 and 940.4 (driving). The Chief Steward will<br />

check that the advertising and publicity on competitors and horses complies<br />

with Article 136 of the General Regulations.<br />

8,50 € (CHF 12.50) per horse will be charged as a contribution towards the<br />

costs of the MCP programme.<br />

Costs for current supply and forage will be invoiced in addition on site for all<br />

competitors.<br />

Important: Sites for caravans have to be ordered with the entries.<br />

For Germany competitors applies: Riders have to enter with their valid riders’<br />

check and valid horse stickers.<br />

For foreign competitors applies: foreign entries have to be done exclusively<br />

through the ONLINE ENTRY SYSTEM HIPPOBASE by the respective NF. Entries<br />

without all necessary details will not be accepted. If possible, we need the<br />

names of the grooms to prepare the accreditation. Discipline responsibles of<br />

National Federations who do not yet have a user account are requested to<br />

send their full name, email and phone to support@hippobase.com.<br />

Please add your riders to the system, but keep in mind that they have to have<br />

the appropriate qualification. We reserve the right to limit the number of riders<br />

for each country. All competitors have to be entered with address, phone and<br />

email.<br />

Deadline for substitution of riders and/or horses: 14 th November, <strong>2007</strong><br />

Competitors will be entered through their home NF.<br />

IMPORTANT - Entry forms must include the following<br />

information on horses/ponies:<br />

For withdrawals after the date of definite entries or no-shows the competitor<br />

or the respective NF will be held liable to reimburse the OC for the actual<br />

financial loss incurred by the OC (i.e. stabling and hotel expenses) as a result<br />

of the late withdrawal or no-show.<br />

VIII. CUSTOMS FORMALITIES/HEALTH REQUIREMENTS<br />

1. Customs Formalities<br />

For questions pertaining to the veterinary and animal diseases legislation for horses<br />

from abroad and regarding the horses’ transportation, the OC is ready to assist.<br />

Customs and veterinary fees are not paid by the organizer.<br />

For customs and veterinary formalities for horses from abroad, the OC charges<br />

40,00 EUR per horse.<br />

2. HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES<br />

Every competitor is supplied to deliver all necessary certificates of health for the<br />

transport to the event or identification o the horses before they come into the<br />

stables:<br />

a) in case of arrival from a EU-member-country, a certificate for registered<br />

horses acc. to sample of Annex B to Reglements 90/426 of the actual valid form<br />

(sample is enclosed to schedule) will be necessary.<br />

b) in case of arrival from a country not concerning to the EU, a certificate of<br />

health for registered horses acc. to sample of annex II of the decision of the<br />

commission 92/260 of the actual valid from will be necessary.<br />

A certificate must be done in at least one official language of the country of<br />

destination and in one official language of the member country. The competitor<br />

must carry with him the original certificate, not a copy.<br />

The organiser sees to it that on the competition site, an official state veterinarian<br />

is present to issue the health certificates which are necessary for the transport of<br />

the horses to their destination abroad.<br />

In case the OC has entrusted to a forwarding agency, the latter is ready to assist<br />

regarding the required documents.<br />

Furthermore, questions relating to health requirements for horses can be<br />

directed to the veterinary authorities in the country of origin or in Germany.<br />

Art. 139.1<br />

Every horse entered for any competition at CNs or ClMs (see Appendix D) in a<br />

foreign country (see GRs 141.2), and all horses entered for other Cls, ClOs,<br />

Championships, Regional and Olympic Games, whether at home or in foreign<br />

countries (see GRs 141.2), must have an official, valid FEI Passport, or a<br />

National Passport approved by the FEI and accompanied by an FEI Recognition<br />

Card and, when applicable, an FEI registration number, as a means of<br />

identification and to establish ownership.<br />

Art. 139.2<br />

Horses taking part in CNs and ClMs (see Appendix D) in their country of<br />

residence are not required to have such a passport as is mentioned in paragraph<br />

1. All such horses must be properly registered and identifiable and, unless there<br />

is no national requirement for equine influenza vaccination in the host country<br />

and in the country of origin all horses must have a valid vaccination certificate.<br />

EQUINE INFLUENZA VACCINATION, VET. REGS. ANNEX VII<br />

(except events taking place in NZL & AUS)<br />

All horses and ponies for which an FEI Passport, or a National Passport approved<br />

by the FEI has been issued, must have the vaccination section endorsed by a<br />

veterinarian, stating that it has received two injections for primary vaccination<br />

against equine influenza, given between 1 and 3 months apart. In addition, a<br />

booster injection must be recorded as having been given within each succeeding<br />

