Some country examples:<br />

• In Australia, researchers found that two thirds of homeless people develop substance<br />

abuse problems, and more than half develop mental health conditions<br />

after losing stable housing. 170<br />

• In South Africa, a study showed that 44% of people living with HIV have a diagnosable<br />

mental health condition, whereas the prevalence of mental health conditions<br />

in the general population is only 17%. 171<br />

• Also in South Africa, researchers found that children orphaned due to AIDS<br />

have significantly higher rates of depression, posttraumatic stress disorder, and<br />

suicidal ideation than non-orphaned children. 172<br />

• In a WHO multi-country study women <strong>who</strong> had experienced physical or sexual<br />

violence or both by an <strong>int</strong>imate partner reported higher levels of emotional<br />

distress than other women and were more likely to attempt suicide. 173<br />

The implications are clear. Development strategies and plans need to reach people<br />

with mental health conditions, as well as address the mental health needs of other<br />

vulnerable groups that are already targeted. The general principles and recommended<br />

<strong>int</strong>erventions in the following section provide guidance for achieving<br />

this aim.<br />