6 months, subsequent to the second injection of the primary vaccination. None of<br />

these injections must have been given within the preceding 7 days including the<br />

day of the competition or of entry into the competition stables.<br />

The above are the minimum requirements for influenza vaccination. Both primary<br />

and first and subsequent booster injections should be given according to the<br />

manufacturer's instructions which will fall within the stipulation of the FEI ruling.<br />

SAMPLING FOR PROHIBITED SUBSTANCES<br />

(Vet. Regs. Chapter V & VI and Annex IV)<br />

Regular sampling is carried out in CCI3*/4*, CSIs (3*, 4*, 5*), CIOs, FEI World<br />

Cup TM Qualifiers and Finals, Championships and Games, whereas at other CIs<br />

sampling is recommended. When testing takes place, the number of horses<br />

tested is at the discretion of the Testing Veterinarian/Veterinary Delegate;<br />

however, a minimum of three is recommended (Vet. Regs. Art. 1016)<br />

Special guidelines are applicable for events covered by the FEI Medication<br />

Control Programme (Groups I & II only).<br />

MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY)<br />

The Organising Committees of FEI events within Groups I & II are advised to<br />

charge competitors the equivalent of CHF 12.50 per horse per event as a<br />

contribution towards the costs of the MCP programme.<br />

MEDICATION CONTROL LABORATORY<br />

Under the Medical Control Programme (MCP) in Groups I and II, all samples<br />

collected in accordance with VR Art. 1017.1 will be analysed by Laboratoire<br />

Courses Hippiques, 15 rue de Paradis, 91370 Verrières le Buisson, France, Tel.:<br />

+33.1 - 69 75 28 28, Fax: +33.1 - 69 75 28 29.<br />

X. MISCELLANEOUS<br />

By handing in the entries, each owner and person responsible and by<br />

participating in the event, every rider submits to the General and Special<br />

Regulations valid for the event and to the orders of the show direction.<br />

1. PROTESTS (Art. 167)<br />

All protests to be valid must be made in writing and accompanied by a deposit of<br />

CHF 150.- or equivalent.<br />

2. Distribution of Prizes and Indemnities<br />

All prize money and all prizes in kind rewarded instead of prize money as well as<br />

reimbursements (e. g. transport charges, travelling expenses) will be distributed<br />

acc. to FEI-RG Art. 130.2 following the last competition at the latest. The<br />

scheduled prizes are gross amounts.<br />

The total amount of prize money shown for each competition in the schedule<br />

must be distributed. If fewer competitors take part in a competition than the<br />

number of prizes indicated in the schedule, the President of the Ground Jury is<br />

responsible for recalculating the prize money to be distributed.<br />

Per competition 25 % of the competitors receive prize-money or prizes in kind<br />

rewarded instead of prize-money, however at least 5 competitors will receive a<br />

prize.<br />

If riders have to be placed equally, the money value of the prizes in kind (e. g. a<br />

car) is divided accordingly. Settlement will be done per competitor. Depending on<br />

the agreement with the horse owner, each competitor binds himself, to pass on<br />

to the horse owners the prize money or prizes in kind rewarded instead of prize<br />

money. The organizer is allowed to deduct possibly outstanding debts of the<br />

competitor. Acc. to § 50a Abs. 4 this also applies to foreign horse owners.<br />

After having deducted the turnover tax from the prize money or prizes in kind<br />

rewarded instead of prize money the following income tax will be due: no taxes<br />

up to 250 EUR, 10 % up to 500 EUR, 15 % up to 1,000 EUR, 20 % exceeding<br />

1,000 EUR; plus 5,5 % solidarity fee of the income tax. The tax deduction has to<br />

be confirmed on demand. Those foreign competitors being exempted from tax<br />

deduction are kindly asked to submit an exemption certificate either with the<br />

entry or on the first show day at the latest. Every competitor himself is<br />

responsible for the correctness of the details he submits.<br />

3. DOCTOR, FARRIER<br />

During the whole event, medical and veterinary services are available for riders<br />

and horses. Farrier and saddler are on hand. All service will be rendered on<br />

account of the client.<br />

4. INSURANCES<br />

All owners and competitors are personally responsible for damages to third<br />

parties caused by themselves, their employees, their agents or their horses.<br />

They are therefore strongly advised to take out third-party insurance providing<br />

full coverage for participation in equestrian events at home and abroad, and to<br />

keep the policy up to date.<br />

5. LIABILITY<br />

The organizer declines any liability for property or pecuniary damage which may<br />

happen to visitors, competitors, grooms and horse owners through slight<br />

negligence of the organizer, his delegates or his assistants. He also declines any<br />

liability for theft, fire or other incidents.<br />

6. EVENT'S ORGANISATION (Art. 114-115)<br />

The organiser reserves the right<br />

a) to cancel the whole show in agreement with the FEI and the German NF, if<br />

special circumstances necessitate it. In that case all entry fees will be returned.<br />

b) in exceptional circumstances, together with the approval of the Ground Jury<br />

and the NF Delegate to alter the schedule in order to clarify any matters or<br />

matters arising from an omission or due to unforeseen circumstances. Any such<br />

changes must be notified to all competitors and officials as soon as possible, and<br />

they must be reported to the FEI Jumping, Dressage or Driving Department by<br />

the Foreign Judge.<br />

7. ENTRY RIGHT TO SHOWGROUNDS (Art. 133, 1005)<br />

Entry right to showgrounds will be handed out to riders, one partner, one groom<br />

per rider and per horse two owners (max. 2 horses per rider acc. to FEIpassport),<br />

provided the names have been given to the OC before the event<br />

starts. Drivers will receive a maximum of 8 entry bands.<br />

Entry Right to stable area acc. to VR Art. 1005.2.5.<br />

8. SCHOOLING DURING COMPETITIONS<br />

Riders wishing to school during speed competitions (Table A and Table C) must<br />

inform the OC before these competitions begin. These riders will start first in<br />

these competitions.<br />

10. DISPUTES<br />

In the event of any discussion concerning the interpretation of the schedule (in<br />

translated languages), the English version will be decisive.<br />

Starting order in all jumping competitions will be done acc. to a starting order<br />

fixed by the OC in accordance with Art. 252.2 and Annex VI (draw and rotation),<br />

in all Dressage competitions by draw acc. to Art. 425, provided it is not stated<br />

otherwise in the competitions.<br />

THE FEI CODE OF CONDUCT<br />

FOR THE WELFARE OF THE HORSE<br />

The Fédération Equestre Internationale (FEI) expects all those involved in<br />

international equestrian sport to adhere to the FEI’s Code of Conduct and to<br />

acknowledge and accept that at all times the welfare of the horse must be<br />

paramount and must never be subordinated to competitive or commercial<br />

influences.<br />

1. At all stages during the preparation and training of competition horses,<br />

welfare must take precedence over all other demands. This includes good horse<br />

management, training methods, farriery and tack, and transportation.<br />

2. Horses and competitors must be fit, competent and in good health before they<br />

are allowed to compete. This encompasses medication use, surgical procedures<br />

that threaten welfare or safety, pregnancy in mares and the misuse of aids.<br />

3. Events must not prejudice horse welfare. This involves paying careful<br />

attention to the competition areas, ground surfaces, weather conditions, stabling,<br />

site safety and fitness of the horse for onward travel after the event.<br />

4. Every effort must be made to ensure that horses receive proper attention after<br />

they have competed and that they are treated humanely when their competition<br />

careers are over. This covers proper veterinary care, competition injuries,<br />

euthanasia and retirement.<br />

5. The FEI urges all involved with the sport to attain the highest levels of<br />

education in their areas of expertise.<br />

Time obstacle competition with two rounds<br />

Rating competition for the FEI World Cup TM <strong>2007</strong>/2008<br />

Admitted drivers:<br />

In the first round the same drivers as in class 15 are admitted. Same course as in class<br />

15. Second shortened round is open only to the best three drivers from the 1 st round.<br />

Judged under: Table A acc. to Art. 967 with two rounds<br />

Both rounds will be carried out as time competitions (Art. 967), the penalty points will<br />

be converted into seconds.<br />

The scale of penalties is as follows:<br />

- Dislodging one ore two balls in the same single obstacle<br />

- Causing an obstacle to be rebuilt (clock stops) 5<br />

After ringing the bell the driver has 45 seconds to start his course; even if he has not<br />

started, the clock starts to run.<br />

For the placing in the FEI World Cup TM competition, the time in the 1 st and 2 nd round<br />

are added for the top 3 drivers. For the other drivers the time in the first round<br />

decides.<br />

Equipment: acc. to Art. 947 (marathon harness)<br />

Obstacles: The indoor course consists of obstacles according to<br />

Art. 962 and 949.<br />

- 2 marathon type obstacles (maximum 5 gates each)<br />

- 1 bridge<br />

- approx. 10 cone-type obstacles<br />

class 15<br />

only that the contents conform to the FEI Statutes, General Regulations and Rules. By<br />

no means does this entail implicit acceptance of any liability by the FEI for any damages<br />

to third parties caused by the Organising Committee and its officials, riders, drivers,<br />
